The deep ocean mining industry is in a pre-commercialization stage of development. In the context of a proper legal/regulatory regime, deep ocean mining system design, site survey, and operation technologies are capable of rapid evolution. The report recommends that the regulatory framework develop in parallel with the industry and presents a rationale for implementing this approach. The Government has several interests in deep ocean mining technology: (1) as a potential regulator, sound regulations should be based on an understanding of the technology; (2) as a potential monitor, survey technologies are relevant; and (3) as an estimator of strategic minerals supplies, it is important to understand the technology which allows economic access to deep ocean minerals. Thus, the major portion of the report presents an in-depth review of systems design, operations, and survey equipment and techniques.

Many organizations, including the Bureau of Mines, have made intensive studies of the application of leaching methods to relatively small low-grade disseminated deposits of copper ores, containing both oxide and sulphide minerals. One of the principal difficulties has been to obtain a solvent that could be made at a low cost and would effectively dissolve the copper minerals. Another drawback has been the high initial cost of a plant and the refined type of mechanism ordinarily required by standard practice for carrying out the leaching cycle. The Bureau of Mines has attempted to develop a cheap and efficient solvent that would especially meet the requirements of smaller plants. (See Bibliography.) It has been known that dilute ferric sulphate-sulphuric acid solution is an excellent solvent for most copper minerals, such as chalcocite, bornite, and oxidized forms, but not for chalcopyrite and certain silicates. A method of producing this solution from sulphurous products and waste liquors was developed by the bureau and tried successfully on a test-plant scale at the Southwest Experiment Station in cooperation with the department of mining and metallurgy, University of Arizona, Tucson, Ariz. However, this work did not involve the actual leaching of ores with the solutions thus produced or the cyclic use of the iron solutions in the regenerator cell. Except for certain laboratory tests, in which known impurities were added, no data were available to show the effect on regeneration if accumulations of impurities were built up in the leaching circuit.

The organization of the'Explosives Division is indicated by the accompanying chart (fig. 1). As this has been discussed in a previous report3/, it will not be considered further in this report. The activities of the various units are outlined below. I. INFLAMMABILITY OF GASES AND VAPORS4/ Determination of the Explosion Hazards of Combustible Gases and Vapors Found in Mines and Industries The Explosives Division maintains, at the Pittsburgh Experiment Station, a laboratory specially equipped for the determination of the explosion hazards of combustible gases and vapors. Of particular importance, is the determination of the chemical composition within which explosions may occur and beyond which there is no danger of explosion, combustion or inflammation. These limits, known as the limits of inflammability, as determined by this and other laboratories, have been compiled in Bulletin 279 of this Bureau. The last revised edition (1931) of this bulletin has been exhausted. Since it was published, the Pittsburgh laboratory has determined the limits of about 40 combustibles and has ascertained more precisely and accurately many previously published limits.

"INTRODUCTION The heavy loss of life from mine fires in some coal mines recently has focused attention on the importance of maintaining reliable communication systems between the active working sections of mines and the surface. A study of conditions following disasters in mines indicates that in several instances lives could have been saved if telephone communication had been available. Communication systems were not installed in some of these mines where disasters occurred, and in other mines they were installed in such a manner as to be rendered useless following a mine explosion or fire. Lives have been lost because of the inability of the rescue crews or persons di-recting the rescue to communicate with trapped men. Cases are known where many lives might have been saved had it been possible to give instructions for escaping or for location of barricades.More than 500 major disasters in which 5 or more lives have been lost have occurred in mines in the United States. The total number of lives lost in these disasters has exceeded 13,000. Some of the victims died instantly; but for many it was hours and in some instances days before death occurred. Evidence found in recovery operations following some of the disasters indi¬cates that many died needlessly because of the lack of suitable means of communication between the underground working areas and the surface.A localized gas and dust explosion in a coal mine in 1930 resulted in the death of 82 men; 2 were killed outright by the force of the explosion, 6 by a combination of burns and afterdamp, and 74 by afterdamp. About 140 men escaped or were rescued following the explosion, Of these, 119 escaped with little or no assistance, 2 were rescued promptly following the explosion, and 19 were rescued from behind a barricade. Seven bodies were re-covered from behind an ineffective barricade in another place; subsequent investigation proved that these men might have been guided to a safe location had an effective communication system been available."

The current list of permissible explosives includes 124 different brands. Fifteen of these are gelatinous, and the rest are the more commonly used granular ammonium nitrate type. Their rates of detonation range from 1,300 to 5,600 meters per second, and the weights of 1-1/4 x 8-inch cartridges range from 86 to 244 grams. The list of permissible blasting devices includes 1 Cobra, 2 Hydrox, and 9 Cardox models. All of these devices are based on discharge of high-pressure gas from a pressurized shell in a shothole. INTRODUCTION To be approved for use in underground coal mines in the United States, explosives and blasting devices must pass certain schedule tests prescribed by the Bureau of Mines. The explosives listed here were tested under Schedule 1-G,3 which has since been replaced by Schedule 1-H;4 the blasting devices were tested under Schedule 26A.5

The need for lightweight aggregate for use in concrete products ,and structures has caused the Bureau of Mines to undertake an investigation to determine the availability of suitable raw materials and to study methods, procedures, and equipment to supply that need. Evidence is at hand to prove that the shortage of lightweight aggregate is nationwide. A survey recently covered in a report (13)5/ by the Construction Branch of the National Housing Agency has pointed out the locations in which lightweight aggregates are produced. A study of this information discloses that the producing centers are widespread, and that certain areas, notably the region east of the Mississippi River, and especially the sections along the Atlantic coast line and the Southeastern States, have only a few such plants. Certainly, many localities are badly in need of installations equipped to provide an ample supply of high-grade lightweight aggregate. The work undertaken by the Bureau of Mines includes investigation of the use of clays, shales, slate wastes, coal-mine wastes, diatomite-clay combinations, and various other 'mineral mixtures as possible raw materials. Likewise, special consideration has been given to the development' of equipment and techniques to produce the lightweight products.

This article updates the status of fatalities occurring in both coal and metal/nonmetal mines from January through December of 2001. Based on preliminary accident reports, as of December 31, 2001, seventy-two fatalities have occurred at coal and metal/ nonmetal mining operations. During this period, forty-two fatalities occurred at coal operations and thirty fatalities occurred at metal/nonmetal operations. Ignition or explosion of gas or dust and fall of roof were the most frequent accident classifications in coal and powered haulage fatalities were the most frequent accident classification in metal/nonmetal.

This paper discusses the results of two recent case studies in which high-tech prototype instruments were used. The first case study describes the results of a ground-based hyperspectral imaging tool used to map the geology of an open-pit mine highwall. The second case study outlines the use of interferometric synthetic aperture radar and how this type of radar can be used in a variety of geotechnical situations. These case studies are part of an on-going research project at the National Institute for Occupational Safety and Health’s (NIOSH) Spokane Research Laboratory. The project objective is to implement engineering controls and design methods in order to reduce the number of injuries and fatalities associated with slope failures at mining operations. Project personnel are hopeful that these new developments in technology will lead to better geotechnical monitoring and design in slope stability and other important areas of rock mechanics.

The Territory of Afars and Issas is to receive its independence from France on June 27, 1977. The Territory's economic income was based on entrepôt trade through the port of Djibouti and trans-shipment of goods on the Chemin de Fer Franco-Ethiopian (CFE) railroad. The Territorial budget was scheduled to in- crease from $32.6 million3 in 1976 to $36 million in 1977, despite severe shortfalls in 1976 stemming from inflation and a persistent balance-of-trade deficit. Subsidies from France continued to sustain the economy, and the French pledged to provide approximately $140 million in aid annually after independence. In 1976, financial agreements were concluded with a number of Arab oil-producing countries, including Saudi Arabia which granted $10 million toward development projects. The new Republic of Djibouti is scheduled to become the 49th member State of the Organization of African Unity (OAU) and the 21st member of the Arab League, and to receive aid from their financial institutions. In longwall development mining of coal seams, planning, optimizing and providing adequate ventilation are very important steps to eliminate the accumulation of explosive methane-air mixtures in the working environment. Mine operators usually try to supply maximum ventilation air based on the capacity of the system and the predicted need underground. This approach is neither economical nor safer as ventilation capacity may decrease in time depending on various mining and coalbed parameters. Thus, it is important to develop better engineered approaches to optimize mine ventilation effectiveness and, therefore, to ensure a safer work environment. This study presents an approach using coalbed methane reservoir modeling and an artificial neural network (ANN) design for prediction and optimization of methane inflows and ventilation air requirements to maintain methane concentrations below statutory limits. A coalbed reservoir model of a three-entry development section, which is typical of Pittsburgh Coalbed mines in the Southwestern Pennsylvania section of Northern Appalachian Basin, was developed taking into account the presence and absence of shielding boreholes around the entries against methane inflow. In the model, grids were dynamically controlled to simulate the advance of mining for parametric simulations. Development and application of artificial neural networks as an optimization tool for ventilation requirements are introduced. Model predictions are used to develop, train, and test artificial neural networks to optimize ventilation requirements. The sensitivity and applications of proposed networks for predicting simulator data are presented and discussed. Results show that reservoir simulations and integrated ANN models can be practical and powerful tools for predicting methane emissions and optimization of ventilation air requirements.

The purpose of this study is to formulate practical guidelines for active underground mining in close proximity to water bodies. This was accomplished through systematic completion of three phases of study: I) Collection and Documentation of Data; II) Application of Existing Guidelines to Case Histories of Previous Inundations; and III) Development of Recommended Guidelines for Underground Coal Mining Near Bodies of Water. Phase I of the study involved a worldwide data collection effort designed to obtain foreign and domestic guidelines for mining near water bodies, and accident records and case histories of accidental mine inundations. Within Phase II, existing guidelines were categorized and classified and then evaluated as to their effectiveness in precluding past inundations had they been in effect at the time of inrush. Advantages and disadvantages of existing guidelines were defined. Drawing on the broad data base established in previous study efforts, Phase III was directed at development of viable guidelines to promote the greatest possible coal extraction while precluding accidental mine inundation. Two levels of guidelines are presented; Level I Guidelines require little or no subsurface exploration on the part of the mine operator, while Level II Guidelines recommend various testing and investigative procedures to permit greatest possible mineral extraction. This report presents findings and conclusions of the study.

This report describes and discusses present-day leaching technology employed to recover copper from low-grade mine and dump materials derived from the exploitation of copper ore deposits in the Western United States. Illustrations of the integral parts of the leaching, precipitation, and recovery operations at several copper-producing companies are presented. Schematic drawings are included to present typical flowsheets of leaching and precipitation operations. Operational problems common to most copper leaching and precipitation plants are discussed. Areas of present and future research to improve leaching techniques are cited.

Despite modest improvements in the performance of domestic interest rates and gross national product,1 fixed investment in domestic producers' durable equipment continued to weaken during the second quarter of 1982 and declined at a 12.8 percent annual rate compared with the first quarter.2 Large declines occurred during the second quarter in expenditures on many of the major mineral-consuming industries such as aircraft, computers, agricultural and construction machinery and mining and oil field equipment. These data appear to be consistent with the low level of business investment plans for 1982 reported in the DOC's Bureau of Economic Analysis survey of expenditures on new plant and equipment.3 Domestic and foreign industrial production and mineral industry production activities continued to decline in the most recent period because of weak demand conditions (Tables 1 and 2). The U.S. mining production index declined 7.7 percent between April and June as compared with 1.2 percent for total U.S. industrial production (Table 1).

[This paper gives the details of tests to determine the design of stoppings capable of withstanding a pressure, applied to either side, of 50 pounds per square inch,6 as required by section 104 (a) of the Operating Regulations to Govern Coal-Mining Methods on Leased Lands on the Public Domain, issued in 1921 and quoted oil page 3. The regulations stipulated that the design for such stoppings must lie approved by the United States Bureau of Standards. The engineers of that organization felt that knowledge of the strength of such structures with respect to the effect of explosion pressure in comparison with static pressure and the strength of the walls which furnish the abutments was insufficient to justify drafting specifications; therefore, tests were needed to give information upon which a rational system of design could be based. A study was then begun; and several series of tests, made by the United States Bureau of Mines and the United States Bureau of Standards in cooperation, grave information upon which are based the detailed specifications offered in a later section. Slabs representing concrete stoppings, with and without reinforcement, were tested at the Bureau of Standards in Washington D. C.; afterwards, full-scale stoppings were tested at the Bureau of Mines Experimental mine near Pittsburgh. It was assumed that in most coal mines the strength of the floor and roof could not be relied on, but dependence must be placed upon the strength of the coal ribs. The tests developed that the maximum strength of an unreinforced concrete stopping was obtained when it acted as a flat arch buttressed against the coil ribs; but its ultimate strength depended upon the resistance to movement offered by the coal strata against which its ends were restrained or buttressed.]

This regional report covers the mineral industries of Canada and 40 countries and areas in Latin America and the Caribbean Basin. Also included is a brief description of the mineral potential of Antarctica. The Latin American region encompasses an area twice that of the United States. Latin America and Canada have a rich and diversified endowment of mineral fuels, metals, and industrial minerals. Tables 1 and 2 provide a summary view of Latin America and Canada's output of its major mineral commodities in world mineral supply in 1990 and 1991. Table 3 shows the relative importance of a selected group of minerals produced in Latin America in the world mineral economy.

Magnesite is of importance primarily as a refractory material for lining steel furnaces , although substantial amounts are used in the production of flooring compositions and other building materials and for certain chemicals , notably epsom salts . Since consumption for all of these purposes is largely in the eastern United States and domestic deposits are situated in California and Washington , this country's magnesite mining industry , which was created largely by war- time conditions , has subsequently been sustained by tariff protection .

"The mission of the Respirable Dust Center is to enhance the health, safety and productivity of the miners 'through advancing the fundamental .understanding of all aspects of respirable dust associated with mining and milling and the interaction of dus.t and lungs for reducing the incidence and severity of respirable dust disease. All Dust Center activities are focussed to be responsive to this mission which is shared by several federal agencies closely associated with the Generic Mineral Technology Center for Respirable Dust such as USBM, M,SHA, and NIOSH, and the mining industry. While significant progress has been achieved in making mine atmospheres cleaner and healthier, respirable dust disease remains the nations worst industrial hazard. GOALSThe goals of the Respirable Dust Center have been formulated to recognize the diverse scientific, engineering and medical aspects of respirable dust as well as the need to enhance the interaction, education and technology transfer in the respirable dust area.The Center goals are to:1. Enhance the understanding of the scientific, engineering and biological characteristics of fine and respirable mineral particles, fibers, organic aerosols, and complex particles found in the mining and milling atmospheres.2. Advance the understanding of the physical behavior of airborne respirable dust particles in flowing streams under different. stimuli during mining and milling.3. Advance fundamental understanding of the causative mechanisms for the occupationally related lung impairments and the airway diseases of mine and mill workers.4. Establish the relationship between natural and cultural factors (mine geology, mineralogy, mining and milling methods, equipment and control measures) in the generation, exposures, and pathogenic properties of fine particles.5. Contribute to the development of control mechanisms for reducing ambient respirable dust concentrations, worker exposure, the incidence and severity of dust related lung disorders and disease prevention in mining and milling atmospheres.6. Enhance functional integration among the various research personnel in the Center, as well as, with other groups, such as MSHA, NIOSH and USBM involved in respirable dust research and control.7. Develop technically trained personnel for employment in the mineral industry for respirable dust research and control.8. The first bulletin (269) 3 in this series, which appeared in 1932, compiled the entropy values then available for the elements and in-organic compounds, results being listed for some 150 substances. Elaborations and revisions followed in 1936 (272) and 1941 (280), when over 500 usable entropy values were tabulated. The present bulletin constitutes a further elaboration and revision. The accumulation of data since 1940 has been marked, and 800 entropy values now are available. The present bulletin also contains all the pertinent explanatory matter that appeared in its predecessors. Thus, it retains the same dual purpose of assembling the available values of the entropies at 298.16° K. of the elements and inorganic compounds and giving enough explanation of methods of calculating entropies to make the results comprehensible.
