INTRODUCTION Interest in multicommodity stabilization schemes has increased recently for several reasons, a most important one being the experienced wide swings in primary commodity prices. These prices rose sharply between mid - 1972 and end - 1974 giving commodity exporting countries an opportunity to gain sizeable increases in export earnings. But since then, prices have tumbled and these countries are searching for a means to stabilize if not to increase their earnings. While this problem is particularly serious for developing countries, the developed countries are concerned about the impending upward price swing, which would increase inflation before recovery from the world recession is assured. As a direct consequence of the emergency meeting of the U.N. General Assembly devoted to commodity problems in April of 1974, interest has been renewed in the Keynesian (4) plan for an international multicommodity buffer stock program. In particular, UNCTAD (8) is designing an integrated commodity scheme to be discussed within that body. In terms of approaches that have appeared in designing such a program, none exist which relate to the interpretation of the independence and interdependence of prices of the commodities of interest. Typical criteria for selecting commodities for the scheme have included their importance in world trade, their particular origin from developing countries, and their feasibility for storage. But the financial management of a multicommodity buffer stock requires a consideration of commodity prices, yields, and risks as does as any portfolio of assets. Recently the U.S. Bureau of Mines has undertaken a research project to develop the mechanical roof pulling technique as a method for evaluating the effectiveness and the comparative advantages and disadvantages of various roof bolting systems for underground coal mines, based on the characteristic responses of bolted mine roofs to a prescribed external loading system. Two preliminary experiments of the test method were conducted in the Bureau's Safety Research Coal Mine (SRCM) at Bruceton, Pa., and further trials are underway. The fundamental concept of the test method, the design of test rigs, and the experimental results are summarized in this progress report.

A modification, of the Kelvin bridge using an inductor was used to measure the conductivities of molten sodium chloride, calcium chloride, and mixtures thereof. A capillary-type four-lead fused quartz dipping cell was constructed. The effect of a small amount of potassium chloride on the conductivity of the melt was determined. IN the electrowinning of sodium and chlorine from sodium chloride in Downs cells, calcium chloride is added to the sodium chloride in an approximately equimolar amount to permit cell operation at a lower temperature. This lower temperature improves current efficiency and ease of operation, but decreases voltage efficiency by decreasing the electrical conductivity of the melt. A knowledge of the electrical conductivity of the Downs cell melt is necessary to the understanding of Downs cell operation, for the IR voltage drop across the melt is responsible for a significant part of the electrical power consumed by the cell. The work of previous investigators on fused sodium chloride-calcium chloride mixtures was reviewed from the standpoint of consistency with the results of others on the conductivities of the pure constituents. The electrical conductivity of pure fused sodium chloride has been established with accuracy by Van Artsdalen and Yaffe,1 by Edwards, Taylor, Russell, and Maranville,2 and by Lee and Pearson.3 It has also been studied by a number of other investigators.4-13 The best values for calcium chloride are believed to be those of Lee and Pearson,3 since the sodium chloride and potassium chloride conductivity values given by them check the best literature values. A number of other investigators have also reported values for calcium chloride.'-"."' Electrical conductivity data for fused sodium chloride-calcium chloride mixtures have been reported by Sandonnini,12 Vereshchetina and Luz-hnaya,18 Ryschkewitsch,11 Barzakovskii,5 and Alaby-shev and Kulakovskaya.15 Sandonnini reports no data at temperatures lower than 850°C. The conductivity values reported by Vereshchetina and Luz-hnaya, by Ryschkewitsch, and by Barzakovskii for pure sodium chloride and for pure calcium chlor- ide vary somewhat from the literature values believed to be best and the sodium chloride-calcium mixture data of these authors and of Alabyshev and Kulakovskaya (who give no data for the pure compounds) show significant variations. In view of these facts, it seemed that an investigation of the electrical conductivities of fused sodium chloride-calcium mixtures would be worthwhile. Apparatus Bridge System—The bridge used,in this investigation is diagrammed in Fig. 1. In general, the elaborations of this bridge over the simple Wheatstone bridge were for the purposes of a) eliminating lead resistances or making them accurately measurable, and b) eliminating major capacitative and inductive effects or balancing them against each other. Lead resistances in the lower arms of the bridge were kept as low as possible by making the leads short and of low resistance wire. This could not be done in the cell arm of the bridge because of the remoteness of the cell from the other bridge components and because of the high-resistance nickel or chrome1 wires used in the cell. Since maximum sensitivity is attained when the resistances of the four arms of the bridge are equal, 50-O resistors were used in the lower arms of the bridge when fused salt conductivities were being measured, and 1000-O resistors were used when the cell was being calibrated with normal aqueous KCl solution. The cell resistance was of the order of 50 ohms with fused salts and of the order of 1000 ohms with normal aqueous KC1 solution. The resistors used were non-inductive and accurate to 50.05 pct (General Radio Co. Types 500-C and 500-H). The lead resistance between point A in the cell and point E at the measuring resistor was eliminated by using the kelvin bridge principle; that is, the voltape drop across the lead from point A to point E was divided between the cell arm of the bridge and the measuring arm of the bridge in proporation to the resistaxes in the lower arms of the bridge.

The thermal processes for the production of metallic magnesium can be divided into two general classifications, the direct reduction of magnesia with carbon and the indirect reduction of compounds of magnesium by reducing agents that are themselves products of carbon reduction. The latter are so chosen as to cause reduction of magnesium compounds wherein only the magnesium is liberated in the vapor phase. Reducing agents used are: calcium carbide, silicon carbide, silicon, aluminum, various silicides or combinations of calcium, aluminum, silicon in iron. All of these are products of highly endothermic reactions and, with the exception of scrap aluminum, can be produced in an open, submerged arc furnace; that is, the arc is covered only by the charge itself. The more investment in energy required to prepare such a reducing agent, the less is the energy required in the subsequent step to reduce the magnesium compound to the metal. It is impossible, however, to avoid the laws of thermodynamics, no matter how much circumambulation is resorted to in the preparation of successively more powerful reducing agents. Since each such step carries forward its own inefficiencies, it appears evident that the ultimate status of such processes is dependent upon the development of by-products. The direct reduction of magnesium oxide by carbon has a decided appeal to both the scientist and the industrialist. The successful production of the carbo-thermic plant at Permanente is a significant fact in the substantiation of this concept. Like most developments, however, the history of carbon reduction of magnesia is not one of triumph after triumph, or immediate heady success to the investigators. It is understood that one of the early investigators conducted an experiment wherein he placed carbon and magnesia in one end of an evacuated tube and managed to heat this end to a temperature high enough that magnesia and carbon deposited at the other end of the tube. The charge, unreduced, appeared to have been completely transported from the hot to the cold end of the tube. This raised doubt for some time as to whether magnesia could be reduced at all with carbon. It was correctly suspected, however, that the magnesia was in fact reduced and the resultant magnesium vapor and carbon monoxide reacted upon one another upon reduction in temperature to reform the starting ingredients. Attempts were then made to dilute the two vapors by passing a considerable stream of hydrogen through an arc furnace charged with magnesia and carbon. Thus by dilution of the products it was' expected to obtain metallic magnesium. The results were positive and metallic magnesium was .0

THE softening temperature of coal ash, as determined in the labora-tory, has been used for years as an indication of the tendency of coal to form clinker and slag. It has not, however, provided an index of unfail-ing and complete reliability for forecasting the relative performance of different coals, even in the same plant and under the same conditions of operation. A large amount of investigation has been done in attempts to account for this, but practically all of this has been in the direction of studying the chemical constitution of coal ash. Much has been learned, but without much progress toward a better practical application of knowledge to the selection of coal. There has always seemed to be an important factor that eluded discovery. It has long been recognized that the ash-softening temperature as determined in the laboratory had one weakness, in that it represented the temperature at which a thorough mixture of the whole ash of the coal would melt, the mixing having taken place before the heat was applied. This does not, of course, simulate what takes place in practice. With certain exceptions, which will be noted later, almost all of the investiga-tions that have been made, especially the chemical studies of coal ash, have likewise dealt with a mixture of the whole ash in the coal. The present investigation differs from these fundamentally in its approach to the problem. It started from the observation that some clinkering and slagging obviously takes place in a boiler furnace at tem-peratures below the laboratory-determined ash-softening temperature of the coal. Knowing that coal as it is shipped to market is a hetero-geneous mixture of diverse mineral substances, each of which may act independently of the others in the initial stages of clinker and slag formation, it seemed logical to investigate separately the softening tem-perature of the ash in physically separable portions of the coal, and to determine the relative quantities of ash contributed by each portion.

IN times of a falling metal market the mine operator attempts to remain in competition by lowering his overall cost and raising the grade of ore he processes. But these adjustments can be made only within narrow limits imposed by inherent characteristics of the operation. Is there some additional method whereby the break-even point can be lowered? One approach, perhaps the only one, to lower a break-even point is careful cost analysis considering both fixed and variable costs in relation to mining rate. The following is an analysis of cost distribution and its significance in determining the most economic combination of the factors of ore grade and tonnage output applicable to a given mining operation.

This paper describes the nature of engineering and geologic services for the production stage and a review of pit design factors peculiar to the development period. The Mission pit has passed into the mining phase where development is of secondary importance; however: until the pit reaches its final size, development will be a continuing function occurring simultaneously with mining operations. The deposit occurs in an extensive zone of altered sedimentary rocks which have been fractured by three fault systems, flexed or folded, and intruded by monzonite porphyry. The deposit is a low-grade copper sulfide "porphyry" type orebody within a broad zone of pervasive hydrothermal alteration in sedimentary rocks.

Before 1957 a number of investigators reported stress determinations made on or near the surface of underground excavations. The usual procedure was to measure surface strains and to calculate the stresses using laboratory-determined values of the elastic constants of the rock. In some instances strain gages were stress-relieved so that the measured stress was absolute. Also, several investigators reported near-surface absolute stress determinations made by the flat-jack procedure. In 1958, Hast1 described a procedure for making absolute stress determinations within a body of rock. In this procedure a diametral deformation gage was placed in a borehole and then the borehole was overcored to produce stress relief. The secondary principal stresses in the plane normal to the axis of the borehole were calculated from measured deformations and the elastic constants of the rock. During the past nine years a number of investigations have been reported1-20 in which this technique, or modifications of it, have been reported. Both the stress distribution in the walls of underground openings and the stress field at points as great as 200 ft from these openings have been determined. Considered collectively, these reports shed some light on the nature of the stress distributions in the proximity of underground openings and on the stress field, that is, the state of stress outside of the zone of influence created by openings. To summarize these findings first consider the stress distribution in the wall and structural components of openings. Fig. 1 (a) shows a typical theoretical stress distribution curve in a linear-elastic, isotropic, homogeneous material. Small-angle tilt boundaries have been observed in a lamellar eutectic structure. These boundaries are morphologically similar to a theoretical till boundary originally proposed by Burgers. The production of a small-angle tilt boundary in the lamellar eutectic structure is attributed to the formation of an indentation on a planar solid-liquid interface during growth. Constitutional supercooling due to the accumulation of impurity atoms ahead of the interface is primarily responsible for the generation of an indentation. The distance between two faults of like sign, designated as lamellar fault distance, is calculated by the Burgers equation for small-angle boundaries. It was found that the lamellar fault distance decreases exponentially and the tilt angle increases exponentially with freezing rate. SMALL-ANGLE tilt boundaries have been observed in many crystals in the as-grown states by etching techniques. However, a detailed substantial proof for revealing the presence of dislocations in the form of etch-pits was recently accomplished by Vogel. These boundaries are described as an array of dislocations of like sign. The angle of tilt associated with a boundary is treated theoretically by Burgers3 and is given by 0 = b/D for small tilt-angle where b is the Burgers vector of the dislocations and D is their average spacing. During the course of experimentation on the solidi fication of the lamellar Mg-32 wt pct Al eutectic a microstructure which was strikingly similar to a dislocation tilt boundary was observed. An example of the type of microstructure is given in Fig. 1, which shows a combination of transverse and top sections of the lamellar eutectic structure. The lamellae of the top section on one side of the apparent tilt angle are not parallel with those on the other side. Consequently, some lamellae must be terminated somewhere. Fig. 1 shows that the termination of lamellae is analogous to a dislocation tilt boundary in a crystal lattice originally proposed by Burgers. This work represents a closer look at such structures. The factors governing the production of the small-angle tilt boundary are discussed in terms of the freezing condition and impurity distribution in the melt. The effect of freezing rate on the distance between two faults, designated as lamellar fault distance, and the tilt angle is also described. In addition, the lamellar fault distance is determined by means of the Burgers equation for small-angle tilt boundary. EXPERIMENTAL PROCEDURE The slightly impure Mg-32 wt pct Al eutectic rods, 5/8 in. in diam and 12 in. long, were made from 99.99 wt pct Al and 99.98 wt pct Mg and were cast in a high-purity graphite mold. Some of these rods were purified by zone-refining the eutectic using direct-radiation helical-coil furnaces5 A molten zone about 2 in. long was passed through the cast rods at a speed of 5.3 x 104 cm per sec for ten passes of the molten zone. Before the freezing experiment was begun, 2-1/2 in. of the material from the head and tail ends of the zone-refined eutectic were removed from the rod to eliminate any impurity. The freezing experiments were carried out under controlled conditions,8 using a protective atmosphere of purified argon. At the end of each run, observation of the tilt boundary was made throughout the entire length of the rod with a light microscope on the top, longitudinal, and transverse sections (three mutually perpendicular sections) of the lamellar eutectic solid. The town of Pacific, in Jefferson County, Mo., is 27 miles west of St. Louis. Since the area lies entirely on the flood plain of a cut-off meander of the Meramac River, it was considered a likely environment for accumulation of commercial quantities of sand and gravel. Excellent transportation facilities are afforded by two major railways to St. Louis, and ample water supply for washing and separation is assured by the proximity of the river. As a large washing and separation plant was planned, the property was evaluated in detail to justify the high initial expenditure. An intensive testing program using both geophysical and drilling methods was designed and carried out. The prospect was surveyed topographically and a 200-ft grid staked on which electrical resistivity depth profiles were observed at 130 points. The Wenner 4-electrode configuration and earth resistivity apparatus* were used. In all but a few cases, the electrode spacing, A, was increased in increments of 1% ft to a spread of 30 ft and in increments of 3 ft thereafter.

Undisturbed sampling of shale has always been difficult. As pert of a comprehensive subsurface investigation for a nuclear power plant in northwestern Illinois, the Maquoketa shale, which contains seams of argillaceous dolomite, was sampled using different coring techniques. Since the Maquoketa shale is extremely fissile, careful sampling preservation by both lateral and vertical confining was utilized. The samples were tested to determine both static and dynamic properties. A relationship between void ratio and compression index, swell index, and swell pressure ratio was established. Correlation was found between the dynamic properties and both undrained shear strength and confining stress. Based on the results of the sampling and testing programs, recommendations for sampling and sample preservation techniques are given. INTRODUCTION Undisturbed sampling and preservation of samples of weathered, fiasile shale is often a very difficult task. The often erratically varying degree of weathering with depth complicates sampling and makes reproducibility of testing results difficult. Therefore, the testing of weak, weathered rock very often yields a wide variety of test results with large data scatter. The reproducibility of teat results usually associated with water-deposited soils is seldom, if ever, obtained. The testing and sampling program described in this paper was part of a comprehensive subsurface investigation for a nuclear power plant in northwestern Illinois. The sampling, preservation and testing program of shale samples taken from the Maquoketa shale are described, and, in particular, the different sampling techniques and sample preservation procedures are evaluated with respect to their effectiveness. The samples obtained by these procedures were subjected to a comprehensive testing program, including both static and dynamic testing in order to provide input for soil-structure interaction analysis. GEOLOGY The Maquoketa Shale Group is of Ordovician age and is part of the Cincinnatian Series. The area where the shale samples were taken was in a broad sea far from sources of clastic sediments during most of Ordovician time. However, during Cincinnatian time when large deltas in the Appalachian region were being formed, clastic sediments from the east dominated the sedimentation ii. Illinois, resulting in formation of the shale and dolomite shales of the Maquoketa Shale Group (Willman et al., 1975). The geologic unit sampled consists of a greenish gray to gray silty shale containing numerous 1- to 12-inch (2.5- to 30.5-cm) thick interbeds of argillaceous dolomite. An address before the Meeting of the New York Section, Nov. 4, 1914. As life advances one is inclined to look backward instead of forward, and the vista over which my memory carries me has been filled with such a shifting panorama of changes in metallurgy that the whole practice of the art seems to have been re-created. The first cupola furnace that I saw in operation was at one of the group of mines at Capelton, Quebec, from which the Nichols company still draws some of its sulphur supply. At that time it was operated by a Hartford, Conn., company, under a General Adams. When its small brick furnaces made a campaign of a week and smelted 10 tons a day, the feat redounded to the credit of the operator. The introduction of the water-jacketed cupola dates forward to the next decade. I was using one in Pennsylvania, making copper matte, to the horror of a noted metallurgist, who could not conceive it possible that you. could bring fused sulphides in contact with steel without rapid corrosion. In our ignorance we were doing what seemed to be an impossibility, and it is just that recklessness and disregard for precedent which has characterized so much of the work of American metallurgists, and carried us forward at such headlong speed. Once the water jacket was accepted as the type of the. copper cupola, its almost unlimited expansion in length, but not in width, was a matter of convenience rather than of skill. In Butte the cupolas have been enlarged by adding furnace to furnace. The first reverberatories which I saw in operation were those in Professor Hill's Black Hawk establishment, where the concentrates from the Gilpin County gold mills were run down into matte for separation in England. Sixty dollars per ton was the usual deduction in those days before gold and silver was paid for. Smelting was done with wood as fuel, and the capacity of the furnace was about 10 tons per diem. Shortly after this Professor Hill formed an alliance with Richard Pearce, who was running what, if I recollect aright, was called the Swansea Works, at the bend of the river approaching Georgetown.

A DOCUMENT of progress and of great interest to engineers is the report of the Military Affairs Committee of 'the Engineering Council, which has just been accepted and sent to the secretary of War. It provides .a plan whereby civilian engineers holding commissions in the Reserve Corps may; with their con- sent, be called into service of the army during peace at any time, either with troops in the field or in a consulting capacity on any government engineering work. The Military Affairs Committee finds ample authority in the military bill passed by Congress on June 4, 1920, for this arrangement and also for extending the privilege to military engineer, officer-s of the regular army to engage in civilian work during times of peace. It is hoped that the Secretary of War will adopt the suggestions and put the program outlined into effect. This is a constructive piece of work comparable to the efforts of the military Committee before the war which developed so much in the way of preparedness, particularly in the program of military lectures which, held in the auditorium in the Engineering Societies Building, became so popular that each lecture had

ANALYSIS of the chemical and structural differences in minerals often results in a better understanding of the differences in the geological conditions under which they were formed. The minerals in the kaolinite group differ in the amount of interlayer water and in the nature and amount of ordered and/or random shifting of each 1:1 layer with respect to those above and below it. This paper is a progress report resulting from research on the morphology, structure, and origin of fine-grained minerals, supported by Contract N6onr26914 with the Geophysics Branch of the Office of Naval Research. The purpose of the paper is to present data obtained in the laboratories at The Pennsylvania State College and elsewhere, which reveal some of the details of structure of the minerals in the kaolinite group, and to suggest a number of interpretations that bear upon the conditions of origin of these minerals. Be¬cause most of the work in this investigation thus far has been concerned with the relationships of kaolinite, halloysite (4H2O; endellite), and halloysite (2H2O), must of the discussion deals with these members of the group. The first step in the analysis of the differences in two sets of geological conditions is an evaluation of the differences in the minerals that result. Thus the chemical differences between the montmorillonite and the kaolinite clays corroborate other evidence in support of the view that the montmorillonites are commonly formed when solutions are alkaline and leaching poor, while kaolinite usually is associated with acid solutions and good drainage condi¬tions. It is obvious that the greater the differences in the minerals, the more divergent may be the conditions that give rise to them and the more readily one condition can be distinguished from the other. In the kaolinite group, differences between individual members are small, therefore the differences in condition of origin are presumably subtle and difficult to define. At the same time, the very fact that the minerals differ only slightly makes them more sensitive indicators of the exact conditions under which they and the minerals associated with them were formed. Since clay minerals are being used more and more to evaluate the nature, value, and mode of formation of economic mineral deposits, an attempt to define these subtle differences would appear worth while. During the past year (1967-68), there have been many instances of either partial or complete failure of a tunnel-support system. It looks like the art is in a pretty sad state, but as long as we permit the field of tunnel design to remain basically an art, that's about what we can expect. The application of scientific principles to tunnel design involves much more than assigning values to a series of factors in an equation. I am reminded of the case where the engineer calculated that steel ribs with struts were required to support a horseshoe-shaped tunnel in firm ground. The contractor had driven several hundred feet without installing the struts when the engineer visited the job. When he was informed that the struts had been left out, he fled the tunnel in alarm. As one authority has so aptly put it, "There is far too much calculating and too little observing." Initially, one might think of a tunnel support as a structural member, such as a strut or arch which is installed in order to support some definite load. Similarly, a tunnel lining might be considered as a treatment of the interior surface of the tunnel in order to produce desired aesthetic, hydraulic, or architectural results, or to serve a protective function. Actually, many linings, such as a concrete lining, serve a dual purpose and support a load as well as satisfy other requirements. Not too many years ago a tunnel, during the driving or excavating stage, was considered to be either supported or unsupported. In recent years, however, several techniques have been developed, which by helping the tunnel to support itself, permit the elimination of separate structural support. Since these techniques in many cases actually become a substitute for the conventional types of supports and linings, a state-of-the-art review would hardly be complete without including them for consideration. Thus, for the purpose of this discussion, we shall define tunnel supports as any system or technique which effectively maintains the integrity of the tunnel opening. INTRODUCTION The production of coal is a major part of the mining industry. In recent years the production of clean coal has exceeded 600 million tons per year and is reported to have reached 660 million tons in 1977. Some data on the magnitude and utilization for the year 1975 is given in Table I. In that year 648 million tons of soft coal were produced and of this 267 million tons or 41% approximately was produced by mechanical cleaning. Of the 374 million tons of raw coal sent to the preparation plant, 28.6% or 107 million tons was discarded as refuse. In the same year approximately 6 million tons of anthracite were produced and nearly all of this was cleaned. Table I also gives coal utilization statistics for 1975. Excluding the approximately 20% that goes to the coke ovens or to export, the vast bulk of our production is used for steam power generation and a lesser amount for captive production of industrial power and process steam. While much of the nation's coal (e.g. strip mined western, sub-bituminous coal) may be removed from the ground in relatively pure form by modest selective mining techniques, other coal requires preparation in order to remove ash and sulfur constituents and produce an acceptable steam or coking coal. Preparation is often a valuable adjunct to mining in that rather non-selective, low cost, bulk mining techniques may be used underground while the preparation plant is used to reject refuse at low cost above ground. The principal reason for the use of coal preparation is to convert raw coal into an acceptable commercial product by removing the high ash and high sulfur refuse material.
