Safety and health at work is about people. It is about people who plan for work, organise work and perform work. It is about those who come in contact with the workplace and those who are responsible for the workplace. There are wider ranging safety and health obligations that are imposed on the industry stakeholders that span all phases of the production process. In all cases, those responsible for discharging the obligations must ask the questions: Is what we propose safe?, can it be done safer? and are we sure? What we learn from recent legal cases before the courts is that it is essential that all stakeholders work together in a collaborative way when discharging these obligations. Safety and health at work cannot become an issue that is viewed only through the eyes of a single stakeholder group. The reason for this is quite simple. The interrelatedness of the responsibilities that are imposed on each of the stakeholder groups, means that the performance based legislation simply wont work, where an active model of communication and consultation is not in place.

A new approach to resource estimation at the exploration stage is emerging, based on the application of simple software techniques. The techniques combine the power of interactive graphics with proven database, analysis and estimation tools. With effective use of these tools the geologist now has maximum chance of deriving a reliable structural and grade model from the limited exploration data. Unlike cutoff-based polygonal methods, the resultant geological model can immediately be used to evaluate any economic scenario.These modelling techniques are embodied in MINEX-3D, an Australian software system. With the emergence of the 386-based PC and high resolution (VGA or better) graphics, MINEX-3D makes the power of this new 'desktop geological modelling' accessible to most exploration geologists.

The successful dissolution of the valuable metal components of a solid phase is often a basic requirement for a successful hydrometallurgical treatment process. Sulphide concentrates are often an intermediate product in the production of refined metals. These concentrates need to be further processed to realise the contained metal values in a useful form. Pyrometallurgical techniques have tended to dominate, at least the initial treatment of metal sulphide concentrates. The technology described, Activox«, has been developed specifically for the hydrometallurgical treatment of these sulphide mineral concentrates, in particular those containing copper, nickel or gold. The Activox« dissolution technology coupled with the use of existing, or newly developed, downstream processing techniques, offers alternative processing options for the recovery of full value, saleable metal products. The technology is suitable for application down to relatively small scales opening up the opportunity for on-site production of metals even at modest scale mining Operations.

Risk Management has been applied relatively slowly in the mining industry. Except for the risk concept application in financial considerations, the application of Risk Management in safety management has been far from satisfactory. When applied it was treated in a global occupational safety and health sense. Regardless of how much the mining industry has progressed over the years it is still, in many respects, `state-of-the-art' business. The safety aspects of mining are well known and yet little understood by the public. Regardless of what has been achieved so far and how much effort has been put into it, mining is regarded as an unsafe and somehow rude business. Safety records of the mining industry vary from State-to-State. Latest mining related disasters in PNG and Queensland and some other fatal accidents support this public perception. They purport a need for change in managing safety in the mining industry. The latest mining fatalities have raised the issue: What must be done to improve safety standards? Duty of care, risk management and system engineering concepts can provide some answers. Risk Management principles which have been advocated for some time provide many answers and explanations and can make safety management more constructive and workable. What has been missing so far is that this concept has neither been applied nor has been modified for its practical application and purpose on a larger scale. A risk management approach to the management of safety and health in the mining industry is addressed, herein. This approach does not attempt to provide the solution. It does, however, provide a basic understanding of what Risk and Risk Management are all about. Rational management of risk is addressed in the life cycle and system contexts. A system of continuous improvement is applied. There is always a chain of events, outcome, exposure, consequence(s), and consequence(s) value(s). It means that development of an event takes place in time and space. Dynamic circumstances have been created in or within the system. It is a decision-making process designed to provide a methodology which is directed not toward a mathematical model but toward easy use and application in dynamic working environment, by decision-makers who can be anybody from either a risk taker or a risk creator. The emphasis is placed not only on arriving at the best practical, possible and fair decision but also on structured and systematic acquisition of knowledge about the system, its hazards and associated risks, hence increasing the decision maker's ability to manage the decision-making process related to the management of risk.

It is no longer satisfactory to assess the value of a coking coal on its intrinsic properties alone, its value depends upon its behaviour as a component in a blend. No single test can be used to make this assessment, it can only be made by carrying out a suite of tests. The quality parameters which are considered desirable, and which have widespread acceptance, have been discussed and their application to the blending of coals from New South Wales and New Zealand has been reported and discussed. Blending can be utilised to offset deficiencies, or capitalise on advantages, of the individual coals making up a blend. "Many open pit (OP) mines with considerable vertical extent are approaching the end of their life-of-mine; some of them are seeking the opportunity to make the transition from OP to underground (UG) mining. The decision on the best location for transition from OP to UG mining should be addressed at the strategic mine planning stage. Conservatively, the transition to UG mining is considered near or after the exhaustion of the reserve within the ultimate pit.However, if UG is evident and exclusively viable from the inception, defining the best location for the transition through a conservative approach may not be an optimal option to explore. This clearly establishes the need for a mathematical model that aims to maximise the project value and considers OP and UG mining with crown pillar (CP) requirement simultaneously. Underground mine layout varies from one UG mining method to the other, and consequently the variation in the location of transition is eminent. Thus, focus on the selection of UG mining method must be a part of this analysisThis paper presents an implementation of an integer programming (IP) based mathematical model that evaluates the changes in mining layout and the project value under possible variation in the transition point from OP to UG mining for stoping and block caving methods. An IP problem is a mathematical optimisation or feasibility method in which some or all of the variables are restricted to be integers. The outcome of the implementation reflects that mining strategies with OP transition to stoping and block caving methods generated higher values than OP-only mining strategy. The case study not only demonstrates the difference in mining layout for both stoping method and block caving method, but also reflects that a joint consideration of OP mining, UG mining and CP placement helps to achieve maximum project value and resource utilisation.Citation:Darbritz, J, 2016. The Mine Safety and Inspection Act, 1994 of Western Australia recognises the importance of ground control in underground mining. The recent safety performance of underground mining is summarised in terms of the most common causes of injury and fatal accidents. A review of current ground control practices is presented and the concepts of local and large-scale ground control are introduced. The need for a more systematic approach to ground control is considered to be directly related to requirement to improve safety performance. The new regulations will require that certain geotechnical issues be addressed during the life of a mine. To comply with the regulations it is suggested that a ground control management plan be developed for each mine. The geotechnical issues associated with the ground control management plan are reviewed and hazard recognition aspects discussed.

SOME notes on the works of the Electrolytic Refining and Smelting Company of Australia will no doubt be of interest to members of the Institute, more especially as much of the work is new to Australasia.As many of the members who may read this paper have not been in a position to visit works of this kind, and are consequently not thoroughly acquainted with all the operations carried on, the author has taken the liberty, in some cases, to enter into explanation which would otherwise be unnecessary.The works are situated at Port Kembla (New SouthWales), about fifty miles south of Sydney, and are approachable both by rail and water. The Government has recently built a low-level jetty upwards of five hundred feet long, and intends installing at an early date an electrically operated portable crane to facilitate the handling of material to and from the boats. Thi.s will mean a considerable reduction in the length of time that boats are laid up at the jetty. There are also under construction two breakwaters, which, when complete, will materially assist shipping operations. The works as they exist are capable of turning out 1200 long tons of refined copper per month. It is gratifying here to note the unqualified success with whichthe E.S.A. refined copper met with on first being put on the market.

The Fosterville Gold mine is located approximately 20km to the East of Bendigo in central Victoria. The gold at Fosterville occurs as solid solution within disseminated arsenopyrite and pyrite. The Fosterville ore bodies contain various amounts of native carbon in the form of bituminous coal. This carbon (Non-Carbonate Carbon or NCC) has been the predominant mechanism for gold loss from the processing facility through”preg-robbing”.Processing of the Fosterville ore is achieved initially through crushing, grinding and flotation to extract the sulphides. The sulphide concentrate is oxidized using Bacterial Oxidation, before being leached in a conventional CIL circuit. A high portion of the native carbon (NCC) in the mine ore is naturally hydrophobic in nature, and subsequently reports to the flotation concentrate stream, and ultimately onto the CIL circuit. This NCC has a notable preg-robbing ability. Treatment of Black Shale ores, which have elevated NCC levels, has historically resulted in CIL recoveries as low as 35%, with around 60-80% of the gold loss from the leach circuit attributed to preg-robbing.Standard technologies for dealing with a carbonaceous leach feed have been trialed with limited success. The discovery of the significance of heat on leach recoveries, triggered extensive testwork on a range of leach feed and tails samples. Pilot plant testing demonstrated that “Heated Leaching” of the CIL tails was the best process with an average recovery increase of 7.5% being achieved. Following a successful pilot study, an engineering feasibility study was completed by Minerva Engineering, and the project economics determined. With strong recovery gains evident and a predicted project payback of 1-1.5 years, approval for the installation of the full scale plant was granted. Detailed design commenced in September 2008 with installation commencing in January 2009. The circuit was successfully commissioned in April 2009.Following commissioning, the Heated Leach circuit has achieved recovery gains of 4-14%, and has proven itself to be a significant contributor to the overall plant performance.

The New Austrian Tunnelling Method (NATM) is a proven concept for the safe and economic construction of underground facilities. This is especially true for tunnelling activity where changing ground conditions are often encountered. However, the principles central to the NATM have gained only limited use within Australia, presumably due to the measurement process inter- fering with tunnel driving and the cost associated with instrumentation and interpre- tation expertise. The design and operating principles of two basic instruments are explained together with laboratory simulated test results and suggest- ions for use in an integrated NATM style approach to underground excavation and construc- tion. The two instruments monitor load in rock reinforcement and deformation in rock or primary and secondary linings. The instruments may be fitted with a miniature display module which outputs the measured parameter in engineering units directly. The design of the sensing components allows the instruments to be installed in various configurations suitable for routine performance monitoring, quality control, support element testing or detailed investigations. The display module which reduces the need for instrumenta- tion expertise should suit contractors and allow performance data to be obtained which quickly may be used to modify support procedures to suit ground conditions. When complemented by convergence measurements the devices enable most facets of the NATM to be implemented.

A new high tensile strength, steel cable, that may be grouted into boreholes has been developed for use as rode reinforcement. The manufacturing technique produces a birdcage pattern in which the cross section varies along the length of the cable. The load transfer from cement grouts to birdcage cables has been demonstrated in laboratory tests to be better than that of standard 15.2 mm diameter seven wire cables. The manufacturing process also allows for a wide range of capacities which may be specified by design engineers. The various birdcage cable configurations have been applied as rock reinforcement in a number of Australian underground and surface mines.

The metallurgical has been discussed sufficiently for the reader to follow the course of the experiments but the actual plant has only been described in so far as it effected metallurgical treatment, since the arrangement of such a smelter is a matter of common knowledge.The lead-roasting plant consisted of Godfrey roaster, Dwight-Lloyd maehines and Huntingdon-Heberlein pots. The usual treatment was in the Godfrey furnaces, followed by sintering in the Huntingdon- Heberlein pots. The paper is divided into two parts in the Godfrey furnaces and Huntingdon-Heberlein pots. "It is widely accepted that bulk ore sorting could provide a step change in processing of low-grade ores. For this to be achieved a rapid, accurate bulk sensor of grade is required as well as sufficient natural variation of grade in the ore stream. CSIRO trialled a magnetic resonance (MR) sensor capable of measuring chalcopyrite, and by inference total copper grade, on the 1300 t/h Ridgeway portal conveyor. The gauge produced an unprecedented set of data down to a 1 t scale for months at a time. This paper analyses the measured variation and compares it to a simple model derived from the bore core data and mixing within the block cave mine.The model of the small-scale (<1000 t) variation is developed using fractal methods which have successfully been used in the past for copper porphyry deposits showing a power law or near power law distribution of copper grade and vein sizes. These fractal distributions have two features highly favourable for segregating ore, a large proportion of low-grade pods and the large-scale spatial clustering of grade. We show the presence of fractal ordering in bore core data at short range in the Cadia Ridgeway porphyry deposit and measure its persistence in the crushed rock produced by the Ridgeway block cave mine over one month. A combination of new radiometric age dates, local field relationships and the regional tectonic history indicate that the low sulphidation, fault breccia-hosted, epithermal gold-silver mineralisation at Umuna is related to continental rifting processes rather than subduction induced deformation and magmatism. K-Ar and Ar-Ar age dating of secondary sericite associated with the gold-silver mineralisation indicates that the alteration crystallised between 4.0 and 3.2 Ma, whereas relative age relationships and SHRIMP II U-Pb dating of the abundant Boiou porphyry intrusions on Misima confirm that the calc-alkaline plutonism is significantly older (8.1 f 0.4 Ma) and related to a different tectonothermal event. The Woodlark Basin sea floor spreading centre occurs to the north of Misima and has continued to propagate westwards, into the continental basement of the Papuan Peninsular, since the end of the Miocene. The westernmost tip of sea floor spreading centre is presently to the east of the D'Entrecasteaux Islands but would have been to the east of Misima roughly 4 Ma. Many of the young tectonothermal features in the D'Entrecasteaux Islands (hydrothermal activity and associated epithermal mineralisation, metamorphic core complex exhumation, detachment faulting, peralkaline volcanism, half graben type basin formation) can be attributed to major extensional deformation ahead of the propagating rift system. Similar tectonothermal features on Misima are temporally associated with the epithermal gold-silver mineralisation at Umuna, suggesting that the D'Entrecasteaux Islands are a modern day tectonic analogue for Misima at the time of precious metal mobility and deposition. The need to improve existing metallurgical processes and to develop new processes to meet the economic challenges that lie ahead requires the application of the tools of process analysis viz. mathematical models, physical models, pilot plants, laboratory measurements and plant tests. Examples of the application of these techniques to processes are described in this paper. Several of these techniques, combined with basic knowledge, are necessary to make improvements and for existing processes this always involves plant measurements. Also because metallurgical processes include extraction, refining, alloying, casting, mechanical working and heat treatment, an interdisciplinary approach to research and development is essential. This paper argues that metallurgical engineering is a discipline that is uniquely able to encompass the broad spectrum of chemical- and physical-metallurgy processes and is therefore essential to the health of the metallurgical industry.Regrettably many metallurgical engineering departments are not offering courses on process analysis, control, optimization, etc so necessary to meet modern industrial challenges.

Several new techniques. which may be applied with advantage to the search for uranium are described. Scintillation type gamma spectrometers are now available for airborne', ground and borehole use. These can distinguish in a broad way between anomalies due to uranium, thorium and potassium. Gamma spectrometers based on semiconductor detectors now under development should be capable of much greater resolution. These should also make possible rapid, accurate and cheap radiometric analyses of samples containing uranium and/or thorium, whether in radioactive equilibrium or not. Another valuable prospecting aid, particularly in areas of tropical leaching, is systematic sampling of soil for radon content. Equip- ment for this purpose is currently available and it will be possible to extend the method when development of an alpha probe suitable for use in deeper holes is completed. Variations in the concentration of certain trace elements'in soil (e.g. mercury) also offer promise in the search for mineralized zones which may contain economic eon¦- centrations of uranium.

A two year study into the effects of coal mining induced subsidence on cliff lines was undertaken by the Department of Mineral Resources with the support of a grant under the National Energy Research, Development and Demonstration Program. A new monitoring technique, using an Electronic Distance Meter and acrylic reflectors attached to the cliffs, provided safety for the surveyors and extensive and accurate three dimensional displacement data on the movement of the cliffs as they were being undermined. The study report included many graphs showing the measured vertical and horizontal displacements, differential subsidence, tilts and strains and included analysis of these movements with various parameters, such as, seam thickness, depth of cover and distances between the reflectors, longwall face and the edge of the chain pillar. Some of these graphs are presented in this paper and could be used, with caution, to predict subsidence movements around other cliff lines, after allowing for differences in geology and mining layout. A mechanism is suggested as an explanation for the observed high horizontal movements around the cliff lines. Sixteen percent of the overall lengths of cliffs that were undermined during the monitoring study fell and the contributions of various factors that appeared to influence the cliff falls are discussed. It is concluded that no single factor dominated as the major cause of the cliff falls and, often, many factors combined to cause cliff face instability.

Draglines have been used exclusively for primary overburden stripping at the German Creek Mine complex in central Queensland, where coal has been extracted from a series of ten open cut pits working seams of the German Creek Coal Measures. Due to the dip of the seams, most of the pits have now reached the limit of current economic viability and the emphasis has switched to underground extraction using longwall methods and to a new area of open cut reserves in the nearby Rangal Coal Measures at German Creek East. This area is characterised by weak Tertiary overburden, relatively steep dips and low strength intraformational shear planes at the top and bottom of the coal.The first pit, with a maximum depth to coal of 15 m at the low wall, avoided any major slope failure through use of scrapers to excavate the boxcut and dump the spoil away from the low wall. However, this method was not considered economically viable for the second pit where low wall depths reached 44 m. Following geotechnical investigations the boxcut was divided into a number of zones depending on depth of cover, dip and thickness of Tertiary clay. Slope stability was assessed for each zone using several analytical techniques to ensure that dragline mining would be acceptable. Slope design parameters incorporating various stabilisation techniques, notably an updip trench backfilled with competent spoil to form a low wall buttress prior to excavation of the boxcut panel, were successfully integrated into the mine plan after careful consideration of the complex scheduling to minimise rehandle.

Supercritical fluids are gases compressed to near liquid densities and, as such, have unique properties compared to liquids: low viscosity; zero latent heat; high diffusivity and pressure-dependent, solvation characteristics. These properties are being utilised in new processes and current research is delineating areas where such processes may be applicable to extractive metallurgy. The processes and areas of interest are as follows: Supercritical Fluid Extraction in which substrates are dissolved at high pressure and fractionated at successively lower pressures. Areas of interest include extraction of organic materials for regeneration of activated carbon for the CIP process and for upgrading alumina industry products and, separation of transition metal chlorides. ò Supercritical Water Oxidation in which high pressure gaseous water acts as a medium in which substrates are oxidised while suspended or dissolved. This process may be of use for oxidation of organics in Bayer liquor and oxidation of mine waters etc. ò Supercritical Fluid Reactions where reactions occur in a supercritical fluid medium, particularly when the medium itself is a reactant. This may be of use in treating refractory or carbon-aqueous auriferous ores and in lower-temperature chlorination of transition metal oxides. Research is described which is aimed at chlorination and separation of transition metal oxides by two supercritical operations.

About 20 percent of world gold production has been contributed by gold deposits in Archaean greenstone belts, of which ca 2100 tonnes of gold has been produced from Archaean greenstone belts in Western Australia (Phillips, in press). These deposits are, therefore, important exploration targets and an under-standing of their nature and genesis can help to formulate exploration strategies and delineate potential targets.A literature survey of Archaean granitoid-greenstone terrains indicates that a wide variety of lithologies host gold deposits. The major part of production from the Yilgarn Block, Western Australia, has come from mafic volcanics andintrusives (70% of production),with significant contributions from BIF-hosted ores (15%) and low production from sediments, felsic volcanics, porphyry intrusives and granitoids (Groves et al., in press).
