THE present note is intended as an addition to my previous communication on the volumetric determination of manganese, read at the Roanoke meeting," it having been suggested that the circumstances under which my experiments had been conducted, were essentially different from those met with in the analysis of irons. The method used in these experiments is the same in all its details as that described in the paper referred to. I have made seven experiments in all: two of these were in duplicate on half a gramme of a sample of spiegel dissolved in hydrochloric acid; one was on the same amount of spiegel with the addition of 25 C.C. of a standard solution of potassium permanganate; one was on the same amount of spiegel with the addition of 35 C.C. permanganate and much organic matter, viz., one drop of castor-oil, two or three drops of coal-tar benzol arid of gasolene (petroleum), about ten of alcohol, portions of starch and of sugar about the size of a small pea, and about half an inch of a common match cut into shavings. This organic matter was added to the manganese solution after the hydrochloric acid had been replaced by nitric, and the solution was heated until the wood-shavings had disappeared. The fifth experiment was made by dissolving half a gramme of spiegel alone in nitric acid; the sixth by dissolving half a gramme of spiegel in nitric acid with the addition of 25 C.C. potassium permanganate, some oxalic acid, half an inch of a match, one filter-paper 7 cm. in diameter, and two drops each of castor-oil and turpentine; and the seventh experiment by dissolving half a gramme of spiegel in hydrochloric acid and adding 35 C.C. permanganate, without however taking the precaution to evaporate off all the excess of hydrochloric acid. Under these circumstances, one would expect that if organic matter exercises any influence on the determination, it would be plainly evident in the results obtained. DEFINITE improvement in its accident fatality rate in the coal-mining industry was recorded during 1941, based on preliminary figures for the period from January through October. Total production during this ten-month period was approximately 91 percent of the total production in all of 1940. The ten-month accident rate for both bituminous and anthracite mining in 1941 was 2.15 killed per million tons of coal mined, compared with a rate of 2.66 for the full year of 1940. The bituminous rate decreased from 2.55 in 1940 to 1.99 in ten months of 1941, and the anthracite rate from 3.62 to 3.53 in similar periods. The decrease is more apparent for the bituminous branch of the industry, as the high figure in 1940 was due to seven major disasters which brought death to 276 men. The same number of major explosions during ten months of 1941 caused only 64 lives to be lost. The severity of the explosions has been lower this year but a definite need still exists for reduction in this type of accident.

HIGH-IRON cements have a number of advantages over cements carrying little or no iron. The presence of iron in, Portland cement aids in the manufacture of the cement and also imparts certain advantageous physical properties to the finished product. In manufacture, the presence of iron lowers the fuel consumption, increases the ease of proper burning, and lessens the destructive action of the charge on the kiln refractories. In the finished cement the presence of iron reduces the expansion and contraction, adds strength, adds increased resistance to freezing and thawing, and increases the resistance of the cement to sea or sulphate waters. During the past few years the construction of numerous dams through-out the Southeast by the Tennessee Valley Authority has stimulated the production of high-iron cements. At present a great number of specifica-tions call for an iron cement, and the industry is supplying this demand with a Portland cement carrying approximately 5 per cent iron oxide. Several manufacturers are now making practically all of their cement of this type and a number of others manufacture it as a special cement over short periods to meet demands from the Tennessee Valley Authority and other buyers. The recent increase in the use of iron in Portland cement has created a market for iron products that previously was nonexistent. The chief sources of supply for the cement manufacturers at present are iron sand, iron sinter and slag, and ocher. The Copperhill mining district, Ten-nessee, supplies both iron sinter and slag for use in cement. The Carters-ville district supplies iron sand, ocher, and some iron resulting from the magnetic separation of iron from barite. The advantages of these products vary according to the chemical properties of the raw materials and the methods of handling used by the different manufacturers. DISCUSSION Fred C. Bond (Allis-Chalmers Manufacturing Co., Milwaukee)—This is a very complete description of the screened ore fine grinding installation at Lake Shore. The only important data which might be desired are the operating screen analyses and power consumption in each stage. The statement that the energy consumption, or kw-hr per ton, remains constant for all mill diameters is of great interest, but the opinion is widely held that the kw-hr per ton decreases as the mill diameter increases. More definite test work is needed to establish this point. Screened ore fine minding has been successful on hard Lake Shore ore &d on about equally hard South African Rand ore. However, it is still not determined whether it would be successful on ores of average or less than average hardness. It is possible that with softer ores the consumption of ore pebbles might be exceedingly high, or might even exceed the available supply. Also, the softer feed might result in a rapid buildup of harmful intermediate sizes in the mill circuit. These factors can be determined only by a full scale or long pilot mill test. In any case the Lake Shore staff is to be congratulated for this pioneering work. Bunting. S. Crocker (author's reply)—As requested, the operating screen analyses and Bower consumption for each of the four stages of pebble milling are given, see Table XII. The fist three stages are in series circuit; the last stage is in closed circuit. The primary circuit had rock feed averaging 124 g per piece and the final stages rock feed weighing 63 g. The intermediate stages had mixtures of the two. Regarding Mr. Bond's statement that "the opinion is widely held that the kw-hr per ton decreases as the mill diameter increases," I would say that I have frequently been told this but have never yet been shown any evidence or seen any evidence published that would prove this statement. It may be true that some of the big mills recently installed have mechanical power savers such as micarta bearings and better lubrication, but as far as the power consumed inside the mill is concerned, we at Lake Shore think that it varies as D2 .", and that is all. We published extensive information on this point in our 1939 paper. Recently Mr. Banks at Consolidated published the figures on his 10 ft 8 in. x 12 ft 0 in. rod mill. As reported in this discussion by the writer: we calculated the power necessary to run this mill based on our 7x6-ft rod mill to within 1 pct of the actual power reported by Mr.

The unusual interest taken in the papers on steel at the New York (1922) meeting showed that the time is ripe for the renewal of the general discussion of the physics of steel, on the same lines that wete used formerly and produced such good and lasting results. The curves shown in Figs. 1 to 4 and the appendix were added to my paper1 after the February meeting, but, unfortunately, Figs. 1 and 3 were transposed; the curves on page 252 are for bessemer steel and belong on page 254; while those on page 254 are for open-hearth steel and belong on page 252. These errors are evident at once on referring to the data in Tables 1 and 2, pages 227 and 228. The curves for each 0.05 per cent. of carbon and manganese in basic open-hearth steel are given in Figs. 1 and 2; these lines for the lower carbons and manganese are comparatively uniform. Figs. 3 and 4 give similar lines for carbon and manganese in bessemer steel. The large break in the carbon lines from 0.55 per cent. to 0.60 per cent. is caused by much higher silicon in the steels of 0.60 per cent, carbon and over that are used for springs, etc. The estimated ultimate strength of pure iron, and the increase in strength by carbon, phosphorus, and manganese, with the different views regarding the same, were given and diseussed. All of this can be considered as an introduction to the practical use that is now being made of such data in selecting the heats of steel best suited to give the required physical tests called for in the finished rolled material. The chemical composition of the steel, of course, tells only a part of the story, as many other factors that have an influence on the physical properties of the steel must be considered, and controlled as far as is possible. Some of these have already been referred to, but there are other important ones to be considered and discussed.

THE peninsula of Nicoya contains virtually all of the known manganese deposits of Costa Rica. These are south and west of the Tempisque River, which flows across the peninsula near its juncture with the mainland. This peninsula forms the westernmost part of the province of Guanacaste, which is the northern of the two Pacific Coast provinces of Costa Rica. The larger villages are connected by ox-cart roads and trails. The area may be covered on horseback without difficulty except during the rainy season, when rivers are in flood and difficult to ford. This is particularly true of the Rio Seco-Guayjiniquil area, where there are no inhabitants and few open trails through the tropical jungle. Santa Cruz and Sardinal are served by the Taca Airlines, two planes a week from San Jose and Puntarenas. The port of Puntarenas has excellent loading facilities but none are available nearer the manganese districts; there ore must be lightered to vessels standing offshore. PHYSIOGRAPHY In Costa Rica there are three physiographic divisions: (I) the central plateau (Mesa Central), a somewhat dissected lava platform upon which are superimposed volcanic peaks, some of which are still active: (2) the Atlantic low-lands and (3) the Pacific lowlands. The peninsula of Nicoya and the larger part of the province of Guanacaste lie within the Pacific low lands. The term "lowland" indicates relation to the central plateau, as the peninsula of Nicoya is largely mountainous. The mountains of Nicoya form the southern extremity of a range of low hills, which are almost continuous along the Costa Rican coast to the Nicaraguan border. The coast line shows evidence of subsidence. The Gulf of Nicoya obviously is the drowned valley of the Tempisque River. The west coast of Nicoya shows many rocks, shoals, bays, inlets and small islands as evidence of a sea encroachment. The altitude of the manganese deposits ranges from o to 800 ft. Topography is of the mature type of wide valleys and low hills, often with abrupt slopes. The climate is tropical and humid; rainfall of 125 in. falls largely between Sept. I and Jan. I. Vegetation often is very dense, the Rio Seco-Guayjiniquil area being truly tropical jungle, containing many hardwoods. HISTORY AND PRODUCTION The production of manganese ore in Costa Rica apparently dates from the first World War. It reached a peak of about 10,000 tons in the year 1919, then declined rapidly. Evidence of this period of prospecting has rotted away or been swallowed by the jungle. The war now in progress apparently revived the interest in Costa Rican manganese and has encouraged further prospecting. In spherical agglomeration in water, the pattern of the growth behaviour of agglomerates is essentially determined by the surface chemical properties of the particles and the oil-water interface. When particles are suitably hydrophobic and oil-water interfacial tension is not too low under an adequate condition for agglomeration, large agglomerates are formed in the initial stage and micro- agglomerates do not appear. When particles are poorly wetted by oil and the interfacial tension is low, initially micro-agglomerates are formed and, after certain aging time, they grow to large agglomerates in a relatively short time without formation of intermediate size agglomerates. Under adequate conditions, the amount of oil and power input do not produce any remarkable effect on the pattern of growth.

Discussion of the paper of W. C. PHALEN, presented at the Pittsburgh meeting, October, 1914, and printed in Bulletin No. 93, September, 1914, pp. 2249 to 2265. DAVID T. DAY, Washington, D. C.-Consider the United States broadly and the distribution of the salt industry. Think of the old solar-evaporation process up in New York State, then of the more recent processes in Michigan and Kansas and Louisiana, where the rock salt furnishes a large industry, then of the solar-evaporation process at Salt Lake, then turn to the crucial place in the United States, where there is an embarrassment of salt, and that is California. I am not forgetting' the immense body of salt east of that in the Virgin River country of Utah; but in California the situation is interesting. There are very large quantities of salt in the Searles Marsh region; again, in Southern California, at the southern end of Death Valley, there are two or three mountains of salt which have been explored recently, where the salt is sufficiently pure to be used at once. There is also a large deposit of gypsum, and it would be possible there, by extremely cheap means, to produce an amount of salt sufficient to furnish the United States' greatest needs. The principal reason that capital has been deterred from developing such a large mass is not the fact that solar evaporation produces a great deal of salt around San Francisco, but the fact that if potash salt is to be produced in connection with the salt in the borax region a, great deal of ordinary salt must be disposed of. It cannot be dumped, for it would get back into the brine again; the first rains would bring that salt back into solution again. It must be sold, given away, or hauled to a distance, which would mean a considerable freight charge. The salt will be going begging. E. G. SPILSBURY, New York, N. Y.-The remark of Dr. Day's regarding the likelihood of the production of a large amount of waste salt brings to my mind the condition that obtains in Germany in all of the potash fields. In Germany salt is a government monopoly. In the development of the potash deposits, it becomes a grave question as to how much salt they may be allowed to extract and bring to the surface.

WHEN I was a boy, political economy was taught in the old fashioned New England high school that I attended. I still possess my text-book, an abridgment of one of the old classics, and, I referred to it a few days ago. It began with the definition that "political economy is the science which investigates the' nature of wealth, and the laws which govern its production, exchange and distribution." That definition of 50 years ago strikes me still as being a good one. In college I sat under Francis A. Walker, the greatest of American economists. I still have his old text-book, which begins with substantially the same definition as Fawcett, but adds that "political economy has to do with no other subject, whatever, than wealth." As so developed economics was a dry study which captivated but few. It was characterized as the dismal science. It seemed to lead nowhither. . This was perhaps due to the inadequacy of the data available to economists. Consequently, their discussions and deduc-tions were founded largely on conjecture and assump-tions. Naturally this resulted in differences in the formulation of doctrines. There were controversies respecting the nature and influences of money, over the derivation of wages, over the principles of laissez faire (letting things take their own course) over the Malthusian doctrine, and so forth. Amid all this there was one great fundamental law universally recognized, namely the law of supply and demand, which ranks with the law of gravitation and the law of the conservation of energy among the great fundamen-tal laws of nature. The law of supply and demand is the one thing in economics upon which we may fix our eyes as upon the lode star. In the course of time we have fallen out of agreement with Walker's doctrine that political economy has to do with no other subject than wealth. Although it is indeed the science of the production and distribution of wealth we can see that many things pertain to that subject and that economics links hands closely with engineering, biology, and psychology. It is probably the recognition of this that caused the study and exposi-tion of economics to acquire such a strong sociological

Although the in- creased output was stimulated by the war, and thus does not impress one as contributing to continuing improvement in the industry, nevertheless the year witnessed several efforts ant1 consideration of others that have the appearance of permanent progress.

Drilling operations on the Gulf of Mexico continental shelf are following two general plans. The first plan placed all buildings. equipment, and materials on a large platform while the second copies Lake Maracaibo drilling methods by placing a minimum of equipment on the platform and using a floating drilling tender or drill barge anchored adjacent to the platform in an attempt to take maximum advantage of flotation in an effort to reduce costs. A complete power rig, mud pits, pipe racks, and small auxiliaries have been placed on the platform as shown in Figure 1, to assure proper handling of drilling operations under the most adverse weather. This has the economic advantages of eliminating the fabrication of a large structure, a material reduction of rigging up time on each structure. and elimination of delay time on equipment while quarters and equipment placed on the tender are being rigged up. These factors have certainly proved their economic value in drill barge operations in the Louisiana and Texas coastal area. Naturally the heart of such an operation is the anchorage. This anchorage, to permit taking advantage of maximum economies. must hold the ship in a relatively fixed position under the following weather conditions: (1) Winter northwesters (2) Southeasterly gales (3) Severe rain squalls In hurricane weather all operations must be suspended regardless of method of operation and the floating tender will, if possible, be moved to a protected location. However, in case of an emergency the floating tender should be prepared to swing with the wind and seas on a single anchor as there is considerable doubt that either ship or anchorage could withstand the severe strains imposed by fixed anchorage in hurricane weather. Northwesters are reported to have developed wind gust velocities as high as sixty miles per hour and steady winds of approximately forty-five miles per hour. Fortunately these winds do not travel a great distance over water before arriving at our location, and, while they can possibly develop seas approximately eight feet high, the waves are short, and if taken on the bow or stern of a ship 250 feet or more in length they should not present a difficult problem. On the other hand southeast gales having a long fetch and maximum steady wind velocities of approximately thirty miles per hour can possibly develop long swells approximately twelve feet in height. These should develop the most severe anchorage problem. To combat these waves any workable anchorage plan should permit maneuvering the ship in such a manner as to head the bow or the stern into the seas and still maintain contact with the structure. Rain squalls develop wind gust velocities as great as sixty miles per hour. However, they are local and the seas have not been a source of great trouble. To permit continuous operation the anchorage must be able to withstand these winds broadside to the ship as the wind direction often changes radically in a very sliort time. THE situation in 1872, from the standpoint of the prospector, the locator, the possessory claimant, and the patentee of mineral land under Federal statutes, cannot be understood without a knowledge of the situation prior to 1866, and between 1866 and 1872. The Situation before 1866 The western public domain acquired by the United States through treaties, as the result of conquest or purchase, was invaded after Marshall's re-discovery of gold in California, by an overwhelming multitude of prospectors and miners from all parts of the world. The mineral lands of the whole Pacific slope were practically unsurveyed. Congress, disgusted with the experiment of leasing mineral lands; which it had tried for 40 years, and abandoned in 1847, enacted no laws for the management of these public mineral lands, and the pioneers made their own laws governing mining titles. These local regulations applied at first to gulch-mining in the auriferous river-beds only; and they constituted a simple and practical system, adapted to the needs and means of primitive communities-significantly called "camps." They had the means of measuring distances, but not angles; they knew no -property except personal property in the form of pickaxes, pans, supplies, camp-equipage, horses or mules, and mining rights. The earliest codes which they developed expressed what might be called the law of the lariat. With the lariat they measured the distance assigned to each miner along the gold-bearing gulch-a double portion to the discoverer, and a single portion to his successors, in the order of their coming. With the lariat, they hung, after such due process of law as was available, the rascal who stole a horse, or a bag of gold-dust, or a; mining claim, or killed another man without giving him fair notice and a chance to defend himself. In these pioneer codes, adopted in mass-meetings and enforced by the same authority, two features concern us most:

In connection with some recent professional work in the coalfields of Western Pennsylvania, with special reference to results of coking operations, I was asked to compile a statement giving the estimated cost of mining coal and manufacturing coke at two hypothetical plants of 500 ovens each, giving the relative yield of coal in coke at each plant; and, upon the average number of working days in each of the past five years, from 1899 to 1903, together with average selling price of coke at the ovens, to prepare an estimate of the relative commercial returns in each district. What seemed at first sight to be a comparatively simple proposition, involving only the ordinary elements of mining and coking costs, became complicated by the lack of standard published records of mining costs and sales, which would be applicable to the subject at issue. Upon searching through the usual channels of Government publicatious and the files of our technical societies and mining periodicals, I was surprised to note the absence of fundamental factors that would approximately meet the case in point. The very elaborate and interesting statistics annually published by the National Government' do not supply the required data for the following reasons:—1. Being reported by arbitrary districts, the average values are too general to be applied to special fields. 2. The value of coal charged to the ovens is apparently based upon the regional average value of the coal if sold in the market, and not upon the cost of production. 3. The stresses in the simplest structures are often those we find most difficult to analyze. The most complex condition in mine stresses is found in simple tunnels where the roof, the sides, and the floor are a monolith. The functions of the parts are like the parts themselves not distinct and spccialized, and the problems to be solved are like those in a metal structure with riveted joints or a redundancy of bars. This difficulty explains perhaps why the condition has not been treated. But just because it cannot be discussed in its entirety is no reason why it should be treated as an action of parts with spccialized functions as a roof beam with supports and a foundation. The problern cannot be ignored on the ground that it is not of sufficient importance to warrant careful consideration, because conditions of complete monolithism, of which the tunnel is the type, are found materially unchanged in room-and-pillar and in longwall work. This unity between roof, sides, and floor, which to the coal miner is a difficult conception, really deserves a scientific appellation, and perhaps holoid (from holos, whole, and eidos, form) will serve the purpose as well as any other. In a simple tunnel the roof, the sides, and the floor form integral parts of one and the same structure, and the distortion of one cannot be conceived without a consequent strain in the others. Thus when the roof of the tunnel droops by reason of its weight, the upper parts of the sides are drawn in becausc they are integrally connected with the roof and must approach each other whenever, by the sagging of the roof, the distance between any two points in it is diminished. (See Fig. 1.) Thc sides in their turn operate on the floor of the holoid structure, producing a tensile stress. The writer has always been impressed with the value of soap as a means of illustrating the action of mine stresses. With that idea in mind' a cake of naphtha soap measuring 43/8 by 2¼ by 19i in. was taken and a tunnel was made through it 13/4 in. long, 21/2 in. wide and 1¼ in. high. (See Fig. 2.) IN a recent paper by Servi and Grant,' it was illustrated that the slip band spacing and stress based on creep test data were related by the equation: d =1/ where d is the spacing in millimeters and v is the stress in psi, based on a more complete equation proposed by Orowan. It was shown further,' that for a. given grain size, the slip band spacing became larger with decreasing stress (and was independent of temperature), until such time that the slip band spacing becomes greater than about one-half the grain diam- eter. When this occurred, the mechanism of deformation in creep of 2s aluminum at high temperature changed from slip to grain boundary deformation (sliding). Additional metallographic evidence is now available which confirms this in a most interesting fashion.
