This volume summarizes mining and petroleum legislation in 30 jurisdictions of the Western Hemisphere. Within these jurisdictions, primary attention is given to requirements that must be met in each country for acquisition of rights to permit development of mineral resources. Coverage includes: First, identification of the controlling laws or statutes governing minerals acquisition and reference to the administrative authority; second, analysis of the laws governing mines and quarries and their products; and third, analysis of laws applicable to natural gas, petroleum, and related materials. Where pertinent, sections dealing with historical background or administration have been added. In countries where minerals are subject to control of States or Provinces, those areas are considered separately from the central government.

"Located in the northwestern portion of the Abitibi greenstone belt, Les Mines Selbaie is a copper-zinc (silver and gold) producer. Felsic tuffs host three are zones. Composed of sulphide veins and breccias, they are not exhalative massive sulphide deposits, except, probably, for the massive pyrite (fragments and lenses) localized close to the top of the volcanic sequence.The total of all (mineable and mined) ore in the three zones presently outlined on the property, is of the order of 29.9 x 106 tonnes with average grade of 0.63 g/t Au, 37.02 g/t Ag, 1.21% Cu, 1.91% Zn.The ore reserve calculations and the daily production procedures are computerized to various degrees. The data handling process is highly computerized.Various geophysical methods are, and have in the past, been successfully used on the property. The ""mise-à-la-masse"" surveys were used to perform the geological interpretation of an underground deposit (A-2 zone). Presently the PULSE-EM surveys are performed in all surface and underground exploration drill holes."

In this report, the use of Penn State Ventilation Simulator (PSU/MVS) for planning and evaluating new coal mine ventilation systems is demonstrated. The simulator's application to evaluate the ventilation system of a coal mine currently under development is discussed. The ventilation system is evaluated for representing development of the mine at the end of 12, 24 and 36 months after mining has begun. The report describes the necessary steps of data input preparation, ventilation network development, analysis of results, modifications to the network, and methods to expand the computer program for networks larger than 550 branches.

Metal-doped Ni–Zn ferrite with spinel structure was directly synthesized from treated zinc-containing electric arc furnace dust (Zn-containing EAFD) by solid state reaction method, realizing the transformation of Zn-containing EAFD from solid waste to high value-added material. A certain mass of NiCl26H2O was added to the treated Zn-containing EAFD before calcination. Then the effects of the mass ratio of treated Zn-containing EAFD to NiCl26H2O (RTZE/N, g g−1) and calcination temperature on the synthesis and magnetic properties of as-synthesized samples were systematically investigated by X-ray Diffraction, Raman Spectroscopy and Physical Property Measurement System. It is indicated that RTZE/N and calcination temperature had important influences on the synthesis of single-phase spinel ferrite and their magnetic properties. Pure metal-doped Ni–Zn ferrite, which exhibited good magnetic properties of higher saturation magnetization (Ms, 60.5 emu g−1) and lower coercivity (Hc, 49.8 Oe), was obtained when the calcination temperature was controlled at 1100 °C for 2 h with RTZE/N of 1:0.9.

This paper describes the excavation of No. 1 Power Station Lift Shaft at the Kiewa Hydro-Electric Project. The advantages and limitations of the borehole method are outlined, and general principles of plant design are discussed.INTRODUCTIONFor many years, attempts have been made to reduce mine development costs by various methods. Some of the, techniques of tunnelling have been adopted in horizontal headings, and in main vertical shafts, mechanical plant has displaced hand labour with notable success. However, in the field of small rises and winzes, improvements have largely been effected by attention to details of procedure. The most promising avenues for' substantial reductions in cost relate to:(a) Long-hole drilling(b) The borehole method(c) Calyx drilling.Whilst each of these methods has its peculiar advantages, the borehole rising method is probably most useful, and capable of wide application.In brief, the borehole method of rising requires a, drill hole parallel to the axis of the rise. A hoisting rope is passed through the borehole, and is attached to a platform on which the rising crew are raised with their equipment to the drilling position in the rise.When properly planned, the method is particularly safe, and has generally received the approval of mine inspectors and safety authorities. The prevention of silicosis by metallic aluminium has been reported by Denny, Robson, and Irwin in two papers. The first was published in 1937; the second in 1939. The results definitely established that silicosis was prevented in animals by the inhalation of small quantities of aluminium. The present communication records subsequent progress in this field of research.HARMLESSNESS OF ALUMINIUMAnimal experiments having served their purpose, it became necessary to consider means to test the discovery on humans. A question for immediate consideration was: Is aluminium harmful to man when inhaled as a fine powder? While the animal experiments were reassuring, since they conclusively showed the powder to be innocuous when breathed by animals, it was, nevertheless, desirable to have additional reassurance with regard to its effect upon human beings.Through the courtesy of the Aluminium Company of America and especially the valued interest in this problem displayed by that Company's Director of Research, Dr. Francis C. Frary, a study was made of the records pertaining to the health of a group of 125 employees who had for many years been engaged in the manufacture of finely powdered, metallic aluminium for the paint and ink industries. The conditions were such that these employees had inhaled varying and oft-times very dense concentrations of this powder daily over periods ranging from 6 to 23 years, the average 101 the group being 12 years. X-ray pictures of their chests showed no abnormalities attributable to aluminium. Their general health seemed better than that of the 3,000 workers in other sections of the plant. In fact, the early films of three employees in this group of 125 showed shadows suggestive of minimal tuberculosis, which shadows were not discernible in films taken after considerable periods of exposure to aluminium powder.The harmlessness of aluminium was; by this study, reasonably well established at the outset, a finding subsequently verified by Ontario research on humans.PROPOSAL TO TREAT HUMAN SILICOSISBased upon these findings, a proposal to treat silicotics with aluminium was discussed by officials of the Mclntyre Mine and the Banting Institute.

Oregon Resources Corporation (ORC), an industrial minerals mining company, is currently engaged in the development of a new process design that will allow the unique paleo-beach placer deposits of southwestern Oregon to be mined efficiently and economically, creating an additional domestic source for chromite, garnet, and zircon. Engineering design has been guided by the variable geology and mineralogy of the paleo-beach placer deposits as well as the need for a dry tailing scheme that resolves a lack of water resources at the placer locations and at the same time eliminates the need for slurry settling ponds, typical of paleo-beach placer operations in North America. Metallurgical study of the placer material was grouped into four distinct samples based on marine terrace deposition, geological facies, and mineralogy. Because the metallurgical samples represented the extremes likely to be encountered in all future Oregon paleo-beach placer ores, the process design is highly dynamic and will successfully adjust to meet the production needs. Water availability at the mining area is seasonal and will not support a typical placer operation?s water requirement needs for heavy mineral concentration. For this reason, ORC has developed a plan to construct the ore processing facilities near Coos Bay, where a municipal source of water is available. Raw ore will be transported from the mining sites approximately twenty miles one way to the processing facility with return loads hauling tailings back to the active pit. The need to haul dry tailings, return dry material to the pit for reclamation, and limit the amount of water being purchased from the municipality has driven the design of a unique water reclamation system. BACKGROUND Location and Access Economic concentrations of ?black sand? or heavy mineral (minerals with specific gravity greater than 2.85) have been recognized and studied in marine placers from Coos Bay to the mouth of the Rogue River, a distance of approximately 75 miles along the southern Oregon coast (Hornor, 1918; Griggs, 1945)(Figure 1). ORC will begin mining existing reserves approximately 20 miles south of Coos Bay in a region known locally as Seven Devils. Ore will be trucked north to the processing site near Coos Bay via use of existing county and state roads, including U.S. 101. The available facilities at the processing site include highway, rail, municipal water and electricity, natural gas, and a deep water port. At the time of this writing, the rail line had been abandoned, but was being pursued by the International Port of Coos Bay. It is anticipated that this will be serviceable at some time in the future. History The southern Oregon marine placers have garnered the interests of miners since 1852, when present day beaches were exploited for gold. The beach deposits were small and irregular in nature and were easily washed away by the major storms the coast endures during the winter months (Hornor, 1918). [ ] In the 1920?s, deposits at the beach were followed upstream to their paleo-beach terrace origins (Pardee, 1934). These terrace placers were mined, but with little success, as the cost of mining and processing was greater than at the present day beach deposits. The greatest effort to understand and delineate the paleo-beach terrace placers came during World War II. As the need for a domestic source of steel hardening chromite was evident, the heavy mineral bearing placers of southwestern Oregon provided just that. The U.S. Geological Survey, under guidance from the Oregon Department of Geology and Mineral Industries, began exploration drilling of the paleo-beach terraces in 1940 (Griggs, 1945). This work was part of the investigation of strategic mineral deposits and would ultimately supply much needed chromite for the war efforts. Durban Harbour in South Africa is one of the continent’s busiest ports however the harbor entrance is currently too small for the new generation of container ships. There-fore it is to be deepened and widened by the National Ports Authority in the near future. An existing immersed tube tunnel carrying major sewer, water and other utilities under the harbor first needs to be removed and replaced by a deeper 4.4 m ID ser-vices tunnel. Construction of the deeper tunnel saw the first use of a slurry machine in South Africa and was required to negotiate grades up to 20%.

Abstract Recent ore pass failures have underlined the need for improved designs, standards, structural mon¬itoring methods and better hang-up prevention and removal tech¬niques. Researchers at the Spokane Research Laboratory of the Na¬tional Institute for Occupational Safety and Health (NIOSH) are investigating methods to improve safety during the transport of ore in ore passes. Design criteria and hang-up prevention and remedia¬tion strategies involve studies of the effects of static and dynamic ore and waste-rock loads on chutes, walls, gates and support structures. Particle flow analysis methods were used to simulate the response of various ore pass designs to a wide range of ore loading condi¬tions. A full-scale mockup of ac¬tual ore pass and chute assemblies was duplicated and tested for load response. Data from a particle flow code and the mock-ups were com¬pared Loads on an active ore pass chute were measured.

The appropriate design of liners continues to be an issue on many mills worldwide. Loss of milling capacity especially at liner change, uneven wear lives along the mill, substantial scrap on worn liners, excess mill down-time, undesirably short and unreliable wear lives are all common issues. This paper presents a designed approach to liner optimisation that follows a logical path of initial design and step-wise improvements based on liner wear monitoring. The target is to have a good liner design from start-up, then tune the profiles, heights and thicknesses based on wear monitoring. This is conducted as a team of liner specialist, site personnel and liner supplier. The application to the Pustynnoye SAG mill of JSC Altynalmas in Kazakhstan is presented. The U.S. Bureau of Mines conducted a study to assess the impact of a directional water spray system on a unique single inlet dust scrubber on a low-profile mining machine. Tests were conducted in a full-scale model mine using a continuous mining machine. Tracer gas was introduced at the face and concentrations of the tracer gas were monitored at the face and in the return. Various parameters tested included mining position, depth of cut, brattice setback, and combinations of scrubber, and directional or symmetrical sprays. Results indicated that either water spray configuration improved the ventilation effectiveness of the scrubber by a factor of 2 to 3. Average face ventilation effectiveness (FVE) values for all testing of the scrubber and directional sprays were 0.95, versus 0.37 for a standard 20-ft blowing curtain without sprays. No FVE values were less than the standard 20-ft blowing results.

Slope stability at the proposed mine in Rajasthan was analysed in two dimensions using a finite difference code. The properties of the rock material were determined in the laboratory and subsequently modified to approximate those of the in situ rock mass. Geotechnical mapping was undertaken to determine the critical orientation of structural discontinuities. The results of the work indicated that an open pit 148 m in depth would be stable with overall slope angles of 60 degrees

A new minerals initiative to increase the level of understanding of New Zealand's mineral resources and to promote the development of minerals began earlier in the year in a partnership pilot-project between Crown Minerals and the Institute for Geological and Nuclear Sciences (GNS). The project aims to gather a set of comprehensive geoscientific data and build a series of digital GIS packages to highlight New Zealand's mineral prospectivity. The pilot study was carried out at a regional scale, and is focussed on mesothermal gold mineralisation in the South Island. A significant amount of geological data and information was sourced from open file technical reports held by Crown Minerals and from various databases held by GNS and has now been compiled into a single GIS dataset, which will soon be made freely available to interested parties. In addition to this comprehensive data compilation, prospectivity modelling using Weights of Evidence techniques was undertaken to highlight those areas likely to contain ore deposits. It is clear from this study that the South Island of New Zealand remains highly prospective for mesothermal gold mineralisation. Many of the highly prospective areas, which also contain historic mine workings, remain open for exploration. The study not only highlights these areas, but also other areas where the potential for similar mineralisation exists, in all likelihood with no surface expression. The study has also highlighted the value of many of the open-file technical reports held by Crown Minerals and the need to carry out additional studies using this and other available data at a more detailed level, possibly as the basis for a web-based minerals information system.

Tan various lead producers have given the subject of lead drosses much attention in recent years but the problem of their economical treatment is yet to be solved. Formerly the copper in the furnace feed was removed from the furnace in the form of matte. The speiss at that time consisted principally of the iron arsenide. The practice today is to roast off most of the sulfur and the copper in the feed forms a dross in the furnace, which is removed from the furnace with the lead. This material is poured into the drossing kettles and allowed to cool down to but slightly above the freezing point of lead. The copper dross, containing almost all of the arsenic and part of the antimony, is skimmed off and treated in a small reverberatory furnace at most plants. This is essentially a liquation process. The skimmed dross contains from 70 to 80 per cent lead, and much of this lead is liquated out. The products from this treatment are: (1) impure lead, (2) speiss and (3) matte. The speiss from the reverberatory furnace was studied in this research. The literature on the subject is of very little assistance, as almost no work has been done on the problem of establishing the exact identity of the various phases present. One author(1) states that speiss consists of a series of isomorphous compounds of the general formula FexAsy in which the Fe may be replaced by Ni, Co, Cu, Pb, Ag, Au, Pt, Zn, Cd and the As replaced by Sb, S and Bi. Hofman(2) states that the iron arsenide present is Fe5As.

The toughness and fracture mechanisms of ores with significantly different microstructures from Yandi, Koolan and Mount Whaleback were studied with a view to understanding their degradation behaviour. Bulk fracture toughness was determined by the 3-point single-edge notch beam test and the results interpreted using Weibull statistical analysis; indentation fracture mechanics was also used to measure fracture toughness of the different mineral forms and to understand their response to contact fracture

The Bureau of Mines is conducting a series of investigations with the common aim of minimizing the losses that occur in the mining and treatment of mineral substances. The results of the investi- gations are being published in reports of the bureau. This report treats of a method of preventing some of the waste of the natural gas incidental to oil mining. This method, the condensation of gasoline from natural gas, offers to the oil operator and others a profitable means of utilizing some of the oil-well gas now being wasted. The most desired constituent of crude oil is obtained, the production of oil is not hindered, and the gas, after the extraction of gasoline, can be returned to the leased area to drive pumps or into pipe lines for uses to which natural gas is ordinarily put, usually with its fuel value lessened only in slight degree. Publications already issued briefly discuss the subject. In this report the work is treated in greater detail, and the results of many additional tests are shown.

Anglo Coal South Africa mines coal for both the domestic and export market using open cast and strip mining methods. To establish a mine, a process is set in place to gather ever increasing amounts of geological and metallurgical data to confirm a proven reserve. Increasingly, geotechnical data are also included in this process to confirm that reserve is easily and safely mineable. The mine design process is an iterative one using a combination of numerical modelling and empirical data to arrive at a mining layout that is both, practical, productive and safe. In South Africa it is a legal requirement to compile a code of practice to combat rock fall and slope instability accidents and these have to be revised annually, reinforcing the iterative process of continual improvement. To ensure best practise occurs, all Anglo Coal operations are subjected to annual 2nd party audits and ad hoc 3rd party audit by independent consultants. This paper attempts to explain the process described above in a concise, but understandable manner. 1.0 GEOLOGICAL SETTING The Ecca sediments date from the Permian period and the coal deposits were formed in glaciated valleys on a basement of Dolomite, Ryolite or Granophyre rock types. The sediments overlying the coal deposits are typically flat lying and multiple bedded. The sediments consist of mudstones, shales and sandstones and are generally capable of forming stable highwalls given the time that they must stand up for. Anglo Coal extracts coal from the Witbank, Highveld and Vereeniging coalfields. The Witbank coalfields contain five seams numbered from the base upwards, 1 to 5 Seam; Highveld coalfield the 2 and 4 Seam and the Vereening area the seams are described as Top, Middle and Bottom seams. Coal deposited over the basement Dolomite formation display very erratic dips, as contemporaneous subsidence occurred in some instances over sinkholes that were forming, resulting in local thickening of the coal deposit and resulting in strata that dips toward the centre of the sinkhole.

The Bureau of Mines designed a down-fired refractory-lined combustor that efficiently burned pulverized coal to produce a gas suitable as working fluid for an open-cycle gas turbine. The gas contained relatively little carbon, so the load on the ash-separation equipment was significantly reduced. Moreover, reduction in carbon content of the gas increased the average density of the solid particles making them more amenable to removal by centrifugation. Centrifugal-type separators failed to remove sufficient ash; however, to limit blade wear enough to achieve operating periods generally deemed necessary for commercial practicability.

This Bureau of Mines publication consists of an overview of the mine waste management research currently being conducted by the Bureau. The following papers, given at a Technology Transfer Workshop, emphasize the increasing importance of research related to the safety and environmental considerations of mine waste disposal In recent years. Current work related to legislation passed in the last 10 years and their subsequent standards includes the development of adequate monitoring systems, development of stability and seepage prediction and control techniques, control of runoff water, and control of leaching solutions. Selected topics are included here that cover coal mine waste disposal, embankment slope stability monitoring, flow failures of mine tailings impoundments, and controlled burnout of abandoned coal mine fires. The projects described provide a current documentation of problems being addressed.
