This paper describes the new legislative regime that will apply to the regulation of the minerals industry in New Zealand.The reform of New Zealands minerals legislation was initiated in January 1988 when the Minister for the Environment, Rt Hon Geoffrey Palmer, announced the Governments intention to review all the major laws governing New Zealands resources. The Resource Management Bill is scheduled for to the House in December 1989 and its date of enactment is scheduled for June 1990.With some matters still to be determined (at the time of writing), this paper cannot be a definitive review and description of the new legislation, it is instead an attempt to outline the major features of the Bill, to date, that are seen as important to the mining industry.

I should like to congratulate Dr. Salamy on his most informative paper.Under the heading of "future development" Dr. Salamy states the intention of using 3 in. lifters. In this connection I should like to mention one or two of our findings at the Croesus Plant of North Kalgurli (1912) Limited. We have converted a 5i ft. x 11 ft. grate discharge ball mill to a high level overflow rod mill. When we were considering this conversion we explored the literature and decided on using 2t in. lifters on alternate liners-the results were not encouraging. Last September, when I was asked to prepare this paper, I was told the subject was "mining," a broad subject indeed! Rather than choose one of the many important technical and economic details which characterize mining today, I turned to a subject which fas- cinates me: mining's image. If we are to survive and prosper into the twenty-first century, and if industry and society are to continue enjoying the material benefits which flow from mining, we must address the melancholy fact that the general public at best does not understand mining, and at worst does not believe it is needed or deserves to continue. While my point of view is largely that of an American mining executive, I would hasten to point out that Homestake has participated in Australian mining for over three decades, and our subsidiary, Homestake Gold of Australia Limited, is now a major producer in this "lucky country." Does society need a viable minerals and metals industry? The answer is obviously "yes," so the challenge is to change some minds: not just those of the amorphous "public," but on a focussed basis targeting journalists, educators, TV commentators, politicians and opinion makers of all stripes (I thought of using "rifle shot" instead of focussed but thought that might be misconstrued). Along the way we miners must also look deeply into ourselves, our attitudes towards the society in which we function, and our willing- ness to change as well as to seek change in others. How did we become such bad guys? More than a century ago mining was not just accepted, it was even romanticised. In America, we had altered the time-honored concept of "Crown" lands into public lands made easily available to settlers pushing back the frontier. Miners even preceded the farmers and stockmen in what was perceived as nation-building, although by the 1890s there was a growing interest in conservation, especially the protection and management of forests and national parks. Even though emphasis was shifting toward government stewardship and away from trans- fer of public lands to private ownership, homesteading and mining were clearly recognised as valid uses requiring not just access, but security of tenure. Indeed, conservation as it was then understood implied management of the public domain as well as its protection. Initially this was no great problem to the U.S. mining industry, but as the nation grew and competing land uses became more important, conflicts began to appear, first over water rights and later over air quality and destructive mining practices. But these were local disputes rather than national issues, and two World Wars, the Great Depression and post-war reconstruction lulled our industry into thinking that nothing had really changed. After the storm began to break in the 1960s, the mining industry found itself confronted by a growing maze of complex and costly laws and regulations. It took us longer than it should have to realise that, in facing this challenge, we seemed to have lost the understanding and support of many of our legislators and a majority of the general public. Sheaves are a critical safety component in a winding system and are expected to survive such extreme loading events as rope break. Sheave designs have often been developed and evolved empirically, consequently many existing sheaves are not necessarily subjected to the detailed analyses that are possible using todayÆs design tools. The design philosophy for sheaves is that the rope should be the weakest link in the system so that associated equipment can function safely for any load up to rope break. A number of failure mechanisms must be considered, but buckling is often prominent. During the course of investigating the feasibility of upgrading the hoisting capacity of a winding system, the capacity of all critical components was reviewed. The sheaves in the system were found to have insufficient spoke buckling capacity for the specified rope. A proposal to increase the spoke buckling capacity by connecting spokes together using a simple tie arrangement was evaluated and found ineffective. An alternative tie arrangement concept was developed and evaluated and shown to be adequate. This paper describes the finite element model, analysis approach and results for the original sheave and the two modifications. The contribution of the sheave rim to the total buckling capacity is evaluated. Some practical issues for spoke tie modifications are discussed.

The Barrick Osborne concentrator has gone through a number of upgrades since commissioning and steadily increased production from the original 119 t/h design capacity to 265 t/h milling throughput in 2008. This was achieved incrementally over several years, by maximising operating efficiencies, in order to minimise capital expenditure, and take advantages of economies of scale; but more importantly it was reached with no measurable loss of recovery. Osborne currently processes a blend of under- ground with open pit material from the nearby Trekelano deposit. Following primary/secondary crushing, the material is processed through a rod/ball mill grinding circuit ahead of rougher/scavenger flotation that produces a copper concentrate.Osborne was seeking a further increase in plant throughput of the order of 15 per cent, but at more sustainable levels of secondary crusher plant utilisation. In early 2008, Osborne contracted Metso Minerals Process Technology Asia-Pacific and South America (MMPT) to review the entire process from run-of-mine feed to final copper concentrate. This review would be done concurrently, with surveys of both the crushing/ grinding and flotation circuits being performed at the same time. The outcome would be a steady-state model of the complete flow sheet allowing the crushing/grinding model to interact with the flotation circuit model such that overall process optimisation was possible. Two key outcomes for the operation are exploration of the operating limits of the currently installed plant, and projection of the logical next stage of potential capital plant expansions. This paper covers Part B or the flotation component of the project. A separate paper discussing Part A or crushing and grinding is also being presented at this conference. Surveys of the Osborne flotation circuit were performed along with a comprehensive review of the cell characteristics including measurements of the gas and froth phases of individual flotation cells. These data resulted in a size-by-size floatability component model of the complete circuit. This circuit model was then used to perform steady-state simulat- ions to evaluate options to improve both overall circuit and individual cell performance. The grinding circuit model discussed in a separate paper or Part A of this project was then used interactively with the flotation circuit model to recommend the best operating regime to maximise overall efficiency. For example, the balance between increased crushing and grinding costs versus higher copper recovery and final concentrate grade. Due to changes in market conditions in the fourth quarter of 2008, the focus was shifted to prioritising operational changes rather than capital expansion modifications, in order to improve circuit performance.

There is much debate on the Competent Persons qualifying criteria for providing classified resource estimates for public reporting. The CRIRSCO family of codes including the JORC Code, SAMREC, PERC and NI43–101, require Competent Persons to have at least five years ‘relevant’ experience and belong to professional bodies. These codes provide further, albeit vague, guidelines to assist individuals with their personal decision to take on the mantle of ‘Competent Person’. There is a risk, however, that these qualifying criteria can result in ill-prepared Competent Persons whose actions and recommendations would undermine their own reputation and that of the organisations that employ them; the integrity of the profession and the principles based reporting systems; as well as the stability of stock markets that rely on these estimates.Based on doctoral study on the development of professional competency within the mining industry, this paper presents an evaluation of the suitability of the current qualifying criteria as well as an analysis of alternative criteria. The research included a series of interviews with industry experts and an online survey of resource geologists. Semi-structured interviews provided a sense of experts’ expectations and interpretation of the current definition of ‘Competent Person’. The comprehensive online survey included a self-assessment, a series of situational questions designed to evaluate responses to typical resource geology scenarios and a set of open-ended questions relating to factors contributing to competency development.A summary of the data analysis, interpretation of the results and a set of recommendations for revised ‘Competent Person’ qualifying criteria are presented. This paper contributes to the conversation on what makes a person suitably qualified to report classified resource estimates and provides practical targets that can be used in the professional development of resource geologists.CITATION:Coombes, J, 2014. North Flinders Mines Limited (N.F.M.) is an Australian-owned mineral exploration and mining company based in South Australia. In the 1970's it researched the prospectiveness of the Tanami (central western region of the N.T.) for the identification of possible economic gold deposits. Having outlined the potential for such a deposit at The Granites (550 km. N.W. of Alice Springs), it marked out and in 1975 applied for the grant of eleven gold mining leases (G.M.L.'s) under the provisions of the then Mining Ordinance. This application was deferred by the Commonwealth Government during the time of the Aboriginal Land Rights Commission (Woodward), subsequent enactment of legislation and land claims. In 1980, the Walpiri and Kartangarurra-Kurintji land claim encompassing the G.M.L.'s, became Aboriginal land. It therefore became necessary for N.F.M. to negotiate a mining agreement with the Central Land Council (C.L.C.) represent- ing the Traditional Owners, before the G.M.L.'s could be granted. In August 1983, the C.L.C. and N.F.M. concluded an agreement to enable the grant of mining interests necessary for the devel- opment of The Granites Gold Project. The flame front is a narrow region in the iron ore sintering bed where coke particles combust. The maximum flame front temperature is as high as 1400°C. At high temperatures, the sinter mix components react to form melts, which facilitates material coalescence and the formation of dense sinter particles. It is well-established that flame front speed is an important factor influencing sinter productivity, sinter quality and fuel rate. In this work, the effect of suction, coke addition and mix moisture on flame front speed was studied in a pilot-scale sinter pot and also using the outputs of a recently developed theoretical model, which takes into account most of the significant physicochemical processes in sintering. Airflow through the bed has a large influence on flame front speed. A power law relationship between these two parameters means that increasing sintering airflow rate will lead to increased flame front speed, but the increases become smaller at higher airflow rates. Sinter pot test results showed that increasing coke addition decreased green bed permeability and increased flame front temperature, which resulted in increased flame front resistance and decreased flame front speed. Studies also showed that green bed properties are sensitive to sinter mix moisture level. La Colosa, Colombia is a large gold-porphyry deposit currently undergoing feasibility studies by AngloGold Ashanti. This period of development allows the opportunity to apply innovative and emerging testing and modelling methods to provide a predictive geometallurgical recovery model for the deposit. By partnering with the AMIRA P843A Geometallurgical Mapping and Mine Modelling (GeMIII) research project, the geological and mineralogical data are analysed with respect to liberation and recovery methods. This will allow the variability in the geology and mineralogy of the deposit and key relationships recognised in the data to be included in the development of a model to help predict recoveries of the gold. Many aspects of the gold mineralisation such as gold paragenesis, associations, grain size and texture are determined and analysed using optical microscopy, Mineral Liberation Analysis (MLA), and laser ablation (LA-ICP-MS). At La Colosa the gold has been located in sulfides (eg pyrite, pyrrhotite, and chalcopyrite), silicates, along silicate phase boundaries, and among the pyrite-rich intermediate argillic alteration. Further testing and analysis will also determine if ‘invisible’ gold is present in the pyrite, pyrrhotite, and chalcopyrite. Recovery methods can also be determined and tested after combining the results of mineralogy tests with other data (eg results of comminution tests). Indices for the mineralisation and recovery are developed using image analysis and analytical testing. These indices are correlated with recovery data from the company to develop a predictive block model for recovery. The goal is to develop cost-effective, efficient methods to analyse the mineralogy and geology of the deposit; understand the variability in the mineralogy, geology, and recovery; and construct a predictive geometallurgical recovery model.

A positive mill reconciliation at a mine is a double-edged-sword. Much back slapping happens. The bank and the board can’t get enough until the downside becomes apparent. Over a prolonged period, there becomes an issue with market perception and the potential for shareholders to be misinformed regarding the potential value of the project. In addition, there are impacts on mine scheduling, waste allocation (or lack thereof), government expectations, and the potential for misguided external assumptions regarding the ‘unexpected’ results. The PT Agincourt Resources Martabe Gold Mine has shown a significant under-call, in the order of 20% total gold metal, between the Mineral Resource (MR) estimates and Grade Control (GC) estimates since production commenced in 2012. Recently, the under-call has been reduced by incorporating the use of grade control drilling in the MR grade estimates. Despite recent improvements in reconciliation, drilling in 2017 at both Purnama and Barani open pits shows that infill reverse circulation (RC) drill holes often produce significantly higher grades than those predicted in the MR block model. Understanding and quantifying residual risk is the key to the successful closure and rehabilitation of mines. An important aspect of residual risk is predicting the long-term chemistry of mine water and the long-term geochemical stability of mining wastes. This requires updating the characterisation data for mine wastes and monitoring mine drainage throughout the life-of-mine. The intrinsic properties of waste materials (ie the geology, mineralogy and the weathering processes, which in turn depend on the local climate and water balance in a waste storage facility) are the fundamental controlling factors of residual risk. In this paper, case studies of coal and metalliferous mines are used to discuss the definition of residual risk for a range of waste storage facilities and to highlight the benefits and limitations of current geochemical methods in predicting and quantifying residual risk. This paper presents a generalised methodology in smoothed particle hydrodynamics (SPH) framework to analyse dynamic failure process of rock mass having natural joint under blast-induced stress wave and expansion, and penetration of high pressure gaseous product. The necessary interactions of gas-rock are incorporated in the model which describes features of coupling between damage and plasticity in tension and compression respectively. A Drucker-Prager formulation of plasticity is used to model the behaviour of aggregate field and the Grady-Kipp damage model is employed for tensile strain. These two material behaviours are then brought together within the framework of interacting continua. The model relies on the Drucker-Prager plasticity surface to predict the dilatancy aspect of the material response and to account change of strength according to the strain rate effect. Ferrous chloride solution pyrohydrolysis is a successful IICI regeneration process which is carried out in either a spray roaster or a fluid bed. Pyrohydrolysis is not restricted to ferrous chloride only, every metal chloride can theoretically be hydrolysed. In practice, however, the conditions for ferrous chloride pyrohydrolysis differ from those of many non-ferrous metal chlorides eg zinc, lead and cadmium. Hence, a pyrohydrolyser could function as a ferrous/non-ferrous separator, eg an iron oxide and zinc chloride separator. Most pyrohydrolysers operate on solutions, in which case more than 50 per cent of the process energy is needed for heating and evaporating water. However, this disadvantage would be diminished by feeding a slurry to the reactor. Against this background it was decided to investigate the chloridisation of zinc ferrite which is an iron bearing solid with a non-ferrous impurity, and subject to processing and disposal problems. Synthetic zinc ferrite was chloridised in a tube furnace. The gas atmosphere in the tube furnace resembled that of a fluid bed pyrohydrolyser and consisted of HCI, 1120 and nitrogen. Gas composition, temperature, residence time and sample mass were varied. The experiments showed that complete (99.6 per cent) zinc extraction from synthetic zinc ferrite was possible in a simplified pyrohydrolyser atmosphere at 1100 K in four hours. The zinc ferrite was converted into gaseous zinc chloride, and hematite and magnetite solids. It was also found that zinc removal from the zinc ferrite lattice caused not only rccrystallisation of the zinc ferrite into hematite, but also hematite crystal

It is acknowledged that the analysis of iron ores using X-ray fluorescence (XRF) for major and minor elements is best carried out on fusion discs. This method of sample preparation eliminates mineral and particle size effects which can lead to biased results when using pressed powder pellets. However, the fusion disc method is costly as it requires a high capital investment in platinumware, requires experienced operators and uses expensive fluxes. Also, the dilution effect complicates the analysis of trace elements. For many applications, such as exploration and mining control, the method of XRF analysis of iron ores by pressed powder pellet probably provides data of adequate quality. Kumba Iron Ore, an iron ore producer in South Africa, recognises this and carries out most analyses of iron ore by pressed powder pellet and uses the automated fusion method mainly for certification of in-house calibration standards and quality control (QC) samples that are used for validation of pressed powder pellet method purposes. Automated fusion is also used for analysing the composite export shipping samples. All the other exploration, production, despatching and plant operation samples are done by the pressed powder pellet method. Automation of sample preparation procedures should improve the quality of data for pressed powder pellets. To compare the precision of the three methods of sample preparation and XRF analysis, 20 aliquots of a QC standard were prepared and analysed by each procedure/preparation method. The results and statistical data on the most important elements, Fe, K2O and P, are as shown later in Table 2.Clearly the precision is best for the auto prepared fusion discs, as expected, and worst for the manually prepared pressed powder pellets. However, the data generated from the auto prepared pressed powder pellets compare remarkably well against those from the auto prepared fusion discs.

The Epithermal and Mesothermal Gold Prospectivity Modelling Projects recently completed by Crown Minerals provided explorers in New Zealand with a new compilation of historical exploration data combined with new geological information from the GNS QMap 1:250 000 scale mapping project. These data were used to produce predictive mineral potential maps for gold mineralisation in New Zealand. The aim of these projects, which was to stimulate mineral exploration and investment in exploration, has been successful with new companies acquiring new tenements and committing significant exploration expenditure to exploring in New Zealand in the coming years. The projects were undertaken at a national scale and consequently not all exploration data were compiled into the prospectivity models. HPD New Zealand Ltd recognised the value of the prospectivity modeling work and committed exploration funds to continue the modelling process started by the projects. They recognised the need to compile the remaining data and run the models again to allow detailed exploration targeting.

PT Newmont Nusa Tenggara (PTNNT) operates the Batu Hijau copper and gold mine and process plant on the island of Sumbawa, Nusa Tenggara (Barat)  NTB, Indonesia. The plant consists of a nominal capacity 120 000 t/d conventional semi-autogenous ball milling crushing (SABC) circuit followed by sulfide flotation to produce a bulk copper concentrate for sale. Process control is effected by a plant wide distributed control system that overlays an extensive integrated programable logic controller (PLC) framework. The system is enhanced by a supervisory expert control system.Since plant commissioning in September 1999, over US$4 million has been expended as part of a systematic continuous improvement approach to optimise plant control performance. Works completed to date include: redesign and upgrade of architecture of the control system to ensure long-term system reliability, security and upgradeability and to provide a suitable platform for advanced control; integration of supervisory and advanced control tools, techniques and instrumentation; and implementation of sound network communication and plant data reporting tools. This paper outlines the evolution of process control and associated systems and tools that contribute to successful operation and ongoing performance optimisation at Batu Hijau.

The management and operation of tailings storage facilities (TSFs) are often neglected until the process plant has to shut down as a result of this negligence or as a result of a catastrophic failure as was the case during the recent TSF failure in North America.TSFs are often regarded as non-assets and do not receive the attention they deserve in terms of technical expertise and financial provision. A TSF is not a simple structure but a complex and dynamic structure that changes throughout its operational life. The operational life of a TSF is the period in which there is the greatest opportunity for risks to occur. The failure of a TSF is normally not as a result of a single event but as a result of a consequence of events. These events are often not recognised in time due to a number of factors.Process plants and slurry pumping systems are operated at suboptimal conditions in order to maintain throughput. At the same time, the tailings properties are compromised in terms of slurry density and particle size distribution amongst other things. Tailings deposition cycles and drying cycles are not well understood and the tailings management strategy is not well tuned in terms of maximising consolidation and improving in situ densities. Pond control is also neglected. These are aspects that form the keystone to the effective utilisation of available deposition area as well as the frequency and cost of future embankment raises.Apart from operational issues, forward planning in terms of budget requirements, increases in tailings throughput, embankment raises, pipe replacements, etc are normally put on the back burner. Available deposition space at the time seems to render this planning obsolete.The bottom line is that responsible tailings management and proper forward planning can limit liability and reduce the bottom line in terms of cents per ton if correctly implemented by suitably qualified tailings managers and engineers.The aspects that need to be considered as part of responsible tailings management are highlighted in this paper.CITATION:Boshoff, J, 2015. HPGRs (high pressure grinding rolls) have been developed within the last decades for energy efficient processing of a wide variety of ores. Special interest has been raised by projects increasing the capacities of processing plants by installing HPGRs prior to ball mills. Bond ball mill tests have been used for decades as a base for ball mill dimensioning in mineral circuits. For final CAPEXOPEX considerations of the processing circuit, one key question is about the level of grinding energy split between HPGR and downstream grinding stages. This is especially interesting if the downstream process comprises multiple grinding stages combined with separation steps. The paper presents investigations on grinding energy consumption, size distribution and microfracturing of HPGR products, which affect the efficiency of the whole comminution and sorting process.

New technologies offer some new methods of delivery, but fall short in providing all of the benefits of face-to-face participation. Marcobre SAC (Marcobre) is developing the Mina Justa copper mine project, located in the Ica region of Peru. The Mina Justa IOCG orebody comprises of a sulfide mass overlain by an oxide cap with a sharp transitional zone between the sulfide and oxide masses. The primary target metal is copper, but there are minor amounts of gold and silver. The oxide will be treated by HPGR, crushing and vat leaching, whereas the sulfide will be treated by HPGR, milling and froth flotation. The processing selections are due to some unusual ore characteristics which have required relatively unconventional solutions.Vat leaching was chosen over heap leaching and other processes after detailed trade-off studies found it to be the most attractive, primarily due to the high acid consumption of the ore. The sulfide flotation produces a wide range of concentrate grades due to the complex nature of the mineralogy. The selection of HPGR circuits for both the oxide and sulfide ore is due to the extremely hard and competent nature of the deposit.
