WHEN the Cushing field flooded the oil market in 1914 and 1915 with a daily output equal to nearly one-third of the world's production, the situation was soon corrected by increased consumption, and the price of crude oil rose from 45 c. per barrel in, February 1915 to $1.10 in December of the same year-the highest price paid in the Mid-Continent field up to that time. The intensive search for oil during the following seven years failed to disclose a single new ,field equal to Cushing, and many observers concluded that the rapidly increasing number of wells contributing to the world's output, each declining roughly 20 per cent. a year, combined with the rapidly increasing con¬sumption of petroleum, made it highly improbable that any field would; be found again sufficiently large to seri¬ously affect the oil market. That seven exceptional fields should then be discovered simultaneously is a remarkable coincidence. Long Beach, Santa Fe Springs, and Powell, each exceeded Cushing in daily output and reached the apex of their production during a year when Burbank, Tonkawa, - Smackover and Huntington Beach each contributed several times the daily output of the average new pool. This unexpected and tremendous flood of flush production could only have the effect of depressing price and greatly adding to stocks throughout the country. It was particularly depressing in the Mid-Continent as the new oil from California proved of attractive refining grade and because of cheap transportation by water easily undersold Oklahoma crude in the eastern markets.

TO determine the optimum inside dimension of an airshaft, it is necessary to strike the proper balance between the cost of power for air friction and turbulence losses within the airshaft, on the one hand, and the cost of sinking the airshaft, on the other. An airshaft larger than necessary is extravagant because the increased amortization rate exceeds the reduction in power cost. Conversely, an airshaft smaller than is needed wastes more power than can be justified by the corresponding reduction in amortization rate. PROBABLY nowhere in the United States or its possessions is mining development more active at present than in the Philippine Islands. Only a few years ago only one company was of any importance, the Benguet Consolidated. Now, five companies are paying dividends, five others have reached the producing stage, some seven others may produce this year, and a score or so are being actively developed. Gold production in 1933 was valued at about $8,000,000, last year at about $11,000,000, and this year an output valued at about $17,000,000 is envisaged. At the beginning of 1934 about 1750 tons of ore was being milled daily; at the end of the year, the tonnage was approximately 3400. In 1933 there were only thirteen Institute members in the Philippines; a year ago there were 27, and now there are 46. About fifteen thousand amen were employed in the mining industry last year, with mine payrolls amounting to $3,500,000. An immense amount of new machinery has been required. One difficulty has so far hindered gold-mine development to some extent-lack of adequate power. Each company therefore finds it necessary to generate its own power, and for this purpose diesel engines are generally adopted.

The student of steelmaking is all too well acquainted with the fact that in many instances he must deal with data that in graphical representation exhibit the property most desirable in bird shot. This is scarcely mystifying, since the effort to establish one variable as a function of another is usually hampered by the simultaneous operativeness of two or three other factors that may be important. A large part of arriving at relationships that have the pleasing self-consistency of, say, precise measurements of thermal expansion, consists of determining what factors must be held constant-—an even larger part usually consists of collecting data for which those factors have been so maintained. It is not intended to imply that functional relationships in the physical chemistry of steelmaking are hopelessly obscure; on the contrary, it is merely necessary to be undisturbed by marked deviation of some points from a curve that otherwise makes sense. A reaction mechanism suggested by such a curve may call attention to hitherto unsuspected factors operative in the origin of the deviating points, and thus permit another step to be taken in the direction of fuller understanding. It is proposed, therefore, to suggest several empirical relationships. Even though the approach is not always rigorous, deviations caused by simplifying assumptions appear to be too small to obscure a provisional It has been appreciated for some time that the carbon-oxygen reaction in liquid steel is highly important. For example, Körber et al.,' in introducing a summary of their extensive work on steelmaking reactions, said: "... the far-reaching and truly dominating action of carbon upon the metallurgical reactions will be especially stressed ..." In "Basic Open Hearth Steelmaking"2 (hereafter BOHS, for simplicity), it is accepted repeatedly that the various slag-metal interactions are nearly always controlled by the carbon-oxygen reaction. Before further discussion of this reaction, however, it will be worth while to consider briefly the carbon-oxygen equilibrium. In BOHS (p. 483) it is stated that: When liquid iron is brought into contact with gases containing carbon monoxide it absorhs carbon and oxygen. Conversely the carbon and oxygen in the metal unite to form carbon monoxide which is evolved from the bath during the open-hearth boil or while rimming ingots are solidifying. . . . When the equilibrium pressure is one atmosphere the equilibrium-constant equation simplifies, on the assumption that the activity of each element is equal to its percentage, to a constant which has been so much used that it has acquired a special symbol m. where m = %C X %O

The effectiveness of rock bolts in resisting shear displacement along preexisting fracture surfaces or slip planes was determined in the laboratory with full-scale bolts and large-scale shear test equipment. The system variables were the type of bolt, orientation of bolt relative to shear surface, and normal pressure on the interface. Results showed that, in general, both conventional bolts and resin- grouted reinforcing bars significantly increase the shear resistance along a fracture or bedding plane when the average normal compressive stress on the plane is in the order of 25 psi and when the bolt is oriented such that it tends to lengthen as the shear progresses. An increase in shear resistance is also noted at the higher normal pressure of 250 psi; however, the increase is small compared to the corresponding shear resistance without a bolt. Conventional bolts oriented such that they lose tension as shear displacement occurs added no shear resistance since the tension drops to zero at very small shear displacements.

The use of nuclear explosives for excavation has been demonstrated to be feasible and practical. Application of nuclear explosives for overburden removal from large ore deposits appears to offer economic advantages over present methods, but under the present pricing schedule, high-yield devices must be used to obtain an economic advantage. The use of nuclear explosives presents problems not inherent in the use of conventional explosives, and thus they can be used only in areas where large explosions and associated phenomena can be tolerated. Stripping of coal with nuclear explosives does not appear practical at this time, but stripping overburden from copper or iron ore deposits may be a potential use. Even here, however, the use of nuclear explosives would require isolation, favorable topography, favorable ground-water conditions, and a low population density. If these basic requirements can be met, the use of nuclear explosives for overburden removal would offer both economic and time advantages. The possibility of using nuclear explosives for peaceful purposes was a subject for speculation as early as 1945. The PLOWSHARE Program was formally established by the AEC in June 1957 for the purpose of developing and demonstrating peaceful applications for nuclear explosives. The technical direction of the program is the responsibility of the Lawrence Radiation Laboratory, Livermore, Calif. Mining and excavation were two fields that received early consideration as areas in which nuclear explosives might be used. Knowledge gained from underground weapons testing increased this possibility, and the development of the thermonuclear device which has a small fission-to-fission ratio, reduced the hazard of radiation, and spurred interest. Nuclear explosives appear to have the greatest potential in the following mining operations: 1.— Surface Mining a) Stripping of waste for open-pit excavation b) Breaking of ore in open-pit mining c) Quarrying d) Blasting for production of aggregate, riprap, etc. 2. — Underground Mining a) Block caving application b) Crushing of ore for in-situ leaching, etc. c) Preparation of underground waste disposal areas Of the potential applications, excavation is perhaps the most obvious and the best understood, and probably the most practical for use in the near future. Large quantities of rock and earth can be moved by proper emplacement of nuclear explosives, but economic and practical relationship must be determined between the known capabilities of nuclear explosives and the required excavating to remove overburden. REMOVING OVERBURDEN IN OPEN-PIT MINING Removing the overburden is one of the largest jobs in open-pit mining. In 1960 open-pit mines produced approximately 130 million tons of coal, 108 million tons of copper ore, and 135 million tons of iron ore. To obtain this much production, an estimated 3-billion tons of overburden were removed from the coal, 216 million tons from the copper ore, and 135 million tons from the iron ore. These figures do not include the initial stripping required before ore production. For example, the ASARCO Mission mine started stripping operations in August 1959 and by mid-November 1961 had removed 46.3 million tons of material including 1.2 million tons of ore.* Initial excavation of this type offers the most favorable conditions for utilizing the earth-moving ability of nuclear explosives. EXPLOSIVE CASTING FOR REMOVING OVERBURDEN The use of explosives to remove overburden is not a new idea. Conventional explosives have been used for this purpose for many years with varying degrees of success. Several small coal strip operators have used this idea to increase production. At these mines about one-third or more of the overburden is thrown by explosives across the pit and onto spoil piles. The additional costs of drilling more blast holes and more explosives are more than compensated for by a reduction in the time required to uncover the coal, and by an increase in coal production.

OF the five metals that now show the highest figures for annual tonnage production in the world, three (iron, copper, and lead) have been known and used by man for many thousands of years. The fourth (zinc) did not come into general use until the Middle Ages. Only the fifth (aluminum) is of, ultramodern origin, as far as mankind is concerned. Discovered in 1825, and first publicly exhibited at the Paris Exposition in 1855, aluminum was still so difficult to obtain that it was more expensive than silver, until the development of the dynamo provided cheap electricity and the development of the present electrolytic process for its production made it possible to make large quantities cheaply. Even today, the world production of aluminum is only about one per cent of the world production of iron, although about half that of copper by weight. The increase in production from a few tons to more than a million tons per year began with ,the development of the Hall-Héroult electrolytic process, which was first commercially operated by Mr. Hall's company, The Pittsburgh Reduction Co., in 1888. During the relatively short period of time that has elapsed since that date, it has been necessary to develop all the metallurgical and fabricating information required for the production of useful articles of the metal and its alloys, together with experience in both their production and their use, so as to be able to fit them satisfactorily into their proper places in our complex modern civilization. Longwall working in Britain developed to overcome problems arising from depth of seams causing roof and ventilation difficulties. This system became very widespread particularly in the thicker seams, where faces of up to one mile in length were not uncommon. In the thinner sections, in order to remain competitive, the longwall undercutting machine was developed. Following the development of the coal cutter, every other aspect of the face operation was examined and mechanized as it became a bottleneck to output and efficiency. The face system itself was modified and workings concentrated with the same objectives.

APRIL BEGAN with increased disorder in the Ruhr and some blood-shed. The war cloud in the East disappeared, however, with the signifi- cance by the Turks of their intention to return to Lausanne to negotiate a treaty of peace with the Allies. The French occupation of the Ruhr continued during April without there being any spectacular develop-ments. Of course there was surliness on the part of the Germans. In the meanwhile the statesmen on both sides were intimating what they might give and what they might take, sounding the sentiment of their respective populaces. The British Government found that its revenue for the last fiscal year has been greatly in excess of expenses. The surplus was applied to reduction of the debt. A consequence of this development has been a reduction in British taxes for the ensuing year, which has naturally created a much better feeling in Great Britain. On the other hand the unemployment situation in Great Britain caused increasing alarm. At the begin-ning of April about 1,500,000 men were out of work and the thought was developing that this might be not merely a temporary emergency, but a long continuing condition. The uneasiness of the workers themselves began to be exhibited in increasing strikes and threats of strikes. There were important domestic events during April. The six miners who were on trial in Illinois for the Herrin massacre were acquitted, following which the State dropped further prosecutions on the ground that Williamson County is so thoroughly under labor domina-tion that justice could not be had there. The Supreme Court of the United States on Apr. 10 handed down a decision that an act of Congress fixing minimum wages for women in the District of Columbia was unconstitu-tional, being interference with the freedom of contract included within the guarantees of the fifth amendment. Advances of wages became more general during April. The leading event under this head was the action of the United Steel Corporation putting into effect an.11 per cent. increase in the wages of common labor on Apr. 16, by virtue of which the rate per hour was raised from 36 c. to 40 c. This was dictated by competitive conditions, the labor difficulties of the steel industry being due less to a scarcity of men than their disinclination to take jobs in that industry while the building and other industries were paying as high as 60 c. per hour for similar work.

In the course of a study of slag-control methods, the authors devised a laboratory technique by which the basicity of basic open-hearth furnace slags could be estimated with sufficient accuracy to make the method of possible interest for slag-control purposes. The process consisted of measuring the slight basicity of an extract of the powdered slag in water. The procedure was presented, for the benefit of those who might care to experiment with it, in a paper submitted in the 1944 McKune Award Contest and presented at the 1944 Open-hearth Conference in Pittsburgh.' Interest expressed at that meeting and favorable operating experience with the method at a neighboring plant, as described in a related paper by Michael Tenenbaum and C. C. Brown,; have encouraged us to present further details of the development, technique, and pitfalls of the method and some additional data not included in our first report. At the outset it must be admitted that this method of estimation of slag basicity is not perfect; neither is any other that we know of. It is subject to somewhat greater errors than would be desirable, but compares favorably with other techniques in this respect. It has the disadvantage that it places the final determination of slag basicity in the hands of a laboratory technician rather than the furnace oper- ator, although it can be operated in a control laboratory adjacent to the furnaces. It requires close attention to certain details, as do most laboratory procedures. On the favorable side, it eliminates the "human factor" of personal judgment inherent in estimation from pancakes or powdered samples. The procedure can be placed in practice much more rapidly and presents much less of a training problem than visual methods of estimation. The principle and operation of the method are so simple that it would not be surprising if others have experimented with the same or similar procedures, but we are not aware of any prior publication of details. Our own shop has been operating fairly successfully for several years with the aid of slag pancakes. Since the past year or two have not been favorable for the expenditure of time and energy where the need was not urgent, we have not introduced the new practice for actual slag control and hence do not have extensive operating data. In presenting this method, therefore, we make no claims as to theoretical justification nor guarantees as to practical applicability, but offer it as an empirical observation. We believe it has sufficient merit to warrant its investigation by those just instituting a slag-control program or in search of supplementary methods for judging slag basicity Principle of the Method It is well known that when burnt lime or slaked lime is shaken up with water it

Ore deposits of commercial grade are local concentrations of great rarity when considered in relation to the area of unmineralized land surfaces, and they must therefore be considered as the products of exceptional and complex conditions. The data collected from a great number of individual deposits are sufficient to permit certain broad generalizations in regard to the conditions favorable to ore deposition which even numerous exceptions do not invalidate. The broadest general relation of ore deposits is with intrusive rocks, and while there are notable exceptions, the great majority of ore deposits have a visible or closely inferred connection with intrusive rock masses. Conditions that permit the dissipation of the ore-bearing vehicles do not permit the concentration of metals in deposits; the prime factor to consider in this connection is that structural conditions must be such as tend to concentrate and not to dissipate the ore-bearing solutions. The disadvantage of extrusive rocks is at once apparent; any metals the magma may have contained are dissipated at the surface and are lost; with the exception of tiny vugs and cracks in quickly cooled flows, no concentrations of metals are known in extrusive rocks, and the lack of confinement and quick cooling apparently do not permit extrusives to exert mineralizing effect upon the rocks with which they come in contact. The close mineralogical similarity between extrusives and intrusives, and the great difference in mineralizing power is a proof of the ease with which magmas part with their metallic content, and of the mobility of the ore-bearing vehicles in comparison with the parent magma.

GEOLOGICAL studies have revealed the occurrence of hundreds of pegmatite dikes in north- east Brazil, Fig. 1, in the three states of Rio Grande do Norte, Paraiba, and Ceara. Heretofore data have not been available on the possible production of lithium minerals from these areas, and in March, April, and May 1953 the author undertook a reconnaissance survey covering a cross-section of the pegmatites. Sixty-one pegmatites were examined. The pegmatites of Rio Grande do Norte and Paraiba are located in an arid region (Seratao), and except in the most southerly portion there is a mini- mum of vegetation and overburden. The region is easily prospected and relatively accessible by jeep or truck. The pegmatites examined in Ceara are in an area of lush vegetation along the flanks of the Jaqueribe River valley. It is therefore more difficult to prospect, and the dirt roads, as a means of access, leave much to be desired. For all practical purposes rail transportation, except in Ceara, is not available. The rocks of the area1-4 are composed of Pre-Cambrian schist, gneiss, quartzite, and marbles. They have been intruded by granites, monzonites, and diorites and cut by quartz veins and pegmatites.

PLASTIC deformation of most commercial metals within a sufficiently low temperature range results in profound changes in structure and properties, of which the causes and effects are not completely understood. One of these effects is the presence of internal residual stresses and strains, which ordinarily do not appear to require specific consideration in most structural applications but which may be quite undesirable in particular instances. For example, in heavy sections that require considerable machining before assembly, residual stresses may be undesirable because of the distortion they cause when their balance is disturbed by machining or otherwise. In addition, the distribution of stresses may be such that it acts in the same direction as the applied load, thus bringing about premature failure or reducing the load-carrying capacity of the member. One source of residual stress in metal structures is the plastic deformation that may occur during rapid cooling from relatively elevated temperatures, as in the cooling of a casting in the mold or the quenching of a heavy section from elevated temperatures during heat-treatment. These residual stresses are usually undesirable because their direction of operation and magnitude cannot be controlled well enough to permit utilization of the changes in properties of the metal that they may bring about. The most convenient manner of controlling such residual stress is by proper selection of the cooling rate or by reheating to a temperature at which plastic flow can take place, resulting in relief of the residual stresses and strains. Both of these methods of control, however, may cause a reduction in the optimum properties obtainable from the previous operation compromise must be struck, and if it is to result in the best possible combinations of properties, specific information must be available regarding the magnitude of the stresses and the rate at which they are affected by variations in cooling rate or in reheating temperature. The complete quantitative estimation of residual stress in complicated metal shapes is exceedingly difficult, if not impossible. In simple sections, however, relatively quantitative analysis may be applied and useful estimations of stress distribution may be made. This paper is concerned largely with the rate of relief, upon reheating, of internal residual stress in simple aluminum-alloy structures. Since even with simple structures quantitative estimation of residual stresses is laborious and costly, an attempt was made to find other means of collecting data upon which commercial heat-treatments might be based. Incidentally, a few data were collected bearing on the problem of relaxation of aluminum alloys. We of the employer class represent labor in the social organization and in industry just as truly as do those who labor only with their hands, and, because our labor is chiefly with our brains, the duty is all the more imposed upon us to use those gifts in which we excel in helping steer a clear course through the turbulent waters in which we are now enmeshed. Only their selfish engrossment in the daily tasks they were employed to perform could possibly have permitted the great majority of the intelligent and industrious German people to become terrorized by a handful of the idle, the vicious, and the criminal, whom the elections to the National Assembly showed to be in as pitiful a minority as they are in Russia, in this, and in other countries. It is the leisure unemployment of the I.W.W.'s, the Bolsheviki, and the Sparticans that has enabled them to devote their whole time to a concerted and aggressive struggle against the great majority of those of the world's workers who are unorganized, and who are therefore even in opposition one to the other. In union there is strength, and this was never better illustrated than by these conditions. The great fallacy of our previous attitude toward social and industrial problems has been the belief that labor, by which we commonly mean organized or physical labor, is something antagonistic to and having a different object in life from that great body of unorganized laborers who work with their brains. Our difficulty has been our lack of will or opportunity to think. The hurry of our daily struggle to earn our livelihood under the nerve-racking pressure of modern civilization has left us no opportunity for quiet thought and study. The physical laborer, and above all the laborer in the mines, on the other hand, has all his hours of toil in which to think over, in all their varied aspects, those problems that concern his immediate, personal well-being. As a result he has arrived at perhaps a more true appreciation of the facts of life in their relation to social and industrial conditions than we. Have we not too readily adopted the view that, as the managers of industry under the direction of capital, it has been our duty to think and act in opposition to labor, rather than to realize that we also are laborers, have like aspirations, and should participate in a free and aggressive solution of these problems rather than leave their solution

ALTHOUGH some of the observers who first paid especial attention to the occurrences of oil and gas in the strata (such as Hunt in 1859, Andrews in 1861, Winchell in 1865, Mendelejeff in 1876, Höfer in 1876, Minshall in 1881, and I. C. White in 1883) seem to have been impressed with the fact that oil and gas deposits were connected with the disturbances in the rocks caused by their upheaval,1 yet, with the exception of Mendelejeff, and possibly Andrews, these observers do not appear to have understood what is really the one essential factor in the occurrence of oil and gas in the strata: viz., the faulting, uplifting, fracturing, fissuring, and jointing always accompanying even slight rock disturbances, and in certain districts (petroliferous provinces)2 allowing solfataric hydrocarbon emanations to force their way up from the interior and to reach and impregnate the porous portions of sediments subjected to the disturbances. Instead of this simple explanation to account for the observed connection between petroleum deposits and rock disturbances, most of the observers mentioned above, and many others who have followed them on the name lines since, have entirely reversed the problem. To them, instead of the dissemination of gases from fissures into the sediments, it presented the accumulation and concentration, according to anticlinal or other geologic structures, of oil and gas originally present throughout the whole mass of the strata where they were produced by the decomposition or distillation of organic remains. Whether this important problem involves accumulation from sources within the oil-bearing strata themselves, or infiltration and dissemination from outside sources, may be easily determined if all preconceived ideas are put aside and the established facts only are considered.
