This paper summarizes coal and ash properties and pilot-plant results for 14 key lignite seams in the Gulf Province, as well as discusses operating problems encountered by the four Texas power plants burning Gulf Province lignite. Some consideration is given to the design of future power plants.

The heat treatment of the bronze composed of 88 per cent. copper, 10 per cent. tin, and 2 per cent. zinc, has been investigated by H. S. and J. G. S. Primrose,' and also by the U. S. Bureau of Standards.2 The results obtained by H. S. and J. G. S. Primrose on dry-sand castings subjected to reheating followed by air cooling, or by quenching in water, are shown in Figs. 1 and 2. The values for tensile strength have been converted from tons per square inch to pounds per square inch. Figs. 3 and 4, have been plotted from values obtained by the Bureau of Standards on material of the same composition and treatment. Both investigations show that the ductility of the cast bronze is improved by heating to 700' C. and cooling in air, the strength not being impaired by this treatment. They are not in agreement, howevcr, as to the effect of quenching, Messrs. Primrose reporting a decrease, and the Bureau of Standards an increase, in both strength and ductility when the cast bronze is heated to 600' or 700' C. and quenched. The mining laws relating to winding-ropes in some of the German provinces are very strict, and severe tests have to be periodically made to see that the ropes in use come up to the prescribed standard. A few notes on the method of testing the ropes and the results obtained may be of interest to the members of the Institute. Permission must be given by the Inspector of Mines to put up a winding-plant; and previous to installation a full report made by the manager, clearly setting forth all details of the shaft, the pit-head, engines and appliances appertaining thereto has to be sent to the mining officials. Accompanying each subsequent report, further details, such as the name of the firm supplying the rope, construction, quality of steel, date of installment, weight per meter, length, particulars of the safetycatches, cages, etc., must be given. At least one spare rope must be kept at ever? shaft ready for use in case of emergency. The rope must hang in the shaft, with cage attached, not less than twenty-four hours before it is used for winding; and it must have undergone a severe test in the manner hereafter described. The laws prescribe that when a rope is continually in use it must be tested every three months; but if the rope is only used every few days it must be tested at least every six months, in the presence of the superior officer; and notification of the date of testing has to be sent to the Bergrath two days before the test is made, in order that he can personally superintend the operation if he chooses. Should winding have been stopped for a long time, it is not necessary to test every six months; but before the rope can be used again it must be tested.

BEFORE discussing the relation between air pre-heaters and waste-heat boilers in conjunction with the open-hearth furnace, it is necessary to have a clear idea about what a preheater can accomplish and what effect it has on the open-hearth furnace, especially from a thermal point of view. It is generally recognized now that the heating of the combustion air in the checker chambers of the open-hearth furnaces is not as efficient as it is-desirable to make it. It is also generally recognized that heating of the air in checker chambers of ordinary construction has its limitations. These limitations are mostly the .space occupied and the cost that would be involved if checker chambers were made larger than according to present practice. There are, however, other. reasons why checker chambers cannot give the highest possible air temperatures. Checker chambers are capable of heating air to very 'high temperatures by using waste gases of extremely high temperatures and, in fact, higher temperatures can be reached with checker chambers than with any other means available. The temperature to which we can heat, air, however, is limited very materially by -the temperature at which the air enters the checkers, be-cause of the fact that checker chambers, as at present constructed, are not efficient in heating air through a wide range of temperatures. In other words, if air in-stead of entering the checker chambers at atmospheric temperatures could enter at about 1000 to 1200 deg. F., the resultant air temperature at the top of the checker chambers would be materially increased. There are now on the market metallic air preheaters which are ex-tremely efficient for preheating air to about 1200 deg. F. Such heaters occupy very little space and can usually be installed at a relatively low cost.

Experiments at the Somerset mine, Colo., under an agreement between US. Steel Corp. and the US. Bureau of Mines are described. A test was made of the tube bundle method of mine air sampling which was developed for European longwall mines; some 300,000 running feet of tubing provided continuous monitoring at 38 locations. Carbon monoxide concentrations were obtained with standard deviations of less than 1 ppm and oxygen concentrations with standard deviations of less than 0.2%. A base level of CO index (ppm CO evolved per percent 0, removed) was determined to be zero to 20 through most of the passageways of the mine. However, in one working section where the coal was initially hot (about 180°F within a pillar) the CO index was demonstrably higher, 120 trending upward to about 60 when smoke appeared and the section was sealed. The data are discussed in terms of laboratory experiments on CO evolution from coals.

Almost half a century has passed since the Siemens brothers, after tedious and costly experiments, finally began the manufacture of open-hearth steel. The furnace of that time was very small, having a hearth-capacity of from 3 to 4 tons, and we can appreciate the wonderful development that has taken place in those 50 years by the knowledge that to-day furnaces of 50 times the original capacity are in operation. As the new steel process assumed importance, and furnaces began to grow in number and in size, a question arose, to which no satisfactory answer has ever been given, and that was: aWhat is the safe and economical limit of the open-hearth furnace ?" Various stopping-places have been suggested, and 20, 30, 40, and 50 tons have each been advocated, but all such arbitrary restrictions have been passed, and 60 tons would probably represent the average furnace, although in a few instances from 70 to 80 tons are regularly tapped into one ladle. The furnaces which are the subject of the present paper have gone far beyond even these limits, and since, in my opinion, they mark another step in the progress of open-hearth steel, they will be considered fairly and frankly, in order that those to whom the matter may be of interest may be able to judge and form their own conclusions. Short accounts of the work of these furnaces have appeared from time to time in various technical journals, of which the following is a brief résumé. These furnaces are the property of the Phoenix Iron Go., of Phœnixville, Pa., and their distinctive and important feature is, that they charge to twice the capacitl of one ladle, and tap simultaneously into two ladles, with a device for controlling the flow into either. In this way the capacity of the furnace is not limited, as formerly, but heats of any size within the capacity of two ladles may be charged.

In the manufacture of steel for commercial purposes, the deoxidation practice used, i.e., the method and degree of deoxidation, is an important factor affecting the structure and mechanical properties of the finished steel. Deoxidation practice exerts a pronounced influence not only on the soundness of the ingots but also on the reaction of the steel to a number of mechanical and thermal treatments. The first mentioned effect of deoxidation is more or less obvious and was first demonstrated, though perhaps not fully appreciated, by Robert Mushet when, in 1856, he added speigeleisen to low-carbon bessemer blown metal. In 1861. Bessemer patented the addition of one pound per ton of silicon to his blown metal to "cause the metal to lie quietly in the mold." The second effect of deoxidation-—that is, the effect on the properties and behavior of the steel—is, one might say, more subtle, and certainly not as well understood as the first, although in many cases it is the more important consideration. This paper is limited to a discussion of only the second effect of deoxidation and: in particular, to the effect on the strain-sensitivity of low-carbon steels. General Discussion Originally it was thought that the function of a deoxidizer was to combine with the oxygen present in the steel as iron oxide and prevent its subsequent evolution as a gas. -More recently it has been realized that a deoxidizer does more than this. Frequent reference has been made to the effect of deoxidizers on the nitrogen in the steel, and some attention has also been paid to hydrogen. As a consequence of the above situation any study of deoxidation must be concerned with the gas content of the steel and the effect of the deoxidizer on the gases involved. The term "gas content" as used here refers to gases extracted from steel during melting in vacuum rather than to elements present in steel in the gaseous state. The extracted gases, at least in the case of oxygen and nitrogen, are generally accepted to be products of decomposition of oxides, nitrides, or other more complex compounds. The manner in which deoxidation affects the gas content of steel and the significance of gases in steel have been and still are subjects of considerable speculation. No attempt will be made here to give a complete discussion of the literature on this subject but a few references will be cited for purposes of illustration. N. Hamilton1 found a correlation between the oxygen content of alloy steel and the behavior of the steel during tube piercing. Davenport, Bain, and others associated oxygen with aging properties of steel while Köster5 and a number of others6-lo made similar claims for nitrogen. Daniloff, Mehl, and Hertyll stated that "deoxidation decreases the susceptibility of steels to aging directly

SOMEONE has divided mankind into two groups: (1) those who have the willingness and imagination to weigh the future gain over against a present indulgence, and (2) those who cannot do so. The former have self-control, patience, foresight and a capacity for sustained effort. Those having these homely virtues become the, possessors of capital and hence employers of others. Those lacking these qualities and owning no capital must seek it from those of the first class, and therefore are employed by others. The human qualities, which divide men into two classes-employers and employed-are, however, capable of change by education, training, environment and by all agencies which tend to develop character. These words of the economist have stuck in my mind for many years and the more I see of men in my business contacts the more firmly I am convinced of their truth. The earth in some respects resembles its inhabitants. When we stroll over the fields and hills we are impressed by the unorganized masses of sand and rock which make up the ground beneath our feet. When by chance we come upon a bit of mineral matter in crystalline form we are impressed by its beauty and symmetry and probably have it polished and call it a gem. Gems constitute a minute portion of the earth's crust, and those intellectual gems, worthy of polish, who brilliantly reflect the incident rays of education and experience that have fallen upon them are few among the masses of mankind.

Various dump leach models have been developed by Kennecott, and these are reviewed with an eye toward production forecasting. Some of the models have been bated on first principles, utilizing the chemistry and physics of dump leaching. While providing considerable insight into the leaching process, these have proved to be too cumbersome for use in estimating production. Other models have been based on a declining leach rate for a single block of waste. These permit good short-term projections of solution grades and production, but are inflexible with regard to changes in mining parameters because the trends are based only on historical data. Therefore, a simple and flexible computer model has been developed to aid in leach production forecasting and to provide a tool for assessing the impact of different mining plans on leaching. This program, LEACH, is based on annualized blocks of waste; input parameters are described and examples of its use are given.

INTRODUCTION Freeport-McMoRan Inc. has been very active recently with two major discoveries and its restructuring activities. This paper describes Freeport-McMoRan's businesses, the two major mineral discoveries, and exciting opportunities within the oil and gas operations. BUSINESS ACTIVITIES Freeport-McMoRan is the largest and one of the lowest cost fully integrated U.S. phosphate fertilizer producers. It is the second largest domestic Frasch sulphur producer. Freeport- McMoRan will become the largest domestic producer of Frasch sulphur when its Main Pass Block 299 sulphur deposit reaches full production in 1993. Furthermore, it is the largest transporter of sulphur produced by others. Its oil and gas activities rank among the largest U.S. independents in terms of production and proved reserves. The copper/gold operations in Indonesia are among the world's lowest cost. When expansion operations reach full capacity levels in 1992, the Indonesian copper/gold complex will be the fifth largest copper operation in the world. Operations are divided into three business segments that include: 1. Agricultural minerals, incorporating sulphur, phosphate rock and phosphate fertilizer activities; 2. Energy, including oil and gas activities; and 3. Metals, incorporating copper, gold and silver operations in Indonesia. In early 1989, Freeport-McMoRan announced the discovery of two world-class ore bodies; a sulphur deposit off the coast of Louisiana on Main Pass Block 299, and a copper/gold deposit -- the Grasberg in Indonesia -- approximately two miles away from the existing Ertsberg East operations. As a result of these major discoveries, Freeport- McMoRan decided to carry out a restructuring program. Its purpose was to sell $1.2 to $1.5 billion of non-strategic assets. Debt levels and associated interest expenses will be significantly reduced, and general and administrative expenses will be reduced, which will place Freeport- McMoRan in an excellent position to fund the development of the Main Pass Block 299 sulphur discovery, the Grasberg discovery, and oil and gas discoveries. This restructuring program also will allow Freeport-McMoRan to achieve the greatest future value for shareholders by focusing on its principal businesses (Figure 1). A REVIEW of the literature on the reduction of cassiterite showed. that scarcely any progressive changes were made in the methods of reducing cassiterite until within the last two decades, and that during that period many improvements in the metallurgy of tin have taken place. Since 1914 the world's consumption of tin has increased considerably, resulting in the exploitation of primary tin deposits such as the Bolivian lode, which has become an important source of tin. On account of the low tin content of Bolivian ore, and the presence of objectionable impurities of the reduced tin, the smelting of this ore and the refining of the tin has changed considerably from the methods formerly used. A comparative study of the methods of smelting cassiterite concentrates suggested that an investigation be planned so as. to determine what factors effect the extraction of tin from its ores by reduction with carbon. The first part of the experimental work was the determination of whether roasted cassiterite concentrates can be reduced by carbon without the use of flux, and the reduced pellets of tin be collected into a single mass separate from the dry gangue residue The second part of the experimental work was a comparison of the effect of variations of the different factors on the smelting of roasted cassiterite concentrates: first, the effect of varying the composition of the slag; second, the effect of varying the amount of reducing agent; third, the effect of varying the relative amount of the resulting slag; and fourth, the effect of different kinds of reducing agents:

THE Portland Cement Association was organized more than a third of a century ago by a group of cement manufacturers, to do cooperatively the educational and research work needed to ensure proper use of their product. Specifically, the Association has a threefold purpose: (1) to search out facts to ensure the best possible service from concrete; (2) to give the widest possible circulation to facts affecting the use of concrete; (3) to urge practical application of those facts on actual building projects. An organization of technically trained men conducts many research projects in the Association laboratories, interprets their findings and applies them practically in the field. The net effect of this work has been to improve the design and prolong the life of roads, bridges, industrial, commercial and public buildings, homes, farm structures and concrete products. The results of this technical research and experimentation are made available to the entire construction industry through bulletins and reports. Information is also released to the general public through newspapers, magazines and Association publications. In addition to a1 technical staff in the general office in Chicago, the Association has district offices in 22 cities. Field engineers cover 37 states, the District of Colum-bia and British Columbia, to give service to users of Portland cement.

September 1981 I'm here today to report on a revolution -- a revolution in the way the Federal Government looks at energy. I'm not talking about a simple change in the relative emphasis on sources -- such as more recognition for coal and nuclear power, with less rhetoric about "soft- technology." Nor am I describing a mere change in focus -- from the demand side to the supply side. And I am not referring exclusively to our obvious goal of budget cuts. No, I'm here to discuss a fundamental change in Federal direction -- one that started as soon as President Reagan was inaugurated, and one that is articulated in the National Energy Policy Plan he sent to Congress in July. That brief policy document was backed up by three volumes of supporting data; but I think I can catch it's flavor for you in just three phrases: * First, various energy forms complete with each other and complement one another. * Second, fair competition among them (which includes honest pricing) will give us the best "energy mix." • And, finally there may be ligitimate arguments about where Federal responsibility in regard to energy spills over into Federal interference; but it's about time we drew the distinction -- and eliminated the latter. This Administration's national energy policy is quite different from any we have had in recent years. It is tuned to human nature and changing times. We are seeking the best practical solutions in the energy -a lot better than the ones we have been offered before, but still something less than perfection. One way we do that is by counting on a fully informed public to guide it's own destiny. And, instead of treating energy as an isolated entity, we recognize it as part of the overall economy. The President's Program for Economic Recovery is as much a factor in energy policy as the specific actions of the Department of Energy. One striking difference from the past energy policy 1s that this policy plan does not say: "In 1985 we will -produce so many hundreds of millions of tons of coal: . . . or . . . "By the end of this century the Nation will be deriving X percent of it's electricity from wind generators." Unfortunately, targets like these are what many people have come to expect from the Federal Government -- and what they think of as energy policy, whether the figures hold up in the long run or not. But . . . think about it! Nether the Department of Energy nor any other part of the Federal Government produces coal, or mines uranium, or manufactures solar collectors. There are only a few sections of the country where the Federal Government generates and sells electricity. So it does not take any great insight to recognize that the amount of energy we will produce or consume as a Nation In the future depends on many factors beyond direct government action. And those future totals cannot be predicted precisely, anyway -- by the Government or by anybody else. According to our way of thinking, the choices should be up to the people. When the free market works within a healthy economy, individuals express their preferences in the marketplace -- adjusting the balance of all energy factors continually in a way that no computer could be programmed to reflect perfectly. So, instead of having the Government issue a rigid set of numerical goals, our main concern simply is that there be enough energy. We want the Nation itself to decide how much that should be, what form it should take, and how that energy should reach consumers. The marketplace decides. Considering the recent past, this is indeed a revolutionary idea. It has some pitfalls, and we won't reach this ideal of free choice overnight. But that is where we are headed. And I'll offer some evidence in a few minutes that the policy has already started working. First, let me give you some of it's highlights: 1) Nobody who appreciates the philosophical underpinnings of this Administration will be surprised that the energy policy shows faith In domestic energy production and the supply side of the economy; but it also recognizes the important role of energy conservation -- the wise and efficient use of energy resources.

Pressures developed by the coal during the coking process have been responsible for serious trouble to many companies that operate or build by-product coke ovens. The insidious nature of this trouble is indicated by the fact that oven operators, unless they have ascertained the characteristics of the coals they use, cannot determine the existence of dangerous pressures until after the damage has been done. A rather popular misconception is that ease of pushing of the charge at the completion of the coking period indicates that no dangerous pressure has been developed, but this is far from the truth; pressures developed during the coking period are often completely dissipated by the shrinkage of the charge in the completion of coking, and so any criterion based on the ease of pushing is futile. However, methods of testing coals are available that will definitely distinguish the dangerous coals from those that are safe, and such methods have been brought to a high degree of certainty. The operator should take no risk that involves either a lack of knowledge of the behavior of coals during coking or the failure to believe that certain of the coals or coal mixtures can cause damage to the oven structure. This merely tends to minimize the problem and leads to claims that coking coals of all kinds may be carbonized with no danger of damage to the oven structure provided some particular kind of byproduct oven is used. This lack of appreciation of the true situation is in itself one of the main factors leading to damage of coke-oven structures. Coals that develop more than a certain safe pressure cannot be used in by-product coke ovens without causing damage to the side flue walls. The following paper presents a highly certain method for the measurement of the pressures developed during the carbonization of coal—a method that is the culmination of many years of work on the problem in which a number of methods for the purpose were investigated and used. While actual pressures found may appear to be small when expressed in pounds per square inch, the number of square inches in each oven wall is so large that the total pressure on the oven wall becomes an enormous load.

Borehole information is often the only source of information on rock conditions at depth during the stage of feasibility studies of a project, and from this data the rock mechanics engineer would like to make some quantitative estimates of rock mass cohesive strength. While judgement and experience will usually play a paramount role at this stage, simple tools for estimating rock mass cohesive strength would be an asset. In this paper, an approximate technique is suggested for assessing the cohesive strength of a randomly jointed rock mass from borehole data on fracture intensity and intact rock strength.

Measurement of radioactivity of rocks and ores has developed into a complete method of geophysical exploration. The problem falls into three natural categories: (1) surface radiation measurement in the field and underground; (2) radioactivity logging of drillholes; and (3) laboratory analysis of samples. Portable counters are used in the field for tracing radioactive formations and for quanti tative estimates of radioactive content of surface rock. Wartime advances in battery design make it possible to construct small precision counters that can be carried easily. Even the smallest conventional diamond drillholes can be logged, and actual content of the radioactive element can be measured. The exact grade of very thin active layers or veins can be estimated only approximately. Samples may be analyzed for their alpha, beta or gamma activity, and beta assaying is the best suited to rapid routine operation. Simple calibration with standard samples is sufficient for rough work, but a density correction is necessary when greater precision is required. Samples with high emanating power should be fixed and stored for three weeks to reestablish the radium-radon equilibrium prior to precision assaying. Carno-tite can be fixed by sintering or molding with plastics. Among the important new developments, a low-voltage Geiger tube has been 'designed recently, and crystal scintillation counters hold great promise for high-efficiency gamma-ray measurement. Introduction During the last few years we have witnessed an unprecedented rise in the demand for radioactive minerals, coming as a direct consequence of the discovery of nuclear fission and subsequent developments, the full impact of which is by no means in sight even now. It remains certain, however, that radioactive minerals, and especially those which can be used as ores of uranium and thorium, will continue to be of great interest not only to the prospector and mine operator but also to the various inspection parties envisioned by most of the schemes advanced for the control of nuclear energy on a world-wide basis. It is clear, therefore, that the measurement of radioactivity in rocks in the field as well as in samples in the laboratory has become a method of geophysical exploration of some importance. If we consider the recent technological advances in the general fields of nuclear physics and electronics it seems proper to review the present status of the methods and procedures of radiological exploration. General Considerations Equilibrium If we take a fixed amount of uranium that has just been purified, some of it will immediately start decaying into its first daughter element which in turn decays into its own daughter and so on down the line until the last daughter is reached—a stable isotope of lead. The rate at which a radioactive element decays is frequently expressed as the half-life, which is the length of time required for the decay of half the atoms in a given amount. Samples with high emanating power should be fixed and stored for three weeks to reestablish the radium-radon equilibrium prior to precision assaying. Carno-tite can be fixed by sintering or molding with plastics. Among the important new developments, a low-voltage Geiger tube has been 'designed recently, and crystal scintillation counters hold great promise for high-efficiency gamma-ray measurement. Introduction During the last few years we have witnessed an unprecedented rise in the demand for radioactive minerals, coming as a direct consequence of the discovery of nuclear fission and subsequent developments, the full impact of which is by no means in sight even now. It remains certain, however, that radioactive minerals, and especially those which can be used as ores of uranium and thorium, will continue to be of great interest not only to the prospector and mine operator but also to the various inspection parties envisioned by most of the schemes advanced for the control of nuclear energy on a world-wide basis. It is clear, therefore, that the measurement of radioactivity in rocks in the field as well as in samples in the laboratory has become a method of geophysical exploration of some importance. If we consider the recent technological advances in the general fields of nuclear physics and electronics it seems proper to review the present status of the methods and procedures of radiological exploration. General Considerations Equilibrium If we take a fixed amount of uranium that has just been purified, some of it will immediately start decaying into its first daughter element which in turn decays into its own daughter and so on down the line until the last daughter is reached—a stable isotope of lead. The rate at which a radioactive element decays is frequently expressed as the half-life, which is the length of time required for the decay of half the atoms in a given amount.
