The Bureau of Mines studied blast-produced ground vibration from surface mining to assess its damage and annoyance potential, and to determine safe levels and appropriate measurement techniques. Direct measurements were made of ground-vibration-produced structure responses and damage in 76 homes for 219 production blasts. These results were combined with damage data from nine other blasting studies, including the three analyzed previously for Bureau of Mines Bulletin 656. Save levels of ground vibration from blasting range from 0.5 to 2.0 in/sec peak particle velocity for residential-type structures. The damage threshold values are functions of the frequencies of the vibration transmitted into the residences and the types of construction. Particularly serious are the low-frequency vibrations that exist in soft foundation materials and/or result from long blast-to-residence distances. These vibrations produce not only structure resonances (4 to 12 Hz for whole structures and 10 to 25 Hz for mid walls) but also excessive levels of displacement and strain. Threshold damage was defined as the occurrence of cosmetic damage; that is, the most superficial interior cracking of the type that develops in all homes independent of blasting. Homes with plastered interior walls are more susceptible to blast-produced cracking then modern gypsum wallboard; the latter are adequately protected by a minimum particle velocity of approximately 0.75 in/ sec for frequencies below 40 Hz. Structure response amplification factors were measured; typical values were 1.5 for structures as a whole (racking) and 4 for midwalls, at their respective resonance frequencies. For blast vibrations above 40 Hz, all amplification factors for frame residential structures were less than unity. The human response and annoyance problem from ground vibration is aggravated by wall rattling, secondary noises, and the presence of airblast. Approximately 5 to 10 pct of the neighbors will judge peak particle velocity levels of 0.5 to 0.75 in/sec as "less than acceptable" (i.e., unacceptable) based on direct reactions to the vibration. Even lower levels cause psychological response problems, and thus social, economic, and public relations factors become critical for continued blasting.

Design considerations and construction techniques were implemented to address groundwater infiltration from a confined aquifer during the excavation and lining of the Cady Marsh Flood Relief Tunnel. This 3-m finished diameter, 2-km long tunnel was successfully completed cost-effectively in an urban setting near East Chicago, Indiana. The soft ground was mined using a conventional tunnel boring machine with hydraulically actuated flood doors and supported with steel ribs and timber lagging. The tunnel was lined with cast-in-place concrete. Dewatering was implemented in settlement prone, boulder-laden ground in residential neighborhoods during construction to depressurize and partially dewater the aquifer at the tunnel horizon. This paper describes the design decisions and construction methods utilized to mitigate and limit infiltration into the tunnel during construction and operation, as well as manage ground settlement.

Although the mining industry has achieved record-low fatalities and injuries for each of the last three years, there are still too many miners injured or killed in this nation ís mining operations. Many mining injuries or deaths might have been prevented by using risk assessment to identify and control or eliminate the hazards associated with a task. To focus attention on the importance of conducting risk assessments in keeping mining workplaces safe and healthful, MSHA introduced this initiative on October 12, 2004. This initiative is called SLAM. SLAM is an acronym for Stop, Look, Analyze, and Manage. The steps involved in SLAM are: Stop ñ stop and consider the work involved Look ñ look for and identify the hazards Analyze ñ analyze what needs to be done Manage ñ manage safety by developing and implementing controls Everyone should be aware of the risks of an accident before beginning a task. It may not always be obvious that performing a seemingly routine task could result in an accident. That is why conducting a risk assessment is so important. Itís important to remember that over time a mining workplace seldom remains unchanged. Risks must be assessed whenever procedures or processes change, whenever new tasks are started, or non-routine tasks are performed.

Komatsu America International has introduced two new hydraulic excavators. They can work in congested and confined areas. The tight tail swing radius of the PC128US-2 and PC22-8USLC-2 enables the excavators to minimize the work space. The units can operate in confined work settings that are inaccessible or counterproductive to traditional machines. Even the door is designed for tight working conditions. A convex door slides open along the exterior curve of the cab, rather than swinging out on hinges past tracks. And the excavators’ tight tail swing design allows them to load within the track width of the machine.

The use of walk-through inspections, approvals and ad hoc investigations to ensure risk is kept within acceptable levels is reaching its limits of effectiveness. Further improvement in occupational health and safety requires a systems approach, and the use of Quality Management principles is an obvious basis for this. SafeGuard, a æbest practiceÆ model health and safety management system and audit criteria based on AS/NZS ISO 9001:1994, has been produced by the Department of Mines and Energy. Quality style audits of mine and quarry health and safety systems are now being carried out by the Inspectorate.

Mining has always been, and still is, an activity which is vital for the development of mankind. This is because a predominant proportion of industrial products and energy is produced from raw materials that are excavated using mining methods. The need for environmental protection and the close proximity of urban settlements and mines in Slovenia have necessitated ever stricter requirements for the excavation of raw materials and introduction of more environmentally-friendly mining methods. This is achieved by implementing a closed eco-technological cycle of raw material excavation within the scope of mining methods. In surface mines, this means prompt reclamation of the degraded surfaces, and in underground mines the use of methods with minimized impact on the surface and on underground water. In underground mines, mining methods with backfilling installed according to the multi-barrier disposal system are the only ones that allow the possibility of implementing a closed eco-technological cycle of excavating raw materials. Various industrial waste materials are also included in the backfilling material in order to improve its strength properties. Backfilling consisting of several different waste materials is produced in the form of a composite. Before backfilling consisting of waste material composites can even begin to be used in mines, an environmental impact assessment of its suitability for mines needs to be made. In order to make such an assessment, a pressure leaching cell and an open diffusion cell were made, i.e. a pressure leachate test and a sorption test were developed. The two cells and the developed tests will enable the study of the influence of backfilling on the environment if installed in an underground mine. The pressure leachate test performed with the use of the pressure leaching cell simulates leaching from a consolidated backfill during the seeping of underground water into the backfilling material under pressure. The sorption test performed in an open diffusion cell simulates the flow of eluate leached from the backfilling material through the rock/geotechnical barrier. The two tests were developed in such a manner that they are performed either in succession immediately after one another, but they can also be performed separately at a certain time interval. The paper presents an assessment of the suitability of backfilling made of different waste material composites. Fire suppression systems are now recognised by both NFPA 502 and PIARC as legitimate tools for both life protection and asset protection. The effectiveness of these tools for life protection demands extremely rapid and accurate incident detection coupled with rapid response. This rapid response must be integrated with other emergency systems such as emergency ventilation. The March 2007 fatal Burnley Tunnel incident in Australia graphically illustrates the potential of effectively integrated fixed suppression systems to protect people from harm and save infrastructure from damage. Despite the raft of technology available in that instance to the operator it was the human operatorÆs ability to effectively control the emergency equipment and not the equipment itself which so positively influenced the threat to life and property.

The question of what stress condition exists in the hangingwall of tabular stopes remains topical and largely unanswered. Limited field data exist to quantify the situation and provide calibration for investigative computer modelling exercises. Work conducted in1989 and 1990 under a Chamber of Mines Research Organization (now the CSIR: Division of Mining Technology) programme of research into the behaviour and benefits of backfill may assist with this situation. The original work was motivated by the premise that the improved hangingwall stability in backfilled panels (identified by rockfall accident analyses) is due to a change in the hangingwall stress regime. Current, largely theoretical, studies into mechanisms of stope hangingwall behaviour and support interaction could benefit from considering these data. A test system was developed for measuring airflow in the National Institute for Occupational Safety and Health (NIOSH) ventilation gallery using a three-axis ultrasonic anemometer. The gallery was used to simulate face airflow conditions in underground mines having a blowing curtain. Airflow data collected at multiple sampling locations between the face and the end of the curtain were used to draw airflow profiles for different curtain setback distances, intake flow quantities and entry widths. In addition, methane was released at the face, measured at the sampling locations, and displayed as methane distribution in the area between the curtain and the face. Entry geometry had a significant effect on airflow patterns, and the flow patterns affected the distribution of methane in the entry. Flow measured at and parallel to the face was a good predictor of methane dilution and removal within two feet of the face.

The feasibility is demonstrated of reconstructing the volumetric distribution of liberated particles and middlings by use of a damped, weighted least-square regularisation method. This allows a precise mass balance to be obtained around a separation/concentration unit, permitting evaluation of the partition curve (Tromp curve) of the separator. Areal grade measurements are made on polished sections of feed, concentrate and tailings and a kernel-based inversion technique is then used to obtain the volumetric grade distribution of the three assemblages. A plain kernel (number of occurrences) and a weighted kernel (each occurrence counted with its area) are used for the solution. Testing of the method on computer-generated synthetic areal grade measurements indicates that it offers a valid alternative to the tedious conventional procedure of conducting experiments with heavy liquids

This report describes the operation and maintenance of the Mobile Inert Gas Generator for use in the Remote Sealing System for fighting underground coal mine fires. Seals are emplaced in mine passageways between the fire zone and the rest of the mine isolating the fire zone from the mine. The seals consist of fly ash that has been pneumatically conveyed via inert gas through a borehole connecting the surface and the passageway, Inert gas is used as the fly ash seal transport medium (instead of fresh air) since the introduction of large volumes of fresh air in the vicinity of the fire zone would be undesirable. The inert gas generation equipment is mounted on two flatbed trailers, the "hot" trailer and the "cold" trailer. The hot trailer contains the combustion and cooling equipment. The cold trailer contains the moisture removal and compression equipment necessary to convey the fly ash. The system is self-sufficient and requires only fuel and fly ash deliveries. The Inert Gas Generator has been thoroughly performance tested and has been operated in the field for approximately 200 hr. The system was employed in the demonstration of the entire Remote Mine Sealing System at the Jenney Mine in the Fall of 1978. The system is currently available for fighting any future underground coal mine fires.

Talvivaara deposits, Kuusilampi and Kolmisoppi, comprise one of the largest sulfide nickel resources in the world with 642 Mt in Measured and Indicated Resource categories. TalvivaaraÆs preferred extraction technology is bioheapleaching, which is already widely used for other metals, notably copper and gold. The company has demonstrated the viability of bioheapleaching technology for the extraction of nickel using the Talvivaara ore. The leaching process is heat generating and therefore suitable for the subarctic climatic conditions. The planned annual metal production is 33 000 t of nickel, 60 000 t of zinc, 10 000 t of copper and 1200 t of cobalt. Talvivaara deposits are well-suited for open pit mining due to a thin overburden, favourable resource geometry and a low waste to ore ratio. The ore is relatively low-grade, but well suited to bioheapleaching due to its high sulfide content. Bioheapleaching is a process whereby metals are leached from ore as a result of bacterial action. The bacteria used in the Talvivaara bioheapleaching process are endemic to the area and therefore well adjusted to the prevailing environmental conditions. The solution is collected at the bottom of the heaps and either re-circulated through the heap or fed to metal recovery. In metal recovery, nickel, copper, zinc and cobalt are precipitated from the pregnant leach solution and filtered to produce saleable metal products. After the metals are removed, the solution is further purified and returned to irrigate the heaps. Mining, bioheapleaching and metal recovery techniques for the Talvivaara mine have been tested in a 17 000 t on-site demonstration trial during 2005 and 2006. Subsequent construction of the mine started in 2007 and commercial production in the fourth quarter of 2008.

INTRODUCTION The Raleigh-Durham International Airport (RDU) in North Carolina is the fourth largest airport in the southeast region of the United States. The Raleigh-Durham Airport Authority is currently underway with planning, designing and constructing are placement Passenger Terminal as part of the Major Capital Improvements Program at Raleigh Durham International Airport. The Terminal C Expansion and Renovation Project will replace the existing Terminal C structure with a new processor building and concourse. The project is separated into several contracts. The early stage contracts are constructing a west side storm water management facility, relocating taxiways, installing new drainage systems, installing new aircraft apron pavement, Demolition, the Central Energy Plant and Early Foundations. The later projects are the Terminal Building, Passenger Boarding Bridges, Information Technology Systems and Integration, Furniture, Furnishings & Equipment and Specialty Millwork. The Terminal Building will be constructed in two phases. Phase 1 constructs the north half of the new terminal. Airline operations will move to the new terminal at the completion of this phase. Phase 2 completes construction of the south processor building. The full build out of the project, subject to funding availability, will replace the remainder of the south concourse. The Program’s primary focus is to replace the existing passenger Terminal C with a new terminal that will provide more passenger gates and larger passenger screening, ticketing and baggage handling facilities. The planning for the New Terminal C Program began in 2002 with construction starting in March, 2003. The continuing growth of passenger airline travel in the Raleigh/Durham metropolitan area requires RDU to expand its facilities to keep up with the present and future growth within the Region. In October of 2002, the RDU Airport Authority selected Parsons Transportation Group as the Program Manager/Construction Manager to help assist in the development of the Terminal C expansion program. RDU Airport Authority selected the Seattle Washington Office of URS Corporation as the Engineer of Record for the West Side Storm Water Management Facilities. The Westside Storm Water Management Facilities Project became one of the early critical path activities of the overall RDUAA Terminal C Expansion Program. The Briar Creek Reservoir had been constructed to accommodate storm water runoff to the west of the Airport. The existing 1.5 m culvert that drained runoff from the airport terminal (area) to the reservoir was insufficient in supporting the additional flows

An appropriate scale-up methodology is very useful for ball mill design and optimization of the grinding circuit. To date, the scale-up is based on the selection and breakage function model using lab mill data. However, a major drawback of that approach is that the charge motion in a lab mill is vastly different from that in a large industrial mill. Therefore, in the methodology proposed here, first the energy of individual collision in the mill is computed employing the discrete element method (DEM). Then the breakage of particles as a function of collision energy is studied in a separate experiment. Together, this information constitutes what is known as collision energy based population balance model. The appropriateness of this model is shown for different batch grinding mills.

Metal powder compaction offers unique advantages in the manufacture of net-shape components using techniques such as laser sintering, conventional press and sintering, metal injection moulding, direct rolling, direct forging, and hot isostatic pressing. If the output from the primary metal production process is in powder form, then considerable cost and energy savings can be realized by direct conversion to semi-finished or final shapes. This possibility exists for titanium and possibly also for Ta, Zr, Hf, and Nb metals. However, these attractive benefits are associated with some significant risks. The high surface-to-volume ratio of powder particles coupled with the reactive nature of these metals means that special care must be taken when handling them. Powder explosions are unfortunately still a regular occurrence internationally and these often result in serious injury and loss of life. Even seemingly 'safe' compounds such as sugar, flour, and grain can be extremely hazardous when handled or milled and dust clouds are produced. In addition, exposure to airborne particles can have adverse effects on the human body, especially when particles are inhaled on a regular basis. Furthermore, the medical consequences of these are not fully understood, especially in the case of nanoparticles. The impact is often not observed immediately and debilitating illnesses may emerge only years or decades later. As far as is known, there are no South African guidelines for handling of metal powders. This paper attempts to provide an awareness of the risks associated with metal powders (including those produced indirectly by other metalworking/finishing operations) as well as some guidelines for their safe handling, based on international best practices.
