Rapid growth rate of surface mining for coal has caused many states to increase the rigor and complexity of their surface mining codes. The promulgation of federal surface mining standards may cause those states containing federal land to amend their codes also. Presented is an up-to-date review of these codes with tabular summaries that divide the codes into operative functions. These summaries will be of use to new operators, multiple-state operators, and state officials. Suggestions are made for industrial efforts to present workable and acceptable amendments to these codes.

The petroleum industry includes varied and extensive operations required to supply increasing quantities of refined petroleum products and natural gas that are essential for the economic progress of an expanding population Petroleum has provided the power for the transformation from the "horse and buggy days" to the age of jets and space exploration, and for the remarkable improvement in productivity per worker in agriculture and manufacturing. Without increasing quantities of oil and gas, the world would face painful readjustments to more expensive forms of energy and lower standards of living Petroleum operations start with exploration, development, and production activities that supply the basic crude oil and natural gas Pipelines, ships, barges, and trucks first transport the raw materials to processing centers and then move the finished products to the ultimate consumers. Processing plants extract liquids from natural gas and refineries convert crude oil into a wide range of products These products include transportation fuels, feedstocks for conversion into numerous products (such as fabrics, rubber, and plastics), light fuels for heating, lubricants, and heavy residual materials (industrial fuel oil, asphalt, and coke) The final activity of wholesale distribution and retail marketing moves products into millions of homes, farms, industrial plants, and motor vehicles The use of coal exceeded that of oil and gas until 1946 in the United States and until 1968 in the rest of the world. However, oil and gas have proved to be such convenient and attractively priced fuels that they now supply three-fourths of the total commercial energy (including coal, hydroelectric, and nuclear power) used in North America and more than one-half in the rest of the world. In the Engineering and Mining Journal of Jan. 27, 1900, there appeared an article by Fred T. Greene, describing a method of measuring stopes by the use of strings, a clinometer and a tape. In the early part of 1899 I had occasion to use a somewhat similar method, for the purpose of accurately ascertaining the volume of a very irregular drift connecting two mines. This drift was an important factor in a lawsuit for $150,000, in which it was necessary to determine accurately the volume originally occupied by the material extracted from the drift. While it is unnecessary to give all details of the controversy, some explanation of the conditions is required for a clear understanding of the following description. This drift was started by the a E." Co. from its workings, in about 7 ft. of ore, and headed toward the " G " property, the plan being to extract all the ore between foot- and hanging-walls, but to take out nothing but ore. As the " G." workings were approached; the ore-body became very irregular and much thinner. It was, however, very closely followed, and where the drift broke through into the " G." workings, the hole was only 11 inches high by 14 inches wide, or just about the size of a man-hole in a boiler.. Thus, this connection-drift tapered sharply; and the very irregular foot-wall sloped toward the " G." workings, and entered them at a place where the stope was only about 3 ft. high, and the ground had already commenced to cave. It may be added that the ore-body was a nearly flat deposit of lead carbonate in limestone, the ore and gangue being quite soft. I was called upon by the " G." people to make the survey

The following notes may serve to bring before your Institute an idea of the iron-ore resources of Pictou County. Enough work has been done to permit an estimate to be formed of their quality and probable extent. As yet the systematic mining and smelting of ironore in Nora Scotia is confined to the operations of the Steel Company of Canada, in Colchester County. Although the locality I am about to describe appears, in many respects, well adapted to iron smelting, etc., no attempts have yet been made to begin work. Nora Scotian capital is more readily turned to lumbering, fishing, and shipping ventures; and such an investment appears equally foreign to the rest of the Dominion. I need not, however, go further into this part of the subject, and can only hope that my notes may prove serviceable as indicating a probable field for future development. The accompanying map shows the position of the harbor of Pictou relative to the coal and iron-ore fields, and to the railways which intersect them. The branch of the Intercolonial Railway, running from Truro to Pictou, forms the western boundary of the iron-ore district, which extends beyond the point where the New Glasgow and Cape Breton Railway crosses the French River. The iron-ore district may be roughly described as a triangle formed by the ore-outcrops and the two railways, the former making the base, and the latter the sides of the triangle, the apex resting on the coal-field at New Glasgow. The drainage of the country is toward the Gulf of St. Lawrence, through the Middle, East, Sutherland's, and French rivers; and the surface is undulatory, seldom exceeding two hundred feet above the sea-level, except in the district lying between Glengarry and the upper waters of the French and Sutherland's rivers, where a maximum height of about five hundred feet is reached at several points. Geologically speaking, the district embraces two divisions, the Carboniferous and the Silurian, the latter resting on strata provisionally considered to be of pre-Cambrian age. As no geological

IT has been estimated that rock exposures in most mining districts aggregate less than 1 per cent. of the total surface area.1 Conclusions concerning the hidden 99 per cent. necessarily have been based on knowledge of only a small fraction of the surface, and from this limited information the geologist has been obliged to deduce the approximate and general nature of the underlying formations. In the search for ore it is necessary to supplement this general picture with greater detail. Fairly accurate knowledge of relatively small zones is required. This knowledge is carefully sought in many different ways-detailed interpretations of geological history, the tracing of float, the use of test pits, of trenching, of drilling, and of other methods. Practical ingenuity, scientific brilliance, great perseverance and patience, and the expenditure. of large sums of money have all been a part of this search. The problem of exploring beneath cover with economy, and of obtaining essential information which this cover hides, is obviously a difficult one. It is also a very important one, for geologists inform us that already the story of the 1 per cent. exposed outcrops has been largely read.2 There remains the nearly virgin field comprised in the hidden 99 per cent., and the importance of this zone is bound to increase continually. In recent years, the problems connected with the exploration of this "99 per cent. zone" have attracted a constantly enlarging group of investigators and at present greater efforts than ever before are being made to resolve then. This work, in its various special aspects, has enlisted, beside geologists, the cooperative efforts of chemists, physicists, and mathematicians. The progress made in this development should be kept before those directing explorations in order that due advantage may be taken of a changing situation.

Experimental production of Al-Si alloys, containing from 33 to 55 pct Al, by direct reduction of aluminum silicates in a three-phase arc furnace is described. Advantages of a smelting technique utilizing hogged wood waste as part of the reductant and for temperature control are discussed. WORK on the problem of producing aluminum by smelting has been in progress since the middle of the eighteenth century. Early work met with little success and in 1782 Lavoisier, an eminent French chemist, expressed the belief that alumina could not be reduced by carbon. It was almost a century later when the Cowles brothers developed a process for the production of aluminum alloys by reducing alumina coincident with the reduction of other metal oxides. In practice, the other metal oxide was usually copper. In 1907 it was first shown that alumina alone could be reduced by carbon at a temperature of 2200°C. The metal produced was volatilized and lost or recombined with the oxides of carbon formed in the reaction.' For a number of years after the Cowles brothers abandoned production of Cu-A1 alloys because their product was not commercially competitive with the aluminum produced by the Hall process, there was little interest in thermal reduction processes. After World War I interest in such processes was renewed and a number of patents were issued on processes for the production of A1-Si alloys.' , "he function of the silicon in these processes was the same as the function of the copper in the Cowles brothers process, namely, to prevent the reduced aluminum from recombining with the oxides of carbon and to promote absorption of the aluminum vapors set free at the high temperature required for the reduction reaction. The advantage of using silicon in place of copper for this function is that silicon has a higher boiling point (2600"C) than copper (2310"C) and its oxides, combined with aluminum oxides, occur in nature in almost unlimited quantities. No A1-Si alloys have been produced commercially in the United States, as far as is known. However, considerable experimental smelting of aluminum silicate materials has been done by the TVA at Wilson Dam, Ala.' The US Bureau of Mines assessed the geological effects on the ratio of maximum subsidence and extraction thickness, known as the subsidence factor, to develop a simple method for predicting the maximum subsidence. The study is restricted to the Northern Appalachian Coal Basin where data were collected from 13 coal mines. A model previously developed to relate the subsidence factor with the lithology and with the width and depth of working panels was used in the assessment. The result shows the possibility of determining maximum subsidence without resorting to a rigorous method.

Roof and rib failures in underground coal mines are one of the major problems facing the industry today. In addition to safety considerations, the resulting economic impact of such failures is staggering. Uncovering and replacing buried and damaged equipment and clearing entries can account for a large expenditure in lost man-hours and machinery. Yet, because of the complex nature of its formation, geological variability, and structural characteristics, coal mine roof strata is one of the least controlable of all mine design parameters. This is especially true along the leading (southeastern) edge of the Appalachian coalfields where considerable faulting and movement has contributed to hazardous coal mining roof conditions. During this research, a detailed study of several mines, in the southern Appalachian coalfields, was undertaken to determine the most prominent geomechanical factors affecting roof stability and to evaluate their influence in promoting unstable ground conditions. In order to accomplish this task, the major geological and geomechanical features found to be detrimental to coal mine roof within the Appalachian basin were identified and mapped in four Virginia mines. Statistical processing by chi-square and regression analysis was used to determine the influence of geology, mine-layout, and support methods on roof stability. It was found that some easily determined parameters can be successfully used to predict potentially unstable areas. A simplified roof classification system was developed based on these geomechanical parameters, which can be used to assess the stability of a particular roof type. A roof rating index was also devised capable' of expressing the probability of a failure under a given set geomechanical condition.

This article discusses principal areas relevant to financing natural resource projects using as an example a hypothetical newly proposed direct reduction facility. The issues most directly affecting the project from the standpoint of financing are categorized in four groups: 1. Lenders' differing requirements with respect to projected cashflows; 2. The impact of leveraging on project viability; 3. The importance of appropriate debt structure; 4. The significance of accurate and complete capital cost estimates. The findings emphasize that the economics and the financing of a project are not only inseparable, but that they should also be viewed as directly interactive during the project planning process.

A model of the fully-loaded condition of particle accumulation on the matrix of a high gradient magnetic separator is developed. The model accurately predicts the build-up profiles reported recently by Friedlaender et al. A powerful development from the model is that loading (volume of accumulated material per unit volume of matrix) is uniquely defined by a dimensionless group, called the loading number, NL. From direct measurements, NL proved superior to the dimensionless group proposed by Watson as a measure of loading. The fine size limit of hematite recovery is examined using NL.

The formal outline of Mr. Hague's life and work is embraced in the following statement, chiefly based upon data furnished by him, at my request, shortly before his death. At that time the probability that I would survive to record his death was apparently small; but I urged upon him the duty of providing, whether for me or for my successor as Secretary of the Institute, trustworthy material for the notice which somebody would some day have to write—and which might otherwise be incomplete or incorrect. Mr. Hague, with characteristic promptness and freedom from affectation, did what I asked of him; and I am therefore able to present an authoritative sketch—concerning the details of which I shall add my own comments, and some particulars obtained from friends. James Duncan Hague was born Feb. 24, 1836, at Boston, Maes., where his father, Rev. William Hague, D.D.,an eminent clergyman, then resided. After a preliminary education in private schools, he studied in 1854 at the Lawrence Scientific School of Harvard University; in 1855 and 1856 at the University of Göttingen, Hanover; and from 1856 to 1858 at the Royal Mining Academy of Freiberg, Saxony. In 1859-1861 he was attached as chemist to a South Sea exploring expedition, sent by W. H. Webb, of New York, to examine Jarvis, Baker, and other islands for phosphate-deposits. After the outbreak of the Civil War, he entered the U. 5. Navy, serving for a year as Judge Advocate to the fleet stationed at Port Royal, S. C. In 1863 he became Superintendent of the Albany and Boston copper-mine, in the Lake Superior region, where he was also connected with the earliest development of the Calumet and Hecla property. Certain dusts are dangerous when inhaled, but most hazardous of all dusts are quartz or other forms of pure crystalline silica. The inhalation of dusts containing silica in combination with other elements gives rise to changes in the lung which differ from those produced by pure silica. As a generality, silicates are less dangerous than pure crystalline silica and vary greatly among themselves in harmfulness. Repeated analyses have shown that approximately 70 per cent of the total number of particles involved in any dust-producing operation are below 1 to 2 microns in diameter. (A micron is approximately 1/25,000 in.) Similar studies of dusts recovered from silicotic lungs post mortem have demonstrated essentially the same size frequency distribution, except that the upper limit of size retained in the air sacs is approximately 10 microns. Experiments carried on by Gardner and the author have further demonstrated that greater changes were produced by a fixed weight of very fine quartz particles (2 to 3 microns and smaller) than by the same weight of slightly larger particles (8 to 10 microns). Any attempt to control a dust hazard should therefore be directed toward the removal from the working atmosphere of particles less than 10 microns in size, and particularly those below 3 microns. All industrial hygienists agree on this matter, but there remains considerable dispute as to the lower limit of particle size capable of causing injury. It has been generally conceded, however, that particles of harmful dusts smaller than 1/4 to 1/2, micron are not essentially concerned in the development of pulmonary fibrosis. This opinion is partly substantiated by the existence of large numbers of these small particles in practically all atmospheres that are not associated with any known hazard. Such particles are so small that they have very little mass, fail to settle even in quiet air, and probably are not easily retained in the lung. Until further research proves that they are involved in the dangers provoked by the inhalation of certain dusts, engineers will generally agree that it is better to disregard them.

As is well known, cast-iron borings are a mixture of small particles of iron with more or less of finely divided graphite, separated from thc surfaces of these small particles during the process of boring. The amount of graphite thus mechanically mixed is, in all cases, quite large enough to cause serious difficulty when the problem is to obtain an average sample of a given lot of borings for carbon determination. This difficulty arises from the necessity of obtaining a uniform mixture of the heavy and comparatively coarse borings with the finely divided and light graphite, and of removing a sample for analysis without disturbing the uniformity of this mixture. It was first sought to overcome this difficulty by having the horings made very fine, so that they might have more nearly the size of the particles of graphite. It was not practicable, however, to secure this uniformity of size, since much of the graphite is in the form of the finest dust. At all events, the duplicate determinations of rarbon in these fine borings, made with every precaution by combustion in oxygen, frequently showed differences too large to be accounted for in arty other way than by imperfect sampling. Very coarse borings were also tried with the idea that the graphite separated from these large and heavy pieces would perhaps be inappreciable ; but it was found that quite enough was separated to vitiate the results. Various methods of mixing were tried, both in the bottle and on glazed paper ; but in all these mixtures it mas found that duplicate samples seldom colitained the same proportion of the mechanically mixed graphite; and when they did, there could be no certainty that it was the true proportion. All this was shown many times over by the failure of duplicates to agree closely, the differencheing sometimes so much as 0.20 per cent. It was finally clear that nothing was to be hoped from these methods. Even if we could secure a perfect mixture containing in every part its due proportion of graphite, it would run a great risk of being destroyed the moment a spatula was inserted to remove a sample: for the least agitation causes some of the graphite to fall through between the coarser borings.

But the actual total contents of this coal-field is of no importance to us at present; calculations including all seams, whether thick enough to mine or not, whether pure enough to furnish a marketable fuel or not, whether accessible at reasonable depth or not, are of no practical value. As coal producers, we are interested not in the total contents, but in the total amount of easily accessible coal of good quality contained in beds thick enough for remunerative mining. The estimates contained in this payer refer exclusively to workable and accessible coal of commercial value,—we may call it available" coal. circumstances, would prefer the steel with which they are now familiar, to a specimen that Mr. Sandberg has described as having broken into seventeen pieces under the wheels. After blowing such low manganese steel, it may be coaxed into a rail, but it is a wonder that it holds together so long as it does, with so great a nornber of minute flaws. I would not in any way depreciate chemistry, but I think it should be kept in its proper sphere. Let the chemist look after the quality of pig metal, and apply common sense in the avoiding of extremes, then the most fastidious railroad cannot find fault with the result. PROFESSOR EGLESTON, New YORK City : It is not my place as an engineer to apologize for the chemists, but as no one seems disposed to do so, and as they have had more than their share of criticism, 1 am glad to say that I believe there are chemists in this Institute whose work and word are just as reliable, arid perhaps even more so, than that of the average engineer. But we ought to make a distinction; there are chemists and chemists. With the ordinary commercial chemist, who looks upon the science as so much merohandise, I have not a particle of sympathy; but with the chemist who looks upon his profession as engineers do upon theirs, I have every sympathy. When matiufactorers and engineers go to a chemist and ask him to make an investigation, and scretv him dowu to the lowest point, turning the equivalent of his brains into cents and mills, they ustially get an exact equivalent in poor work for miserable pay, and no one has or should have any sympathy with them, and the under these conditions has no right to ask for any, and no reason to criticise any work that he may get under such circumstances. But I am disposed to think that the chemists who have been replwented and discussed at this meeting do their work conscientiously, and that it is as reliable as that of almost any profession. I believe, however, that this problem of steel rails is being investigated in a wrong direction. I said so at the Pittsburgh meeting, and I think the discussion of this meeting will prove it to all those who have heard it. I think the chemigt is incapable of solving this problem unlees he goes very far into the domain of physical chemistry, so far that it becomes physics and not chemistry; and that the physicist will be the one on whom we must rely in the future for the elucidation of the subject. The chemist may aid the physicist, but it is my decided opinion that we are looking in the wrong place to get the explanation of the phenomena.

BY the term making an "electrical log" the authors designate an operation conceived for the purpose of determining electrically the characters of formations traversed in drilling, the determination being carried out by means of measuring the electrical resistivities of the rocks along the uncased portions of drill-holes. As in the case of an ordinary core record, this process connotes a geological studs of the strata, and for that reason it is given a similar designation. The paper is divided into three parts, of which the first deals with the resistivities of rocks in general, since it is through this electrical parameter that they are to be characterized. The second deals with the technique, and the third with the description of practical applications of the electrical logs.

The more stringent ventilation requirements of the 1969 Act have created a greater need for improved network analyses. More air is required at the last open crosscut (9000 cfm) and for the first time a minimum quantity is specified for the face (3000 cfm). Severe restrictions are placed on both belt and track haulage, and the intake air cannot contain more than 2 mg per cu m of respirable dust, to be reduced to 1 mg later. Larger tonnage and longer life mines are the trend today, necessitating multiple fans and shafts. Yet relatively little engineering goes into designing the mine ventilation system. In this paper a ventilation system is designed for a typical Pittsburgh block system, manual calculations are made and then checked by a computer solution. The computer is the ideal tool to try out proposed changes on paper to insure that the entire mine is properly ventilated and no costly adjustments need be made by dumping air. While it is theoretically possible to solve complex ventilation network problems by hand, it is not practical to do so because of the tremendous man-hours required and the many opportunities for errors. Thus the digital computer is indispensible to the ventilation engineer and newer improved ventilation programs are being developed to more realistically model mine ventilation networks. Suggested ventilation changes to comply with the new regulations are also critically evaluated.

K. F. TROMP*—In dealing with the question of the most suitable kind of solid media for heavy density suspension processes Walker and Allen point out that the particle size of the solid media should not be taken too fine, as the viscosity increases with the area of the solid media and a low viscosity is essential lor high tonnage and accurate separation. A coarser particle size of the solid media will, in their opinion, of necessity give rise to a differential density in the bath (higher gravity at the bottom of the bath than at the top) but they advocate acceptance of the differential density rather than a higher viscosity. Though I fully agree with the choice the authors have made, I cannot subscribe to their view that only by accepting a differential density in the bath a coarse particle size of the solid media can be used. There certainly is another alternative: stronger agitation. Applying sufficiently strong vertical currents, a uniform gravity can be obtained quite well in a suspension of a coarse solid media. Of course, this is not a very attractive solution, for it means a degradation of the true gravity separation and a step backwards to hydraulic classification, which makes the washing dependent on size and shape of the particles. However, to a greater or lesser extent, this is what actually takes place in all the heavy density suspension processes relying on a uniform gravity in the bath. The so-called "stable" suspension processes make no exception. They all "stabilize" their suspensions by introducing or creating vertical currents, be it upwards or downwards or both, be it by hydraulic or by mechanical means. In fact, there is no such thing as a "stable" suspension in gravity separation, as the very reason for the use of suspensions in this field is the property that the solid media is able to settle and so facilitate the recovery. I have been enlarging on this point because the characteristics of the various processes can only be well understood and viewed from the same angle (from Bar-voys up to Chance) when the fact is recognized that mechanical or hydraulic agitation is a condition sine qua non for obtaining a uniform density from top to bottom in a suspension. Is a Cone-slraped Vessel Essenlial? Of the two alternatives for getting a low viscosity Walker and Allen have preferred correctly the sacrifice of uniform gravity in the bath instead of increasing further their vertical current arid agitation. The resulting differential density of the bath brings the problem of bow to prevent accumulation of intermediate gravity products in the bath, an accumulation which, if not prevented, would ultimately plug their cone. According to the authors an open-top cone combined with a downdraft current of the bath liquid would he the only suitable way to cope with such suspensions and they assume as a fact that "in any vessel other than a cone, such a differential density could not be tolerated." My experience is quilt: different. In my process, which has been in successful operation for more than a decade, differ-ential density of the suspension is applied ranging from values below 0.1 up to differentials above 0.5, according to the prevailing requirements of the individual plant. In this process, which is charac-terized by the use of horizontal currents in a suspension of differential density, the form of the vessel is of secondary importance and different types are in operation. It so happens that none of these are in the, form of a cone. The fact that 24 washboxes on my process have been installed and 12 others are under construction may constitute sufficient proof against the opinion that only a cone-shaped separator would be suited for differential density separation. Horizontal Currents in Differentia1 Den-sity Sepparation I myself have some doubts as to the suitability of a cone with downdraft for dealing with differential density (or, for that matter, any other washbox relying on vertical currents for removing the intermediate gravity products). It ap-pears to me that it is restricted to feed of small size only and even then with watch-fulness. If we take, for example, a piece of 2 in., the draft necessary to pull such a piece down to a zone wherein the den-sity of the suspension is, say, 0.03 higher, is quite considerable. For a suspension of, say, 1.6 sp gr the downdraft will have to be in the region of 3 in. per second. Unfortunately. most of the differential in density is in the part immediately below the reach of the top current which transports the floats. Consequently, we need the downdraft where we like it least: in the upper part of the cone. This entails the risk that light float particles are carried away with the downward current. This current of, say again, 3 in. per second would carry particles up to 1.3 sp gr and 3/8 in. size into the 1.6 gravity zone. This is prohibitive. It is also prohibitive because a downdraft of 3 in. per second in the upper part of the cone would require a tremendous circulation of medium. IIalf way up a 20 ft diam cone, a downdraft of 3 in. per second would correspond with 8500 gpm. With the downward current following the way of least resistance, the strength of the downdraft will not be exactly the same at different places of a cross area.
