Water is an integral and essential part of mining business. Two issues crucial in the management of this resource, scarcity and excess, are increasing awareness of the importance of water and changing the value perceptions of the industry because they affect both the existence and continuation of the business. Therefore its value should be reflected in the water management that is practised on site. Historically water in mining has been perceived to be of low value so management practices have not been good or well implemented. Political and social transformation in South Africa has been accompanied by the promulgation of new legislation. South African water law is now underpinned by Integrated Water Resource Management (IWRM) principles. It impacts water pricing, provides for water pollution charges, prioritises water users, has specific mining and water related components and requires water licensing as part of the licence to mine. Mining no longer has a priority on water resources and has to compete with other water users to gain access to resources. New institutional arrangements are being put in place to implement the regulations. All this requires a paradigm shift in miningÆs view of water. Generally the sector is still catching up with the new requirements, principles and philosophies. However, the way in which South African mining values water is changing. This is demonstrated in partnerships between the industry and other water users. These partnerships are Integrated Water Resource Management (IWRM) in practice and they achieve sustainable development goals. These partnerships are essential for mining to stay in business, expand operational capacity, reduce impacts, prevent legal action and reduce reputational risks.

"Investors and other stakeholders assessing the risk, opportunity and relative value associated with a resource project need to appreciate the project in its correct context. Errors, omissions, biased reporting or conflicting information in project reporting may lead to a misinterpretation of technical and financial results, resulting in biased estimates or assumptions on project value.This paper provides a simple ‘Resource Project Framework’ for presenting a project’s status that may be readily benchmarked against other similar projects and to illustrate the stages required to advance the project outcomes to higher levels of certainty. The framework draws on definitions and guidelines readily available in various resource industry reporting codes and public company reporting requirements.The framework assesses three key areas for placing a resource project in its correct relative context, namely:the project development stagethe confidence in the Exploration Results, Mineral Resources and/or Ore Reservesthe level of accuracy, precision and confidence in the technical and economic studies supporting the reported results or options for the project.The application of the Resource Project Framework is illustrated using two project examples, one from publicly reported company project releases and the other for two development projects.CITATION:Noppé, M A, 2016. Flotation is the one of the most used techniques for the mineral separation of non-ferrous ores worldwide. However, the increase of the complexness along with the decrease of ores liberation sizes ought to become important challenges for mineral processing, including flotation. It now appears necessary to better understand the fundamentals of the flotation process, particularly the adsorption of flotation reagents at the liquid/mineral interfaces, to propose further improvements. Flotation relies on different phenomena: surfactants adsorption, on one hand, and collision, adhesion, and transport of particles with bubbles, on the other hand. For acknowledging the reagents adsorption mechanisms, molecular modelling tools borrowed from chemical and material sciences, are increasingly used. Atomistic simulations were successfully applied to study the flotation reagents interaction with various mineral surfaces, eg of two common minerals from iron ores, kaolinite, and magnetite surfaces, or with fluorite surface, a tungsten ores common gangue mineral.

Open stoping dimensions are typically controlled by a number of factors including production drilling capacity, scheduling, fill constraints, orebody dimensions and host wall rock conditions. Frequently host wall rock conditions are the key control on stope dimensions. As a new mine is brought into production, there is a steep geotechnical learning curve for those associated with the development of the mine. Initially, the experience and observations gained at other mines is used to guide the stope design. As experience is gained at the new operation, site specific techniques can be validated for use. This has been the case at BHP Cannington, where a heavy emphasis has been placed on the validation of empirical stope stability techniques for site specific conditions and experience. A range of empirical and numerical techniques can be applied during the design of open stopes. The empirical techniques are an experience based application of known performance levels during the design of open stopes. The numerical modelling and structural tools can be used to compliment the empirical techniques so that an understanding can be gained of the likely stress and structurally controlled failure mechanisms.

Pipe umbrella systems have effectively been used as an additional support system in the working area in weak ground conditions during the last decades. Thus, a considerable number of applications accounts in urban tunnelling with shallow overburden. However, this support system is also successfully used when a tunnel alignment crosses fault zones, sediments, moraines or talus with overburdens from shallow to deep. The pipe umbrella support system itself is termed differently worldwide – synonyms are canopy tube umbrella method, umbrella arch method, or long fore-poling method.One main reason for the increase in application is that this support system closes cost-effectively the gap between reasonable, normal supported tunnels and tunnels supported with more expensive special techniques like horizontal jet-grouting or ground freezing. By using this system, many projects can be built more cost effective without decreasing the common level of safety.The pipe umbrella construction method is pretty young, so the knowledge about this system has been intensely researched in the last decade. This led to an enormous increase in understanding the interaction between support system and surrounding ground, the mode of action, and the important details for construction.Pipe umbrella support systems are applied in difficult ground conditions, so a special developed measurement arrangement was used to observe deformations ahead of the working face during tunnelling. The evaluation of collected data sets identifi ed that cased-drilling systems have clear advantages compared to predrilling systems during the installation process in weak ground conditions. This may become important depending on project requirements, so this difference must be considered in design as well as in the tender document specifications.

Mechanical sampling provides a definitive value for the product sampled but the results are not instantaneous, meaning that decisions on process control can only be made hours after the sample is taken. Chemicals are added, tailings are sent to waste, stockyards are laid and the data for the decision-making is historical. Online analysers provide instantaneous information, allowing operators to make immediate and cost-saving decisions on the process. However, pending the specific online analysis application, there is a need for reference sampling for dynamic calibration/bias updating of the analysers so that they can deliver the desired precision and accuracy. What would be the economic justification for combining mechanical sampling with online analysis to reduce laboratory costs and provide immediate process control with certainty of accuracy? Located approximately 570km NNW of Adelaide in South Australia, the Olympic Dam mine (OD) is the world’s fourth largest remaining copper and gold resource and the largest uranium resource. Discovered in 1975 and going into production in 1988, the operation consists of a fully vertically integrated underground mine, mineral processing plant, copper smelter and refinery, as well as associated infrastructure. BHP achieved production of 203,000 tonnes of copper cathode plus associated by-products in financial year 2016. The immense size and high-grades of the Olympic Dam resource offer a range of growth pathways, making closure timing estimation and planning a challenge. Current estimates put the OD resource at approximately 79 million tonnes of copper. Major factors influencing the closure timing estimation, as a result of the large resource and grade tonnage profile, include the mining method that may be used and the downstream processing method, ultimately influencing such things as the total disturbance area and the extent of infrastructure to be demolished at the end of mine life. In addition, factors such as the mining and processing method and production rate have a direct impact on larger rehabilitation items such as the total number of tailings cells required.CITATION:Grant, D, Tyler, M and Hill, G, 2018. At mines with low tonnes per vertical metre, like the Jundee Mine in Western Australia, operated by Newmont Asia Pacific, high development rates across multiple mining areas are critical to achieving the delivery outlined, or promised, in the annual business plan. The challenge is to deliver the short-term requirements while keeping in balance with the long-term strategic direction. Newmont Jundee has developed a system called æMine Planning by QuartersÆ that integrates the planning process with the business process in one end-to-end continuum. Short-, medium- and long-term schedules are reviewed and updated by applying four integrated subprocesses, which capture new information as it becomes available. The four subprocesses are: resource development planning û evaluating mineral resource,reserve development planning û preliminary design for new reserves,mine operating planning û final mine design for reserves, andmine production planning û detailed plans for stoping a proved reserve. Commercial mine planning software is used in these subprocesses to facilitate the flow of information into a central storage æhubÆ for uploading into the rolling business plan. A regular and consistent quarterly review helps to identify and qualify areas of business risk at an early stage, allowing time to plan for contingency and minimise the impact of the risk.

On the basis of investigations carried out, the author offered new technology, which allows utilising all titanium-contained waste with receiving of finished products: catalysts for utilisation of hydrogen sulfide gases, accompanying oil-extraction. This technology is presented in the paper. It is economically effective and ecologically clean.

It is commonly accepted that govern ments have a role in the financing of mineral development. The reasons for government involve- ment are examined in general and in the light of the current situation in Aust- ralia, particularly having regard to the ownership of resources. A brief introduction is given to the new Australian Government bodies, the Petroleum and Minerals Authority and the Australian Industry Development Cor- poration, designed to fill a new role in mineral development, and to the basic changes brought about by the Australian Government's decision to become involved in the future development of the country's mineral resources. It is generally accepted that governments do have a role in financing mineral development. This acceptance does not seem to be confined to Aust- ralia alone but is more a worldwide phenomenon. Mineral development has traditionally been regarded as the pre- serve of private enterprise and there- fore is presumed-to be profitable, and so it is instructive to ask why there is this special role for governments.

The paper outlines the development of"a process for removal of iron oxides from ilmenite, thereby upgrading the TiO2 content of Western Australian ilmenites, from 55 to approximately 90 per cent. In the first stage, the iron oxides are reduced with solid carbon (coal) to metallic iron. Experimental reduc- tions were carried out in crucibles,, a fluidised bed and a small pilot plant rotary kiln. The reduced'ilmenite is,then agitated in aerated water, in the presence of catalysts, so that the iron "rusts" away from the ilmenite'grains and the precipitated iron oxide is easily separable by decantation. The influence of variables on the rates. of reduction and oxidation are discussed, The oxidation rate was exam- ined for both - the' physical oxygen-transfer characteristics and electrochemically by reference to Peurbaix diagrams, which plot redox potential against solution 'PH, The upgraded ilmenite is expected to be an attractive material. for pigment -manufacture,, and the iron oxide has prospects of being a marketable by-product. The process may possibly be. applied, to .other..ores.

With the advent of COAG reforms in the late 1990s requiring full commercial return from æpublic infrastructureÆ, and the tightening regulatory compliance for any project that involves the development or modification of any natural resource, it has become increasingly difficult for the private sector to contemplate development and/or ownership of new large-scale water supply infrastructure. The hurdles that must be overcome often seem insurmountable even before a detailed understanding of the project challenges can be developed. Australia has prospered over the last 50 years in an environment where regional development, including mining, has been encouraged by high commodity prices, a well-trained and available labour force and abundant spare capacity in the necessary infrastructure, in particular rail, power and water. Unless future infrastructure is created in advance of, or closely following, demand, this prosperity may be in jeopardy. This paper presents a snapshot of todayÆs project development challenges, and with reference to some recent case histories, argues that owing to their unique background, culture and status, water utility government owned corporations (GOCs) are well-suited to fulfilling the demand for new water infrastructure.

In 1939 Dr Neil George gave us the statement: Safety is a state of mind by which men are constantly made aware of the possibility of injury at all times. Is this statement still relevant? Have we been able to capture the essence of Dr GeorgeÆs statement in our current safety management systems and have we been able to capture the lessons from the past? Drawing upon 25 years of experience in the mining industry we explore what was done in the past, how this related to Dr GeorgeÆs statement and how the industry has progressed to the current safety management systems. We review the safety management system used by Roche Mining and demonstrate how it has improved safety outcomes for Roche. We then look to the future û are there new challenges? Are the current management systems equipped to cater for these new challenges and deliver continued improvement in safety outcomes? There will always be a desire to improve the industryÆs safety outcomes and so how are future generations going to achieve the improvement in safety outcomes?

Drilling is one of the most, significant cost components of any stoping or develop- ment operation. Two of the factors contri- buting to the drilling cost are the supply and servicing of consumable items such as drill rods and bits. The purchase cost of consumable items can be controlled to a large extent by using the correct balance of quality and price. However, the service cost is a less easily controlled factor and it is in this area where potential savings are significant. In June, 1976 a six month trial period was commenced at The Zinc Corporation, Limited and at New Broken Hill Consolidated Limited with two separate suppliers supplying and ser- vicing all longhole drilling parties (one supplier for each mine) at a guaranteed cost per metre. As a result of this six month trial period a new contract was commenced in December, 1976 with one supplier supplying and servicing all longhole drilling parties at both ZC and NBHC for a twelve month period. This concept has now been in operation for over twelve months and has proved to be a significant means of slowing down the increas- ing cost associated with drilling operations.

Pit lakes, as a final void after completing open cut mining, are in most cases unavoidable. Initial mine designs and approvals require consideration and assessment of closure objectives, legislation and stakeholder acceptance to ensure suitable understanding of the closure liability. Mining companies undertake studies and engineering during the planning, operational and closure stages of mining to identify closure options for the final voids, which would be sustainable. Without adequate planning prior to and during the life of the mine, options during the closure stage become limited resulting in costly closure works or long-term liabilities. Engineering consultants provide a specialist service in the assessment of long-term pit lake water levels and characteristics. Ongoing advances in mining methodology and technology, coupled with improved data collection and data management aid in a better understanding of the complexities in estimating long-term pit lake water levels and characteristics. Closure objectives developed during the planning stage sets the requirements for long-term pit lake water levels, which could require maintaining a water level and pit water or discharge water quality. A variety of approaches could be used to assess these closure scenarios each requiring specific data and methodologies. Typically, limited data is available during the planning stage, which results in assumptions based on past experience and relevant case studies. Closure assessments are revisited during the life of mine and leading up to the closure stage, during which additional site-specific data is available improving the accuracy of the assessments.CITATION:Boshoff, H J J, 2018. Tunnel excavation for sewer construction long remained a labour intensive, hazardous and costly operation. Even with the of mechanical and semi-mechanical shields for tunnel excavation, many problems remained until recently. In the past decade, however, the technology has changed dramatically which has made possible the use of advanced tunnelling methods for sewer construction.

Projected cooling requirements for ERPM led to the first proposals for the large- scale use of ice for mine cooling in the early 1980's. Following successful research into ice conveying and ice melting a large ice plant was commissioned at Harmony in 1985 and a much larger 6000 ton per day plant is presently under construction at ERPM. A brief description of the mining project is given, followed by general descriptions of the surface ice plants and the ice conveying system, the systems for using the ice for mine cooling, and the control of the whole ice cooling System.

The Prominent Hill copper-gold concentrator of OZ Minerals Limited in South Australia was built in 2008 and commenced commercial production in early 2009. It has a design ore throughput of eight million tonnes per year (Mt/yr). While the flow sheet has many items in common with other plants treating ores from iron oxide-hosted copper-gold deposits, the Prominent Hill concentrator also has some unique features. Plant design has been based on a 'template' of the very successful Ernest Henry concentrator. Initial options considered for processing Prominent Hill copper-gold ore are briefly examined as well as potential complications arising from the presence of a considerable tonnage of 'gold-only' material present in the deposit. Metallurgical test work and the subsequent decisions leading to the selection of a conventional crushing, semi-autogenous grinding (SAG) and rougher flotation circuit is discussed. One particular difference with other plants treating this ore type is that metallurgical tests and mineralogical studies identified that rougher concentrate had to be reground to a P80 of 20 - 25 microns or finer for adequate liberation of fluorine-bearing minerals. Subsequent satisfactory separation of fluorine-rich gangue material from the valuable copper sulfides requires highly efficient cleaner flotation to make a commercial quality copper-gold concentrate. Xstrata Technology's IsaMillÖ and Jameson Cell technologies developed to meet similar taxing fine grinding and flotation duties for the treatment of the refractory zinc-lead-silver ores of the Carpentaria-Mount Isa Mineral Province were selected for regrinding and cleaner flotation. Plant design has features aiding ergonomics for ease of operation and maintenance not commonly seen in recent projects with large sulfide flotation concentrators.

Reserves of high-grade quartz gravel, lignite and timber suitable for the production of silicon metal and ferrosilicon on large scale occur within 40 miles of Bluff Harbour. Undeveloped hydroelectric power resources on the Clutha River are located within 50 miles of the most promising quartz gravel deposits while opencastable lignite, potentially suitable for electric power production, occurs in the same locality as the quartz gravels. A preliminary study of production economics indicates that the commercial feasibility of silicon/ferro-silicon production would depend mainly on the cost of electric power, total capital cost of plant, and the market value of the products. The proximity of Bluff Harbour is advantageous for the export of products.
