The placing of much, sometimes practically all, of the burden of the expense of mine accidents on the shoulders of the mine operator by compensation laws, and the fact that the problem of protecting the life end limb of workers is now by public opinion largely if not wholly passed to each industry to solve (and present-day thought strongly supports the justice of both of these propositions), are forcing industrial organizations into accident-prevention. Work. This policy is being adopted not alone to protect the companies; in addition, executives alert to their opportunities and obligations are taking part in this work personally to protect themselves. The functions of industrial executives in accident-prevention work are becoming numerous and complex. Executives who are logical in their reasoning, quickly see that before a company can constantly ask or expect the workers to heed safety suggestions, the company and its officials must "put their house in order" by laying down a concrete, definite safety program. For mines this includes primarily adoption of a to a logical mining method, the installation of safe miming equipment and practice the netting forth in definite form (preferably do a printed pamphlet) of the company's minimum safety requirements, and the organization of its operating officials into an accident-prevention body. After the company has its own affairs so arranged that it can go to its workers with "clear, hands" in promoting a safety program, the real work begins; and this is especially applicable in mining.

In a preliminary study of the beneficiation of iron ores conducted by the Bureau of Mines, one of the authors (T. T. Read) found it necessary to ascertain, if possible, how much effect a decrease in the silica content of an iron ore has upon the cost of making pig iron from the ore. In the beneficiation of iron ores the most important impurity to be removed is usually silica, and the amount that can be expended on a beneficiation process to reduce the silica content of the ore is obviously determined by the amount of increase in the value of the ore after beneficiation. The price that can actually be obtained for a beneficiated ore is, of course, a matter of negotiation between the seller and the buyer, but since the relative value of different grades of iron ore must be chiefly based upon the cost of making pig iron from them, an approximation as to the effect which decrease in the silica content of ore has upon the cost of snaking pig iron is an important guide in estimating what probable average gain will result from subjecting an ore to a beneficiation process. A search of the literature failed to reveal any detailed statement on this important topic, but fortunately the data are at hand to permit making an approximate calculation of the probable effect. "INTRODUCTION The purpose of the investigation discussed in this article was to evaluate the toxic hazard from gases produced when thermosetting plastic materials used for electrical insulating purposes are burned or thermally decomposed in enclosed spaces. For brevity the term ""toxicity"" is used throughout the article to refer to the nature of gases produced under these conditions. A need for immediate study of the problem was created as a re¬sult of the battle damage reports received from various United States Fleet units. These indicated that the fumes emitted when these materials were burned or thermally decomposed had, in several instances, resulted in toxic atmospheres. In attempting to develop a suitable test method for evaluating toxicity, it was recognized that no single test procedure could be expected to duplicate the variety of conditions that might exist in an actual fire aboard ship. In view of the immediate need, however, it was felt that considerable information could be obtained, at least to classify comparatively the several types of materials as to the toxic effect caused by burning or thermal decomposition, through the development of a sound empirical method which could be applied to all of the materials. On this basis, it was decided to modify the Navy flame resistance test for thermosetting plastics to render it applicable to the determination of the toxic, gases evolved when this test was employed. A wide variety of materials was tested, both molded and laminated, to cover the types commonly used by the Navy in electrical applications. Toxicity determinations were conducted at the Bureau of Mines Central Experiment Station, Pittsburgh, Pa. Parallel tests, to determine the flame resistance of the materials, were conducted at the Material Laboratory, U. S. Navy Yard, New York, N. Y."

"INTRODUCTION The Congress theme ""Improvement of Mine Productivity and Overall Economics by Modern Technology"" is probably beat: addressed by the subtheme allocated to this Plenary Session. It is appropriate that .Theme 1 emphasizes the simple point that effective use of geotechnical information is the key to improving mine productivity. In essence, this means that: (1) geological and geomechanics, (rock mechanics) data must be collected in sufficient quantity and of high quality; (ii) data interpretation must be performed specifically for purposes of engineering design; (iii) innovative design approaches should be used to bring about Improvements in productivity and safety.While, each of these three aspects .may: seem obvious to any mining engineer it is a fact that the above sequence is seldom followed and as a result, mining engineering not infrequently lags, behind other branches of engineering when it comes to design creativity, efficiency and safety.. . After all, mining is still-one of the most hazardous occupations and we are gathered here to discuss, at the highest world professional forum, how to use more effectively the modern technology. This however, does not mean that mining engineers are less capable than other engineers or that their achievements are any lesser; far from it! Mining engineers are the cream of the engineering society on whose efforts depends the welfare of mankind. Moreover, they have produced minerals and coal evergrowing quantities against evergrowing difficulties. Yet, we must and can become even better because we are not making full use of the modern technology and rock mechanics knowledge already at our disposal, and. we are not being innovative enough to the full extent of .our capabilities."

The geology, mining, beneficiating, types of products, and costs in terms of percent of total costs and of labor, power, and supplies of two crushed-limestone operations in Madison County, Iowa, are described in this paper. The operations are basically similar, differing in refinements in mining, product types, and markets. The operations are comparable as to personnel and as to weighted costs in terms of percent of total costs and in terms of man-hours, power, and sup-plies. The waste-to-stone stripping ratio is 1 to 0.8 at both operations, the powder factor is 0.29 pound of explosives per ton of stone, and daily production is 95 tons per man-shift. Both companies use crawler-mounted diesel shovels for loading, truck transportation, wagon drills, and dry screening.

It appears to the author that it will be valuable to show how the use of sheathed explosives has developed in Belgium, how the various difficulties encountered in their manufacture have been overcome gradually, and the tyros of sheathing that have survived and the reasons for their survival.

Hazards in connection with the use of compressed-air jets for ventilating gassy mines are given little consideration by most mine officials largely because compressed air is considered the safest means of transmitting power for operating various types of mining machinery, and the inherent dangers in its use for this purpose are virtually negligible . The installation of compressed-air lines in coal mines leads to the utilization of compressed air for ventilating working places , with the result that , although the primary ventilation systems may be adequate to meet existing needs , proper conduction of normal ventilation has been neglected , so the working faces receive only a small amount ofthe total air circulated through the mine . Reliance in part on compressed air or other auxiliary means for ventilation is always attended by danger that gas will accumulate , due to intermittent operation , and the tendency is to operate auxiliary schemes only. during the working shift ( or possibly only part of the shift ) and to dispense with them during off- shifts or at times during the working shift when gas may accumulate because of lack of ventilation . When the men come on shift the auxiliary ventilating device often may be started without a preliminary examination of the working place , or .. the examination may be made sometime before the oncoming shift arrives , the gas being allowed to accumulate in the meantime. This may result in uncontrolled movement of a body of gas if proper precautions are not taken . Several mine explosions have been caused by the movement of a known body of gas by compressed air into the haulageway, where it was ignited by an arc from a passing locomotive . This danger is more pronounced where supervision is lax .

"Since the beginning of the petroleum industry in 1839, up to within two or three years ago, these has been a dearch of engineers who have had the fundamental technical training also sufficient practical experience so that they could compete with practical men. Need for Technical Investigations in Industry: As in the early stages of the mining industry, the petroleum industry has been rather slow in realizing the need for technical assistance and investigators in the development and production of oil lands. The rapid increase in consumption, however, during the past few years has accentuated this need more than anything else could have done. When it is realized that our production cannot longer keep pace with the demand, it is easily understood why it is imperative that be instituted which will tend to conserve and prolong the supply of oil from the fields now known. It is interesting to note from preliminary production figure given cut by the U. S. Geological Survey, for the year 1919, that the United States produced about 430,000,000 barrels, an increase of 22,000,000 or 6 per cent over 1918 production and also there was imported, chiefly from Mexico, a little over 52,000,000 barrels, making a total of 430,000,000 barrels, to satisfy the trade demand in the United States of which almost 6,000,000 barrels was exported. Stocks were not materially increased.Other significant facts regarding our petroleum industry, are that just recently the U. S. Shipping Board in soliciting bids for 24,000,000 barrels of fad oil to meet prospective needs, received bids for only 1,500,000 barrels at prizes ranging from 75 to 90 per cent higher than was paid last year. One large company on the Pacific Coast has stopped its export trade, and has notified consumers,of gas-engine distillate that they will no longer make deliveries of this product. This will materially affect the farmer, in many instances, through his use of the truck and tractor."

The Bureau of Mines combined preconcentrating techniques and mass spectrometry to develop a parts-per-billion general analysis of impurities in helium. The impurities are preconcentrated using a Bureau trace-impurity analyzer; 35-mm Hg pressure of helium is left in the concentration trap to sweep the impurities into the mass spectrometry and provide a 10-mm Hg sample pressure.

Contract H0242013 was originally to evaluate through underground tests, water spray systems for controlling respirable dust at the face of a longwall plow. A number of difficulties were encountered which made such an evaluation impractical. The contract was modified to evaluate, in the BCR dust tunnel facility, the live factors believed to affect respirable dust levels. A 60-foot long; plow face mock-up was constructed in the dust tunnel, a facility with controlled airflow and dust concentration. Six types of nozzles were tested with the following parameters: two nozzle orientations, two levels of water pressure, two levels of airflow, and with and without simulated airflow through the gob. Of these factors, the most significant in reducing respirable dust levels was nozzle orientation, where the nozzle directed 45 degrees downstream resulted in 27 percent lower dust levels than those directed 45 degrees upstream (against the airflow). Following in order of effectiveness were the higher water pressure and the lower airflow. All nozzles tested resulted in similar dust reduction, i.e., the type of nozzle was the least significant factor.

"INTRODUCTION Compressed air for operating coal-mining equipment is seldom considered in conjunction with modern methods and appliances. But the Jamison Coal & Coke Co. has proved the economy and efficacy of compressed air for this purpose at its Mine 8 near Farmington, 8 miles west of Fairmont, Marion County, W.. Va., and the mining industry as a whole concedes its superior safety in gassy or dusty coal mines.The uses for compressed air in coal mining are now generally associated with such equipment as coal punchers, chain-breast machines, and to a lesser extent the ""radialaxe"" type of mining machines.Electricity has rapidly superseded compressed air for power in coal mines during the past 20 years; and in the last few years the general, and often unwise, use of electricity at the face region has taken on added impetus through the widespread use of mechanical loading equipment.Some of the unfavorable results of this increased use of electricity are shown in the growing number of mine explosions and fires of electrical origin. In the past four years 59 explosions of this type took the lives of 672 men, or 74.8 per cent of the total number of deaths from explosions were due to explosions of electrical origin.3In 1926, an explosion in Mine 8 of the Jamison Co. killed 19 men. The exact source of ignition was not determined, although it was definitely decided that it was of electrical origin and probably was at an electric coal-cutting machine.Prior to this disaster the company had done some experimenting with compressed-air-driven mining machines, and its Mine 9 had been completely equipped with air-driven chain-breast machines; a few of these machines were also in use in Mine 8. The explosion, however, gave impetus to the adoption by this company of compressed air for operating face equipment. The chain-breast machines were as satisfactory as electric machines of the same type; but the trend in the industry was toward faster cutting machines, which required less physical exertion on the part of the operating crews. A track-mounted machine of the arcwall type was found to be suitable for the conditions and system of mining, so that one of these operated by compressed air was developed by the Jeffrey Manufacturing Co. working with the officials of the Jamison Co.The first of these machines was installed in the latter part of 1926 and additional machines were delivered from time to time, until at present there are nine of them in the mine. Necessary improvements have been made, with the result that a fast-cutting, easily handled, efficient, and safe mining machine has been developed for cutting the hard Pitts¬burgh bed coal of the Fairmont field."

The Bureau of Mines conducted ignition, flammability, and decomposition experiments on gas mixtures containing ethylene to determine its flammability characteristics at elevated pressures and ambient temperatures. Pure ethylene was found to propagate a decomposition reaction at 1,000 psig and ambient temperatures when ignited with 1 gram or more of guncotton in a 2-inch-id bomb. The decomposition products were primarily carbon, methane, and hydrogen.

Two methods are presented to determine the mechanical shaft torque as a function of time for an induction motor. The methods are based on the motor equivalent circuit and use as input variables of the motor terminal voltage, line current, input power, and power factor. One method uses all four variables and the other uses only voltage and current. The test data deals specifically with continuous miners, but the theory could be applied to other mining machines driven by multiple induction motors. Results are given for the tramming, maneuvering, cutting, and cutting with loading operations and are in the form of a minimum, a maximum, and an average of the shaft-torque time function. The theoretical development and computer implementation are discussed for both methods.

This Bureau of Mines report reviews the various methods of removing the liquid from tailings slurries that contain very fine grained solids. Gravitational settlement, centrifugation, filtration, and thermal drying methods are discussed in detail. Chemical additives, electrokinetic dewatering, and the rotary trommel screen are also mentioned. Lists of dewatering equipment and suppliers are given in the appendixes to assist the planner who must choose the most efficient, economic, and practical method of dewatering very fine grained mill tailings.

The average quantity of heat needed to refine a barrel of crude oil in 1934 was 638,000 B.t.u., or about as much heat energy as contained in 5 gallons of fuel oil. Although the total heat utilized in 1934 was slightly above 1933, crude runs to stills increased 4 percent, hence the average requirement per barrel declined from 660,000 B.t.u. in 1933 to 638,000 B.t.u. in 1934 (see fig. 1). The average for 1934 constitutes a new record for firing efficiency, being just under the previous low of 1929. Heat consumption at refineries depends on many factors, of which the trends in yields of gasoline and lubricating oils are probably most important. The yield of gasoline is indicative of activity at cracking plants, which type of plant utilizes more than the average amount of heat per gallon of product. The yield of lubricating oils is indicative of the extent to which credo oil is refined; that is, it takes considerably more heat to refine a barrel of crude through lubricating oils than it does to separate only gasoline and kerosene. The yield of gasoline decreased from 43.7 percent in 1933 to 43.4 percent in 1934; on the other hand, the yield of gas oil and fuel oil increased. Although the yield of lubricating oils increased slightly in 1934 the theoretical increase in fuel requirements probably was offset by technical improvements, such as solvent refining.

This paper presents the results of research undertaken to recover titanium and columbium by low-temperature chlorination of low-grade columbium-bearing ilmenite concentrates, and to simultaneously remove chlorinated impurities from the volatile chlorides without resort to distillation. Coke-reduced ilmenite was chlorinated at 400° to 500° C., and the resulting TiC14 was free of most impurities before condensation. A heated purification column was used wherein various packing materials reacted chemically or physically with the impurities which passed through them in the vapor phase. A nearly water-white TiC14 product was obtained directly. The principal impurities in the titanium tetrachloride were: 0.02 percent Fe, 0.01 percent V, 0.05 percent A1, 0.04 percent Si, and 0.07 percent Cb. This is a less pure product than commercial TiC14. Most of the columbium was recovered as crude CbC15, requiring further refining.

2. Preliminary Study - Initial Probing 2. 1 Introduction Initial probing of the mine passage is required prior to the emplacement of the sealant material or deployment of the seal checker system. Factors which are of interest in sealing and checking include a. size and condition of the mine passage b. location of the borehole with respect to the ribs c. the presence of water flows d. the proximity to an intersection The importance of each of these factors depends strongly on the sealant material. Because the sealant material had not been selected at the time of the initial probing study, a broad survey of probing techniques was conducted. The capabilities and limitations of each technique as they applied to probing through the borehole were identified. To facilitate this comparitive evaluation, Table I was prepared which lists all passage conditions which might affect the emplacement of sealant material in the passage. The most satisfactory techniques for observing each condition of interest are listed together with the effects of the observation on the sealing operation. Trichloroethylene (CHC1CC12) is an important solvent for fats , resins , bitumens, rubber , sulfur , and phosphorus . It is used extensively in drycleaning because of its low order of combustibility and has recently been proposed as an inhalation anaesthetic . Its physical properties have been described by Carlisle and Levine . It is usually considered a noninflammable material ; however , substances that are noninflammable when mixed with air are not necessarily noninflammable when mixed with oxygen . Thus , Hewer's statement that " Trichloroethylene*** is not inflammable under any circumstances , nor will its vapor explode when mixed in any proportion with air , oxygen, or nitrous oxide , " requires qualification , especially in anesthesia, where pure oxygen may at times be substituted for air , This report gives the results of tests made to determine the inflammability of trichloroethylene in various mixtures of oxygen and nitrogen . The trichloroethylene used was Eastman's No. 1300. The boiling point was given as 86 ° to 87 °C . The specific gravity and refractive index of the sample measured in this laboratory were , respectively, 1.45 and 1.4759 at 25 °C .

A survey of existing and developing field permeability test methods was conducted in order to identify and specify capable methods to be used in feasibility investigations or performance monitoring for in situ leaching of ore deposits. Geologic settings of leachable deposits are discussed, as well as representative techniques used for the in situ leaching operation. Subsurface investigation techniques including drilling, core recovery, and down-hole inspection methods relevant to field permeability investigations are discussed. Field experience is examined and capable field permeability test methods are identified. Specifications for test borehole preparation, test performance. and methods of analysis are given. The test methods are comparatively rated in a matrix with respect to costs ease of use, and data effectiveness' for a broad range of conditions. Well Pump and Packer test methods receive high ratings. Recommendations are made for needed developments in field permeability test methods and a comprehensive bibliography is given.
