Leasing is not a new phenomenon. Experts have identified its origins as early as biblical times. It is a method of finance that has grown rapidly and is now used in most countries, including those of South East Asia, South America, the Middle East and even the People's Republic of China. Internationally, the leasing world divides fairly easily into two groups and this is determined, by and large, according to whether a country has Anglo-Saxon origins or not. Most of the Anglo-Saxon countries have seen tax-oriented leasing become a sophisticated means of financing the acquisition of large and costly items of equipment and large projects. Countries such as France, Spain and Japan have a highly developed leasing industry but it is not tax-oriented. This paper will not address leasing of this kind. LEASING - THE CONCEPT Wide acceptance of leasing as an alternative for financing capital equipment has grown with the recognition by the users of equipment that it is use and not ownership that generates profits. Whilst this seems obvious, memories of repossession of assets during the Depression and attitudes towards leasing as "last resort financing" have raised strong philosophical resistance that has only recently begun to be overturned. A financial lease is a commitment by way of contract between a user of equipment (lessee) and a financial owner (lessor) under which the lessee makes a series of payments in return for use of the equipment. The lessee is acquiring economic value associated with ownership but not ownership of the equipment itself - that remains with the lessor. A lease is a method of financing the use of an asset; other methods finance the assets themselves. It is the taxation aspects that then become important. The lessee is giving up some or all of the taxation benefits of ownership such as depreciation and investment tax credits. The lessor claims these benefits, as he is entitled to do as owner, and takes them into consideration when determining the level of lease payments that are necessary to generate his required rate of return. These lease payments are, of course, lower than they would have been without those taxation benefits. The lease payments themselves are fully tax deductible. This is tax shelter leasing. The lessor is acquiring taxation deductions that are applied fully and immediately against his other taxable income so as to reduce the amount of tax he is to pay to the revenue authorities. It is this concept that makes financial leasing work. Governments provide incentives by way of tax concessions to encourage capital investment. Governments presume that prudent capital investment will offer employment opportunities, generate sales and streamline economic activity. These, in turn, will lead to the collection of government revenue. It makes no difference at all whether these incentives are claimed by a commercial or industrial owner/user or by a financial owner who makes equipment available for use by industry. Rather, the issue is to ensure that if an incentive is available, it is used so as to achieve its desired results. During the first half of the year 1935, the oil industry in California was on a fairly profitable basis, owing mainly to the operation of the Petroleum Marketing Agency. Coincident with the discontinuance of enforced curtailment, California production surged upward from an average of about 500,000 bbl. per day (over the first five-month period) to approximately 625,000 bbl. per day (over the last seven-month period). On Dec. 9 the state production had reached a peak of over 700,000 bbl., a figure that had not been approximated since the early days of voluntary curtailment (Fig. 1). A price cut was instituted during the last half of August, but had no deterring effect on operators that were determined to take advantage of the breakdown of curtailment and produce to capacity. New reserve figures, compiled from actual potentials, available after cessation of curtailment, revealed the startling fact that California reserves were rapidly declining. This situation, coupled with the desire among operators to obtain a more equitable price for their dwindling reserves, caused a restoration in November of a portion of the August price slash. A further rise in price was effected in early December, and crude quotations at the end of the year closely approximated those in effect during the first right months. At the close of the year, the industry felt confident that the production situation was under control. In all fields where competition is keen because of close spacing, production is gradually declining. In the Los Angeles Basin especially there is no likelihood of a large amount of overproduction, unless a new pool is discovered or deeper drilling reveals a prolific source of crude. As long as the fields that are operated by a few companies, such as Kettleman Hills, North Belridge, Ventura Avenue, West Coyote, Dominguez, and some others, can be controlled, it is believed that the overproduction problem in California will be solved.

Prior to use of this model siphon finisher, the only means of evaluating metallurgical performance of the siphon finisher was by pilot plant studies. These are costly and require large quantities of material. A model siphon finisher and a test procedure which permits the evaluation of siphon finisher metallurgical performance has been developed. Metallurgical results between the model siphon finisher and pilot plant or commercial units show fairly good correlation. The upgrading of magnetic taconite concentrates by hydraulic concentration has been practiced for several years. In the 1940's, Braund1 used a multistage upflow classifier to upgrade magnetized magnetic concentrates. In present taconite plants, the SiphonSizer, marketed by Dorr-Oliver, Inc., has been particularly suitable for upgrading magnetic concentrates. When the hydraulic SiphonSizer is used to upgrade the concentrates in the finishing portion of the overall flowscheme, the unit will be called a siphon finisher to distinguish this application from classification. Prior to this work the only means of evaluating the metallurgical performance of the siphon finisher was by pilot plant studies which are costly and require large quantities of material. Therefore, it was desirable to develop a model siphon finisher and a test procedure which would simulate siphon finisher performance and require only small samples of material. This model would permit the evaluation of small samples such as drill core samples and be useful in evaluation of commercial siphon finisher design and performance. THE SIPHON FINISHER The siphon finisher, as shown in Fig. 1, is a tank equipped with a system of water jets which distribute the hydraulic water uniformly across the bottom of the vessel with an energy release for agitation in the teeter bed. The feed to the siphon finisher is intre duced through a feed well in the center of the unit. The silica and middling particles overflow a peripheral weir into the overflow launder. The magnetite fraction is discharged by a siphon or a modulated discharge valve. About six years ago the writer had occasion to visit a large magnetic iron-ore concentrating-plant, and then saw for the first time rubber belts employed for conveying-purposes. These belts were from 20 inches to 30 inches in width, and some of them were as long as 500 feet between centers. Installation of a relatively simple, low-cost analog mill control system at Amax Lead Co. of Missouri's Buick concentrator has paid off handsomely. The system, which provides the capability of handling mill circuit upsets and ore changes while maintaining a desired particle size, is expected to generate annually a return on investment of several times its capital cost. In addition, the system stresses simplicity of field instrumentation and control strategy, leading to better operator acceptance and understanding, and its capital cost makes it very attractive for the specific installation when compared to more complex schemes using mass flow measurement and computers for calculating circulating load to infer particle size. This system has the advantage of utilizing an actual measurement for control, rather than a difficult-to-maintain inferred value.

Dr. Gardener, in Chapter 2, has presented a comprehensive state-of-the- art review of site investigations For tunneling. Nearly all of the techniques he discussed will also be required for future site investigations. Therefore, this chapter will be devoted to a few rather new exploration techniques plus ideas for improving some of the present-day methods. In March 1962, the first symposium on "Remote Sensing of Environment" was held at the University of Michigan.l Since that time, four additional symposiums have been held at the same University. Also, the technical Literature has recently included a number of articles on remote sensing techniques. A recent one appeared in the February 1968 issue of Materials Research and Standards.Vt was entitled "Developments in Remote Sensing Applicable to Airborne Engineering Surveys of Soils and Rocks," and was written by Dana C. Parker. Mr. Parker predicts that aerial reconnaissance will someday supplant soil augers, rock drills, surface reconnaissance, and geophysical surveys as the engineer's primary means of obtaining information about soils and rocks. He states, "The engineer wishing to survey a route or a site or to locate rock and soils suitable for construction projects will be able to push some buttons in an airplane and record all the data required for determining the relevant conditions. In a short time after he returns to earth with his rolls of film and charts, he will be able to reduce and analyze the data by partially computerized techniques and to compile a concise and comprehensive engineering report that gives all the relevant information about rocks, soil, water, and vegetation in the area he surveyed. Most important he will feel as confident with his recommendations, derived primarily from image characteristics and spectral power distributions, as his predecessors did with recommendations based on more tangible evidence obtained from drill cores and surface reconnaissance." "OUR experience from time immemorial has been that the furnace sampler and analyst usually find one or two, and sometimes more, points less iron than the Lake Superior shippers, but, fortunately, their contracts are `iron bound'; and, generally speaking, analyses at this end are practically useless, for we are obliged to settle on basis figured out to a half dozen decimals, and, as a rule, without recourse in the event of flagrant discrepancies between the two analysts." The above is an extract from a letter received by the writer of this paper from the President of an iron company, discussing the question of sampling. It so well expresses the opinion of many blast-furnace owners and managers that it seems a suitable text for a discussion concerning the need of uniform methods of sampling. If all railroad cars were loaded the same, if all stock piles were the same shape, and if ore was received regularly each day, the problem of sampling would be comparatively simple. The conditions, however, vary widely at different places, and at the same place from day to day, and it is probably impossible to determine upon any one method of sampling which will apply at all times and in all cases. However, it would seem as though some general principles might be suggested which would tend to overcome these wide differences in samples of the same thing. The sampling of a cargo of iron ore begins at the breast of ore in the mine. The ore is sampled from the mine cars, from the stock piles, and from the railroad cars at the mines. At the lower Lake ports the ore is practically all sampled from the boat, occasionally from railroad cars. At the furnaces, the ore is nearly all sampled from railroad cars and occasionally from stock piles.

THIS question is suggested by a statement made by Dr. Siemens, widely printed in the journals of the day, that a continuous rod of copper, thirty miles in length and three inches in diameter, is capable of conveying that distance, electrically, energy equal to 1000 horse-power. Some eight years ago I became interested to a considerable extent in one of the well-known deposits of sulphury iron ore in New Jersey, and, as a consequence, soon became interested in the subject of the elimination of the sulphur. On investigation I found that no department of pig-iron manufacture had received less attention than that of roasting or calcining ores for the elimination of sulphur, carbonic acid, water, etc. My first devices to eliminate sulphur mere naturally in the limekiln line, with solid fuel mixed with the ore, in the same way = common lime is burnt with small coal. While this process will succeed tolerably well for carbonates or calcareous ores, even though they contain sulphur as sulphates, I soon found it would not answer for our magnetites, which are very hard and dense, carrying from 2 to 5 per cent. of sulphur as pyrites, and become very sticky as soon as any attempt is made to roast them at a high heat. Some laboratory experiments developed the fact that the nearer the gaseous current surrounding the hot ore approached in composition pure atmospheric air the more rapidly the sulphur was oxidized, while in an atmosphere composed largely of carbonic oxide, carbonic acid, and nitrogen, it seemed almost impossible to reduce the sulphur more than one-half, which was a confirmation of the well-known Pact that just one-half of the sulphur in pyrites volatilizes very easily, and that the trouble is mainly to remove the remainder. It was thus apparent that the atmosphere surrounding the ore was of as much importance as the temperature..• This led to the trial of a kiln to heat the ore by conduction through the brick. It was divided into ore-chambers, which were surrounded with flues, through which the products of combustion of gaseoua fuel passed without coming in contact with the ore. We did not, however, succeed by this arrangement in getting more than a cherry-red heat, which, of course, was too low to accomplish anything. I had at this point become convinced— 1st. That gaseous fuel only would accomplish the work successfully. 2d. That since a high temperature was required to insure a rapid oxidation of the sulphur, and also to make the ore open and porous,

IN the early days of concrete construction, the question of quality of sand or gravel to be used as aggregate in concrete was given little or no consideration. If the construction engineer had sufficient quantity for his structure within a reasonable distance, he was contented and gave no thought to the possibility that the material might have adverse physical, chemical, or thermal properties which could cause future deterioration of his concrete and possible failure of his structure. Today a very different situation exists. With the building of larger and larger concrete structures, with a longer and longer life expectancy, the quality of the aggregate material has become of major importance. Even in small concrete structures aggregate quality cannot be passed off lightly and the quality of the aggregate must be such as to give the anticipated life without costly maintenance. The first question to arise in the selection of an aggregate is what makes a sand or gravel suitable or unsuitable for use in concrete, and how can its quality be judged. No one rock type can be depended upon to furnish sound durable material in all instances. Granitic rocks, for example, make very satisfactory aggregates in some cases, but they are among the most unsuitable of materials when they are fractured, weathered, or highly micaceous. Limestones make excellent concrete aggregates on the one hand, and on the other they may be unsound and lack durability if they contain appreciable clay, they may have a harmful chemical reaction with the cement if they contain amorphous silica, or they may have thermal characteristics which make them highly unsuitable for use in concrete. Each rock, gravel, or sand must be proved on its own merits for the particular job under consideration. The selection of suitable aggregate materials may be divided into two major phases, the geological phase which is carried on largely in the field, and the testing phase which of course is a laboratory problem; both are important. Very often the geological phase alone is sufficient for the selection of satisfactory aggregates for minor structures but for major structures both phases must be thoroughly investigated. Geological Phase In the southwest part of the country nearly every major rock type, igneous, metamorphic, and sedimentary, may be found with all imaginable intermediate phases and in all imaginable stages of alteration. Frequently very different rock types, different as to geological age, composition, and condition occur very close together. Alluvium and stream-bed sands and gravels will consist of many different rock types and even ledge rocks may vary radically as to texture and composition within the area of a quarry site. Some of the rocks make suitable aggregate materials whereas others are highly deleterious in concrete. Too often the good and the bad occur together and more than ordinary caution is required in aggregate selection. Aggregate Sources: Concrete aggregates are usually obtained from stream-bed sands and gravels or from ledge rocks. Each has certain favorable and unfavorable characteristics and it is sometimes necessary to investigate both types to determine the most suitable source for a specific structure. Stream Beds: The predominant sources of aggregate materials in southern California and Arizona are stream beds. Vast quantities of sands and gravels are brought from the mountain ranges by the rivers during times of flood but most of these streams are dry a large part of the time and hence these deposits make easily accessible sources of aggregate materials. One of the little-known characteristics of cast iron, which nevertheless has an important bearing on results where accuracy in machining is essential, is the ability of this material to ease up internal strains when allowed to remain quiescent for a more or less extended period of time. It seems as if the molecules in such a casting, by virtueof their "mobility," can adjust their relative positions to an extent sufficient to overcome some of the existing stresses. The following instance will perhaps give a fair idea of the condition a casting may be in when just shaken out of the sand. A very large sheave-wheel, after shaking out, was taken outdoors to be cleaned and made ready for turning up. It was leaned against the side of the building, but before much could be done an arm tore apart with a loud report. Investigation showed that the sun had been shining on the upper rim, thus adding a slight strain to those already existing within the arm and thus overbalancing the strength of the metal in tension. Had this sheave been kept under cover for a while, or at least until machined, the strains would have eased off sufficiently to allow the sun to look upon it without disaster. It will not be necessary to multiply examples. Every engineer knows the danger of water-hammer in pipe lines, particularly if the latter are of cast iron. Every mechanic knows, or should know, that it is not good to strike a fitting that is under steam pressure. It will be necessary to say a few words on the "internal strains" in castings—the so-called "casting strains" we hear so much about. We all know that to get a casting reasonably true to the dimensions wanted requires a slightly larger pattern. The usual allowance for gray iron is 1/8 in. to the foot (1 cm. per meter) and 1/4 in. to the foot (2 cm. per meter) for white iron (all dimensions). This reduction in length, breadth and thickness in a casting is erroneously called "shrinkage." It should be called "contraction," as for practical purposes it is simply the difference in dimensions of the casting red-hot and cold. The real "shrinkage" covers an entirely different situation. Geological Engineering can be all-encompassing and it necessarily overlaps many applications of economic and applied geology. Other review articles will cover specific developments in rock mechanics, open-pit and underground mining, geology, geochemistry, geophysics and geohydrology- all of which overlap many fields of economic and applied geology. Nevertheless, there still remains a diversity of new and innovative applications of geology to engineering works through the activities of federal and state agencies, college and university departments, and industrial or consultant firms-particularly with respect to the properties of earth materials and their behavior "as-is" in nature or under the stress of engineering works. Governmental Agencies: Federal John T. McGill (Chief: Engineering Geology Branch; USGS, Denver) relates that recently the Engineering Geology Branch, together with several other branches of the Office of Environmental Geology, has undertaken the production of interpretive maps of unusual character. These maps are commonly called special-purpose or single concept maps. A folio, or series of maps, is prepared for each topographic quadrangle or area selected for study. The individual maps in a given series are printed on standard-size sheets so that they can be bound together if desired.

The H-Coal process, an ebullated bed reactor system for converting coal to liquid fuel, is described. Results from long-duration continuous flow bench-scale operations with Wyoming Wyodak, Arizona Black Mesa, and Utah Kaiparowits Plateau coals are presented. Economic data on the conversion of these coals to liquid products are given. The potentials of the H-Coal process in regard to coal from western producers is stressed.
