May I, at the very outset of this second gathering, congratulate the Institute on the great progress that has been made in the interval. At the first meeting in New Zealand in the year 1903, I understand that less than 20 persons were present, and now in the large concourse before me I believe there are not fewer than 140 persons, while if every member of the Institute to-day where here there would be over 500 which is a great change from a membership of only 250 in 1903. A resource rent taxation scheme is based on the concept of taxing the rent or surplus profit generated from primary industry activity. Rent has been defined as profits that remain after deduction of company income which corresponds to the minimum return necessary to attract private investment to a new project.Rent taxation schemes on the mining industry within the Australasian region have been examined and widely discussed during the decades of the 1970s and 1980s. Forms of resource rent taxation schemes have been imposed on Papua New Guinea mining, some sectors of Australian petroleum, the Roxby Downs venture and are being discussed for the New South Wales coal industry. While no introduced applications have been pure rent taxation schemes, the concept has generally come to encompass arrangements which tax rent at a partial rate which may or may not vary with the level of profitability or return.An examination is made of a number of the more recent schemes. Aspects which should be considered in implementation of new forms of this taxation are discussed. It is concluded that there is an increased acceptance for this form of taxation on the Australian mining industry.

The variation in coal properties and the coal seam reduced level can be analysed using partial trend-surface analysis techniques. For the area studied seam reduced level and seam thickness data from the Bulli Coal yield trend-surfaces with a high coefficient of determination, since they have relatively small systematic local and random components in their overall variation. Sulphur content appears to have no significant re.gi_onal trend, and phosphorus content has a very weak regional trend. Other analytical variables have regional trends which are of intermediate strength. The strike-directions of.the statistically significant first degree! trend-surface are similar, sug-gesting.: that the variation of the several coal properties was controlled by a set of- related causes. The Dugald River Zn-Pb-Ag deposit occurs within the complexly deformed and metamorphosed sediments of the Middle Proterozoic Cloncurry Terrane, Eastern Succession, Mount Isa Inlier. The sedimentary sequence comprises a thick package of variably carbonatic argillitic and siliciclastic sediments of the Corella Formation, Lady Clayre Dolomite and Knapdale Quartzite. A slate and calc-argillite unit locally referred to as the Dugald River Slates is the host to the economically significant deposit. The deformational history of the Dugald River area involved three phases of ductile deformation. The present geometry of the Dugald River Main Lode is recognised as a strike extensive steep westerly dipping tabular sheet, within which a steep north westerly plunging zone of pronounced thickening is evident. This zone is interpreted to have formed during folding via remobilisation of the sulphides into a shoot-like body, the geometry of which was controlled by stretching associated with the folding. Further modification of the shoot and sulphide re-distribution has resulted from late phase transgressive shears. The sulphide mineralisation is characterised by three distinctive sulphide types, laminated, banded and breccia, the distribution of which define two broad zones. The northern zone is a narrow I - 5 m thick stratabound unit comprising finely laminated and banded sulphide mineralisation within a well bedded fine grained argillite sequence. This is part of the Lady Clayre Dolomite sequence and is a predeformational precursor form of mineralisation. The southern zone comprises the thickest development of mineralisation (up to 30 m) characterised by slate-sulphide breccias and veins derived from complex polyphase remobilisation of the sulphide mineralisation. It is this zone which forms a stratabound locally transgressive body within the high strain Dugald River Slates and which contains the main body of economic mineralisation. Sulphide mineralogy comprises sphalerite, pyrite, pyrrhotite, galena and traces of chalcopyrite, pyrargyrite, tetrahedrite, marcasite and arsenopyrite. The present resource for the Dugald River deposit stands at 38 Mt grading 13.0 per cent Zn, 2.1 per cent Pb and 42 g/t AS. The Dugald River Zn-Pb-Ag deposit is regarded as an example of a syndiagenetic stratabound sulphide accumulation which, as the result of polyphase deformation and upper greenschist to middle amphibolite facies metamorphism, has undergone extensive remobilisation and Rccrystallisation.

"All underground coal mines in Australia are required to develop a Spontaneous CombustionManagement Plan (SCMP). The New South Wales Government has developed a guideline (MDG1006) to assist operations to comply with this requirement. A reference document is alsosupplied with the guideline that describes the type of information that is needed for input to theplan, including identifying possible tests that can be used for propensity assessment. However,there is no clear indication of what program of sampling and testing is suffi cient to provide adefi nitive assessment of spontaneous combustion propensity prior to and during mining. This paper reviews the existing methods available for quantifying spontaneous combustion propensity and discusses the sampling requirements that are needed from exploration to mining. A new, more defi nitive method of spontaneous combustion testing is also presented that benchmarks coal self-heating performance from mine ambient temperature to thermal runaway. Examples of the eff ectiveness of this new test method for identifying and quantifying reactive pyrite in coal as well as quantifying the diff erence between dry and wet season conditions are provided in the paper."

This work presents an experimental study of flow dynamics in a bubble column system (crosssection: 100 mm × 100 mm) using a non-intrusive optical technique with targeted application in a novel REFLUX™ Flotation Cell. The study had two aims – measurement of the bubble size distribution (BSD) and local energy dissipation rate in the system due to bubble motions over a low range of gas flux varied from 0.02 to 0.08 cm/s without impairing the visibility of the system. A central bubble plume was generated by injecting compressed air through a sintered glass distributor in quiescent liquid. Highspeed shadowgraphy imaging was performed to determine the BSD in the presence of surfactant (Sodium Dodecyl Sulfate (SDS) concentration ~ 10 ppm). The BSD exhibited a unimodal shape at different locations of the column for all gas flux cases. A non-intrusive particle image velocimetry (PIV) technique was used to quantify the flow field generated by the bubble motions, which was used to estimate the local energy dissipation rate. The local energy dissipation rate exhibited an increasing power-law dependency on the gas flux.

Froth flotation is the most commonly used separation technology in the mineral industries. Given the complexity of the pulp and froth phases as well as the multitude of operational parameters that influence flotation performance, purely fundamental models with strong predictive capacity are limited. As a result, accurately modelling modifications to an existing flotation circuit are challenging, particularly when using empirically-derived models from a different operating configuration. Despite these complexities, a recent publication by the authors (Huang et al, 2022) has shown that flotation rates can be accurately predicted from a first-principles model that incorporates hydrodynamic parameters (eg pulp density, superficial gas velocity, feed flow rates etc), surface chemistry parameters (eg contact angle, zeta potentials and surface tension), and size-by-class liberation data. Circuit simulations using this model were shown to be effective in predicting experimental graderecovery curves from the size-by-class mineral liberation matrix. Since the model is derived from fundamental characteristics of the flotation system, it can be used to simulate alternative circuit configurations with varying degrees of recycle. Conventional flotation circuits are operated in a closed-circuit configuration by routing the cleaner scavenger tails (CST) back to the rougher feed to provide an additional opportunity to recover the slow-floating particles. This widely-used flotation strategy has been under constant debate, and several researchers have provided evidence that open circuit configurations provide higher separation and better circuit control (Konigsman, 1985; Bulatovic et al, 1998; Thompson, 2016). Recently, Finch and Tan (2021), used linear circuit analysis to show that open circuit configurations have a fundamental advantage when stage recoveries are high. Given the limitations of these prior studies, the objective of the current work is to further evaluate the merits of the open circuit configuration through a detailed circuit analysis and simulation study incorporating the first principles model described above.

In the eastern high-strain domain of the Quadrilßtero Ferrffero, Brazil, hard and soft high-grade hematite ore may occur as schistose bodies in shear zones mainly related to the Cambotas-Fundpo thrust system. These orebodies are almost entirely constituted of oriented specularite platelets that develop both as a product of crystal-plastic deformation of hematite and solution-precipitation processes. Both mechanisms interact in the partitioning of the strain, while solution-precipitation is responsible for the precipitation of hematite and localised leaching of silica resulting in the formation of syntectonic ores. The analyses of fluid inclusions from specularite crystals of the Conceitpo and Timbopeba deposits, located in the northern and southernmost areas of the eastern high-strain domain of the Quadrilßtero Ferrffero, were studied using infrared microthermometry and Synchrotron x-ray fluorescence. The results indicate the participation of highly saline aqueous H2O-NaCl fluids containing other additional cations (Ca, Fe, K and probably Ti) in solution and homogenisation Temperature (Th) averaging between 130¦ - 190¦C. However, the partial fusion of metastable saturation phases indicates crystallisation temperatures of approximately 400¦C. The mineralisation process produces high-grade orebodies as well as Fe-rich specularitic itabirites that are explored in that area. The shear zones are related to thrust faults mapped and interpreted as related to the PanAfrican/Brasiliano Orogeny that affected the Quadrilßtero Ferrffero, thrusting the Paleoproterozoic platform sequence of the Minas Supergroup over Mesoproterozoic quartzites of the Espinhato Supergroup. They intersect and even overprint an early metamorphic and tectonic fabric of Paleoproterozoic age (Transamazonian Orogeny). The geological and fabric relationships lead to the conclusion that the fluids involved in the mineralisation were most probably of external origin, of still unknown source (possibly igneous), during the closure of the Spo Francisco Craton.

The mining industry seeks to engage with and respond to stakeholders through open consultation processes during the various phases of a mining project (Department of Industry, Tourism and Resources, 2006). Two Australian Coal Association Research Program (ACARP) funded projects conducted in the Bowen Basin coalfields in Central Queensland investigated the use of a stakeholder panel for the evaluation of mine site rehabilitation. The panel members were drawn from the local and regional area, and represented neighbouring landholders, traditional owners, AgForce, local government, conservation groups and non-governmental organisations (NGOs) such as Greening Australia and the Fitzroy Basin Association. The approach of utilising stakeholders to establish rehabilitation criteria was proposed as an alternative to the established practice of assessing rehabilitated areas against a suite of quantitative completion criteria; eg >70 per cent vegetative ground cover or <5 t/ha/a soil loss. The basis of this approach recognises the reality that the definition of completion criteria has proved problematic over the last 40 years with no broad consensus reached on the suite, let alone the metrics; eg the exact cover level that will benchmark acceptance of the mine site rehabilitation.CITATION:Merritt, J L, 2016. Ventilation is part of all underground mine operations and is undertaken in order to introduce fresh, cool air to the workings and to remove stale, affected air. It is problematic to obtain efficient and accurate estimates of volume flow and static pressure in the installed operational configuration for the auxiliary axial flow fans.An empirical method was developed to estimate the static pressure and volume flow through a calibrated differential pressure port on axial flow fans. Prior to shipping, each fan is performance tested according to BS 848 (ISO 5801) to establish the fan performance curves. In addition to the standard required parameters captured to fully describe the performance, the differential pressure is measured across the fan rotor to enable correlation with the characteristic fan curve.The method was implemented on a ruggedised tablet PC platform. This compact platform is then used to calculate the volume flow rate from the differential pressure sensor measurement input via a USB port. The result is a real-time measurement of volume flow and operating point of the fan system. This can be used effectively in overall modelling of the mine auxiliary ventilation systems and calculation of system resistance could provide a health indication of the fan and duct system.CITATION:Ratner, G and Viviers, S, 2013. A pilot scale experimental investigation of the condensation of zinc vapour from smelter off-gases was performed in conjunction with a mathematical modelling study of the system. The work investigated the feasibility of using the high heat and mass transfer rates associated with a fluidised bed to condense zinc directly from smelter off-gases containing zinc vapour. Of particular interest was whether zinc would revert to zinc oxide during the process of condensation, and whether a zinc fog would form and be carried out of the condenser. A 0.1 m diameter fluidised bed condenser was mounted on the top of a 200 kVA DC electric arc furnace in which mixtures of vapours and gases were generated at 1150 - 1300¦C. The gas/vapour mixtures investigated included Zn/N2, Zn/N2/CO/CO2 and Zn/N2/H2/H2O. Greater than 90 per cent of the zinc was deposited on the zircon sand bed of the condenser, and there was no sign of zinc oxide formation, suggesting that the rate of heat transfer was faster than the reaction rate for zinc oxide formation. There was also no evidence that fog was being formed in the condenser. Using the methods of Kunii and Levenspeil (1991), a mathematical model was developed to predict the behaviour of the fluidised bed condenser. The model enabled the distribution of gas/vapour temperature and bed temperature to be determined as a function of distance from the condenser inlet. Similarly the partial pressure of zinc vapour in the gas mixture, and hence the mass transfer rate of zinc to the particles, was determined. Experimental data allowed validation of the predicted bed and gas/vapour temperatures.

The regeneration of the ceramic filter medium used in iron ore dewatering is often done by combining backwashing, ultrasonic cleaning and chemical regeneration. Of these three, the first two are applied more frequently, whereas chemical regeneration is done only when needed, eg once a day. Chemical regeneration of the ceramic filter medium in iron ore processing can involve the use of oxalic acid to dissolve the iron oxide particles. Even while performing simple chemical regeneration, meaning no ultrasound to assist the cleaning, the changes in the performance and in the structure of the filter medium could not be explained solely based on the dissolution or the removal of particles from the surface. Good regeneration results were obtained at 35 and 50¦C, meaning that the final permeability of the filter medium corresponded to that of unused filter medium. Permeability of the medium after regeneration at 15¦C was also good after 12 h, but did fall short of those regenerated at higher temperatures. Permeability and air flow rate in the bed during iron ore sintering is crucial to controlling the sinter quality and productivity of a sinter plant due to its influence on the flame front speed. In the present work, the permeability of the bed during sintering was analysed by means of measured pressure drop and temperature at multiple points in the bed during sintering. Three different zones were categorised, ie humidified (green) bed, region of maximum resistance (high temperature zone) based on temperature, and sintered bed. Previous work has shown that the maximum pressure drop during sintering was due to several concurrent physico-chemical processes including dehumidification, calcination of fluxes, dehydroxylation of goethite, combustion of coke and melting of granules (>1200°C). To quantify the effect of the different process, sintering experiments were conducted in a milli-pot (diameter 53 mm, height 400 mm) with pressure and temperature measured at same location in bed. The milli-pot was fitted with four equidistant (80 mm apart) taps. Overall, five sections in the milli-pot were analysed for pressure drop at different times during sintering. It was found that in region of maximum resistance, coke combustion and flux calcination were highest contributors with ~35 per cent of the pressure drop when compared to other processes like de-humidification and goethite dehydroxylation which contributed to ~20 per cent and 25 per cent each respectively. The pressure drop contribution of the coke combustion region increased with increasing coke addition rate.

The requirements for the controllability of metallurgical processes are increasingly becoming the focus of both industry and research. Advances in this field of research not only impact the stability of processes but often also influence the quality of the final product. One important way to examine processes in-depth, and thus show potential for improvement, is to describe them using physicsdriven models. In metallurgy, thermodynamic and kinetic descriptions of interactions between individual components of a system are often used to describe and analyse important metallurgical phenomena across the entire process. However, for the creation of physics-based models, boundary conditions and process variables must be implemented to enable a description that is as realistic as possible. The collection and generalisation of boundary conditions and process variables is, therefore, an important step towards functional models. The focus of this study is the determination of mass transfer coefficients between all components in a steel/slag/refractory system. For this purpose, experimental and theoretical methods are applied. Laboratory scale experiments are carried out in an induction furnace, and the mass transfer coefficients of the defined steel/slag/refractory system are calculated from changes in the chemical composition of the various components. Additionally, a calculation of the mass transfer coefficients based on dimensionless quantities is carried out. By comparing the values of the mass transfer coefficients determined theoretically and those determined experimentally in the trials, the suitability of the calculation is examined. The collection of mass transfer coefficients provides essential findings for future kinetic descriptions of inclusion modification based on the effective equilibrium reaction zone (EERZ) approach.

A new range of solid and liquid ion exchange extractants for gold based on the guanidine functionality is described. These extractants have pH versus gold extraction isotherms which lie between those of the conventional weak base and strong base resins which have previously been studied as aurocyanide extractants. Possible applications of these new extractants in gold recovery are discussed.

Segmental tunnel linings are becoming more common in Australia. One current project employing a segmental lining is the City West Cable Tunnel (CWCT) in Sydney. The project has been commissioned by Energy Australia and is currently being constructed by Thiess Pty Ltd. The project includes 1.6 km of tunnel boring machine (TBM) driven, segmentally lined tunnel. The majority of the CWCT will be excavated through Hawkesbury Sandstone. The tunnel is required to carry a 132 kV electrical circuit under SydneyÆs central business district (CBD), between Haymarket and Energy AustraliaÆs City North Substation on Sussex Street. The segmental lining has been designed as a 3.2 m internal diameter, 200 mm thick universal ring with six trapezoidal segments. The design and detailing of this segmental lining presents some noteworthy challenges, including exposure to saline groundwater, and the exclusive use of steel fibres for flexural and tensile concrete reinforcement. This paper describes some of the key elements of the segmental lining design. These include:the case for choosing segmental linings over other forms of tunnel construction;the major design checks required of a segmental lining including ground loading, hydrostatic loading, joint bearing, joint rotation, ram loading and the early strength lifting case;the benefits of using steel fibres over conventional steel reinforcement;the design approach used for steel fibre reinforced concrete;the application of 3D computer modelling in the design;the provision for components including connector dowels and gaskets;the design for passive fire resistance; andthe design for durability of steel fibre reinforced concrete in a saline environment. Segmental lining design requires the application of specialist design approaches. Input is required by the construction team, as the methods of demoulding, handling, transportation and installation impact on the lining design. As the segmental lining is functioning as immediate ground support and also a permanent lining, high standards of manufacture and construction quality control are required to ensure that the 100-year design life is met. The requirement for a watertight tunnel means that detailing and installation of the EPDM gaskets is of importance.

This computer-aided design system for mineral processing flowsheets which are based on froth flotation, size reduction and classification combines an expert system for generating flowsheet structures with numerical models for the physical processes and the economics. Design decisions, such as specification, size and placing of process units and the destination of recycle streams, are based on clear technical and economic criteria. These decisions are controlled by user-set parameters, which allow the incorporation of industry experience and preferences and the generation of sets of good designs, from which choices may be made by further criteria, such as controllability. Liberation is now fully modelled and the early results from this extension continue to suggest potential substantial increases in added value over conventional approaches.

Papua New Guinea is geologically prospective for large, medium and small mineral discoveries. All profitable developments to date have been very large mines but for every large mine there should be many small mines which could be developed under appropriate circumstances.The Papua New Guinea Government should, with appropriate changes to fiscal, legislative and policy regimes, create a favourable exploration envir-onment to encourage a major increase in exploration by small exploration companies and subsequent discoveries and mine development.
