Phase I of these studies demonstrated the feasibility of measuring the efficiency and capacity of sorbents in tube-type samplers for contaminant gases. This was accomplished by measuring concentration at various points along the length of the diffusion path during sampling. Concentrations were measured by removing small aliquots with gas-tight syringes and gas chromatography. With hexane as the gas and activated charcoal as the sorbent the procedure was quite successful and we proceeded with Phase II of the study; this involved application of the principle to gases of importance in diesel exhaust using a variety of sorbents. When we worked with high concentrations of the test gas we clearly demonstrated the differences in both efficiency and capacity of the sorbents for each of several gases. The chief drawbacks of the system were that we were unsuccessful in determining more toxic gases at realistic occupational exposure levels or determining formaldehyde at any level using the flame ionization detector. It was concluded that, although the method is feasible, more sensitive methods of measuring concentrations of gas in the tube must be developed to make the procedure applicable to regions of chief industrial hygiene interest.

The work described in this report was undertaken to evaluate and develop techniques for determining the oxygen content of titanium and titanium alloys. Early investigations of volatilization techniques involving halogenation were unsuccessful. Later efforts were concentrated on evaluating vacuum fusion and inert-gas fusion techniques. Two vacuum fusion methods and an inert-gas fusion method were found to be satisfactory in the 0.02 to 1.00 pct., oxygen range. These methods are described in detail. The coefficient of variation by any of the three methods is approximately 5 pct, While the main portion of this paper is devoted to the vacuum and inert-gas fusion methods, a resume of other suggested methods for analyzing titanium for oxygen also is given. INTRODUCTION The Federal Bureau of Nines has conducted research on titanium metal since 1938. This research included development of the Kroll process for the production of titanium (2)4, various sodium reduction processes for making titanium metal and lower valent titanium chloride-sodium chloride mixtures (17), and a fused salt electrolytic process for Me production of high-purity titanium metal and the recovery of titanium by electrorefining from off-grade materials (20).

The purpose of the present study is to increase the safety of explosive storage. This was accomplished by: a) review of the histories of recent and past magazine explosions to define causes and trends; b) observation of present-day explosive storage conditions and practices at active mines; c) examination of existing Federal regulations on explosive storage to determine whether they address all conceivable safety problems, whether they contain redundant or obsolete standards, and whether their intent is clearly stated; d) recommendation, for safety improvements and for revision and clarification (if necessity) of governmental regulations. Magazine explosions are rare. A recent increase in magazine explosion frequency must be attributed to a large increase in deliberate (criminal or malicious mischief) explosions. Fires of various origins account for the remaining explosions of the past decade. During 1884-1926 several lightning-generated explosions occurred in non-metal magazines, but none recently. It appears that the contents of a well-constructed, metal magazine are immune to direct lightning strikes, regardless of whether the magazine is grounded or not grounded. Grounding a metal magazine cannot be harmful, but it may well be superfluous. Magazines were observed at 34 widely separated mines and storage problems were discussed with personnel at these mines. In general, storage conditions and practices were found to be satisfactory. Usually, only small quantities of explosives are stored on mine property since most explosives are brought in by suppliers when needed. MSHA and BATF standards on explosive storage appear to cover safety aspects adequately. However, certain revisions are recommended to clarify some of these standards and to reduce inconsistencies in their enforcement.

Following is a brief resume of the Division's activities that have had a favorable effect on health, safety, and the reduction of injuries at coal mines: 1. The Federal Mine Safety Code for Bituminous Coal and Lignite Mines of the United States was issued originally by the Director of the Bureau of Mines on July 24, 1946, after consulting with management and labor representatives of the coal-mining industry. The code has been used by Federal coal-mine inspectors while inspecting bituminous-coal and lignite mines as a basis for determining the existence of unhealthful and unsafe conditions and practices in these mines. A revised code was issued by the Secretary of the Interior on October 8, 1953, after further consultations with representatives of management and mine workers and was incorporated by reference in the 1952 and subsequent bituminous-coal wage agreements. The agreement of May 29, 1946, between the Secretary of the Interior, acting as Coal Mines Administrator under authority of Executive Order 9728, and the United Mine Workers of America, covering bituminous-coal and lignite mines in Government possession, charged Federal coal-mine inspectors with the responsibility of making periodic investigations of the mines and reporting to the Coal Mines Administrator any violations of the Federal Mine Safety Code. Federal coal-mine inspectors also had temporary authority to close mines found to be imminently dangerous, but such authority under Executive Order 9728 was removed on June 30, 1947, when Government control of the mines was terminated.

Shales from 10 locations in Michigan were sampled, tested, and evaluated to determine their suitability as raw materials for producing lightweight aggregate by rotary-kiln methods. Sampling procedures and the geology of the shale units tested are discussed. Preliminary testing in a muffle furnace preceded extensive testing in a l6-inch by 14-foot rotary-kiln. Rotary-kiln products from these shales ranged in weight from 35.5 to 61.2 pounds per cubic foot (pcf). Concrete test specimens made pith selected aggregates were evaluated to determine the qualities of the concrete. Compressive strengths of the concrete ranged from 2,830 to 4,240 psi after 28 days of curing. Unit weight of the concrete ranged from 94.8 to 101.5 pcf. Lightweight aggregate suitable for use in structural concrete meeting ASTM standards was produced by the rotary-kiln method using shale samples from two locations.

From time to time interest has been evidenced in transporting coal with water in pipe lines. About the year 1895, United States patents broadly covering a method of pumping coal with water through pipelines were granted to W. C. Andrews. His process was used to some extent in pumping anthracite culm and waste back into the worked-out portions of the mines. About 1905, W. T. Donnely was granted patents relating to pumping anthracite silt away from the breakers. From about 1913 until 1924, a British engineer, Gilbert G. Bell, used a short pipeline to convey coal with water from barges on the Thames River to the Hammersmith Electricity Generating Station, London. Minus 5-inch coal was transferred 660 yards through an 8-inch pipe. Some trouble was experienced with fine coal, which tended to plug the line. Bell made several proposals to transport coal by pipeline overland from the Midlands to London, a distance of about 100 miles, but these were never adopted. This survey is concerned mainly with the problems presented by actual pipeline transportation of coal with water. It is assumed that the coal will have been processed to remove most of the abrasive impurities by conventional methods prior to introduction into the line, and that it has been crushed to the required top size. Dewatering at the discharge end of the line is considered part of the conventional cleaning process. There still remain many pump-performance and behavior of water-coal mixture problems that can be solved only by actual performance tests. It is recognized that the distribution of coal to other than very large users is not changed. Large storage areas would be required to supply seasonal markets. Large users, such as power plants and heavy industries, could be supplied by branch lines directly to the point of use, It is also recognized that pipe lines might not be able to carry a full range of sized coal to meet market demands in many areas.

[Liquid oxygen explosives are ordinarily made from a carbonaceous absorbent and from liquid oxygen of high purity. These explosives have a limited but definite field of usefulness; their properties have been described in the literature, which includes several publications of the Bureau of Mines, the most recent dealing with fire-retardant treatments.3/ It seems generally conceded that the outstanding hazards in the use of these explosives are their high inflammability and their relative sensitivity to mechanical action. Each of these topics has been studied, and some interesting practical results have been obtained. Treatments have been described that render liquid-oxygen explosives prepared from granular carbonaceous absorbents practically immune to the action of igniting agents representing or exceeding practical hazards in violence.]

The European Union (EU) completed a new directive 2002/44/EC1 called the Physical Agents Directive (PAD) that establishes action and limit values for hand-arm and whole body vibrations. The directive specifies that: “…workers shall not be exposed above the exposure ‘limit value’.” 1 and “…once the exposure action values … are exceeded, the employer shall establish and implement a programme of technical and/or organisational measures intended to reduce to a minimum exposure to mechanical vibration and the attendant risks…” 1 The PAD limit value is effective for new machines starting July 6, 2007 and for used machines by at least July 6, 2010. These requirements apply to the users of machines, but machine manufacturers will be challenged to provide machines and information to help the users comply with the directive. Caterpillar manufactures machines with the goal of enabling our customers to comply with all regulations dealing with health and safety. Caterpillar designs all of our machines to provide a safe, comfortable and productive work environment. This study was to determine if seat suspensions could provide a reduction in the vibration environment experienced by operators of Caterpillar mid sized (<50,000KG) Track Type Tractors Methods Seat manufacturers were asked to provide seat suspensions that provide improved isolation over and above current seat suspension. Each supplier was provided with ride profiles and was asked to demonstrate the vibration reduction on a shaker table. Two suppliers provided suspensions that were compared with the current seat suspension in a field study. Three full factorial experiments were conducted. The first experiment was to evaluate overall suspension performance for four operations. The second experiment was to determine the benefit of the adjustable vertical damper at three different levels and the third experiment was to determine the effect of the fore/aft and side/side isolators. Six operators were used for the study. Acceleration was measured at the seat base and at the operator seat pad. Both the transfer function and the ISO 2631 RMS ride values were used to determine the seat suspension’s effectiveness of isolating the operator from vibration. A structured questionnaire was used to determine the operators’ subjective assessment of the seat suspensions. Results There was significant operator-to-operator variability in the vertical direction (>35%), however there was little variability in the fore/aft and side/side direction based on seat base

An investigation was conducted of the use of a mechanical rock splitter as the primary means for rock fragmentation in underground hard rock mining systems. Analyses and scale model tests showed that reasonably sized splitters that could be mounted on the booms of conventional drill jumbos were capable of fragmenting over a ton of rock per cycle. Detailed drill-split mining systems were developed for entry development, room and pillar, bench mining, and cut and fill mining. Economic analyses of these systems showed them to be generally competitive with conventional drill-blast methods. Except for bench mining, drill-split offered substantial cost savings over drill-blast. The investigation also included a technical evaluation of the mechanical splitter, an analysis of health and safety, and a determination of the potential applicability of drilling and splitting.

This report reviews the regulatory environment as it pertains to waste rock management and disposal from mining operations, excluding coal and placer gold operations, in the \irate of Alaska. It is based on the EPA&apos;s staff position on an effective program to regulate mining waste as presented in the May, 1990 Strawman II document. The unique conditions which occur in pans of the state, including a fragile environment, high seismicity and permafrost, are identified. The special waste management practices which are necessitated by these conditions are delineated. The report provides a detailed outline of the current technologies that are suitable for designing, constructing, operating and closing a waste rock facility to meet environmental protection objectives. Cost implications to the mining industry of potential regulatory actions, such as the degree of groundwater protection, are examined.

Three complete connector assemblies and ten separate contacts were submitted to a series of tests to establish the connector permissibility and compliance with the Bureau of Mines&apos; research Contract H 0110423. Test Procedure TPC-0100 was coordinated, and the test plan approved by the Bureau as fully complying with the intent of the contract for the low voltage, medium voltage and high voltage A.C. connectors. The components and connector assemblies have been demonstrated in testing that they meet or exceed all the requirements of the test procedure.

Ethical concerns of in-vivo procedures and poor repeatability of non-invasive techniques have been major limitations in estimating vibration-induced spine loads through experiments. The biodynamic models of seated human body exposed to whole-body vibration (WBV) have evolved for defining the frequency-weightings, enhancement of human responses to WBV, and developing anthropodynamic manikins for seating assessment activities. The widely reported mechanical-equivalent models, solely based on through- or to-the-body biodynamic response functions, do not seem to resemble the biomechanical structure and do not yield information on the dynamic loading and deflections of segments of concern, namely the spine. On the other hand, biomechanical models with representative anatomical structure and anthropometry are being attempted to simulate segmental movements and the coupling effects, using Finite elements (FE) or multi-body dynamics (MBD) formalisms, which could provide important insights into the inter-vertebral forces [1]. While the FE models pose considerable complexities primarily related to characteristics of the bio-material properties, the MBD technique with discrete rigid bodies offers the flexibility to create multi-segment models with relative ease and lower computational cost. In this study, a preliminary multibody dynamic model of a seated human body exposed to WBV along the vertical direction is formulated using MSC/ADAMS software. The model validity is demonstrated by comparing selected responses with the available measured data. Methods The seated human is represented by nine rigid body segments, including: head, neck, thoracic and lumbar torso, pelvis, hands and thighs, as shown in Fig. 1. The rigid bodies are coupled through different rotational and translational joints, some of which are force elements to allow vertical translations and sagittal–plane rotations of the segments. The measurements of transmission of vertical vibration through-the-body generally require subjects to voluntarily maintain a vertical head position to reduce head-accelerometer orientation errors. The head–neck–shoulder joint is thus considered to be rigid. The shoulders are assumed to be rigidly attached to the thoracic segment. The torso is made up of three (upper, middle and lower) segments connected by visco-elastic revolute and translational joints to permit relative pitch and vertical motions. The forces and torques generated by the joints are derived assuming linear stiffness and damping properties, which were identified from published studies. The pelvis is connected to the rigid seat by similar elements representing the visco-elastic properties of the buttock tissues. The two thighs are rigidly connected to the pelvis, while the segment masses are chosen from the anthropometric data for the 50th percentile male subject. Provide the mining industry with a simple, accurate and readily available means of measuring the gas flow from pipe outlets such as gob holes Approach The Bureau of Mines conducted laboratory studies to establish correction or method factors for anemometers when used to measure gas flow from pipe outlets. Using the Anemometer Anemometers are used by the mining industry to make air velocity measurements in mine entries. Although the instrument has no appreciable influence on the airstream in mine entries, especially since the cross-sectional area of an entry is much larger than the cross-section of the anemometer, correction or method factors are used to correct the center line anemometer velocity to average velocity. This adjustment is made because the air velocity in a mine entry is highest in the center and lower at the sides. Anemometers can be used to measure gas flow from small diameter pipe outlets; however, since the instrument diameter is much larger than one-sixth of the pipe diameter, it will influence the air-stream from these small outlets. Resulting velocity measurements are erroneously high by as much as 30 percent. Method factors must be applied to such anemometer measurements taken at pipe outlets. Through a research investigation the Bureau of Mines established a set of method factors for center-line anemometer readings taken at the discharge end of 4-to 8-inch diameter pipes. These method factors were combined with method factors which were developed by the National Coal Board of Great Britain for 12-to 30-inch diameter pipes. The anemometer was mounted on the end of a short rod and held against the pipe for support except on the 4-inch pipe where the instrument was started and stopped remotely to prevent hand interference with the air-stream during measurements. Method factors were determined by comparing the anemometer measurements at the pipe outlet to the true average airflow which was simultaneously determined upstream by venturi measurements. Consequently, a method factor is nothing more than the ratio of the true velocity to an anemometer measurement.

Many accidents rightly classifiable as electrically caused are not so classified for the reason that in numerous accidents the part that electricity played in causing the fatality is only suspected. For instance, a workman might receive a shock that would cause him to lose his balance and fall beneath a trip of cars; if no one saw the first part of the accident, the cause undoubtedly would be charged to "haulage." This paper covers a brief study of fatal and nonfatal electrical accidents. The first usually result from direct contact with the electrical circuit or electrical apparatus; the second more often are the result of arcing or flashing due to handling defective apparatus or making repairs on "live" equipment or circuits. It is hoped that helpful suggestions may be offered for minimizing accidents of these two classes.

Part I of this report3/ proposed a sonic method for determining pressure, in situ, on rock pillar, arches, and other structures. The method required (1) a laboratory determination of the variation of the velocity of sound with pressure in samples of rock taken from mine pillars to establish a velocity pressure relationship for the type of rock, and (2) a measurement of the velocity of sound in the mine pillars from which the laboratory samples were taken. The pressure on the pillars could be determined by correlating the velocity in the pillar with the velocity-pressure relationship established in the laboratory. The success of this method depends on the extent to which velocity of sound varies with pressure. Furthermore, Young&apos;s modulus of elasticity, E, can be calculated from longitudinal velocity, V, by the relationship, E = V2d ...(1) where d = density. Hence, the variation of the elastic modulus with pressure also can be determined. It pointed out that this method might be extended to assist in the prediction of rock bursts, inasmuch as the rock is subjected to extreme pressure in these instances.

This research project had two main objectives: (1) To identify the smoke limits of gaseous fuel-air mixtures and (2) to obtain and evaluate basic chemical information on the formation of smoke in very rich flames near the smoke limit. Such information would do much to establish the circumstances for car-bon deposition in gas appliances and in other types of combustors. Based on tests with ethylene and propane, these studies showed the following: 1. Smoke limits are related to the yellow-tip limits of the fuel. Previous research established sufficient data to permit prediction of yellow-tip limits on gas burners using a wide variety of fuels. The present study of smoke limits deals only with ethylene-air flames, but the concept that was developed is probably applicable to other fuels.
