The new environmental legislation of 1986 was left incomplete and to date remains so. The 'missing' process by which environmental consideration should be applied was never embodied in law and has predisposition to a wide interpretation. The Resource Statutes which govern land use and development place demands on the environmental process without that definition. The Resource Statutes are themselves under review by Government. There is a new Government Department of Conservation. It is still in its early days and facing a challenge to compose its role as a steward over large tracts of land holding significant marketable resources, animal, vegetable, mineral, and abstract. It has also taken over numerous consent and advocacy roles in legislation beyond its own empowering Act. Enter the mining company, anxious if not able to get an easy passage for consents to prospect and mine, then at least to have a clear path to tread to get there, within a fixed time period. Whichever options appear available to process environmental approvals, public participation is that being favoured most by the regulatory bodies. Where a public notification of consent applications is mandatory, public participation should lead to the fastest track available.

I propose to outline the main social changes which are taking place and their impact on the Minerals Industry. Also the changing way we do business and what are the skills needed to manage that change and diversity. How are Associations and Institutes responding to this ever changing environment? More specifically, what is my Vision for the Institute to assist professionals to achieve greater and continuing professional excellence in their chosen professions?

Most of the world's economically significant volcanogenic massive sulphide (VSM) deposits are considered to have formed in submarine arc and backarc settings. While the Kermadec-Tonga arc is an excellent example of an intra-oceanic arc setting, it remains largely unexplored in terms of submarine mineral resources. More than half of this arc (~1400 km of the >2500-km-long feature) lies within the EEZ of New Zealand, where it is defined by at least one sub-aerial and 33 submarine volcanoes. The NZAPLUME (New Zealand American PLUme Mapping Expedition) cruise of March 1999 provided a systematic assessment ofhydrothermal activity on the southernmost 13 submarine volcanoes along the southern Kermadec arc. Using prospecting techniques based on the physical and chemical detection of hydrothermal plumes, we discovered that more than half (7 of 13) of the southern Kermadec volcanoes host one or more active hydrothermal systems at depths ranging between <200 to 1800 m. Chemical results show that the fluids discharged are compositionally diverse among volcanoes and between sites at a single volcano. Plumes over more than half of the volcanoes are gas-rich (He, CO2, H2S) relative to mid-ocean-ridge (MOR) plumes. In addition, most sites are highly enriched in Fe, yielding Fe/Mn values that far exceed those for MORs. One interpretation consistent with these observations is compositional overprinting by addition of magmatic fluids, which are typically highly enriched in gaseous and ionic components. Regardless of the source, it is clear that the ligands (HS-, Cl-) required to efficiently transport base (e.g. Cu, Zn, Pb) and precious (e.g. Au, Ag) metals to the seafloor are abundant in Kermadec arc fluids. We conclude that modem analogs of VMS deposits are likely forming at multiple sites along the Kermadec arc and within the EEZ of New Zealand.

The particle dynamics of a mixture of coal and zircon system wasstudied in a scaled-down cold model of an industrial kiln. Thefactors investigated in the study were rotational speed (N),zircon-to-coal feed ratio (B), coal particle size (dpc) and the angle of inclination (*) of the kiln. The technique used is the residence time distribution (RTD) method. It was found that rotational speed and angle of inclination are important parameters that affect the residence time of particles in the kiln. A mathematical model for predicting the mean residence time of particles in the rotary kiln was developed. Comparisons with reported models for such systems are discussed.

During 2015 and 2016, the authors conducted a number of surveys, workshops and reviews of ventilation and gas management practices in Australian underground coalmines. The study was funded by ACARP with a brief to identify gaps in ventilation and gas management practices for current and future needs, and to prepare a road map for change that would assist in delivering improvements.The study found that despite many examples of leading practice, gas and ventilation management is not afforded the attention and priority that is warranted and that this must be remedied if future operational performance targets are to be achieved and the safety of the industry protected. The Barrytown ilmenite pilot plant was commissioned in two stages using Westport Titanium Project heavy mineral concentrate. The wet concentrator was commissioned on the 17 December 1989 and produced magnetic concentrate from this date.   The Drymill was commissioned on the 27 January 1990 and produced product grade ilmenite successfully from the onset.   The commissioning period was exceptionally short by normal standards and few problems were encountered. This paper concludes with general observations of operations of the pilot plant.

Water in mining, mineral processing and metal production on a life cycle basis has been at the top of agendas for various industries, government agencies, research organisations, academic institutions and communities. As a result, a number of water footprint assessment methodologies have been developed. However, their practical applications in mining and mineral processing industries with specific case studies are still rare.A key objective of the Minerals Down Under Flagship is to contribute to the long-term sustainability of the Australian mining and mineral industries. Researchers in the Mineral Futures theme have developed robust assessment methods to evaluate the impact of mining and minerals technology development on the environment. The future of mining and the mineral industry is strongly linked with its sustainability - better water management strategies will need to be implemented.Life cycle assessment (LCA) has been a recognised method for measuring the environmental impacts of products, processes and services. It provides a scientifically sound method of comparing products and processes using a common basis and identifies so called æhot spotsÆ and opportunities for reducing environmental impacts. The water footprint of mining, mineral processing and metal production using an LCA basis is still scarce in the literature. Research methodology is now being applied in detail for copper, gold and nickel. A primary focus has been the relationship between ore grade and water use for which mathematical models are being developed. These types of models provide inputs for LCA of mining and mineral processing plants and can identify water saving opportunities through scenarios and process route analysis.CITATION:Northey, S and Haque, N, 2013. Maghemite - A Source of Heavy Medium for Coal Washeries Use of magnetite as heavy medium in coal preparation plants has been increasing steadily in recent years. It might be in short supply in some areas or excessively costly in certain times. In Turkey, the cost of heavy medium magnetite has almost tripled since 2003. As a result, alternative sources of heavy medium material have been evaluated. A maghemite ore from Elbistan-Kahramanmaras was found to be an interesting source. Tests showed that the maghemite ore can be enriched via magnetic separation at 1556 gauss to obtain a heavy medium material with 4.93 g/cm3 density and 97.22 per cent magnetic recovery. Further tests were conducted to determine the optimum field strength for magnetic separation, friability and regeneration recovery.

Located on the island of Mindanao in the Southern Philippines, the Tampakan copper-gold deposit represents a major high-sulfidation epithermal deposit superimposed on an underlying porphyry copper system. With a recent JORC compliant indicated and inferred resource estimate of 1104 million tonnes at 0.65 per cent copper and 0.26 g/t gold at a 0.3 per cent copper cut-off grade, Tampakan represents the largest undeveloped copper-gold deposit in Southeast Asia. Since its acquisition by Indophil ResourcesÆ affiliate Sagittarius Mines Inc in August 2002, the deposit is the subject of an ongoing preliminary feasibility study into project viability that is initially focused on a higher-grade copper zone in the north-central part of the deposit. The deposit is hosted by a sequence of subaerial andesitic flows (Tampakan Andesite Sequence) related to a highly eroded andesitic stratavolcanic complex of Pliocene age. Detailed mapping and geochronological dating has identified four volcanic cycles or centres that have been sequentially developed and eroded. This stratovolcanic complex is interpreted to lie on the northern extension of the Sangihe volcanic arc that extends from Northern Sulawesi in Indonesia. The Tampakan district is located within a complex tectonic setting dominated by WNW trending wrench faults that form part of the trans-Mindanao Cotabato Fault Zone. The Tampakan deposit is located near the intersection of one of several WNW trending splay structures with a prominent NNE trending dilational structure, one of many that transect the host volcanic complex. High-sulfidation style copper-gold mineralisation at Tampakan is broadly associated with and central to a flat-lying tabular body of pervasive silica and silica-clay alteration developed within a district- scale lithocap of advanced-argillic and argillic hydrothermal alteration that extends over an area of 90 km2 within the volcanic complex.

The correct specification and then selection of primary or major fans for an underground mine is a critical decision not only in terms of fan capital and operating costs, but also safety and reliability which usually has a major impact on mine production. In addition, fan manufacturers may spend tens of thousands of dollars preparing proposals for a purchase enquiry for primary fans especially where they have complete responsibility for the installation (turnkey projects). There are many good reasons to thoroughly and fairly adjudicate fan tenders. It has been almost a decade since the release of the International Council of Mining and Metals (ICMM) Health and Safety Critical Control Management: Good Practice Guide (2015a). During this time the ICMM member companies, along with many others across industry, have been busy designing, deploying and enhancing their own critical control management (CCM) programs. So, what have we learnt? This paper discusses the scope, application and learnings from the implementation of CCM within the mining industry. What’s going well? What are the common challenges? What are the opportunities to strengthen the approach? What are the threats to successful implementation? The paper draws on the author’s experience as one of the key contributors to the development of the CCM Good Practice Guide and an adviser to many mining companies, including six of the ICMM members. The paper focuses on the practical (operational) application of CCM and the cycle of identifying, defining, implementing, verifying and improving critical controls at the frontline. The paper also includes a discussion on the safety performance of the ICMM member companies over the past decade and provides a recommendation for how CCM can be incorporated into a more proactive model to measure safety performance. The paper concludes with practical recommendations that mining companies, regardless of their CCM maturity, can consider as they look ahead. They are supplemented by three additional recommendations for consideration at the industry level.

There are numerous individual gold deposits in the Archaean greenstone belts of Western Australia, but only 26 have productions and/or quoted reserves in excess of 10 tonnes Au. Most gold production has come from mineralization in shear zones, quartz veins or stockworks in volcanic or intrusive host rocks, particularly tholeiitic basalts or dolerites metamorphosed at sub-amphibolite facies (e.g. Kalgoorlie). Significant prod- uction has also come from BIF-hosted deposits (e.g. Hill 50), and large reserves are quoted for mafic hosts at high metamorphic grade (e.g. Big Bell). Most deposits have marked structural control, great depth extension, and are characterized by zoned alteration haloes of pyritization (with Au), K-metasomatism and carbonation. On the regional scale, most larger volcanic- or intrusive-hosted deposits occur in younger (ca 2.8 b.y.) rift-phase green- stones (Norseman-Wiluna Belt). These belts also have a high prospectivity (36 kg Au/km2 of greenstone belt). Younger (ca 3.0 b.y.) and older (ca 3.5 b.y.) platform-phase green stones of the Murchison and Sodthern Cross Provinces and the east Pilbara, respectively, are progressively less prospective (14 kg Au/km2 and 0.8 kg Au/km2, respectively) and also have progressively smaller deposits. The important regional- and local-scale characteristics of most gold deposits can be explained in terms of a metamorphic- replacement model. In this model, metamorphic H2O-CO2 fluids, focussed by faults and shear zones, infiltrated host rocks and deposit gold at 350 + 50¦C and 1-2 kb, largely in response to fluid-wallrock interaction. In many large deposits, gold precipitation was synchronous with sulphidation of Fe-rich host rocks, but the diversity and abundance of smaller deposits reflects the variety of reactions precipitating gold from ubiquitous, auriferous metamorphic fluids. Regional variations in abundance and size of deposits relate to factors such as tectonic setting, alteration styles and possibly source rocks.

At Cominco's Zinc Refinery at Trail, British Columbia impurities are removed from zinc sulphate electrolyte by a two-stage purification process using zinc dust. Copper, cadmium and thallium are removed in the first stage whereas cobalt is removed in the second stage. Cobalt removal kinetics are affected by soluble antimony and copper additions to the electrolyte. This study was focused on the kinetics of cobalt removal by zinc powder cementation. Experimental variables included copper and antimony concentrations, pH and temperature. Common organic additives employed in zinc plants were studied to determine potential interactions with the cobalt removal process. Cementation products obtained from laboratory experiments and plant practice were studied using SEM. A number of significant results were obtained: 1. Copper and antimony ions were sustantially removed from solution during the early stages of the cementation reaction (within the first 15 minutes). Cobalt cementation kinetics are slow and follow a first order kinetic regime. 2. A drop in the cobalt removal rates can be correlated with a rise in the Eh of the slurry. 3. Ligninsulphonate, Percol 351 and animal glue at levels of 2 mg/L significantly impede cobalt cementation.

The use of mining by-products for beneficial use may face approval, and acceptance barriers. This paper described the use of a sustainability framework to assess the safety, effectiveness and economic value of modified bauxite residue (Alkaloam«) for use on agricultural land in the Peel-Harvey region of Western Australia. The results indicate the merit associated with using this by-product from a safety and, private, community and environmental value perspective. They may be used to indicate the worth of pursuing any future community acceptance and agency approval process.   The use of Alkaloam« for beneficial use on agricultural land in Western Australia was first investigated over 25 years ago. Efforts to gain regulatory approval and community acceptance of Alkaloam« have had a complicated and enduring history. Understanding and assessing the value of a by-product using social and economic considerations, in conjunction with an environmental assessment, provided a more complete evaluation to that previously used.

The detection of ethylene in mined-out ‘goaf’ areas of underground coalmines is an industry standard indicator of accelerated oxidation where the coal temperature has exceeded 100°C. If uncontrolled, this naturally occurring process can lead to spontaneous combustion and catastrophic mine explosions, such as the Moura No 2 mine explosion. Spontaneous combustion trigger action response plans (TARPs) typically use the detection of ethylene as a trigger for definite change requiring immediate reaction, which can include the withdrawal of coalmine workers.Following the completion of sealing of longwall goaves at Crinum North Mine, ethylene was often detected in trace quantities. These trace quantities were below 1 ppm and detected via the bag sampling regime, with the use of a gas chromatograph. Any ethylene detected in these instances was not associated with increased quantities of carbon monoxide to conclusively indicate a heating within the sealed area.Ethylene was only detected in a newly sealed goaf and would not remain present for a period following the sealing. As part of the longwall recovery process, the predominant roof support mechanism during the recovery was the use of timber cribs. It was decided to investigate the possibility of this timber generating ethylene.Preliminary tests were completed by placing timber specimens from several species of Australian native hardwoods in gas bags in air. Access to the Rosebery Orebody, which dips into the western slopes of Mount Black at 45¦, has been achieved in sequence by the following means: - A series of adits down to 8 level - An inclined shaft (No. 1 Shaft) sunk internally from 8 level to 14 level - A vertical circular concrete lined shaft (No. 2 Shaft) sunk internally from 4 level to 19 level. Although the orebody has been fairly well defined to 19 level, deeper ore occurrences have been outlined by a series of drill holes decreasing in frequency with depth to 26 level. No. 2 Shaft (sink) was stopped some 10 m below 19 level in order to make an early start on doubled production at West Coast Mines, with the intention of subsequently extending the shaft or of driving a decline from the lowest operating horizon for deeper access. The decline approach was adopted some six years after production commenced from No. 2 Shaft. The reasons for that decision are outlined, together with an account of the constraints and design requirements imposed by commencing by a vertical shaft in the hanging wall of the orebody.
