Mine fires and/or explosions continue to occur. While these are unusual events, they comprise emergency situations. Whenever one of these events occurs, the Mine Safety and Health Administration (MSHA) responds with specially trained teams, mine fire experts, sophisticated scientific instrumentation, and trained instrument operators. In order to analyze mine air samples on-site, because time is of the essence, MSHA has a Mobile Gas Laboratory. The laboratory, which is stored near Pittsburgh, is totally self-contained. Sending air samples to a laboratory would take too long. Mine fire experts need the results of the latest analyses as soon as they are finished. The mobile laboratory is housed in the box of a diesel truck. Benches line both sides of the laboratory. Gas chromatographs are mounted on the benches. There is sufficient bench space for multiple bench top gas chromatographs. These instruments and their controllers are shock and vibration isolated to protect them during transit. The mobile laboratory can operate using on board diesel generators or line power. An uninterrupted power supply (UPS) supplies power to the instruments while switching from generator to line power or visa versa. Therefore, analysis of samples can proceed without interruption if a power failure would occur. In the rear of the mobile laboratory are racks that hold compressed gas cylinders. These cylinders contain carrier gas and compressed air. An air compressor is housed under the laboratory to operate the gas chromatograph actuators. Within several hours after arriving at a mine the instruments have stabilized and have been calibrated. The mobile laboratory is ready to begin analyzing air samples. The mobile laboratory has proved itself at many mine fires and explosions since its purchase.

The rates of return on investment are examined for several major Canadian mining companies. Because we are dealing with a highly cyclical industry, subjected to widely fluctuating metal prices, rates of return are examined over a 20-year period. Conveniently, the first decade examined reflects the period when the industry enjoyed incentives to develop deposits; during the second decade, incentives were reduced and the industry became the most heavily taxed industry in Canada. The high rates of inflation since 1973 have distorted the real rates of return on investment if one considers replacement cost.

The increase in metals demand in the electrifying globe means significant growth in the smelting of copper, nickel, zinc, and lead, produced from primary sulfide sources or using sulfide mattes as the intermediates of the process chains. This means that leaner and complex mineral deposits will be evaluated as ores and are in the future traded in the commodity market for smelting and refining to pure metals. An important issue in the trend is the technology metals, like antimony, tellurium, and gallium, which exist as trace elements in sulfide ores and form no ores of their own. Their recovery becomes important in the coming decades as will be the case with growing slag amounts without use in other industries. The key is to produce environmentally acceptable slags in the smelting operations. It sets new boundary conditions to the treatment of flue dusts. This means that all material streams of smelting and refining must be re-evaluated for the deportments of the main and minority metals. In copper smelting, the recoveries of precious metals are today important for the feasibility of the custom smelters but due to low prices of many minority metals they are discarded in slag landfills. It is one of the emerging issues also in the secondary copper smelting today and once the demand grows, the same question will be faced also in the mining-beneficiation-smelting-refining chain of the primary production of nickel, zinc, and lead. The distributions of many technology metals in the copper and nickel smelting have been recently studied using methods where the chemically bound trace elements in the slag and its phases at the smelting conditions have been studied. Thus, the key data about options for process modifications and additional processing steps are piling up. Short processing routes in the metals smelting and refining are attractive due to their simplicity. At the same time, complexity of many raw materials challenges the fluxing at high oxygen partial pressures in low silica slags with high metal concentrations. The compromise between high primary recovery and safe operation is a demanding task in conditions where slag foaming outside the processing window is evident. The increase in the demand of pure nickel is challenging the raw material basis where low-grade sulfide ores are soon smelted along with nickel laterites to matte. It is a demanding task at high MgO concentrations. The low solubility of MgO in iron silicate slags requires new fluxing strategies and new smelting end points for the operation at reasonable temperatures; the direct nickel matte smelting in one-matte mode may be an option.

Comparisons are drawn to indicate the changes in facilities and approach that have evolved over the last 25 years while coping with the northern British Columbia climatic conditions. Special emphasis has been placed on the importance of the support groups providing services for both the mine site and the town.

The introduction of mechanized mining in coal mines, which has speeded loading, has emphasized the importance of efficient underground transportation systems. The purpose of this investigation is to study and analyze various systems now in use, and to derive conclusions therefrom. This report may be helpful to operators who are planning new systems of transportation or who are revising present systems to increase their efficiency. This paper is the first of a series on this subject and des¬cribes some systems of transportation `utilizing rail haulage, ACKNOWLEDGMENT The information used in preparing this report was obtained through the courtesy and cooperation of the officials of the companies whose mines were studied. The descriptions of the transportation systems at the mines included herein have been checked for accuracy, and publication of the data has been approved by the executives of the several operating companies.

Although known since 1902, the Capitan iron deposits have not been tined, mainly because of the low grade of the ore. Only a small amount of exploratory work has been done since the discovery. C. H. Johnson, district engineer of the Bureau of Mines in New Mexico in 1942-4, visited the property; as a result, preliminary sampling of the property was done in 1943.2/ Owing to the results of this preliminary work, an extensive development program by wagon drilling was planned and executed early in 1944. Equipment available at that time was limited in the depths that could be reached; and as geologic studies indicated the possibility that other limestone beds below the surface might have been replaced by iron minerals, a supplementary development program by churn drilling to reach greater depths was prosecuted in late 1947 and early 1948, with the author as project engineer.

"INTRODUCTION Industrial utilization of the present submarginal domestic manganese resources of the United States is wholely dependent at this time on the electrolytic manganese process established as the result of 4 years of continuous operation of the Bureau of Mines pilot plant at Boulder City and 7 years' operations of the Electro Manganese Corporation commercial plant at Knoxville, Tenn.Three Kids ore provided the feed for the Boulder City pilot plant during 3 years of operation. Hence, the electrowinning characteristics of the ore have been thoroughly established, making possible accurate estimates for commercial operations.Before the Defense Plant Corporation constructed the leaching plant, the Bureau of Mines conducted an exploration project to determine the extent and grade of the ore reserves. Additional exploration, development, and mining by the Manganese Ore Cc, have accurately determined the tonnage and grade of ore. A large tonnage of stock piled ore is now available for immediate processing, and a considerable tonnage of openpit ore has been stripped of overburden preparatory to mining. Numerous facilities, such as power, water, and housing, needed for an electrolytic manganese plant are already available.All of these factors, as well as plans for installation of scale electrolytic manganese plant facilities, are presented in detail in the chapter entitled, ""Mining and. Electrolytic Reduction of use from Three Kids Manganese Mine."" The Manganese Ore Co. kindly provided information on the present ore reserves and state of development of the mine."

Because of an urgent national need for manganese, the deposits in the Little Florida Mountains of Lune County N. Mex., were visited by O.H. Metzger, an engineer of the Bureau of Mines, on June 12 and 13, 1940, accompanied on the second day by S. G. Lasky, a geologist of the Federal Geological Survey. After this preliminary examination, it was recommended that exploratory work be done by the Bureau of Mines on several properties in the district. An exploratory project of trenching, sampling, and core drilling was started by the Bureau of Mines in September 1940 and completed in May 1941.2/ Work was done on three properties - the Luna mine, the American group of claims, and the Manganese Valley mine. The Little Florida manganese district is situated on the eastern slope of the Little Florida Mountains about 2 miles south of U. S. Highway 80-90, 12 to 14 miles southeast of Deming, Luna County, N. Mex. The principal claims comprise the Luna Manganese, American, and Manganese Valley groups.

The organic act of the Bureau, as amended by Congress and approved February 25, 1913, made it the province and duty of the Bureau to ""disseminate information concerning these subjects in such manner as will best carry out the purposes of this Act.""In accordance with this directive, the Bureau reports the findings of its research and investigations in its own series of publications and also in articles that appear in scientific, technical, and trade journals; in proceedings of conventions and seminars; in reference books; and in other non Bureau publications. The number of these reports, the wide range of subjects they cover, and the variety of mediums in which they appear make the kind of list and index presented in this special publication both necessary and valuable. THE information obtained by examining and analyzing the core drillings from 15 diamond-drill holes shows that with the proper equipment little difficulty should be experienced while sinking the shafts at the 15 selected sites. Although a number of holes penetrated formations containing a high percentage of silica,, the health hazard from dust can be removed by using proper dust-control equipment. Methane was detected in small amounts in only one (hole 5) of the boreholes. The methane hazard should present no difficulty if adequate ventilation is employed while sinking the shafts.

This report describes development and demonstration of an upgraded stench fire warning system for underground wines. Current systems, which have been used since before 1920, release an ethyl mercaptan mixture into the mines' compressed and/or ventilation air during emergencies. Miners, when smelling ethyl mercaptan, evacuate the mine according to predetermined plans. These systems, while simple, have problems with safety and reliability. The upgraded system overcomes these problems. The system uses a different stench agent, is less toxic, less nauseating, and less corrosive than ethyl mercaptan. These combined with the feature of thiophane not reacting with iron oxides, makes the upgraded system safer and more reliable. The system also uses a combination of two simple principles: a standpipe with pressure balancing to provide a constant head, and a sized orifice to control the rate of release of the stench agent. This system enables the mine to release the agent for a longer period which provides better coverage and to ensure that miners will not be exposed to potentially toxic concentrations of the stench agent. The system is easy to operate, requiring only the turning of two 1/4-turn ball valves. The upgraded system has been successfully tested during two evacuation drills at an underground uranium mine. Using three injectors (one on the compressed air line and one on each of two intake air shafts), the system exhibited significant improvements in warning times over the mine's existing system. This report provides a detailed description of the system design and its demonstrated performance in two mine demonstrations.

"AbstractIn order to raise the enormous amounts of capital which will be essential for the development of Canada's mineral and petroleum resources, this country's resource industry must be permitted to earn an acceptable rate of return. The existing tax regime, with its high rates, complexities and misdirected incentives, presents a serious obstacle to our resource industries in their development of Canada's immense , but increasingly lean, resources. Government tax and other policies are not the only cause of the crisis now facing the resource sector in Canada, but a reformed tax system, with stable and reasonable tax burdens, is required if Canada's resources of minerals, oil and natural gas are to continue to contribute in the future, as in the past, to our national well-being.An independent task force, organized under the auspices of the Canada West Foundation, has recently completed a wide -ranging report: on the future development of Canada's mineral, oil and gas resources. This five-volume report, completed after almost two years of research and study, concludes that Canada •is facing a major crisis •in the development of our resources, It states that unless corrective action is taken now, mineral production and exports could decline drastically after 1985, at the same time that Canada would face massive bills for imported oil because of inadequate and declining production.The task force, chaired by the author of this article, has put forward recommendations for a fundamental shift in both federal and provincial policies in order that Canada's mineral reserves can be developed in the national interest. THIS REVIEW contains abstracts of the technical literature and patents dealing with the history, development, and commercial application of the Bergius and related processes for the hydrogenation, under greater than atmospheric pressures, of liquid and solid carbonaceous materials such as coal, lignite, their distillation and extraction products, pitches and tars, and petroleum and its distillation residues. An attempt has been made to include abstracts of all the published information on this process and of as much of the captured foreign documents and reports compiled therefrom as could consistently be reviewed during the time allotted for the work. Contact with the current literature and patents and review of the foreign documents will be continued and the information will appear in Synthetic Liquid Fuels Abstracts, which is being issued bimonthly as a Bureau of Mines publication. The material in this review is divided in two sections-literature (part I) and patents (part II)-and each of these is arranged alphabetically by author or patentee with further chronological arrangement under each author or group of authors. Secondary authors and patentees as well as assignees are cross-indexed to the main entry. In serial articles or reports the complete series appears in the alphabetical arrangement according to the author of the first member of the series. Succeeding members as well as secondary authors are entered as cross references; Titles of the journals are used as the authors in anonymous references. By following such a procedure, an author index is not required. However, a detailed subject index and a numerical patent list by countries are given as part III.

THE most common difficulty faced by an engineer or mine operator when opening a new property in a new field is the lack of roads and of cheap transportation. This one item often swings the balance of success or failure in starting a project. In Alaska, as elsewhere, such problems are more or less serious. In the boom days around the Valdez district, as well as in other parts of this territory, freighting was accom¬plished by dog teams or horses, or even by men that were willing to put their shoulders into harness, because there were virtually no roads. More important, there was only one time when supplies could be transported, and that was when there was suffi¬cient snow on the ground following a heavy wind. Then, and only then, could one depend on the snow to support horses and sleighs, and be sure that the gulleys, streams, and crevices in the glaciers were filled with snow to avoid pitfalls. "During the mid to late 1960s, the underground potash industry in Saskatchewan was born. For the next four decades the industry operated at a steady pace, supporting a large part of the world demand, until 2008 when the potash market heightened. Operators were motivated to capitalize on this increased demand, new mines were proposed while existing mines were planning upgrades. Potash Corp. of Saskatchewan (PCS) was one of the major producers planning upgrades to its production facilities quickly, including modifying the existing headframe and shaft at the PCS Cory Site to accommodate a new 1.5-kt/h (1,650-stph) hoisting plant. Upon completion of the project, the innovative operations group continuously reviewed methods to increase production and reduce operating costs, allowing PCS to continue being competitive on the world market.BackgroundPotash production is a major Saskatchewan industry and has played a significant role in the economy for more than 40 years. Production commenced in 1962 when water problems were overcome at the International Minerals and Chemical (IMC) Mine near Esterhazy, Saskatchewan. A surge of development by other companies resulted in 12 companies opening 10 mines by 1970. In 1975, Potash Corp. of Saskatchewan was created by the government of Saskatchewan, and shortly thereafter purchased several mines in Saskatchewan, including the Cory Mine, near Saskatoon.Cory has been in operation since 1968 and is located 12 km (7.5 miles) west of Saskatoon in central Saskatchewan. The mine is located in the center of the world’s largest potash deposit, 1,000 m (3,300 ft) below surface.PCS has embarked on sizable capital expansions of more than CDN$7 billion.The $1.6-billion Cory expansion was expected to raise operational capability of the site to 2.7 Mt/a (3 million stpy), an increase of 1.9 Mt/a (2.1 million stpy). To achieve 2.7 Mt/a (3 million stpy) of finished product and considering the 22.6 percent average production recovery (Potash Corp, 2013), 12 Mt/a (13.2 million stpy) of ore must be hoisted to the surface for processing. To deliver this rate required upgrading of the hoisting plant to 1.5 kt/h (1,650 stph). To accomplish this ambitious challenge, creative thinking, careful planning and a cohesive team was needed to work together to ensure the schedule, budget and most importantly that the work was completed safely (Potash Corp., 2013)."

The Bureau of Mines explored the Three Kids deposit in 1941 as part of a strategic minerals program. Earlier mining and exploration had established the presence of a substantial tonnage of medium-grade wad ore, and drilling and sampling by the Bureau of Mines, in collaboration with the Federal Geological Survey, indicated an additional tonnage such that development and exploitation became more clearly feasible. Private interests, with Government support, undertook to produce metallurgical-grade manganese. The present paper describes the Bureau of Mines exploration and subsequent development. Manganese in the Three Kids area is found in one of the lower members of the Muddy Creek formation in a bed of fine sandstone and silt, which outcrops around the north edge of the River Mountains and generally dips 20° to 40° away from the hills. There is considerable variation in the thickness and grade of the ore. The ore is light weight, having a density of 1.2 to 2.

This Bureau of Mines study estimates capital investment, operating costs, and selling prices for three underground bituminous mines producing coal with annual production ranging from 1.03 to 3.09 million tons. It is assumed that the mines have a 20-year life. Wages and union welfare payments are considered as of December 6, 1974, under the Bituminous Wage Agreement of 1974, and costs for material and equipment are based on 1975 indexes Initial capital investment ranges from $26,498,500 for the 1.03- million-ton-per-year (MM tpy) mine to $67,173,300 for the 3.09-MM-tpy mine. Total capital investment ranges from $37,437,500 to $92,984,300 for the same mines. Corresponding selling prices for the coal range from $14.83 to $13.26 per ton, assuming a 15-percent discounted cash flow rate of return after Federal income taxes.

Construction projects are becoming more demanding both in terms of time and complexity. This necessitates intricate planning and sequencing of activities at the macro and micro level and continuous flow of resources across the project in order to achieve planned targets. Work and Resource planning need to be done in such a way that limited resources give optimal output. Currently dominant activity-based scheduling techniques like Critical Path Method (CPM) and Program Evaluation and Review Technique (PERT) do not model work-flow or resource-flow through a project life cycle. An extension to the conventional activity based planning is Location Based Management System (LBMS). LBMS has been explored and utilised in the case of repetitive and cyclic projects such as high rise buildings. This study focusses on the application of LBMS to repetitive and non-repetitive components of Power Transmission and Distribution (PT&D) projects involving construction of substation and cable laying. This paper presents the findings on comparing the current planning practice for cable laying with an LBMS based approach. A key finding of the study was that the conventional practice resulted in a schedule with several coordination issues that could not be identified in the planning reports. Using the LBMS based approach these issues could be identified and decisions required for resolving these could be made.

Most Peirce-Smith converters inject air through tuyeres, with nitrogen representing the majority of gas passing through the process. The nitrogen controls the temperature of the vessel by carrying away heat from the reactions, both globally and locally at the tuyere tip. However, nitrogen adds energy to the bath and contributes to splashing and limits the blowing rate. High oxygen smelting has made streams of gas containing high concentrations of sulphur dioxide commonplace, which can be used to substitute SO2 for nitrogen and drastically changes Peirce- Smith converting (and all other smelting/converting processes as well). Less SO2 is required to carry away the same quantity of heat, which allows higher concentrations of oxygen and leads to the possibility of increased production. The paper investigates this substitution, its impact on converter productivity, and on the remainder of the plant. 181
