Real gross national produce (GNP) grew at a seasonally adjusted annual rate of 2.0% in the fourth quarter (table 1). The restrained quarterly growth rate was the slowest in 2 years, and was substantially slower than the 2.5 % rate of the previous quarter. According to the U.S. Department of Commerce, the summer drought reduced the fourth-quarter growth rate by 1.1 percentage points. A growing trade deficit and a reduction in business investment were the key economic factors curtailing growth. The trade deficit widened by $6.8 billion, reflecting both a surge of imports and a slowing of exports. Business investment declined 3.7%, mainly as a result of a slowdown in computer sales. On a year-to-year basis, the economy grew at an inflation-adjusted rate of 3.8% for 1988, the fastest in 4 years, despite the drought. However, on a fourth-quarter-to-fourth-quarter basis, real growth measured 2.7%. Increased exports and business spending for plant and equipment accounted for much of the 1988 GNP growth. Employment continued to grow as the manufacturing sector added 414,000 new workers (table 2). Of these, the primary metals industry added 26,000 workers, and the clay, glass, and stone industry added 10,000. The civilian unemployment rate remained low throughout 1988, fluctuating between 5.3% and 5.4% during the last quarter.

Diaphragm walls (D-walls) are known as underground structural elements commonly used for retention systems and permanent foundation elements. In addition, they are also quite often used as deep groundwater barriers, called Cut-Off-Walls (COW). Shanghai ranks third among the most densely populated metropolises in the world. In 1990, only eight million people lived there. Today, Shanghai has about25 million inhabitants. The increasing demand to accommodate the infrastructure of growing megacities like Shanghai pushes the required depth for subway, sewage and foundation projects to the limit. Future projects will demand excavation depths of more than 100 m (328 ft) on a regular basis. Already carried out reference projects will be described and a general outlook for upcoming projects will be given. The paper also explains the installation process in general focusing on the use of trench cutter technology. It is anticipated that, with the increasing trend of utilizing more and more underground space to accommodate environmental considerations and urban/suburban development, there will be an increasing requirement for diaphragm wall usage in even more difficult conditions and with increasing depth. The trench cutter is the most important tool for performing this work. The hydraulic grab, a well-known and valuable excavation tool for d-walls reaches its limits in terms of depth and when cutting rock. Therefore the trench cutter technology will be in the focus of this paper. The trench cutter itself is a reverse circulation excavation tool. It consists of a heavy steel frame with two drive gears attached to its bottom end, which rotates in opposite direction around the horizontal axis. Cutter wheels are mounted onto the drive gears. As they rotate, the soil beneath the cutter wheels is continuously broken up, removed, mixed with the bentonite slurry in the trench and moved towards the opening of the suction box of the pump? A centrifugal pump located right above the cutter wheels conveys the slurry via a hose system up to a desanding plant. There the slurry loaded with soil and rock particles is cleaned and returned into the trench.

The reconstruction of the world after the present war must inevitably be profoundly influenced by the rise and progress of New China.The principle of Chinese mathrity has been admitted by Great Britain and the United States by their abjuration of extra-territorial tights, and by the withdrawal of the Maritime Customs Administration. The United States admits equality by her declaration that Chinese are eligible for American citizenship, and the reaction to this will be swift enmity to such peoples as may impose humiliating restrictions upon Chinese citizens.Finally, the decisions of the Moscow Conference and the recent meeting of National leaders in Cairo give partnership rights to this new State in post-war reconstruction, and open the way for a rapid realization of her destiny.It seems certain that China, if so she wills, can become, within a generation or so, one of the considerable forces of the world. The toad she wiII follow will be lighted by her own inherent and intrinsic genius. Her speed of progress can no longer be forcibly influenced by other nations and the attitude towards her of somewhat contemptuous patronage hitherto adopted by the European communities bordering the Pacific Ocean must be radically modified.It is doubtful whether the European will ever reach full understanding of Chinese mentality. The Chinese "way of life" since the dawn of her civilization has been totally divergent from that of the European, but the enormous potential strength, due to the simplicity of their requirements and their steadfast industry, is a function of that "way of life." On the other hand the trend of reorganization must obviously be towards Western standards; and a wide knowledge of the potential strength of the Chinese is possible and will be essential in our post-war world. The following, necessarily inadequate, notes are therefore offered, as an indication of the obstacles to be overcome and the capacity of the Chinese executives and operatives to overcome them.For 'thirteen centuries the political and social structure of China proper (ie, excluding Mongolia, Manchuria and Tibet) has been rigidly shaped by the philosophy of Lao Tze and the ethics' of Confucius. This Taoism, which is described as the "way of harmony" with its three jewels of character, gentleness, economy and humility, advocates the minimum of social, economic and political organization and still gives the key to the Chinese character.The Mongol and Manchu conquests of the 12th and 17th centuries, respectively, could hardly be dignified with the name of war, but the superior intelligence and harder mentality of the unwarlike Chinese finally absorbed...

Coals may be divided into six classes-anthracite, semi anthracite, semibituminous, bituminous, subbituminous, and lignite. The first three cla~ can be distinguished by dHferences of composition, particularly the proportions of fixed carbon and the ratios of the fixed carbon to the volatile matter in the cools. The last three classes can be distinguished by di:fferences in physical character, chiefly in color and in manner of weathering. Lignite is brown, not black, and has generally a woody look, but it weathers in much the same way as subbituminous coals. On exposure to the air lignite slacks or crumbles. The lumps check and fall into small irregular pieces that exhibit a decided tendency to separate into extremely thin plates. Hence lignite deteriorates greatly during storage or long transportation. The most characteristic feature of the composition of lignite is a large percentage of moisture. '!his high moisture content reduces the fuel value of freshly mined lignite, and the partial evaporation of moisture, on expooure, causes th6 fuel to check and fall to pieces. Consequently, attempts to increase the efficiency of lignite as a fuel involve reducing its percentage of moisture and increasing its ability to endure storage and transportation. Both these results are accomplished by briquetting.

This paper summarizes the weight of epidemiological evidence to evaluate the hypothesis that asbestos exposure is causally associated with increased risk of gastrointestinal (GI) cancers as suggested by Selikoff in an early study of insulation workers. This review looks at populations that develop GI cancers, namely stomach, colorectal, colon and rectal. Guidelines for assessing causality are strength of association, biological gradient and consistency of the associations. Exposure?response (E?R) was evaluated using three methods to estimate exposure. Rate Ratios (RRs) for lung cancer and percent of mesothelioma are used as surrogate measures of asbestos exposure for all the cohorts of exposed workers. Quantitative or semi-quantitative estimates of cumulative exposure to asbestos were also used to assess E?R trends and were compared to E?R trends for lung cancer and mesothelioma in individual studies. Surrogate measures are important since there are few individual studies that have assessed E?R. None of the various methods to estimate asbestos exposure yielded consistent E?R trends and the strength of the associations were consistently weak or non-existent for the four types of GI cancers. The epidemiological evidence detracts from the hypothesis that occupational asbestos exposure increases the risk of stomach, colorectal, colon, and rectal cancer. INTRODUCTION Conceptual design of the first Exploratory Shaft (ES-I) for the Nuclear Waste Repository in Basalt (NWRB) began in July 1981; detailed design began in February 1982, and was largely completed by December (RKE/PB, 1983). The intent was to begin shaft construction by January 1983. The site had been prepared at that time, a construction manager selected and on board, the starter hole excavated and lined, and steel casings were under procurement. Government policy changed, however, and construction was halted before the drill rig started turning. Construction is now planned to begin in 1988. ES-I is a part of the site characterization program for the NWRB. The shaft will be used to develop production data and related information relative to drilling shafts at the site near Richland, WA, and to provide access to the repository horizon for site characterization and testing. The early program called for one shaft and some 330 m (1000 ft) of drifting. The program has since expanded to include a second shaft (ES-II) and more extensive drifting and testing. Currently, both shafts are planned to be 1.8 m (6 ft) in finished diameter, but studies are underway to determine if the second shaft should be larger. The drilling method was selected for shaft construction primarily because it offered a significantly shorter construction period than conventional shaft sinking using freezing and grouting. The finished drilled shaft will be lined with a continuous steel lining. Personnel are safer during construction with a drilled shaft than with a conventionally sunk shaft. The drilling method

The Bureau of Mines has developed MULSIM/BM, an improved computer program using the boundary-element approach for geomechanical analysis of mine plans in single or multiple coal seams. This Information Circular presents the improved features of the MULSIN/BM program. The four major improvements are the following: (1) Ability to specify up to 26 material property sets. (2) A new material model capability for gob and inserted materials such as packwalls or cribs. (3) Ability to model a large area with a grid of undivided blocks and to subdivide only a specified fine-mesh portion of these blocks into elements. (4) Specification of extraction ratios for the undivided blocks. In addition, an interactive graphics mesh generator program was written to accompany MULSIM/BM. A complete user's guide and program listings are included within the appendixes. The MULSIM/BM and mesh generator programs are available on tape from the National Technical Information Service.3

The mining engineering design professional has limited practical and reliable tools for planning successful room-and-pillar stone mines using readily-available and collectible information. Three techniques are in common use today: the hard rock CANMET method of Hedley and Grant, the hard rock method of Stacey and Page, and the oil shale method of Hardy and Agapito. Other methods have been proposed, such as the USBM method of Obert and Duvall, the CSIR/Penn State method of Bieniawski, and the soft rock confined core method of Abel, Wilson, and Ashwin. However, the latter have practical shortcomings when applied to room-and-pillar stone mines such as developed for construction aggregate production. Ideally, the use of multiple techniques resulting in the same acceptable and reliable answer is the goal. Recently, in several underground stone mines areas of undersized pillars were examined. These undersized pillars apparently resulted from non-adherence to a mine plan. These undersized pillars now exhibit strong evidence of incipient failure such as slabbing, opening of through-going fractures, and hour-glassing. This situation allows examination of pillar designs at a ?safety factor? of essentially one. This rare opportunity allowed the examination of the suitability and adjustment of the first three design methods discussed, resulting in greater overall confidence in the methodologies.

THE Federated American Engineering Societies through its Executive Board has endorsed House Bill 5230, introduced April 26, 1921, which provides for- the completion of the topographical survey of the United States. Before this bill can be reported out it will be necessary for the House Committee on -interstate and foreign commerce to hold hearings. This will not be done unless the engineers of the country show interest -and demand action which should be taken immediately after the recess ends and Congress reconvenes this fall. Surveys and maps have been made in this country ever since Captain John Smith mapped Chesapeake Bay about. 300 years ago, but it is only in comparatively recent years that the need for accurate maps has been keenly felt by those engaged in the industrial' and commercial development of the country.

Diesel Particulate Matter (DPM) is considered carcinogenic after prolonged exposure. With increasing use of diesel-powered mining equipment in underground mines, miner?s exposure to DPM has been increasing. Most studies on the issue has been DPM control measures with few studies on diesel exhaust propagation patterns after leaving the tailpipes. This study uses computational fluid dynamics (CFD) to investigate the airflow pattern in an underground metal/nonmetal mine for a single heading. Several high DPM concentration areas are identified in the study and common practices for compliance are suggested. Airflow and DPM distribution are compared between blowing and exhausting face ventilation systems. Suggestions are also provided for the protection of miners in the face area.

Recent developments in hardware and software have made accurate measurement of Underground Face (Development) Drilling a reality. New and compact laser profiling equipment makes it possible to measure drilled material left on the face as well as the actual tracks of the holes drilled in the rounds. Utilization of these available technologies makes it possible to correctly define the drilling accuracy and the blasting pull. Through the use of actual face round measurements, I will show the level of definition and amount of information that can be collected.

The mechanization of hard rock underground mines offers a large potential for reducing cost, improving efficiency, and increasing profitability. However, in spite of serious efforts by quite a number of equipment developers and mining company initiatives, the industry has achieved little real progress. The task is difficult and the blasting alternative to mechanical excavation is an effective and well-developed method, which continues to improve in spite of its inherent limitations. A large number of machines have been built and tried. Only a few developments have succeeded to make a major impact on underground hard rock mining. It is certain that hard rock mines would be laid out and designed quite differently if the mining engineers knew they had available continuous mechanical excavation machines. In the absence of the machines, mines will be designed for excavation by traditional methods. It is not easy to utilize mechanical excavation in a mine which is designed to operate with normal drill and blast excavation. This is certainly an impediment to machine development. But what if an ore body cannot be mined conventionally, simply because the mining company cannot get permits to satisfy the ever increasing strict EIS requirements of the general public and governmental agencies? This may provide the incentive necessary to develop the equipment that will be needed by a new mining method that will have almost no impact on the environment.

"The opening chapter of this volume, by A. Ignatieff, places in perspective Canada's coal resource base as part of the world scene. This chapter will focus on the Canadian scene.Units of measurement in this report are in the International System of Units (SI) as approved for official use by the Canadian Standards Association and Metric Commission Canada. These units have been adopted by the Mining Association of Canada and the Coal Association of Canada. To assist with the shift to metric units these two associations have published ""Metric Practice Guide for the Canadian Mining and Metallurgical Industries"", 1978(1J, Appendix ""A"" lists some useful conversion factors along with SI prefixes. The last official assessment of Canada's coal resources and reserves was done by the Department of Energy, Mines and Resources and presented in Report ER 79-9 ""Coal Resources and Reserves of Canada"", published in December 1979 and authored by H.U. Bielenstein, L.P. Chrismas, B.A. Latour and T.E. Tibbetts(2). The Geological Survey of Canada has a continuing project concerned with coal resource assessment as does CANMET, whose concern is with coal reserve assessment and coal quality. As well, Alberta's Energy Resources Conservation Board (ERCB) has a continuing assessment program for coal in Alberta and publishes an annual reserves report, the current issue of which is cited as reference No. (3). The difference in resource and reserve terminology as used by EMR and ERCB has a major effect on derived tonnages for Alberta. This difference will be discussed later. In 1982 the Department of Energy, Mines and Resources produced a map titled ""Canada-Coal""<4J which outlines coalfields and illustrates coal import and export movements for the years 1981and1980. A copy of this map is contained in the map pocket of this publication. Two other resource assessment reports are noteworthy, the first is ""Coal Resources of Southern Saskatchewan: A Model for Evaluation Methodology"", by J.A. Irvine, S.H. Whitaker and P.L. Broughton<SJ which is one of the major outputs of a joint federal-government study of southern Saskatchewan's lignite deposits. (Another output from this same study' is the Geological Survey of Canada's SASCO file, a computer processable file holding borehole and coal quality data.) The second is ""Deep Coal Resources of the Interior Plains, Estimated from Petroleum Borehole Data"", by G.D. Williams and M.C. Murphy(6) which identifies coal resources from nearly 4,000 petroleum exploration boreholes distributed uniformly over an area spanning Manitoba, Saskatchewan, Alberta and British Columbia."

The aim of this investigation was to study the influence that varying production rates have on iron sinter quality. This was done by performing sinter pot tests at different pressure drops over the sinter bed, namely 11 kPa and 15 kPa (for 500 mm total bed depths). During each of the sintering processes temperature-time profiles were recorded of the top, middle and bottom layers of the sinter bed. On completion of the sinter process the sinter cakes were divided into top, middle and bottom layers. The physical properties of each layer were subsequently characterized by performing a tumbler test and a sieve analysis. A comprehensive mineralogical study was also conducted on each layer. This study revealed that sinters of similar cold strength could be produced under the examined production rates. However, a higher production rate was accompanied by an increased amount of fines. The cold strengths of both sinters significantly increased from the top layer to the bottom layer of the sinter bed. This strength variation is not related in any simple way to the phase composition. Pin Piles are small diameter, bored, cast-in-place piles used to underpin structures. They were first employed over 40 years ago in Italy, and have been used in the U.S. since the late 1970&apos;s. However, it is only in the last few years that their full potential in terms of load holding capacity has been exploited: whereas 100 kip working loads typified former practice, ultimate loads approaching 700 kips have recently been recorded for Pin Piles founded in sand. In order to better understand the actual performance of these piles, fundamental research has been conducted by a consortium of industry and academia. This paper describes the advances made in the laboratory and full scale field testing programs. In particular, the extensive field tests have been conducted in a variety of materials in which different pile configurations have been cyclically tested to failure. By using this test method, the elastic performance of the piles has been examined and so the progressive interfacial debonding phenomenon has been studied. This has led to the development of the Elastic Ratio concept which is proving extremely useful in analyzing and predicting Pin Pile performance. Data are provided from the full scale Test Pile Programs conducted at Mobile, AL and Port Vancouver, WA. Given that Pin Piles are usually installed in areas of low headroom or restricted access, and through difficult, occasionally contaminated soils, the paper also describes key aspects of construction.

Geochemical conditions within a leaching operation are heterogeneous. This variability arises mainly from hydrological controls imparted by physical characteristics of the ore and by heterogeneous metallurgical properties at the rock-fragment and industrial heap scale. The resulting chemical conditions are responsible for stratified mineral recovery, non-uniform extraction and prolonged leach cycles. This paper presents field data from a sulfide-leaching operation which clearly demonstrate the impact of chemical heterogeneity on metal recovery and the potential use of modern measuring techniques to facilitate operational monitoring and decision making for optimization of leaching operations.
