Political issues and a glaring infrastructure deficiency have retarded the emergence of a strong mining component to the Alaskan economy in recent years. Barriers to orderly mineral development are slowly being removed attendant upon changing political circumstances. Infrastructure development, as an investment avenue as well as a responsibility of the State, is receiving much greater attention than in the past. Alaska of course has a rich and varied mining history going back to the 19th Century. This paper, however, focuses on the mining potential, not the mining heritage of the 49th State. The mining industry is emerging from a nadir in the economic cycle - times during which it was buffeted by unsympathetic administrations and confused and confounded by the protracted land status- conflicts prior to enactment; of the Alaska National Interest Lands Conservation Act (ANILCA) and other milestone legislation. Today Alaska's mining industry looks toward a bright and healthy future and, in the process, will become a very important and vital component of the State and national economy.

To compete in Today's Market, Mine Managers have two, often conflicting tasks. They are to improve productivity, allowing the mines to compete in our world markets and to improve the environment in which our miners must work. To Maintain and improve the environment to ever increasing acceptable levels requires monitoring. In years passed this required considerable labor, which was provided by the Ventilation Department. They continuously took manual samples using hand-held instruments, sampling gas level such as CO for fire and methane for explosive risks. In addition they took continuous air velocity readings with hand-held instruments which allow them to calculate the ventilation air movement in each area of the Mine. This manual gathering of information was not only expensive and slow but marginal at best. It was marginal because the gas sampling was sporadic rather than continuous, as sample reading taken in one part of the mine would likely not be repeated for another 8 hours. If problems did occur, they likely went unobserved until they reached crisis proportion.

Background Results of the above study in the August 1991 issue of Mining Engineering offer valuable lessons in the solution of cutter-roof problems. The original study plan was initiated by the discussion authors to solve the problems using the "stress control method" of mining (Serata 1976,1982; Serata, Carr and Martin, 1984; Serata and Gardner, 1986; Serata, Gardner and Preston, 1986; Serata, Gardner and Shrinivasan,1986; Serata and Kikuchi, 1986; Serata, Preston and Galagoda, 1987) However, the plan and the planner were changed to the arrangement reported in the paper. The change was considered reasonable at the time due to the mine engineers' uncertainties about the stress control method. Consequently, the basic principle of the study was shifted from the original stress control method to the method described in the paper, which will be called the "yield pillar method" for the purposes of this discussion. The paper convinces the reader that the yield pillar method fails to solve the cutter-roof problems. This doesn't mean that the stress control method also fails. Actually the contrary is true, as discussed below. Limitation of the yield pillar method The paper illustrates clearly how poorly the yield pillar method performs in solving the problem. The reason for this failure is the lack of the protective stress envelope needed to stabilize the cutter roof. Unfortunately, the protective envelope cannot be formed properly without utilizing the stress control method of mining. Changing the pillar size does not make much difference in the roof stability.

EIA is a procedure aiming the elimination of adverse impacts to the environment from undertaken projects. Historically, it starts in 1969 when NEPA (Nat.Env.Prot.Agency) in the US initiated the EIA ? EIStatement. The EIA procedure was adapted by the European Union with the directive 337/85 and in Greece the Common Ministerial Decision 69269/90 enforced it to the Greek legislation. However, mining enterprises in Greece long before the implementation of the European Directive and in accordance to the legislation of the Public Law 998/79 for the protection of the forested lands were obliged to submit EIA?s and get an approval in order to operate in forested areas. The submitted and approved EIA?s and their implementation by the mining companies were among the positive aspects of the EIA procedures. This paper is examining the impacts of EIA?s in the Greek mining industry its positive aspects as well as their difficulties and their role for the reclamation procedure. The technical and procedural aspects which EIA presents for the mining industry are commented, while proposals, for a more flexible EIA implementation for the Greek Environment are also presented.

The first reaction in organizing a project of magnitude is that it's the same as smaller projects -- just bigger. This is not totally correct. The industry's record of completing big-money jobs on time and within budget is not outstanding. From a personal point of view, my question is: What is the project size at which controls are lost? Is it controls? Is it the number of pieces of equipment? Is it the number of decisions to be made? The slowness of communications? Or is it a combination of all of these? In working on multimillion-dollar jobs, the percentage of overrun seems to be lower or show an underrun when the following basics are followed: 1) Preplanning is intensified 2) Data gathering is complete 3) Approach is optimized 4) Planning is realistically scheduled 5) Changes are minimized 6) Decisions are expedited

Oil shale may not produce the same excitement of the gold rush days, but presently there is an "oil shale fever" among mining men. Such exotic equipment as 800-ton haul units, 75 ft. boring machines, and huge fully automatic multi-purpose jumbo drill units are only a few of the topics of conversation in the oil shale groups. I am dreaming, perhaps, but this type of exotic thinking will exuberate the advancement in mining technology and will only be tempered by the practicality and the availability of today's equipment.

The Karst asbestos deposit, discovered seventy years ago, is 32 miles south of Bozeman in southwestern Montana. The deposit is about one-half mile west of the Gallatin River which flows in a deep V-shaped valley flanked on either side by rugged mountains. The Madison range is west of the river and the Gallatin range lies to the east. A busy all-weather highway, U.S. No. 191, follows the river and is the major north-south route between Bozeman and the Gallatin valley to the north and Idaho and the west entrance of Yellowstone National Park to the south. The asbestos deposit is a large body of serpentinized peridotite in which anthophy11ite.occurs, both as distinct veins and as a disseminated mineral in the peridotite mass. The known exposures of the asbestos-bearing rock occur on a steen south slope at an "elevation of about 7000 feet, an elevation 'which is about 1200 feet above the Gallatin River. Over the years, a number of small companies have attempted to exploit the Karst asbestos deposit without continuing success. The present operator, Galaxy Mining Corporation, has attempted a systematic approach to the problem by utilizing geologic and engineering surveys to determine the economic and technical feasibility of a mine and plant to produce a finished asbestos pro-duct. The results of this work indicate a high probability of success for the project. In a major milestone for geoscience, the U.S. Geological Survey (USGS) has unveiled the Cooperative National Geologic Map, the most detailed national-scale geologic map of the country to date. The project offers a fresh, layered look at the rocks and sediments that make up the United States. For geologists, engineers and mining professionals, it provides both a technical achievement and a practical tool that will help shape future exploration and landuse decisions across the country. The new map provides a regional view of geology both on and beneath the Earth’s surface. Using different colors to represent rock types and sediments, it allows users to toggle through multiple layers, revealing for the first time the surficial and quaternary deposits that lie above the bedrock. “This is the first national map to include multiple layers of mapped geology, the first built to be easily updated as new maps are published, and the first to be delivered in a user-friendly online interface,” said Joseph Colgan, a USGS research geologist who led the development team. The Cooperative National Geologic Map is a culmination of more than a century of collaborative mapping between the USGS and the nation’s state geological surveys. More than 100 existing maps produced by state geological surveys and the USGS over the past 40 to 50 years were combined and standardized to create the national data set. During its three-year creation, the USGS prepared digital data, built the system to bring the maps together, developed the web interface and underwent a review and approval process. Through this process, decades of fieldwork, analysis and digital cartography were brought together to provide both national and local expertise.

The importance of grinding as a unit operation in all industry has caused much effort to be expended toward improving the facility with which grinding can be done. Endeavor has continued nearly 100 years to formulate laws governing crushing and grinding. This has not been without controversy. However, grinding is an experimental science and our useful knowledge originates in experience. The recorded experience is grinding history. Today, many types of size reduction equipment, each with variations, are available to industry. Frequently, more than one type of grinding equipment will meet a requirement of grinding. However, an economic evaluation of installation and operating costs generally indicates a preferred type. The selection of grinding equipment requires' a consideration of the purpose in grinding, the characteristics of the material to be ground, equipment available for grinding, and the manner in which it can be applied best.

"A computer-based approach to online supervisory control and operations management of bulk materials handling terminals". This paper describes an integrated computer facility supporting the functions and responsibilities of shift operations, scheduling, maintenance and management using real-time interactive techniques. The functions and responsibilities as related to coal export terminals are specifically addressed, although these functions would be equally applicable to other terminal configurations and other commodities. Hazen Research, Inc., has developed a new process for removing pyritic sulfur and ash from coal. Feed coal is contacted with iron carbonyl vapors, Fe(CO)5, at 190°C which puts a thin skin of magnetic material on the pyrite and ash, but does not affect the coal. Thus, low intensity magnetic separators yield a nonmagnetic coal, low in sulfur and ash, and a magnetic refuse, high in sulfur and ash. Results are given for clean coal produced by this method. A comparison is made between results of the magnetic process and the U. S. Bureau of Mines two-stage flotation process cleaning identical samples of Pittsburgh Coal. Capital and operating costs of the two cleaning methods are discussed.

"This research sought to facilitate improved stakeholder (community) analysis using discrete choice theory (DCT). The work considered 16 project attributes and four demographic factors. The discrete choice experiment was conducted in Salt Lake City, Utah to illustrate the usefulness of DCT in mining stakeholder analysis. The data was used in discrete choice modeling of individual preferences. The approach answers three important questions for enhanced stakeholder analysis: (1) What are the factors that affect individual preferences? (2) What is the effect of demographics on individual preferences? (3) What is the value of environmental and social impacts to individuals in the community? INTRODUCTION Stakeholder analysis is crucial for effective stakeholder engagement because it is important to identify and characterize stakeholders in order to effectively engage in dialogue with them. This is not only true for all stakeholders but true for characterizing the members of a particular stakeholder. The local community is usually the largest and most diverse single stakeholder group. Also, the local community is perhaps the most important stakeholder group. Thus, analysis of the local community is essential for project management. Conventional mining stakeholder analysis is a three-step process, which involves evaluating: (1) each stakeholder’s view of the project (positive, neutral, or negative); (2) how influential each stakeholder is (high, medium, or low); and (3) how they will be impacted by the project (high, medium, or low) (ICMM, 2012). The results of this evaluation are documented in a stakeholder analysis matrix (Table 1), which is used to classify the stakeholders into three groups: highly influential supporter of the project, neutral about the project, and highly influential opponent of the project. This process can be used to describe groups of stakeholders (e.g. community, non-governmental organizations, etc.) or individuals making up a particular stakeholder group (e.g. members of the local community)."

The Cerro Vanguardia mine is an AngloGold Limited operation in southern Argentina that includes multiple open pits and a hybrid Merrill-Crowe and CIL circuit to recover gold and silver from oxide ore. Operations were commissioned at the site in 1998, which included a plant in the metallurgical circuit to recover cyanide from mill tailings. The cyanide recovery plant was initially configured to process tailings slurry and achieved greater than 90% cyanide recovery from tailings containing about 600 to 800 mg/L WAD cyanide (as CN). The cyanide recovery circuit was operated in this manner for approximately eight months, during which time the consumption of sulphuric acid and sodium hydroxide was relatively high, leading to high rates of scale formation in the acidification tank and stripping towers. In July 1999, several piping changes were made in the cyanide recovery system to permit its operation with clear solution, which reduced the sulphuric acid consumption and eliminated scale formation in process equipment. The cyanide recovery system currently operates with a two-stage counter-current decantation (CCD) circuit which provides clear solution for processing in the cyanide recovery plant. The cyanide recovery efficiency now averages about 90% to 92% from solution containing about 350 mg/L WAD cyanide (as CN). Recovered sodium cyanide now accounts for about two-thirds of the total cyanide added to the leaching circuit. This paper presents a description of the cyanide recovery plant and details regarding its current operating efficiency.

The Jualin Gold Prospect is centered on Johnson Creek, approximately 40 air miles north-west of Juneau, Alaska. The property is on the southern end of the Kakuhan Range with Berners Bay immediately to the south and Lynn Canal to the west. The property is accessible directly by helicopter from Juneau or by float plane to the head of a 5.5 mile gravel road that begins on the north side of Berners Bay and terminates at the old workings of the Jualin Mine near the center of the property.

North River Energy Company a previous subsidiary of Republic Steel Corporation commenced development of the Number One Mine in mid-1972. The mine is located in West Alabama and presently employs a total of 632 people. Production capabilities have increased to 1.4 million clean tons of steam coal per year with the newly purchased Longwall System. Washer recovery averages 57 percent. The seam being mined is the Pratt or Corona with an average height of 52 inches and an average cover of 540 feet. The immediate roof is laminated sandstone and the floor is composed of a hard fireclay. Total production out of the mine is provided to Alabama Power Company under a longtime contract.

In a series of Julius Kruttschnitt size-dependent breakage models, the cumulative percentage passing 1/10 of the initial size is used as a fineness indicator for scientific research and the selection of grinding equipment. However, in industrial practice, it is quite customary to use the mass percentage passing 75 μm as the indicator. In this paper, based on the energy-particle size model, quartz and calcite, two materials with distinctly different hardness, were used as test samples in a conical ball mill. At the same specific energy, the value of the cumulative percentage passing 1/10 of the initial size decreased while that of the mass percentage passing 75 μm increased with finer feed size. The experimental test values of the mass percentage passing 75 μm have a good linear relationship with the model predictions, which suggests that the particle size energy relationship of the mass percentage passing 75 μm and Ecs can be used instead of the cumulative percentage passing 1/10 of the initial size and Ecs. By building family curves, when particle size x < 300 μm, the family curve can be well fitted, and the fine particle size distribution of the whole product can be reconstructed.

Gold milling activities generate waste streams containing dissolved metals and cyanide, among other contaminants, that require some form of treatment prior to discharging to the environment. To date, this treatment has involved the destruction of cyanide through natural degradation, chemical oxidation, or a combination of both followed by the precipitation of metal hydroxides. Although these processes have been proven to be capable of achieving. regulatory levels for metals and cyanide, they often generate significant levels of cyanate and, at times, ammonia, that may be toxic to rainbow trout and thus undesirable for regulatory compliance. Tallon Metal Technologies Inc. (Tallon) has developed Vitrokele™, a chelating resin that has the ability to capture metals (including gold), both total and weak acid dissociable cyanide, as well as thiocyanate from both slurries and solutions. The loaded resin is eluted and returned to the recovery circuit while metals and cyanide are recovered from the eluent stream. This process was demonstrated at pilot scale at B.P. Resources' Hope Brook Gold Mine in Newfoundland, and more recently at Canamax's Bell Creek Mine near Timmins, Ontario. The results from these pilot programs showed metal and cyanide recoveries of 99% or more with the concentration of cyanide and metals in the effluent reduced to levels with minimal or no toxicity to rainbow trout. Furthermore, neither cyanate nor ammonia were generated from the process. The loaded resin was effectively stripped and re-introduced to the recovery circuit; cyanide was captured in the eluent stream and made available for recycling to the mill leaching circuit; and metals were captured for re-use, sale or disposal. This paper summarizes the results obtained from the pilot tests at the Bell Creek and Hope Brook Gold mine sites.

This paper is a brief review of the recent history, and the present status of, of the program designed to develop practical new processes for producing pipeline quality gas from coal. Clean synthetic pipeline-quality gas from coal became a major objective during 1971. Agreement was reached with the American Gas Association, Inc., to cosponsor a $120 million, 4-year program to be funded $80 million by Government and $40 million by American Gas Association. The program was first announced by President Nixon in his Energy Message on June 4, 1971, and a portion of the additional funds needed for the program was approved by the Congress in the December 1971 supplemental budget action. A natural gas shortage has developed in the United States and every indication is that it will worsen. Many transmission and distribution companies have already been forced to curtail sales because of the shortage. Large sums are being committed to systems needed to bring liquefied natural gas from abroad and to plants to manufacture synthetic natural gas from petroleum--also largely imported. On the other hand, there is sufficient domestic coal to supply all of the needed gas through the next century. This accelerated program is designed to provide processes for making gas from coal at costs, including security costs, below the imported alternates. As outlined in the President&apos;s Energy Message, OCR and A.G.A. have accelerated the coal gasification program to make it possible to construct and operate a "demonstration plant" (semicommercial size) after 1975. Several processes, in various stages of development as will be described later, are being supported. Concurrently, the overall program will be constantly monitored and evaluated with the assistance of an independent, unbiased contractor.
