Manitoba has now joined Ontario and Quebec in providing for new incentives and lower tax rates for the mining industry. A single rate of tax (to replace the former two-tier royalty), an investment tax credit and a relatively straightforward set of rules for calculating taxable mining profits are the main features of new mining tax legislation announced by Manitoba's Finance Minister Donald W. Craik in his May 15, 1979 budget address. On introducing amendments to reform The Metallic Minerals Royalty Act, the Finance Minister indicated that the new tax regime is intended to restore the Manitoba mining tax system to a competitive position in Canada, and should result in renewed investment in the province's mining industry. 1n this regard, the government could be right-there is little question that the new tax regime will produce greater incentives for the mining industry than the two-tier royalty system introduced by the New Democratic government in 1975. The proposed changes, contained in Bill 57, would largely be effective January I. 1979.

Diametrically faced borehole breakout observations are a fairly good indication of magnitude of the secondary stresses acting perpendicular to the borehole. In cases of low in situ stresses, where borehole breakouts are not observed naturally, it is possible to increase the prevailing stress state around the borehole by increasing the rock temperature. When the temperature is increased sufficiently, thermally induced borehole breakouts will occur. By implementing the temperature increase in boreholes located at excavated tunnels, it is also possible to study the effect of the near-field stresses caused by the excavation. The near-field stress state changes as a function of borehole depth, thus increasing the information available from experiment. To study the feasibility of this proposed low cost method, a Borehole Thermal Spalling (BTS) experiment was executed in ONKALO Underground Rock Characterization Facility, in Western Finland in 2014. The first borehole pilot test with the method was conducted in ONKALO at the POSE niche in already at May 2010, with the second pilot test following in August 2010 at Äspö HRL. The major objective of the experiments was to define the trend of the maximum in situ stress component, while also providing knowledge of the in situ spalling strength of the ONKALO rock mass. The stress state in ONKALO is nearly isotropic in horizontal layer, causing problems for the use of more traditional stress measurement methods. With boreholes heated over long interval, the weakest rock parts are observed to fail, thus providing statistical confidence. For these reasons, continuous test sections have an advantage in ONKALO, compared to spatially limited stress measurement methods such as overcoring and hydraulic fracturing. The BTS experiment is conducted in 9 meter deep vertical boreholes located at the POSE niche, situated -345 m depth below the ground surface. The boreholes used within the BTS experiment are located in migmatitic granite, in an experiment area where the surrounding stress state and the rock strength are fairly well known. The prior knowledge of the stresses is favourable for the experiment, as it requires careful planning and iterations to determine the appropriate heating power domain. Too low heating power will not be sufficient to cause borehole breakout, while too high heating power causes breakout in all directions thus making determination of stress direction hard or impossible. The initial state of the borehole and induced borehole breakouts will be monitored using acoustic televiewer logging (ABI) and optical borehole logging (OBI) imaging techniques. Fracture mechanics modelling is used in planning of the experiment, also in back-analysis to link the observed breakout angle to stress state. Both the pilot test in 2010 and BTS test in 2014 resulted in similar borehole breakout direction. The results are in line with so called EDZ & VT1 stress interpretation, revealed the maximum horizontal component bearing the magnitude of 21.5 MPa, with the trend of 166°.

Quantitatively analyzing deformation of a tunnel with lining anomalies for structural safety evaluation is essential for sustainable tunnel engineering. However, a complete theory and associated methodology accounted for displacement of a built tunnel is absent. This manuscript introduces a novel characteristic matrix method proposed by the authors which is an integrated procedure that analyzes displacement of rock tunnels in operation. First, establish a numerical model expressing a specific state of the tunnel in interest. Derive the characteristic displacement modes by a unit disturbances and check their independency. Once the characteristic displacement modes are proved to be orthogonal (independent), they are ready for use. Given a tunnel displacement, modal decomposition returns the magnitude of each characteristic displacement modes that together consist the given displacement. By realizing the definite value of horizontal and vertical translation, rotation, uniform compression/expansion, elliptic deformation, triangular deformation…etc. for a tunnel displacement, one can distinguish tunnel displacement and deformation types from their modal composition. A circular tunnel with elastic structure and surrounded by elastic rock mass is chosen to demonstrate the outcome of characteristic modes and how they work. The influences of tunnel shape, elastic modulus ratio between rock mass and tunnel structure, and numbers of monitoring points on a tunnel profile were also discussed. Identifying possible tunnel deformation causes is attainable if further connections between mode combination and force increments were built.

In this paper we follow various technological discoveries and developments in the purification of minerals and metals in the mining industry by ion exchange. For approximately 100 years, ion exchange has been a known and variously applied purification and separation technology used by scientists and producers. It would seem obvious that the producer’s objectives have always been to achieve the highest quality products and the lowest operation costs, but also with the least amount of technological complexity. As a strategy to reach these goals, much effort has been expended in the quest to improve continuous ion exchange (CIX) systems by reducing utility needs and resin degradation or loss while at the same time improving productivity and reliability. Recent developments from a number of companies have pushed equipment boundaries, resulting in a variety of unique commercial equipment designs each with a varying degree of success. The challenge set forth for all new designs has been a truly continuous process with no sacrifice in the afore mentioned benefits. One very recent equipment design based on system symmetry appears to meet many of these objectives with greater flexibility and less complexity resulting in better economics for the producer.

Introduction In this paper it is proposed to review the history of petroleum geology in western Canada, to discuss some of the main events which have affected its progress, to mention its relationship to the petroleum industry, and, finally, to appraise its present status and possible future importance. It will be useful first to consider the meanings of the terms petroleum geology, petroleum geologist, and the petroleum geology of a terrain. Petroleum Geology. - In simplest terms, geology is the science of the earth. Hence petroleum geology is the science of that portion of the earth that encloses pools of petroleum. The systematic delineation and study of stratigraphic geology began about 1820. The systematic development and study of petroleum geology started about 1910. It is a relatively immature branch of geology. Petroleum Geologist. - This term may be applied to a fully qualified geologist who is engaged for a time, be it a job, a contract, or a lifetime, in the work of finding and developing deposits of petroleum and related substances. No man may properly be called a petroleum geologist who is not first a fully qualified geologist.

Blast vibration induced by mining activities, such as stope production blasts, could lead to the initiation of seismic events that inflict damage to mine openings. In this paper, the effect of stope production blasts on nearby fault is examined. First, validation of blast vibration attenuation is performed with a numerical model representing a single blast hole through comparison with that calculated from charge-weight scaling law derived from in-situ data. Subsequently, a mine-wide scale model with a fault parallel to a steeply dipping, tabular ore deposit that is mined out with sublevel stoping method is generated, and the stopes are extracted and backfilled with static analysis to simulate burst-prone conditions on the fault. Based on the stress states, dynamic analysis is performed, in which blast vibration is applied to grid points on a stope wall on the hanging wall side. This assumes 9 blast holes located close to the wall, and blast-induced particle velocities that consider the positional relationships between the assumed blast holes and the stope wall are applied. During the dynamic analysis, blast sequence is considered, and stress states and shear displacement on the faults are examined. It is found from results that, after a rise in normal stress on the fault due to compressive waves induced by the blasts, the normal stress decreases because of the reflection of the compressive waves on the fault. The reduction in the normal stress due to the reflected waves is found to be large enough to cause the fault to slip. The results also show that the level of normal stress eventually keeps decreasing with time as the blast sequence proceeds and that an increase in shear displacement on the fault is accompanied by a decrease in normal stress. This study clarifies the mechanism by which blast vibration causes the fault to slip. In addition, the simulation technique to apply blast vibration that takes into account blast sequence and the locations of blast holes to a stope wall is developed.

The incorporation of advanced analysis tools, such as CFD, into the process plant design process has become possible through advances in commercially available computational fluid dynamics software and faster computers. Multiphase modeling is now typically employed in the design phase of process plant design at Hatch. The multiphase models include Lagrange-Euler and Euler-Euler treatment of the multiple phases. Additionally, mixture models with interface-sharpening algorithms are applied to the prediction of free-surface flows in complex geometry. CFD is applied to applications where traditional design rules are not applicable. The additional rigor of CFD modeling in 2D and 3D allows process engineers to come closer to realizing true virtual plant design. The objective of this paper is to outline the benefits and pitfalls in the application of multiphase modeling for rigorous design. Several application examples in the hydrometallurgical field will be presented.

In hydrometallurgical minerals processing slurries are often processed at very small grind sizes and high solids concentrations. This normally results in flow anomalies of such slurries. Due to flow limits or yield stress the slurry tends to stagnate close to the vessel bottom, the walls and at any internals. The main mixing task therefore generally is not suspending of the solids but the homogeneous blending of the entire vessel volume. If not considered during the agitator design only a fraction of the vessel contents will be mixed. Therefore the knowledge of the slurry rheology as well as the variations in process parameters is vital to design e.g. storage or surge tanks. The integral mixing solution considers the motor power, the choice of the impeller type and number, the impeller diameter as well as the design of the baffles and feed and discharge positions.

The development in recent years of a fluidized bed system for use as a counter-current solid ion exchange loading contactor for the purification and concentration of uranium from leach liquors has had a major impact on the design of uranium extraction plants. The main object of this paper is to describe many of the variations that can be applied to the design of uranium extraction plants arising from the use of a fluidized bed loading contactor with a view to providing a guide for the development of a flowsheet for a new uranium extraction plant. The paper has been devoted primarily to the consideration of conventional uranium extraction plants in which a ground ore is leached in mechanically or air agitated tanks. The effect of the use of a fluidized bed loading contactor on each of the plant sections from leach to uranium purification and concentration has been considered. In order to describe most effectively the impact of using a fluidized bed solid ion exchange loading contactor, its use has been compared with the performance that can be achieved with the most common alternative purification processes. The comparisons are made largely on a technical basis, but the effect on the capital and operating costs of the different uranium extraction flowsheets are described qualitatively. In making these comparisons, consideration is given to the effect on the size, number and materials of construction of equipment items and how the quantity and composition of the liquid effluents can be controlled to reduce the environmental problems arising from the disposal of these effluents. The paper also discusses some of the factors that should be taken into consideration in the design of a fluidized bed loading contactor and describes various designs of the elution section that can be used in conjunction with the loading contactor.

"Dialkyl dithiophosphinates are a unique class of collectors used in the flotation processing of Cu- Au, complex polymetallic, and precious metal ores. They are known to exhibit higher selectivity and flotation rates for Cu sulfides, galena, and precious metal values in the presence of other gangue sulfides, than the traditionally used collectors such as dialkyl dithiophosphates and xanthates. They also have an attractive HSE profile. Historically, for most reagents used in flotation, practical methods of chemical usage have preceded detailed scientific understanding of how they work; this applies also to dithiophosphinates. Recently, however, the research community has shown significant interest in this chemistry, and numerous studies have been conducted to understand the fundamentals of interactions of dithiophosphinates with several base metal sulfides and precious metals. A critical overview of fundamental studies, laboratory ore flotation, and plant practice of dithiophosphinates is given in this paper. The findings from these studies are rationalized by drawing on concepts and insights from coordination chemistry. A comparison between the interactions of dithiophosphinates and dithiophosphate analogues with various minerals and metals is also made throughout. We believe that such a critical analysis/overview will be invaluable in identifying gaps in knowledge regarding this important set of compounds, which in turn may provide a basis for the design of studies that can advance understanding of their flotation performance. INTRODUCTIONDialkyl dithiophosphinates are an important member of the class of thiophosphorus compounds that are widely used in flotation beneficiation of base metal sulfide and precious metals ores. Ore flotation studies and plant practice experience have demonstrated their unique properties compared to the traditionally used sulfide collectors such as dialkyl dithiophosphates (their closest analogues) and xanthates. The predominant dialkyl dithiophosphinate used in the industry today is sodium diisobutyl dithiophosphinate (a.k.a. DIBDTPi; AEROPHINE® 3418A1 introduced by American Cyanamid in the late 1970s; Figure 1). The widest application of AEROPHINE 3418A is found in complex polymetallic ores of Cu-Pb-Zn-Ag, Pb-Zn-Ag, and Cu-Zn where it has demonstrated improved recoveries (and flotation rates) of sulfide minerals of Cu, Pb and Ag and selectivity against sphalerite, iron sulfides, and penalty elements (Mingione, 1991). More recently, it has also been used as a collector in the processing of Cu, Cu-Ni, and Ni ores (Guitard et al., 2015) and Cu-Au ores (Dunne, 2005). In general, it is considered to possess the collecting power of xanthates together with the selectivity (against pyrite) of dithiophosphates (Hope et al., 2003a, 2003b), while requiring lower dosages than those reagents (Guitard et al., 2015). AEROPHINE® 3418A has also found an important place in several targeted formulations to improve flotation performance. Other benefits of this reagent include higher flotation rates, having a better HSE (health, safety and environmental) profile2 compared to xanthate, and exhibiting resistance to hydrolysis and oxidation (Guitard et al., 2015). Compared to diisobutyl dithiophosphate (DIBDTP), which is known to contribute significantly to frothing (often leading to over-frothing), AEROPHINE® 3418A is observed to be froth neutral (i.e. it does not alter the existing froth characteristics). As is the case for other flotation reagents, the design and application of AEROPHINE® 3418A has preceded understanding of its behavior at a fundamental level. "This study analyzes the separation of rare earth elements by means of a supported liquid membrane (SLM) with the final objective of recovering REE from an apatite concentrate (Alemrajabi, Forsberg, & Rasmuson, 2015; Mohammadi, Forsberg, Martinez de la Cruz, & Rasmuson, 2015). In this study, the feed phase consists of an aqueous phase containing REE, the membrane phase contains the organic solvent and carrier (D2EHPA and EHEHPA), and the stripping phase is a hydrochloric acid solution. An evaluation of mass fluxes, separation efficiency, and membrane performance is conducted. In order to analyze the suitability of liquid membranes in the extraction of REE, a deeper insight into the mechanisms causing instability is needed. In this study, surface tension is considered as the key factor of Marangoni instabilities and spontaneous emulsification.INTRODUCTIONThe demand of REE and their compounds has increased considerably due to their special physicochemical features that make them crucial elements for numerous high-tech applications, including wind turbines, hybrid cars, mobile phones, and defense technologies. They are also extensively utilized in traditional industries such as nuclear energy, petroleum, metallurgy, agriculture, and textiles (Xie, Zhang, Dreisinger, & Dyole, 2014; Zhang, Wu, Bian, & Zeng, 2014).Solvent extraction is widely used for the separation of REE (Xie et al., 2014; Zhao, Huo, Pan, Li, & Liu, 2014). Di-(2-ethylhexyl)-phosphoric acid (D2EHPA) and 2-ethylhexylphosphonic acid mono-2-ethylhexyl ester (EHEHPA) are two of the most effective extractants for the separation of rare earth elements among organophosphorus extractants (Gupta & Krishnamurthy, 2005). However, the difficulty in stripping loaded D2EHPA extractant, especially for heavy REE, has limited its utilization. Yttrium can be stripped at lower acidities in EHEHPA systems compared to D2EHPA systems (Gupta et al., 2005), but the extraction efficiency is lower. Conventional solvent extraction by mixer-settlers is restricted by its large solvent inventory and loading limits, and suffers from phase disengagement, emulsification, loss of solvent, and flooding problems (Swain, Jeong, Lee, & Lee, 2007). In this context, supported liquid membranes (SLMs) present a potential alternative due to their advantages, being low solvent inventory, process simplicity, low energy and operational costs, great enrichment ratio, and combination of extraction and stripping into one single step. A SLM is a system in which two aqueous phases are separated by an organic liquid membrane suspended in the pores of a porous support by capillary forces. One of the aqueous phases is the feed solution with the solute and the other is the stripping or receiving solution. The solute diffuses through the liquid membrane and then is extracted into the stripping solution (Kislik, 2010)."

"In June, 2018 Lalor Mine experienced a catastrophic blade failure of its No. 2 main exhaust fan. Over the following weeks several key changes were made to the auxiliary ventilation system to allow for continued production while the exhaust fans were repaired. Issues encountered during the period of reduced ventilation, and how they were addressed, are analyzed. The suspected causes of the exhaust fan blade failure and how risk was mitigated during the reconstruction are discussed. Key findings and lessons learned are summarized.INTRODUCTIONLalor Mine, owned and operated by Hudbay is an underground zinc, gold, and copper mine located in northern Manitoba. The mine workings extend to a depth of 1090 metres below surface and is ventilated using a push-pull system. The mine exhausts through the main exhaust raise; equipped with two, 2,500 HP fans and upcasts through a portal located at the neighboring mine, Chisel North. Air is supplied to Lalor Mine through four intake fans: The Production Shaft Downcast (two, 250 HP), Lalor Downcast (one, 400 HP), and Chisel Downcast (one, 600 HP) fans (Figure 1). In June 2018, Lalor was scheduled to produce approximately 4,000 tpd.On June 20, 2018 at 2:52 pm Lalor Mine experienced a fault on the Variable Frequency Drive (VFD) for Exhaust Fan No. 1. Time would be needed to complete the necessary repairs. The No. 2 exhaust fan was ramped up from 525 rpm to 800 rpm, 90% of its capacity, in order to maintain underground ventilation. At 4:46 pm, approximately two hours after the rpm was increased, exhaust fan No. 2 experienced a catastrophic blade failure. The forces from the blade failure resulted in the top half of the fan housing being thrown 50 metres from where it was installed; with several large sections of fan blade being thrown further (Figure 2)."

"On August 8, 1989, the Minister of Finance released a technical paper which sets out many of the details of a proposed 9% federal value-added tax to be called the ""Goods and Services Tax"". The GST, which is scheduled to be implemented with effect from January 1, 1991, will affect all Canadians in different ways and to varying degrees. The mining industry itself should, by and large, benefit from the new tax.IntroductionOn January 1, 1991, it is proposed that the existing federal sales tax will be replaced by a new sales tax - the Goods and Services Tax (GST). GST will be leviedat a rate of 9% on most goods and services consumed in Canada.How it will WorkThe GST will be a tax on the final consumption of goods and services. It differs from a retail sales tax in that it will be collected throughout the production and distribution chain. However, the net effect of the tax paid on a particular good or service will be equivalent. The over-all slope angle of between 55 and 60 degrees at the Adams Mine necessitates control blasting on the final pit walls. The control blasting techniques used are pre-shearing and buffer blasting. Pre-shearing with 2'I2-inch holes on 5-foot centers is used in areas where jointing and rock type are not conducive to smooth stable walls. Buffer blasting with 12'/4-inch holes is used in areas where the rock is competent. Control blasting adds to the operating costs, but can result in substantial savings in increased slope angle and reduced stripping.

Since the start up of the IMMSA electrolytic zinc refinery in 1982, the dissolved iron coming from the acid attack of the ferrites has been precipitated by the jarosite process. At the beginning of operations, sodium jarosite was produced; however, the plant was converted to ammonium jarosite in 1990. The final storage of the residue is on the company&apos;s property adjacent to the plant, over the natural surface of the land. Before the construction of the refinery, several studies were done in order to evaluate the characteristics of the ground, such as, permeability, underground water localization, etc. The results showed that the site was adequate for the storage of this kind of material. For several years, the jarosite residue was filtered on rotary drum filters and was sent as a pulp to the storage area for settling. The water from the storage pond was recycled to the re-pulp tank for the jarosite residue. These filters were replaced in 1999 by an automated filter press. Since then, the jarosite residue has had a lower water content, and the zinc recovery improved. At present, a second filter press for the jarosite circuit is in the acquisition process to diminish the soluble zinc content in the residue from the present value of 2% to < 1% Zn.

"In the mining industry time is critical as production depends on the speed of the mining cycle. During the mining process, the time required to re-open access for the next phase of an underground heading is a key point that strongly depends on the ability of the selected ground support technique to promptly ensure the safety of workers. Fiber reinforced dry-mix shotcrete has been proven to be an efficient and well adapted technique, able to produce a ground support material with the required energy absorption or flexural toughness in a single application phase. In this context, this paper demonstrates the possibility of significantly speeding up the mining process by using a new fiber reinforced dry-mix shotcrete. The new fiber reinforced dry-mix shotcrete is capable of developing flexural toughness in only 24 hours that is equivalent to what is typically achieved after 28 days using current fiber reinforced drymix shotcrete technology.INTRODUCTIONShotcrete is often used for ground support when using the drill and blast method or other tunnelling methods. But before re-opening access for the next phase of the underground heading, the applied shotcrete is required to reach a minimum compressive strength and in case of fiber reinforced shotcrete, a minimum flexural toughness (energy absorption) in order to ensure the safety of the workers going into the heading. Combined with bolts, the use of conventional fiber reinforced shotcrete becomes an interesting method for ground support as it is applied very soon after excavation and works to stabilize ground movements (Bernard E. S., 2009). In this case, the toughness development of fiber reinforced shotcrete becomes an important feature of the material when looking to speedup the mining cycle. However, early re-entry criteria in underground openings are difficult to ascertain as the load carrying capacity of fiber reinforced shotcrete is usually assessed after 7 or 28 days. For this reason, re-entry criteria varies from one mining area to another and are usually based on compressive strength requirements. For example, in northern Ontario, Canada, one of the current practices in the mining industry consists of allowing safe re-entry once fiber reinforced shotcrete has developed a compressive strength of higher than 4 MPa (Dufour, O’Donnell, & Ballou, 2003). Flexural toughness requirements on fiber reinforced shotcrete are also typically based on evaluation after 28 days."

During heap leaching of secondary copper sulphide ores operated at low heap temperatures and high levels of leach solution salinity, copper recovery is usually unsatisfactory, due to a slow chemical and bacteriological leaching of the covellite minerals either formed from leaching of chalcocite or naturally occurring in ores. A laboratory test program was conducted to investigate the effect of leach solution temperature in the range of 20 to 50°C on copper extraction during stirred reactor, bottle roll, and short column leaching of fresh or heap leached secondary copper sulphide ores. It was demonstrated that increasing heap temperature is an effective approach for improving recovery of copper from secondary copper sulphide ores. A review of the technologies available for heating heap leach solution or decreasing solution salinity to improve copper recovery from secondary sulphide ore indicates that an integration of copper concentrate pressure leaching with heap leaching is potentially a cost-effective approach. A copper flotation concentrate sample was tested through pressure oxidation with the use of heap leach solutions of varying strengths for the repulping of the concentrate in order to examine its effect on pressure oxidation performance. The test results indicate that use of heap leach solution of high salinity in the pressure oxidation process does not cause a negative impact on the process performance for copper extraction, sulphide oxidation, and recovery of gold (if present) from pressure leach residue, and has additional advantages of removing the bacterially inhibitory aluminum from heap leach solution and generating more acid and ferric iron in the pregnant leach solution. A flowsheet configuration for full integration of the copper concentrate pressure oxidation with heap leaching of secondary copper sulphide ore is proposed and discussed.

"Abstract- The Ontario Geological Survey completed a regional till sampling project between 1984 and 1988 in the Black River Matheson (BRiM) area of northeastern Ontario. The project was designed to aid mineral exploration in the area by documenting the Quatemary stratigraphy and by providing a database of till geochemistry. This paper summarizes the results from the sonic overburden drilling component of the BRiM project carried out in areas of thick drift (> 5 m). Results from till sampling in areas of thinner drift (<5 m) have been presented in a separate paper. Approximately 1100 till samples were collected from 225 sonic drill holes. For each sample, the non-magnetic heavy mineral (> 3.3 S.G.) and fine (-250 mesh) till fractions were analyzed geochemically and visible gold grains were recovered by panning.Gold and other multielement geochemical data were plotted using proportional symbols to high­ light anomalous areas and to demonstrate how to evaluate and interpret a very large geochemical dataset. Thresholds for identifying anomalous concentrations of Au in till samples, defined using the 95th percentile, are 1500 ppb and 12 ppb for the heavy mineral and fine fractions, respectively. The heavy mineral fraction of older tills and to a lesser extent, Matheson Till, display a number of significant gold anomalies in the study area, which in a few cases, are associated with base metal anomalies. The vertical position of gold anomalies in Matheson and older tills varies from directly on bedrock to several meters above the bedrock surface and can provide information of relative ice transport distances."
