The successful completion, January 10,1901, by Capt. A. F. Lucas, of a well, near Beaumont, Texas, whereby an enormous flow, estimated at '75,000 barrels a day, was obtained, opened a new oil-field in the United States, kindled a frenzy of exploitation and speculation, revolutionized the fuel industry of a large region, and brought gain to thousands of people. Even to-day, it is impossible to cast up the present results or to prognosticate the future influence of this event. It has caused the revival of attention in other localities where oil had been suspected, and exploration for oil throughout the Texas region. It has attracted notice to the mineral resources of the Texas region, and created an interest in the geological conditions of that great State. This State, which has increased in population and wealth, as recorded by every succeeding census, with leaps and bounds such as are exhibited by no other part of the Union, now stands fifth in population and first in productive wealth per capita. Its fields, pastures, forests and mines teem with raw material. The whole economic evolution of the State has gravitated toward a focal point where these products were available for the coming of the kiln, the machine and the factory. The only drawback to the prosperity of the State was the lack of an economic fuel, inferior coal costing an average of $5.00 per ton at the time of the Beaumont discovery. This

THE particle size of tungsten metal powder used to make tungsten wire for use in radio tubes and incandescent lamps must be closely controlled if the highly desirable feature of nonsagging is to be achieved. Our knowledge of factors affecting the particle size of tungsten powder has been limited by lack of any extensive literature on the subject. There are no publications in the English language discussing this problem in any but the most general terms. In this paper the published experimental information on this subject is reviewed. Based on the published data and some experimental data obtained by the author, a general theory of factors affecting the particle size of tungsten metal powder obtained by reduction of the oxides in hydrogen is offered. The various forms of the tungsten oxides and tungsten metal used in the experiments described were those prepared by com¬mercial processes, so that the experimental results obtained on a laboratory scale would be more directly applicable to actual commercial reduction conditions. The effects of time of reduction, temperature, and concentration of water vapor in the hydrogen were observed by counting microscopically the particle distribution obtained. Such a method is very time-consuming, but the data obtained by this method are more reliable and more fundamental than those obtained by any of the several instruments available for measurement of particle size. REVIEW OF THE LITERATURE Until the year 1912, tungsten powder was prepared commercially by reducing tungstic oxide in the presence of carbon or one of its compounds (such as glycerin or ethylene glycol), usually by firing the mixture in a closed fire-clay crucible. The resultant powder contained about 95 per cent tungsten.1 When reduction of tungsten oxides by H2 was introduced commercially, 2.1 several investigators became concerned with the equilibria between tungsten metal and its several oxides in an atmosphere of hydrogen and water vapor.4-13 While these many investigations were in fair agreement on the equilibria there arose considerable controversy as to the chemical composition of the oxide between W03 and W02, because of very poor agreement on the equilibrium constant of this intermediate oxide reduction reaction. The controversy on this intermediate oxide has been in progress for more than 10o years. Thus Malguti,14 in 1835, decided it was W02.56. In 1857, Riche" proposed the formula W308. Usler,16 in 1865, confirmed the existence of W308 and further proposed W4O11. In 1897, Desi17 agreed upon W308 but also found W5014.

Observation of the clinkering action of coal from the Castle Gate D seam in underfeed stokers over a period of years has given rise to the present investigation of the effect of bony coal on clinkering. Some very costly examples of slagging clinkers in particular cases have been of especial interest to the authors. In such cases coal analyses and ash-softening and fluid temperatures have been found of little value. In general, it was noted that slagging mas accompanied by a somewhat higher ash content of the stoker slack, and the suspicion naturally arose that foreign matter was the troublemaker. One would naturally suspect bony coal and rock impurities because of their occurrence and prevalence within the seam and the relative absence of sulphur or other impurities in the coal mined. The test results given herein indicate that the concentration of the bony coal and rock impurities in the coal determines the clinkering tendencies of the ash during combustion. Castle Gate D Seam Extending from the Utah-Colorado line near Grand Junction, Colo., westward to Greenriver, Utah, and thence in semicircular form north and westward to Castle Gate, and from there southward to Mt. Hilgard in central Utah, is a line of nearly perpendicular cliffs, composed of interbedded massive sandstone and shales, making up the coal-bearing horizon of the Mesaverde formation of Upper Cretaceous age. The cliffs face roughly concentrically toward the south and southeast and the strata, with conformably enclosed coal beds, gently dip away from the face of the cliffs and at right angles to their front line. Back of these cliffs the mountain masses rise to an altitude of from 8000 to 10,ooo ft. above sea level. Stretching away from their foot is a great shale plain, on which the towns are situated and over which the railroad lines and highways run. The Castle Gate mines enter the coal beds at their outcrop; the workings extending within a particular coal bed away from the outcrop and under the mountain mass back from the cliff line (Fig. I). Throughout the Mesaverde formation in the Castle Gate general area, there are from two to five workable coal beds. Usually not all of these are coincidentally of workable size and merchantable quality throughout any given large tract. In the Castle Gate mine area, the base of the Mesaverde horizon and coal measures is marked by a massive, cliffmaking, gray sandstone bed 60 to 80 ft. thick. Locally this is referred to as the "Castle Gate sandstone floor." Frank R. Clark, in U. S. Geol. Survey Bull. 793, designates it as the "Aberdeen sandstone." At Castle Gate the various coal beds are designated by the letters A, B, C, etc., commencing with the lowest bed.

THE CONNECTING link between Phelps Dodge and the copper mines at Bisbee and Morenci was a Canadian-born mining engineer and metallurgist named James Douglas. Judged by almost any standard, Douglas was an extraordinary man. Like John Muir of the California red- woods, he had in his blood "the heather and bog juices of Scotland," and the rugged virtues of a singularly great race. His father, for whom he was named, was a graduate of Edinburgh University, a member of the Royal College of Surgeons in London, and a man of rash and adventurous spirit. Extremely catholic in his intellectual interests and attainments, he was unusually skilled in his profession, certain-sometimes to the point of disastrous stubbornness--of his own judgments and decisions, careless of life or fortune where duty or moral issues were involved, and always deeply moved by the sufferings and misfortunes of his fellow men. The career of the senior Douglas included a curious medley of novel and adventurous experiences-prolonged hunger and cold while acting as surgeon on a Greenland

The history of the mining region of Custer county has been somewhat peculiar. Although, in the broader features of geological structure, it bears a strong resemblance to its newer and now more famous neighbor, 40 miles to the northward, the Cripple Creek mining district, it has been noted for failures rather than for successful mining ventures. Yet it has a number of mines that have proved themselves to be remarkably rich, and many others that have well-defined veins and very rich ore, though they never have been worked to any great depth. A few of the deposits seemed to the early miner so anomalous in form and manner of occurrence that they were popularly described as " contrary to all geological laws." The region has had several " booms," succeeded by more than usually violent reactions, the latter having proved more permanent than the former. It was, for a long time, the favorite resort of patent-process mongers, and the ground is now strewn with relics of various unsuccessful reduction-plants. Mismanagement, ignorance and disagreements among mine-owners seem to have been quite as responsible for the want of success in the region as the quality of the ores or the form of the deposits. In the early eighties, when the booms had not entirely died out, a division, then under my charge, of the U. S. Geological Survey, undertook an examination of the region for the purpose of making a study of its ore-deposits. The areal survey was carried to completion by Mr. Whitman Cross, but the study of the mines could never be completed for the reason that most of them were closed, for one reason or another, before we had time to visit them. From time to time, one or another of the important mines has been started up again, but it was not

INTRODUCTION. HISTORY AND PRODUCTION STATEMENTS. SOUTHEAST Missouri is the oldest of the large producing districts of the United States. The first recorded production from disseminated ores was in 1869, although for many years prior to that time lead had been mined from shallow pockets, and steady growth in production has been shown ever since, the greatest increases being during the past five years. The production by years for each of the operating companies from 1869 to 1907, inclusive, is given in Table I. In Table II. is given the production by years from 1908 to 1912, inclusive, for the district as a whole, showing the tonnage of crude ore mined, yield in concentrates, average assay of concentrates; yield in metallic lead both per ton of crude ore and in total; also approximate value of the yearly production.

This study was undertaken primarily to determine the reasons for certain varia-tions in the soundness of gravel aggregate taken from a number of widely separated points on the Tennessee River. Under laboratory tests, concrete made with these various aggregates it some cases exhibited marked differences in specific gravity, crushing strength and durability. Gravel was studied in detail from Chattanooga to the mouth of the river and to a lesser extent from Chattanooga to Knoxville. The causes of variation were determined, and variational curves were constructed, which accurately predict the composition of aggregate at any point on the river and therefore its relative suitability for use in concrete. The aggregate at any point is suited for making sound concrete; the variance of suitability is due to varying percentages of sandstone and weathered material, which are less sound than other constituents.

Many important contributions to the more fundamental aspects of mineral processing have been made this past year. Mular1 researched the flotation characteristics of pure zinc oxide and also samples that had been doped with Al+++ and Cu++. Correlation of the response of pure zinc oxide to oleate flotation with a calculated zpc (from solution equilibrium) suggests that adsorption of oleate ion is coulombic in nature. Doping the sample with Al+++ (which will make the ZnO more n-type) had a marked effect on the maximum value of pH at which 50% recovery was obtained at constant collector addition. That is, when 0.5 mole percent Al+++ was added, the pH for 50% recovery was reduced by about four units. Treatment with Cu++ was found to have little effect on the flotation response of zinc oxide, even for additions of one mole percent. Since the zero points of charge of the Al+++ doped powders were not measured, it was not possible to correlate flotation data of these samples directly with charge phenomena.

IN connection with an investigation in this laboratory on the high-zinc side of the copper-zinc system, it was observed that well developed segre-gate structures of the Widmanstätten type were formed when a secondary phase precipitated from the solid solution of copper in zinc. This paper presents an analysis of the crystallographic relationship between the segregate and the solid solution matrix. The data to be presented are an interesting addition to the literature on segregate structures in that the plane of segregation is one of the less densely populated planes. In agreement with the generalization of C. H. Mathewson and D. W. Smith1 the plane of segregation in the matrix con-tains the direction of closest atomic packing of the lattice. Furthermore, the matrix and the segregate are both hexagonal close-packed, which has not been reported hitherto in the literature.2 The increasing com-mercial importance of zinc alloys containing copper makes this funda-mental study of value to the metallography of zinc alloys.

The purpose of this paper is to set forth the matters of principal interest in connection with work done in the past few years on the purification of the metals of the platinum group, including the study and modification of methods already in the literature and the development of new procedures. For the most part, the results will be given in summary form, reserving the publication of detailed data and directions for a forthcorning paper to be issued by the Bureau of Standards. In recent years increasing interest has been shown in the preparation of the pure platinum metals, both by those concerned with the manufacture of the metals and their alloys for scientific and industrial purposes and those who are engaged in the study of the chemical or physical properties of the elements. The purification of the metals usually has been regarded as a matter so involved and difficult as to require the attention of specialists. It is hoped that this paper will show that any of the metals can be prepared in any desired degree of purity by relatively simple straightforward chemical methods. For the most part, it is thought that the methods given are suitable for small-scale refineries as well as for the laboratory; also, that they will bring the time required for the purification of any of the metals within reasonable limits. The new procedure suggested for purifying platinum should prove to be much shorter than any methods described in the literature. Treatment of Platinum Ore As is well known, the principal source of the platinum metals is a mixture of several native alloys of the metals, found chiefly in naturally concentrated deposits in stream beds or alluvial material. In the year 1900 about 212 million tons of bituminous coal were produced in the United States. Almost none of this was produced by surface mines (Fig. 1), because there was no large equipment suitable for stripping overburden at that time. By 1915 the surface mines had built up their capability largely through use of the steam shovel to the point that they produced 2.8 million tons of the nation's total production of 443 million tons. Over the intervening years between 1915 and 1970 surface mining provided a continually increasing percentage of the nation's bituminous coal, stimulated by the growing availability of giant surface mining machines, some of which are presently capable of removing 220 cu yd of earth with one bite of their mighty buckets. In 1970 the nation's surface mines produced 244 million tons of bituminous coal, over 40% of the total national production. On the other hand, the nation's underground mines hit a peak of 560 million tons in 1920, dropped to a low of 273 million tons in 1961, and are presently on a very slow rise. Environmental pressures generally oppose surface mining, and have forced coal companies to consider more underground mining in future planning. Also, since strippable reserves are decreasing in the eastern states, an increase in underground mining is expected over the coming years. However, in the western states there are enormous reserves to be extracted by surface methods. Why has surface mining increased, while underground mining has decreased? It's largely a matter of economics. The cost per ton is greatly reduced by surface mining because of the relative ease of obtaining the coal. Also, there is a much greater percentage of coal recovery-nearly 85% in surface mines within the minable area, as compared to an average of about 50% in underground mines. Much surface mining recovers coal that could not be extracted by underground methods because of coal bed thinness, or multiple beds close together, split seams, the nature of the roof, and other geologic conditions. One of the main functions of rock mechanics research has been to find ways of determining in-situ stresses. Many methods have been suggested, the most significant ones calling for measurements inside bore- holes. These methods usually employ some instrumentation for the purpose of measuring hole deformation. Several years ago, a new method was suggested by Scheidegger,l based on previous work by Hubbert and Willis.2 It was the method of "hydraulic fracturing," which had been introduced by the oil industry in 1948 for the purpose of oil-well production stimulation. Basically, hydraulic fracturing consists of sealing off a section of a borehole, pumping in a fluid, and pressurizing it until fracture occurs. If pumping is continued vigorously, the fracture is opened up and extended. In an oil field, such an artificial fracture increases the overall permeability of the formation and usually enhances production. During the entire operation, the variation of pressure with time is ordinarily recorded. Hubbert,2 Scheidegger,1 Kehle,3 and others have shown that the recorded pressures can be theoretically related to the magnitudes of the principal in-situ stresses; the orientation of the fracture can often be used to determine the direction of the principal stresses. The advantage of hydraulic fracturing over the present in-situ stress determination methods is simplicity: no sophisticated instrumentation is required inside the borehole; hence, the stresses can be measured at any depth. Moreover, if the formation is impermeable to the fracturing fluid, no elastic constants of the rock are required in calculating the stresses, a

Water laws important to the mining industry are those which govern or affect the right to use water, to dispose of water after using it in mining or milling, and to discharge waste material into watercourses. They include statutes and court decisions having general applicability, as well as others that pertain specifically to mining. THE INDUSTRY'S CONTRIBUTION TO WESTERN WATER LAW Despite sharp differences of opinion, the water law the Spaniards brought to the Southwest appears to have included some form of appropriation of water. The Mormons, who settled in Utah in the mid-nineteenth century, also developed a system of appro-priative water titles. But by far the most profound impact on western water law was made by the gold-seekers who flocked to the Sierra Nevada foothills of California after the discovery of gold in 1848. Much of the gold was extracted from the ground by hydraulic or placer mining, and so the miners' rights to the use of water became fundamentally important. Since there was no organized government in the foothills and no laws other than those made by the miners, they helped themselves to the land, the gold, and the water needed to work their claims.1 They established and enforced regulations governing the acquirement and holding of mining claims and their rights to the water they needed.' In 1879 Justice Field, former Chief Justice of the California Supreme Court, spoke for the U. S. Supreme Court in saying that the miners were "emphatically the law-makers, as respects mining, upon the public lands in the State."" Rules of the California mining camps were based on two essential principles: 1) priority in discovering claims and appropriating water by diverting it from streams and putting it to use, and 2) diligence in working claims and applying water in mining. The customs so developed, which were copied in mining areas of other states and territories, were enacted into law in one western jurisdiction after another. They form the basis of what is called the arid-region doctrine of prior appropriation of water, which received the attention of Congress in legislation recognizing and protecting appropriations of water for mining, agriculture, and other purposes on the public domain.' In several western states a great number of water cases decided in the early years involved relative rights to the use of water for mining purposes or for milling connected with mining." The miner's inch, the customary unit for measuring water in the mining camps, is still used in various western communities, although its relation to the cubic foot per second varies from one area to another. Undoubtedly, the miners of a century ago made the major contribution to the appropriation doctrine as it is now recognized and applied throughout the West. What inspired the California gold-seekers to develop these principles? Thoughtful writers have pointed out that their regulations and customs were strikingly characteristic of much earlier mining enterprises in the Old World.D It is said that the right of free mining and free use of flowing water therefor —so similar to the California conditions and practices—-was a part of the customs of Germanic miners in the Middle Ages, that it spread from middle Europe to other countries and colonies, and that the doctrine of prior appropriation was widespread in the important mining regions of the world. Certainly the Forty-niners came to California from many countries. It does not tax the imagination to consider that they may have brought with them some knowledge of the old Germanic customs and applied this knowledge in their new environment. RIGHTS TO USE OF WATER IN GENERAL In the West, rights to the use of water of watercourses fall into two categories—appropriative and riparian. The doctrine of prior appropriation is recognized in each of the 17 western states. The riparian doctrine is recognized concurrently with the appropriation doctrine in some of these states but has been abrogated in the others. The riparian doctrine prevails generally throughout the East, although there is now considerable interest in developing something else. Generally speaking, the appropriation doctrine has been highly developed in the West, whereas the principles of riparian doctrine have been comprehensively established in only a few states throughout the country. The subject of water rights is a big one. Space permits no more than a brief discussion of aspects that bear upon the title of this article. RIGHTS OF PRIOR APPROPRIATION Fundamental to the doctrine of prior appropriation is the principle first in time, first in right. Although in some states there are statutory exceptions. the original and still generally prevailing rule is that the first one who initiates a right to divert and use water of a stream, and who completes his undertaking with reasonable diligence, acquires thereby the first right of appropriation of the specific quantity of water involved. Each succeeding right in point of time is junior to all earlier rights but senior to all later ones. The practical effect of this priority system is that when the water supply is not enough for all, the earliest rights must be fully satisfied before any water may be taken by those later in time. Acquirement of Appropriative Rights: Each of the 17 western states has a statute under which water may be appropriated pursuant to a prescribed procedure. Generally, the first step to be taken by the intending appropriator is to file application in the office of the State Engineer for a permit to make the appropriation. In 1956, Kennecott Copper Corp. instituted a slope mechanics program. Its objective was to obtain effi-ient and safe pit slopes. Since then, Kennecott has onducted a great deal of research into the area, most otably at the Kimbley Pit. This paper, which describes the transitional work at this period and draws from the pertinent experimental work done by others, paves the way for the next step of the program: refining the design process and applying it for profit. The goal of slope mechanics is to achieve efficient and safe pit slopes. In the case of ultimate mine slopes, the objective is to minimize the stripping ratio by steepening the slopes to their maximum stable limit. On the other hand, the inclination of working slopes is normally established by operating space requirements and the function of slope mechanics should be the continuous surveillance of slope conditions to assure long-term stability and provide timely warning of impending slides so that corrective measures may be incorporated in production planning. The structural relations existing between cuprous oxide and copper were first systematically studied by Heynl; who suggested that a study of the microstructure of refined copper might be substituted for the analytical methods in vogue for determining the oxygen content of copper coming from the refining furnace. Hofman, Green and Yerxa,2 in their paper A Laboratory Study of the Stages in the Refining of Copper, working along the lines suggested by Heyn, showed that a study of the microstructure could be made to yield a correct estimate of the oxygen content of refined copper. In order to determine the oxygen content of the specimen of refined copper under examination a photomicrograph was first made. From the relative areas of copper and eutectic, the percentage of cuprous oxide and the corresponding percentage of oxygen were then readily calculated. It was found that the values for oxygen thus obtained corresponded closely with the analytical results. With the idea of utilizing this method of determining the oxygen content of each charge dipped from the refining furnaces at the Boston & Montana Reduction Plant, the physical testing laboratory was equipped with suitable apparatus for carrying out the work. It may be of interest to describe certain of the methods which have been worked out in this connection and give such data as have been obtained bearing on the effect of the oxygen content of refined copper upon its conductivity. Apparatus.—For the benefit of those who may be unfamiliar with metallographical apparatus and methods and may be interested to know what equipment is required, a few words with regard to the apparatus are in place at this point.

I. INTRODUCTION. DURING the last twenty years or so the chemical investigation of rocks has made great advances, and it is now generally recognized that a knowledge of the chemical composition is as essential as that of the texture or mineral composition-if not more so-for the proper classification of rocks and study of their origin and relationships. Rock-analyses have vastly increased in number and, what is of greater importance, in quality. New and improved methods permit of greater accuracy than was possible in the early days, and the list of chemical constituents frequently determined has risen from the seven or eight of the greater part of the nineteenth century, to twenty or more. Indeed, rock-analyses with determinations of so many constituents ire now commonly made by the chemists of the United States and Australia, while in Germany, Great Britain, France, and Italy the rarer constituents are determined more frequently-than formerly. As a consequence of this modern, accurate work, it has been discovered that some elements which were formerly supposed to be rare are of wide-spread occurrence and are often present in considerable amount. The fact is further being developed that the elements tend to show certain relations of occurrence or abundance in connection with each other. This is a fact which is applicable to the rarer elements, and which also finds a broad geological and petrological expression in the recognition of petrographic provinces. We are beginning to obtain some definite, though as yet rudimentary, knowledge of the distribution of the elements among igneous rocks. Some of the results along these lines obtained by study of the vast accumulation of analytical data now available are well known to petrologists, while others do not seem to be so gener-
