A GROUP of 13 cities situated in Los Angeles and Orange counties in Southern California is engaged in constructing an aqueduct to carry water from the Colorado River at a point near Parker, Arizona, to a distribution point sear Riverside, California. The aqueduct will have a total length of approximately 241 miles, and is designed to deliver 1605 cu. ft. of water per second, or a little more than one billion gallons per day. The aqueduct crosses a barren, desert waste and the project includes approximately 91 miles of 16-ft. tunnel. The large amount of tunnel driving that has been done in this country in the past few years has resulted in some remarkable developments in equipment and methods. The building of the Colorado River Aqueduct, with its 91 miles of tunnels, has called on the best engineering knowledge in the country. New and better equipment has been designed for all phases of the work, and this equipment has been coordinated and adapted to the various conditions with a high degree of efficiency. The result has been that records for tunnel driving have been set under adverse natural conditions that exceed the estimates for progress under good conditions. All of the tunnels in the main aqueduct, except the Valverde and Bernasconi at the western end, have a finished diameter, inside the concrete lining, of 16 ft. Fig. 4 shows a section of the tunnel with the concrete lining in place. Fig. 5 illustrates the finished tunnel in three typical sections. The standard tunnel grade is 3.432 ft. per mile in the 16-ft. tunnels, but the Valverde and Bernasconi tunnels have a steeper grade and a finished diameter of 15 ft. 3 in. The rough bore of the large main aqueduct tunnels averages 12.95 solid cubic yards of material per foot of advance in timbered sections and 10.76 solid cubic yards per foot in unsupported sections.

OF the several professions-the chemist, the civil engineer, the mining engineer, the mechanical engineer-the courses of instruction, as arranged at the scientific schools, differ considerably as to the amount of practical information which the student is able to gain. The analytical chemist has facility for a very thorough review of the processes which he will be called upon to perform. The student in civil engineering by his field practice learns the use of his tools and the art of taking field-notes. The mechanical engineering student is in the vicinity of machine-shops, which he can visit, and at which he can work. The student in mining engineering has no such advantages. The mines are at a distance, and the railroad fare to get to them is oftentimes an insuperable difficulty. The aim of these laboratories is essentially to give to the student in mining and metallurgy a chance to study on a small scale the practical parts of his profession. We cannot, in a small laboratory, build a mine to timber, to work, and to survey; we cannot make artificial quicksands and other impediments to mining. In short, we cannot study exploration; but we can study the mechanical preparation and the subsequent smelting of ores. Before presenting the plan of these laboratories it may be interesting to indicate the progress of the idea from its beginning. During the summer of 1870 President Runkle visited the mines of Colorado, and while there, conceived the idea of making an expedition with the mining students to some of the Western mining regions. He talked over the scheme with many railroad and mining men, and everywhere received encouragement. In the summer of 1871 the Institute party visited the mines of Colorado, and spent six weeks in taking notes of them. President Runkle here conceived the idea of building up a mining and metallurgical laboratory ; and by the aid of Booth & Co. of San Francisco, a stamp-mill was obtained, with the Washoe silver-working apparatus. INTRODUCTION The history of the development of gold metallurgy in South Africa is divisible into two periods: That preceding the introduction of the cyanide process on a commercial scale in 1890; and the 24 years intervening between that important event and the present time. The period between the discovery of the banket reefs of the Witwatersrand and the year 1890 was one of phenomenally rapid progress in mining development, but of no special interest to the metallurgist. There were no strikingly original or distinctly local advances in the treatment of gold ores. Californian practice in stamp milling and amalgamation prevailed, in mills ranging in equipment between 5 and 50 stamps, operating within a wide range of efficiency, and under the trying conditions usually en¬countered in a new and isolated field. The somewhat incomplete records of gold output of that period show that in December, 1887, there were 20 producing companies in the Witwatersrand district, of which 10 had mills, the largest being of 20 stamps. The only official record of returns for May, 1887, was that of the Wemmer mine, whose modest achievement with a 5-stamp, mill was 100 tons crushed, producing 887 oz. 3 dwt. of gold. This is interesting in view of the .present-day output of this field, which in 1913 reached 8,430,998 oz. The rapid increase of production during this first period (May, 1887, to January, 1891) is shown by the following summary for the year 1890:1 Total tons crushed 702,828 Number of stamps in operation 1,046 Average number of tons crushed per stamp per day 2.36 Yield of gold, ounces 494,817 Yield per ton, pennyweights 13.36 The stamp duty ranged between 1 ½ and 4 tons per day, according to weight of stamp, fineness of screen, and operating skill available. The prevailing weight of stamp was about 900 lb., and the screen, 900 meshes to the square inch.

Previous to 1915, zinc refining had not become a general practice among the zinc smelters in the United States. Such refining as had been carried on was confined chiefly to remelting very high-leaded zinc, such as third-draw metal from the retort furnaces, and slab dross, and hard spelter from galvanizing pots. In this remelting operation, the lead and iron were settled out and the refined spelter obtained graded fifth class, ie., Prime Western. Owing to the presence of lead in most zinc ores, the bulk of the spelter produced by direct smelting is of this Prime Western grade. Careful selection of ores of low lead content gave purer grades of spelter, z.e., Brass Special and Intermediate; and smelters which could secure ores carrying practically no lead produced high-grade spelter. Thus, in general, the grade of spelter produced by any smelter was predetermined by the purity of the ore it could obtain. The needs of the warring nations of Europe for enormous quantities of cartridge and other high-grade brass resulted in such a demand for the purer grades of spelter that the available supply of lead-free and low-lead ores could not produce the quantity required. Prime Western grades went begging, so to speak, while high grades sold at times from 5 to 15 c. per pound over the Prime Western market. The great demand, coupled with the wide market margin, which permitted the inherent costs and losses, resulted in the conversion of the lower grades into higher grades by processes of refining. These conditions also accentuated the development and size of the electrolytic plants, which were being worked out at the time this increased demand for pure grade of metal occurred. The electrolytic process, where available, produces a higher grade of spelter from impure ores than does the fire process; a large portion of those impurities in the ore, which by the distillation process would be carried into the spelter, are removed in the leaching of the ores and the purification of the solutions. The refining process, adopted at a number of smelters for the purpose of converting low-grade spelter into grades suitable for bras4 was that of redistillation.

The manufacture of charcoal in kilns was declared many years ago, after a series of experiments made in poorly constructed furnaces, to be unprofitable, and the subject is dismissed by most writers with the remark that in order to use the method economically the products of distillation, both liquid and gaseous, must be collected. It is asserted with truth that the number of kilns required for a large production of iron would be so great that it is doubtful whether any works would be justified in making the necessary outlay for their constructiou, but it can also be asserted with equal truth that for any such production in a given locality the use of charcoal as fuel would be eqnally unjustifiable. It appears to have been forgotten that there were other manufactures besides iron in which large amounts of charcoal were used, but these consumers seen] to have been guided entirely by the results of the experiments of the iron men, who necessarily made the largest qnantity of it. Some authors speak in a doubtful way of the quality of the charcoal produced, and a few concede that with great care good charcoal can he made in kilns, but that most of the workmen do not like kiln 'charcoal. This is the real secret of the opposition to this method of manufacture. Most of these objections were written when charcoal was the most important fuel used by the iron manufacturer, and when what was a largeproduction of iron for several furnaces was less than that produced by a single modern one, in localities where other fuels can be had. Almost all that has been written on the subject related to the use of the fuel for the manufacture of iron in the blast furnace, where very peculiar properties are required, and where the qnantity produced is limited by the height of the furnace, and this in turn by the crushing resistance of the charcoal. A large production was, therefore, only possible when the best and hardest woods were used. Of all these objections there is not a single one which is not eqnally applicable to any method of charcoal manufacture, whether it be meilers, pits, or furnaces. Available high-fernperatzwe equilibrium measurements and other thermochernical data have been critically reciewed for sulfation reactions of the type: Recommended values for log K and ?Fo as junctions of temperature are given for thirty-six suck reactions involving twenty-six different metals. Methods of calculation and choice between conflict-ing data are discussed. SELECTIVE sulfation now enjoys a considerable renaissance as a metallurgical unit process due, in large part, to the available of the fluid-bed re- actor—a device capable of the close control of temperature and gas composition necessary for a successful sulfation process. An additional need, however, if sulfation chemistry is to be approached in a scientific manner, is a reliable body of data on the equilibrium and kinetics of sulfation reactions in simple and complex systems. This paper offers a critical review and compilation of equilibrium data on pure sulfates (simple systems). The last such review, by K. K. Kelley in 1935:30 has proven itself most useful, but the existence of many new data makes necessary a re-evaluation of the available information. The micrography and macrography of aluminum and its alloys present certain difficulties. Many of the difficulties attendant on the micrography have been removed by methods developed during the past few years, notably those of E. H. Dix, Jr.1 The development of grain size in aluminum and its alloys may be equally troublesome, yet comparatively little detailed attention appears to have been given to it. Satisfactory reagents are available for the development of such structurcs in ferrous and most non-ferrous metals, but those applied to aluminum and its alloys, i. e., alcoholic or aqueous solutions of sodium hydroxide or hydrofluoric acid are not entirely satisfactory. Hanson and Arch-butt,2 in speaking of these two reagents, state that "These two reagents give fairly satisfactory results, but they sometimes produce badly tarnished surfaces from which the surface deposit is difficult to remove." It has been our experience that neither of these reagents is to be entirely relied on for developing structures suitable for study or photography. This means that when the etch fails to produce satisfactory results the specimen must be repolished, through the 000-paper at least, and then etched with another reagent. This procedure entails a considerable loss of time, and the final results may not be all that might be desired. However, the reagent to be described, although not a panacea for all etching troubles, has improved results so markedly that it is felt that it & worth offering as a grain-size etch generally applicable to aluminum and aluminum alloys. Czochralski3 in 1915 mentioned the application of a solution of 10 to 20 c. c. concentrated hydrofluoric acid in 100 c. c. absolute alcohol, etching in this reagent being followed by dipping in concentrated hydrochloric acid soliltion.

The fact that intrusion of water into oil wells can be prevented by treating the sand adjacent to the well seems to have been only recently recognized. Swan1 mentions the process of solidifying naphthalene in strata. R. Van A. Mills2 recommends the use of materials such as sodium silicate and sodium carbonate, which react with oil-field water to form solid plugging agents. When a well is drilled in a new field the oil sands are found essentially devoid of water (Fig. 1). Unless a completely impermeable break exists over wide areas in the field, no water is found above the lower limit of the oil zone and no oil is found below the upper limit of the water zone. After considerable oil has been taken from the well, however, it is almost universal experience that water intrusion occurs. This intrusion may be of two kinds. The water may follow a path parallel to the bedding planes of the producing formation through loose streaks in the pay sand, as shown in Fig. 2, or the water level of the field may rise and enter the well by coning (Fig. 3). Water entering from the side is called "edge water," and that coming in from the bottom is called "bottom water.'' Many investigations have been made concerning the nature of plastic deformation and recrystallization of metals either in the form of polycrystalline materials or in the form of single crystals. However, similar work on strip materials composed of large grains as thick as the strip and having a high degree of preferred crystal oricntation has not been carried out extensively. Such materials are ideal not only for studying changes in single crystals under conditions where neighboring grains exert their influences but also for obtaining the complete change in orientation of a grain or group of grains during the course of plastic deformation and subsequent recrystallization. It is well known that first-order twins in the form of Neumann bands may be produced during the plastic deformation of ferrite crystals, particularly silicon ferrite crystals.l--3 Furthermore, it is believed that high-stress regions exist in the vicinity of these bands4. and it has been said that these banded regions would be active in recrystallization processes.5 Evidence to that effect in silicon ferrite had already been presented with photomicrographs showing recrystallization among Neumann bands during the early stages of recrystallizati~n.5,6 Similar evidence has been published for nonferrous metals5 Merging of fine parallel deformation bands during annealing to form twin bands of ordinary appearance in alpha brass has been offered not only as evidence of an active role being played by mechanical twins but also as evidence that such twins cxisted prior to recrystalli~ation.5 Proof that such new structures are actually first-order twins, or even twins at all, must be considered inadequate except for those cases where X-ray or optical data have been obtained to confirm the necessary oricntation relationship.7,8 A. B. Greninger has obtained excellent iliustrations of annealing twins in alpha iron.9 Since his material was previously deformed by sharp hammering, a process that generally induces Neumann bands, the existence of twins following annealing might suggest that they grew from mechanical twins. In connection with transformation twins in alpha iron, Greninger reported that grains containing three twin orientations occurred rarely and none occurred with three sets of well-developed bands.9 The work at the Pittsfield Works Laboratory on silicon ferrite in the form of large-grained strip steel deformed a small amount and annealed to partially recrystallize the grains indicates that the deformation and recrystallization processes that lead to annealing twins involvc more complex processes than the formation of Neumann bands and the growth of such bands. Some groups of annealing twins are obtained which contain not only three well-developed twin structures, but also contain more than one order of twins. It is also shown, in one case, that an interrelated group of twins did not arise within one single parent grain and, furthermore, orientations of grains in the group

HENRY MARION HOWE, in whose memory we are gathered together, was one of the great thinkers who develop from time to time to whom is given the rare gift of synthesis. Analysis is given to few, but synthesis, the ability to show the relation of all parts to each other and thus to give a clear picture of the whole, is reserved for the very few. Analysis can be achieved by honesty, intelligence, and industry, but synthesis is only given to genius Professor Howe's crowning achievement is the picture of the whole iron-carbon series shown in Fig. I, which places steel, malleable, gray iron, mottled and chilled irons in their proper relation to each other and shows the essential unity of the series. Perhaps his best statement of the case is found on page go of the Metallography of Steel and Cast Iron in these words: "Each member of the gray cast-iron series consists of the metallic matrix approximately equivalent to that member of the steel-white-cast-iron series to which it corresponds in percentage of combined carbon with its continuity broken up-by masses of graphite . . . " Apparently he had taken considerable interest in this idea around the turn of the century, for he refers to a discussion at the Franklin Institute in 1900 in which he said: "Though many others had probably conceived this relation between the steels and cast irons, it was here enunciated for the first time, so far as I know. It was received with great incredulity." The concept was explained in some detail in a paper on 'The Constitution of Cast Iron" presented before the A.S.T.M. in 1902 when Professor Howe was retiring president of that young society. In the discussion Dr. Sauveur stated that he was "very well acquainted with Professor Howe's theory of the constitution of cast iron," and went on to say that while he "shared it to the fullest extent, some foundrymen . . . claim cast iron is a metal entirely different from steel . . . that steel and cast iron have very little in common, and that therefore the knowledge gained in the study of steel is of little or no value in the study of cast iron." Dr. Moldenke, in discussing the same paper, said he had been working on the same theory for 12 years but he laid no claim to publication. Discussing the difference in the micro- structure of the metallic matrix, Professor Howe pointed out that "such minor struc- tural differences are indeed to be expected, because of the difference in the conditions under which these constituents are generated. "One difference in these conditions is that the steel of most micrographs has been either forged or at least treated thermally in such a way as to give a new structure radically different from that which formed during the initial solidification, whereas the cast irons have not. Hence what we see in the steels is a transformation structure, but in the cast irons a solidification structure. By giving the cast

My predecessor in the office of President of the Institute started a custom of visiting the various local sections, thus obtaining their points . of view and their ideas as to how the Institute can best serve the interests of its members. Exceedingly valuable- exchange of ideas was thus brought about. I am following this custom as far as the limited amount of free time at my disposal will allow me, and I trust that my successor in office will appreciate the benefit to be derived from following the custom thus initiated and will continue the swing around the circle of the local sections. The activities of the Institute are increased by the prestige gained from large numbers and I trust that every member of this local section will consider himself a member of the committee on increase of membership and will see if he is not able during the coming year to gain at least one new member for the Institute. This is a perfectly possible proposition for, although the membership of the Institute is at present approximately seven thousand, I feel sure there are at least seven thousand more men in the United States who are interested in mining, metallurgy or geology from the metal-mining point of view who would make admirable members or associate members of the Institute. The first consideration of the Institute as a body, and of each member as an individual, is to win the war and defeat the Huns. In order to accomplish this, the Institute, as a body, has cooperated with the other national engineering societies and the great bureaus of the Department of the Interior, the United States Geological Survey and the Bureau of Mines in forming committees to study and advise the Government on pressing problems of vital importance.

Palladium has a large capacity for the dissolution or occlusion of hydrogen; the gas also diffuses very rapidly through the metal. Palladium thimbles are widely used in the laboratory for purification of hydrogen by diffusion. The use of palladium filters could be extended to several large-scale applications if greater stability of the permeation process could be attained. In this paper a number of aspects contributing toward this goal are discussed, and new data on solubility and diffusivity are given. Palladium sheets of 0.005, 0.010, or 0.020 in. thickness were prepared by three procedures: casting and rolling, sintering palladium powder, and sintering palladium powder to which 0.1 pct thorium oxide had been added. Half-inch diam circular specimens were cut and clamped in a stainless steel holder provided with knife edges to seal the palladium sheet with soft copper gaskets. The seals were tested for leaks at l0-5 mm Hg. No difficulties from this source were encountered even after many temperature cycles in the system. The holder was silver-soldered to Kovar-glass seals and attached to the system through glass ball joints. Each joint was sealed with Apiezon wax and was adjacent to a cold trap. In several experiments the holders were fused directly into the system, eliminating the ball joints, to show that the wax did not affect the filter. Three filter holders were supported in holes in a stainless steel cylinder, which also acted as a temperature equalizing block inside the resistance wound furnace. The measuring thermocouple was inserted in one of the holders. A potentiometric controller with control thermocouple on the furnace heater winding maintained ± 0.2oC. Electrolytic hydrogen was purified and stored as shown in the flow diagram, Fig. 1. It could be admitted to either or both sides of the palladium specimens. Only a mechanical pump was used, for even high pumping speeds would not bring the pressure on the off-gas side of the filter below 10 to 50p Hg owing to the rapid hydrogen flow through the filters. A series of steady-state permeability studies allowed identification of several conditions of permeability loss. A constant fore pressure was maintained while the low-pressure face was pumped. After enough time had elapsed for a steady flow to be established the pump was cut off, and the rate of pressure increase in a thermostated bulb was measured to determine the flow rate. The time delay method of Daynes1,9 was adopted since it offered the possibility of determining solubilities and diffusivities. For each measurement both sides of the filter were evacuated for 15 min, which gave about 10-4mm Hg residual pressure. Hydrogen was admitted to one side or the other of the filter at a fixed pressure. The pressure on the off-gas side was observed as a function of time. A

A comprehensive report on extensive experimentation in degasification of the Pittsburgh Coal seam is presented. Detailed accounts of the procedures and results are given for permeability tests, vertical bore hole tests, measurement of gas flow from sealed drainage areas, horizontal rib hole tests, and water infusion tests. The removal of methane gas from coal seams in advance of mining is not a new idea with mining men—much attention has been given to the possibility for many years. In other parts of the world, a principal concern has been in the recovery and utilization of the gas and a number of successful projects have been developed in Europe and elsewhere. In this country, the principal motivation has been related to the safety aspect with some possible side benefits concerning costs and efficiency in mining as secondary objectives. To date, experimental work in this country has been largely or entirely exploratory to determine bed characteristics with respect to the liberation of combustible gases to investigate or establish the possibility of degasification in advance of mining and as an aid in projecting mine ventilation systems to provide for safe, effective and economical handling of combustible gases liberated during mining. With these objectives in mind, the School of Mines and Engineering Experiment Station at West Virginia University, in cooperation with the Christopher Coal Co. of Osage, W. Va., initiated some experimental work in May 1952 and the project has been more or less continuous since that time. The work has been centered entirely in mines of the cooperating company in Monongalia County, W. Va., and Greene County, Pa. LOCATION AND GENERAL CONDITIONS OF THE AREA The principal mining in the area involved is in the Pittsburgh coal seam which lies at the bottom of the Monongahela series of the Pennsylvanian. The Pittsburgh coal in the area is generally uniform in its structure and physical characteristics. The bed thickness averages about 7 to 8 ft and the coal has a characteristic blocky structure as the result of pronounced face cleats and definite, but somewhat less pronounced, butt cleavage. It is a medium volatile coal, averaging about 37 pct, and is marketed principally as a steam fuel and for metallurgical purposes. The Pittsburgh coal outcrops along the Monongahela River and dips gradually, but not uniformly, slightly north of west (about N75°W). The westward extensions of the bed, from the areas contiguous to the Monongahela River which have been heavily mined, constitute the principal reserves and are all well below drainage with the depth of cover increasing with the distance from the river. In general, with deeper cover, it may be expected that methane liberation will be more of a problem in future mining as compared to areas mined previously; therein lies the interest in possible de-gasification in advance of mining. Fig. 1 shows the Pittsburgh coal area in the vicinity of Morgantown in Monongalia County, W. Va., and Greene County, Pa., in which the experimental work discussed is located. Fig. 2 shows the contours on the Pittsburgh coal in the test area. It will be noted that the first two bore holes for the experiments were at the edge of a bench or terrace with considerable change in the gradient in the immediate vicinity of the test holes and that the same general condition applies to later test areas. Mining is intensively mechanized in the area and in the mines involved in the experimental work with corresponding rapid advance of working faces a typical characteristic. The terms kaolin, china clay, ball clay, and paper clay are more or less loosely and interchangeably applied to a large class of white-burning clays. These clays are made up chiefly of hydrous amorphous (colloidal) aluminum silicates with variable amounts of free silica and other impurities in small quantities. Occasionally also the term kaolinite is wrongly applied to a white-burning clay, for kaolinite is a mineral of definite chemical composition and definite crystalline form which occurs but sparingly in nature. It is not the purpose of this paper, however, to define or classify clays, or to enter into a discussion of the chemistry of clays. It is rather a general description of the occurrence and methods of mining of a kindred group of clays, and a discussion of their future economic aspect. In the Southern Appalachian States, the mining of white-burning clays has in recent years become an important industry. Although these clays are of several distinct types, which occur in as many localities under different geologic conditions, they are for the most part primarily of the same origin. They are essentially the same in elementary constituents, and are largely consumed in the game industrial arts. From the standpoint of a mining engineer, therefore, and for convenience in comparison and correlation, it should be interesting to discuss them under one heading. Kinds of Clay The most important types of clay which are now being actively mined in the Southern Appalachian States and with which this paper is particularly concerned are the North Carolina, Virginia, and Georgia kaolins or china clays (residual); the South Carolina and Georgia kaolins or paper clays (sedimentary); and the Florida and Tennessee plastic kaolins or ball clays (sedimentary). Other varieties which are interesting but which are as yet of little importance are the pocket deposits of white clay in Augusta County, Virginia, the bauxitic kaolins of Tennessee,

It frequently occurs in the establishment of reduction works, in an entirely new and untried mining district, that the metallurgist in charge finds considerable difficulty in determining the process best adapted to the ores which he receives for treatment. At the first glance it would seem easy enough to decide what style of furnace is best adapted for beneficiating any one class of minerals. If the ore possessed a quartzose gangue and was comparatively free from base metals, while salt could be obtained at a reasonable price, one would naturally resort to a chloridizing roasting, and pan or barrel amalgamation for the extraction of its silver contents. If galena or carbonate of lead was the prevailing mineral, and charcoal could be obtained at moderate figures, the blast-furnace would beneficiate the ores most advantageously. But if, as is usually the case in Colorado, the ores consisted of an intimate mixture of galena, zinc-blende, copper-pyrites, and noble silver minerals, associated with an overwhelming mass of siliceous heavy spar, or limestone gangue, the common reverberatory furnace can be used to the greatest advantage ; and, although the product is only a copper matte, I do not hesitate to affirm that it can be treated, and the silver, gold, and copper produced at nearly the same price for which silver and lead can be separated. In Germany, blast-furnaces are frequently used for this same purpose, both for argentiferous and non-argeutiferous copper ores; but any one who will take the trouble to examine the statistics of smelting at Fahlun, the Oberharz, and other Continental works of this description, will see that the expenses are far too great, and the production much too small to think of employing this method in our mining districts, where only the softest and most miserable kind of charcoal is obtainable. I propose in this paper to give an accurate account of the expenses incurred at the Mount Lincoln Smelting Works in treating the same kind of ore, and producing the same end-product in both blast and reverberatory furnaces. I have taken for comparison a favorable campaign of the blast-furnace, and a good average month's running of the reverberatory. In the blast-furnace estimate I have included the calcining and concentration of the matte produced during that campaign, as I always, when possible, concentrated the regulus made

President Allende says he will expropriate all American investments in Chile and he's already well on the way to accomplishing this objective. What the average observer doesn't realize is that this has not only created big lossess for the copper companies. It could also take a chunk out of the U.S. taxpayers' pockets. Premier Castro expropriated the U.S. taxpayers' investment of over $100 million in the Nicaro (Cuba) nickel and cobalt operations-and U.S. Government protest over the loss was never heard above a whisper. Where the taxpayer comes in today is through the Overseas Private Investment Corporation, which was set up to guarantee U.S. companies' foreign investments against losses due to political changes. As of now, metals firms hold more than $300 million worth of obligations against this U.S. Government agency. The agency itself may not be able to raise more than $85 million, and a supplemental appropriation may be needed to meet its guarantees.
