This report (the second in a series of five) presents the mathematical development in extending the theory of sample reliability from a sample consisting of a fixed number of items to a sample consisting of a fixed amount of items. Examples of a fixed amount of items per sample are samples consisting of a fixed weight or a fixed volume of unequal size particles. The probability distribution functions (those here called the compound binomial and compound multinomial functions) are developed from fundamentals. Their distributions are generalized to include some measured characteristic of the items. Infinite population moments are derived from moment-generating functions, while finite population moments are developed from corresponding infinite population moments using the finite probability operator defined in part 1 of this series.

Duties on Lead Imports from Mexico. - On September 15, the President signed Proclamation 4792 suspending concessions formerly granted as of January 1 on red lead imported from Mexico. The Proclamation also increased the duty payable on litharge imported from Mexico from 3% ad valorem to 3.5% ad valorem, effective September 15. Appeal of Lead Standards. - The U.S. Court of Appeals for Washington, D.C., rejected petitions by the Lead Industries Assoc. and St. Joe Minerals Corp. for a review of standards promulgated by EPA and OSHA. The Lead Industries Assoc. reportedly will appeal to the U.S. Supreme Court on the basis of the "benzene" and "cotton dust" decisions. Scheduled implementation of standards will continue during the appeal.

This report presents a quality control approach to the derivation of strategies for monitoring a work environment; specifically, the environment in underground mines where diesel-powered equipment and blasting agents are used. The approach is presented as a series of 22 steps called the Monitoring Strategy Development Scheme. The scheme is an orderly method for selecting from a number of options a strategy or tactics to cost effectively meet the requirements of a chosen objective related to the monitoring of breathing zone air quality. The scheme provides a format to quantify many of the factors that influence the selection of on strategy or tactic over another, and to ensure that important considerations are not neglected. The premise that breathing zone air in work environment can be considered to be manufactured product and that, therefore, conventional quality control approaches are applicable, is introduced. Typical approaches to the quality control of manufactured products and how these approaches can be applied to the selection of monitoring strategies are discussed.

The London Metal Exchange began its first official session of aluminum trading on Monday, October 2, LME prices based on 3-month forward contracts opened Monday at 52.4 cents per pound, fell midway through the week to 52.3 cents and ended Friday at a high of 52.7 cents. For the week, LME metal averaged 52.5 cents. Although Reynolds Metals Co. and Aluminum Co. of American continued in September to value unalloyed 99.5 percent aluminum ingot at 53 cents per pound, other producers were at higher positions of 55-57 cents. Alcan Aluminum Corp. of Alcan Aluminum, Ltd., a Canadian producer, increased prices for its U.S.-marketed ingot by 2 cents to 55 cents per pound, effective September 21. New York merchants increased ingot quotes by approximately 0.5 cents to 52.8-53.5 cents per pound.

Individual State summaries are published separately as State Mineral Industry Surveys and copies can be obtained from the appropriate State mineral officer or Bureau field office specified in each State summary.

The commercial development of petroleum and natural gas fields has reached its present status within 60 years and is still considered by some operators to be "100 per cent wildcatting." 1 A tendency to drill for gusher production, the production that yields big returns in spite of any mechanical defects in drilling methods, has frequently caused drillers to pass by oil-bearing strata of comparatively small yield and actually to overlook rich oil zones in proved fields; in addition, whole fields have been ruined by water because development methods were never carried beyond a hole-in-the-ground stage.2 Unfortunately, the petroleum industry has no mine dumps or tail. ing piles as at metal mines to yield fortunes through later and bette!' methods of treatment. The wasted oil and gas are gone, as are the time, money, and effort wasted in ill-advised or haphazard drilling. Probably as production costs increase less oil will be wasted, but the need to develop and produce from sands of low yield will become more urgent with the increase in consumption of oil and the decrease in supply. Hundreds of wells are producing steadily as the result of months and perhaps years of careful prospecting and of tests during drilling. The Bureau of Mines has studied the testing and drilling methods used at such wells, and presents in this paper a criticism of these methods and suggestions on future work. The term pr08- pecting here means correct identification and measurement of strata as they are exposed by the drill. The term testing means the determination of the kind and amount of fluid stored within the pores or crevices of any stratum exposed in the hole.

This study is primarily directed toward providing an understanding of the economic complexities associated with subsidence damage on the surface resulting from underground mining. Some of the pertinent theories on the physical stresses involved are reviewed, and both remedial measures and relevant laws in various countries are discussed. Part I (Chapters 1-3) is an historical overview of various aspects of subsidence problems (theoretical, remedial, and legal) during pre-World War I, between World Wars, and post-World War II, respectively. Part II (Chapters 4-9) presents a comprehensive analysis of the economic aspects of subsidence in relation to the following mining alternatives: (a) carrying out the lowest cost mining method without regard for any surface subsidence, (b) special mining techniques, (c) partial mining, (d) full recovery with stowing, and (e) sterilization or leaving the mineral unmined beneath selected areas. These alternatives are evaluated in terms of their measurable expenses.

This paper is one of r series published by the Bureau of Mines dealing with the mineral resources of western South Dakota. The mining of pegmatite minerals is described mainly from the standpoint of the feldspar industry, as most of the other .pegmatite minerals produced are recovered as byproducts from the mining of feldspar. Feldspar is shipped from the Black Hills by three companies, all operating in the southern Hills. Because the pegmatites of the northern Hills, represented by tae Tinton area, have been described in other papers3/ of this series, the present paper is confined to the pegmatite dikes of the southern Black Hills. Emphasis is placed upon the current activity in pegmatite mining; little attention is given to the history of many famous mines in the district, and information concerning them may be obtained by consulting resorts cited in the bibliography. The field work was carried on from July 28 to October 15, 1938. ACKNOWLEDGMENTS The geology of the Black Hills has been studied almost continuously during the last half century. A wealth of literature has attempted to explain the geology and mineralogy of the pegmatite dikes of this region. The determination of phase relationships and solid-solubility limits can be performed by quantitative metallography in addition to the usual X-ray and metallographic techniques. For example, Beck and smith1 redetermined the ß/ß + ?, ß + ?/?, a/a + ß and a + ß/ß boundaries in the Cu-Zn system by measuring the volume fraction of second phase of several alloys and extrapolating the volume fraction-composition curves to 0 and 100 pct. A modification of this technique is suggested for certain alloy systems, in which it is not necessary to use several alloy compositions but merely one. A single two-phase alloy may be used to determine terminal solubilities in the following manner. The method consists of equilibrating samples of the alloy in a two-phase region adjacent to the desired solid solution, at three or more temperatures, quenching, measuring the volume fraction of second phase present, and applying an analytical treatment to calculate the unknown solid solution. However, two restrictions are inherent in this technique. They are: 1) only certain types of alloy systems are amenable to it, and 2) the general features of the system must be known. The first drawback to the new technique, i.e., that only certain types of systems may be studied, necessitates that the composition at one end of the tieline must either be constant with temperature or well established as a function of temperature. Either a pure metal or some intermetallic compounds fulfill the former. If it is assumed that the volume per gram-atom of a dilute solution is unchanged by the addition of element B to element A, the composition of the solid solution in equilibrium with the second phase may be determined by a material balance and is given by where X, = volume fraction of B in a solid solution Xc = volume fraction of B in compound c X = volume fraction of B in alloy f = volume fraction of second phase The composition by weight may then be determined by the use of tables in the Metals Handbook2 when the density ratio of the solid solution constituents is known. A possible alternative treatment involving the use of the lever rule is less precise than the above tech- nique. This may be used when the density of the solid solution is either known or may be calculated from X-ray data for several compositions. The following analysis is then made. The ratio of compound to solid solution (by weight) may be expressed as follows: x0 - x wc = xr-x = x0 - x r2i Xc -X where Wc = weight of compound w = weight of solid solution x, - alloy composition, weight percent x = unknown composition Xe = compound composition but where V, = volume of compound VA = volume of solid solution pc = density of compound p, = density of solid solution fc = volume fraction of compound fB = volume fraction of solid solution and fs = l -fc then If pc and xc are known, and f, is measured, then pB is the only unknown on the right side of Eq. [4]. The known densities of the solid solution can be plotted for various compositions and can then be expressed mathematically as a function of composition. The use of an expression of pB = f(x)reduces the equation to one unknown—the desired solubility. In the event that the densities are unknown, they may be calculated for various compositions from Vegard&apos;s law. The calculated values are then plotted and expressed analytically. The most accurate results are obtained for Eq. [4] when fc<< 1, i.c., when (x, -x,) - 0, &/l-f, - m; but as fc/l -fc - 0, (xl-x,)- (x, - x), and x - x,,. However, the accuracy with which fc can be measured decreases as f, decreases.3 Alloys for investigation must be selected by a compromise, which is based upon an error analysis of Eq. [4] and knowledge of the accuracy of volume fraction measurements. An examination of phase diagrams in the literature showed many which were amenable to the technique described here. The zirconium-copper system was selected in order to determine the solubility of copper in beta zirconium. Pieces of an alloy which was arc-melted three times were wrapped in tantalum foil and sealed under an argon atmosphere in Vycor tubes. The sealed samples were equilibrated at temperatures from 850" to 960°C for 3 weeks and quenched to room temperature by smashing the capsule in water. Several planes of polish were examined, and

At the end of August, U.S. producer posting of 99.5 percent unalloyed aluminum had been established at 48¢ per pound. At that time, dealer-quoted unalloyed ingot was reportedly at 44¢-47¢. CADMIUM: By late August, most U.S. producers had raised cadmium selling prices by 25¢ to $3 per pound. As a consequence, dealer quoting of cadmium ranged from $2.95 to $3.05 per pound. COAL: The wildcat strike, which began in southern West Virginia on July 19 and eventually spread to nine other States before ending on August 13, at its peak, idled approximately 115,000 miners and accounted for daily coal losses of an estimated 1.5 million tons at the height of the work stoppage. Concerned about the effects of the production cutbacks, the Bureau of Mines, early in the strike period, initiated its coal strike monitoring system which it had developed during the prolonged coal strike in the fall of 1974.

"The Stoddard mine, Cheshire County, N. H., was explored by the Bureau of Mines in 1944 as a source of the strategic fluorite. It was reported that the vein persisted in the bottom of old workings and the geology of the immediate area indicated the possibility of finding additional lenses.In its program of exploration of mineral deposits, the Bureau of Nines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. It is the policy of the Bureau to publish the facts developed by each exploratory project as soon as practicable after its conclusion. The Mining Branch, Lowell B. Moon, chief, conducts pre¬liminary examinations, performs the actual exploratory work, and prepares the final report. The Metallurgical Branch, R. G. Knickerbocker, chief, analyzes samples and performs beneficiation tests. Both these branches are under the supervision of Dr. R. S. Dean, assistant director.Special acknowledgment is expressed for the cooperation and assistance given by Robert F. Sherwood of the United Feldspar & Minerals Corp.; by McHenry Mosier, chief, College Park Division, Mining Branch, who aided in re¬vising this report; and by J. B. Y.Property titles were not investigated.The fluorite deposits of Cheshire Count', H. H., have been known for many years, being reported by Jackson, (Geology and Mineralogy of New Hampshire, by Charles T, Jackson, 1844) and by Hitchcock, in1878 (Geology of Now Hampshire, vol. 3, 1878, by Charles H. Hitchcock). A large pit on the largest or east vein was mined by Lovat Frazer from about 1908 to 1917, This operation is reported to have produced approximately 3,500 tons of fluorspar. In 1917, the American Steel & Wire Co, took over the mine end is said to have produced 3,500 tons of fluorspar before relinquishing the lease in 1923.From 1935 to 1937 the New Hampshire Fluorspar Cc. operated the Stoddard mine, working chiefly on the most westerly of the three known veins on the property, as well as doing some preliminary work on the small central vein. In 1938, the United Feldspar 6 Minerals Corp. leased the mine, and less than 100 tons of fluorspar was produced from exploration and development work, No mining has been done since that time."

Primary usage of this handbook will be for the preparation of preliminary estimate within a reasonable degree of accuracy with relative small amounts of hard input data. Output may be used to determine if a more finite type of estimate should be produced.

Norton Co., the world&apos;s largest producer of abrasives, is enlarging its proppant operation. Proppants are strong chemical particles used to wedge open rock formations in deep oil wells, thereby increasing the well flow rate, sometimes as much as tenfold. Norton" aluminum oxide-based proppant is rapidly displacing less durable materials. The company is building the world&apos;s largest proppant plant in Fort Smith, AR. Kaiser Aluminum & Chemical Corp., and Revere Copper & Brass Inc. increased the price of primary aluminum to 63.0 cents per pound, effective July I. Reynolds Metal s Co., Anaconda Aluminum Co., Howmet Aluminum Corp., and Marti n Marietta Aluminum Inc. increased the price of 99.5% primary aluminum ingot to 63.0 cents per pound, effective July 5, The Aluminum Company of America increased the price of aluminum ingot to 62.5 cents per pound, effective July 9. The range of prices at the end of the month was 58.5 to 63.0 cents per pound.

Effluent criteria and regulatory mechanisms are proposed, and submarine tailing disposal is discussed at length. The importance of basing regulations on the best available rationale is stressed.

In response to increased aluminum demand, U.S. producers have begun reactivating primary aluminum capacity which was shutdown during the 1974-1975 recession. Reynolds Metals Company started up almost 80,000 tons per year of idled capacity at Listerhill, Alabama, and Jones Mills and Arkadelphia, Arkansas plants. Howmet Aluminum Corporation and Alumax announced that the operating rate at their jointly owned facility at Frederick, Maryland was being increased from 75 percent to 100 percent, equivalent to a 44,000 ton-per-year increase in output. Kaiser Aluminum and Chemical Corp. expected to restart one of the two idled potlines at its Mead, Washington facility in May raising its production rate by 27,000 tons per year. ANTHRACITE - The anthracite market for the larger sizes continues at a good level, and although the demand for industrial sizes has been weak, the current trend indicates an increased demand for industrial fines by the steel, auto, and other industries.

Graphite is soft and easily floatable but it is quite difficult to obtain high purity concentrate at coarse sizes. Chemical treatment can produce high grade concentrate but it is an expensive process. Graphite containing plus 96% fixed carbon (FC) with coarse flakes commands high price in international market. Such graphite concentrate containing plus 96% FC was produced in Indian Bureau of Mines (IBM) by using newly developed reagent (mixture of different hydrocarbons and terpenes, IBM/D7) instead of commonly used frothers viz. pine oil, MIBC, kerosine etc. and regrinding in a special type of mill with special grinding media instead of grinding in a conventional ball/ rod mill followed by cleaning. Both the new reagent (frother) and special grinding media are inexpensive and readily available. The process is under patenting. This paper focuses application of this new grinding methodology for flake size protection, and the new reagent for selective flotation of high purity graphite.

From March 1944 to July 1945 the Division of Geophysical Exploration of the Federal Bureau of Mines made magnetometer surveys of some of the principal iron ore deposits of the Iron Springs district, Iron County, Utah. The district comprises a belt about 23 miles long and 3 miles wide. Most of the large ore bodies are found as pods of replacement ore within a favorable limestone bed lying at the margins of three separate igneous intrusions in the district The magnetic surveys were confined chiefly to this geologically favorable zone at the margins. The iron ore is a mixture of magnetite and hematite. The magnetite content of the ore ranges from 14 to 58 percent. Magnetic anomalies of 1,250 gammas or more were usually found over the near-surface ore bodies. About 62,000 magnetometer stations were taken over a total traverse distance of about 300 miles. Outcropping ore bodies were surveyed to determine, insofar as was possible from the magnetic data, their probable length, width, depth, extent, strike, dip, and tonnage. Geologically favorable areas where no ore is exposed were explored in an endeavor to find new ore bodies. Favorable locations were determined for exploratory diamond drilling, both in areas of exposed ore bodies and in areas of newly discovered magnetic anomalies. Forty-five separate magnetic anomalies that indicate the possible existence of ore bodies were observed. Of these, 13 anomalies are caused by outcropping ore bodies of proved commercial size. Five are caused by non-outcropping ore bodies of proved commercial size which were discovered, in whole or in part, as a result of the geophysical surveys. Of the remaining anomalies, which lie in virtually un-tested areas where few or no ore bodies are exposed, six probably are caused by large, unexposed replacement ore bodies, nine are possibly caused by large, unexposed replacement ore bodies, and six are probably caused by unexposed magnetite veins of some small commercial importance,

Brass, a deliberate alloy of copper and zinc, has been known since before Roman times. There are two main methods of making brass: (1) Cementation or calamine process - crushed zinc ore (calamine, ZnC03 , or calcined calamine, ZnO), is mixed with charcoal and small pieces of metallic copper and heated to about 900°C in a closed crucible, (2) Alloying - metallic copper and zinc are melted together in a reverberatory furnace. According to most modern authorities (e.g. Smith and Forbes 1955), the calamine process was the only one used in western Europe prior to the 18th century. At that time, the alloying technique began to take over, because metallic zinc was successfully produced on a large scale for the first time. Previously, this had been a problem because zinc vapourizes at 906°C or about the same temperature at which it can be reduced from its ore. Thus, some means had to be devised to collect and condense the zinc vapour (Tylecote 1976). Metallic zinc was known, however, earlier than the 18th century A.O. Several early finds have been made, including a rolled sheet of metallic zinc found in excavations at the Athens Agora dating to the 3rd to 2nd century B. C. (Farnsworth et al. 1949). The Chinese were producing zinc by at least the 10th century A. D. and, by the 17th century, Chinese zinc ingots were being imported into Europe by the Dutch East India Company (Needham 1974). Metallic zinc is also mentioned in several European documentary sources from the 16th century (e.g. Paracelsus, Agricola). This study traces the changes in Western brass making methods from Classical to Renaissance times by examining documentary and archaeological evidence.

In situ horizontal stresses were measured to determine the influences of geologic anomalies on the regional horizontal stress field in two coal mines in southern Illinois. Stress measurements were obtained near a normal fault having a 121-ft displacement at the AMAX Wabash Mine and a large coalbed want at the Kerr-McGee Galatia No.5 Mine. Horizontal stress measurements were completed using a Bureau of Mines borehole deformation gauge. The average maximum and minimum horizontal compressional stresses at the Wabash Mine were 1,400 and 800 psi, with the direction of maximum stress ranging from N 78° W to N 83° E. At the Galatia No.5 Mine, the averages were 1,500 and 500 psi, with the direction of maximum stress ranging from N 85° E to N 75° E. Generally, the geologic anomalies appear to have no dramatic effect of the regional horizontal stresses. However, subtle differences between stress measurements suggest an influence by the fault zone at the Wabash Mine. The larger anisotropic stress conditions at the Galatia No.5 Mine could be responsible for the increase in kink zones and directional roof failures.
