The areas of concern lay in the processing of, and the subsequent hearing into, Waihi Gold's resource consent applications to extend Martha Mine. The proposed amendments to the Resource Management Act 1991 might see the introduction of contestability in the processing of applications - which would have assisted Waihi Gold; and the use of commissioners to hear the applications, with a right of appeal to the Environment Court on points of law only. It is also proposed to have major applications heard directly by the Environment Court. If Waihi Gold's applications had been heard at first instance by the Court, the delays in time and associated costs would have been reduced. However a hearing by commissioners only would not have been satisfactory, there being no right of appeal against the conditions of consent, which if implemented as granted by the Councils would have had a significant impact on the costs associated with the extended project.

Introduction In 1986, the US economy passed the $4 trillion mark. However, the value of domestically processed materials of mineral origin fell slightly to $240 billion. The value of metals produced from US ores was unchanged at $5.6 billion, as was recycled scrap at $4 billion, while the value of industrial minerals rose slightly to $17.9 billion. Consumer demand strongly affects mining and the US economy is relatively saturated with longlived products. Moreover, in recent years there has been a steady increase in consumer, mortgage, and federal debt, inhibiting new purchases of goods. Motor vehicles and housing are major traditional markets for mineral materials. However, the 242 million US citizens already possess 170 million licensed motor vehicles and 92 million dwelling units. In 1986, domestic motor vehicle production fell 3%, to 11.3 million units, while new housing starts rose slightly to 1.8 million units. Nearly all mineral commodities move relatively freely in world trade. As detailed in Figs. 1 and 2, in the last three decades world production of major mineral materials has greatly increased. At present, substantial excess productive capacity exists not only in the US but also in many other countries. Consequently, the US mineral industry is encountering increasing competition from other sources, along with increasing competition from newer, engineered materials. For example, US production of plas¬tics has risen from 900 kt (1 million st) in 1950 to 22.7 Mt (25 million st) in 1986 - on a volume basis significantly greater than steel. Plastics, too, are mineral-based materials, some 7% of petrochemicals going to their manufacture. 1986 saw increased calls for protection. But President Reagan, in his 1987 State of the Union Message and Economic Report to the Congress, reaffirmed adherence to a policy of free and fair trade. However, he stressed the need for increased efforts to open foreign markets to US exports and to increase competitiveness of US industry US imports of mineral-based minerals in 1986 were valued at $40 billion and exports at $24 billion. Strategic minerals As detailed in Fig. 3, imports supplied a significant proportion of total US consumption of several important materials, including many classified as "strategic and critical." There were no changes in stockpile policy during the year. Congress debated the President's 1985 proposals to reduce stocks of World War II-type materials and to focus more on high technology materials needed for the cutting edge of future military material. But no final action resulted. However, Congressional concern about apartheid in South Africa did result in increasing pressure to limit imports of South African minerals. Meanwhile, the National Critical Materials Council in the Executive Office of the President intensified its efforts to be better able to advise the President. During the past few years, the Pittsburgh Research Laboratory of the National Institute for Occupational Safety and Health (NIOSH) examined and characterized conditions at a majority of the underground stone mines in the United States. Observations at these mines revealed a limited degree of roof monitoring beyond visual inspection and sounding. When monitors are used, they typically require the miner to measure movement at the roof. If conditions are unstable, the mine rmay be in a hazardous situation while recording data. Based on this scenario, researchers surmised that a simple, inexpensive monitor with the capability of recording data at a distance from the mine roof would be a safer way to gain the information. Additionally, more widespread use of monitors could potentially lead to better understanding of roof movement in general. A monitor to meet this need was designed, tested, and subsequently improved as experience was gained in its’ use at a number of underground stone mines. The Roof Monitoring Safety System (RMSS) can provide an initial indication of movement in roof beams. By understanding and measuring roof movement in underground mines, the potential for injuries and fatalities to mine workers from falls of ground can be reduced. Also, officials at a mine with a history of data are better prepared to make a decision on remedial actions in the event of ground falls. This paper will outline the evolution of the RMSS and how it can be used in a comprehensive proactive ground control safety program. Also included is a case history describing how the RMSS was used in an evaluation of the effectiveness of a mechanical impact scaling machine at an operating limestone mine.

On-line monitoring of low rank coal quality during input to a process has the potential to provide benefits through: ò anticipation of coal quality variations prior to utilisation; ò provision of a tool to help determine the influence of coal quality on process behaviour, and ò provide a direct measure of coal quality for pricing. Moisture and ash are the two most significant coal quality parameters for combustion. They determine the energy content which can be derived from the coal and the problems arising from the presence of ash in the process (eg ash fouling, corrosion, erosion, particulate emissions and ash disposal). Extensive pilot-scale testing and full-scale experience has shown that specific coal/ash constituents (eg Na2O/ash ratio, acid-soluble aluminium, silica, sulphur contents, etc) are also important for the behaviour of Latrobe Valley brown coal during combustion, ash formation, deposition and removal of ash in precipitators and furnace ash hoppers. This paper discusses the range of on-line analysis techniques which have been investigated and their application to low rank coal analysis. Preliminary results from a joint SECV/CSIRO project which aims to develop two separate advanced instrument systems are also presented. These systems are based on: ò microwave attenuation and phase shift - for direct determination of moisture content; and ò inelastic neutron scattering - to provide total hydrogen, carbon, chlorine and ash contents, with potential for calculation of moisture content, specific energy, sodium content and Na20/ash ratio using correlations.

Increasing use of pressurized-face tunnel boring machines in North America has produced a similar increase in the application of precast concrete tunnel linings. Where a pressurized TBM is needed, immediate ground support and ground water pressure resistance is also required. A segmental lining installed within the TBM tail shield provides the only available means of providing such a sealed lining. This paper addresses new developments in North America in lining applications and design. For the purposes of this paper, a precast concrete tunnel lining is defined as a tunnel lining constructed using precast concrete segments that are assembled into a lining ring. The lining rings are connected adjacent to each other to form a tunnel lining. Each segment has a sealing gasket around it so that when the lining is completed, it provides a fully waterproof lining system. The ring is erected within the tail shield of the TBM and the annular gap around the ring is filled with grout as the machine moves forward. The ring is not expanded and normally provides the finished lining of the tunnel with no requirement for a second pass lining. The TBM has a series of hydraulic rams that push on the leading edge of the segmental lining to provide the sole system of forward propulsion for the machine. The rings are tapered, being longer on one side than the other. This allows the rings to be installed either on a curve or in a straight line depending on the rotational position of the rings.

An assessment of U.S. western hardrock miners? noise exposures was conducted as part of a multi-year National Institute for Occupational Safety and Health (NIOSH) survey of noise exposures in each sector of the mining industry. Noise from selected mining equipment and operator noise exposures were measured, analyzed and tabulated for dissemination to the participating sites and are being used to direct NIOSH research and interventions to address the greatest noise hazards. Eighty-two noise dosimeter measurements were obtained, along with time-motion studies as the miners operated hardrock mining machines. Of the operators, 96% had daily noise doses that exceeded the U.S. Mine Safety and Health Administration?s (MSHA) permissible exposure level. The average gold miner dosages while operating the following equipment were: haul trucks - 261%, load-haul-dumps (LHDs) - 235%, single boom drills - 221%, bolters - 214% and dual boom drills - 163%. The worst exposure level was a silver miner with a daily dose of 873%. Time-motion data showed that this miner?s exposure accumulated most rapidly while operating a jackleg drill. These results will be used to help prioritize noise control development by NIOSH and other partners.

The distinction between real estate ownership and that of interests in the property is fundamental to the appraisal of mineral properties. This distinction affects the nature and understanding of security of tenure and, consequently, the perception of what constitutes fair value. Legal matters are a particular concern because of their influence on security of tenure, ownership definition and use restrictions. The dynamics of the market and the complex interrelationships between the factors of production define value at a specific point in time for the bundle of rights, interests and assets that constitute a mineral property. Because each mineral property is unique, physically immobile and of a wasting nature, its usefulness to its owner and society must be optimized. The US Appraisal Institute (2001) classified the forces that affect land use as the cultural, political and economic attitudes of society. These forces culminate in laws that often dictate the purposes for doing appraisals. Once the legal definition of the asset is understood, valuers can decide on the valuation process that will support the final valuation approach.

The extractive industry has been faced with a situation where there has been no systematic and formalised training and education structure available. Previous structures which were available, e.g. the quarrying diploma and the mining papers as a part of an engineering degree, have suffered the same fate as the Dodo. They are now extinct.   In providing for a training strategy, the past strategies need to be examined and reasons behind their demise examined. This paper examines the reasons for past failures in education and training in the extractives industry, the factors that need to be taken into account in creating an education and training culture, the strategies required, the Government regulations and trans-Tasman agreements, and the quality management which must surround the entire training programme.

During the last two decades, China has expanded its iron and steel industry very quickly, from less than 100 Mt/a steel production to over 700 Mt/a. It caused big increases in both domestic iron ore production and imported iron ore quantities year by year. The mode of iron ore supply has changed from almost all domestic supply to major tonnes of imported ore plus domestic ore supply. Over 200 blast furnaces with volumes larger than 1000 m3 each have been built and put into operation. Sinter machines have been enlarged quickly. There are now 135 sinter machines with =200 m2 sintering area each. Pellet production increased from 11.94 Mt in 1999 to 210 Mt in 2011, resulting from rapidly increasing domestic concentrate supply and rapid development of the grate-kiln process. The typical ferrous burden constitution is high basicity sinter plus pellets plus lump. The pellet proportion increased and the sinter proportion decreased gradually. A lot of technical improvements, like deep bed sintering, sintering with a high ratio of limonite, composite sintering, pellet process optimisation, a high ratio of hematite in pelletisation, blast furnace operation with low-grade ferrous burdens and hazardous element control, etc have been made to enhance iron burden quality and to reduce hot metal cost. Chinese iron and steel production is expected to increase slightly in the next few years. Its overcapacity should be controlled effectively. Given the variations of iron ore supply, pellet production will keep progressing in terms of production scale and pellet quality, the sintering process will be improved further by various measures to utilise different ores efficiently, and ferrous burden constitution will be optimised continuously to realise the lowest cost of hot metal production.CITATION:Sha, Y and Wang, Z, 2013. A molten metal granulator was designed and fabricated at the U.S. Dept. of Energy, Albany Research Center, for granulation of precious metal-bearing alloys and slags. The system was designed to safely granulate a metal alloy at a temperature of up to 1,600°C at a rate of roughly 50 kg of alloy per minute. The primary water jet was supplied by a 18.6-kW, 600 liter per minute pump which provided approximately 600 kg of water per minute through the primary jet. Two 3.7-kW, 150 liter per minute auxiliary pumps provided additional wash water to wet the granulation trough through 4 secondary jets, which were placed at either side of the primary jet. The water supply was closed-loop, including a 37,850-liter supply tank and 22,710-liter recovery tank. Magnetic separators and particulate filters were included for collection of the finest fraction of the granulation product, which cleaned the water sufficiently for continuous recycle.

"Falconbridge Copper's Lac Shortt gold mine is located in northern Quebec approximately 300 km northeast of Val D'Or and 100 km west of Chibougamau (Pig. 1). Engineering for the mill commenced in early 1983 with a feasibility study. The plant was commissioned in the fall of 1984 at a capital cost of approximately $12 million. Design capacity was 750 tpd which was increased in the fall of 1985 to the current level of 1200 tpd.The ore at Lac Shortt is free milling, grading an average of 5.5 g/t gold which is finely disseminated throughout the host rock. Pyrite at 3 to 5% by volume and traces of copper mineralization are also present.Some of the latest gold processing techniques known at the time of design were incorporated into the mill. These include carbon-in-pulp, pressure stripping, electrowinning of pregnant solution and induction furnace refining. The plant also features several innovations such as a unique interstage carbon retention screen in the CIP circuit and the outdoor location of the cyanidation feed thickener, mill solution tank and reagent storage silos despite -40° Celsius winter temperatures.This paper describes the current mill process and discusses some of the problems encountered during the first two years of the plant's operation. CRUSHINGThe Lac Shortt surface crushing facilities are located in a separate building, isolated from the wet processing circuits for dust and noise control reasons. The crushing plant equipment was originally utilized at the Manibridge operation in northern Manitoba where it had been designed to operate at 135 tph. However, at Lac Shortt a rate of only 80 tph has been achievable to date, mainly due to the hardness and frequently slabby breakage characteristics of the ore. Therefore, in order to meet fine ore requirements at the current mill throughput of 1200 tpd, the crushing circuit is run seven days a week. 24 hours a day. Availability has been averaging 65%."

One of the oldest mine supports in use today is timber cribbing. In many mining operations material, installation and maintenance costs for timber cribbings are substantial. Their performance characteristics also add to mining costs. During the 1970'6, the U.S. Bureau of Mines recognized many of the deficiencies of timber cribbing and very successfully initiated the development of steel-fiber- reinforced (SFR) concrete blocks. Since the early 1980's this SFR concrete cribbing has been manufactured as a high quality product which has found increasing acceptance by mine operators. The rapid acceptance of the SFR concrete block cribbing has proven that its use is eliminating many of the deficiencies of timber cribbing while providing superior load carrying capability. The use of SPR concrete blocks to build the cribbing is based on the same principle as wood. That is, stacking longitudinal, rectangular blocks in layers in a crisscross manner. The blocks are positioned at right angles to the blocks of the layer below. With this situation, the possibility of misalignment exists when the concrete blocks at the base are not placed exactly parallel or when the blocks of the base are subject to unequal settlement. Such misalignments creates localized, high stress areas which reduces the load capacity of the cribbing made from SFR concrete blocks. Recognizing the problem of misalignment, the Underground Supports Division of Commercial Shearing, Inc., conceived a circular, one-piece, steel-fiber-reinforced concrete cribbing which is being marketed under the name - Donut Cribbing. This concept eliminates the possibility of misalignment and provides 100% bearing between layers of stacked cribbing as well as other advantages. The purpose of this paper is to discuss the performance characteristics, installation speed and economical factors of each of the three cribbing types -- timber cribbing, SFR concrete block cribbing and SFR concrete Donut Cribbing.

In the past, mining has represented between 11% and 12% of the gross domestic product (GDP). In 1982, mining contributed over $150 million to the estimated $1.4 billion GDP.2 Overall economic growth for 1983 was projected at about 2%, primarily as a result of increased tourism. The inflation rate remained at or fell below the 1982 level of almost 4%. The Government continued its efforts to strengthen the industrial base by improving infrastructural systems and the establishment of a free trade zone. Laws against property ownership by foreigners or foreign-owned companies were strengthened, but the prohibition was softened to allow for close family inheritance. Otherwise, Government approval must be obtained to retain property acquired through inheritance, court order, mortgage, or other means. Special consideration was granted to foreign investors seeking to promote industries beneficial to the economy.

Dense medium drum separator efficiency was analysed at two Western Australian iron ore concentrators. Efficiency data had hitherto been difficult to accumulate due to the high cost of analysing representative, and therefore large, coarse ore samples. To overcome this problem, recoverable density tracers, which are in effect artificial mineral and gangue, were manufactured in three different sizes (15 mm, 30 mm and 60 mm). Their use enabled partition curves to be studied within one hour of conducting a test: separation densities were generally lower than the feed medium density for all three sizes of density tracer. For a given set of operating conditions, the smaller tracers had lower separation densities and larger ecart probab/es than the large tracers. These phenomena are explained with the aid of a conceptual model of a drum separator, which assumes that the feed ore plunges to the bottom of the drum upon introduction. Particle rising velocities are, therefore, process determining.Medium rheology was altered by adjusting the proportion of solids in the pulp. This was accomplished by changing both the pulp density and ferrosilicon/magnetite ratio. Higher solids volume fractions invariably caused a decrease in separation densities and an increase in ecart probables, most markedly for the smaller tracers. A similar response was observed when feed tonnages were raised.An explanation for these phenomena is sought in the discussion which also suggests means of improving drum separator efficiency.

Industrial Minerals production in New Zealand is limited in both quantity and range, but imported in quantities that make New Zealand the world's biggest consumer per head of population. The use of industrial minerals is assured as both population and standard of living increase regularly. But to develop these minerals in the New Zealand environment requires the mineral, or its market (both local and export), to have characteristics that negate the remote geographical location. Volume and/or uniqueness can achieve this.

The effect of the amount of cold reduction and annealing temperature on the evolution of the texture of AISI 441 steel is reported. The steel was cold rolled by 62%, 78%, and 82%, followed by isothermal annealing of each sample at 900°C, 950°C, and 1025°C for 3 minutes. The crystallographic texture was determined by Phillips X?Pert PROMPD texture diffractrometer. Microstructures were characterized using optical microscopy and scanning electron microscopy (SEM).The results show that sample that received 78% cold reduction and annealing at 1025°C presented the highest Rm-value and lowest ?R-value, which would enhance its deep-drawing capability. In addition, this sample showed the highest intensity of shifted ?-fibre, notably {554}<225> and {334}<483>. It can therefore be concluded that the ?-fibre, which favours deep drawing, is optimal after 78% cold reduction and annealing at 1025°C.

Today, PCs and laptops have incredible power, which makes interactive risk analysis affordable and viable for all enterprises, whether small or large. ?What is risk analysis? ?What is Monte Carlo simulation? ?What kinds of computer models need to be created to use risk analysis and Monte Carlo simulation effectively? This paper addresses these questions and illustrates, with a practical example in the mining industry, how risk analysis techniques can be used to support decisions in the climate of uncertainty.
