A recent report to President Reagan from the Business-Higher Education Forum, entitled, "America's Competitive Challenge: Need for a National Response," (1) observes that in the recent past, ". . . much of that research, which is necessary for major breakthroughs and sustained productivity improvements, was redirected to short-term objectives ... At the same time, American universities, which conduct more than half of the nation's basic research, have suffered from an accumulated under-investment in facilities and equipment amounting to an estimated $1-4 billion." Also contributing to the decline in America's productivity, the report said, are "...weak technology transfers between government and industry and between universities and industry..." This report as well as other recent reports and articles have, reopened a subject which has long been debated but rarely resolved-- the interaction between the academic community and industry in the sponsorship and conduct of research. The subject is unfortunately, too often treated as a controversial issue involving ethics and the profit motive when, in fact, the two branches of society -- industry and academia -- are necessarily part of the same system. I would like to speak to you today on the subject of university-industry interactions and to some extent discuss the role of government in such interactions. Finally, I will make some remarks as to how this subject applies to the mining industry.

The dissolution behavior of copper and gold from their pure state and from Au/Cu alloys in cyanide solutions has been investigated using a rotating disc. Oxygen was used as an oxidant. The effect of the composition of the alloys, stirring speed of the disc, concentration of lixiviants and temperature on the overall dissolution kinetics has been studied. Gold/copper alloys of three compositions were used in this study. The atomic percent of gold in these alloys was 75, 50 and 25, respectively. The dissolution behavior of these three alloys was compared with that of pure gold and of copper under the same chemical conditions. In general, the dissolution of copper and gold from alloys is partially controlled by surface chemical reaction and largely by mass transfer.

The literature defines rockbursts in slightly different ways based on their generation mechanisms, field phenomena, and degree of damage, but in a way that is almost consistent. Generally, a rockburst refers to seismic events that mainly happen in underground excavations, for purposes such as underground mining, road and railway tunnels, nuclear power, etc., and that are followed by the collapse and outburst of rocks. Long-term rockburst prediction can be abstracted as a classification problem mathematically, in which we can introduce deep learning to solve it. Further, using deep learning in rockburst prediction can overcome drawbacks such as subjectivity and inconsistency brought from previous traditional approaches. A rockburst data-set, was employed to evaluate the current method for predicting rockburst grade, and the good results of overall success rate were obtained. The results indicated that the proposed algorithms can speed up parameter optimization search, the proposed method is robust model and might hold a high potential to become a useful tool in rockburst prediction research.

In September of 1988, the United States Environmental Protection Agency (US EPA) published final regulations that effect owners and operators of underground storage tanks (USTs). These regulation include stringent technical requirements for owners and operators of USTs containing petroleum and certain hazardous substances. The technical requirements effect both new (those installed after December 1988) and existing USTs and include notification; performance and operating standards; release detection, reporting, investigation; release response and corrective action; and closure requirements for out-of-service USTs. The USEPA also published final regulations regarding financial responsibility requirements for owners or operators of petroleum USTs in October of 1988. These regulations require owners or operators of petroleum USTs to demonstrate financial responsibility for the costs of corrective action and compensating third parties for bodily injury or property damage caused by releases from petroleum USTs. Like thousands of other industries, the mining industry must become thoroughly familiar with these new regulations in order to properly manage their UST systems, ensure compliance, and understand other ramifications imposed by these regulations.

In 2007, Rosebud Mining Company (RMC) opted to extend the reserve base of Tracy Lynne Mine by developing through a sandstone channel. The extension provided access to approximately 6 million additional recoverable tons (approximately 8 years of mining) which originally had been deemed inaccessible. An evaluation of the mine?s existing ventilation system, which was designed to meet the needs of the original limited reserve, concluded that two ventilation shafts would likely be required to adequately ventilate the projected workings in the expanded reserve. To assist in the evaluation, a ventilation model of the mine was developed using Ohio Automation?s ?ICAMPS MineVent? software based on field data from Tracy Lynne Mine, prior ventilation survey experience at similar RMC mines, and relevant published sources. Model results suggested that the most economical shafts would be an 8-ft diameter return and a 4-ft diameter intake. Unfortunately, issues related to property leasing and shaft site permitting caused construction delays. Therefore, the model was also used and proved to be effective in prioritizing interim ventilation upgrades which could be implemented in order to maintain coal production. Model results indicated that the best interim upgrades included rehabilitating restricted entries and damaged stoppings and replacing the main fan with a higher pressure fan. From late 2010 to mid-2012, all interim upgrades and shafts were implemented. Current models and mine experience indicate that ventilation will not be the limiting factor for mining the additional reserve.

In this paper we will review recent progress in the fundamental understanding of mineral additive interactions and present data which show how optimization can lead to improved products.

Natural materials can be used successfully in the construction of heap leach pads. The use of these materials usually result in the least expensive approach for such facilities. Sufficient geotechnical experience has been gained in the design and construction of clay heap leach pads so that they can be used with confidence. A number of operators presently use clay pads in their heap leach facilities; these include Alligator Ridge, Ely, Nevada (gold), and Union Carbide, Gas Hills, Wyoming (uranium). This paper describes the construction and field investigation of a clay pad for the heap leaching of agglomerated precious tailings. The project is located in the Mojave Desert, Southern California. The design had to satisfy operational requirements as well as regulatory requirements. The California Water Quality Control Board (WQCB) was one of the agencies which had to issue a permit for the project. Their biggest concern was the discharge or escape of cyanide into the environment. Rather stringent requirements were therefore placed on the pad design criteria, especially in terms of permeability.

The Walnut Creek Mine was developed in 1989 to supply lignite to the Texas-New Mexico Power TNP-ONE power plant. Being new, we had the opportunity to start from scratch and rethink many of the traditional methods of managing a mine operation. We had the opportunity to create a team environment, encouraging people to get involved and make decisions. The founding philosophy of the mine, "A Quality Product by Quality People", acknowledged that the key to a productive, quality operation was the people. This paper will explore methods employed by Walnut Creek in selection of team members, building the team and the relative success of these methods.

The sand dunes which line the east shore of Lake Michigan resulted after the last, or Wisconsin, glacial period in Michigan. Melt-water streams carried vast quantities of glacial debris to the near shore areas of predecessors to Lake Michigan. As the lake levels receded, these vast quantities of sand were exposed to the prevailing westerly winds, which was the last major process that acted upon the sand and resulted in the formation of the dunes. 1 These dunes are one of the significant natural resources within the state. Michigan dune sands supply about 90% of the foundry sand used in the automotive industry, and 40% of the foundry sand used 2 for all purposes within the United States. The deposits owe their importance to the following factors: grain size distribution, grain shape, mineral composition and location with respect to the foundry sand market. In spite of their economic significance these I deposits are in jeopardy through legislative preemption.

The west central upper Peninsula of Michigan contains a large resource of graphitic slate. The slate has potential industrial use as a substitute for shale currently used in the production of portland cement. Some of the unweathered slate, however, has a high concentration of pyritic sulfur which can create emission problems when processed in a kiln. A low cost method to reduce the sulfur content of the slate through the optimization of pyrite oxidation in a bio-heap leaching operation was investigated.

Over the last 20 years, the manufacturing sector of our country has been called upon to comply with ever core stringent environmental standards. The primary metals sector was particularly hard hit early on, to develop the technology, acquire the equipment, and implement the programs to eliminate or reduce the by-products of metal making. To this end, through a combination of technological innovation and extensive capital expenditures, the metals industry has met, and in many cases, exceeded the minimum standards. It is to this escalating cost - liability exposure issue - that Dereco has addressed itself. As we move into the decade of the 90's, the challenge facing the metals industry concerning the environment will be even more difficult than the previous decade. To focus in on one major aspect of legislated environmental regulations, the issue we will address today is; now that the by-products of metal production have been identified, accounted for and collected, how are they to be disposed of? Water has received little attention as a variable in flotation, even though it is a known fact that water hardness often has an adverse effect on purity and recovery, particularly on the flotation of non-metallic minerals. Because of this fact, process water used in some flotation plants is treated to reduce hardness to an acceptable level. In the laboratory, distilled water is usually used as the flotation medium in order to standardize conditions, whereas in flotation plants locally available water is used. At Rosiclare Works of Aluminum Company of America, Rosiclare, Illinois, where a vein-type of fluorspar deposit was being processed by flotation to make an acid-grade fluorspar concentrate until February of 1968 when the plant was closed, qualitative correlations had been observed between metallurgy and reagent consumption and the seasons of the year. The observed effects were thought to be due to seasonal variations in the quality of Ohio River water used as the flotation medium. Figure 1 shows the variations in total hardness and chloride contents of Ohio River water at Rosiclare for the period September 1964 through September 1967. During this period, the sulfate content varied from 85 to 245 ppm (as Na2SO4), the calcium from 90 to 160 ppm (as CaCO3) and the magnesium from 50 to 70 ppm (as CaCO3). The data in Figure 1 show that the total hardness and chloride contents are highest in the late summer and fall which are usually periods of low water and lowest in late winter and spring which are usually periods of high water.

GENERAL DESCRIPTION The undercut-and-fill method of mining was devel¬oped by Inco Ltd. in the Sudbury district of Ontario, Canada, to deal with abnormal ground conditions en¬countered in pillar recovery. Although it is now some¬times utilized as a primary stoping method, the main application continues to be in pillar recovery. In any mining method in which fill is employed, pillar systems tend to fail gradually as stoping pro¬gresses. As a result, most pillars are completely destressed and broken by the time pillar recovery com¬mences. Control of the back in such ground becomes a major problem and is contingent on local conditions as they exist in the workplace. In most mining methods, operations such as drilling, blasting, slushing, and tim¬bering can be readily assessed and the mining cycle pre¬dicted. However, in the mining of pillars with overhand methods, the time and effort required to maintain a safe back varies to a quite unpredictable extent. For years the square-set method was the most effective means available for pillar recovery. However, in areas where bad ground was encountered, square setting was a costly and sometimes hazardous method. As the tonnage mined from pillars increased, it was apparent that a safer and less expensive approach was required. Past experience indicated that the best way to deal with broken ground was to mine from the top down. Top slicing systems were examined but were rejected due to the major sub¬sidence which resulted. However, ideas generated from studying top slicing finally developed into the present method of undercut-and-fill. This method, which has almost completely replaced square-set mining, exhibits reduced costs, has improved safety and efficiency, elimi¬nates the factor of bad ground overhead, and allows a closer prediction of the actual mining cycle. The result is more accurate scheduling of pillar production. This factor is of increasing importance as the tonnage from pillar recovery increases in relation to total mine pro¬duction. Undercut-and-fill is a method of extracting a block of ore by mining successive cuts, working from the top down. After a cut of ore is completely mined out, lami¬nated timber stringers are constructed along the sides for the full length of the cut. Round logs covered by a wire screen are laid across the stringers to form a mat. The cut is then tightly filled with hydraulically placed cemented sand fill. Mining is then resumed on the cut immediately below the mat. As the cut advances, the timber stringers are supported by round timber posts seated on the solid bottom of the cut. Drilling, blasting, muck removal, and timbering operations are repeated until all the ore in the cut has been removed. At this time, another log mat is laid and the cut is filled. This sequence is continued until the block has been mined from level to level. The basic principles of undercut-and-fill can be adapted to a variety of mining situations. It can be applied transversely or longitudinally in ore bodies of varying width, that dip from vertical to flat lying. The method can be applied using conventional equipment or it can be mechanized through the introduction of small diesel or air-powered units for muck removal. Undercut¬and-fill is a selective method, ore recovery is high, and dilution can be controlled to an acceptable level. How¬ever, it is a high-cost, labor-intensive method and as such its use is restricted to areas where the less costly meth¬ods of ground support are not successful or where bulk mining methods are not adaptable. One basic require¬ment for undercut-and-fill is an adequate source of hydraulically placed cemented sand fill and a dependable sand plant and distribution system. The success of the undercut method is to a large degree dependent on the competence of the fill placed in each of the successive cuts. In theory, the weight of the fill on each cut is supported in part by the cemented sand itself as it binds to the rough sides of the mined¬out areas next to the pillar walls, and in part by the tim¬ber support. As mining progresses beneath the mat, a downward pressure is exerted within the cemented fill and a voussoir arch develops above the mat, across the full width of the cut. This supports the major portion of the load. The log mat and posts have a double func¬tion in that they carry the remaining weight not sup¬ported by the voussoir arch and in addition prevent any pronounced settling of the fill mass. Excessive settling breaks the bond between the cemented fill and the pillar walls, eliminating the arch effect and transferring the entire load to the mat and posts. The theory of a voussoir arch forming within the cemented sand fill mass is substantiated in practice by the fact that pillars have been mined from level to level with no more significant weight on the bottom cuts than was experienced on the top cuts. In effect, as mining progresses downward, there is no additional transfer of weight from previous cuts to the cut being mined. APPLICATION OF UNDERCUT-AND-FILL Because of their size, the Sudbury ore bodies are, for the most part, mined transversely and, to a considerable extent, by filling methods. Transverse stoping blocks are designed with 9-m (30-ft) crown pillars established be¬low each level and with stopes separated by vertical rib pillars. In past years, floor pillars were left above the level as well, but present practice favors the silling of primary stopes at the base of the rail. Rib pillars are designed to meet the ground control requirements of the primary stoping methods. Local conditions and past experience generally dictate their size. Historically, since the square-set method was to be used for recovery, rib pillars were designed to accommo¬date standard 1.7-m (5'h-ft) sets. A typical rib pillar is four sets wide [6.7 m (22 ft)] when located between two square-set or cut-and-fill stopes having a width of 8.4 m (27.5 ft). The use of ozone as an oxidant for the direct leaching of zinc sulfide (sphalerite) concentrate in sulfuric acid medium under atmospheric pressure was explored. The influence of acid concentration, feed gas injection rate, particle size distribution, stirring speed, temperature and slurry density on zinc extraction efficiency was examined. The experimental results showed that the leaching efficiency depends on all of these operating parameters except for stirring speed. It was found that essentially complete dissolution of zinc from the concentrate with the present method can be achieved in only about seven hours under the conditions of sulfuric acid concentration of 2 mol/L, particle size smaller than 74 µm, slurry density of 50 g/L, stirring speed of 420 rpm and feed gas injection rate of 1 L/min at ambient temperature. The experimental results suggest that the dissolution reactions produce independent elemental sulfur that is readily floated and can be easily separated rather than forming a layer on the surface of the reacted particle, as usually observed in a system with ferric-sulfate as oxidizing agent. It was therefore determined that the dissolved ozone play a key role in improving the rate of zinc dissolution from the concentrate. Analysis of the leaching kinetics indicate that the leaching rate follows the shrinking particle model, and the overall dissolution rate of zinc is controlled by a surface reaction.

INTRODUCTION The Harrison Western Corporation, a leading Denver based mine contracting and engineering concern, is presently engaged in sinking two 1,006 m (3,300 ft) shafts for the Phillips Uranium Corporation at their Nose Rock Project, approximately 13 miles northeast of the small community of Crownpoint in McKinley County, New Mexico. The Nose Rock Project is the first attempt by the Phillips Uranium Corporation to tap the deep uranium reserves in what has become known as the Grants Mineral Belt. (See Figure 1) Project Description Phillips Uranium Corporation's plan for the large 2700 metric ton per day (2950 tons/day) mining facility calls for a series of deep access and ventilation shafts ranging from 4.27 m (14 ft) to 5.49 m (18 ft) in diameter to approximate depths of 1,006 m (3,300 ft). The initial pair of shafts consists of one production shaft and one ventilation shaft separated by a distance of 91 m (300 ft). The interbedded layers of sedimentary sandstones and shales to be penetrated by the shafts contain several major water producing aquifers, the deepest being the mineralized zone called the Westwater Canyon Member of the Morrison Formation.

Three years ago a research program was initiated at the University of Saskatchewan to develop seismic surveying techniques for use in the Precambrian geological environment. The success of the reflection method in many younger geological settings suggested that this is the technique which would be the most suitable for experimentation. A successful adaptation of this technique to the Shield environment would make mapping of rock formations possible to much greater depth than is possible at the present time with any other applied geophysical technique. This presentation attempts to illustrate the advances which have been made in this program and will provide some insight into future plans. The field investigations were limited to the Flin Flon basin near to the town of Flin Flon, Manitoba (Fig. 1). This area was chosen because the surface geology has been mapped in great detail and it is a very important base metal producing region. It is an ancient sedimentary basin with some characteristics similar to areas where the reflection method has been successful.

Two methods are developed whereby; (1) mineralogic data can be arranged in order of typicality, and (2) mineralogic data external to a model can be compared with the model and the degrees of association computed. Thirty arbitrarily selected base metal mining districts in the conterminous United States were classified as copper, lead, or zinc districts on the basis of tonnage of the major base metal produced. For each of the copper, lead, and zinc districts binary-occurrence distributions were compiled for primary (unoxidized) and secondary (oxidized) minerals. Primary and secondary minerals were then arranged in order of decreasing typicality. Model copper districts are most typified by primary chalcopyrite, pyrite, and secondary malachite. Model lead districts are most typified by primary galena, quartz, pyrite, sphalerite, and secondary anglesite and cerargyrite. Model zinc districts are most typified by primary sphalerite, galena, pyrite, quartz, and secondary smithsonite and cerus-site. The Park City district was removed from the model and its primary and secondary mineralogy was compared with the model copper, lead, and zinc districts. The primary mineralogy of the Park City district is about equally associated with the model copper and lead districts, but the secondary mineralogy is much more akin to the model copper districts. Thus, with respect to the model data, the geochemical target presented by the Park City district resembles a copper district more closely than a lead district.

The Rio Blanco Oil Shale Company completed a modified in situ oil shale retorting demonstration at its Tract C-a Lease in the Piceance Creek Basin of northwestern Colorado during the spring of 1982. This demonstration was the first MIS project with shafts rather than adits for access to the mining operation, and it involved several potential hazards which required that particular attention be paid to mine ventilation. Methane was first encountered during shaft sinking and ultimately resulted in the mine being classified gassy by MSHA. Secondly, we encountered hydrogen sulfide in association with the ground water, and this proved to be a more persistent problem than did the methane. Thirdly, in order to burn the underground retorts, it was necessary to provide for potential leakage of retort gases and to obtain a modification to the MSHA standard which forbids fires under- ground. This modification had a significant effect on the ultimate ventilation procedures at Tract C-a. An extensive under- ground air monitoring program was included in the ventilation system.

This study is initiated to investigate the efficiency of separation of mineral slimes using electroflotation as compared to that of column and conventional flotation techniques. Important parameters such as collector concentration, pH, current density, aeration rate, etc., have been studied. The results indicate that electroflotation can be used more efficiently in processing rutile slimes (10 µ) under certain operating conditions.

In approaching a discussion of production of cement, I hope I won't be like the porter in the bank who was asked if he could give some details on the rediscount rate. He replied, "Boss, when I said hello, I told you all I know." Need for change every so often is illustrated by the story of the little boy four years old who had not spoken a word in those four years. One morning he said, "This damned oat meal is burned'." His Dad was amazed and said, "Son, how come you haven't said a word for four years and now out of a clear, blue sky you say, "The oat meal is burned." Johnny said, "Well, up to now everything has been all right." Not being a mining engineer myself, and my subject not dealing with mining engineering directly, I can only hope that you will agree that the subject has current relevancy by the feet that it can materially improve our environment by putting to good use a potential environmental polluter; namely, fly ash. The profitable utilization of fly ash can reduce cost of use of coal as an energy source. Therefore, it behooves us all to explore to the greatest depth, the pluses and minuses occasioned by its use wherever possible. My particular subject and my particular interest lie in its utilization as a blend in the production of Type IP Portland-Pozzolan Cement meeting requirements of ASTM C-595, Type IP.
