A study was made of the coal resources of an area in Jackson County, Ala., forming a part of the Flat Rock, Henegar, and Stevenson quadrangles. The area studied is a portion of the Plateau coalfield on Sand Mountain and is near the Tennessee Valley Authority's Widows Creek steamplant. Since no detailed geological study of this area had been published, some reconnaissance work was done. The coalbeds and adjacent strata such as sandstones, conglomeratic sandstones, and conglomerates were studied. Available drill logs, together with the areal geology, provided sufficient information to permit correlation of the coalbeds and an estimation of coal reserves. For all categories of reserves, computed on a regional basis, a total of 72,920,000 tons of coal more than 14 inches thick is estimated for the areas studied in Stevenson, Flat Rock, and Henegar quadrangles. Of this tonnage, 40,001,000 tons is estimated to have less than 60 feet of overburden. The total measured coal reserves for the above three quadrangles are 16,359,000 tons, with 12,411,000 tons under less than 60 feet of cover.

This Bureau of Mines publication is a literature study of the problem of spontaneous oxidation and combustion of sulfides in underground mines. It summarizes the present-day hazards, process mechanisms, and prevention and control techniques of this growing problem in underground mines. The iron sulfides generally have the greatest tendency to oxidize, particularly pyrrhotite. The presence of moisture and oxygen is essential for the oxidation reaction. Highly fractured sulfides, when found with timber or combustible refuse in slowly circulating air, pose the most serious fire hazard. Quenching with water is effective in quickly dealing with local hot spots, but ventilation at high flaw rates is the most effective and economical means for long-term prevention and control.

"INTRODUCTION For the last several years the oil industry has been turning more and more toward conservation arid the study of related production problems. It is generally conceded that ultimate recovery is increased by holding the natural gas in thy sand which is net needed in lifting the oil. The retained gas lowers the viscosity and surface tension of the oil and helps flow the oil from the sand. Lewis states that ""while the operator can not control the original conditions of energy and resistance in the sand, he can partly control the efficiency of expulsion. As it is the energy contained in the compressed and absorbed gas rather than the oil that is exhausted, it is but logical to judge the efficiency of a producing method largely by the relative quantities of gas produced with each barrel of oil. If by a change in method the producer lessons the proportion of gas with each barrel of oil, he should increase the total recovery- of oil correspondingly, even if the rate of production is temporarily reduced somewhat.""The effect of ""pinching in"" or controlling the flow of oil wells in an effort to lessen the proportion of has never been definitely known. The general belief has been that ""pinching"" a flowing well causes the oil and gas volumes to be reduced proportionately, maintaining the same gas-oil ratio as before the reduction in flow was made. Studies of gas-oil ratios in many fields have shown that much gas has been wasted, insofar as its effectiveness in oil production is concerned. Swigart and Bopp carried."

The absence of plants on the Pacific coast for the reduction of iron ores usually is attributed to the fuel situation there. Thus, the bulletin of the. State Division of Mines for 1933, entitled "California Mineral Production," says: "There are considerable deposits of iron ore known in California, notably in Shasta, Mad era, Placer, Riverside, San Bernardino, and Los Angeles Counties, but production has so far been limited for lack of an economic supply of coking coal." It has been estimated that the six major steel plants of the Pacific coast have an annual ingot capacity of 600,000 tons. The present need for tin plate averages 300,000 tons yearly for California alone, of which some 12 percent is manufactured locally. If the consump¬tion of other iron and steel products in 1929 may be taken as an approximate, estimate of the normal requirement for such products, it may be estimated further that, 65,000 to 75,000 tons each of cast-iron pipe and steel reinforcing bars and 300,000 to 400,000 tons of structural shapes and plates will be required annually in California.

The production of small heats of alloy steels on an experimental scale is often desirable in beginning the study of new alloy steels before large amounts of expensive alloys are used in heats of commercial size. Such small heats can sometimes be made up at crucible-steel plants, but few crucible-steel makers care to undertake experimental heats for other firms. Small electric furnaces offer some advantages over crucible furnaces for experimental work. Hansen1 in 1909 described a small 100-kilowatt single-phase, direct- arc furnace with a capacity of 50 to 300 pounds of steel, and such furnaces, of 200 pounds capacity or larger, are being successfully used by various firms for experimental work. They have the advan- tage of using the same metallurgical procedure as is used in prac- tice for larger electric furnaces. The very small sizes have the draw- back of lack of precision in controlling the carbon content of the steel. Small Rennerfelt two-phase, indirect-arc furnaces of 40 to 60 kilo- watts and small Industrial Electric Furnace Co. furnaces, single- phase with one electrode embedded in the hearth, of 25 to 50 kilo- watts, are also in use by a few firms for experimental work or for production on a very small scale. Hoskins carbon-plate resistor crucible furnaces are also sometimes used. Little seems to have been published on the use of these furnaces in making experimental alloy steels. Keeney' has given data on the making of uranium steels in a tilting Siemens furnace of 25 pounds capacity, and has described a small stationary Siemens furnace.

The 7-mile Flathead Tunnel, located in the central Salish Mountains of northwestern Montana, was constructed between 1966 and 1969, With the contract awarded April 19, 1966, drill and blast tunnel excavation began September 30, 1966, and was completed June 21, 1968, in 488 tunnel-driving days, Peak advance was 66 feet per day. On June 27, 1969, all tunnel concrete lining was completed. Average wall and arch concrete placing rates exceeded 1,700 cubic yards daily, with nearly half of the concrete placed during a severe winter season. Major cost savings in concrete tunnel lining were achieved through a value engineering clause in the contract. Achieving consistent results and high rates of placement in concrete lining ranked equal to ground control in overall tunnel problems. Ground control problems exceeded expectations and were of continual concern throughout excavation, One support collapse in the tunnel and one portal slide condition developed during construction. Critical surface geologic exposures were largely obscured; only a portion could be accurately projected underground, An instrumentation program to gather basic data on rock defamation near the heading face for support purposes was a pioneering effort. The Flathead Tunnel was placed in service on November 7, 1970.

Introduction This paper is a descriptive analysis of injuries and fatalities at small surface bituminous coalmining companies in Pennsylvania. The purpose of analyzing a specific industry sector and location is to identify issues that might be missed in a wider analysis. Other studies of small mine safety (e.g., Peters and Fotta, 1994, Randolph and Boldt, 1997) have shown that the relationship between safety and mine size is not a simple one. Some injury types occur at higher rates at small mines, while others occur at lower rates. Consequently, an analysis limited to a specific type of mining can help identify hazards and issues specific to that sector. The results of this analysis will be useful for directing training, intervention, and research efforts towards the most prevalent causal factors and incident types. Procedures and Definitions Data sources The primary sources of data for this analysis were files provided by MSHA containing information collected under Title 30 Code of Federal Regulations, Part 50. These files, commonly referred to as “Part 50 data”, are provided though MSHA’s Program Evaluation and Information Resources directorate. Two primary types of injuries were selected from the Part 50data: Fatalities (MSHA “degree of injury” code 1) and lost-time injuries, otherwise known as nonfatal with days lost (MSHA “degree of injury” codes 2 through 5). Lost-time injuries involve either actual days away from work or days of restricted activity or both. Fatality and lost-time injury incidence rates were calculated using the standard MSHA formula: Number of injuries per 200,000 employee-hours. Additional information on company sizes and mine ownership was provided by the Pennsylvania State University College of Earth and Mineral Sciences. Time span A five-year time span was selected for this study. More than a single year of safety experience is usually needed to capture a broad range of incident types. Many types of injuries, especially fatal injuries, can be extremely rare, and may be missed if too short a time span is selected. However, a time span that extends too far back may begin to suffer historical threats to validity. That is, incidents that occurred several years ago may be caused by hazards that have since been remedied or may be related to mining practices and conditions that no longer exist. A five-year span offers a practical compromise between these two concerns. Consequently, the MSHA Part 50 data files from 1993 through 1997 were used. The 1997 file was in “preliminary” form at the time of the study, so small variations from the final 1997 “close out” file can be expected. Based on past experience, we do not expect the close-out variations to have a significant impact on the findings.

Accidents involving underground rail transport were analyzed to quantify the magnitude and the operational requirements for individual mine car braking systems. The results showed that the brake preventable accidents represent only 2% of the total underground fatal accidents and less than 1% of the total underground nonfatal accidents. In addition, the brake preventable accidents are expected to decline over the next decade. The costs of accidents involving deaths and Injuries were determined using various well accepted methods. The costs of a brake retrofit program for all operating underground coal cars were developed separately for small and large coal mines. Costs of retrofit brakes, new car brakes, maintenance, inspection and repair facilities were included in the esimates. The analysis showed that a retrofit program would not significantly increase safety, and that the program cost would greatly exceed the corresponding expected benefits.

"Although coal-mine explosions rank third among causes of underground fatalities, they receive more wide-spread attention than any other accidents in mines because frequently many persons lose their lives in a single disaster. Each bituminous coal-mine explosion endangers the lives of approximately 100 persons--the average number employed underground in a commercial mine. A critical analysis of coal-mine explosions in a restricted district gives a cross-section of relative existing explosion hazards, of common causes of ignitions of gas and dust, and of effective prevention measures. The Safety Division of the United States Bureau of Mines is collecting data on coal-mine explosions in the various States, and this circular is one of a series analyzing the causes and recommending methods for thy prevention of similar occurrences,The data on this circular are based on records of the United States Bureau of Mines and the West Virginia Department of Mines. Unfortunately practically all of the early records were destroyed by fire in the State House at Charleston, W. Va.; the remaining records were made available to the authors by N. P. Rhinehart, chief of the Department of Mines, and his cooperation is gratefully acknowledged.The earliest available reference to coal in West Virginia is that made by John Peter Lally who in 1742 found ""a great plenty of coals"" near a river later called Coal River. In 1809, Nicholas Roosevelt found coal along the Ohio River and used it on the New Orleans, said to have been the first steamboat west of the Allegheny Mountains. In 1810, Conrad Cotts opened a mine near Wheeling and sold coal for domestic purpose in 1812, a mine was opened on the Ohio River opposite Mason City and produced 1,200 bushels of coal that year. In 1840 the total West Virginia coal production was 298,691 tons; in 1863, the production had increased to 444,468 tons, and in 1883, to 2,335,833 tons. During this period apparently most of the coal was extracted from coal outcropping on the hillsides; little danger of gas ignition existed at that time, but explosions from blown-out shots occurred frequently. On February 22, 1383 the West Virginia legislature enacted legislation providing for a mine inspector to inspect the mines of that State, to prevent mine accidents, and to insure properly ventilated mines.In a special report to the Governor on December 31, 1884 the Inspector of Mines reported:We have 5 shafts, in 4 of which there is more or less gas; and in 1 of our drift mines there was an explosion on the 27th day of March 1880, whereby 2 men were killed and a boy badly burned.Table 1 lists 287 explosions in West Virginia coal mines. Several early explosions were listed in the annual reports of the West Virginia Department of Mines as ""blown-out shots"" or ""powder explosions"". The injuries usually were described; explosives accidents have been eliminated from these and other available data, and only those in which dust or gas were involved have been included in this paper as explosions."

The Bureau of Mines in cooperation with Quaker State Refining Corp. conducted two underground-combustion oil-recovery experiments in the Venango Second sandstone in the Reno pool, Foster-Rena-Oil City field, Sugar Creek Township) Venango County, Pa.) to determine the applicability of the process for reservoirs producing Pennsylvania-grade paraffin-base crude oil. Tests were terminated when analyses of produced gas showed that a self-sustaining combustion front did not exist. It was thought that insufficient fuel had been deposited in the formation. Laboratory retort tests made after the second field test was concluded showed that crude oil from the Reno area would deposit enough fuel to support combustion if air flux, temperature, and time were maintained within defined limits.

The Bureau of Mines has reviewed those portions of the "Tariff Schedules of the United States Annotated 1963" that are of interest to the minerals industry. This study shows to what extent rates of duty were altered (increased or decreased), and provides a bridge where possible from the old Schedule A classification sys tem to the new TSUS system of statistical reporting of import data. In general the new tariff has corrected previous classification defects and inconsistencies, but the rates of duties have not been materially changed.

It is interesting to study the noise standards that have been promulgated in the US over the last decade or so. These regulations are likely to have long-lasting impact. The Occupational Safety and Health Administration (OSHA) Hearing Conservation Amendment (March 1983) continues to have influence not only in the workplace but in the debate over new regulations. Both the Mine Safety and Health Administration (MSHA) and Federal Railroad Administration (FRA) regulatory preamble documents state the desire to be consistent with OSHA. An examination of Table 1, which compares the major components of the three regulations and the 1998 NIOSH “best practices” criteria, depicts the extent to which that intent is met. There has been some regulatory activity in the last decade which may give some hope for evolution and updating based on the wealth of science that has occurred during the last quarter of a century since the OSHA regulation was enacted. However there has also been some “back-sliding” toward more lenient standards. The MSHA noise standard made regulatory progress in September 2000 by emphasizing engineering and administrative controls, followed by personal protective equipment, in the hierarchy of noise intervention. MSHA’s requirement for technician certification (today only available from CAOHC) strengthened the training requirements for audiometric testing in hearing conservation programs and MSHA also added the requirement of dual hearing protection at 105 dB TWA. There were many subtle differences between OSHA and MSHA based on comments and a desire to clarify some of the vague aspects of the OSHA noise standard, and meet the needs of the regulated mining industry. One example pertains to the ceiling for exposures. OSHA says, “no exposures >115 dBA,” which is interpreted to mean no unprotected exposures above that level, giving credit for the assumed effectiveness of hearing conservation programs, hearing protection devices and administrative and engineering controls. MSHA specified that a “P” code1 violation be issued for any protected or unprotected exposures >115 dBA. The Federal Railroad Administration (FRA) noise standard for railroad operating employees, which went The Modern Evolution of Hearing Conservation Regulationsinto effect February 26, 2007, was expressly based on the OSHA standard but also uses MSHA for comparison. The preamble states that the FRA defers to OSHA as the “primary regulator of noise in the workplace,” but also acknowledges the need for some departure from the OSHA regulation (FRA Preamble II.B). As an example, FRA requires testing at 8000 Hz “because it will allow employers to identify hearing loss sooner.” The FRA rejected MSHA’s hierarchy of noise controls in favor of requiring specific engineering interventions and focusing on appropriate hearing protection which would still allow communication and audibility, and identification of excessive noise through employee-filed “excessive noise reports.”2 Where OSHA has no specific mandate requiring employees to take advantage of the employer-paid audiogram, it has been traditionally a condition of employment and is generally accepted that OSHA-covered workers require an annual audiogram. MSHA addressed this issue in its preamble; however, they made no significant change. MSHA employers are required to offer annual audiograms but MSHA stopped short of requiring employees to comply with annual audiometric testing. Perhaps the most significant development in coal mine ground control during the last century was the introduction of roof bolting during the late 1940’s and 1950’s. From an engineering standpoint, roof bolts are inherently more effective than the wood timbers they replaced. Roof bolts promised to dramatically reduce the number of roof fall accidents, which then claimed hundreds of lives each year, and they were initially hailed as “one of the great social advances of our time.” Roof bolting also emerged at a time of rapid technologic transformation of the coal industry, and greatly accelerated the transition to trackless, rubber-tired face haulage. The U.S. Bureau of Mines quickly became the new roof support’s strongest advocate. Some state agencies and miners were skeptical at first, but nearly everyone was soon won over. Case histories were reported showing that roof falls could be largely eliminated while productivity increased dramatically. Little wonder that, in the words of one contemporary observer, “roof bolting has been adopted more rapidly than any other new technology in the history of coal mine mechanization.” Yet by the end of the 1950’s, it was clear that roof fall fatality incidence rates had actually increased. It would be another decade before the superior ground support provided by roof bolts would clearly save lives. The story of how roof bolting was implemented by the mining industry, but took so long to live up to its promise, is a fascinating example of the interaction between economics, technology, regulation, and science. It still has important lessons for today.

A critical review of the numerous test methods that have been devised for measuring the "plastic" and "swelling" properties of bituminous coking coals and the practical evaluation of the data obtained has long been needed. The author appreciates fully, first, the arduous problem of doing justice to the merits and limitations of the many original test methods and their manifold modifications and, second, the more difficult task of interpreting the test data obtained in their practical applications to the important problems involved in the coking process. It has been the constant aim of the author to point out the broader significance of the test principles employed in the different classes of test methods and the usefulness of the test data obtained in relation to the problem of coking bituminous coals, rather than to stimulate unduly a controversial criticism of the merits and limitations of any particular class of test methods or of individual test methods devised by different workers. The task has been quite difficult because of the almost total lack of accepted test standards and specifications.

This Bureau of Mines report describes an investigation of factors influencing economic viability of a proposed system to mine and process manganese nodules. The system consists of hydraulic dredging and ammonia leach processing designed to recover three metals: nickel, copper, and cobalt. A ferromanganese recovery plant is a considered option. Annual capacity is 3 million dry metric tons (t) nodules. Aftertax rates of return (ROR's) of only 7.38 and 6.63 pct are predicted for three-and four-metal base scenarios, respectively. Sensitivity analyses indicate that variations in commodity prices, metal recoveries, and deposit grades produce similar incremental changes in ROR. Estimated cumulative effects of price variations are greatest. While three-metal operations generally yield higher predicted returns, potential increases in manganese price and process recovery could make four-metal operations most profitable. Maximum variations in both capital costs and three-metal operating costs result in ROR changes of about 25 pct. In contrast, four-metal ROR's exhibit variations to 70 pct. Even so only a best case analysis, utilizing favorable variations in all categories tested, generated ROR's approaching a level thought necessary to trigger company interest. Consequently, it is concluded that nodule mining will not take place in the foreseeable future without significant financial incentives.

Coal has been mined in the central Appalachian coalfields of southern West Virginia, western Virginia, and eastern Kentucky for more than a century. The dwindling reserve base consists in large part of coal that would have been considered unmineable by earlier generations. Nearly every current operation is working on a property where coal has been extracted in the past, from seams either above, below, or both. NIOSH is conducting research aimed at helping mine planners prevent hazardous conditions due to multiple seam interactions. To-date, more than 300 case histories have been collected from underground mines, mainly from central Appalachia. This paper focuses on several of the more challenging situations that have been encountered, including: • Room-and-pillar development 20 ft (6 m) beneath full extraction workings at a depth of 1,000 ft (300m) of cover (Virginia) • Pillar recovery 45 ft above full extraction workings at 900 ft (270 m) of cover (Virginia) • Near-simultaneous room-and-pillar mining with pillar recovery with 40 ft (12 m) of interburden and 1,500-2,000 ft (450-600 m) of cover (Kentucky) • Longwall mining directly beneath main entries in overlying seams (West Virginia) • Some of these operations have been highly successful in overcoming the challenges, others less so. The lessons learned from their experience will help ensure that these and similar difficult reserves can be mined safely.

This volume contains a series of papers describing research conducted by the Bureau of Mines to develop or improve equipment and systems that satisfy the communication requirements of miners doing work related to rail, belt-conveyor, trackless, and hoist haulage systems.

The oxo reaction consists of catalytic conversion of olefins by reacting the olefins with CO and H2 (water gas) to aldehydes that contain one more carbon atom than the starting olefin. The aldehydes are then generally reduced with hydrogen to primary alcohols in a second stage. The two-stage process is called the oxo process. The word "oxo" is derived from the German "oxierung" (ketonization); thus the exact English equivalent of "oxo" is "keto". The oxo process may be applied to nearly all olefins. A wide range of pressures and temperatures may be used in both stages. The pressure range usually employed is 150 to 200 atmosheres. The temperature in the first stage is usually about 140° C. and in the second or hydrogenation stage about 180° C. Although a standard Fischer-Tropsch catalyst may be used for both steps, cheaper catalysts have been utilized to effect hydrogenation of the aldehydes. Most of the information for this, report on the oxo process was gathered from Technical Oil Mission microfilms. T.O.M. Reels 14, 55, and 134 were especially valuable. T.O.M. Report 6 by H. M. Weir was very helpful. Information on the oxo process is scattered throughout documents captured in enemy territory, and the present report does not include all the available data. Some of the information was procured by personal interview. Where, in the body of this report, certain investigators are quoted, the source of the statement is either personal interview or the T.O.M. reports.
