The Subtropolis Mine is a room-and-pillar mine extracting the Vanport Limestone near Petersburg, OH. In February 2018, mine management began implementing a new mine layout to better control the negative effects of excessive levels of horizontal stress. Almost immediately, the conditions in the headings improved. Conversely, and as expected, stress-related damage was concentrated within crosscuts. Over the last 18 months, the mine operator has diligently experimented with different techniques/methods to lessen the impact of the instabilities in the outby crosscuts. The range of controls used by the mine operator include angled crosscuts, crosscut offsets, increased distance between crosscuts, arched crosscuts, cable-bolted crosscuts, altered blasting pattern, and windows. A window is used to resist roof deformation by leaving a strong brow of roof rock within the crosscuts.

When solid pillar is not left to separate different mining levels in underground mine with high dip angle deposit, waste rock in the backfilled stope could be a safety hazard to future mining activities on levels above or below the backfill. Different backfill methods can be used to eliminate this hazard according to the deposit shape and mining method. Building concrete pillar in ore drift of each mining level is one of them. Concrete pillar had been constructed in underground mines based on operational experience. Little design literature and pillar performance data can be found. At Great Basin Gold Hollister Mine, over two thousand feet of concrete pillar had been constructed. The project started with engineering design which combined civil engineering concrete design and the specialties of underground construction. Time Domain Reflectometry technique was installed to monitor the pillar movement and concrete cylinder samples were collected and tested for quality control. Engineering design, underground construction, quality control and concrete pillar monitoring, as well as precious concrete mixing data from years of experience are fully covered in this paper to give a general frame of concrete pillar method.

Despite a recession that's crippling many US industries, and a UMW strike that wasn't supposed to happen, 1981 was a fairly good year for the coal industry. The big news was record-high exports. Queues of colliers waited for weeks at Hampton Roads, VA, and Baltimore, MD, to load coal destined for Europe and the Far East. Private industry and city governments began scrambling for a share of the export boom, and port developments were planned in nearly every coastal state. Coal exports jumped from about 82 Mt (90 million st) in 1980 to a record 83 Mt (92 million st) in 1981, according to the National Coal Association. NCA projects exports to remain at this level 1982. The following statistics illustrate industry performance in other areas: • Demand by domestic utilities and overseas customers was so strong that total US consumption reached 760 Mt (838 million st) in 1981. DOE predicts another record year in 1982, with consumption forecast at 804 Mt (886 million st). • 1981 production of 730 Mt (805 million st) was just slightly below the record high of 748 Mt (824 million st) in 1980, "a remarkable figure considering that UMW production was shut off for 72 days during 1981," says NCA President Carl Bagge. Production in 1982 should set a new record, 800 Mt (880 million st). • Eastern coal production fell 7.4%, while western production-largely unaffected by the UMW strike-rose almost 10%. NCA says eastern output will rise almost 12% to 538 Mt (593 million st) in 1982, and western production will increase by 6.6% to 266 Mt (293 million st). • Production per manhour is improving. After the strike, weekly production hit the 16 Mt (18 million st) mark and has approached the 18 Mt (20 million st) per week level. •Coal's share of the US electric generation market increased from 51% in 1980 to 53% in 1981. Electric utilities are coal's biggest customer, and their financial situation is precarious. Inflation has thwarted necessary expansion plans, while shifting environmental regulations have played havoc with construction costs. Utilities increased power sales by only 2.5% in 1981; NCA predicts that utility coal use will increase 4% in 1982. The Association's long-range forecast indicates that growth in electricity demand in the immediate future will be much lower than in the 1960s and 70s. Administration Impact Industry optimism following the election of Ronald Reagan and a Republican-dominated Senate didn't survive the year. One bright spot was the appointment of James Watt as Interior Secretary, and his promises to review surface mining regulations and resume leasing. The administration, however, has declined to support federal eminent domain for slurry pipelines and expects port users to foot most of the bill for expansions and improvements. This letter originated in Rangoon, Burma, and reads in part: "Rest assured, if your goodselves see with us eye to eye, sure as certain we should get the business". I don't plan to give anybody "the business" today, but you can rest assured that if some of "you goodselves see with me eye to eye" on what I am about to discuss, I would be most pleased. My talk with you today will discuss the Federal Corporate income tax and its effect on our lives as engineers. In the-engineering-construction business we are faced with all the usual form of taxation which includes such items as sales tax, use tax, school tax, contractor; gross receipt tax, import duties and excise taxes, severance taxes, etc, adinfinutum.

The only good news in the exploration sector in 1982-a year plagued by low metal prices and weak demand-was precious metals. Gold in particular remained in the forefront, as it has for at least the past three years. The reason for this is partially due to gold's seeming resilience to conventional supply side factors-such as new production-that normally influence many other metals. Also, with projected production costs of about $6.40-$9.65/g ($200¬$300/oz), modest deposits with average grades can offer an early return on capital investment and good profit potential. Keeping escalating capital costs for new mining ventures within reason has shifted gold exploration efforts in recent years. Many mining companies are seeking relatively low grade, modest tonnage, near-surface gold mineralization. This, of course, leads to lower development costs using open-pit mining methods. Recent refinements in the carbon-in-pulp recovery process also has enhanced the economics of such deposits. Slumping economic conditions certainly played a key role in shaping exploration activity last year. Nearly every major mineral-producing state recorded exploration slowdowns. In Alaska, for example, development expenditures approached the level of exploration spending for the first time in the state's history. This not only reflects major companies' decisions to move toward production but also the economic slowdown. The worldwide recession stopped Nevada's exploration and mining boom "dead in its tracks," said John Schilling, state geologist. The year was one of layoffs and closings for the state's mines and exploration offices, he reported. Similar trends were noted in most other states, especially in the West and Southwest. In the Pacific Northwest, however, exploration appeared to continue at a relatively good pace considering the metals market. In the mining geophysical community, recent advances in telecommunications and microprocessor technology are continuing to provide a positive impact. Many geophysicists have begun using satellite digital communication links to access computer systems from remote sites where using a microcomputer would be difficult. There were also major contributions made in exploration geochemistry last year. Highlights include progress in formulating mineral deposit models, geochemical exploration in glaciated and arid environments, and publication of many informative books. The following state-by-state summary and articles on geophysics and geochemistry provides a detailed view of exploration events throughout the US in 1982.

Approximately forty years ago, the military services began a realistic investigation of the problems involved with the replacement of high pressure gaseous systems with liquid oxygen systems. The program was temporarily discontinued because of numerous State-of-the-Art problems. Ten years later, interest in the liquid oxygen breathing concept was revived. Initial testing of this concept was completed in 1946. The ensuing years have seen the general acceptance of many cryogenic breathing systems for airborne applications. The inherent features of weight savings (approximately 70%) and space savings (approximately 80%) make it very desirable for high performance military aircraft. A typical aircraft system consists of a storage container with appropriate integrated control valving (the liquid oxygen converter), a heat exchanger, breathing regulator, and oxygen mask. Normally the liquid converter is located in the aircraft wheel well for easy access by ground crew personnel and the breathing regulator is mounted in the cockpit where the pilot can connect his oxygen mask. An aircraft system such as this will provide the pilot with eight hours of breathing oxygen after a 24 hour standby period. Early in 1960, the National Aeronautics and Space Administration sought a means of providing a cooling system for their personnel involved in fueling the rockets used in the space program. "The Port Mann Main Water Supply Tunnel involves a 1km long tunnel beneath the Fraser River from Surrey to Coquitlam, BC. At depths of up to 60 m below ground, the earth pressure reached 6 bar. The tunnel is constructed using an EPB TBM and gasketed precast concrete segmental liner. The tunnel and two shafts were constructed in a variety of soil conditions ranging from soft to stiff clays and silts, to compact to very dense sands and gravels. After approximately 800m of mining, a very dense and highly variable soil group consisting of cobbles and boulders halted the TBM. Several options were considered to stabilize the TBM face so an intervention could be conducted. Although de-watering was considered, there was risk of settlement to the Port Mann bridge piers, which was within 500m of the tunnel. Hyperbarics were also considered, however, the cost, schedule and uncertainty of the work that needed to be done, made it a risky option. Ground freezing by Liquid Nitrogen was chosen as the best solution, which would provide a frozen block around the face of the TBM. A temporary platform on the river was designed and constructed to enable drilling and installation of the freezing pipes and temperature monitoring equipment. The operation required close coordination among the tunnelling, marine and freezing sectors. Following the intervention, the TBM successfully broke through the reception shaft, and the remaining project was completed. This paper describes the design, construction and operational approaches used for the freezing and serves as a basis for future projects requiring expedited ground freezing."

The Grant Town Power Plant is a nominal 80 MW (net) Waste Coal-Fired Electric Generating Plant which is located in northern West Virginia, approximately 15 miles southwest of Morgantown. The Steam Generator consists of two (2) Pyro-Power Circulating Fluidized-Bed Boilers (CFB), each rated at 400 000 lbs/hour @ 1,350 psig. Main Steam. The Turbine Generator is a single GEC Ahlstrom unit rated at 95 MW gross and 80 MW net. The Plant began commercial generation during April, 1993. The facility is owned by American Bituminous Power Partners, L.P. (AmBit), and operated by Mission Operations and Maintenance, Inc.

The current economic downturn has been at the center of media attention for several years. Today, the mining and mineral sectors are being impacted by highly fluctuating supply-and-demand conditions, extreme price volatility and tremendous market uncertainty on a world-wide basis. There have been numerous plant closings, project cancellations and employee layoffs. In this gloomy economic environment, it is easy to forget that the world?s gross domestic product (GDP) has more than doubled in real terms during the last 30 years. While current market turbulence may continue for some time, the long-term trend is unmistakably upward. Living standards are rising all over the world, thereby creating demand for food, clothing, transportation and housing. This translates into tremendous demand for the mining and mineral sectors. In the future, new capacity and plant expansions will be necessary to meet this need. These investments, which typically have a life span of 30-plus years, will have to be based on long-term economic considerations rather than current market conditions.

The environmental impact assessment (EIA) is the accepted method for evaluating proposed mining and other industrial projects to obtain regulatory approval and to help companies plan for responsible development. Another increasingly common evaluation system for proposed projects is the environmental, social and health impact assessment (ESHIA). An ESHIA differs from an EIA for its generally more comprehensive and inclusive approach to evaluating potential impacts, such as on public health, and other features such as an ecosystem services approach to assessing biophysical and community impacts. An ESHIA may also be required by certain lenders for financing major projects. In this paper, EIA standards for the province of Alberta, Canada are discussed and compared to ESHIA. It concludes with several recommendations for consideration.

During the decade of the 1970's, a new emphasis was placed on assuring a safe and healthful workplace for all American workers. Much of the basis for this national effort was federal legislation: the Occupational Safety and Health Act of 1970 and the Federal Mine Safety and Health Act of 1977 (amended from the 1969 Coal Mine Act). One of the agencies involved in this protection effort is the National Institute for Occupational Safety and Health (NIOSH) of the Centers for Disease Control (CDC) in the Department of Health and Human Services (DHHS). In fulfilling its mandates under the 1970 and 1977 Acts, NIOSH conducts research, experiments, and demonstrations to support and stimulate advancements in health and safety practices. Priorities for NIOSH research are established primarily through congressional mandates, requests from the Department of Labor, needs as defined by NIOSH researchers, and surveillance information. Emphasis is placed on research in the areas of toxicology, industrial hygiene, physical and chemical sciences, physiology, ergonomics, engineering, psychology (behavior and motivation), and epidemiology (industry-wide studies). The framework of the current Institute program to identify, evaluate, and control occupational hazards includes activities in surveillance, research, evaluation, and training. These activities are planned and evaluated through a system that coordinates the efforts of eight research and scientific divisions. Each division develops projects to address program areas that have been identified by NIOSH management as having highest priority. In surveillance programs, the objectives are to identify substances and agents found in a representative sample of workplaces and to collect and evaluate information on rates of disease and injury in occupational groups. Information is also collected on occupational safety and health programs implemented by industry. Estimates of worker exposures and the potential for adverse health effects are considered in setting priorities for further investigations. A related activity, which also serves to provide technical assistance to industry, is NIOSH's Health Hazard Evaluation program. On-site investigations of workplaces are made in response to worker, employer, or government agency requests. Both industrial hygiene and medical examinations are conducted, and the results contribute to identifying new problems and evaluating their significance which may have public health implications beyond the particular worksites that are investigated. Field and laboratory research projects are performed to meet several objectives: - Characterize the working environment by evaluating current and past exposure levels for workers who are included in epidemiological or medical investigations. - Develop epidemiological information to define the association between the substance or agent under investigation and the acute and chronic health effects on workers. - Determine through animal studies the parameters of an association between exposure and effect. - Investigate the etiology of disease. - Develop sampling and analytical instruments and techniques and demonstrate their application for measuring toxic materials in the workplace. - Formulate sampling strategies that will accurately and precisely indicate exposure levels. - Develop medical procedures to prevent disease and to detect the presence of disease and early indicators of disease. - Assess the technology for control of exposures, including engineering and administrative techniques, personal protective equipment, and work practices. Presently, the research program is focused on reproductive effects, neurotoxic effects, injury/trauma, lung disorders, cutaneous disorders, cardiovascular disorders, cancer, stress-related disorders, effects of physical agents, digestive disorders, and renal and other organic disorders. In studying these issues, priorities are determined by the seriousness of possible adverse health effects resulting from occupational exposures, the feasibility of studying existing records or obtaining new data, and the size of the population which is potentially affected. Where there is low level of suspicion concerning adverse health effects or where an occupational disease occurs in a variety of industrial environments, investigations are limited to gross analyses of health effects such as review of mortality patterns. In such studies, the industrial populations selected are those for which existing data resources can be utilized. Such data consists of records of occupational exposures or health status which have been maintained by the employer, the union, or Government agencies. Where a review of the available information suggests that serious health hazards exist and the existing data resources are inadequate for quantifying the relationship between the specific biological response and type and degree of exposure, prospective studies are initiated. Information derived from such research is essential for the development of sound criteria for control of industrial exposures to noxious agents. Other input to the criteria documentation process comes from searching and evaluating the literature. Criteria documents contain the recommendation of an environmental limit where information is available to support it, as well as the recommendation of work practice controls, medical evaluation, information for workers to recognize and avoid the hazard, and identification of specific research gaps. In some cases, during the criteria document preparation, gaps in knowledge are found which necessitate further research before an occupational standard can be recommended.

This work evaluated the effects of bucket orientation and operating parameters on resistive forces and penetration for rubber-tire loaders (RTLs), such as load-haul-dumps (LHDs) and front-end loaders (FELs). The work used a 1:16 scale LHD model to test an RTL bucket operating at different levels of traction (tractive effort), speed, digging height and rake angles in a full factorial design experiment. The test was repeated on two muck piles with different particle sizes, and generalized regression modeling was applied to test the association of rake angle, tractive effort, speed and digging height on penetration and resistive forces for RTL buckets. The results show that speed and tractive effort are more important in explaining RTL penetration and resistive forces than height above the floor and rake angle. Speed, tractive effort and height above the floor are positively correlated to bucket penetration, whereas the rake angle is negatively correlated to penetration. Similarly, speed, tractive effort, rake angle and height above the floor are all positively correlated to resistive forces incurred during initial penetration. The results show that the combined effect of speed and tractive effort is negatively correlated to penetration and resistive forces — a novel finding that enhances our understanding of RTL loading. The results also show that the effects of speed, tractive effort and height above the floor all change with changes in particle sizes. This work provides insights into the effects of rake angle, height above the floor, tractive effort and speed on penetration and resistive forces for RTLs to facilitate better design and efficient use of these loaders.

America's bulk commodity transportation systems have taken on a new look in the 1970's and 1980's. Railroad systems, barge lines providing inland and intra- coastal waterway transportation, and Great Lakes carriers have undergone substantial changes through mergers and acquisitions, consolidations of ownership and control, and construction of modern intermodal transportation facilities linking railroads and water carriers. The new look has generated some concerns and opportunities with regard to producers and shippers of bulk commodities which are characterized by the necessity of moving large quantities of heavy materials long distances. Clearly such transportation requirements call for efficient railroad and water carrier services. Shippers of commodities like coal, grain, .chemicals, minerals, ores, forest products, petroleum products, and heavy manufactured goods find reductions in transportation competition lead to concerns that rates charged by carriers will not be sufficiently constrained by market forces. At the same time, new policies on contracting for railroad services can lead to greater efficiencies, a rewarding opportunity for carriers which should be shared with shippers and consumers of bulk commodities. Then, of course, there's a related problem that in the absence of effective competition, the benefits of increased carrier efficiency will not be passed on, in part, to shippers and consumers, causing losses in markets for producers.

There are close to two million tons of Industrial Minerals processed and sold in North America wherein the processor/marketer has no affiliation with the source mine. The largest quantity, about 800,000 tons, is barium sulfate, which is sourced in lump ore form mainly from China and India. The Alumina Trihydrate Industry sources several hundred thousand tons from various alumina refineries. Substantial quantities of bauxite, zircon, magnesite, and fluorspar arrive in North American ports each month. There are also rapidly growing quantities of offshore talcs and calcium carbonate ores being processed in U.S. plants. These feedstocks are usually quite pure, have unique properties, and enjoy bulk rail or waterborne freight economies that allow successful competition with locally sourced raw materials. With increasing restrictions on mining activities, and the increasing need for sophisticated functional minerals, the importation of minerals will continue to grow.

Three different refractory carbonaceous gold ores from the Carlin operation in northeastern Nevada were investigated to characterize the effect of passivation treatments on the nature of the carbonaceous material. The carbonaceous material was chemically isolated from the ores and passivated residues, and examined by FTIR spectroscopy, elemental analysis, and gold adsorption capacity. The main component of the carbonaceous material in these ores was found to be a naturally occurring activated carbon-type compound. Hydro-carbons were detected on rare occasions, but no evidence was seen for humic acids. Ore samples were passivated by autoclaving, or by treatment with sodium hypochlorite or gaseous Chlorine. In some of the passivation tests, a new peak was observed in the IR spectra of the isolated carbonaceous material, that was due to carbonyl functionalities. However, all of the passivation treatments tested decreased preg robbing significantly. This suggested that the appearance of the carbonyl peak was due to the severity of the conditions during passivation, rather than the method used.

The flotation of Azara barite tailings was investigated using crude rubber nut oil (RNOc), refined rubber nut oil (RNOR) and oleic acid as fatty acid collectors. Chemical characterization of the rubber nut oils indicated high acidity, high saponification values and high iodine indexes, which are indicative of a high fatty acid compositions. The Azara barite tailings analyzed 64.6% BaSO4 by atomic absorption spectrophotometry. Gravity and magnetic separation techniques yielded a BaSO4 concentrate with a grade of 74.8% and a recovery of 92.5%. Barium sulfate grades of 90.0%, 92.8% and 94.8% with recoveries of 80.3%, 85.4% and 86.7% were achieved with collector dosages of 750g/t crude rubber nut oils, refined rubber nut oils and oleic acid, respectively. Hence, rubber nut oils are effective fatty acid collectors for the flotation of barite tailings.

Events of the mid-1970's have materially affected US coal production and transportation by railroad. Coal, as a replacement or substitute for petroleum fuels, has been hauled in significantly increased tonnages. Concurrent with the new demand, the railroad regulatory environment has undergone major changes, especially in "deregulation" activity. Those two events have produced considerable Litigation regarding coal rates. This paper discusses the factors involved with railroad rates and topics such as revenue adequacy, Ramsey Pricing, stand-alone cost, and differential pricing. In addition, an update on the western railroad merger situation and the implications for coal transportation are presented. The paper concludes with an evaluation of the current regulatory climate and future prospects.

For decades, tunnels of all types have been a significant part of our infrastructure. In particular, water tunnels carry millions of gallons of fresh water every day to major metropolitan areas and surrounding communities. As a critical piece of public health infrastructure, it is important to inspect the condition of these tunnels regularly to ensure reliable and continuous operation. A specific challenge with water infrastructure is that it’s often difficult or impossible to shut down the system for long periods of time to perform the needed inspections. The latest method of tunnel condition assessment is the use of hybrid reality 3-D scan data. Photogrammetric and LiDAR based 3-D data ensure a reliable and objective view of tunnel conditions. The data can be used to support a detailed digital inspection including the compilation of databases that consist of a wide variety of deficiencies such as cracks and spalls within the structure. Mott MacDonald, a design engineer company worked closely with Dibit, used a 360-degree scanning system to collect high-resolution photogrammetric and LiDAR data on a recent project involving a water tunnel. The allows for full 360-degree coverage of the tunnel surface including a water covered invert. It operates at walking speed and ensures a fast and reliable data acquisition which can reduce the time of tunnel shutdowns. Several allocated inspection weeks can reduce to few days, with the final work product being a higher quality and more complete deliverable than traditional inspection methods would have provided. The true-color 3D-model has a photo resolution of 1 × 1 mm (0.039 × 0.039 inches) which makes cracks visible with a width of down to 0.3 mm (0.011 inches). The assessment of water tunnels, its technical challenges and the results of the 3D-tunnel inspection case study are illustrated and described in this publication.

The evaporite deposit at Searles Lake consists of alternating brine-saturated saline beds and saline-bearing mud beds. Three major subsurface brine-saturated saline horizons have been identified by private companies and the U.S. Geological Survey. They have been termed, from bottom to top, the Mixed Layer, Lower Salt, and Upper Salt. The important water-soluble components (Na, K, Mg, CO3, HCO3 , SO4, Cl, and B407) are either in brines or have combined to form the following minerals: halite, hanksite, trona, nahcolite, burkeite, borax, thenardite, northupite, sulfohalite, glaserite, etc. Kerr-McGee Chemical Corp., the current operator at the lake, selectively pumps interstitial brines from each of the major horizons to feed its three chemical plants. As the pumping continues, brines are continuously replenished within the deposit by dissolution of the minerals through natural recharge or artificial fluid injection (solution mining). The brines are processed to produce a variety of chemical products, which include sodium carbonate and sulfate, potassium chloride and sulfate, sodium borate, and boric acid. The Anaconda Minerals Co. has been evalua¬ting potential domestic trona acquisition since 1981. We have evaluated various properties in the Green River, Wyoming trona district, and Owens Lake and Searles Lake in southern California. In 1983, we purchased with our joint-venture partner, Leslie Salt Co., the southern portion of Searles Lake from Occidental Petroleum Corp. Since mid-1983, Anaconda has been conduct¬ing a small exploration-drilling program at the property. The initial core holes were drilled along and adjacent to the existing access road. In 1984 we used an all-terrain drill rig to gain access to drill sites on the playa where no roads exist. The use of this equipment proved to be highly successful. The drill program consists of coring to an average depth of 450 feet and collecting brine samples from potentially commercial horizons. The brine samples are collected by setting a packer and swabbing the hole. The core is logged and split lengthwise; one-half is submitted to our Tucson Geoanalytical Laboratory for semi-quantitative mineralogy by X-ray diffraction and the following suite of chemical analyses: Na, K, Mg, C03, HCO3, SO4, Cl, B407, Li, H20 insolubles, and acid insolubles. Additional test work for selected core samples will include effective porosity and horizontal permeability determinations. The brine samples are subjected to the same suite of chemical analyses (minus insolubles) as the core samples. In addition, specific gravity is also determined. Both cross sections and isopach maps are being constructed. The hydrological characteristics of the potentially commercial horizons are also being investigated.

The Zijinshan gold-copper mine, located in Shanghang County, China, is a porphyry-type, low-grade ore deposit with a geological profile of upper gold and lower copper. Despite its low-grade nature, it has become one of the largest in production scale and most profitable nonferrous metal mines in China, which can be attributed to the successful application of hydrometallurgy as well as proper engineering design. A large-scale, open-air cyanide heap leach has been successfully implemented to recover gold under the humid and rainy weather conditions of southern China. Furthermore, according to the gold ore characteristics, a combination of gravity separation, carbon-in-leach and heap leaching processes was developed to improve gold recovery. In terms of copper extraction, copper ore of a grade higher than 0.25 percent is fed to the flotation plants to produce copper concentrate (gold is also enriched here), while copper ore of a grade lower than 0.25 percent undergoes heap bioleaching followed by solvent extraction and electrowinning to produce cathode copper. Additionally, a unique bioleaching system has been established at the Zijinshan Mine: low operating pH (0.8~1.0), high concentration of total soluble iron (~50 g/L), high temperatures (45~60 °C) and low activity of microorganism (~104/mL) in the pregnant leach solution (PLS). This review paper summarizes the practical experience acquired in developing the Zijinshan gold-copper mine and could be of use in other gold and/or copper plants.
