This paper describes laboratory techniques and subsequent results of US Bureau of Mines (USBM) research to produce chlorination-grade feed- stock from an abundant, low-grade, domestic, rock ilmenite ore. The research is part of the Bureau effort to devise technology that may help decrease US dependence on imported raw materials. A rock ilmenite containing about 46 wt % TiO2 was smelted in an electric arc furnace with coke, wood-chips, and Na2CO3 to separate most of the iron as pig iron and to form a low-iron, titanium-enriched slug. The slug was ground, pelletized, oxidized, and then sulfated with mixtures of SO2 and air in a continuous 4.5- to 9.1-kg/h (10- to 20-lb per hour) apparatus at 1023° to 122J0 K (1380° to 1740° F). The sulfated slug, containing 60% to 65% TiOb, was reground and leached in water at ambient temperature to decrease the combined levels of the troublesome calcium, magnesium, and manganese impurities from 7.0 to 1.7 wt 70. The final product was upgraded to about 8.4 wt % TiO2. This material is potentially suitable for chlorination in a fluidized bed reactor. The most favorable results were achieved with leached slug sulfated at a feed rate of 4.5 kg/h (10 lb per hour) and at temperatures of 1073° to 1123° K (1470° to 1560' F).

It is generally conceded as axiomatic that the aggregate producer and the average urban resident have mutually incompatible goals. The producer wants to be near his mass market and the average resident wants him as far away as possible. The traditional economic decision to mine local material to avoid transportation costs is increasingly challenged by zoning and planning bodies and by citizens' groups. This conflict generated much written and spoken word and offered opportunity for great flights of rhetoric. The pressure on the producer also has forced re¬appraisal of the need for the classic confrontation with indications that much of the conflict is more apparent than substantive. In New England several factors combine to increase complexity of the siting problem. It is a region of high land values and population density. Due to the proximity of metropolitan areas, even rural communities have experienced a prolif¬eration of environmental groups with concomitant enthusiastic regional planning and critical watch over land use. In New England where there is little public understanding of the necessity for, and the realities of, mineral production a sophisticated approach to aggregate production site location is required.

ABOUT three years ago eight standard steels were prepared for the cooperative investigation of methods for oxygen analysis, sponsored by the Iron and Steel Division of the American Institute of Mining and Metallurgical Engineers and by the National Bureau of Standards. A preliminary report of the results was made at the annual meeting of the A.I.M.E. in February, 1936. ? This report showed the reliability of vacuum-fusion methods and further brought out certain advantages of the fractional vacuum-fusion method. The results obtained by the authors with the latter method will be discussed here, with some com-ments on the procedure for those who are interested in determinations of gases in steel. Some additional comments are offered on the use of the polarizing microscope for identifying the inclusions in the steel to check and amplify the findings of the fractional vacuum-fusion analysis. The problem of selection of the active slip systems for a crystal undergoing an arbitrary strain has been analyzed by Taylor and by Bishop and Hill. The Taylor analysis is based on a principle of' virtual work, and involves finding, among numerous cotnbinalions of slip systems that satisfy the imposed strain, the combination in which the sum of the glide shears is a minimum. Previously, Taylor has treated the case of axisymmetric flow when slip occurs on (111)(110) (or {110)(111)) systems only. His analysis has now been extended by computer methods to the cases of slip on {112}(111) and {123)(111) systerns and of mixed slip on {110), {1 12), and (123) planes with a common (111) slip direction, all of which are important in the deformation of bcc crystals. The results are computer-plotted as contours of the ratio of the floe strength to the critical resolved slzea-r stress for slip, for axial orientations distributed throughout the standard stereographic triangle. Implications of the computer results to texture develop,merit, texture hardening, and dislocation theories oj work hardening are discussed. WhEN a single crystal is extended in the usual tension test, the lateral dimensions can change relatively freely. In this case, the glide shear produced by slip on a single slip system is sufficient to accommodate the (tensile) deformation. Since slip is governed by a critical resolved shear stress law (the Schmid law'), the single active slip system is one for which the stress, resolved on the slip plane and in the slip direction, is the highest among the several equivalent slip systems. This amounts to saying that a value M = U/t = y/~ is a minimum among the equivalent systems, where M is the inverse of the familiar Schmid factor (a and E refer to tensile stress and strain, and T and y refer to resolved shear stress and shear strain). A grain embedded in a polycrystalline aggregate, on the other hand, cannot freely change its shape due to constraint from its neighbors. In this case, slip from five independent slip systems (to accommodate five independent strains) is generally required.' Based on the principle of virtual work and assuming that the critical resolved shear stress for slip is the same for all systems, Taylor hypothesized that, among all combinations of (five) slip systems which are capable of accommodating the imposed strain, the active combination is that one for which the sum of the absolute values of the glide shears is a minimum. Again, this is equivalent to saying that the value of M = CjlyjI/ is a minimum, in analogy to the single slip case. Taylor aminimum,analyzed the case of {111)(110) slip for fcc metals, and applied the analysis to crystals undergoing axisymmetric flow, that is, the same macroscopic shape change as the poly crystalline aggregate under uniaxial tension (or compression). For the twelve equivalent {111}( 110) slip systems, there are 384 independent combinations of selecting five systems to satisfy the five independent linear equations of imposed strain.4 Taylor calculated the value of M for each combination* and obtained the active com- *A number of the independent combinations were omitted from consideration in Taylor's original work (see Ref. 5). bination (minimum M) for a number of axial orientations distributed throughout the standard stereographic triangle. Later work by Bishop and Hill*'8 showed that Taylor's least-shear hypothesis was equivalent to a maximum work principle which they advanced. Using the simplified Bishop and Hill method for {111)(110) slip, Hosford and Backofen' obtained detailed contours of constant minimum M for the same axisymmetric flow case. In contrast to {111}(110) slip in fcc metals, slip in bcc metals is generally described as occurring on {ll~)(lll), {112)(111), {123) (111) systems as well as mixed slip composed of all three. Since the direction cosines of the slip plane normal and the slip direction enter as a product in the Taylor analysis, the Taylor solutions of ,M for {110)(111) slip are identical to those for { 111} 110) slip. The other three cases of slip, however, have not been solved. In view of the numerous combinations of slip systems involved in the calculations, the Taylor analysis is clearly oriented toward computerized solutions. THE TAYLOR ANALYSIS In order to obtain the active combination of (five) slip systems by solving for the minimum value of M = we first express the (small) strain components E,, with respect to the cubic axes 1, 2, 3 ([loo], [010], [001], respectively) of the crystal, in terms of the sum of the glide shears yj from slip systems j: where n, and n,j refer to direction cosines of the slip plane normal, and dri and dsi to direction cosines of the slip direction, of slip system j, all referred to the cubic axes. In practice, the strain components are given with respect to the specimen axes X, y, 2. These components are readily converted to ers through the tensor transformation where irk and 1,~ are the direction cosines between the two sets of coordinate axes.

A GREAT CURTAILMENT of field activities among the geophysicists occurred last year, especially in prospecting for the common metals. In gold, however, an "outstanding achievement . . . was made by the engineers of Consolidated Goldfields. Here the suboutcrop of the Main Reef Series was traced from Middelvlei through properties of the westward area, a distance of from 30 to 40 miles. Here Drs. Reineche and Krahman prospected with the aid of a sensitive magnetometer and established the singularities of the various beds which heretofore had not been sufficiently appreciated. Several underlying shale beds were used to determine this suboutcrop under the dolomite. This area promises to be the equivalent of one-half the size of the present gold fields and to rank in value with the Far East Rand." The present temperature compensated magnetometers permit accurate field observations to less than 5 gammas. Since magnetic anomalies may have their origin due to a change of elevation as well as to the outcropping of a bed of another magnetically different material, intimate geological knowledge is of great assistance in the interpretation of these measurements. To what extent magnetic measurements reflect the basement when the material is homogeneous, consisting primarily of red granite, was determined by members of the Bureau of Mines and described by Dr. J. H. Swartz. Because of the diverse causes of magnetic anomalies, some of which were discussed and correlated by Stratton and Joyce upon known conditions, magnetometer measurements are often difficult to interpret.

Jen Inc., operator of the Cord mine, in the Big Indian district of San Juan County, Utah, has a contract with a milling company that provides a small bonus for proper grading and preparation of uranium ores shipped. To obtain maximum returns on this contract very close grading is required with settlements made on individual lots, which vary from 250 to 300 tons. Another feature of the contract, and one that is rather unique in this country, is that the ore is sold over truck scales at the mine. Grade is determined at the buyer's sample plant. It is necessary to take a moisture sample of each truckload shipped for ac- curate weighing and this is done by the representative of the buyer, using facilities supplied by Jen Inc. The sample is hardly more than a grab sample and includes only the finer and smaller pieces of the ore shipped.

SUCCESSFUL blast-furnace operation depends upon securing an optimum balance between a number of important variables. This balance will vary somewhat from furnace to furnace in the same plant and with raw materials available in different plants. It is difficult to isolate the effect of any one variable unless it has a rather pronounced effect upon the efficiency of operation. The physical properties of iron ore and coke are known to affect the process, yet it is difficult to set up any definite yardstick by which these differences can be appraised. In recent years, whenever practicable, operators have taken steps to obtain better control over the absolute size and uniformity of size of the ore and coke. The size and physical character of the stone, however, have received comparatively little attention, emphasis being placed upon chemical composition, fluxing efficiency, and action as a desulphurizing agent. Since the stone occupies only about 10 per cent of the volume of the stock column, its influence upon permeability is less than that of the ore and the coke. The large pieces now used have a tendency to roll to the center and thus increase the permeability of this part of the stock column. Smaller pieces would be more effective in promoting the permeability of denser portions of the stock. The size and physical properties of blast- furnace stone are important also for reasons best understood by considering the results obtained by the crushing and the sizing of iron ore. Crushing ore to about 2 in. at Provo, Utah, and to about I in. in Alabama produced material somewhat less permeable to gases, even though sized. In spite of some sacrifice in permeability, the efficiency of the process was improved by crushing and sizing the ore, as indicated by a substantial saving in fuel and increased output. This saving in fuel is due in large measure to more thorough reduction of ore in the upper part of the furnace and to a corresponding decrease in the amount of carbon consumed prematurely above the tuyeres by the reaction CO2 + C = 2CO ? 70,080 B.t.u. [I] The physical properties of stone, its size and rate of calcination are important because they influence the rate at which C02 is released and the completeness of calcination before reaching a level in the furnace where the temperature does not exceed 1050°C. (1920°F.). Briefly, carbon dioxide from the limestone or from the reduction of ore may cause premature com- bustion of carbon above the tuyeres. Assuming that 1000 lb. of limestone is used per ton of pig iron, about 435 lb. of C02 will be liberated during calcination of a good grade of stone. If all this CO2 from the stone were to oxidize carbon prematurely, about 120 lb. would be consumed above the tuyeres in a heat-absorbing reaction. The amount of carbon thus consumed when a

The utilization of the reducing power of blast-furnace gas can be estimated by applying two rectifying calculations to the gas analysis. A resulting corrected CO/CO2 ratio varies inversely with furnace production. Directions for calculating the corrected CO/CO2 ratio are given, and a corrected CO/CO2 ratio is compared with actual furnace production. THE inadequacy of the normally accepted CO/CO, ratio as a measure of blast-furnace performance and furnace efficiency was discussed following the presentation of the paper by H. F. Dobscha.' In this outstanding example of careful observation on large scale blast-furnace operation, the changes occurring with beneficiated ores were: 1—A net gain in tonnage of 21.2 pct. 2—A decrease in net coke of 15.3 pct. 3—A decrease of 1.9 pct in the CO/CO, ratio. In this great change in furnace performance, the CO/CO, ratio proved itself worthless. The discussion of the inadequacy of expressing furnace performance and efficiency by the CO/CO, ratio led indirectly to the calculations forming the basis of this paper. At that time Dr. T. L. Joseph said: "We must consider difference in CO, from the stone in the two cases when we talk about the ratios of CO/C02." This statement is used for the second of the two CO/CO, ratio corrections forming the basis of this paper. The research work in attempting to find out why the furnaces could op-erate so differently with practically the same CO/CO, ratio lead not to the answer sought but, after a shift to the gaseous phase in the research work, the proof that the normal CO/ CO, ratio was outmoded and a new corrected ratio should replace it. To be of any value, any new corrected ratio should express approximate furnace efficiency and give an idea of practical furnace performance to be expected. This the normal CO/CO, ratio has failed to do. However, in the absence of anything better, some credence has been attached to the normal CO/CO, ratio. THE Berlin gold quartz mine is situated in Nye county, Nevada, on the west flank of the Shoshone range, about 40 miles south and 30 miles west from the town of Austin, the county-seat of Lander county. The distance from Austin is about 60 miles by stage-road. The outcrop of the vein, at the top of the incline-shaft, is situated just at the base of the mountain proper, almost exactly at the intersection of the mountain-side with the gravelly bench that slopes for about three-quarters of a mile to the flatter sage-brush plain, or desert valley, below. The -vein itself consists almost entirely of quartz, with perhaps 2 per cent. of sulphide of iron, copper, lead, zinc and antimony, and perhaps a trace of some of the compounds of tellurium with gold and silver, although none of the latter have been as yet positively identified. The relative proportion, by weight, of silver and gold in the ores, varies in different parts of the vein, from 12 silver for 1 of gold, to 7 silver for 1 of gold. The quartz vein-filling is usually frozen fast to the walls, and is very hard and compact, seldom showing the friable, fissured, or shelly structure often to be found in quartz veins. Comparatively little evidence of relative motion of one wall of the vein upon the other is to be found-a fact indicating that during the formation of the vein, and prior to the extensive movements herein described, little disturbance had taken place. No evidence whatever of metasomatic origin has been observed. On the other hand, occasional occurrences of comby structure, in which the axes of the quartz crystals are at right angles to the plane of the vein, rather indicate deposition from solution in a pre-existing fissure. Axial tensile, ring tensile, closed end burst, and free end burst tests were done at room tempe.vature and 300°C on three batches of Zircaloy-2 sheathing zuith different textures. Knoop hardness tests were also done on all batches. The mechanical properties of the tubes were largely dependent on the percentages of cold work, but were also markedly affected by the textures, particularly with respect to deformation behavio'r. The deformation behavior observed confirmed Picklesimer's predictions, zuhereas Knoop hardness results could be correlated with texture and yield strength anisotropy after the ,method of Wheeler and Ireland. From the mechanical properties, and from efjectiue strain values deterrlzined at the fractures using a photoqid technique, it zuas concluded that tubing witlz a single preferred orientation of radial basal poles best combines strength and ductility for any given deqee of cold work. THE mechanical properties required in collapsible Zircaloy-2 fuel sheathing for water-cooled power reactors are strength to resist wrinkling deformation by coolant pressure and ductility to accommodate a small amount of deformation in service without rupturing. Zircaloy-2 tubing during fabrication develops pre- ferred orientations of the a Zr grains due to aniso-tropic deformation behavior, and these textures markedly affect mechanical properties. Picklesimer' had predicted the deformation behavior of tubes with various textures, but the texture required to provide the optimum strength and ductility for a given degree of cold work has not been reported. To investigate this problem, tests at three transverse to axial stress ratios were done at room temperature and 300°C on three batches of Zircaloy-2 tubing covering a wide range of textures and percentages of residual cold work. Knoop hardness values were also measured to correlate with preferred orientation and yield strength anisotropy after the method of Wheeler and relland.' 1) MATERIAL For this investigation, three batches of tube-reduced tubing were chosen from the Zircaloy-2 sheathing produced for the Douglas Point Reactor. Individual tubes were 191/2 in. long, 0.600 in. OD, and 0.0165 in. nominal wall thickness. The identities of the batches, together with their textures, are shown in Table I. The tubes had the normal Zircaloy-2 composition3 of 1.5 wt pct Sn, 0.3 wt pct Fe, Ni, Cr combined with the following oxygen concentrations: Batch VII 1140 to 1390 ppm 0 Batch VIII 1400 to 1750 ppm 0 Batch IX 880 to 1320 ppm 0

FEBRUARY 15-18 will be the outstanding dates of the month for members of the A. I. M. E., for then the 141st Meeting of the Institute is to be held in the Engineering Societies Building, at New York. What with 41 technical sessions, the Annual Business Meeting at 4 o'clock Tuesday afternoon,, two sessions of the Section and Division delegates, minor committee meetings, and the many luncheons and dinners, the Dinner-Smoker, Informal Dance, President's Reception and the Dinner-Dance, the opportunity will be limited to do- more-than cast sheep's eyes at New York's other multitudinous attrac¬tions until the meeting is over. The technical program is diverse but well organized. The sessions are almost equally divided among the four days, with ten on Monday, Tuesday, and Wednesday, and 11 on Thursday. The meeting opens Monday morning with registration. Be sure to attend to this detail. Failure to do so may have its repercussions at the meeting and throughout the year.

A study was made of the United States Bureau of Mines chlorine-oxygen leaching process for complex sulfide concentrates. The investigation sought to determine the kinetic order and mechanisms involved in the reactions between galena and sphalerite with chlorine. The influence of copper on the extraction rates was also studied. It has been shown that the rates of reaction of chlorine in aqueous solutions with sphalerite and galena are both zero order at 373 K with rate limiting step being the chemical reaction. Addition of cupric chloride increased the extractions of both lead and zinc.

THE 140th meeting of the Institute will be held in the Engineering societies Building, 'New York, Feb.: 16-19, and one of the most important features, one which cannot be reduced to text in the TRANSACTIONS, will be the opportunity to renew old friendships and make new friends, to talk things over -to orient one's self in these troublous .times. There will be daily get-together luncheons for all, luncheons and dinners for specialized groups, an informal dance, the annual reception and banquet, and a smoker. And such a smoker! It starts with dinner at .dinnertime, shows signs of cabaret, turns smoker, and then goes entertainment-all for the price of one. This year one can stay long after 11 o'clock-there will be time and opportunity to amble around and meet everyone present. The formal program is rapidly rounding into shape. The annual business meeting will -be held on Tuesday morning and the banquet will be at the Commodore. The four Divisions and the various, Technical Committees are arranging their sessions. and scheduling for these a long list of significant papers. A .feature of the meeting will be a number of round tables on timely subjects.

THE HIGH-TEMPERATURE SCALE IN OPTICAL PYROMETRY AT the basis of optical pyrometry lie the theoretical and experimental data of the so-called blackbody. The black body is essentially a theoretical conception, with certain simple properties attributed to it -fundamentally, the property that its radiation at any temperature is a unique function of the temperature and does not involve any other variables. As a theoretical conception, an equation has been developed by Boltzmann connecting the total radiant power with the temperature, and another equation by Planck connecting the distribution of radiant power throughout the spectrum with the temperature. The integral of the latter with respect to wave-length conduces to the former and permits the evaluation of the constant c1 of the Planck equation, ass given in the form. J-= cl?-5 c2 (1) e ? T ? 1 assuming that the constant Q of the Stefan-Boltzmann law E=a(T4-T40) is known. The other constant c2 is arrived at by other methods, which will be discussed later. This equation for the black body lies at the foundation of optical pyrometry. To make the discussion complete, it should be stated that the theoretical black body is quite closely realized by a hollow enclosure with walls at a uniform temperature and radiating through a small orifice. The electrically heated black body, first introduced by Lummer and Kurlbaum, is an essential part of the equipment of a pyrometric research or testing laboratory. Numerous investigations have shown that its radiation conforms to that of the theoretical black body within experimental errors. Hence by operating the electrically heated black body at the melting point of some pure metal for which the temperature of melting has been determined on the vas scale. a standard is obtained for comparison with

The Ashanti mine is located in the Gold Coast region of West Africa in Ghana, where gold is found over a wide area of about 105,000 sq km (40,000 sq miles). Ashanti has been the most productive of all the lode mines and has been one of the world's notable gold producers for over 50 years. The mine is located at Obuasi, 113 km (70 miles) north and east of Tarkwa, which is 80 km (50 miles) inland from the coast. The Ashanti lode is worked on 300 m (1,000 ft) of strike length over a width of 12 m (40 ft), and by 1934 it had attained a depth of 700 m (2, 300 ft). The lode is in pre-Cambrian granite intruding a system- of shists, phyllites, etc., containing fragments of the wall rock with quartz, carbonates, sericite and small amounts of pyrite, arsenopyrite, sphalerite, galena, and gold. The shattered quartz fractures carry sulfides and gold, most of which are invisible. (William Harvey Emmons, "Gold Deposits of the World," McGraw -Hill, 1937.) Because the mill treats an ore composed of refractory sulfides - chiefly arsenopyrite and fine free gold - the flowsheet reflects the complex ore characteristics. Plane tables are used in the grinding, circuit for free gold recovery. After roasting the sulfide flotation concentrates, additional free gold is recovered from the calcines with a rotary belt concentrator and the two concentrates are combined for feed to the amalgamation pans, with the resulting gold amalgam being retorted. Following four-stage crushing to minus 9. 5 mm (318 in.) with two stages of grinding, the cyclone overflow is floated for sulfide recovery. The flotation concentrate is roasted with the calcine reground and roughly cyanided to scalp out the gold readily dissolved in one of two cyanidation circuits. The cyanide residue joins the thickened flotation tailing for cyanidation in a complete CCD circuit using filters. The gold precipitates are calcined before melting in pot-type furnaces. The tonnage to the mill of 3,175 mtpd (3,500 s tpd) with a content of over 14.7 g per mt (0.43 oz per st) places the Ashanti production as one of the top producers in the world; and with its past long life, the total production rates it as one of the world's great mines.

El Indio, eighty percent -owned by Compania Minera an Jose Inc., a subsidiary of St. Joe Minerals, and twenty percent-owned by private Chilean investors, will open their new flotation and Carbon -In -Pulp plant near La Serena, 480 km (300 miles) north of Santiago, Chile, in early 1981. The underground mine, at an altitude of 4,270 m (14,000 ft), will produce about 1,270 mt per day (1,400 st per day) of ore containing about 2. 2570 Cu, and gold and silver to the extent of 16 and 254 g per mt (0.47 and 7.4 oz per st) respectively. While construction of the plant was underway, development ore, containing some 1,400 kg (45,000 oz) of gold, was shipped to the United States for recovery in a copper smelter. At El Indio the underground ore is rail-hauled to the mill a short distance from the portal where it is crushed, ground, and floated to produce a copper concentrate containing both gold and silver. The crushing plant also crushes waste for use as mine backfill. Approximately 92% of the copper and 60% of the gold and silver are recovered in the flotation concentrate. Flotation tailings, at a grade of 19 g Au and 116 g Ag per mt (3.4 oz Au and 0.55 oz Ag per st), are cyanided for 72 hours in six Pachucas with auxiliary air lifts for pulp transfer. Lime, cyanide, lead nitrate, and a phosphate are also fed to the cyanidation Pachucas. After cyanidation, the pulp is treated in four air lift Carbon-In-Pulp tanks equipped with external vibrating screens for carbon advance. Loaded carbon is stripped in two pressure vessels in parallel. Pressure stripping must be used because of the high altitude. Stripped carbon is dewatered in a spiral classifier before being reactivated in a rotary kiln and returned to the C. I. P. circuit. Pregnant solution is then sent to four banks of four Zadra cells for gold and silver recovery on steel wool. Zadra cell cathodes.are washed with the slimes being captured in a plate and frame filter. The filter cake and the washed cathodes are then dried on an infrared dryer and smelted in two stages to bullion bars. Published reports indicate that the total investment for this unique operation was in the neighborhood of $80 million.

This paper brings within the compass of one comparatively brief article a general description of the situation concerning the nation's water resources. It touches upon the phenomenal growth in the demand for water supply and emphasizes the problems facing the coal industry both with regard to acid mine water drainage discharged from active and abandoned mines and the suspended solids discharged to the stream system from wet coal preparation plants. IT must always be remembered, with regard to the problem of water-borne industrial wastes, that stream pollution from any cause is just one factor in the comprehensive problem of water supply in modern times. Industries nonexistent 25 years ago are now flourishing, and supplies of water piped to homes and apartments, as well as the greater number of plumbing fixtures per dwelling and per building, have created an ever growing demand on the country's water resources. Indication of this rapid growth in demand is shown in Table I, which is quoted from Abrams. of Texas increased 287% and the water consumption 7000 per cent." The domestic load varies greatly, depending on the extent of the available supply and the habits of the community. According to the report of the President's Water Resources Policy Commission' the United States Public Health Service reported a national average of 127 gal per capita per day, varying from 60 gal in communities of 500 persons to 140 or 150 gal in cities of 10,000 or over. Other critical areas may be cited to illustrate the inter-relation between new industrial processes and the demands for water in the area where the new enterprise is located. Powell and Wilson have pointed out that during World War 11, in the vicinity of Louisville, Ky., a rapid expansion of industry took place, consisting of numerous synthetic rubber plants. The demand for water increased from 37 million gal per day in 1937 to 62 million gal in 1943. These heavy requirements drew down the supply stored in the water-bearing aquifers to such an extent that urgent plans for recharging were considered. Similar situations have developed in the Los Angeles area and in the vicinity of Texas City. Warne4 has drawn attention to the situation in Los Angeles area, where in the West Basin the withdrawal of ground water in 1945 was 90,000 acre-ft, almost double the amount of the natural fresh water recharge. The draw down has been so severe that the level of the ground water is now below sea level, and sea water is invading the West Basin aquifers at rates up to 300 ft per year. In the Report of the Engineers Joint Council it is pointed out that in the area of Texas City the ground water table has been critically lowered. The following is a description of the methods used in rescuing men and extinguishing the underground fire at the Pennsylvania mine, Butte, Mont. , This fire, which cost the lives of 21 men, began about 9 p.m., Feb. 14, 1916, at or near a ventilating fan on the 1,200 air-shaft station. This shaft at that time was downcast, while the main hoisting shaft was upcast. Owing to the proximity of the fire to the air shaft, the air in the latter soon became heated, and as the fan on the level was not running— the power having been cut off shortly after the outbreak of the fire—the air shaft became upcast to the 300 level. At this point a blanket of cold air from the surface caused the smoke and gases to be drawn in on that level and carried down again through the workings to the 1,200. A short time after the discovery of the fire, water was turned down the air shaft through a series of pipes around the collar of the shaft, which caused the smoke to recede below the 300, so that within 2 hr. it was possible to search that level for the missing men. From the above it will be apparent why the air shaft was upcast instead of downcast, as under normal conditions, and why men were suffocated at considerable distances from the seat of the fire. The smoke and gases that came up the main hoisting shaft did not diffuse through the workings to any extent. There are doors on all levels in the connections to the main hoisting and air shafts, but in the confusion and running around many of these doors were left open, and this undoubtedly caused the smoke and gases to spread more rapidly than they would otherwise have done. It was necessary for most of the men on the various levels to pass close to the air shaft in going to the hoisting shaft, and when they encountered the smoke and gases in that vicinity a number turned back and climbed down with the direction of the air currents and were then suffocated, while all those who passed through the pall of smoke to the main shaft were saved. There were 220 men in the mine that night, and all but 25 were hoisted to the surface within 30 min. after the discovery of the fire.
