Commercial production of zinc started at the Pasminco Metals - EZ Plant, Hobart, Tasmania, in 1921. Since that time the capacity of the plant has been steadily increased to its present level of almost 220 000 tpa. Major areas of the plant have been successively upgraded over a number of years, (Roasters, 1969, 1975; Acid Plants, 1981; Casting, 1972; Residue Treatment Plant, 1971), but, until recently, the leach/purification area remained virtually unchanged from the time the plant was built. The major redevelopment of the hydrometallurgical plant began with fully integrated pilot plant testing of the proposed new circuit in 1981. The pilot plant incorporated the Low-contaminant Jarosite Process, and a new two-stage zinc dust purification procedure. In 1985, approval was granted for a major modemisation program which involved the complete replacement of most of the leaching and purification plants, and substantial improvements to the residue treatment plant. Construction of the first of the new plant sections, Strong Acid Leaching, commenced in 1986. This paper describes briefly the modernisation program itself, and the current method of zinc production at the PMEZ plant. The new plant sections comprise a Strong Acid Leach stage to improve lead residue grade; a Preneutralisation stage to reduce metal losses in jarosite; new filtration stages for both jarosite and lead residue; new Neutral Leach and Weak Acid Leach stages to replace old equipment; a new Solution Purification stage to replace the use of organic reagents to remove cobalt; and a new Gypsum Removal stage to cool the solution before electrolysis. At the completion of the modernisation program, only the electrolytic cellhouse remains of the early plant sections.

The theme at this yearÆs AusIMM New Leaders Conference in Ballarat was æThe Minerals Industry û Future Directions for New LeadersÆ. There was a strong focus on the recruitment and retention of trained and skilled graduates and new professionals into the mining profession. This paper highlights some of the key findings and discussion points from the New Leaders Conference. While some of the main causes of the decline in attracting new geoscientists to the mining industry have been identified, there still remains a lack of accountability among a number of Australian mining companies. Some of the factors identified that are driving new graduates away from the industry include; the social and geographical isolation, the long hours in challenging conditions and a difficulty in obtaining work straight out of University. Often there appears to be no clear opportunities within companies for career development and advancement. The opinion also still persists that the mining industry is lagging behind in both environmental and technical developments, which makes entry to the industry unattractive. Solutions that some of the large players in the Australian mining industry are implementing to help reverse the trend include targeted marketing of the lifestyle, money, freedom and travel offered in the mining industry, the development of graduate recruitment programmes and much more emphasis on the quality and reputation of the companies themselves. Incentives to attract families have also been significant in attracting and retaining employees whom otherwise would have left the workforce. However, more still needs to be done to completely reverse this trend and the mining industry needs to continue to be proactive in marketing itself as a desirable employer and career choice option for students and new professionals.

Very little public domain information is available on the exploration signature of the Coronation Hill Au+Pd+Pt deposit. From 1987 to 1990 the BMR (now AGSO) carried out geological, geophysical and geochemical (whole-rock, stream, soil and rock chip) surveys within the South Alligator and Kakadu Conservation Zones and defined several key parameters useful for exploration programs. The essential geological ingredients for the style of Coronation Hill Au+Pd+Pt¦U deposit are oxidised, low pH fluids, dilatant fault structures, a thick neutral to oxidised cover sequence and chemical traps in the basement. In geophysical data, the areas surrounding the mineralisation can be detected by airborne magnetics as major lows in magnetite-rich rocks, whereas in airborne gamma-ray spectrometry data, imaged spectrometric channel ratios such as U2/I'h and U2/K highlighted alteration surrounding the deposits. Three types of stream-sediment and soil samples were taken from each site: (1) -1 mm mesh, 5 kg sample for bulk cyanide leach (BCL) analysis for Au, Pd, and Pt; (2) 1 kg sample of -1 mm mesh sediment for fire assay/ICPMS analysis for Au, Pt and Pd; and (3) 50 g - 180¦ mesh sample for a variety of trace element analyses, including Au, Pd and Pt. Techniques 2 and 3 gave similar results for Au, Pt and Pd, while the recovery rates for Pd and Pt from the BCL samples were considerably lower. Other trace elements did not define unique indicators for Pt or Pd mineralisation, as each sample reflected the dominant lithology in the drainage basin. Rock chip surveys were useful in determining which faults were associated with the ore fluid in regions of multiple fracturing. Results from these exploration-style surveys also confirmed that the Coronation Hill deposit is a variant of the unconformity-style of mineralisation, as all significant geochemical and/or geophysical results occur at or below the unconformity.

The theory of constraints (TOC) is a business improvement method that focuses on exploiting a business’s bottleneck to deliver the highest possible profit. Early applications were mostly in the manufacturing industry; however, the theory in itself is completely generic and has now been applied widely in other industries such as services, retail, software and distribution, amongst others. The intent of the approach is attractive – it focuses on the ‘silver bullet’ rather than ‘death by a hundred projects’, and it focuses on growth rather than cost cutting. Application within the mining industry has been limited to date, although there are a few applications emerging. This paper discusses how TOC can be applied to maximise value during the project planning phase and how to maximise profits when the mine is operational. The paper uses two case studies to illustrate the approach. Case study 1 uses the approach to improve tactical mine planning, which delivers an increase in revenue of 58 per cent. The second case study is a strategic mine planning example that delivers an increase in value of 77 per cent.CITATION:Finch, A and Elkington, T, 2014. Good morning. I am very pleased to be invited to present the Opening Address to this inaugural New Zealand Minerals & Mining Conference. It is indeed a pleasure to see so many representatives of this industry, which is so important to New Zealand's economy, present here today.   I extend a warm welcome to all delegates, particularly those from outside New Zealand. To those of you who have travelled from offshore, please closely observe our industry, and do not hesitate to ask Crown Minerals staff here for any further information you may want. I trust you will soon come to the same conclusion that my two following speakers have; that New Zealand is a good investment destination, and further that many of you will decide to invest in New Zealand's minerals and mining industry.   In New Zealand the minerals industry - minerals, coal and petroleum - together constitute an approximate $2.5 billion per year business. In broad terms this is about 3% of our Gross Domestic Product.

After the sustained use of the GAG (Górniczy Agregat Gaśniczy) engine at a Queensland coalmine, it has raised questions as to its effectiveness as a remote firefighting tool. All firefighting apparatus have advantages and limitations, however the deployment of any apparatus must be based on its likelihood to succeed and effectively extinguish the fire or bring it under control. A recent study conducted for ACARP by researchers at UNSW has highlighted that there is more to be learned about the GAG. As coalmines are mining at greater depths and fan pressures are much greater than they were when the GAG was introduced, deploying the GAG may be a total waste ofresources and may place operators at greater risk. When the GAG unit is positioned on the surface of the mine, the pressure it generates has to overcome buoyancy of the exhaust gases and the frictional resistance of the borehole and part of the mine circuit. Buoyancy in deeper holes can lead to the GAG pressure relief system opening, venting out the products to the atmosphere without delivering any product to the mine workings. Additionally, frictional resistance is a function of distance. Deeper holes will have a greater frictional resistance than shallow holes. Delivering sufficient products from the unit will be limited by the available pressure that has to overcome the buoyancy, and increased mine resistance thatconsumes any residual pressure. By documenting the limitations of this unit it will enable better decisions to combat a fire or spontaneous combustion event.

Alliance Gold Mines was established in the early part of 1994 to acquire the assets of Diamin Resources NL at Maldon, Victoria. These comprised Exploration Licence 3422, some 20 sq km in area and enclosing the main part of the Goldfield, and a CIP plant - with a nominal capacity of 250 000 tpa - which was commissioned in 1988. Between 1988 and 1992 Diamin had mined - by open pit methods - and milled around one million tonnes of low grade gold ore, and recovered 55 000 ounces of gold. By 1992 the known shallow resources had been depleted. Historical gold production from the Maldon field is about 1.75 million ounces, at the surprising average recovered grade of 28 g/t. The last significant mine closed in 1926: since then there has been no comprehensive exploration program, though Lone Star Exploration NL tested part of the field for shallow open-pittable resources in the 1970s and Carpentaria Exploration Company Pty Ltd carried out widely-spaced drilling on the three main reefs from 1979 to 1982. Diamin (1983 - 1994) commenced a careful compilation of old mine records and newspaper clippings, and drilled several cored holes.

Due to the low concentration of gold, ore sorting for gold has always required measuring indirect properties, such as density or colour, to allow separation on a rock by rock basis. This only works on an ad hoc, by deposit basis and is likely to be least reliable where it is most required in low grade ores. One candidate technique, Gamma Activation Analysis (GAA) has been demonstrated to directly measure gold extremely accurately in powder samples of around 500gm and is used in the Chrysos PhotonAssay assay system. This method uses a linear accelerator (linac) to generate the X-ray radiation that activates the ore at low levels to emit a characteristic gold gamma ray that is then measured by a radiation detector. CSIRO is adapting this measurement technique to application on a belt at up to 800tph to measure pods of ore. The principal differences between measuring samples and an on-line measurement of pods are the requirement to measure coarse ore (<50mm), to measure a larger volume of ore as uniformly as possible, and to have an open-ended geometry with adequate shielding of the linac radiation source. These issues have all been addressed with measurements of coarse ore reported down to around 1ppm in sub-optimal test conditions. They have been demonstrated for <75mm particles with detectors capable of measuring a large volume geometry continuously. These are projected to allow measurements down to 0.3ppm in more optimum conditions for a 10 second measurement time period where the U/Th content of the ore is less than ~10ppm. Extensive Monte Carlo modelling has demonstrated that adequate shielding can be provided in relatively simple geometries with only 1 right angle transfer in the material handling. Steady progress is being made to reach the technical position required to trial an ore sorting system.

The purpose of this paper is to outline the basic policy problems for good community relations programmes in the resource extraction industries of Papua New Guinea. The main focus of the paper will be on defining and analysing those problems which lie on the landowner side and which are still not widely understood within the resource extraction industries despite several decades of turbulent experience. Many of the companies operating in the resource extraction industries of mining and petroleum and gas have in recent decades adopted, by choice or necessity, &apos;good corporate citizen&apos; policies. Some of these companies now pursue ethical business, environmental and community relations policies. Some have adequately funded and well-trained staff in their community relations departments. Although different industry sites scattered over Papua New Guinea show significant differences in their experience of social conflict, I argue here that a good deal of this variation has less to do with the differences between the companies&apos; public relations policies and their effectiveness and more to do with the conflict causing features of indigenous society. Experience suggests that even a company well-equipped with good intentions, good policies and good staff may experience serious difficulties in maintaining good community relations in Papua New Guinea. Many of these difficulties, I argue, can be traced to causes that lie, essentially, within the structure of Papua New Guinean communities and in the customs and social relations of Papua New Guinean peoples. Accordingly the attention of this paper is focussed on the conflict causing aspects of Papua New Guinean society. It is true, to the point of being a cliche, that Papua New Guinean societies are oriented very strongly towards achieving consensus and social harmony. In this regard Papua New Guinean communities differ significantly from, say, Australian communities. My purpose here is not to denigrate this aspect of Papua New Guinean societies but, rather, to point out that the drive for consensus is driven by the desire to avoid its opposite, dissensus. This paper sets out to define the dissensual aspects of Papua New Guinean societies and my special interest is in those conflict producing aspects of Papua New Guinean societies that are most resistant to the mechanisms that are designed to create social harmony. A survey of the recent history of industry and community relations in Papua New Guinea indicates that there are three main factors present on the landowner side which are liable, separately or through their interaction, to cause difficulties. These factors are respectively generational challenge, social boundaries and custom variability and I shall discuss each of these in turn.

Discovery 2000 is basically about data, its collection, management, assessment and dissemination. A major focus of Discovery 2000 is the collection of new geoscientific data. However, the Department is already a major source of data on the geology and mineral resources of New South Wales. These existing data when combined with the new data, will greatly enhance the knowledge of and information on the geology and the mineral development potential of New South Wales. This paper discusses some of the existing datasets and outlines how they can be accessed. It also gives an insight into the Department&apos;s strategy for data and information technology management.

The title of my address today &apos;An Environment for Mineral Development&apos; is a play on words, but I wish to use the meaning of the word environment in the broadest possible context to comment on those factors that control mineral development in New Zealand today. Of prime importance, let us consider the current economic environment in which New Zealanders live and work, as individuals and communities, and as a trading nation. It is the expanding growth requirements of the emerging nations and the interactive economic forces of our international trading partners and competitors, that dictates New Zealand&apos;s economic environment and thus the priority to develop its natural resources. As an itinerant New Zealander who has kept a watching brief over the economic environment in New Zealand over the last 30 years, I say, without prejudice, that I am concerned to have seen New Zealand&apos;s external and internal trading position deteriorate so rapidly in the last decade. I am concerned that a significant proportion of the population has been extremely slow to realize that with the creation of the European Economic Community, in the late 1950s, and following the first OPEC oil crisis in 1973, New Zealand in a corporate sense came close to technical bankruptcy.

A major factor in the economic development of New South Wales has been the ready availability of coal for the major industrial and urban centres of Sydney, Newcastle and Wollongong. Historically, the presence of high quality coal near these areas has acted as a catalyst to urban and industrial growth. This easy access to low cost coal resources over the past 200 years has given rise to a commonly held belief that New South Wales contains vast coal resources sufficient to meet any foreseeable demand. However, a recent study undertaken by the Coal Resources Development Committee has found that New South Wales is likely to face a serious shortage of economically mineable coal in the future. Forecasts predict that demand for New South Wales coal will increase by about 40 per cent, and then remain at about that level for at least a further ten years. To meet such demands, the coal industry will require access to economic high quality coal resources.

The anticipated economic life of the mine, which defines the rate of mine production, is dictated initially by the design capacity of the mill/concentrator and the production capacity of the mine relative to the grade and tonnage of ore that can be encompassed by the pit design. A small pit will result in smaller investment and cash flow; in contrast, a larger size of pit will increase capital investment and annual revenue. Since open pit mine design and long-term production sequencing are essentially based on three-dimensional block models, changes in block dimensions leads to different mine sizes, and therefore changes in the mine life. The physical characteristics of the deposit, such as reserve tonnage and ore grade, affect the expected future revenues from the mining project, and consequently they affect the life of the mine. Large blocks will increase the recoverable ore reserves and production rates and hence increase the mine life. This paper discusses the effects of the block dimension on the commercial ore reserve, grade-tonnage curve and its effect on the production rate, ultimate pit size, mining cost and consequently the mine life. The result shows that block height is the most effective parameter governing the economical life of the mine.

Large diameter raise boring is a common raise excavation method in the Australian mining industry. Geotechnical investigations were conducted on several large diameter raise bore projects at Gwalia Mine to assess the potential for instability and potential back-reaming problems. A thorough geotechnical analysis and subsequent back-analysis was conducted on a vent raise excavated at 5.5 m diameter and 810 m length.The geotechnical investigation for the vent raise included collection of data from an acoustic televiewer survey that was conducted on the pilot hole. The survey results provided structural data and an insight into the effects of stress on the pilot hole. Structural analysis was conducted using a combination of information obtained from the acoustic televiewer survey and geotechnical logs of the diamond drill core drilled close to the site.Further information was collected from drillers’ plods from pilot hole drilling and back-reaming to conduct a back-analysis of the completed shaft, and this was compared with the structural analysis.The key finding from this review was that the acoustic televiewer survey of the pilot hole accurately identified locations with blocky conditions. This is an important supplement to the information available from the main geotechnical investigation hole, as this was offset from the shaft location over most of its path.CITATION:Stephenson, R M and Sandy, M P, 2014. Safety is a key value in most leading mining companies. Despite years of effort, and significant expense in ‘programs’, operating sites seem to have been left with no real improvement in either the elimination of fatalities or sustained reduction in injuries.Safety systems and processes have grown and evolved, often to the point where they have become overly complicated and marginally useful.MMG Limited, following the consolidation of its Australian operations under a single management structure, undertook a program to effect real and sustained change in its approach to managing safety. The program aimed at improving safety by better engaging its workforce and by making safety processes simple, useful and effective. It defined the role of the supervisor in creating safe work, the role of the people doing work and the role of safe work methods.A safety diagnostic tool was developed to assess site against safety-critical mindsets, behaviours, cultures and systems. The outcome of the diagnostic is considered by the organisation to be the true lead indicator of safety performance.While still a work-in-progress, the program at the Australian Operations of MMG Limited shows that challenging common paradigms in safety management can create real change in safety performance.CITATION:Webb, M E, 2016. The Norseman-Wiluna Belt (Fig.1) is a richly mineralized (production 1900 tonnes Au), Archaean greenstone belt, up to 800km long and 200km wide, which forms the major part of the Eastern Goldfields Province within the Yilgam Block. The Belt evolved ca. 2700 Ma ago as an oblique-slip mobile belt between flanking portions of an older greenstone terrane. Volcano-sedimentary successions in the Belt represent two distinct tectono-stratigraphic associations. Sequences of metamorphosed caic-alkaline intermediate to silicic volcanic rocks interlayered with tholeiitic basalts probably represent the remains of a dissected Archaean volcanic arc (or arcs), and sequences composed dominantly of ultramafic to mafic lavas and intrusions, with minor interflow tuffaceous, sulphidic or cherty sediments are interpreted as remnants of the floor of an ensialic marginal basin (Barley and Groves, 1988). Ultramafic volcanism at Kambalda has been dated at 2692 ¦ 2 Ma (Claoue-Long et al., 1986). The dominantly volcanic associations are locally overlain by coarse clastic sedimentary succes- sions. The Belt is also typified by major north- to north-northwest-striking fault systems, shear zones, and tectonic lineaments, many of which are traceable for more than 300km. As well as defining the boundaries of the belt, these structures have accomodated much of the regional strain and acted as conduits for hydrothermal fluids during deformation, metamorphism and mineralization. As a result, most of the epigenetic gold deposits in the Belt occur in subsidiary structures related to these fault systems (Eisenlohr et al., 1988). Deformation involved oblique compression resulting in a closely spaced network of low-angle faults (thrusts) as well as upright folds and oblique- to strike-slip faults (Archibald, 1987; Veamcombe et al., 1988). This was accompanied by regional metamorphism and granitoid emplacement. At Kambalda, regional deformation and metamorphism were synchronous with the emplacement of the Kambalda Granodiorite which has been dated at 2662 ¦ 4 Ma (Hill and Compston, 1986), approximately 30 Ma after volcanism.The tectonic history and style of deformation of the Norseman-Wiluna Belt are similar to those of Phanerozoic oblique- slip mobile belts at continental margins, which are also a major source of hydrothermal gold mineralization.

The Kalgoorlie Consolidated Gold Mines (KCGM) Fimiston Open Pit is mining through a dense network of disused level workings and open stopes of greatly varying sizes. The condition of the stope crowns and remnants is often unknown, and ultimately these structures become a significant proportion of the production floor and pit walls. Significant seismic events and occasionally rock bursts often occur in the underground workings. Seismicity is becoming an issue to the viability of the KCGM Fimiston operations. KCGM needs to take a leading role in understanding mine-induced and regional seismicity. The seismic system trials were initiated in the Fimiston Open Pit in 1996 using the ISS system. The initial system included two triaxial geophone arrays and two triaxial accelerometer arrays installed into two boreholes. The main objectives of the trial were to investigate the suitability of the two types of sensors and the detectability of seismicity in the pit. The trial was regarded as a success and the system has been expanded and improved. The current system consists of 12 triaxial geophone and accelerometer arrays and nine uniaxial geophones. The 12 triaxial arrays are installed in nine boreholes drilled from the pit and the nine uniaxial geophones are installed from underground level workings about 660 m below the original surface elevation. The system is designed to provide seismicity coverage for the entire pit area that is about 2.7 kilometres long, 1.5 kilometres wide and about 300 metres deep. The accuracy of the source location has always been a challenge due to the existence of the dense concentration of stopes and lack of the sensors. It is uncommon to have direct ray path for the seismic waves to propagate to the sensors across the strike, hence sensors have been located along strike and under the old workings. This paper discusses some of the challenges associated with seismic monitoring near mine remnants and seismically active faults. The results of the seismic monitoring are presented, and contrasted to results of three dimensional boundary element numerical modelling. The impact of the seismicity upon pit slope stability is briefly discussed.

Landscape interpretation, geology and mining history are being successfully used to explore options for sustainable community tourism product development. Recent work by the author in Europe and Australia has indicated the value of adding and producing interpretive information about mine and quarry locations û both active and inactive. This work has allowed for the branding and development of new sustainable community tourism products based on the landscape, folklore, mine and geological heritage. Communities in rural areas are seeking new opportunities to sustain their local economies. Using a relatively new phenomenon called geotourism as a starting point, they have developed themed products connected to walking/cycling guides, interpretive panels and visitor centres. These themes can be linked to geology, archaeology, botany, local history and to industrial heritage sites such as old mines, to generate local employment. This new geotourism approach has successfully brought a new and greater audience to discover the value of geology and mining history. Communities have established a unique place for themselves within the tourism marketplace using the geotourism brand. Other communities with an established tourism product are also now using geological and mine heritage via geotourism to rebrand and meet changing global trends. The geotourism approach has allowed for positive collaboration among communities, service providers, local and government authorities to channel tourist revenues into rural communities. The pooling of resources under the banner of geotourism has led to cost-effective marketing, targeting and promotion of products using multimedia and web sites. Geotourism has emerged strongly in Europe, North America and China in the last decade. The Australian minerals industry now has an opportunity to implement this new branding concept to assist and benefit the communities in which they run their activities. Communities can also take advantage of the potential to develop a sustainable geotourism business around a past or present mineral industry in their vicinity.

There is an established need for an inflow of foreign capital if New Zealand is to meet projected growth rates. The Government recognises this and encourages capital inflows especially where there are allied economic benefits such as the access to specialised know-how or export markets. The Government has promulgated certain Regulations which are administered by the Reserve Bank. Under the Capital Issues (Overseas) Regulations 1965, consent is required before any company incorporated overseas can commence business in New Zealand or before an overseas person can borrow or raise any money in New Zealand. A New Zealand company is deemed to be an overseas person if more than 25% of the voting power is held by non-residents. In terms of current policy, overseas companies are permitted to borrow in New Zealand only a limited amount of working capital and some longer term capital calculated on the ratio that their New Zealand owned equity capital bears to their overseas owned equity capital. Wholly owned overseas companies are expected to bring all of their Fixed term capital from overseas.
