The Sub-committee on Safety of the Industrial Organization Com-mittee of the Institute has been asked to cooperate with the National Safety Council, and has made certain recommendations to the Board of Directors of the Institute regarding ways and means of bringing about this cooperation. The National Safety Council has been in existence seven years. Its inception was at a meeting of the American Iron and Steel Electrical Engineers held in Milwaukee in 1912. The first annual congress was held in New York City in October, 1913, at which time the Council was definitely organized. Its membership now consists of nearly four thousand members, representing industrial plants, railroads, public utility companies, insurance companies, state labor commissions, Chambers of Commerce, manufacturers' organizations, etc. These members are in all states of the Union and in eleven foreign countries, and through them the National Safety Council reaches more than six million workers.

THE dynamic behavior of a multiple fluid system is completely describable in terms of driving forces and resistances to flow. The latter are proportional to the vis-cosity of the fluid under consideration and inversely proportional to a property of the system termed the " effective permeability" to that fluid, a property therefore defined by this relation. Since three phases are usually present in oil reservoirs, it is essential to know the effective permeabilities to the several fluid phases, and the relationship between the composition of the fluid in the pore space and that of the flowing stream, in order to handle satisfactorily certain problems of oil production. In this regard, there are many unknown factors and parameters, and many that can be evaluated only indi-rectly. However, it is expected that work along lines similar to this present under-taking will help materially in solving these problems. Previous workers in this field have inves-tigated the two-phase systems, water-gas,1 water-oil2 in unconsolidated sands, and water-gas3 in consolidated sands. The ex-tension of the study of the flow of hetero-geneous fluid systems from two to three phases involved only slight changes in technique. The apparatus used in the present work, except for slight changes to be described, was that used by Leverett in his water-oil experiments.2 Correlation and interpretation of data were made by methods analogous to those used in two-phase work. The relative permeability to a phase-the effective permeability divided by the permeability of the system to a homogeneous fluid-was employed through-out in correlating the rate of flow of that phase with the composition of the pore space. Quantitative measurements of two inde-pendent physical properties of the system were required to determine the composition of the pore space. As in the two-phase work, the fraction of water was determined electrically. The gas fraction was deter-mined by measuring changes in volume accompanying measured pressure changes. Suitable account was taken of the solubility of the gas in the liquid phases, and of the vapor pressure of the water phase. Since this work was exploratory in nature, no attempt was made to obtain highly accu-rate numerical results. Reasonable precision and reproducibility were sought.

SPANIARDS were probably the first to mine the rich surface ore in the veins cutting the rhyolite capping that outcrops on the hills of La Mazata, oil the Allyones side of the Magdalena valley in Jalisco, Mexico, although the name comes from a word of Indian origin meaning "deer". The camp is about 12 km. west of Magdalena, a town on the Southern Pacific Railroad, and about 17 km. north of Etzatlán, on the Mexican National Railroad, at an elevation of 4500 ft. The climate is subtropical with no extremes of heat or cold, the rainy season beginning in June and ending in October.

THE underground losses of oil exceed by hundreds of thousands of barrels all the oil that has been lost in storage, transportation, or refining. The quantity lost is, of course, indeterminate; but when it is considered that the contents of an entire oil field have been excluded from recovery by invading waters, some idea of the amount wasted may be gained. Similarly, enormous quantities of gas have been lost underground. Conservation of the oil, therefore, should start before it is brought to the surface rather than after it is placed in storage tanks. Water is one of the most important causes for underground losses and the operator should give as serious consideration to an underground flood of water as he would to a destructive surface flood. The best insurance, of course, is to have the wells drilled in such a manner that water has no access to the productive oil and gas horizons, and on abandonment the wells should be properly plugged. The encroachment of edge water and the occurrence of water in the base of an oil sand present a very serious problem to an oil company; sooner or later these waters are bound to cause considerable damage, if they do not entirely destroy the possibilities of further production. Too often, however, a field has been considered to be in a hopeless condition, whereas wells in as bad a condition in other areas have been repaired and the life of the field appreciably lengthened. The corrections are very often suggested by technical study. Very successful results have been accomplished by detailed underground work in the California oil fields, in Cushing, Oklahoma, and in other areas.

The Elk City district is in north-central Idaho about 60 miles east of Grangeville and near the headwaters of the South Fork of the Clearwater River (Fig. 1). At the height of its boom in the early sixties, Elk City had a population of more than 2000 people, Published estimates of the placer production from the district range from $10,000,000 to $18,500,000. Although the first quartz-vein location was made as early as 1870, very little gold was extracted from quartz ores until after the completion of the American Eagle mill in 1902. Between 1902 and 1932 a total of from $750,000 to $1,000,000 was taken from about six properties. General Geology Distribution of Rocks Banded gneiss (Fig. 2) is the most aburldant bedrock in the Elk City district. It is interbedded with schist and quartzite and ill some places these rocks have been intruded by sills and dikes. Banded gneiss prevails in the western part of the area whereas schist prevails to the southeast. Augen gneiss occurs for the most part as irregular bodies, which lie transverse to the trend of the banded gneiss and schist. It is largely confined to two areas; one of which extends from east of the American Eagle mine westward as far as the Black Pine mine, a total distance of about five miles, and another area of about two square miles in the vicinity of the California-Idaho placer mine. Quartzite is fairly abundant. In addition to the bands of the latter interbedded with gneiss and schist, some large lenses crop out in the southeastern part of the dik-trict near the southern contact of the area underlain by granodiorite. Granodiorite crops out over a large area and extends northeastward

Since 1915, when Elk Basin field was brought in, eight oil fields have been developed in Montana and the production has arisen from 50,000 bbl. in 1916 to 8,000,000 bbl. in 1926. The production for 1927 was 5,121,600 bbl. and the total up to the end of 1927 was 27,138,239 barrels. The eight fields, with their year of discovery are: Elk Basin, Carbon County (1915); Devil's Basin, Petroleum County (1919); Cat Creek, Petroleum County (1920); Soap Creek, Big Horn County (1921); Kevin-Sunburst, Toole County (1922); Lake Basin, Stillwater County (1924); Pondera, Pondera and Teton counties (1927); and Bannatyne, Pondera and Teton counties (1927). About 170 wildcat wells have been drilled in the state of which 8 were successful and 162 gas wells or dry. Hence, only one out of 21, or 5 per cent. of the wildcats have been successful. The average depth of the wells has been 1600 ft. and the average cost $32,000 apiece. • Up to Jan. 1, 1927, a total of 1376 wells have been drilled in the producing oil and gas fields of the state, of which 904, or 66 per cent., were successful oil wells; 82, or 6 per cent. were gas; and 390, or 28 per cent, were dry. The percentage of dry wells is excessive as compared to the wells in other states, due to the uncertainties of limestone reservoir rocks. The total production of oil to Jan. 1, 1927, has been 22,016,639 bbl. and of gas 7,265,330,000 cu. ft. The average price at the well for the oil has been $1.47 per bbl. and for gas about 4 c. per 1000 cu. ft. The value at the point of consumption has been about 23 c. per 1000 cu. ft. The total revenue derived from crude oil has been $32,277,119, and from gas 8350,613, or a total income to the producer of $32,727,832. Each well drilled in the state has already (to Jan. 1, 1927) averaged a return of over $21,000. The total number of domestic (Montana) oil and gas companies organized, since the first in 1885, has been 844, of which 702 are still alive and 142 dead. Oil and gas companies registered for operation within the state to Jan. 1, 1927, but with outside charters, are 143, of which 66 are alive and 77 are dead. The extent of the plant, and the fact that the units making up the various departments are located in different parts of the works, make it impracticable to mention the departments in any regular order with regard to their location. They are, therefore, mentioned approximately in the order of their relation to each other with reference to their functions in the making of the various products.

The writer apologizes for presenting this very elementary analysis of one aspect of proration, but a search of the literature failed to disclose any concrete illustrations of the effect of various proration formulas upon the allowable oil produced by tracts of different sizes. Many engineers have doubtless made somewhat similar calculations and are fully acquainted with the results. The various allocation formulas that are in use are based on one or more of the following factors: (1) wide-open well potential, (2) potential through an orifice, (3) uniform well allowable, (4) acreage, (5) sand thickness, (6) bottom-hole pressure, (7) productivity index, and (8) volumetric displacement. Of these, the unrestricted potential formula, or open-flow test, and the uniform well allowable are commonly regarded by engineers as those least likely to give each producer his proportionate share of the oil or gas, as represented either by acreage or by sand thickness, or both, except when the wells are located on tracts of large size. Unless the mechanical equipment that may be used during the potential test and the method of taking the test are both specified, the net result of the potential formula is to practically force the operators to use special equipment and adopt special procedures prior to and during the potential test, so as to secure the largest possible allowables. Much ingenuity and skill have been devoted to this,problem, but the general effect is to permit excessive allowables for very small tracts, and stimulate unnecessary drilling. It is interesting to compare some of the high yields from the Wilcox horizon at Oklahoma City with each other, as an illustration of the effect of an allocation factor based solely on potential (Table 5). One of the glaring instances is a well on a ½-acre lease, which had produced, as of September 1936, at the rate of almost 3,000,000 bbl. per acre. This is at least twice as many barrels as could have been present under the property if the reservoir had consisted of a tank of oil 200 ft, deep and 56 acre in area. Numerous combinations of acreage, potential, bottom-hole pressure, sand thickness, etc., have been proposed and are in use in various fields.

A PREVIOUS publication1§ has described the effect of quenching stresses on the lattice parameter values of high-purity aluminum-copper alloys particularly with reference to the solution and precipitation of CuA12. A similar study has been made of the aluminum-rich aluminum-magnesium alloys. Attention has been directed in the present investigation. to the magnitude of the quenching stresses as affected by the specimen size and shape, the number of solute atoms and the quenching rate. The effect of cooling stresses in causing plastic deformation or cracking has been considered in relation to the physical properties of the alloy. On reheating alloys in the two-phase field, the time required for precipitation to occur has been observed in connection with the degree of supersaturation, the rate of diffusion of the solute atoms as a function of the comparative atomic radii, degree of strain, temperature of reheating and grain size. A few qualitative comparisons on the relative effect of these factors have been drawn between the aluminum-copper alloys and the aluminum-magnesium alloys. STRAIN IN SOLID-SOLUTION ALLOYS A 10 per cent magnesium alloy in the form of chill-cast bars was furnished by the Aluminum Company of America through the courtesy of L. W. Kempf. Additional alloys were prepared using aluminum (99.95 per cent Al) and high-grade magnesium. THE only two methods for producing commercial quantities of malleable zirconium, up to now, have been using magnesium reduction of the anhydrous chloride under a neutral gas, and using purification of raw zirconium by the iodide dissociation method on a hot filament. The purity of the metal obtained by the latter process is about the same as that resulting from the chloride reduction, with the exception of the oxygen content, which may be about 0.05 pct lower in the iodide metal. Even traces of oxygen have a strong hardening effect on zirconium. Since, in the iodide process, the impurities, Si, Al, Fe, Ni, and Mg in the raw zirconium used, are carried over, it would appear uneconomical to use this method of refining solely to eliminate the traces of oxygen, unless very soft metal is desired. One important step to improve the iodide method, namely, dissociating pure iodide made from carbide and recycling the iodine, which would change this refining process into a method for extracting zirconium from the ore, has not yet been made. The Bureau of Mines, by using the chloride reduction, wanted to produce quantities of a reasonably pure and malleable metal at low cost for large-scale industrial use. This aim has been achieved, and a pilot plant permitting production of 600 lb of malleable zirconium per week will be described (fig. 1). Briefly, the Bureau of Mines process consists of reducing purified gaseous anhydrous zirconium chloride with fused magnesium under a noble-gas atmosphere. The reaction product, magnesium chloride, and any excess magnesium metal present are removed from the sponge zirconium in the next step by fusion and evaporation in a good vacuum at about 925°C. In this process, care is taken to keep air out of contact with the hot metal, which otherwise would contaminate the product with oxygen and nitrogen. Both these impurities embrittle zirconium even when present in an amount as low as 0.1 pct. A number of previous reports1-3 describe the method and the various improvements that finally led to a workable process. The major steps made were the production of large quantities of carbide, which is the raw material for producing the chloride, its chlorination with reasonable efficiencies, and the elimination of iron trichloride contained in the raw chloride, as well as that of the zirconium oxide which is always present in this product. The physical nature of the anhydrous chloride, which sublimes at 331°C at atmospheric pressure and melts at 420°C under a pressure of 25 atm, made it necessary to provide a special safety device on the purification and reduction vessels in the form of a lead-alloy seal, permitting escape of excess gases if pressure tended to build up. The main difficulties encountered in the reduction and in the following step, salt separation in a vacuum at elevated temperature, were caused by the material from which the reaction pot was constructed—iron. This metal reacts with zirconium at about 940°C with formation of a eutectic. The last step, salt separation by evaporation of the magnesium and magnesium chloride in a vacuum, is quite unconventional and has not been used before on such a scale. It is only due to the improved construction of high-vacuum pumps, especially oil-diffusion pumps, that such a method could be used. The various steps of the Bureau of Mines process, as described in the general outline above, may be summarized as follows: (1) production of the carbide, (2) chlorination of the carbide, (3) purification of the raw chloride, (4) reduction of the pure chloride with fused magnesium, (5) separation of excess magnesium and magnesium chloride in vacuum at elevated temperature, and (6) melting of the sponge obtained. Production of Carbide The arc furnace, described in a previous report,' was improved both to reduce the graphite consumption caused by the burning of the bottom plates and to concentrate the heat in order to obtain better power efficiency. This was achieved by providing the bottom with graphite plates entirely embedded in refractory bricks, the contact with the current being made with three water-cooled copper plugs. The degree of injury and days lost from work due to an injury are examined for selected electrical sources, occurring in conjunction with falls of the injured miner or with selected machinery, that could have been eliminated by use of diesel equipment. Although the number of preventable electrical source injuries is small relative to the total number of injuries during the period examined, many lost-time injuries could have been precluded and thousands of days lost from work could have been avoided.

(communication to the Secretary ?).-Dr. Pogue's presentation of the facts concerning the emerald deposits is very clear and convincing, and the only addition that I can suggest is a summary of previous theories of origin. He makes it evident that the pegmatite theory is the only one capable of explaining the existing relations, but upon certain details there may be some difference of opinion. If I understand the term pneumatolytic, it does not imply that all the elements concerned in a given deposit were transported as gases, but rather that the crystallization of these elements into the various minerals was favored by the presence of certain gaseous substances, notably H20, C02 and HF. It is highly improbable that the oxides of glucinum, aluminum, chromium, and silicon, which enter into the composition of the mineral emerald could have been transported in the gaseous form. The same is true of the metallic constituents of the parisite and other associated minerals. The explanation suggested, that solutions separated into liquid and gaseous portions, the latter ascending and forming the emerald in the upper portions of the rock only, therefore, seems to me untenable. When two formations exist side by side and one, A, is mineralized while the other, B, is barren, the possible explanations may he classed as (1) chemical, and (2) physical. 1. Some chemical feature of A not found in B might have caused crystallization of certain minerals in the former, which did not appear in the latter. In the present instance both rocks appear to be so similar chemically that no such effect can be looked for. Pogue mentions carbon as a possible precipitating agent, but describes both formations as carbonaceous, so that the difference in the minerals of the two can not be thus explained.

THIS note reports a determination of the melting point of germanium, and the liquidus of the Ge-Ga alloys; lattice constants of the a phase are given. The alloys were prepared by melting germanium (>20 ohm-cm resistivity) and gallium (99.6 pct) in evacuated silica tubes. The materials (50 to 70 g) were heated at 1000°C, held in the liquid state for about ¾ hr, and then cooled rapidly in the tubes. Points on the liquidus were obtained by thermal analysis which consisted of obtaining time-temperature data during heating and cooling the materials in high purity graphite crucibles and a helium at- mosphere. Temperatures were determined with a Pt—Pt-Rh thermocouple protected by a silica sheath. The couple was calibrated against a National Bureau of Standards calibrated couple and also against the freezing points of copper, silver, aluminum, and the 28.1 wt pct Cu, 71.9 wt pct Ag alloy eutectic. The samples for X-ray analysis were prepared by heating small pieces of the ingots in evacuated glass or quartz tubes at temperatures between 600" and 900°C for periods ranging from 2 hr to 22 days, periods deemed sufficient for equilibrium to be attained, followed by quenching in water. The heat-treated samples were ground to powder for X-ray analysis. The lattice constants of the germanium-rich phase (a) were determined with a baok-reflection focusing camera. The first study, completed in November 1979, identified the limits and potential gains from taking deeper webs with presently available equipment. The second on-going study discusses the conceptual design and benefits of a future system for taking very deep webs.
