The Australian Centre for Geomechanics (ACG) held two workshops in 2019—one in Australia and one in Canada—to discuss processes and methods currently used in the mining industry for stope design and reconciliation. In practice, this work strives to optimise stope performance and aims to maximise ore recovery (minimise underbreak), while minimising dilution (overbreak). One of the key findings from the workshops was that current stope design practices, almost exclusively, rely on some versions of the empirical Stability Graph methods developed in 1980s. Although robust and useful at the feasibility study stage, there are a number of inherent shortcomings with this approach. The Stability Graph’s limitations first lie in that it cannot assess underbreak, which is a very important measure of performance. Furthermore, the method doesn’t consider a number of factors which often have a critical influence on stope stability, for example, drilling and blasting or the presence of faults. Given the current industry standard practice, there is a great opportunity to reinvent the stope design process to optimise performance. A finding of the workshops was that every mine quantifies stope performance in terms of volume reconciliation with a focus on dilution and ore losses, and reconciling metal tonnes recovered from the mill. Many mines further investigate stope performance by looking at individual stope faces and the causes for the deviations between the planned stope shape and the measured cavity. Recent research at the ACG has shown that investigating overbreak and underbreak at a higher resolution is a powerful way to identify the root causes of overbreak and underbreak. Finer scale assessment is achieved using an octree analyses, which effectively divides the relevant stope volume into cubes on the scale of a metre and produces many tens of thousands of data points. The octree data structure and subsequent analysis underpins a data-driven stope design methodology. The ACG is currently developing a design approach based on multivariate modelling methods that can account for the many variables that influence stope performance and forecast stope overbreak and underbreak results. Back-analysing stopes based on octree reconciliation results provides a rich database for training the model. Once the model can achieve reliable forecasting of overbreak and underbreak, an interactive drill-and-blast design will allow for the assessment of different firing strategies to optimise stope performance.

Designing post-mining landscapes requires quantifying the short and long-term risks. In recent years, computer based landscape evolution models (LEMs) have been used to provide insight into both erosion rates and processes (i.e. sheetwash, rill, gully erosion). An important requirement of these models is high quality model input parameter data, which includes both the surface material (i.e. soil and waste rock) and climate information. However, in many cases such data is limited and in the case of climate information, the data is often short and incomplete. Here we develop climate scenarios and examine different surface material properties using a case study at the ERA Ranger mine located in the Northern Territory, Australia Firstly we develop scenarios that represent the range of future climates that may be experienced at the site. Secondly we develop a series of plausible particle size distributions based on a large sampling exercise of the waste rock material. We then test the sensitivity of different rainfall sequences and surface materials on sediment output using a well-tested landscape evolution and sediment transport model (Hancock et al., 2017). Constructed between 1885 and 1891, the New Croton Aqueduct (NCA) in New York State is a 50 km long (31 mi) brick-lined tunnel conveying water from the Croton watershed north of New York City to distribution systems in the Bronx and Manhattan. Except at two siphons, the aqueduct operates as an open channel conduit from the New Croton Reservoir downstream 39 km (25 mi) to the Jerome Park Reservoir in the Bronx. The remaining 11 km (6 mi) is operated as a pressurised conduit and includes a major siphon, of circular cross-section, under the Harlem River. The aqueduct has a flow capacity of approximately 1100 million litres of water per day (13 m3/s or 290 million gallons per day) and supplies on average ten per cent of New York CityÆs drinking water. The CityÆs water supply system is operated and maintained by the New York City Department of Environmental Protection (NYCDEP). This paper covers the work done during the three main stages of the program to rehabilitate the entire NCA: inspections, design and rehabilitation. It also includes some of the more interesting structural findings of the original construction as well as documents and drawings from the NYCDEP archives. The rehabilitation program has been underway in phases since 1993, with inspections scheduled to minimise outages, allowing this strategic aqueduct to remain in service during critical seasonal periods. The open channel flow section of the aqueduct in the north is horseshoe shaped, with inside dimensions of 4.1 m (13.6 ft) in width and 4 m (13.5 ft) in height. The pressurised section is 3.7 m (12.3 ft) in diameter, and includes a 90 m (330 ft) deep siphon under the Harlem River. A total of 163 million bricks were used in the construction, enough to build a 48 km (30 mi) wall around Manhattan Island, 3 m (10 ft) thick and 15 m (50 ft) high.Between 1993 and 1997 a series of in-tunnel investigations were performed in the open channel portion of the NCA, consisting of field inspection, non-destructive geophysical testing, and coring of the brick liner. Between November 2004 and September 2005, a major inspection program was conducted to assess the condition of the 11 km (6 mi) long pressurised section and all shafts, headhouses and blow-off structures along the entire 50 km (31 mi) alignment. Inspection methods included using an underwater remote operated vehicle (ROV) equipped with sonar and cameras to inspect the deep siphon, fibre optics examinations of probe holes drilled through and beyond the brick lining, and core holes and geophysical inspections to assess properties of the liner and behind-the-liner materials. A water pressure and test grouting program was conducted to assess methods and expected grout takes for the rehabilitation work in the pressurised sections. The rehabilitation program is anticipated to be completed in 2010.

The promotion of good standards of reporting of the valuation of mineral assets in- public documents has been of concern to professional mining industry bodies, the securities industry, and. Government regulatory bodies for some time. This concern led to the National Companies and Securities Commission Release 149 (1990b) which laid down standards for Expert Reports on mining and petroleum securities, and other assets. The formation of the Australian Securities Commission provided an opportunity for a timely revision of Release 149 and the Mineral Valuation Committee was established by The Australasian Institute of Mining and Metallurgy in 1991 to review the existing code, and to develop an appropriate new Code and Guidelines.

The present discussion focuses on the developmental directions of eco-restoration of acid mine waste rock dump, by using acid mine waste rock of Shuilong Mountain as an example. Based on the analysis of site factors, the current slope ecological restoration technologies of domestic and international and local practices have been integrated into the eco-restoration of acid mine waste rock in Shuilong Mountain. A set of suitable slope Eco-restoration technologies have been formulated locally for acid mine waste rock of Shuilong Mountain, which include establishing green barrier, implementing ecology buffer zones, selecting suitable plant species and combined seeding and tube-stock planting. New Caledonia, Norfolk Island and northern- most New Zealand lie on a long, narrow, ridge system, the Norfolk Ridge System, which is sit- uated in the centre of a geologically complex region of ridges and basins between Pacific Basin oceanic crust and continental crust of Australia (see Eade, 1987).

New Caledonia is a major metallogenic unit of the south-western Pacific Rim. Its mineral production is of world significance and it has an unusually well diversified mining history. New Caledonia's main metallogenetic potential is, however, associated with its unique ophiolitic complex and its important mineral- izations of nickel, chrome, cobalt and iron. Gold has been found in all the four basic tectonic elements of New Caledonia: the Central Massif, the West Coast basalts, the ophiolitic complex and the Caledonian North. Some analogies are attempted. Only the Caledonian North has supported mining operations (213 kg Au). More recently tenuous gold indications have been found within the ophiolitic complex, possibly associated with Oligocene plutonism.

Recent data contributions to New Zealand Mesozoic terrane geology confirm the consensus interpretation that New Zealand grew by the progressive addition of material by plutonic and accretionary processes along the Gondwana margin. The data also (1) emphasise the discontinuous but inter-related nature of these processes of continental growth, (2) better establish a direct Gondwana correlation of the Western Province and probable Gondwana provenance of at least some of the Eastern Province, (3) suggest specific times and places when passive or strike-slip rather than subduction regimes are recorded along the south Gondwana margin, and (4) potentially lead to interpretations emphasising parautochthonous rather than far- travelled relationships between many New Zealand terranes.

The process selection and design aspects to treat primary ore in a new carbon-in-pulp (C.I.P.) plant while utilizing, where possible, existing equipment and infra- structure are discussed. The existing crushing plant, water supply, reagents, laboratory and infrastructure facilities from the heap leach have been upgraded and expanded to meet the C.I.P. plant requirements. The new power supply is from the North Queensland grid system. A series of metallurgical tests was carried out and a review of the data showed that the primary ore was amenable to conventional cyanide leaching. Following feasibility studies, a new process plant which included grinding mills, leaching, and adsorption tanks, thickener, desorption and gold roam facilities was constructed.

Sustainability will become a more stringent issue in mine planning over the next 40 years. The evidence of this is apparent in State and Commonwealth government policies now emerging in respect to water, green house gases, waste and other process emissions. The mining industry has developed policies such as æEnduring ValueÆ, which go some way towards establishing a framework within which mining can continue to be an underpinning strength within the Australian economy. However, the demands of new policies are directed at extending sustainability in ways that will change the way in which projects are implemented. This paper examines the nature of new policies aimed at water, energy and emissions, considering examples of where mining practices have or may change in order to meet new objectives in resource efficiency. Important issues will, as always, be the international price competitiveness of the mineral resources being produced but, where this is now devolved around mining and processing costs, these costs may in the future be strongly correlated to the nature and cost of local energy resources compared with those in Australia, the ability to mitigate and minimise water resource use and environmental impacts deriving from emissions and the veracity of competitor nations in meeting the same standards of performance in resource efficiency usage and in emissions control. As these systems bed down internationally mining in Australia will need to concentrate, amongst other things, on finding higher grade orebodies and on better technologies to release the value of lower grade ores. For our mining industry to remain strong, greater expenditure will need to be focused on these objectives. Finally, it will be important for the industry to remain vigilant and proactive in directing government policy development to ensure that practical objectives in mining are not curtailed unnecessarily through ignorance of mining market precepts developed over the centuries of mining operations.

In 1974 a preliminary study of the refractories industry in theRepublic of Indonesia was completed by Crown Lynn Consultants, a subsidiary of Cerarnco Ltd., on behalf of the Indonesian and New Zealand Governments. As a result of recommendations arising from that study the two Governments commissioned, in 1976, as a Bilateral Assistance project, an investigation into the potential of the refractories industry in Indonesia. Ceramco Ltd., was retained to carry out the study on behalf of the New Zealand Government. The Directorate-General of Chemical Industries, Directorate of Silicate Industries administered the project on behalf of the Indonesian Government. Indonesian counterparts to the New Zealand study team were provided by the Directorate of Silicate Industries.

Two irrefutable facts in geology and metallurgy are: ore deposits are comprised of variable mixtures of minerals which are systematically distributed throughout the deposit, and mineralogy exerts the primary control on metallurgical performance. If the distribution of process critical minerals can be quantified and mapped, then a logical assumption is that metallurgical performance can be predicted across the deposit.Olympic Dam is a +9 billion tonne Fe-oxide Cu-U-Au-Ag deposit which is hosted entirely within a magmatic-hydrothermal breccia complex consisting of over seventy ore and gangue minerals. Each has a unique set of metallurgical performance properties. Fortunately, 15 of the 70 minerals accounts for >98 per cent of the total rock mass.The mineral mapping journey commenced in the early drilling days shortly after the discovery of Olympic Dam in 1975. Geologists quickly recognised that the copper-iron sulphides had a predictable zoned distribution. However, geological models reflected the presence or relative abundances, not quantitative concentrations, of the minerals. This type of mineral mapping remained relatively unchanged for ~20 years and was of limited use outside of geology.Several things changed during the mid-1990s: assaying costs decreased significantly, instruments capable of automatically measuring mineralogy became readily available, the recognition of two quantifiable relationships at OD (ie mineralogy is a function of chemical composition (ie assays), and metallurgical performance is a function of assays, mineralogy, texture and process conditions. The linkage of metallurgical performance to mineralogy and mineralogy back to assays allows for every assayed sample in the resource model to be assigned mineral concentrations and metallurgical performance predictors. At Olympic Dam, block models (ie 3D maps) are routinely produced for 27 elements, density, 15 process critical minerals and greater than 50 metallurgical performance variables. These geometallurgy-enabled resource models are used for mine planning, process plant design and process optimisation studies. *This is an abstract only. No paper was prepared for this abstract.*

Boliden's Aitik open pit mine located in northern Sweden, will expand yearly production from 18 to 36 Mt of copper ore during 2010. The expansion includes a new concentrator located 3 km off the pit, two new apron feeder crushers connected to the ore storages and concentrator with conveyors at a total length of 7 km. The concentrator has two lines with autogenous grinding mills and flotation each with a capacity of 18 Mt. Consequently the mine operation has to be expanded. To achieve this, there was several parallel processes ongoing; investments in new equipment, reorganisations, improvement projects in maintenance and productivity. The Aitik 72 project was started to coordinate productivity and mine planning activities. Initially the long-term strategic mine plan called for a total movement of ore and waste to increase from 40 to 72 Mt but has today increased to 89 Mt. Productivity projects have been focused on load and haul activities such as fuel economics (Renstr÷m, 2007), effective utilisation of trucks partly by increasing manning levels, improved dispatch and shovel utilisation focusing on optimal use of loader/truck fleets. The eco-driving projects previously reported have reduced fuel consumption significantly. This project is also a productivity project, as part of the fuel savings comes from minimising idle engine hours due to queues, break-downs, operator shift changes, etc but also from under and overloading. Effective use of truck fleets, ie transport of material, loading and dumping, thus excluding non-productive engine hours has been an essential motivator when deciding the size and number of new trucks required. This has resulted in a reduction of the investment with at least one but maybe two trucks. A third major project was to optimise shovels together with truck fleet by improving short-term, up to two weeks, detailed planning of drilling and shovel activities. Daily scheduled breaks for maintenance as well as planning of shovel utilisation, down to shift level are included in the production plans. KPIs and online production reports, based on real-time monitoring of drill rigs, shovels and trucks, have been an essential tool used regularly to engage and motivate mine production personal and information reporting to management. Several projects have already reached their goals. The projects will continue throughout 2010 to ensure that productivity targets are met.

This paper discusses the factors that contribute to the cost effective design of a concentrator. Concentrator design and layout outcomes are functions of the team (engineer’s and owner’s) participating in each particular project. The benchmark for relatively modest projects was set in the 1980s and 1990s during the ‘gold boom’ when numerous cost effective plants were designed and constructed on a lump sum basis in a very competitive market. A number of factors contribute to lack of transference of the lessons learnt in gold plant design to concentrator design including established paradigms in the design and layout of concentrators, lack of experience in cost effective design, operator’s preferences for flowsheet and layout and simple lack of appreciation of the impact of plant footprint on materials quantities and resultant capital costs.Experiences with recent copper concentrator projects (both small and large) are used as case studies.

There have been significant changes in the Australian mineral sands industry in recent years due to changing supply and demand conditions, new product opportunities and opportunities for rationalisation of operations. Earnings within the industry have typically been volatile and this has been reflected in the share prices of listed mineral sands companies. Apart from the effects of variations in the state of the economy on the industry, share prices have also reflected the extent to which a company's earnings volatility is due to capital structure, the relative proportion of fixed costs to total costs and the nature of th'- sales mechanism. At the time of writing, the high prevailing share prices for industry participants and the current outlook for the industry would suggest that the time is opportune for raising equity capital. The immediate outlook for the industry and its various product segments appears favourable but beyond this the usual uncertainties remain. The new tax environment will cause most companies in the industry to have to rethink their dividend and capital structure policies. Most shareholders will now be concerned to maximize dividend receipts and minimise exposure to capital gains tax. Companies in the industry that have relied fairly strongly on earnings retention to help finance growth in the past will- need to look to increased equity raisings in the Future.

In the fields of geotechnical engineering and slope management, various software packages are used to assess the behaviour or propensity for a slope to fail. Traditional kinematic analysis calculates the probability of failure of design sectors with respect to dominant structural set orientations. A novel methodology is provided here to view potential hazardous slope behaviour in 3D, allowing engineers to make informed decisions regarding various pit slope geometries. Apparent dips are calculated for every point in space with respect to every slope orientation of the entire pit surface/design, specifically in reference to bench and inter-ramp planar failure mechanisms. Implementing a proactive approach to slope design will not only lead to early mitigation of risk but can also add direct value by enhancing or improving upon slope angles for earlier access to ore. From a safety perspective, identification of unfavourably oriented slope geometries can be dealt with before failure occurs. This methodology relies on a strong understanding of the existing rock mass anisotropy, particularly behind the face, thereby removing some of the uncertainty surrounding pit design as well as presenting engineers with an additional means to manage risk.

The Callie Underground Gold Mine (Callie) is owned by Newmont Asia Pacific and located 531 km north-west of Alice Springs in the Northern Territory. Historically, stopes have been mined utilising a primary and secondary stoping sequence with cemented aggregate fill and rock fill respectively. Current and near-future mining will employ long hole open stoping with rib pillars and rock fill with a paste fill system approved to allow a higher extraction ratio from mid-2011. The Callie rock mass is of good quality with little or no mining difficulties during development and stoping to a depth of 1140 m below surface. Development is currently occurring at depth of 1360 m below surface. Stress damage previously observed only in secondary stope accesses is now observed in development unaffected by stoping stresses. A change in rock mass properties is being experienced with depth, with more pronounced and frequent joint planes. Also, other structures are intersected more commonly, such as lithological boundaries and fault zones. The 'Callie rock factory' mentality that has persisted for years is challenged. This paper covers an appraisal of the stress and ground condition changes at Callie. The appraisal outlines the mine design criterion that was developed and examines the transition from a low stress environment to one where stress damage is observed. Discussion includes a judgement on the rock mass damage observed in development, the dominant geotechnical factors influencing the change in ground conditions, and if a correlation can be made between the observed rock mass damage with stress through the use of numerical modelling.

It is a great privilege to be invited to give this address at this centenary conference. A centenary is a time for recollection, for celebration and for looking ahead. The AusIMM has much to celebrate and many things to recall. I hope in this address to make some useful comments about Australia's future (and mindful of but not forgetting New Zealand), looking ahead for 25 years or so, and the mining industry's role in that future.

Part XI of the United Nations Convention on the Law of the Sea (UNCLOS or the Convention) (United Nations (UN) Division for Ocean Affairs and the Law of the Sea, 1982) establishes a comprehensive regulatory framework for the conduct of deep seabed mining (DSM) activities of mineral resources in the Area (defined in Article 1(1) of UNCLOS as ‘the seabed and ocean floor and subsoil thereof, beyond the limits of national jurisdiction’). Under that framework, DSM activities can only take place in the Area pursuant to an approved Plan of Work in the form of a contract with the International Seabed Authority (ISA) (the Authority), a 168-member international body created under UNCLOS to administer the Area. Private contractors can undertake DSM activities if they are sponsored by Member States of UNCLOS, providing a dual system of international and domestic regulatory control and oversight for activities in the Area.
