The United Nations Convention on the Law of the Sea (UNCLOS) entered into force, for those nations who had ratified it, on November 16, 1994. The Convention deals with nearly every aspect of ocean affairs, including marine scientific research, fishing zones, freedom of the high seas, protection of the marine environment and deep seabed mining. Article 76 of the Convention defines edge of the continental shelf in a way that many earth scientists find bizarre. Out to this limit, a coastal state has sovereignty over the seabed and sub-seafloor resources. Beyond that limit, the key principle of UNCLOS, that "the resources of the deep seabed represent the common heritage of mankind and should be developed to benefit all nations" is invoked. Establishing that limit and managing development in the different areas of jurisdiction is no small task. Canada's continental shelf as defined by UNCLOS covers an area approximately equal to half the area of the Canadian land mass. Interpretation and application of the convention is therefore highly significant for Canada. For example, the sedimentary basin in which the offshore Hibernia oil field is found, extends beyond the 200 mile limit but lies predominantly within the limits of the (UNCLOS) continental shelf. Responsibility for development of inshore placer deposits rests firmly with the coastal state. However, development of deep sea mining, in which the international community plays a management role under UNCLOS, has raised many concerns. Of particular interest to Canada will be the application of the provisions of the convention to interest in the polymetallic sulfides sampled on the mid-ocean ridges such as the Juan da Fuca Ridge. A further complicating factor for Canada is management of fishing stocks. Canada has sought to resolve this "problem" through multilateral negotiations under the UN. Under its "Oceans Act," currently being debated by Parliament, Canada intends to become a world leader in oceans and marine resource management. Similar activity in most maritime nations is setting the stage for a revolution in the way in which use of the world's oceans is managed. Much of this revolution will be guided by UNCLOS. Coastal states that have ratified the convention have ten years in which to define the limits of their continental shelves the clock is already ticking for them! We have yet to see how their actions will guide, or be guided by, those who have not yet ratified. We also have yet to see how national legislation and aspirations will mesh with international conventions that were drawn up in a previous era of environmental standards. This is a time in which many questions have been raised and few firm answers received. However, we must ensure that everyone is aware of what is happening, with what potential consequences, in order that rational decisions can be made. Canada has taken a few small steps that it is happy to share with the world community.

Remotely control led drills capable of being lowered to the sea-floor from ordinary research vessels have been developed over the past two decades. These drills are currently being used in geological survey programmes on the continental shelves (Canada, Japan, Norway, United Kingdom) and for studies of mid-ocean ridges. Generally the drills fall into two categories: 1) those which are powered from the surface and controlled by an operator, and 2) those which are battery powered and follow an automatic programme. Some drills have a television camera mounted on them sending a picture to the surface as an aid to site selection and geological interpretation. Typically the drills are capable of drilling a core 2.5 - 5 cm diameter up to 10 m long. While most of these drills are designed for <1000 m depth, some can drill in water depths of as much as 3500 m.

The Minerals Management Service of the U.S. Department of the Interior and the State of Hawaii Department of Planning and Economic Development are investigating the cobalt-rich ferromanganese oxide crust deposits found within the Exclusive Economic Zones (EEZ) of the Hawaiian Islands and Johnston Atoll. The objective of this investigation is to complete a preliminary resource assessment and an Environmental Impact Statement for potential leasing of mineral rights to these crusts. The results of this effort will be summarized and published in a Draft Environmental Impact Statement in March 1986. Three oceanographic cruises to deposit sites in the Hawaiian Islands EEZ were conducted by the University of Hawaii in 1984. As a result, data and sample analysis yielded the following resource estimates (in thousand tonnes): (1) total crusts - 378,500; (2) cobalt - 2,500; (3) manganese - 76,200; (4) iron - 59,700; and (5) nickel - 1,400. These estimates do not include key factors such as deposit continuity, recoverability, and environmental sensitivity. A preliminary attempt to quantify some of these factors for one particular deposit is in progress and will consist of detailed field studies followed by laboratory analysis. Similar evaluations of the Johnston Island EEZ have also begun and are based upon field work conducted by West German researchers and the U.S. Geological Survey. The Johnston Island EEZ appears to have crust resources about as large as those contained in the entire Hawaiian EEZ.

A recently completed series of projects funded by the Commonwealth of Virginia and the U.S. Minerals Management Service was designed to assess the distribution of heavy minerals on the inner continental shelf adjacent to Virginia. These projects indicate that a suite of minerals of both strategic and economic interest is present. Analysis of several hundred grab and core samples shows that zircon, monazite, and titanium minerals (ilmenite, rutile, and leucoxene) occur in quantities that probably warrant further study by the mineral industry. Furthermore, side-scan sonography and shallow seismic profiles have provided information on the thickness and areal extent of the mineral-bearing sands. Possible development of the resource is enhanced by a potential use of offshore sand for beach nourishment. The results of the preliminary studies have been presented in open-file publications and oral reports in order that the mineral industry might have an up to date basis upon which to consider more exploratory work. Much of the effort south of the mouth of Chesapeake Bay was made in cooperation with and enhanced by an independent study of sand resources for beach nourishment and other needs. Preliminary review of the quantitative analyses of the heavy-mineral content of several hundred samples demonstrates that the distribution of high concentrations is non-uniform. East Diamante is a submarine volcano in the southern Mariana arc that is a complex caldera about 10 km x 5 km (elongated ENE-WSW), and breached on its northern and southwestern sectors. A large field of barite-sulfide mounds was discovered in June 2009 and revisited in July 2010 aboard the R.V. Natsushima using the Hyper-dolphin ROV. The mound field occurs on the NE flank of a cluster of resurgent domes inside the caldera. The mound field extends for more than 100 m long and is about 30 m wide, and is aligned along a NE-SW rift valley. A sample of dacite yielded a 40Ar/39Ar age of 20,000±400 years. Individual mounds are typically 1-3 m tall and 0.5-2 m wide, with lengths from about 3 to more than 5 m. The mounds are composed of barite-dominant layers interbedded with Zn-sulfide-rich barite layers. Rare inactive spires and chimneys cap some mounds. Fe and Mn oxides are currently forming small (<1 m diameter, ~0.5 m tall) subsidiary mounds on the top of some of the sulfate/sulfide mounds and drape the flanks of others. Both diffuse- and focused-flow fluids emanate from the subsidiary oxide mounds. Ages of the basal sulfate/sulfide mounds cluster around 4,000 years old based on 226Ba/Ba, whereas the oxides are less than 5 years old based on 228Th/228Ra. Most mound and chimney samples are dominated by barite and amorphous silica; sulfides occur in variable amounts that in decreasing order of abundance include sphalerite, galena, pyrite, and chalcopyrite. Anglesite, cerrusite, and a Pb phosphate occur as late-stage interstitial phases. Some mound samples have fragmental textures; layered clasts composed of chalcopyrite and pyrite may have been derived from collapsed chimneys. Despite the abundance of barite, samples contain high concentrations of Zn (to 23 Wt.%), Pb (to 13 wt.%), Ag (to 500 ppm), and Au (to 15 ppm). Copper is enriched in a few mounds samples, up to 3 wt.%, but is typically <1 wt.%. Other significant metal enrichments include Sb (to 1320 ppm), Cd (to 1180 ppm), and Hg (to 55 ppm).

While direct study of high temperature hydrothermal activity and the associated mineral formation as well as study of their scales are possible in the modern ocean, researchers are deprived of such opportunity for past geologic time. Even in cases where hydrothermal deposits that formed in the geological past are preserved they have been covered by sediments or overlain by lava and have become inaccessible after a time for obser-vation and sampling. Rarely are these buried hydrothermal deposits found during deep-sea drilling or coring operations, and their direct study on an ocean scale is impossible at present. Even within hydrothermal fields, without special preliminary detailed surveys, the probability of intersecting hydrothermal edifices that are covered by sediments becomes a rare event.

The increased interest on deep water minerals resources is a challenge for both mining and oil industry. The exploration and production of oceans minerals require a synergy between of different technologies. While mining industry is leading the dredging and processing part of the system, oil industry is contributing through development of ore lifting technology based on existing subsea knowledge. The paper presents an overview, based on published projects around the world, of different approaches to marine mining. Several exploration techniques and offshore production systems were already designed and assessed, all of them with apparently positive results. Exploration phase is well advanced and in continuous expansion allowing the discovery of increasing resources around the world of different nature but production can be considered to be in an early stage. Different from onshore mining, subsea operations require a closer cooperation with international and local authorities to preserve as much as possible the environment. There are still many uncertainties at respect and all the exploration process must be carefully evaluated to allow subsea mining to develop in a sustainable manner. Technically, mining at seabed was already demonstrated and the process is based on three main components, namely seafloor mining tools, riser and lifting system and production vessel support. This layout is based on the concept that ore must be disaggregated at seafloor first, transported to surface in form of slurry that must be dewatered before loading to be transported to processing plants onshore. The challenges are rising because the environment and safety must be taken into consideration as a priority when evaluating the efficiency of the system. The 21-year long-term Japan-SOPAC Cooperative Deep-sea Mineral Resources Study Programme was completed in March 2006. The Programme, which commenced in 1985, has seen numerous marine research surveys being conducted within the Exclusive Economic Zones (EEZs) of 12 SOPAC member countries (Figure 1). The various research and government institutions that have been closely involved in this longstanding Programme include: the Japan International Cooperation Agency (JICA); Japan Oil, Gas and Metals National Corporation (JOGMEC) (formerly, the Metal Mining Agency of Japan, MMAJ) and relevant ministries of the participating Pacific Island governments.

This is a part of the joint KIGAM-GNS-NIWA 3-year study of ferromanganese modules in the Campbell Nodule Field, east of Campbell Plateau to determine age distribution, growth rates and geochemical evolution in relation to geographic setting. The petrography, chemistry, inferred genesis, and 10Be/9Be dating of the nodules were described in the science report of GNS (Chang et al., 2003a, 2003b; Graham et al., 2003a) and presented at UMI (Chang et al., 2003c; Graham et al., 2003b). The morphology and distribution of ferromanganese nodules were also published in detail (Wright et al., 2005). This presentation is only concentrated on the mineralogy and chemistry of the nodules.

The Kyzyl-Tashtyg massive sulfide polymetallic deposit is situated 120 km north-east of Kyzyl (the capital of Tuva Republic, Russia). It is located in the Ulug-O volcanic zone which is interpreted as the northern segment of the Kaa-Khem rift in Sayano-Tuva marginal sea, one of the Paleoasian Ocean margin (Fig. 1) [Zaykov, 2006]. Since its discovery in 1946 the deposit has been studied by many researchers. Significant information was published by Kuzebny et al. [2001] and Zaykov [2006] who proposed volcanogenic-sedimentary genesis. A single reference in English about Kyzyl-Tashtyg is available [Herrington et al., 1999].

There are generally two methane passes in conjunction with the seafloor natural cold seepages, as is schematically shown in Fig. 1. The first pass consists of the coupled anaerobic oxidation of methane and anaerobic sulfate reduction, as well as sulfur oxidation in the bacterial mats and immobilization thereafter in the sediment layer and on the seafloor. Through the first pass, calcium and organic carbonates are formed in biological and chemical processes from the methane (Luff and Wallmann, 2003; Luff et al., 2004). The detailed structure of the seafloor methane consumption process unit and its biological and chemical processes were introduced in Yamazaki et al. (2005). The other pass consists of direct bubbling into the water column. Through this pass, organic carbonate is formed with biological oxidation, and a small amount of the methane escapes into the atmosphere. Methane flux is supplied to these two passes through the sediment layer from the deeper structures. The structure of the methane supply process unit was introduced in Yamazaki et al. (2006).

Polymetallic nodules are a widespread resource in the Pacific Ocean, particularly in the areas of Clarion-Clipperton (Cronan, 2000). The most abundant mineral phases are formed by iron and manganese oxides, with minor elements such as nickel, copper, cobalt, molybdenum and rare earths elements (Cronan, 1977; Cronan and Moorby, 1981; Iyer and Sharma, 1990; Mangini et al. 1990; Banerjee et al. 1991). In the Clarion-Clipperton Zone (CCZ), several authors mention that there are three main mineral species of manganese oxides, which have been recognized and which are associated with different processes of formation: todorokita (Mn2+, Ca, Mg) Mn34+ O7. H2), vernadite dMnO and birnessite enriched in Fe and (Na, Ca) 0.5 (Mn4+, Mn3+) 2O4. 1.5 H2O. In nodules of hydrothermal origin have been found todorokite, birnessite, vernadite, goethite and pyrolusite. Although there are many oxides and hydroxides of manganese and iron in amorphous and microcrystalline phases that make up the bulk of the nodule (Frondel et al. 1960; Cronan 1977; Dymond 1981; Calvert and Piper, 1984; Aplin and Cronan, 1985; Martin and Lallier, 1993; Achurra et al. 2009), identifying specific mineral phases is difficult due to the intergrowth of different phases and associated detrital material.

The Kurile Arc consists of at least 100 submarine volcanoes and 5 submarine calderas located mainly in the rear arc (Figure 1). The arc is seismically very active, particularly in the south, and is characterized by extensive volcanism and hydrothermal activity. At least one subaerial volcano on the arc (Medvezhy located on Iturup island) has an extremely shallow magma chamber and is intensely active.

Paleooceanic structures of the Urals fold belt contain different volcanic-hosted massive sulfide deposits of the Urals, Kuroko and Cyprus types [Prokin, Buslaev, 1999]. Small Cobearing massive sulfide deposits, as Ishkinino, Ivanovka and Dergamysh, associated with ultramafites of the Main Urals fault, are less known. Interest to them had arisen after discoveries of the modern “black smokers” associated with ultramafic rocks of the Middle-Atlantic Ridge (MAR). Ores of the Urals deposits are enriched in Co (0.3 %) and Ni (0.6 %) that are concentrated in Co-Ni-Fe-sulfides, sulfarsenides, and arsenides. Ores also contain the increased gold contents – 3–6 ppm and up to 16 ppm in those saturated with As-bearing minerals. The aim of the paper is a comparison of precious metal mineralization in ores from the Paleozoic and modern ultramafic-hosted massive sulfides.

Since 1985, numerous constructional sulfide-sulfate deposits in the form of mounds, pinnacles, chimneys, and sheets have been located between 40°45&apos; and 41°05&apos;N latitude in Escanaba Trough, the sediment-covered axial valley of the Southern Gorda Ridge. Single-channel seismic data indicate that three volcanic edifices up to 6 km in width penetrate as much as 500 m of turbidites that fill the valley; pillow and sheet flow lavas are exposed on the sea floor where these volcanoes breach the sediment surface. Observations from deeply towed camera systems and submersibles show that the largest hydrothermal deposits occur along the step-faulted northern flank of the central volcanic edifice and on the peripheries of steep-sided, sediment-capped hills, approximately 1 km wide and 100 m high, that rise above the valley floor. The sulfide deposits are highly oxidized, eroded, and partly buried by unconsolidated sediment; aprons of sulfide talus extend downslope from the mounds. Two types of sulfide have been sampled by dredging and submersible. The predominant mound and chimney material is pyrrhotite-rich massive sulfide with low amounts of Zn, Pb, Cd, and Ag. Coarse-grained zones with high porosity mark the location of myriad fluid channelways. Thin crusts of barite associated with pyrrhotite-rich sulfide have Au contents up to 2 ppm. This paper presents the results of theoretical investigations of the energy requirements of the hydraulic lifting of mined materials from the seabed to the sea surface in the deep-sea mining of solid minerals such as manganese nodules in the Clarion-Clipperton region of the Pacific, situated on the sea floor in water depths of 4,500 m or more. The principal element of the developed underwater transport system is the Underwater Chamber, which is connected by flexible pipeline to a mining machine that gathers nodules from the seabed, mixes them with seawater, and feeds them into a flexible pipeline. In this paper, we discuss the question of the optimum water depth for placement of the Chamber, the interior of which is designed to maintain a 1-atmosphere pressure. We present a method for calculating this depth as it relates to the mechanical characteristics of solid particles, the shapes and size distributions of the particles, particle and slurry density, and other properties. These investigations were carried out in hydro-transport laboratory of the Saint-Petersburg Mining Institute and the hydraulic laboratory of Faculty Environmental Engineering in Wroclaw Agricultural University. The Republic of South Africa ranks among the world leaders in both reserves and production of numerous land-based mineral commodities. Over the last three decades, however, South Africa has also identified several commodities that may exist in commercial quantities in the marine environment. The major targets include 1) placer diamonds; 2) titanium- and zirconium-rich beach sands; 3) sedimentary and concretionary phosphorite and glauconite deposits; 4) manganese nodules; and 5) hydrocarbons. South Africa ranks second in world reserves of diamonds and has potentially enormous sea resources. Diamonds are currently recovered on the Atlantic side from ancient beach gravels in the Northwest Cape Province and from the seabed south of the Orange River to Lamberts Bay. Approximately 100,000 carats (or just 1% of South Africa&apos;s total annual production) are produced each year from offshore operations. DeBeers is investing approximately $5 million per year on sea prospecting activities and currently operates three vessels in offshore recovery operations. Diamonds recovered at sea will remain a small percentage of total production because of huge land-based reserves that are mined at a fraction of the cost of seabed operations.

Concern over the availability of domestic critical and strategic mineral supplies has led the Bureau of Mines to evaluate the reserve development potential of alternative sources in Alaska. Near the village of Platinum, on the southwest Alaska coast, the Red Mountain concentrically zoned ultramafic complex is a source of onshore alluvial placers containing platinum-group-metals (PGM). It has long been suggested that valuable placers may also underlie the shallow coastal waters of the Bering Sea. A direct correlation of placer PGM and chromium to ultramafic rocks in the area was studied by the Bureau and the extent of the complex was mapped. Magnetometer and gravity data and geological studies suggest the complex is a large lensoidal body trending several kilometers offshore to the southwest with a probable steep southeasterly dip. Multiple Pleistocene glaciations and marine transgressions have eroded the western and southwestern portion of the complex. Sediments containing PGM, chromium, and associated gold (largely derived from glacial till) have been transported northward along the advancing coastline by littoral currents. Beyond the breaker zone, these sediments are generally buried by recently winnowed sand and gravel transported by strong longshore tidal currents. There is also evidence that paleoplacer channels underlie the marine sediments.

The occurrences of polymetallic minerals within the Exclusive Economic Zones (EEZs) of many Pacific Island Countries (PICs) have been confirmed through marine scientific researches and seabed minerals exploration in the last forty years, and are increasingly being recognized by nations as a future potential source of revenue and economic development. For many of the smaller PICs, this may represent the only exploitable natural resource sector apart from fish. SOPAC (then under the CCOP/SOPAC) was actively involved with deep sea mineral exploration in many countries in the South Pacific between the 1970s and early 1980s that led to the discovery of a number of seabed mineral occurrences within the EEZs of these countries. In collaboration with SOPAC, a number of multinational consortia and national agencies were involved in this early stage of seabed mineral prospecting in the region. This was followed by a twenty-year (1985-2005) marine mineral prospecting in the Pacific through the collaborative effort of the Government of Japan and SOPAC as well as the Ridge 2000 program. Other mineral prospecting and marine scientific research initiatives have been conducted in recent years and the most notable one is the Nautilus Minerals advanced exploration in the Manus Basin in PNG. Based on the results of previous exploration, a number of countries in the region with moderate to high deep sea mineral resources potential are identified. Seafloor Massive Sulphide deposits have been confirmed in PNG, Tonga and Fiji while the Cook Islands and Kiribati have high manganese nodule resources potential in addition to significant occurrences of Cobalt-rich Crust within the EEZs of the Marshall Islands and the Federated States of Micronesia. Despite the recent surge in deep sea minerals interest and activity around the Pacific, specific policy, legislation and regulations necessary for the governance of deep sea mineral resources are lacking. Also lacking is the specific technical and human resources capacity essential to ensure that PICs are able to effectively manage these seabed resources. Consequently, SOPAC under the EU funded Deep-Sea Minerals (DSM) Project will work with Pacific ACP States to develop a regional regulatory framework from which they can develop their national frameworks for the sustainable management of their marine mineral resources. The work is of critical importance if PICs are to have effective environmental, fiscal and social management instruments in place for the exploration and exploitation of deep sea minerals that could support economic growth within the region as a whole.

Williamson and Associates, Inc of Seattle, Washington has recently built a remotely operated seafloor coring system for Nichiyu Giken Kogyo Ltd and the Metal Mining Agency of Japan (MMAJ). The system is designed to core to depths of 20 meters in 6,000 meters of water and will be operated from MMAJ&apos;s research vessel Hakurei-Maru No. 2 The corer uses rotary rod coring methods and will recover a core diameter of 44 mm. To facilitate coring through soft or unstable formations, the corer has the ability to set casing. The corer is fitted with thrusters for positioning during landing and telescoping legs for leveling. The system is operated through a 12 km electro-optical cable. Data displayed to the operator provides the operator with real-time feed back and control over the coring process. The operator has independent proportional control over bit weight, advance rate, rotary speed, and flushing water flow. The process of making up, breaking down and storing the drill string is automated and is controlled by a logic driven software routine. The system is currently undergoing trials in Japan. This presentation will discuss the drill&apos;s capabilities and should be of interest to those in need of a tool for assessing the thickness of marine mineral deposits.
