MAN?S desire to harden metal is older than recorded history and obviously would date from the moment when he found his implements were not equal to the demands of service. This need for hardness in metal may be divided roughly into two main classifications: (1 :I need for hardness through- out-for purposes of greater strength or elasticity of the whole implement or member, and (2) need for surface hardness alone. A strong steel needed to transmit stresses or resist de- formation is an example of the first class. In metals only surface- hardened, the chief need is for resistance to wear. Obviously the whole gamut of all uses can be imagined- from the extreme of a simple cantilever supporting a load in space to that of a solidly supported face plate serving to resist wear. It is the in- creasing of wear resistance which I propose to discuss.

THE-Institute of Metals Division opened on Tuesday afternoon with Wheeler P. Davey as chairman and G. E. Edmunds as vice-chairman. Four papers were on the program, two being of a fundamental character. A paper on "Internal Surface in Minerals and Metals," by R. S. Dean and J. Roster, was presented by the latter; C. H. Gottschalk discussed coercive forces in powders. In answer to a question by the chairman. The author stated that he had not investigated [he temperature coefficient of resistance. A paper on "Recrystallization and Grain Growth in Cold Worked Polycrystalline Metals," by L. W. Eastwood, Arthur E. Bousu, 'and C. T. Eddy, was presented by Mr. Eastwood. A. great many quantitative data were given, with little reference to the theory. Theoretical considerations were discussed by Dr. Gottschalk, and C. A. Edwards of the University College of Wales, contributed very interesting comment on the relationship of size and critical strain. Dr. Edwards discussed the necessity of considering strain with time and temperature.

Ore deposits in the Southern Appalachians are ( 1) sedimentary or syngenetic, ( 2) epigenetic, and ( 3) residual. In general, deposits characteristic of high temperature and pressure are found in the Blue Ridge and Piedmont provinces and those of low and intermediate temperature and pressure, including the sedimentary ores, are found in the Valley and Ridge and Appalachian Plateaus provinces. Residual deposits are present throughout the area. Recognition of several periods of intrusion and metamorphism in the Appalachians has changed former concepts which held that most mineralization was of late Paleozoic age in a zonal pattern including all four provinces. Many deposits probably are of early or midPaleozoic age. Similarly, recent studies in geomorphology indicate that the formation of residual deposits is a continuous process and not related to specific cycles of peneplanation.

PURE copper that has been allowed to oxidize at an elevated tempera-ture in the air is found to be covered with two distinguishable layers of oxide scale. The outer of these, which is very thin, is composed of cupric oxide, while the inner layer, comprising the bulk of the scale, is made up chiefly of cuprous oxide (Fig. 1a). If a small quantity of an alloying element, such as silicon, is present in the copper, silica particles are found disseminated through the cuprous oxide, deposited most abundantly near the metal surface, and, in addition, silica particles occur to a limited depth within the copper itself (Fig. 1b). It is this inner layer, composed of oxide particles precipitated in a matrix of metallic copper that is known as the "subscale" or the zone of internal oxidation. Under a low oxygen pressure it is possible to produce the subscale without the formation of external layers of copper oxides, thus leaving the metal surface bright and apparently clean while oxidation has occurred, in fact, to a considerable depth within the metal (Fig. 2). Although little is yet known in a detailed way of the mechanism of internal oxidation, the general nature of the process is evident. By virtue of the considerable solubility of oxygen in copper,1 it is possible to bring the alloying element in contact with oxygen within the metallic solid solution. If the oxide of the alloying element is more stable than cuprous oxide, the foreign oxide may form and, since most oxides are relatively insoluble in copper, it will not long remain in solution, but will separate as a precipitate. As the metallic solute is exhausted in the zone of precipitation, oxygen that is constantly being supplied at the surface diffuses farther into the alloy and thus produces an ever-thickening shell of subscale. The distribution of the reacting elements in the subscale and adjoining zones must be somewhat as indicated in Fig. 3. The conditions requisite to internal oxidation to be anticipated are thus: (1) a solubility of oxygen in the alloy, (2) the ability of oxygen to diffuse at an appreciable rate into the alloy, (3) the possibility of the

TO THE BOARD OF DIRECTORS AND MEMBERS OF THE AMERICAN INSTITUTE OF MINING AND METALLURGICAL ENGINEERS GENTLEMEN Submitted herewith are the report of the Treasurer for the year 1937 and the reports for the same year of the following standing committees: Admissions, Membership, Papers and Publications, Library, Student .Relations, Speakers for Local. Sections and Student Societies, and Mining and Metallurgy. To these reports members are referred for further details. Finances.-Income for the year was the largest since 1930, the figure being $189,394, an increase of $18,803 compared with income for 1936, exclusive of a special Rocky Mountain Fund appropriation of $2500 in that year for visits to western schools and Local Sections. Major items of increase were: $8,000 from current dues and arrears; $7,700 from advertising in MINING AND METALLURGY and the two periodical "Technologies"; and $4,800 from sales of TECHNICAL PUBLICATIONS (pamphlets) and TRANSACTIONS volumes for both current and former years. Initiation fees and clues from new members declined $2,300, principally because of the larger 'proportion of Junior Members to Members among the new enrollments. Junior Members pay no initiation fee and dues are $10 compared with $15 for Members.

THE Alaska Juneau mine has been developed through an adit driven at the elevation of the top of the mill and all mining is done above this main haulage level. As a result of wholesa1e"mining operations about 11,000 tons rock containing one dollar' per ton in gold is, hauled to the. concentrator during every 24 hr. Due to the method of mining, whereby a system of oreways delivers-the.ore direct from the stope to the bottom level of the mine, no tramming of ore is done on any of the upper levels. However, ;in doing exploratory drifting and crosscutting on the upper levels, the broken material is trammed by hand in 1-ton 18-in. gage cars to a nearby raise connecting with one of the several oreways. This constitutes the only tramming operation except that on the main level.

AS BOTH South Africa and diamond mining are unfamiliar subjects it seems best that on such an occasion as this I should endeavor to reflect the atmosphere of the place and to picture the mines from an industrial rather than from a technical standpoint and, because of long absence, my remarks must necessarily be sketchy and in some particulars not up to date. The preferable route to South Africa is via England, direct steamers from America being inferior as to service and effecting no saving of time. The newer boats are of about 20,000 tons capacity and very comfortable. Seventeen days are required for the voyage and only one stop is made-that at the island of Madiera, three days out. THE Executive Board of The American Engineering Council met in Pittsburgh, May 26 and 27. Its actions on the licensing of engineers and on the Employment Bureau are printed at length elsewhere in this issue. The board announced plans purposing the solution of the national problems of water power and forestry, upon which "the industrial development of the nation and the standard of living of future generations largely depends. The whole Federal water-power situation is in so critical a condition that immediate constructive action by the Government to conserve the public interests, involving vast consequences of economic and Federal policy, is necessary. After a long discussion during which the water-power problem as it affects Government reorganization was reviewed and Henry Ford's Muscle Shoal's plan was discussed, the board decided to lay the entire question before President Harding. A national movement to conserve the nation's forests, in which engineers, the U. S. Forestry Service, the forestry services of the states, universities and technical schools, and other groups such as the farmers, the railroads, and lumbermen, shall pool their efforts, was set in motion by the engineers. The work will be in charge of a Reforestation Committee of the Council, headed by Charles H. MacDowell of Chicago. Mov-ing picture interests will be asked to aid. The board pledged its support to President Harding in his plan for Government reorganization. In adopting the report of its Committee on Public Affairs, headed by J. Parke Channing of New York, the Executive Board of the council determined, in the event of the failure of the President's efforts to bring about greater economy and ffieciency in national affairs by regrouping of Federal functions, to press independ-ently a nation-wide movement for the establishment of a Department of Public Works. Progress in a national survey of the two-shift day in American industries was reported by the Council's Committee on Work Periods in Continuous Industries. This survey, called the most extensive of its kind ever made, has been in progress for more than a year; and purposes an exposition of industrial conditions which shall form a basis for establishing the relative merits of three shifts of eight hours each and two shifts of twelve hours each.

In parts I1 and II2 of this series, there were presented results of investigations on the age-hardening of an aluminum-copper and an aluminum-magnesium alloy. It was shown that the simple precipitation theory of hardening3 adequately explained the aging phenomena, including certain so-called "anomalous" behaviors which had caused other investigators to reject or modify the precipitation theory. However, these papers did not discuss the double aging peaks, which have been stressed in recent articles by Dr. M. Cohen4 and Dr. M. L. V. Gayler.6 The present paper is devoted to an explanation of this "anomaly." Fig. 1 is a generalized schematic representation of aging curves at different temperatures. Wildcat drilling for new supplies of gas and the expansion of previously discovered oil and gas pools were the principal petroleum activities in West Virginia .during 1942. Much of the new gas exploration is still uncompleted and still indecisive but various wildcats made substantial extensions to existing pools. Out of 53 wildcats drilled 27 resulted in commercial gas and 6 in commercial oil. Four of the oil discoveries also had commercial gas. No strictly new pools of oil or gas can safely be described as discovered but several scattered oil and gas wells previously drilled have been confirmed as the openers of definite pools; also, various completions closed wide gaps between apparent gas pools already discovered. The proved oil territory of the state was increased about 4850 acres and the proved gas territory about 51,000 acres. The new proved oil reserves should about balance withdrawals and the new gas may represent a substantial increase. Aside from the drilling in four rather lively pools, oil activity was slight because of unfavorable operating conditions and prices. Gas drilling also declined for reasons beyond the control of the operators. The account of operations, as gathered from trade journals and other reporting services, shows that 797 new wells were drilled, providing 119 new oil wells with 2762 bbl. of daily new production; 536 new gas wells with 1,228,501,000 CU. ft. of daily open flow: and 142 dry holes. Also... 76 old wells were drilled to deeper sands, with 71 bbl. and 26,034,000 cu, ft. of added production. On the new wells the oil average was 23.21 bbl. per well per day; and the gas average was 2,270,406 CU. ft. per well per day. On new wells the ratio of dry holes to completions was 17.82 per cent. On deeper drilling the ratio of failures was 21.05 per cent. Production of oil for the year was estimated by the Oil ad Gas Journal as 3,492,000 bbl., as compared with 3,378,000 bbl. in 1941. Production of natural gas for the year is estimated by the author as 220,000,000,000 cu. ft., as compared with the U. S. Bureau of Mines final figures of 207,000,000,000 cu. ft.* in 1941. General State op Industry Leasing of wildcat acreage increased considerably. The total land of all classes under lease may now exceed 5,000,000 acres. Taking into consideration completions, abandonments and corrected figures or estimates, Table I shows cumulative and late annual statistics. New Pools and Extensions Table 2 shows the principal areas of drilling activity during 1942. Various consolidations of territory, hitherto treated as separate pools, have been made. in addition to these active pools, extensive drilling was done in numerous other areas where pool boundaries can hardly be defined. I. INTRODUCTION. SINCE the discovery of silver at Cobalt, Ontario, in 1903 more than 100,000,000 oz. of silver have been produced b: the mines in the Nipissing district, and there is reason to believe that at least as much more will be produced in the next five years. The estimated value of the aggregate output o ore to the end of 1910 is $48,327,280. The ore yielded 93,977,833, oz. of silver and was mined at a net profit of about $26,000,000. For 1910 the production was 30,558,825 oz. valued at $15,436,894, and yielding a profit of about $9,000',000 The details of the production of the Cobalt district for the years 1904 to 1909, inclusive, are given in Table I. SECONDARY copper1 has &come more or less of a bugbear generally. What is its influence is often the subject of heated argument. The inedapable fact usually quoted is that since in 1929 primary production of copper in the United States was 1,026,348 tons and secondary production was 626,550 tons, there- fore, 0.6 lb. of secondary is produced for every pound of primary, and "How can you get around that?" The matter seems very plain, now that I have reached my conclusions, but they are the result of much laborious study and research. I shall show that' the production of secondary copper is not 0.6 per lb. of primary, in spite of statistical appearances; that the production of secondary is a function of primary production rather than of price; that secondary production has 'only a sub-. ordinate influence on the price of copper and then only in abnormal times; that there is not an accumulating reservoir of secondary from which the country is some- time to be drowned in copper, as is believed by some, or a reservoir from which we are going to draw much needed and more or less inexhaustible stores in the future, as is believed by others; and finally, that the United States always produces more copper than it uses and exports the surplus. These are all controversial points, and for that reason and to anticipate argument I have set forth my reasoning in considerable detail.
