Soon New York City will have a new train station. A tunnel project is under construction to extend Line 7 to a new station that is located near the Jacob K. Javits Con-vention Center. This is also part of the Hudson Yards redevelopment project that is intended to aid redevelop-ment of the west side of Midtown Manhattan around the Long Island Railroad?s Caemmerer Railyard. The station, or ?cavern? as it?s called by those excavating it, will be the portal for that growth. In the city, public transportation means high-rise residential proper-ties will have better access to the business district, and those outside the area will have greater access to event facilities ? two factors that are critical for development investment.

INTRODUCTION Project Description The Silver Line is a Bus Rapid Transit (BRT) Line and is Boston?s newest transit service. Silver Line Phase I extends along Washington Street entirely on the surface in priority bus lanes from Dudley Station in Roxbury through the South End and Chinatown neighborhoods to downtown Boston. The Phase I opened in July 2002. Silver Line Phase II consists of an underground transit tunnel from South Station to the South Boston Waterfront with underground stations at Courthouse and World Trade Center to Silver Line Way east of D Street. Phase II continues through the Ted Williams Tunnel to all the terminals at Logan Airport, and on the surface to the Boston Marine Industrial Park and City Point. Phase II opened in December 2004. Silver Line Phase III is a one mile tunnel connection to the existing Phase II tunnel in the vicinity of South Station and will eventually portal on Tremont Street just north of Marginal Road. After leaving the portal, the buses will use dedicated bus only lanes on the surface roadway network to connect to the Phase I service. Figure 1 shows the alignment of the Silver Line upon completion of the Phase III project.

Investment in the ferrous sector between 1981 and 1985 will total about $9 billion, or 7.6% of the state budget for capital assets. The money will primarily go to complete the first stage of the Baoshan Iron and Steel complex and to increase steel production by 3 Mt* (3.3 million st) and seamless tubing by 0.5 Mt (551,000 st). Investment in 1983 will be about $3.5 billion, a 28% increase over 1981. Although data on nonferrous investment is less specific, the Chinese announced early this spring that the country's investment would be 2.6 times greater than the average spent during the previous five year plans. Geological surveying will also be stepped up. The Ministry of Geology and Minerals recently announced it will incorporate a search for metal and mineral resources into its second round of oil and gas surveys. The Sixth Five-Year Plan desig¬nates some actual production targets. Steel is to increase to more than 72 Mt (79.4 million st). The country's production of 10 priority nonferrous metals - aluminum (and bauxite), copper, lead, zinc, nickel, tin, antimony, mercury, magnesium, and titanium - is to increase 12.7%. Top priority is to develop aluminum production. Renewed efforts are to be made to develop gold and silver production and to increase rare earth and rare metal production. By April 1983 when the China Nonferrous Metal Industry Corp. was established, some five months after publication of the Five-Year Plan, the goals for nonferrous development had already been upgraded and changed to include: • development priority status equal to that of coal's; • an increase of more than 150% in the 1985 projected production level for the 10 top nonferrous metals (a move from the Sixth Five-year Plan's production increase of 12.7% to one of 34%); and • modification of the top 10 nonferrous metals list to include tungsten, molybdenum, and rare earths. Aluminum, copper, lead, and zinc maintained primary importance, while mercury, magnesium, and titanium were deleted. It is likely that the modification will be taken one step further and titanium will be substituted for antimony. China has already indicated its intentions to stabilize rather than expand its antimony industry, while press reports play up the titanium industry's importance to the country's development. In addition, the China Nonferrous Metal Industry Corp. announced that it expects to register a progressive annual increase of 4% in foreign currency earnings through export. China's nonferrous development efforts, therefore, appear two-pronged. First, the country's efforts will be directed toward self-sufficiency in its four major process and primary metals - aluminum, copper, zinc, and lead - and a number of other nonferrous metals that are in increasing demand by its light industry sector. At present, 96% of China's non¬ferrous consumption is composed of aluminum, copper, lead, and zinc. Substantial portions of that must be imported to meet rising demand. Second, efforts will concentrate on those metals that can be developed the fastest and are in "urgent demand" on the international market. Metals such as tungsten, tin, molybdenum, titanium, nickel, and rare earths will be given freer use of foreign capital and technology to increase production levels and raise quality. Examples of some projects in the area include upgrading the country's carbide industry and developing new high speed and tool steels to meet international standards. Development of a three-dimensional mine visualization model for a section of the mine is addressed first. Discontinuity orientation and location information was taken from this visualization model for use in slope stability analyses. Estimated shear strength properties of discontinuities and mechanical properties of intact rock from the rock mass samples obtained from the mine are discussed next. The paper is then focused on the calculated maximum safe slope angles based on the performed kinematic and block theory analyses using the mapped discontinuities at the mine. Finally, the effects of water that exist in the rock mass, tension cracks, slope face inclination, overall wedge height and double benching on factor of safety of wedge stability are illustrated through limit equilibrium slope stability analyses.

New approaches that increase hydrometallurgical recovery from refractory minerals in below-mill-cut-off-grade sulfide copper ore can add significant value, improve profitability and increase ore reserves. This paper describes the development and implementation of an engineered heap (EH) approach to leaching low-grade, chalcopyrite-bearing ore at Freeport-McMoRan?s mine in Morenci, Arizona. The technical evolution of the engineered heap concept is described together with the challenges and benefits following implementation.

Scattered north and south along a 161-km (100-mile) stretch of Interstate 80, Newmont Min¬ing Corp. owns four active mining properties in Nevada?s northern high desert ? Carlin Trend Operations, Midas, Twin Creeks and Phoenix. Among the four, there are nine openpits, five underground mines and 14 processing facilities. While gold is the predominant ore, silver and copper are also produced. And in a move to hold down energy costs, Newmont built and owns the 200-MW (net), coal-fired TS power plant. This plant provides about 65 percent of the power used for Newmont?s own operations, while the rest is sold to NV Energy, which services Nevada and northeastern California. Bringing the Phoenix Mine ? Newmont?s newest in Nevada ? on-line presented many developmental and operational challenges. Located about 19 km (12 miles) southwest of the town of Battle Mountain, the general area had been home to prospectors and other mining companies since the 1860s. But any profitability in developing the lower grade gold, copper and silver deposit at Phoenix proved elusive, with Battle Mountain Gold being the last company to make an attempt. When Newmont acquired Battle Mountain Gold and its Phoenix reserves in 2001, the lower grade of ore was not a deterrent. Newmont found Nevada-wide cost savings synergies for maximizing profit during the depressed gold market of the late 1990s. The new property was aptly renamed the Phoenix Mine, a nod to its rising from the ashes of the dreams and efforts of previous mine owners.

Various controlled and ambient tests were undertaken to evaluate the performance of a variety of digital heat stress monitors, psychrometers and simpler temperature/relative humidity data loggers that measure, or determine, such parameters as: dry-bulb, natural wet-bulb, psychrometric wet-bulb and globe temperatures. In this comparison, funded by the Deep Mining Research Consortium, it has been found that all the instruments can competently measure dry-bulb temperature but the accuracy of other sensors could introduce significant uncertainty. For example the quality of relative humidity sensors and failure to correct for the barometric pressure difference in deep mines, directly impacts upon the calculation of psychrometric wet-bulb. The comparison has shown that the response of dry-bulb and globe temperature sensors can vary widely under different radiant heat conditions; however this would be negligible in most mines. Of more concern is the differing performance of the natural-wet bulb sensors especially at low relative humidity and low air velocity. Furthermore, from these tests and the currently available theory it was not possible to determine if any of the natural-wet bulb instruments measured that value correctly or validate any relationship between psychrometric and natural wet-bulb temperature at low air speeds where their difference is greatest. Consequently the uninformed use of some of the commercially available environmental heat stress monitors or derivations from other instruments could provide erroneous results affecting the work load category that can be accommodated or the rest ratio regime required.

As globalization continues, sustainability and social responsibility has become essential in foreign mining investment. However this global trend and the increasing acceptability toward the globalization process, viability and sustainability are not always achieved. Viability and sustainability of mineral projects is dependant on the social and political environment of the region where the mining venture is located and is based on the interaction between the mining entrepreneurs, national-local government representatives, communities, grass-roots groups and independent civil organizations. These are the organizations, which play the acting roles on the viability of mining projects and are the main source of socio-political risks for the project. Throughout the decision-making process to invest in a mineral project, socio-political risks are quantified using a set of measurable variables. Nevertheless, these risk measures should be dependent on specific industries. Two mineral projects, even in the same mining district, may have significantly different political risk profiles based on their own socio-political variables. This paper describes a methodology that takes into account local social and political variables in defining a project-specific’s political risk profile. This contrasts with more typical political risk measures that focus on the country’s overall risk profile. Mining operations must operate on a local scale necessitating the development measure that considers more local variables.

The Peñasquito deposit in Mexico is one of the largest grassroots precious metal discoveries developed in recent years. Goldcorp Inc. acquired the gold-silver-lead-zinc property with the acquisition of Glamis in 2006. The Peñasquito property is located in the northeast corner of Zacatecas state, Mexico. The elevation of the property averages 1,900 m (6,200 ft) above sea level. It is situated in a wide east-west valley. Minera Peñasquito, S.A. de C.V., wholly owned subsidiary of Goldcorp Inc. has operated twin SABC-flotation lines since June 2010. Each line is capable of processing 50,000 tonne per day using a SABC grinding circuit followed by flotation to produce lead and zinc concentrates. The addition of a Polysius Polycom HPGR 2417 with dual 3,000 kW drives to reduce the crushed pebbles produced by the SAG mills was planned to increase production to 65,000 tonne per day per line. The production has been limited to 100,000 tpd due to operating issues in the grinding circuit. The operating issue has been the amount of pebbles generated by the SAG mills is significantly less than originally planned. This paper describes the planned installation of a crushed augmented feed to maximize utilization of the HPGR capacity. This coupled with full utilization of the SAG and Ball Mill available energies there is the potential to achieve a 50% total capacity increase from the grinding circuit.

The phosphate fertilizer industry is at present based mainly on the use of sulfuric acid. This technology results in the generation of large amounts of radioactive gypsum that represents disposal and environmental problems. Also it involves the use of expensive reactors for acidification that necessitates the frequent replacing the damaged agitators. Applying hydrometallurgical techniques such as in-situ, heap, or vat leaching to phosphate processing could solve these problems. In this case, however, nitric acid must be used and dicalcium phosphate (40% P2O5) may be obtained as a final product. It is insoluble in water but soluble in citric acid and is an excellent fertilizer. This technology does not interfere with uranium recovery if desired. In addition it permits the recovery of rare earths which are otherwise lost in the gypsum.

A nearly 305-m- (1,000-ft-) wide sandstone channel was projected to run through the mid panel area of a 457-m- (1,500-ft-) wide longwall panel in a southwestern Pennsylvania coal mine. This sandstone channel was known to cause serious longwallface roof control problems in the mine?s B-panel area in 1998 and 1999; and most recently, it induced many large face cavities and caused a substantial production delay in the preceding panel. For the two B panels mined in 1998 and 1999, hydraulic fracturing of the massive sandstone was conducted to facilitate better caving, thus relieving cantilever compressive stress at the longwall face. Vastly improved longwall face condition was observed and four weeks of mining delay due to bad roof conditions were eliminated. The implementation of the hydraulic fracturing technique, results of underground observation and measurement, and results of numerical modeling were summarized in a paper presented in the 20th International Conference on Ground Control (Su et al., 2001). This article is a summary of the activities that took place during a four-month period (October 2011 through February 2012) at a Consol Energy longwall mine southwestern Pennsylvania to improve face conditions and safety of underground personnel during mining of the 457-m- (1,500-ft-) wide longwall panel. The elevated concern for safety was driven by adverse face conditions encountered while mining the preceding longwall panel. Many of the problems were attributed to a thick and massive sandstone channel. A joint task force consisting of coal operations engineering, Pennsylvania operations engineering and CNX Gas personnel was formed in August 2011, which recommended drilling four hydraulic fracturing holes along the center axis of the sandstone channel to reduce pressure and improve face conditions at the longwall face. Marble is a preferred surfacing material in up-scale buildings. Its use increased in the 1870's with rising national wealth and declined in the 1950's when synthetic materials for these applications were developed. Natural marble is now limited to high-end domestic and commercial structures. Cultured marble is a paste of white marble dust and polyester resin cured in molds yielding fixtures of specific finished dimensions. Dyes incorporated at different stages in the mixing cycle mimic shades and veining of natural marble. This paper discusses the filler requirements for cultured marble production and reviews new techniques to cut and finish natural marble.

Thiourea is a reagent capable of complexing gold and silver. With the proper oxidant, thiourea can effectively dissolve metallic gold and silver. A thiourea leaching system possesses potential advantages over conventional cyanidation including acidic solutions instead of alkaline, cationic complexes in contrast to metal-cyanide anoionic complexes, and faster leaching rates with acidic solutions of thiourea. Generally, the rate of metal dissolution in thiourea solution is fastest when ferric ion is employed as an oxidant. Acidic thiourea solutions for certain applications could offer a nontoxic and noncorrosive option for processing gold and silver. This paper provides information regarding the fundamental chemistry of the acidic thiourea system, and reviews the dissolution of both silver and gold in acidic solutions of thiourea. The recovery of gold and silver from acidic thiourea solution is discussed.

The legal issues surrounding the regulation of subsidence are among the major concerns facing the underground mining industry today. Whether subsidence occurs almost immediately as a result of longwall mining or without warning as a result of room and pillar mining conducted years ago, the resulting disputes are highly controversial and typical of the disputes involving the competing interests of surface and mineral estate owners. Until recently, the law governing these disputes was firmly established under the common law. The passage of the Surface Mining Control and Reclamation Act 1, the utilization of new mining technologies, and the general heightened environmental awareness of our times, however, have interjected new issues into this area of the law. State and Federal court decisions and administrative agency interpretations have helped clarify some of the issues. However, as evidenced by the many recent lawsuits between operators, surface owners, and regulatory agencies, many uncertainties still exist.

In this study, the flotation performances of ethoxycarbonyl thionocarbamate (ECTC), dialkyl thionocarbamate (DATC) and xanthate copper sulfide collectors are compared by the structure-reactivity relationship using generalized perturbation theory and density functional calculation at the B3PW91/6-31G(D) level. The electron-donating power of xanthates is strong and, therefore, xanthates can strongly react with metal cation on the surfaces of copper and iron sulfide minerals through the formation of normal covalent bonds. This explains the poor selectivity of xanthates and also the high pH levels (above 13) required for the flotation separation of copper/iron sulfide minerals. DATCs are more selective for copper sulfide flotation, particularly against gangue iron sulfides. Although less powerful than xanthates, DATCs can perform copper/iron flotation separation at lower operating pH (commonly at pH levels below 11.5). ECTCs use an ethoxycarbonyl replacing an alkyl N-substituent in DATCs. The presence of the ethoxycarbonyl group effectively changes the functional group of collector from -C(=S)NH- to -C(=S)NHC(=O)-. The strong electron-withdrawing ethoxycarbonyl group adjacent to the C=S group decreases the electron density of the sulfur atom, which improves ECTC?s selectivity against iron sulfide minerals at slightly alkaline conditions. The lowest unoccupied molecular orbit (LUMO) of ECTC, which is constituted by the pz-orbit of every atoms in the conjugate -O-C(=O)-N-C(=S)-O- group and which is pleased with accepting richly d-orbital electrons (feedback electrons) from the (t2g)6(eg)3Cu(II) or t6e4Cu(I) configuration of copper cation on the surfaces of copper sulfide minerals, resulted in the formation of dative p-bond. The iron atom, which has a (t2g)6Fe(II) or (t2ga)3(ega)2 Fe(III) configuration on the surfaces of iron sulfide minerals (Fe(III) is the predominant composition at alkaline conditions), has difficulty in offering its d-orbital electrons (feedback electrons) to ECTC?s LUMO. ECTC collectors are powerful for copper sulfide minerals and very selective against iron sulfides, which has been further confirmed by UV spectra and bench-scale and industrial-scale flotation tests.

National Grid needs to maintain a connection between two existing electricity sub-stations (Beddington & Rowdown) in the Croydon (south London) area, and allow the replacement of two 275 kV cable circuits that are buried under roads. This is to be achieved using a single 400 kV cable circuit within a 10 km (6.25 mile) long, 3 m (9.8 ft) diameter high voltage cable tunnel which is being driven through water bearing Chalk, at depths ranging from 5 m (15 ft) to 80 m (262 ft), with four access shafts(12.5 m (41 ft) in diameter) ranging in depth from 10 m (31 ft) to 40 m (131 ft). The Chalk in this area acts as a source of public drinking water supply (PWS) and is protected by areas designated Groundwater Source Protection Zones. To minimise the groundwater risk the design and construction of the cable tunnel and shafts has paid particular attention to the construction materials used, including testing of these construction materials prior to use, developing construction methods (including the design of the Earth Pressure Balance TBM) and maintaining a groundwater monitoring & testing programme prior to and during construction to ensure the integrity of the Chalk aquifer is maintained as a drinking water source. This paper describes the tunnel &shaft design and construction in relation to these particular groundwater environmental issues which set new precedents for tunnel assessment, design and construction requirements in the United Kingdom.

This article revisits global projections made in 1981of eight metallic and fertilizer minerals for the year 2000. The objectives here are to quantify the differences between the projected and observed levels of consumption for the year 2000 for eight of the 26 nonfuel minerals covered in the earlier study. An attempt is then made to attribute these (often) large differences to the major determinants of minerals demand — income, technological, regulatory and other policy changes, and changes in the recycling rates of the metallic minerals. The eight minerals covered are aluminum, copper, iron, mercury, nickel, phosphate rock, potash and tin. This summary article presents the actual population, gross domestic product (GDP) and per capita GDP changes from 1970 to 2000, compared with the projected rates for these important determinants of mineral use, along with the observed growth rates of minerals consumption for the eight nonfuel minerals included in this study. When the projections are compared with the observed global consumption levels for the year 2000, the differences range from +43 percent for nickel to +229 percent for potash.

The health & safety of all workers in an underground environment is paramount to the success of our operations. The diesel emission reduction projects are key to improving such an environment. However, care must be taken to reduce the risk to personnel during such tests and prevent exposure to other hazards. VALE Inco works in a close partnership with its unionized employees, manufactures, suppliers, researchers and government officials to ensure projects are done safely and efficiently to successful completion. The Creighton Mine Diesel Particulate Filter (DPF) project is an example of such a project that is currently under way to evaluate new and innovative technology that will further our search for improved environment for our workplace. This paper will discuss the issues and processes that are followed to ensure Diesel Particulate Filter (DPF) field tests are conducted safely and productively.
