10.2-1. Equipment Scheduling. In any earth-moving operation, more profit may be earned or lost by equipment scheduling than by any other single facet of the project. Many now-defunct earth movers would have survived the cost-profit squeeze had they followed an efficient, cost saving, equipment scheduling program. The ideal program would have every item of the equipment fleet working all of the time. In practice for many obvious reasons, principally mechanical conditions, operating conditions, and human nature-this ideal situation is not possible. The cost-conscious organization strives to keep as many pieces of equipment of the fleet working efficiently as much of the work day as possible. Operating efficiency requires the minimum equipment to move the predetermined tonnages in the prescribed period of time. In the case of a shovel-truck operation this would mean the scheduling of the minimum shovel and truck shifts to excavate and transport the necessary tonnage to the processing plant or waste dump. To accomplish this goal, the operator must work from the predetermined production established by the requirements of the plant, stripping ratio, mine plan, etc. This production schedule may be in terms of tons or yards per year, per month, or per hour, but must eventually be translated into tons or yards per ma- chine per unit of time. In this regard, the reader is referred to Sections 8.0, Excavation and Loading, and 9.0, Haulage and Transportation. The trend to larger and faster, and as a result more costly, equipment requires that the operator consider every possibility to keep the equipment operating around the clock, seven days per week. In some areas seven day operation may not be feasible economically, because of premium pay for Sunday work. Mine labor agreements are generally written without premium pay penalties for weekend work, and such scheduling is possible and most often desirable.

BrinSmade, Ixmiquilpan, Hgo., Mexico (written discussion*).—While agreeing with Mr. Gibson that his net-profit tax is the fairest and best for mines, I believe that the tax he describes can be more accurately defined by another name. In accounting, net profits are usually considered to be the residual of the gross income after operating expenses and the annual charge for upkeep of plant have been deducted. Even the necessary interest on bonds or mortgages should not be subtracted in this calculation, for this interest represents merely that fixed portion of the net profits going as a return to that fraction of the total property value owned by the bondholders. Applying this method of calculation to the gross income of a mining property, we should onIy deduct operation expenses and upkeep of plant to get the net profits on its whole property value. So Mr. Gibson in deducting a further sum, to cover the interest and amortization of the capital expended in mine development and equipment, really arrives at something quite differen't from net profits; which can properly only be defined as the annual value of the mineral in the ground, or the royalty value in miners' parlance. From one viewpoint, Mr. Gibson's first principle, which assesses taxes, "proportionate to the benefits received by the person or property taxed," is identical with his third principle wbich assesses "with reference to the extent and value of the natural resources enjoyed." With one exception, everything of use around a mine represents a cash expenditure, or its equivalent in human labor, and state action has not added an iota to its value. The one exception is what makes the enterprise possible and it includes the mineral deposits and their associated surface; water and other landed rights. These natural resources are origin2!1y the gift of tile people acting through their agent, the state, and it is evident that a tax laid on whatever profits may arise from their enjoyment will be exactly "proportionate to the benefits received by the person or property taxed." Mr. Gibson is mistaken in his belief that the general property tax of the United States has the same incidence as his system of taxing profits, because the general property tax falls not only on land1 value—as does

IT would be a difficult matter to trace from the beginning the very few improvements made in the burning of fuels prior to 1860. Doubtless the crossing of the sticks of wood in building a, wood fire early appealed to our savage ancestry as a means of expediting its effectiveness for their crude culinary purposes. Stones and andirons came later in assisting the admission of air to the under part of the fuel bed, while beacons and cressets utilized metal bars as supports for the same purpose. It is probable that Tubal Cain owed his success to the use of bellows making possible the use of mixed fuel and charge upon a hearth. With the development of working in east iron, grate bars cane in, and they are still with us doing duty in every household and almost every art where heat is a factor. Little was done beyond these crude methods prior to 1860. With the advancement of knowledge came the fuel-gas producer, a. natural child of the retorts employed in supplying illuminating gas. It is only within the last 15 years that the conclusion became general that complicated systems for saving heat would not remedy deficiencies in its primary development, and within that tine there has been great advancement in the means of producing initially fire of high efficiency, so that to clay we are moving rapidly toward loth high development and high absorption, with the resultant of high efficiencies. In studying the subject of the availability of pulverized coal as a fuel, it may occur to ask, why has this not come up earlier? This question would be naturally prompted by recalling the fact that Thomas Crompton's English patents upon his methods were issued to Min nearly 40 years ago. A conclusive answer to this, however, is that Crompton at that time had very crude facilities for raking what was at best a, very imperfect pulverization of the coal, and the expense of preparation was very great. THE growth of domestic requirements for motor fuel has been phe-nomenal, rising year after year in a fashion almost unique among com-modities, resisting depressions and forging rapidly ahead in times of prosperity. Consumption advanced from 226 millions of barrels in 1925 to 522 millions of barrels in 1938; or 130 per cent. The economic influ-ences generating and sustaining this demand are of vital concern to the petroleum industry. The general factors affecting utilization of motor fuel are well known but it is the purpose of this paper to employ the recently developed technique of economic dynamics to describe them mathematically. Such problems in economic analysis are complicated by the freedom of all the variables to fluctuate, their mutual interdependence, changing incidence upon one another, and the nonquantitative character of some of them. Economic quantities and relationships, unlike those of the physical world, are continuously changing and this dynamic characteristic is both a distinguishing and confusing feature in economic research. The com-plexities of the problems require application of the analytical devices of mathematical statistics to uncover the probable relationships between factors. The procedure employed is to formulate a logical relationship linking the dependent to the independent variables, and then simul-taneously, rather than sequentially, determine their separate effects by multiple correlation. This transformation of common knowledge to quantitative terms makes it possible to measure the probable effects of changing conditions upon requirements, assisting in the sound interpreta-tion of economic policies. The utility of the results of such dynamic analysis is in sharp contrast to the sterility of the trends and other simple empiricisms of descriptive statistics. It is not intended in this study to throw light on the reasons why any motor fuel at all is consumed; but to discover relationships explaining why more was consumed at one time than at another. A computer programing system has been devised to assist in open pit mine design planning. This system operates upon data generated for cross sections in the mine plan, and parallels present manual methods used in mine design, resulting in a minimal communications barrier between the mine planner and the computer. Input data for each cross section includes geologic interpretation and mine design parameters such as wall angles, bench heights, berm widths, and ramping system. The program will optimize the design of each cross section to give minimum stripping at any desired ore reserve level. This system is functional in the sense that it is easily adopted, changes in mine design parameters can be quickly evaluated, and each resultant design incorporates all recognized mining constraints.

THIS discussion is based on statistical manipulation and evaluation of operating data from several commercial blast furnaces which include rather wide variations in practice. We are concerned here mainly with the effect of manganese on sulphur elimination under operating conditions in commercial blast furnaces, but this effect can be outlined more clearly by including certain other variables such as silicon in iron and slag basicity, which are all in part interrelated. Real progress in understanding all of the smelting-zone reactions in this process requires more laboratory studies of slag-metal melts similar to those in the blast furnace, with careful control of oxygen pressure. Such experimental work is very difficult, however, and in the meantime, with the present scarcity of more fundamental data, such statistical trends and correlations as can be obtained from commercial furnace operating records may help in choosing laboratory test conditions as well as adding to our knowledge of operating procedures. We do not know just why the furnace data are apparently so irregular that statistical treatment of large numbers is needed to obtain accurate trends. It is partly caused, no doubt, by the many simultaneous variables present, but there are perhaps also such factors as: (I) the con- tinual swings up and down so characteristic of the process; (2) difficulty of accurate sampling of co-existing phases, as well as (3) the presence of both equilibrium and rate factors as a result of the fast driving of the process. In desulphurization, for example, the flow of thin layers of slag and metal over solid coke surfaces, plus the contact between droplets of iron falling through the slag layer in the hearth, would lead one to expect a close approach to equilibrium. On the other hand, most of the critical part of sulphur removal may occur in a short time and distance below the tuyeres with perhaps an accompanying decrease in oxygen pressure and the concurrent reduction of much of the silicon and manganese, so its degree of approach to equilibrium may be quite variable. Probable Chemistry of Desulphurization Since there is little evidence that sulphur atoms in the iron solution are aasociated to any appreciable extent in molecules such as MnS, the transfer from slag to metal and back again can be written:* (FeS) ? [FeS], [I] hence the following reactions seem most probable in the slag phase, (FeS) + (CaO) ? (CaS) + (FeO), [2] and, (FeS) + (MnO) ? (MnS) + (FeO). 131

IN my original paper, Piping and Segregation in Steel Ingots, I pointed out1 among other things that, in view of the slighter stretching (virtual expansion) of the crust, and greater opportunity for sagging, there should be less piping in broad than in narrow ingots, and less in slowly-cooled ingots, e.g., those cast in pre-heated sand molds, than in those which cool quickly, e.g., those cast in iron molds. A. A. Stevenson2 said that neither of these predictions agreed with his own experience. In particular, in a picture which he showed of a wide and of a narrow ingot cast from the same ladleful of steel,, the wide ingot had certainly piped much more deeply than the narrow one. At the time I did not see the explanation of these discrepancies, but further reflection makes it evident. One of the most important elements in determining the depth of the pipe is the degree of " top-lag," that is, the degree to which the solidification of the top of the ingot lags behind that of the bottom. 'Through this lagging the steel of the upper part of the ingot is able to run down and fill the pipe below as fast as it forms. To the importance of this lagging I called attention in my original paper.' Sand vs. Iron Molds.-If we compare two like ingots, one cast in an iron and the other in a sand mold, we see that the top-lag' is much greater in the former than in the latter, be¬cause in the former the lower part of the ingot is cooling off fast while the metal is running into the upper part. In the Mitsubishi beneficiation process of ilmenite, chlorine is regenerated in the dechlorination furnace where the gases produced from a selective chlorination of ilmenite are directly introduced. The present paper describes a reaction mechanism and mixing characteristics of the reactant gases for dechlorination of ferric chloride with oxygen. A furnace of a small diameter where the reactant gases passed through in the state of nearly plug flow was used for determination of the effects of temperature and of partial pressures of ferric chloride and oxygen on the rate of the reaction. The experimental data of the reaction rate were applied to various models for calculations of the rate equations and the most suitable reaction model was determined. The results of the experiments also showed that effects of gas mixing onto the reaction rate could not be ignored, so that experiments of gas mixing was carried out. Gas flow patterns and scale effects were observed with use of transparent model furnaces of different sizes.

INTRODUCTION In recent times the continuing depletion of high grade mineral deposits and the massive increase in raw material consumption have forced the metal mining industry to exploit ore bodies of lower and lower grades. To obtain a satisfactory financial return from these deposits, there has been the concurrent and evident trend towards increasing the size of operations to obtain benefits from the economies of scale. The evaluation, planning, and design of these large scale open-pit operations, so as to yield the maximum possible return on investment, is an extremely complex, iterative procedure. With profit margins trimmed, "small" errors can become much more significant and with exploration costs spiralling, accurate and rapid evaluation is essential. It demands a sophistication and precision in the evaluation process unheard of ten years ago. What follows attempts to describe the need to thoroughly plan the overall evaluation programme such that duplication of effort is avoided and all relevant information is systematically recorded from the outset of exploration. The final section of the paper takes a realistic case study to illustrate the significance of pit slope angles on the design of the final pit and the economics of the total project. THE EVALUATION PROGRAMME The team, (for a team effort it must be), that is charged with the responsibility of conducting the evaluation exercise, has the difficult task of placing values on a multitude of independent and inter-related variables. Each variable has some economic significance; the degree of significance varying according to the metal sought, the environment in which it occurs, the vagaries of the market place, to name but a few of the problems facing the project team. From this maze of variables, the team must identify those that have the most critical influence on the overall economics of the proposed venture. Investigations must then be set in motion to quantify these controlling factors more precisely. It is important to recognize that such investigations form part of the evaluation programme and require monitoring for both timing and cost as the whole exercise of evaluating the project continues. To add to the difficulties, the economic significance of any particular variable may change during the course of the programme.

During recent years the use of lithium has expanded greatly in industrial, chemical, and metallurgical fields, while at the same time modernized methods of mining and refining lithium have increased production. Technical literature includes many papers describing the geology and mineralogy of lithium deposits. Mining and beneficiating problems, however, have not been thoroughly described. Published reports have failed to emphasize that one of the chief reasons lithium minerals were not extensively mined until recently is the difficulty of beneficiation. Four lithium minerals of pegmatites and the lithium-sodium-phosphate byproduct from the brines at Searles Lake, Calif., have been sources of lithium. Among the pegmatite minerals, only spodumene and petaline are known to occur in deposits large enough to support large tonnage operations. Spodumene, a lithium-aluminum-silicate, is the principal lithium mineral mined in the U. S.

The object of this paper is to present a brief outline of the methods of geologic mapping employed in the Geological Department of the Anaconda Copper Mining Co., at Butte, and to show by means of a few typical examples the practical nature of the results obtained. The extremely complicated geological conditions early encountered in Butte mining led mine operators to realize the necessity of accurate detailed geologic mapping m an aid to successful development of the ore bodies. The organization of the Anaconda Geological Department was undertaken in 1900 by H. V. Winchell, who, in conjunction with D. W. Brunton, worked out the essential methods of procedure which are, in the main, followed at the present time. Since the year 1906 the geologic work has been under the direction of Reno H. Sales, and in some respects the scope of the work has been slightly enlarged. An excellent article describing the general equipment of the geological department was presented by D. W. Brunton at the British Columbia meeting of the Institute in 1905.' His idea, that data collected underground and recorded should be put to practical use and not remain a mere " inventory of the company's underground possessions," is the keynote to the success of applied geology in Butte. The geologic notes are taken as soon as possible after the ground is broken so that any mistake in the mining may be corrected at once, or any particularly advantageous procedure may be suggested before any useless work is done. Taking the notes underground is a comparatively simple matter, but a few necessary precautions may be pointed out. The essential to success is that the notes shall show exactly what geological facts are disclosed. The observer must discriminate carefully between important and unimportant exposures in making the record, especially as regards the relation between veins and stringers, between faults and minor slips, or between the characteristics of veins of different ages. The present value of most coal properties resides largely in the cod remaining to be mined, which thus constitutes the most important asset. The object of this paper is to discuss methods commonly used in computing the value of minable coal. To distinguish clearly between such coal values and the values of other property, the several kinds of property values should be divided into classes; so as to avoid the unintentional omission of items of importance. Value op Coal Reserves Judicial decisions prescribe, and appraisers commonly accept, current sales value as the preferred means for determining the value of transferable property. With few exceptions a property is worth the sum that can be realized from its sale by a willing seller to a willing buyer, a sale in which compulsion urges neither party, and between whom there is no community of interest to fix a value; or it is worth at least as much as a responsible buyer will offer for it. Actual sales of like property or bids from responsible buyers for the property, or for substantially like property, are the best established methods for determining values. Only in the absence of such sales or bids can valuations by other methods be entertained, and only for reasons of weight can sales values be set aside. Valuation Based on Royalties Sales of coal in the ground, as customarily carried out through lease under royalty agreements, are therefore the most trustworthy means available for determining the value of coal reserves. The constantly rising value of high-grade coal in the United States can most readily be shown by the increasing royalties per ton that can be obtained for such coals under leasehold. The rising value of land containing such coal can also, of course, be proven by the price at which such properties are actually sold as compared with prices obtainable for lands containing coal of the same grade in the past. Stabilized blast furnace operation at high production rates and reduced coke consumption requires control of the gaseous distribution within the furnace. This can be achieved only by an increased use of agglomerates in the furnace burden, and control of the radial distribution of agglomerates and that of coke in the blast furnace. Dissection surveys of commercial blast furnaces recently conducted by several steel plants in Japan gave much valuable knowledge on the behavior of agglomerates within the blast furnace, specifically in regard to the softening-melting zone. The authors analyzed these survey results in conjunction with laboratory studies on the behavior of agglomerates, then proposed appropriate test methods to determine high temperature behavior. A reducibility test at temperatures over 1100°C, a test for softening and melting under load up to 1400°C, and a test for melt-down characteristics were developed to evaluate behavior of agglomerates in the softening-melting zone of the blast furnace. The high quality of self-fluxing sinter, as compared with pellets, was verified by means of these test methods. The test conditions of the respective test methods were examined in detail.

Survival of the mining industry as a viable economic entity in the United States is being seriously threatened by declining grades of ore reserves, rising operational and capital costs, and increased governmental taxes, restrictions, and subsidizing of third world competition. Discovery of major high-grade deposits is becoming increasingly unlikely. International competitiveness of the U.S. deposits will depend upon 'Yankee Ingenuity, ' innovations in mining methods, metallurgical treatment, and financial arrangements, and a viable national strategy. This will require not only effective management for control of operations, but management that encourages breakthroughs in technology, financing, labor relations, and in public and governmental understanding. The mine geologist and the exploration geologist both have important roles to play in all aspects of this fight for survival of the industry.

A practical program of education for workers of the mining industries is being formulated by the Federal Board for Vocational Education in cooperation with the states in which this industry is a dominant one. The Federal Government last year passed a law, known as the Federal Vocational Education Act, that provides for the promotion of vocational education and for cooperation with the states in the promotion of such education in agriculture and trades and industries and in the preparation of teachers of vocational subjects. More than 1,000,000 men in the continental United States are employed in mines and quarries. The following table, from the 1910 Census Report, shows the relative importance of mining and manufacturing pursuits: Manfactures Mines and quaRRies Employees.......... 7,405,313 1,109,410 Capital............. $18,428,269,706 53,380,525,841 Value of product..... $20,672,051,870 $1,238,410,322 Of the more than 1,000,000 men employed in mining, almost three-fourths are engaged in the production of bituminous and anthracite coal; one-fifth, in the production of copper, iron, lead, zinc, and other metals; and the remainder in getting out structural and miscellaneous materials from quarries. The meeting of the needs of the coal-mining industry, therefore, is the problem of greatest importance in the point of numbers to be served. Moreover, the dangers in coal mining are greater than in metal mining. Practically all states have set up educational and technical standards for the position of foreman, boss, superintendent, etc., and every applicant for these positions must have a certificate of competency. The qualifications, too, are becoming increasingly difficult in the field of technical information. In some states, every miner must have a certificate, which is issued by the mine examining board only after an oral examination. This report summarizes the work that has been done during the past several years in adapting resins for use as auxiliaries in mine roof support. The resins were applied in two ways: 1) by injection into the strata, and 2) as a bonding agent for roof bolts and reinforcing bar. The Explosives and Mining Chemicals Department of the American Cyanamid Co. has worked during this period in cooperation with the Roof Control Research Group of the U.S. Bureau of Mines, the Pattin Manufacturing Co., the J. H. Fletcher Co., the Homestake Mining Co., the U.S. Steel Corp., the National Mines Corp. and the Pocahontas Land Corp. in an effort to create resin formulations and methods for applying them as a practical and sate type of roof support for mining areas particularly where conventional support is inadequate, yet expensive. This, work has involved much pioneering in a field where theory, speculation, and pure mythology predominates, and little basic engineering data is available. It is strange butt true that, despite the importance of roof control both from an operational and safely standpoint, there is scarcely a mining' company in this country that has an engineer, or anyone, assigned to the study of roof support problem, except temporarily--after a bad roof fall. The responsibility for improving roof control methods seems to have been placed entirely upon the shoulder, of the USBM, various State departments of mines, and individual roof bolt manufacturing; companies. It was in cooperation with the USBM that Cyanamid first developed resins for mining use.
