The last crop of graduates from our colleges and universities who sought employment in the mineral industries found that they needed to hustle to find a job. There was no longer a list of waiting employers to choose from. Some of them became discouraged and drifted into other fields; many are still looking for employment. Word has gotten around that there are no jobs available in the mineral industries, and enrollment in the various colleges of mines and mineral industries has started to drop. Even established professional men are finding themselves suddenly out of work because of unstable metal prices and rising costs. All these people-students beginning to search for a career, young engineers not yet established-face the same problem: "What is the future of the mineral industries, and what type of training will best qualify the scientist or engineer for this changing field?" This question was posed to a number of leaders in different phases of the industry. Their comments are summarized as a guide to those considering a career in the finding, extraction, or beneficiation of mineral products.

The vacuum-microbalance method was used to study the oxidation behavior of Zircaloy-2 and -3A over the temperature range of 300 to 850°C and at 0.1 atm pressure. The results fit in well with the authors' earlier studies on zirconium. Tin was found to increase the rate of oxidation and also the temperature at which the metal burns. Both the cubic-rate law and the parabolic-rate law gave imperfect fits to the rate data. Since the parabolic-rate law has been derived from accepted physical principles, this rate law was used to interpret the rate data. A heat of activation of 28,600 cal per mole was calculated. The transition phenomenon previously observed in hot-water and steam-corrosion processes was studied systematically for oxygen atmospheres. Observations on the rate of oxidation, color and properties of the oxide films show that the transition phenomenon was associated with a failure in the adherence of the oxide to the alloy. ZIRCALOY-2 and -3A have found important uses in the field of reactor metals due to their low neutron adsorption, good strength and good resistance to corrosion. One feature of the corrosion reaction in steam or hot water is the sharp transition in the rate of corrosion to a higher value after a certain amount of reaction has occurred. This paper presents a study of the reaction of Zircaloy-2 and -3A with oxygen including a study of the transition phenomenon which has been found to occur also in oxygen atmospheres. A comparison will be made between the oxidation behavior of these alloys and the pure metal. It was hoped that a study of the details of the oxygen reaction would lead to a better understanding of the reactions occurring in hot-water and steam atmospheres. Literature Kinetics-—The reaction of Zircaloy-2 and -3A with hot-water and steam atmospheres has been studied by Thomas.' Goldman and Thomas,' Thomas and Forscher," and Thomas and Kass.' Empirical equations for the kinetics of the reaction have been given by Thomas and Forscher." The change from the initial slow rate of reaction to the final rapid rate of reaction has been termed transition with the post-transition corrosion kinetics following a simple linear equation in time. The corrosion behavior in high-temperature steam was similar in many features to the corrosion in high-temperature water. Goldman and Thomas' and Pray and Peoples' have shown that the addition of tin, while increasing the rate of corrosion, counteracts the deleterious effect of nitrogen. The beneficial effect of iron, nickel and chromium was to improve the adhesion of the oxide to the metal as well as to counteract the deleterious effect of nitrogen. Mallet and Albrecht" have studied the oxidation of two zirconium-tin alloys. The cubic-rate law was found to fit the oxidation data for the 1.5 pct tin alloy while the parabolic-rate law was found to fit the data for the 2.5 pct alloy. Kendall' in a recent paper has studied the oxidation of Zircaloy-2 containing 1.5 pct tin in air atmospheres. Transition Phenomenon—In steam atmospheres Thomas' has observed fora 1.8 pct tin alloy containing small amounts of iron, nickel and chromium that transition to a more rapid rate of corrosion at 400°C

In selecting a particular stripping method the ultimate aim is the removal of material at the least possible cost. Accomplishment of this goal requires the careful consideration of many factors including geologic and topographic information, proximity of the stripping operation to waste disposal areas, possible problems of land reclamation, types of suitable equipment available, and auxiliary equipment requirements. 4.2-1. Selection of Stripping Methods. The size of an orebody and the distribution of values within that orebody normally will limit the variety of economical stripping methods which need to be considered. Much may depend upon the selectivity required in the mining due to the relationship between ore and overburden, as well as the character of the overburden itself. The following factors concerning the geologic nature and environment of an orebody, as well as the production requirements, must be determined before any selection of equipment is made: 1. The size of the orebody and distribution of the values within that orebody. Is the ore massive or scattered, bedded or disseminated, thick or thin? 2. The nature of the overburden to be removed. Is it a hard dense rock, bedded rock (thick or thin), friable material, earth, sand, elay, marsh, etc.? 3. The character and significance of geologic structures (fractures, faults, shear zones, etc.) associated with the ore occurrence. Are there water bearing formations with resulting water disposal problems? 4. In considering the nature of the overburden, including its alteration products, the physical or chemical conditions which, when combined with anticipated climatic conditions, may render certain equipment inoperable during unfavorable seasons.

General Crushed Stone Co. operates a dozen quarries in such rock types as gabbro, basalt, granite and limestone. Drilling characteristics and problems vary from one operation to another so that a variety of equipment and methods must be employed. In addition, it has been found that equipment improvements make it advisable to continuously look for and experiment with new machines and accessories. This article discusses drilling progress at some of the Company's more interesting operations.

This paper describes three programs, currently in use within MSHA, for graphic analysis of accident frequency data. The first program, TREND, plots confidence bands for curved trends in data compiled over a period of time. In addition to detecting statistically significant upward or downward trends, the program can be used to determine whether an observation at a particular time deviates significantly from the historical pattern. The second program, POIPORP, plots interval estimates for the risk of accident in each of several environments, given an observed number of incidents and exposure time at each environment. POIPORP is designed to quantify the uncertainty implicit in incidence rates based on limited information and to facilitate statistically valid comparisons among the rates. The third program, CINDY, plots dynamically adaptive control charts for accident or injury experience at a given location. These charts are used to detect statistically significant departures from a changing standard or a previously established trend. All three programs are written in FORTRAN IV, utilizing DISSPLA and IMSL. They exemplify forms of statistical analysis that would not be practical without a computer. Use of the programs is illustrated with applications to coal mine fatality and injury experience.

SINCE many accounts of Silver Islet Mine, in Lake Superior, have already been published, it is supposed that the members of the Institute are familiar with the location and character of the mine. To many, however, a more detailed account of the ore and manner of treatment will, perhaps, not be without interest. The extraordinary richness of Silver Islet ores, and the difficulty of obtaining correct assays, induced the company to erect smelting works of its own. Accordingly, ground was broken at Wyandotte, Mich., early in the spring of 1871, and the work was pressed on with indomitable energy by Captain E. B. Ward of Detroit, as president, and Mr. Thomas MacFarlane, the discoverer of Silver Islet, as superintendent of the works, so that by July 1st the works were so far completed that smelting could be commenced. The intention was to work Western ores with those from Lake Superior, since the latter contain but a small amount of lead. Hence the capacity of the works is much larger than is needed for the present yield of the mine. The planned process for treatment was smelt-

Shortly thereafter, and as a result of the stagnant pulp experimental work, Winters and Chapman demonstrated that soluble gold, in a cyanide ore pulp, would migrate from the ore pulp through a perforated container and be adsorbed by carbon within the container. During the same year, the Eagle-Picher Mining and Smelting Co. erected a 25-ton capacity pilot plant at the Harquahala mine about 9 miles from Salome, Ariz. Experimental work at this plant comprised chiefly the stagnant pulp modification of carbon-cyanidation although considerable work was done in the grinding and activation of carbon, and testing various methods of extracting adsorbed gold from carbon. In airborne gravity surveys effects of acceleration and irregular movements of the aircraft must be balanced out or overcome. The gradient of vertical gravity is recorded, therefore, by using two masses instead of one. As the amplitude variations are infinitesimal and difficult to measure accurately, at present it is enough to determine whether variation of gradient during flight is positive or negative. The positive portions of the pattern can then be indicated and contoured. Even with these simplifications, the source of energy must be exceptionally stable. General Principles: In the conventional gravi-meter the weight of a standard mass is determined at a number of selected points within the survey area. The paper outlines the parameters required for an estimation of the size of chain pillars for longwall coal mining. The principal parameters are: stress distribution around the edge of the extracted coal panel, strength properties and geometry of the pillars. The principal thrust of the paper is directed toward correlating the chain pillar strength to the magnitude and direction of strata load expected to act on the pillars. A brief review of the pillar strength formulae pertinent to chain pillar stability is given. The chain pillars are categorized as 'yielding' or 'stiff', depending on the duty required of them. The coal measure strata is classified as 'soft' or 'hard' conditions, the degree of competence of the roof and floor greatly influencing the caving characteristics of the gob and the stability of the roof chain pillars.

The resistance which rock bolts offer to shear movements along fracture planes and bedding planes near a mine opening has been suggested as one of the mechanisms by which bolts contribute to the support of weak rock in the roof or sidewall. That such displacements do occur is a fact fairly well known. Inspections of drill holes that have been drilled for some time often reveal that the holes have been offset at one or more points some time after drilling. Resin grouted bolts are often cited as being better able to resist shear movement in the roof because the annulus around the steel bar is filled with grout, whereas the sides of a conventional bolt will not contact the rock until a rather large shear displacement has occurred. When this project began, there were no experimental data to support or refute the above arguments. A laboratory shear test program was, therefore, devised to evaluate the effectiveness of various types of bolts in resisting shear under various conditions which exist in situ. Research reported earlier (Haas, 1976) included a theoretical analysis of a conventional bolt intersecting a shear surface, and experimental data on the shear resistance of smooth (lapped) shear surfaces, intersected at various angles by conventional and resin grouted bolts. The present paper extends the previous analysis to consider the effect of the initial roughness of the shear surface. Joint roughness is a particularly significant factor since undulations of the shear surface cause dilatation of the joint, which in turn, causes high tensile loading of a bolt intersecting the joint.

INTRODUCTION This paper analyses certain of the financial considerations which will commonly apply in relation to the following questions: - what equity structure or project vehicle should be adopted for the exploration and/or exploitation of a project by more than one unrelated participant? - what vehicle should be adopted by a participant for its participation in a multiparty project? Due to local, politically motivated laws in certain jurisdictions, or due to the overriding requirements of a dominant participant, there may be little choice of the underlying multiparty structure which may be adopted for the exploration, appraisal and/or development phases of a project. Nevertheless, even in such circumstances, attention should be given, at least in the preparation of the related documentation, or in considering methods of participating or funding the project, to certain of the points discussed below. This discussion of financial considerations in the context of the more commonly adopted multiparty structures concentrates primarily on fiscal, financial accounting, financing and funding aspects. TYPES OF PROJECT VEHICLE FOR MULTIPARTY INTERESTS The well known types of vehicle adopted for the participation in a project by more than one participant (assuming that the participants are effectively unrelated) are as follows. Joint Venture (unincorporated joint venture) By far the most commonly adopted structure for mining ventures, a joint venture is usually defined and documented in terms to distinguish it from a partnership for important tax and legal reasons. In essence, this is a contractual association of more than one participant to carry out a specific commercial project or purpose. The relationship between the separate participants and their respective rights, interests, obligations and liabilities are agreed between the participants in one or more contracts (viz Joint Venture Agreements or Joint Operating Agreements together with ancillary documentation). Unlike other project vehicles of participation, in most jurisdictions there is no specific body of law governing joint ventures. The participants thus enjoy contractual freedom to negotiate whatever deal they may wish between themselves. Jointly-Owned Project Company (corporate joint venture) A very familiar vehicle, this is a separate and distinct legal and tax entity incorporated under the company laws of the place of incorporation to undertake specific objects, and granted specific powers, in relation to the Project. Although certain rights, interests and obligations may be circumscribed in the governing corporate instruments by the promoter participants, the corporation laws of the relevant place of incorporation, and the selection of such governing laws (assuming freedom of choice) and future political changes in such corporate laws, should be carefully considered. The use of a company in a multiparty structure may be peripheral to the project itself as a specific purpose vehicle (for example, a joint sales agent or marketing company or a joint borrowing vehicle) or it may form a central function such as in the case of a tolling company which will own the project for legal and taxation purposes and raise financing with the backing of the shareholder participants commonly by the adoption of take-off, throughput and/or user agreements. Partnership This is a legal relationship, subject to the often wide-sweeping restrictions of the relevant local partnership laws, under which the participants have agreed to carry on a business venture together with a view to profit. Considering the two great interests of to-day, in iron upon the one hand and steel upon the other, and recognizing with measurable distinctness the peculiar fitness of each for special services to which they are applied, the proposition to unite the two metals in combination, to bring into simultaneous use the peculiar advantages which each offers, has great attractions. The limited success which has been attained by trying to bring about such combinations of the two metals through the use of fluxes in welding, has led to the general adoption of the opinion that an effective union of the two metals is impracticable, or to the view that if practicable it would have but limited commercial value. Such opinions are, I think, premature and erroneous, and having gained some knowledge of the character and value of the "Wheeler process" for welding iron and steel without the use of fluxes, I submit the following observations and opinions of the matter for your information, with the hope of eliciting such a discussion of the subject as it may require. The principle of the invention is to bring the two metals simultaneously to a welding heat in one pile, and then to manipulate it.

SAMUEL L. HOYT.-The question of adding the ferromanganese to the ladle or to the furnace involves both theoretical and practical questions and its discussion might very easily occupy the rest of the day. One of the points to be kept in mind is the desirability of obtaining uniform steel. If ferromanganese is added to the ladle, it is necessary first to melt the manganese and then to distribute uniformly throughout the heat. The only heat available for this purpose is that of the molten steel itself. No doubt sufficient heat is present, but in our desire to pour the steel as quickly as possible there is hardly sufficient time allowed, many times, for the proper distribution of the manganese. In other words, this is an operation which takes a certain amount of time and any undue shortening of the time allowed must affect the quality and uniformity of the steel. Again, this particular method does not lead to as efficient a use of the manganese as might be desired; a contention which is based on theoretical grounds. In concentrated solution, manganese will completely reduce all the ferrous oxide, the presence of which I hypothecate and produce, as the reaction product, manganese oxide. In dilute solution, the manganese only partly reduces the iron oxide, but the manganesee oxide which does form dissolves the iron oxide in simple solution. The dissolution of ferrous oxide in the manganese oxide will result in a more economical utilization of the manganese and an equal purification of the heat. This whole point, at present, has not been definitely proved and its answer will involve very difficult research work. On the other hand, if the manganese is added to the furnace, the heat of the furnace is used to melt the alloy and there is plenty of time during tapping for the manganese to be very uniformly distributed throughout the steel. By distributing the alloy throughout the charge we can secure a better utilization of the manganese than is possible if the addition is made to the ladle. Certain other points, such as the recovery, have been dealt with at greater length in the paper.

For the first time in four years the number of mineral engineering students in the 228 engineering colleges of the U. S. and Canada exceeds 10,000. According to figures just released by the American Society for Engineering Education, the current enrollment of all engineering students is 222,178. The total of 10,274 mineral engineering students, undergraduate and graduate, is a 4% pct increase over a year ago. Total engineering is 11 pct larger than last year, about the same as in 1949-50, and 24 pct above 1950-51.

Beginning in 1906, data has been compiled on the distribution of uranium in phosphate de- posits. Particular emphasis has been placed on uranium in phosphate by a number of geologists and geochemists in the US Geological Survey in research sponsored by the US Atomic Energy Commission (now Nuclear Regulatory Commission) and the US Department of Energy (DOE) during the 30-year period from 1951 to 1981. A comprehensive study of uraniferous phosphate resources the United States and the Free World was completed, under the auspices of DOE, in 1979. Apatite is the main carrier of uranium in phosphate. Uranium generally replaces calcium in the mineral lattice. In marine phosphorite throughout the world, the uranium content is characteristically in the range of 0.005 to 0.02% by weight. Phosphorite takes in uranium by structural substitution in apatite or other mineral phases, by absorption, or by the formation of independent mineral phases. Apatite derived from the interaction of ground water, guano and limestone is typically relatively low in uranium content-in the 0.001 to 0.005% range. In primary accessory apatite of igneous rocks, as well as magmatic and metasomatic apatite segregations of alkalic rocks and carbonatite, uranium content is generally between 0.001 and 0.01%. Human engineering was the keynote of the thirty-ninth annual meeting of the American Society of Mechanical Engineers, which was held in New York, December 3-6. This note was sounded by President Charles T. Main in his address at the opening session and was carried through by all the speakers. In his survey of the year's work, he said that more than 6000 names of engineers were furnished the Government for filling a wide variety of positions. In addition to the 1400 members in service, two members of the council of the society are in uniform in France and one, as a distinct war service, is in charge of one of the largest shipyards. After giving other ways in which the Society has helped the Government, President Main called attention to the necessity for thoroughgoing efforts to increase production and the settlement of questions involving industrial relationships. At the following meeting, President Adams of the American Institute of Electrical Engineers called attention to the necessity of meeting labor in a progressive way, facing labor questions fairly and squarely, as the real interests of labor cannot be separated from those of the engineer. Charles E. Knoeppel, discussing "Industrial Organization as It Affects Executives and Workers," said the problem of the cost of living might be settled in two ways: 1, there must be more producers, and 2, there must be a greater amount supplied by those now producing. The first solution is practicable, he said, if labor is allowed shorter hours, better conditions, and a remuneration that will attract workers. The second can be employed by eliminating waste, standardizing conditions, setting fair tasks, and allowing men to earn an amount that will compensate them for' their skill and cooperation. Dudley R. Kennedy of Philadelphia, employment manager of the American International Shipbuilding Corporation, said the human-engineering phase of the country's industrial development had generally been overlooked. "We hardly yet know what competition means; we will learn it within a few years. Permit me to prophesy that the executive of the next decade will be the man who best knows men. He will be an originator, a handler of men as individuals, a handler of men in the mass, a leader not a driver, a very human man. The science of human engineering is here to stay. The study of human characteristics is the most enduring, as well as the most fascinating in the world, and still the most complex."

FOR twelve successive years Canada's mineral production has shown a steady increase, rising from a value of $0.5 billion in 1945 to $2.06 billion in 1956, and the outlook for the future is one of continued growth. A great deal of credit for this growth must go to Canada's tax policies, which recognize that mines are difficult and costly to find, and that once found, they are a wasting asset. These tax policies take form under the Income Tax Act, which provides a tax- free period of three years on initial production for new mines and, after that period is over, allows all proper expenses of operation to be deducted from mine revenue. These allowable expenses include write-off of plant and pre-production development expenditures. From the resulting profit figure after this procedure, a further deduction of one-third is allowed for depletion before net taxable income is arrived at. Tax rates of 20 pct on the first $20,000 and 47 pct on the excess are then applicable to the net taxable income.
