INTRODUCTION Project Background The Washington State Department of Transportation (WSDOT) hired the Seattle office of Parsons Brinckerhoff to lead a team of consultants to produce an Environ-mental Impact Study and perform conceptual and preliminary engineering. The pur-pose of the Alaskan Way Viaduct and Seawall Replacement project is to replace the existing earthquake damaged and aging viaduct and sea wall, adjacent the downtown waterfront of Elliott Bay, with structures that have improved earthquake resistance and that maintain or improve mobility and accessibility for people and goods along the existing corridor. With an estimated replacement cost over $4 Billion and construction duration exceeding 8 years, it is one of the largest transportation design projects on the West Coast of the United States today. Seattle, Washington is a city of over 2 mil-lion people in the Northwest corner of the United States. Ever since the Klondike Gold Rush in 1897, Seattle has been considered a departure point to Alaska. Because of this, the street along the waterfront was named the Alaskan Way in 1930. Alaskan Way Viaduct and Seawall The Alaskan Way Viaduct (AWV) carries State Route 99 along the shoreline of Elliott Bay through downtown Seattle and is a vital part of Seattle’s highway system. The viaduct carries approximately 110,000 vehicles per day or 25% of all north-south traffic through Seattle (Figure 1). It is 3.4 km (2.1 mile) long with 3 lanes in each direction and was constructed of cast-in-place reinforced concrete between 1952 and 1956. The wear and tear of daily traffic, salty marine air, and several earthquakes have taken their toll on the facility. Studies in the mid-1990s provided early evidence that the viaduct was nearing the end of its useful life. The viaduct’s increasing age and vulnerability was apparent by crumbling and cracking concrete, exposed rebar, weakening column connections and deteriorating railings. In early 2001, a team of structural design and seismic experts began work to determine whether it was feasible and cost-effective to strengthen the viaduct by retro-fitting it. In the midst of this investigation, a 6.8 magnitude earthquake shook the Puget Sound region (the Nisqually Earthquake, located 56 km (35 miles) from Seattle and deep below the surface) caused moderate damage to the reinforced concrete structure. WSDOT closed the viaduct for inspection and repairs intermittently for several days over a period of several months.

"INTRODUCTION During the past 4 or 5 years the frequent occurrence of bumps in coal mines of the Cumberland field, in Harlan County, Ky., and Wise County, Va., has caused much apprehension among miners and mining officials of that region.These bumps have caused many deaths and injuries, and have been increasing in frequency. Eight men were killed and a number injured by bumps in the first 4 months of 1934. Their unpredictable occurrence and the usual absence of any preliminary warning tremors or sounds, such as ordinarily precede a large fall of roof, cause fear of other bumps and impair the morale of mine workers.Acknowledgments This report on bumps in coal mines of the Cumberland coal field of Kentucky and Virginia is based on an investigation made at the urgent request of .the Harlan County Coal Operators Association, through James F. Bryson, director of safety of the association, to the Director of the United States Bureau of Mines, following a series of disastrous bumps in. Harlan County, Ky., and Wise County, Va. The request was granted and the writer detailed to undertake the investigation, which was made in June 1934.The officials of certain operating companies in the Cumberland field gave every facility for examining the conditions accompanying bumps in their mines. Health and safety indicators help mine sites predict the likelihood of an event, advance initiatives to control risks, and track progress. Although useful to encourage individuals within the mining companies to work together to identify such indicators, executing risk assessments comes with challenges. Specifically, varying or inaccurate perceptions of risk, in addition to trust and buy-in of a risk management system, contribute to inconsistent levels of participation in risk programs. This paper focuses on one trona mine’s experience in the development and implementation of a field-level risk assessment program to help its organization understand and manage risk to an acceptable level. Through a transformational process of ongoing leadership development, support and communication, Solvay Green River fostered a culture grounded in risk assessment, safety interactions and hazard correction. The application of consistent risk assessment tools was critical to create a participatory workforce that not only talks about safety but actively identifies factors that contribute to hazards and potential incidents. In this paper, reflecting on the mine’s previous process of risk-assessment implementation provides examples of likely barriers that sites may encounter when trying to document and manage risks, as well as a variety of mini case examples that showcase how the organization worked through these barriers to facilitate the identification of leading indicators to ultimately reduce incidents.

In the western United States occurs deposits of low-grade chromite which, when concentrated, may be reduced to ferrochromiun in electric furnaces that derive energy from dams and hydro plants now in course of construction. Montana ore was chosen for the experiments. A 1-ton sample contained 26 percent Cr203, 17 percent Fed, and 17 percent SiO2, plus other constituents, and the concentrates therefrom assayed 44 -percent Cr203, 23 percent FeO, and 0,79 per cent SiO2, Gravity concentration was found to be the best method. Ferrochromiums are of two grades - high-carbon with 66 to 70 percent chromium and 4-112 to 6 percent carbon and low-carbor with 67 to 72 percent chromium and 0.6 to 2 percent carbon. Both are made in electric furnaces that use anthracite as a reducer and suit-able fluxes. The concentrates mentioned mere smelted under different conditions, and it was concluded that domestic ore could be reduced with anthracite to produce a ferrochromium of S to 10 percent carbon content at yields of 90 percent without re-treating the slag. This carbon may be lowered to required proportion with calcium and silicon, but the former requires a great excess and the latter leaves an alloy high in silicon. There are numerous deposits of chrome ore along the West coast. These are generally conceded to be relatively small, although some were worked during the World War. There are some indications of a revival of interest in California chromites. Montana contains large chromite deposits in Stillwater and Sweetgrass Counties. The utilization of chromite for ferrochromium and. the manufacture of stainless steels is distinctly an electrometallurgical problem; consequently, a study of methods for treatment of chromite might pave the way for the establishment of new electrometallurgical industries in the Western States. This thought is supported by the cheap power that is soon to become available from the western dams, Farther, submarginal domestic chrome deposits might thus be turned into profitable producers.

Structurally- controlled deep leaching processes have removed vast quantities of carbonate from a substantial portion of the "silica-dolomite" enclosing the 500 copper orebody. Mine drainage subsequently allowed free access of air to the porous environment created and oxidation of sulphides commenced. During the mIne development stage the exothermic and temperature-dependent nature of these hydrolysis reactions resulted in a slow general elevation of ground temperatures. and levels of 90 - lOO°C were attained in restricted moist sulphide-rich areas.With the advent of production and extensive use of explosives, the oxidation processes were locally raised to new levels of activity. Direct interaction of explosives and sulphides in favourable conditions caused temperature rises to above 260 C. Above this point the dry oxidation of sulphides in air was initiated and rapid escalation to the vicinity of 800 C has been known to occur in isolated cases.Ground reactivity is a function of the complex interrelationship of several controlling factors and no simple index exists.Control techniques are presently aimed at prevention of temperature rises in the range 100 -260 C. Inhibition of the rapid dry oxidation processes above 260 C is difllcult and current efforts have met with only partial success.

The productive potential of the Nation's principal active and inactive silver mining districts has been evaluated, using 1964 economic conditions and assumed silver prices ranging up to $3 per ounce. On this basis, the United States has an estimated 5 billion ounces of unmined silver, excluding minor byproduct silver in gold deposits. Approximately 3.5 billion ounces are contained in deposits requiring higher silver prices to be economically minable, and about 1.3 billion ounces are in currently operating mines. An analysis of silver consumption trends since 1954 indicates that the free world industrial market will climb to nearly 800 million ounces annually by 1985. U.S. industrial silver consumption has been projected to increase at an annual rate of 4 percent from 1965 to 1985. Average annual increase for the remainder of the free world has been 8.1 percent since 1953; this is expected to level off with an estimated average increase of 5 percent to 1975 and 4 percent from 1976 to 1985. Foreign silver production has, in the past, exceeded consumption, but in 1960 the supply deficit was over 100 million ounces. U.S. production, also traditionally exceeding demand, was suddenly overtaken at the start of World War II. By 1964 the annual deficit, excluding coinage, was over 84 million ounces. World coinage requirements of silver are fast declining and expected to total only 25 million ounces annually by 1985. In fact, coins are already becoming major short-term source of silver to fill the large deficit between industrial demand and current production. The larger, long-term deficit (to 1985, the limit of this study) must be balanced by silver from the hoards and new production from silver deposits. Eventually all of the deficit must be met by new production or silver prices will rise until consumption is greatly curtailed. To balance free world supply and demand, it is estimated that the free world must produce an additional 85 million ounces by 1975 and 375 million ounces by 1985. The estimated proportion expected from U.S. deposits is 17 million ounces by 1975 and 74 million ounces by 1985.

"The measurement of error in assays collected as part of a mineral exploration program or mining operation historically has been undertaken in a variety of ways. Different parameters have been used to describe the magnitude of relative error, and each of these parameters is related to the standard measure of relative error, the coefficient of variation. Calculation of the coefficient of variation can be undertaken in a variety of ways; however, only one produces unbiased estimates of measurement error: the root mean square coefficient of variation calculated from the individual coefficients of variation.Thompson and Howarth’s error analysis approach has also been used to describe measurement error. However, because this approach utilizes a regression line to describe error, it provides a substantially different measure of error than the root mean square coefficient of variation. Furthermore, because regression is used, Thompson and Howarth’s results should only be used for estimating error in individual samples, and not for describing the average error in a data set. As a result, Thompson and Howarth’s results should not be used to determine the magnitudes of component errors introduced during geochemical sampling, preparation, and analysis.Finally, the standard error on the coefficient of variation is derived, and it is shown that very poor estimates of relative error are obtained from duplicate data. As a result, geoscientists seeking to determine the average relative error in a data set should use a very large number of duplicate samples to make this estimate, particularly if the average relative error is large."

"The gas dispersion measurement sensors and methodology developed by the mineral processing group at McGill University have to-date been employed at a number of plants in Canada, Australia, the U.S., South Africa and South America. In some cases the measurements have been directly linked with metallurgical performance while in others the gas dispersion surveys on their own have proved very useful in understanding the behaviour of the flotation cells. In addition to reviewing the current state of the gas dispersion measurement technology, the paper will present a series of case studies from the various plants and will show how this technology brings a remarkable new level of understanding to flotation behaviour. The influence of the bubble size distribution on recovery and grade are emphasized in the paper.INTRODUCTIONBackgroundThe advent of new sensors to characterize gas dispersion parameters in flotation cells is a development that is long overdue. While the chemistry of flotation has been studied since the early 1900’s, it is only now that the significance of bubble size distribution, gas rate and gas holdup can be meaningfully measured in-plant with robust and precise sensors. Early researchers, like T.A. Rickard (1916) recognized the importance of understanding the role of air and bubbles in flotation when he wrote in 1916 “we know that the key to the flotation process is to be found not in the oil, the acid, or the apparatus, but in the bubbles. The man who understands the mystery of a soap bubble has mastered the chief mystery of flotation”. In his 1999 review paper on The Froth Flotation Century D.W. Fuerstenau laments the fact that due to their “inert nature”, bubbles have never received their due attention from researchers who tended to focus on the chemical, physical, surface and colloidal aspects, rather than the physics of the process. It is perhaps fitting that now, 100 years after the inception of industrial flotation practice at Broken Hill, Australia, researchers and industry have turned their attention toward the importance of truly understanding the role of bubbles in flotation."

In order to provide insights for the optimization of ventilation systems for U. S. underground coal mines facing both methane control and spontaneous combustion issues, a computational fluid dynamics (CFD) study was conducted to model the potential for spontaneous heating in longwall gob areas. A two longwall panel district using a bleeder ventilation system was simulated. The permeability and porosity profiles for the longwall gob were generated from a geotechnical model and were used as inputs for the CFD modeling. In this study the effect of methane emissions from the mined coal seam, including the longwall face and overlying rider seam reservoirs on the gob gas distribution was considered. The spontaneous heating is modeled as the low-temperature oxidation of coal in the gob using kinetic data obtained from previous laboratory-scale spontaneous combustion studies. Unsteady state simulations were conducted and the effects of the coal’s apparent activation energy and reaction surface area on the spontaneous heating process were also examined. The Hoek-Brown failure criterion is often applied to a wider range of rocks than the isotropic rock masses to which it is strictly applicable. This paper evaluates the patterns of defects in rock masses using spherical projection contour plots of samples of randomly-generated orientations and datasets from mapping of New Zealand closely-jointed greywacke rock masses. Two indices from the contour plots - the area within the 1% contour (A1%) and maximum concentration (Cmax) are introduced for distinguishing uniform (isotropic), random or regular defect patterns. The indices provide a potential extension to current guidelines on the use of the Hoek-Brown failure criterion. The paper also outlines kinematic checks to assess the influence of defect clusters on rock mass strength. Das Hoek-Brown Bruchkriterium, das strikte nur fuer isotrope Gefuege gilt, findet oft einen viel weiteren Anwendungsbereich. Diese Arbeit bewertet diverse Dispersionsmuster der Defekte einer Gesteinsmasse. The 112th Annual National Western Mining Conference (NWMC) hosted by the Colorado Mining Association (CMA) drew some political heavyweights, if by voice only, into the fray of two of the hottest topics that the mining industry is currently facing ? climate change and the new energy economy. A changing political landscape in Colorado, as well as in Washington D.C., has given rise to questions about the economic future of the United States and the mining industry?s role in that future. While there has been a recent push away from traditional energy sources to a ?new energy economy? that is rich in renewable energy sources such as wind and solar, the NWMC?s agenda emphasized the role that minerals will play in new energy technologies. The conference was also full of talks about the industry?s role in reducing the United States? reliance on foreign oil and other mineral commodities. To that end, an impressive lineup of speakers were invited to attend the three-day conference Feb. 8-11, in Denver, CO. Unfortunately, Mother Nature had other plans and three of the four headliners, including Denver?s mayor and Democratic candidate for governor of Colorado, John Hickenlooper, were unable to get to the conference because of a massive blizzard on the East Coast locked them in Washington, D.C. However, with modern technology, a full auditorium heard presentations from Hickenlooper, National Mining Association (NMA) president and chief executive officer Hal Quinn and Glenn Kelly, vice president, government affairs for NMA. Republican candidate for governor of Colorado, Scott McInnis, did speak to the crowd in person.

Roof deterioration in weak moisture-sensitive rock leads to roof falls in coal mines. An observation site was set up in intake air at an underground coal mine in central Ohio to evaluate the time-dependent deterioration of moisture-sensitive roof rock. By periodically collecting and weighing the rock falling from the roof, the National Institute for Occupational Safety and Health (NIOSH) was able to quantify the deterioration of the moisture-sensitive shale roof. The measurements showed that more roof rock is falling in the dry winter months. Movements in an intersection were monitored in order to determine if deformation correlated with seasonal changes in temperature and humidity. The rate of intersection roof-to-floor convergence was found to be cyclical and related to seasonal changes, with more convergence during the months of April through September. At the study site intersection, the roof beam did not show deflection indicating movement most likely due to mine floor deformation. The bolt load also increased in the warmer months before shedding load, possibly due to rock failure. Temperature and relative humidity sensors, placed in holes in the roof show that mine air does not mix with the air in the holes. Consistent saturation levels of relative humidity were measured in the holes and it appears that high levels of moisture may have migrated into the bolt holes from roof shales. A roof sealant applied to a portion of the test roof appears to be preserving the roof and reducing the amount of rock fall into the entry, while the screened area virtually eliminated rock falling from the roof.

"This contribution reports recent mineral sorting experience and lists the opportunities of the newest generation of automatic sorters with a special focus on electromagnetic detection and Xray transmission. With the available sensor resolutions and actuator systems that are available today sorting of minerals down to 2 mm size and up to 250 mm lump size is technically feasible. In industry, ore as well as coal is still hand-picked and current automation potential only utilised in a handful of specific applications. Recently a number of technological developments took place that may increase sorting potential, save mill costs and lead to lower overall tonnage costs.They are:??High speed and high resolution sorting systems based on X-ray transmission imaging??High speed on-line image processing and further development of advanced data processing??Modular multi-sensor automatic sorting units (using one or more sensors such as colour, electromagnetic and X-ray in a single device)??Sensitive electromagnetic sensors for sorting based on differences in magnetic susceptibility and electric conductivityThe above enables compact dry separation, insensitive for moisture fluctuations and at high separation sharpness, as well as “electronic” high gradient magnetic separation for larger particles. Besides conventional X-ray transmission (XRT), dual-energy XRT (DE-XRT) is now being redesigned to meet the requirements of the mining industry. The mentioned technologies provide automatic dry separation of minerals and rock as alternative for conventional processing."

THE following note describing the behavior of copper under rather unusual conditions is offered here for its suggestiveness rather than as a complete study of the question. The examinations described were made because of a request for information concerning the embrittlement of copper when heated in a molten salt bath (sodium chloride) for the purpose of cleaning it, as well as for softening it. It is well known that metals may be rendered very brittle by electrolytic action, in aqueous solutions, in all probability by the action of nascent hydrogen, and it was suspected that perhaps the embrittlement of the copper by means of the molten salt was produced in a somewhat similar manner. It was found that the copper was in contact with iron (or steel) while immersed in the molten salt, through the occasional use of an iron stirring rod, iron forceps for handling the pieces, and an iron pot for containing the fused salt. In the electrochemical potential series iron and copper stand some distance apart, copper being electronegative to the iron. Assuming that the two metals bear a similar relation to each other, when immersed in a bath of molten salt, as they do in an aqueous solution, they would be expected to form a galvanic couple, the copper being the cathode. By this means the copper might be embrittled, as often happens in aqueous solutions, by the action of the liberated hydrogen. In this case, however, the embrittlement must be attributed to some other agent than hydrogen. To demonstrate how copper may be embrittled under these conditions, two small rods, one of copper and the other of mild steel, approximately 3/8 in. (9.5 mm.) in diameter, were immersed in a bath of sodium chloride that had been heated somewhat above its fusion point (melting point of sodium chloride is 819° C.) and an electromotive force of approximately 6 volts from a storage battery was impressed upon the system. Solid-bowl (decanter) centrifuges are used extensively to dewater slurries in a wide range of industries. However, the application of decanters as classification devices is not as common. In this study, the performance of a continuous, pilot-scale, solid-bowl centrifuge was evaluated when classifying an ultrafine coal slurry containing nearly 60% material less than 10µm. The current study examined the effects of operating conditions on centrifuge performance. The test conditions included centrifuge bowl and scroll speeds, volumetric feed rates, solids concentration, and pond depth. Centrifuge performance was evaluated using partition curves, along with product yields and solids concentrations.

"This paper examines the economic advantages of tuning the operation of a differential Cu-Zn flotation circuit as a function of metal prices. Three operating strategies are considered in the analysis: 1) the operation of the circuit at planned copper and zinc concentrates grade with maximum recovery of both metals; 2) the operation of the Cu circuit at maximum copper smelter return per ton of ore and of the Zn circuit at a maximum zinc smelter return per ton of ore; and 3) the operation of the circuit at maximum copper and zinc smelter return per ton of ore. The second strategy tunes the copper circuit independently from the zinc circuit, while the third strategy tunes both circuits simultaneously IntroductionMetal prices play a very important role in the mineral industry (Malhotra and Dowling, 1991). In many cases, metal prices can be the basis for the GO/NO GO decision of a mining project (Malhotra and Dowling, 1991; Apostolides, 1983; Davis, 1996). This direct impact of metal prices on company revenues is highlighted in many annual reports. The 1995 Noranda Annual Report indicates that a variation of 10% of the copper price impacts its yearly revenues by $25,000,000. Some mine operators claim to mine stopes as a function of metal prices (Liimatainen, 1996; Hartman, 1992). This impact of metal prices is also recognized by mill operators that seek strategies to tune ore processing circuits to maximize revenues from the concentrate they sell to smelters (McKee, 1991; Barker et al., 1989; Hales and Ynchausti, 1994; Cipriano et al., 1995). In many cases the problem of tuning the operation of an ore processing circuit is complicated by the fact that the ore contains two or more valuable metals which have to be recovered into separate products. The Agnico-Eagle (Robitaille and Cousin, 1995) and Barrick East Malartic (Pelletier, 1996) Cu-Au mines are examples, as well as the Cu-Pb-Zn Brunswick mine (Shannon et al., 1993) or the Cu-Zn Louvicourt (Whiteway, 1995) and Selbaie (Wright, 1995) mines."

The seismic wave produced by an explosive is very important in blasting. A true understanding of the wave is only important when considering possible structural damage to buildings located near the blast, but it is also of primary importance when considering rock fragmentation. Because of the importance of the seismic wave to fragmentation, a finda-mental study of the seismic wave and its effect was made at the Cananea Consolidated Copper Co.'s mine at Cananea, Sonora, Mexico. Strain gages were used to measure the strain in the rock when nearby explosive charges were detonated. The variance in the circuit voltage caused by changes in the resistance of the strain gage was measured with an oscilloscope and recorded with a Polaroid camera. CONFINED DRILLHOLE CHARGES To record the seismic wave from a confined drillhole explosive charge, a gage was cemented to the bottom of a 4-in diam drillhole. The horizontal gage hole and nine horizontal charge holes were drilled perpendicular to the center line of the 2-39 drift and 4 ft above the floor. The gage hole was 29 in. deep, and the charge holes were drilled so that each bottomed 1 in. deeper than the gage hole. The gage was installed with its axis horizontal and parallel to the 2-39 drift. The charge holes had the following horizontal distances from the gage: hole 3, 3 ft; hole 4, 4 ft; hole 5, 5 ft; hole 9, 9 ft; hole 10, 10 ft; hole 14, 14 ft; and hole 15, 15 ft. Figs. 1 and 2 show the relationships of the gage and the charge holes. Charges of 80 pct special gelatin, which weighed 50, 100, and 150 g were exploded in the charge holes and the seismic waves were recorded. All charges were stemmed with 200 g of mud and detonated with an electric blasting cap. Fig. 3 shows the recorded seismic waves. The reflected components of the waves were too weak to be objectional on these records. Table I shows the data taken from the wave forms. The approximate average velocity of a wave with a 9-ft travel distance was 12,900 fps. Since different charge weights were used, it was necessary to scale the data. The scaled maximum compress ion-strain data and the scaled maximum tens ion-strain data are shown in Figs. 4 and 5, respectively. Figs. 6 and 7 show the strain-distance data from Figs. 4 and 5 converted to a 1-lb charge. The results showed that the wave consisted of an initial compression pulse followed by a tension pulse. The amplitude of the tension pulse approached the amplitude of the compression pulse as the distance between the gage and the shot increased. The decay rate of the seismic wave is very important in the evaluation of the blasting characteristics of a rock. When high-amplitude stresses are produced, as in rock fragmentation, the rate of decay is much more rapid than when small amplitude stresses are produced. In underground mine blasting, the burdens are usually not greater than 6 ft and the decay is very rapid. The rapid seismic-wave decay rate in the fragmentation range means that in practice, if the minimum weight of powder is used to break a specified burden, only a very
