The Bogong Hydropower Development is a 140 MW high head power project currently under construction in Northern Victoria. The project is the final link in the Kiewa hydroelectricity scheme, which was originally constructed in the 1950s. Due to its location in the Alpine National Park, the waterway for the Bogong project must be located entirely underground. A series of shafts and tunnels is being constructed to transfer the water from the headworks at McKay Creek to the new power station located on the shores of Lake Guy in Bogong village. The difference in elevation between the headworks and the power station is greater than 420 m, which poses particular issues for the design and construction of the waterway. The purpose of this paper is to describe the design and construction planning aspects of the tunnelling and shaft excavation and lining works for the waterway. The tunnelling works includes 5.7 km of hard rock tunnel boring machine (TBM) driven tunnel, 1.1 km of drill and blast tunnel and two deep shafts. The tunnels and shafts are lined with a mixture of permanent rock bolts and shotcrete, concrete lining and steel lining. The viability of the Bogong Hydropower Development relies heavily on the ability of the TBM to excavate at high speed through the East Kiewa Grandiorites. Particular attention was given during the construction planning stage to understanding the excavation characteristics of this material, and designing a suitable hard rock TBM that would be capable of meeting the program requirements of the project.

This paper deals with some innovations and current proposals for the treatment of gold ores and considers the possibilities of incorporating new developments in new or revised ore treatment flowsheets. The main topics considered are I. typical practice in relation to the size of gold particles, 2. concentration of coarse gold, 3. leaching reagents, 4. in situ leaching, 5. heap leaching, 6. carbon-in-pulp adsorption, and 7. treatment of complex ores (gold in pyrite, gold tellurides, and carbon-containing ores).

AIR-LOCK AT No. 14 SHAFT.Some time ago it became desirable to raise and lower the McBride tunnel men to save them walking the inclined tunnel, about a mile in length, with a dip of nearly 600 ft., and a maximum gradient of 1 in 4. The main Upcast shaft, No. 14, was, therefore, equipped for winding the men. As this shaft was the main ventilating shaft for the McBride tunnel mine, it was necessary to take the greatest precautions against leakage of air. The writer therefore devised the concrete structure shown in Plate 1.The structure, as shown, surrounds the shaft inside the poppet legs. As the men are wound on double-decked cages (twelve men to each deck) provision is made at both top and bottom for the two decks to be loaded and emptied simultaneously. The doorsover the sky shaft, shown in the drawing, have been cut out and the sky shaft has been close-timbered with a double layer of T. and G. flooring boards, with building paper between, nearly up to the thimble frame, a small hole only being left for the winding rope topass through. The space between the ramps is glazed with plate glass to allow the winding-engine driver a good view of the pit top.The men are wound from two levels, 302 ft. and 611 ft.2. In narrow orebodies the use of ordinary kriging (OK) may pose certain limitations when used for grade control modelling. The smoothing effect of kriging, by its very nature, cannot retain or accurately characterise the dispersion (variability) that is inherent in gold deposits. This dispersion is a critical component of determining the desired level of ore loss and dilution.Fixed block model positions used in OK, and all estimation approaches, within a grade control process may never align with the ‘true’ ore boundary. This may lead to excessive ore loss and dilution, especially within narrow lodes.Using a risk-based approach to ore block design based on the geostatistical method of conditional simulation (CS) can highlight the differences achieved when an alternative method to OK is used for grade control modelling. By using a mesh of nodes and the application of a ‘transfer function’ to the simulation models, the position for ore contacts can be better assessed than when using fixed blocks in OK. Therefore, the value of various ore block boundaries can be better analysed by objective assessment of ore loss and dilution for a given minimum mining selectivity (selective mining unit or SMU), even in narrow lodes.A case study of a narrow vein gold deposit, comparing the results from an OK model and a CS model shows that whilst both models show similar trends – waste, low-grade, and high-grade regions are the same in both cases – the simulation model can provide greater insight for optimal definition of the mineralisation boundary.CITATION:Haylett, M E, Weeks, A, Matthews, G D and Khosrowshahi, S, 2014. The geotechnical factors controlling the design of the open pit slopes of the Pasminco Century Mine near Lawn Hill, Queensland are presented below. Pasminco Century is a stratiform shale hosted zinc deposit in the Lawn Hill Formation that is overlain in part by the Thorntonia Limestone Formation. Both the mineralisation and overburden is located within a competent rock mass such that intact rock strength and discontinuity spacing is generally sufficient to prevent large-scale slope failure by breakage through the rock mass. Rather, overall slope stability issues are dominated by the major discontinuities within the rock mass. The deposit is located in a structurally complex regime, it consists of a synclinal basin which is truncated by easterly striking normal faults through its centre and northern and southern limits and by an unconformity on its eastern and western margins. Deposit geometry and slope stability is further complicated by small-scale folding, a pattern of northeast and southeast striking subvertical faults and north easterly dipping thrust faults with their associated fault emplaced blocks of Lawn Hill Formation in the overburden. The large size of the deposit requires a staged mining approach with the excavation of both final pit walls around the external sides of each stage and interim pit walls along the internal boundaries between adjacent stages. The deposit geometry and major discontinuities control not only the final pit wall design but also interim wall location and orientation, excavation sequence and in some stages the excavation schedule. Two and three-dimensional limit equilibrium stability analyses were conducted using both deterministic and probabilistic approaches to determine appropriate pit wall design criteria and to select a suitable excavation sequence and schedule.

The general types of industrial behaviour of liberated valuable sulfide minerals in the 0 - 10 ¦m size fraction are described and tests to explore on site at a concentrator the general nature of any deficient behaviour are discussed. In addition, the general types of behaviour of the gangue minerals in this size fraction are also described in terms of their mechanisms for recovery. These behaviours are also discussed in terms of the type of grinding device and grinding environment in which they were produced and the target grinding product size. Major recent improvements in the industrial capabilities of grinding devices are discussed.Present difficulties in characterisation of particles in the 0 - 10 ¦m range are described and desirable improvements for the future are outlined. Further, desirable improvements for industrial processing of valuable minerals in this size range are discussed along with some remedial actions.

This paper describes a new methodology that can be applied to compare several bench extraction strategies requiring backfill. The method is applicable at the planning or operational stages and can be used to maintain dilution within design parameters and improve the overall economics of bench stoping operations. The parameters influencing bench performance have been empirically rated based on economical, geomechanical, operational and backfill properties. Four different extraction strategies have been considered and rated from most preferred to less preferred using an integrated approach to bench extraction.

Run-of-Mine (ROM) stockpiles are the inventory of valuable materials extracted from the mine. Depending on the customer requests, a selective addition of ore from stockyards should be selected at the required tonnage. In the stockyard, stackers and reclaimers are the machines which load and unload ore, respectively. Currently, humans determine the reclaiming/stacking planning sequence in the stockyard by rules of thumb. However, this is a complex task subject to multiple operational constraints, such as where undesirable mineral properties should not exceed certain limits in a request. Human planning can lead to limited decision support and lower ability to consider the upcoming blends and requests. This kind of decision making can cause perturbations in the assumed profit and unexpected loss in practice. Therefore, an intelligent decision-maker and sequence planner would be highly valuable to automate stacking and reclaiming operations in practice. The benefits are reducing variability in decision-making and operation costs. This paper considers a stockyard with available mineral information in the stockpiles using load and dump locations from GPS data feeds. We present an optimisation problem to find a solution which results in reclaiming more ore in a shorter time. To solve the problem, we develop an automatic search strategy based on the greedy search algorithm independent of the type of machine used in reclaiming. The proposed method plans a sequence for stockyard recovery blend optimisation to meet multiple customer demands in a timeframe. Blend optimisation is subject to various constraints such as the elemental composition of the valuable materials and penalty elements. We present three case studies using EKA’s simulator, to fulfil two to four requests from four stockpiles. We compare the obtained results with a pilgrim step reclaiming heuristic and we show how our proposed search strategy outperforms the current strategy used in practice.

The role played by lawyers in business has, in the course of the last 15 to 20 years, changed perceptively. This development has coincided with, and indeed has been a reflection of, the changing nature of Australian business, especially as the mining industry established its predominance in the Australian economy. The nature and extent of governmental regulation of business, too, has changed markedly. As a consequence, there has been a qualitative'change in the nature of commercial law practice. For the needs of business to be met, lawyers have had to develop specialist skills in new areas. Furthermore, there has been the emergence of the "in-house" lawyer, who increasingly plays a primary rather than a subordinate role in corporate law practice. There is no evidence to suggest that this trend, which is by now so well established, will prove to be ephemeral. Instead, with all indications pointing towards even greater governmental regulation of business activities, the intimate role of the lawyer in business seems entrenched.

Projects to be undertaken in remote locations require special attention with regard to constructability from the very first stages of design. This is to ensure not only that the project is compatible with the environment in which it' is proposed to be built, but that it does not require facilities or special construction equipment and expertise that is not available in the proposed location. This paper draws on experiences gained on projects in Alaska, Northern Canada, South East Asia, outback Australia, and more recently Bougainville, in Papua New Guinea, where over the past 5 years Minenco has undertaken in excess of A$120 million of work on a number of different projects for Bougainville Copper Limited Although many of these projects have been close to large populous cities, which have been served by regular shipping and airline services, the locations have not had the availability of construction facilities which exist in major cities of Australia and thus can only be considered as remote locations by current day standards. This study analysed the fracture characteristics and movement process of goaf roofs under the condition of gangue backfilled mining, based on the engineering conditions of Tangshan Mine F5001 gangue backfilled working face. The inclined borehole detection method is adopted to conduct long-term and fixed-point detection of the roof stability. The distribution characteristics of mining-induced cracks in the roof are described quantitatively based on the crack density, and a similar model test method is used to assist the analysis of the roof movement under the control of gangue backfilled mining using stress sensors and digital speckle deformation field monitoring. The results show that under the condition of gangue backfilled mining, structural cracks in the roof typically appear at the boundary of rock strata. The appearance of cracks is related to the rock strata where they are located. Structural cracks appear in the form of single cracks ahead of the working face and develop into structural cracks in the goaf. The roof movement of the coal seam develops in five stages: fracture incubation, crack extension in advance, dense fracture development, steady fracture expansion, and roof stability. Separation forms the primary component of the roof subsidence, accounting for more than half of the subsidence value. The separation generally extends over a long distance along the strike, and vertical crack-intensive areas appear in the roof above the cut-off and stop line. The findings of this study provide a theoretical basis to support designs of backfilled mining and upgrading of hydraulic supports in working faces.

After 60 years of operation, coal extraction at Solid Energy New ZealandÆs (SENZ) Strongman Mine, near Rapahoe is scheduled to end in early 2005. Up until 2003 the closure bond for Strongman Mine was only $930, and both SENZ and the West Coast Regional Council (WCRC) agreed that a more realistic level of bonding was required.   A conceptual closure plan has been developed by Golder Associates, and the cost of the work estimated. Closure includes decommissioning of equipment and facilities, rehabilitation and replanting of all disturbed areas and a period of maintenance and monitoring to verify that closure objectives have been met. Significant maintenance allowances are included to cover management of underground fire, subsidence and slope instability. These make up much of the potential ongoing environmental liability at the Strongman. All costs incurred beyond year 1 of closure are discounted to present value. Uncertainty in costs is addressed by Monte Carlo simulation, with an 80 % confidence level adopted.   A bond quantum of $3.0 million has been calculated for the first year of closure at Strongman. A three-year ærollingÆ bond is proposed. Progress will be reviewed annually, with the bond adjusted up or down accordingly. It is then renewed for a further three years. This allows for progressive return of the bond as rehabilitation objectives are met and verified. Similarly, if there are delays in meeting objectives, a proportion of the bond may need to be kept in place for a longer period than assumed. The level of bonding in place for the Strongman operation at any time in the future will therefore reflect the cost to complete the closure work programme.

Spiral separators have been used to treat heavy mineralsands in Australia for some 35 years. During the last five years the logical extension of this technology has been torecover cassiterite from alluvial deposits. Plants incorporating spirals are already operating in Indonesian andAustralian tin mines. A more fundamental understanding of the design of spiral separators has recently led to their use in other mineral treatment plants.In particular, the treatment of alluvial gold and fine coal has been most successful. The new generation of spirals that has been developed to treat these minerals is more easily operated than other competing processes and is therefore ideal for new mine situations.

The strength of coal mass saturated with gas is an essential parameter in studying the mechanism of gas and coal outburst,and its prediction method. Up to now, there has not been a method for determining the strength of coal mass saturated with gas.This paper describes a new method whereby the strength of in-situ coal mass can be determined and stored continuously and automatically. The simulation results obtained in the laboratory indicate that the new method allows a fast, reliable, inexpensive and convenient determination of the strength of coal mass.

Resurgence in Au exploration during the past decade has been characterised by a considerable emphasis and dependence on geochemical procedures. This has been made possible, firstly, by marked improvements in analytical sensitivity over those previously available and secondly, of particular importance to exploration in Australia, by a better understanding of the distribution of Au in the regolith, which has led to the optimisation of sample media. These developments have given exploration companies the ability to seek and detect subtle and widespread geochemical signatures of concealed Au mineralisation and provided an enhanced capability to interpret the data. As a consequence, several new discoveries have been made, even in areas that have been intensively explored in the past. In the deeply weathered Yilgarn Craton (WA), and in equivalent areas elsewhere in Australia and overseas, Au has accumulated in the upper lateritic gravels and duricrusts of the regolith, probably during humid climatic periods in the Tertiary. The laterites may not only be Au ores in themselves, but research by CSIRO and CRC LEME has shown them to be very important sample media, (eg Anand and Smith, 1992). In many areas, however, the laterite has been eroded and hence is unavailable as a sample medium and chemical modification under more and conditions since the Tertiary has leached Au from the upper saprolite. This has greatly increased the difficulties of exploration, particularly where reliance was placed on sampling between 2 and 15 m of the surface. Further research, however, has demonstrated that, despite this leaching, recent remobilisation of An has caused it to concentrate in a specific soil component, pedogenic carbonate, usually in the top I - 2 m, thereby giving surface expression even to mineralisation that is concealed by over 20 in of leached overburden. Secondary carbonates, commonly referred to as calcrete, may precipitate as calcite and/or dolomite in regoliths where the average annual rainfall is less than about 600 mm. Pedogenic carbonates are those that form in unsaturated (vadose) soil horizons. They are widely distributed in the Gawler and Yilgarn Cratons. In the Yilgarn Craton south of about 30¦S ('the Menzies Line'), they are seemingly more abundant over more basic rocks and towards the south east (Figure 1). In contrast, groundwater calcretes form in saturated (phreatic) environments, typically in the axes of major drainages north of the Menzies Line. These are known to accumulate economically-significant grades of U but not, apparently, An.

IonicRE acknowledges within our mining industry, there is a common belief that workplace health and safety, often referred to as safety, is just a matter of ‘common sense’ – something obvious and easy. However, at IonicRE, we hold a different perspective. We understand that safety is far from easy. We recognise the need to emphasise the importance of understanding and conveying the inherent difficulties of working safely. We are committed to implementing processes that support individuals in achieving our safety objective of eliminating fatalities and permanently disabling injuries. To build resilience and sustainability into safety performance, we draw parallels with the principles underpinning sustainable and exceptional production performance. Achieving sustainable safety performance demands effective leadership, meticulous planning, adept management, genuine care and unwavering commitment. We’ve leveraged various tools and techniques, such as DISC theory, Maslow’s hierarchy, process control, Kaizen, Six Sigma and Kirkpatrick’s 4 levels, among others, to facilitate this improvement. There methods play a pivotal role in developing a Safety Blueprint for enhanced safety performance. This paper provides an overview of IonicRE’s Safety Blueprint, a strategic framework for developing our safety capability. Our capability is underpinned by three key pillars. Firstly, a comprehensive risk management approach is imperative, encompassing the understanding of hazards, the identification of threats to our people and the associated risks. Secondly, it entails providing and enforcing accountability to sustain our safety capability. Lastly, it involves constructing an effective defence system against threats and harm. Implementing these pillars requires a meticulously devised change process. Anticipating resistance and potential setbacks, we underscore the importance of having the right people and a wellcommunicated vision for safety at IonicRE. A Safety Blueprint serves as a detailed plan outlining the path toward a future goal. At IonicRE, we contend that safety in the mining industry has generally lacked a coherent and effective Safety Blueprint – a comprehensive plan to navigate the journey toward a destination. Drawing parallels with NASA’s detailed plan for landing a man on the moon safely, we question why, as an industry, we cannot similarly eliminate fatalities. While progress has been made in the last century, we must not wait another 50 years to eradicate fatalities from our industry. Examining Safe Work Australia data from 2008 reveals that 47 per cent of mining fatalities result from vehicle activity and 40 per cent stem from individuals being struck by an object. As of December 7, 2023, seven lives have been lost in the mining industry in Australia this year, indicating a stubborn trend mirroring 2022, with limited improvement over the past 25 years. These incidents are not isolated or unexpected. We understand the hazards and controls, yet fatalities persist. IonicRE considers that the mining industry stands at a critical juncture – do we accept a plateau in mining safety performance, or do we rethink our approach? At IonicRE, we are thoroughly reassessing the hazards that threaten our people, systematically redefining effective risk control measures and establishing a robust framework to hold individuals accountable for the effective implementation of the control measure.

Efficiently controlling foam/froth within mineral processing continues to pose a challenge to the mining sector. The foaming characteristics of aqueous solutions for two-phase systems of air/liquid are well-studied with theories and mechanisms proposed to describe and predict foam formation and stability. The types and structures of reagents that either promote or prevent foaming/froth formation and stability are well-defined in these studies and practiced across various applications. Three-phase systems of air/liquid/solid, such as froth from mineral slurries, however, pose a challenge with the presence of a large quantity of relatively fine mineral particles. Theories and mechanisms that rationalise the effects of chemical additives as a defoamer or foaming agent in aqueous can be applied as a general rule, but do not provide the most effective solution for mineral slurry systems. Silicone-based defoamers, particularly their O/W emulsions, have been widely and successfully used at various stages of mineral processing to efficiently control the mineral slurry foaming properties. However, their foaming control ability could be significantly impacted by different processing aids used during the upstream process. In a zinc-rich mineral system, a silicone-based defoamer starts losing the properties necessary to effectively control foaming in the leaching circuit when throughput is increased. In this study, the synergistic defoaming/anti-foaming effects from surfactants and silicone-based defoamers are discussed to effectively control foaming/froth in the zinc leaching circuit, even with lower total defoamer dosage. Improvements during mineral processing can also lead to a cleaner mineral grade by reducing waste.

Resource rent taxes are taxes which only become effective at such a time as a pre-determined rate of return has been achieved by an operation. Resource Rent Taxes have from time to time been considered for implementation in both Australia and New Zealand. The offshore petroleum industry in Australia is already subject to RRT as is the Roxby Downs (Olympic Dam) Mine in South Australia. Both the mining and petroleum taxation regimes in Papua New Guinea include a resource rent tax component called Additional Profits Tax.

The Hazelwood Mine (HM) commenced operations in the 1950s and was originally operated by the State Electricity Commission of Victoria (SECV) prior to it becoming privatised. ENGIE, the current owners of the Hazelwood Mine ceased operations in 2017 and have since transitioned the site into the rehabilitation and closure phase, which is to encompass a full pit lake as part of the final landform. A key aspect of HM closure is the maintenance of long-term stability of the pit slopes to deliver a final landform which is safe and sustainable, particularly given its proximity to critical public receptors. The Princes Freeway, which is the primary access route to the Latrobe Valley (LV), and the Morwell Township are both located immediately to the north of the HM. A large and increasing data base of apatite fission track results from sedimentary and granitic rocks exposed within the southeastern highlands and along the continental margin of Australia provides constraints for the tectonic development of the southeastern passive margin. The fission track results suggest that many regions of the southeastern margin of Australia experienced distinct episodes of relatively rapid cooling during the middle Cretaceous to early Tertiary that can be attributed to the effects of rifting. One cooling episode is middle Cretaceous in age and related to denudation of the southeastern highlands from Tasmania to northern New South Wales between -90-100 Ma. Rocks exposed along the present coast line record a later episode of rapid cooling, which is diachronous and decreases in age northward from -80 to 90 Ma in northern Tasmania to southern New South Wales, -60-80 Ma in central and northern New South Wales, and to -50-60 Ma in southern Queensland.
