Garnet is the general name for a family of complex silicate minerals having similar physical properties and crystallizing in the isometric (cubic) system. All garnets have the same general chemical formula but vary greatly in chemical composition. The name garnet is derived from the Latin word granatus, meaning like a grain, which refers to the mode of occurrence wherein crystals resemble grains or seeds embedded in the matrix. GEOLOGY Mineralogy Chemical Properties: The general formula for garnet is A3B2(SiO4)3, whereas A can be calcium, magnesium, ferrous iron, or manganese, and B can be aluminum. ferric iron, or chromium, or rarely titanium. The formulas and names of common garnet species are: [ ] Almandite and almandite-pyrope solid solution garnets are the best abrasive types, but andradite, grossularite, and pyrope also are used. All species of garnet have been used as gemstones. The structure of garnet consists essentially of isolated SiO, tetrahedra connected by oxygen-cation-oxygen bonds through the distinct A and B group cation sites. Within this structure magnesium, ferrous iron, and manganese easily interchange and substitute for each other in the A cation position, and calcium does so less readily. Additionally, aluminum, femc iron, and chromium substitute for each other to a limited extent in the B cation position. This ability to substitute or exchange ions without changing the crystal structure is called isomorphism, and garnet is one of the finest examples of a isomorphous series. Because of this isomorphism there is complete solid solution between certain garnet species but not between others. Fig. 1 illustrates these solid solution relationships. Some rare species of garnet are known that illustrate the wide range of cation substitution that the garnet crystal structure can accommodate. They include: [ ] These rare species are not of interest for industrial applications, but can be of interest to mineralogists and the gem industry. Physical Properties: Garnet displays the greatest variety of color of any industrial mineral. Garnets have been found in all colors except blue. For example, grossularite can be colorless, white, gray, yellow, yellowish green, various shades of green, brown, pink, reddish, or black. Andradite garnet can be yellow- green, green, greenish brown, orangy yellow, brown, grayish black or black. Pyrope is commonly purplish red, pinkish red, orangy red, crimson, or dark red; and almandite is deep red, brownish red, brownish black or violet-red. Spessartite garnet can be red, reddish orange, orange, yellow-brown, reddish brown, or blackish brown. A few garnets exhibit a color-change phenomenon. They are one color when viewed in natural light and another color when viewed in incandescent light. Because of the great variation in color of garnet within each species and similarities in color between garnets of different species it is recommended that garnet identification not be based on color alone. The Mohs hardness of garnet varies from 6.5 to 9.0. Grossularite and uvarovite have a hardness of 6.5 to 7.5; andradite is 6.5 to 7.0; and pyrope, almandite, and spessartite are 7.0 to 7.5 in hardness. There are reports of almandite having a hardness of between 8.0 and 9.0. As with hardness, the specific gravity of garnet varies considerably. The specific gravity may be as low as 3.2 or as high as 4.3 depending on chemical composition. Garnet crystallizes in the isometric system with rhombic dodecahedra and trapezohedra the most common forms. Crystals also form in combinations of dodecahedra and trapezohedra or either of these in combination with hexoctahedra. Crystals can have cubic or octahedral faces, but these are rare. Under favorable conditions of formation garnet will crystalize in nearly perfect forms that rival study models. Garnet also forms as irregular blebs, grains, knots, or masses, with or without distinguishable crystal faces, and as coarse- or fine-grained granular masses that appear to be totally lacking in crystal form. The fracture of garnet also shows great variation. In some garnets, particularly those that are well crystallized and glassy in appearance, the fracture is subconchoidal to conchoidal. Other, more poorly crystallized garnets exhibit a fracture that can only be described as uneven. Garnet occasionally has an indistinct dodecahedral cleavage. Certain species of garnet from specific locations have a pronounced laminated structure consisting of planes of weakness along which parting takes place. This parting may resemble cleavage, but since it is mechanical and not related to crystal structure it is not true cleavage. The optical properties of garnet are sensitive to even small changes in chemical composition or strain in the crystal structure. For this reason each species does not have a single index of re- fraction (IR) but has a range of 1Rs. Uvarovite in its pure form should have an IR of 1.870, but in nature samples vary from 1.74

Asturias, in northern Spain, emits 18 Mt CO2/year to the atmosphere, which supposes the biggest industrial CO2 emissions in the country. In order to avoid CO2 emissions to the atmosphere, keeping the availability of energy from fossil fuels, background studies focussed to the selection of favourable sites for CO2 geological storage are necessary. In Asturias, the options for CO2 geological storage are sequestration in deep saline aquifers or sequestration in unexploted coal beds. In the area, there is the biggest coal basin of the country and a great Palaeozoic sedimentary basin with appropriate silicoclastic or carbonated reservoirs and impermeable caprock for CO2 geological storage, located in proximity to thermoelectric power plants and other sources of CO2 emissions. All evidences suggest that CO2 storage in deep aquifers is the most interesting option but a legal planning and a technical regulation are still to be done. The possibility for CO2 sequestration in coal beds is modest and associated to the CBM commercial exploitation. It is necessary to have in mind that the feasibility of CO2 geological storage in Asturias apart of technical factors will depend on price of CO2 ton, legal conditioning and possibility to apply emission rights to projects.

The purpose of this paper is to provide a method for analyzing the sequencing of mining production processes and predicting the effects of any planned changes. Included is a description of the development and utilization of a project-scheduling simulation that combines analytical scheduling with stochastic-activity durations. The simulation is demonstrated in two realistic examples: a longwall face-to-face transfer sequence and the effect of varying advance rates on longwall development sections. Statistical data that can provide a basis for more informed production decisions are generated in the form of project activity/path criticality and project-duration distributions. In both examples, a quantitative risk assessment, regarding subjective decisions in underground production sequencing, is presented.

For all the attention given to mining activities in Central and South America, Mexico, Indonesia and Papua New Guinea, it is sometimes easy to forget the activities taking place in one of North America's most important and largely untapped regions -Alaska. The Alaskan minerals industry employed about 3,406 people during 1995. That is a 23% increase from - - 1994. It also contributed about $719.8 million to the state's economy during 1995, a 10% increase. During the past few years, Alaska has seen significant increases in exploration and mining activity. Fairbanks Mining, an arm of Cyprus Amax, began producing gold during 1996 at its Fort Knox Mine, as did Nevada Goldfields' Nixon Fork gold mine. Kennecott's Greens Creek lead-silver-gold mine also reopened and USMX began operations at its Illinois Creek gold mine. In addition, several impressive exploration projects were under way in Alaska. Placer Dome reported good results at Donlin Creek project in southwest Alaska. Likewise, Newmont Exploration is getting serious about its True North gold project. And Nerox is nearing production at its Jonesville coal project in Alaska's interior. In November, about 400 miners gathered in Anchor- age for the Alaska Miners Convention. Throughout the conference and exhibition, attendees listened to updates on these precious- and base-metal and coal exploration and mining operations. They also learned that the state wants more miners to head north and help develop its natural resources. Alaska is ripe for a smelter The mining industry -Alaska's miners in particular - has a powerful ally in Sen. Frank Murkowski (R-AK). He is the chairman of the Senate Energy and Natural Resources Committee. During his luncheon address, Murkowski said it appears that it is economically feasible to extend the Alaska Railroad to northwest Alaska, taking advantage of the large coal and hard-rock mineral tracts in the Ambler mining district. He also renewed his push for building a major smelter in Alaska to process ore that would come from the Ambler mining district. Murkowski believes that Alaska's economy can be expanded by extending the railroad from Nenana to the Point Lay coal fields to open coal development. Along the way, the railroad would pass through the Ambler district, helping to develop the hard-rock deposits. An outgrowth of this additional mineral development, Murkowski said, could be a new smelter in Alaska. It could use power from the Tyee hydroelectric facility near Wrangell or from the Makushin geothermal project near Unalaska. Either site, he added, offers access to plentiful, relatively low-cost power, at tidewater to facilitate ore deliveries to the Pacific Rim. The Congressional Research Service has determined that there are enough mineral deposits and coal beds to make it possible to finance the extended railroad, he said. The 1,200-km (744- mile) rail extension would cost about $4.2 billion. The North Slope of Alaska contains up to 3.6 Tt (4 trillion st) of coal, Murkowski said, that contains less than 0.25% of sulfur and less than 4% moisture. It aver- ages 12,300 Btu in heat content. "That is a tremendous resource," he said. The Ambler mining district, meanwhile, has at least eight identifiable hard-rock deposits, Murkowski continued. These contain zinc, lead, copper, nickel, chromium, tin, barite, gold and silver. "All eight of these can generate ore concentrates at rates similar to Red Dog's cur- rent 725 ktla (800,000 stpy)" of zinc, he said.

GENERAL STATEMENT Data frequently can be collected by several dif¬ferent methods. The method required for the nec¬essary precision for inflow prediction to mines should be selected and other methods avoided. Pre¬cision monitoring or measuring techniques fre¬quently require more time, expertise, and expense in their implementation that may not be justifiable. The temporal distribution of the data needs also may dictate the method used for data collection. Continuous recording devices may be required for time sensitive data whereas point measurements of other parameters may be adequate. Data needs will vary as the hydrologic investigation proceeds. In¬itial data needs may require only a qualitative col¬lection of data such as the areal distribution of precipitation. Subsequent data needs may require the measurement of ground water levels to the near¬est hundredth of a foot. Data requirements can be difficult to fulfill for ground water systems. This is particularly true for anisotropic, heterogeneous hydrostratigraphic units since the hydrogeologic parameters vary both ver¬tically and areally. Techniques exist for determining the storage characteristics of both unconfined and confined hydrostratigraphic units but these pro¬cedures require the installation of multiple wells in the same unit which may be impractical. Specific tests are discussed subsequently that permit the determination of vertical hydraulic conductivity. Data collected from field procedures or tests are generally preferred to laboratory derived data. This is especially true for hydrogeologic parameters such as hydraulic conductivity. SURFACE WATER SYSTEMS Precipitation Precipitation data can be collected from sources that maintain a historical record. The US Depart¬ment of Commerce, National Oceanic and Atmos¬pheric Administration (NOAA), maintains weather observation stations across the country. Such a sta¬tion frequently can be found near a proposed mine site but the type of weather data collected varies from station to station. Fortunately, precipitation data are collected ubiquitously. The data collected by NOAA can be purchased for the area of interest in the form of monthly and annual tabulations. Private weather stations constitute a second source of precipitation data. Existing data usually are analyzed by one of three methods. The station average method merely sums the depth of precipitation at each station and divides the sum by the number of stations as fol¬lows: [ ] where Pavg is the average precipitation (L), P, is the depth of precipitation at station i (L), and N is the total number of stations. This method is applicable where there are a relatively large number of stations uniformly distributed across the area (Hjelnfelt and Cassidy, 1975, pp. 71-72). The second method, called the Thiessen poly¬gon method, weights the precipitation at each sta¬tion in direct proportion to the area it represents without consideration of topography. The stations are plotted on a map and perpendicular bisectors are drawn on the lines connecting the stations. The polygons formed by these bisectors constitute the area that the precipitation for that station repre¬sents. The overall precipitation can be calculated with the following equation:

The term bentonite was first proposed in 1898 by Knight, a year after he had named this clay taylorite, because taylorite had been previously used for another mineral. The name taylorite was after the Taylor ranch, the site of the first mine, near Rock River, WY, and the name bentonite is from the Benton Shale in which the clay was thought at that time to occur. The Benton Shale was, in turn, named after Fort Benton, MT, located more than 640 km miles north of Rock River. Early in the 20th century, several geologists recognized that bentonite, mainly in beds in Cretaceous and Tertiary rocks, originated from transported volcanic materials. This recognition led to definitions based on origin, the one most widely quoted and generally accepted by geologists is the following definition by Ross and Shannon (1926): "Bentonite is a rock composed essentially of a crystalline clay-like mineral formed by devitrification and the accompanying chemical alteration of a glassy igneous material, usually a tuff or volcanic ash; and it often contains variable proportions of accessory crystal grains that were originally phenocrysts in the volcanic glass. These are feldspar (commonly orthoclase and oligoclase), biotite, quartz, pyroxenes, zircon, and various other minerals typical of volcanic rocks. The characteristic clay-like mineral has a micaceous habit and facile cleavage, high birefringence and a texture inherited from volcanic tuff or ash, and it is usually the mineral montmorillonite, but less often beidellite." The difficulty in applying the foregoing definition to bentonite as an industrial mineral commodity is that it is based on origin and is restricted to an ash, tuff, or volcanic glass parent material. Therefore, deposits consisting of the clay minerals required by this definition, but having uncertain origin or parent materials, cannot properly be called bentonite. Furthermore, many deposits in the western United States and in other countries that have formed from rocks other than the types required by the definition are being mined and sold as bentonite. Perhaps the best definition of bentonite as an industrial mineral is one given by R.E. Grim in a plenary lecture at the International Clay Conference (AIPEA) at Madrid, Spain, June 27, 1972. According to this redefinition, which will be used in this chapter, bentonite is a clay consisting essentially of smectite minerals (montmorillonite group of some usages), regardless of origin or occurrence. This definition solves the problem of the difference between the geologic and industrial usages of the term and overcomes the difficulty in assigning a name to smectite clay that formed from igneous rock other than ash, tuff, or glass, or those of sedimentary or uncertain origin. However, bentonite, when used with this meaning is still a rock term (consisting of more than one mineral), and it will not be possible to distinguish it from fuller's earth in many instances. One way of classifying bentonite is based on its swelling capacities when wet or added to water. Bentonite having sodium (Na+) as either the dominant or as an abundant exchangeable ion typically has very high swelling capacities and forms gel-like masses when added to water. Bentonite in which exchangeable calcium (Ca++) is more abundant than other ions has much lower swelling capacities than sodium varieties. Some calcium types swell little more than common clay, and most crumble into granular masses in water. Intermediate calcium-sodium bentonites, the so called mixed types, tend to swell moderately and to form gels of lesser volumes than equal masses of the sodium type bentonite. Because of the general relationship of swelling and exchangeable ion characteristics bentonite is commonly divided into the high swelling or sodium, low swelling or calcium, and moderate swelling or intermediate types. The term sub-bentonite (Davis et a]., 1940) is used inconsistently in industry for the low or moderate swelling varieties. The authors believe the use of this term should be discouraged because of its implication of low quality or low value and the lack of a mineralogical or use basis for it. In the United States bentonite is also classified by geographic location and the uses for which it is sold. Inasmuch as most of the low swelling calcium type occurs in states bordering the Gulf of Mexico, this variety is commonly called Southern bentonite. The largest high swelling sodium bentonite deposits and the major producing districts are in Wyoming and adjacent states. Therefore, this bentonite is commonly called the Wyoming or Western type. Such terms as drilling mud bentonite, foundry bond bentonite, and taconite bond bentonite relating directly to use are applied in marketing. Other terms including high and low yield bentonite, high and low gel bentonite, and high and low strength bentonite are also used to distinguish different grades. The varied classifications notwithstanding, bentonite occurs in so many different varieties that some cannot logically be classified according to any of the foregoing groupings. One of these types is hectorite, which is a high swelling lithium-bearing variety of smectite occurring mainly in California and adjacent states. It is, therefore, not a Wyoming type, and it occurs even farther west than the so called western bentonites. Others are bentonites having magnesium (Mg++) or hydrogen (H+) as the most abundant or dominant exchangeable ion. These types are neither sodium nor calcium varieties, and apparently some are low swelling, whereas others have rather high swelling capacities. INTRODUCTION "Most people would probably agree that some degree of government control and regulation is essential in modern society, and it will likely continue as an important part of our social organization for the foreseeable future. But most of us tend to be ambivalent about it. In one situation or another we are likely to see government commitment to social benefit programs or regulatory devices either as an expanding encroachment on the freedom of the individual or as an undue interference with private enterprise or with the rules of the market place. But even where there is agreement as to the desirability of government initiatives, either in general or in a particular context, it by no means follows that there will be approval of the mechanisms or procedures used or the means of carrying them out." The above statement is taken from a 1980 Working Paper of the Law Reform Commission of Canada prepared in connection with its study of the exercise of administrative law in Canada and the practices and procedures of administrative tribunals. The Atomic Energy Control Board (AECB) is one such administrative tribunal, and as the federal nuclear regulatory authority, it is responsible for licensing the production, possession and use of nuclear materials, equipment and facilities and enforcing compliance with licence conditions governing the health, safety, security and environmental aspects of the activities involved. Although the AECB was established 35 years ago with the passage in August 1946 of the Atomic Energy Control Act, like many administrative tribunals its role and functions and the regulatory process which it applies have evolved significantly during this period. The changes which have taken place over the years reflect not only the vast scientific and technological developments which have occurred but also the marked differences between contemporary society and the social milieu of the mid-1940s. However, the basic philosophy of nuclear regulation in Canada and the underlying principles of the regulatory process have changed very little. Certainly, the process is far more open in terms of the general public, it has become appreciably more comprehensive and systematic in terms of the depth and extent of both the pre- and post-licensing technical evaluations which are conducted and the ensuing compliance program. Furthermore, it now applies to the whole of the nuclear fuel cycle as well as the industrial, agricultural and medical applications of radionuclides. Nevertheless the following fundamental principles remain unchanged: a. primary responsibility for achieving high standards of nuclear safety and environmental protection in the design, construction, commissioning and operation of nuclear facilities resides with the licensee; b. the credibility of the nuclear regulatory process depends not only upon its technical correctness and practicability, but also upon acceptance by the public-at-large of its perceived effectiveness and efficiency; c. regulatory criteria and principles should be concise, clearly stated and understandable; d. regulatory decision-making should be based upon stated criteria and principles taking into account pertinent scientific and technical facts only; e. fairness and impartiality must characterize all regulatory decision-making; f. the regulatory process should be subject to a comprehensive periodic review and evaluation to ensure that it continues to produce the desired results at justified costs. EXPLANATORY NOTES The mere statement of a set of principles is a relatively simple task. Far more difficult is the explanation of what these principles mean in practical terms. To stipulate that a licensee bears the primary responsibility for achieving and maintaining high standards of nuclear safety and environmental protection may be regarded by some as an attempt by the regulatory agency to evade the responsibilities assigned to it. However, this is not the case. It is unrealistic for anyone to claim that a licensee only complies with accepted norms of public and occupational health and safety and of environmental protection because of the fear of prosecution. Mining is one of the oldest human activities. It goes back at least to the Bronze Age and possibly even the Stone Age. The Romans mined copper in Spain and tin in England some two thousand years ago. The writings of Agricola in the 16th century show that mining was important in the Middle Ages. Today we mine more mineral commodities in greater tonnages than ever before. This long and fascinating history closely tied with the economic development of the human race is one of the charms of the mining industry. It also, unfortunately, gives rise to some widespread misconceptions.

To help local governments plan for long-term supplies of sand and gravel for buildings and infrastructure, the Utah Geological Survey is assessing natural aggregate resources (mainly sand and gravel) in the St. George, Utah area. Whereas much of the aggregate in the study area is adequate for road-base construction, high-quality aggregate for Port- land cement concrete is limited due to geology, and also due to land administration and environmental issues. Virgin River alluvial gravels southwest of St. George are generally poor sources of aggregate because they contain clasts of soft sediments and soluble minerals derived from Mesozoic rocks. Elsewhere, widespread secondary calcium carbonate (caliche), as rinds and matrix in gravel, lower the quality of material. Young river-terrace deposits in Fort Pearce Wash, and along the Virgin River above St. George are the primary sources of sand and gravel for the area. Alluvial fans on the east side of the Beaver Dam Mountains, and on the west side of the Hurricane Cliffs are also sources of aggregate. Stream-channel deposits associated with "inverted valleys" north of the towns of St. George and Hurricane, Utah, and older pediment gravels on the west flank of the Beaver Dam Mountains may be future sources of high-quality aggregate. Accelerated urban development during the 1980s and early 1990s has caused St. George and other communities in Washington County to encroach upon sand and gravel pits originally located in rural, undeveloped areas. Urban residents often view nearby sand and gravel operations as undesirable neighbors and pressure elected officials to close the pits. Pit closures effectively eliminate the remaining reserve from the sand and gravel resource base of the area. More- over, resources may also be lost as new homes are built upon undeveloped sand and gravel deposits. The St. George area is particularly susceptible to loss of aggregate resources because high-quality natural aggregate for construction is already in short supply. Moreover, most of the land in the study area is administered by the U.S. Bureau of Land Management and subject to various land-use restrictions. Much of this public land cannot be developed for mineral materials, such as sand and gravel, because of federal regulations protecting rare plants and animals, archaeological sites, and important watershed areas. Of particular concern to resource development are areas designated as Areas of Critical Environmental Concern, Wilderness Areas, and Wilderness Study Areas. Protection for Endangered Species is a critical element in all planning efforts. Those species present in the St. George area or in areas near- by include: the desert tortoise, southwestern willow flycatcher, Virgin River chub, and dwarf bearclaw poppy. As the St. George area is depleted and/or deprived of sand and gravel resources through extraction and urbanization respectively, construction costs will rise unless conservation measures are instituted. To avoid the loss of aggregate resources, the UGS is pursuing a program of data gathering and field surveying of surficial deposits to determine tonnage and quality of the remaining sand and gravel resources. The resource information from this program will help land planners, developers, and government officials make informed decisions concerning urban development throughout the region.

A recent study by the New York Trap Rock Corporation has conclusively determined that the number of blasting complaints is directly related to the noise produced by the blast. In turn it has been known for some years that the noise produced by the blast is directly related to atmospheric structure of temperature, wind, and humidity in the vertical direction. Normally during daylight hours the temperature decreases with altitude at the rate of about five and one half degrees per thousand feet on a sunny day, and to somewhat lesser amounts on cloudy days. Consequently, sound travels slower with altitude because of the lower temperature, and the sound rays tend to bend skyward, and are soon dispersed in the atmosphere. Quite frequently, however, the temperature increases with altitude, and just the opposite effect is attained. That is sound rays are bent downward, and sometimes reach the ground with intensities approaching that at the source. When the temperature increases with altitude a temperature inversion is said to exist. Less frequently than these two atmospheric conditions a condition is observed where temperature remains constant with altitude. This is called an isothermal atmospheric condition, and sound passing through this type of atmosphere tends to travel in straight lines, neither bending upward nor downward. The sound will be greater than normal near the blast, but will dissipate rapidly with distance from the blast site with no zone or zones of silence.

A 2 1/2 inch diameter probe containing a high resolution gamma ray spectrometer was developed for downhole ore grade assays to depths of 6,000 feet. Tests have been conducted on the characteristics of this tool for in-situ determinations of uranium by means of natural gamma ray counting, and of copper, silver, gold, iron and coal quality by means of neutron-induced gamma rays. Application of the technique for improved carbon-oxygen logging in oil fields is promising. The probe contains a cryogenically cooled high purity germanium detector and a 4,000 channel spectrum analyzer. Gamma ray spectra are digitally transmitted up the cable to the truck-mounted data processing system. We found that uranium can be assayed directly in different types of formations independently of the degree of geochemical disequilibrium by counting the relatively weak 1.001 MeV gamma ray of protactinium-234m. Neutron activation work shows that in-situ determinations of copper, silver, iron and coal quality are technically feasible. In carbon-oxygen oil well logging the technique allows an accurate determination of carbon, oxygen, hydrogen, chlorine, silicon, calcium and iron, and shows promise of providing an improved oil/water differentiator.

Many mining companies try to fight their way up from small operator and exploration company to major producer. Not many companies make it. Cambior Inc., formed in 1986, is one company well on its way to making it as a major operating company. In 1993, Cambior surpassed 15.5 t (500,000 oz) of gold production and began operations at its world class Omai gold mine in Guyana. At the same time, the company has embarked on a program of geographic and minerals diversification. Cambior, a Canadian company, now has interests in eight mines, three development projects and more than 100 exploration properties in North and South America. The company’s goal is to derive 70% of its income from gold and 30% from base metals and other minerals. Cambior’s moderate diversification into base metals gives protection against negative gold price fluctuations. It also balances the typically short term gold mines and the longer term base metal mines.

The recent nonequilibrium electrophoretic mobility measurements by laser-Doppler electrophoresis coupled with the stability and prevalence of collector colloids in soluble-salt flotation systems suggest that the selective flotation of alkali halides is due to the adsorption of oppositely charged collector colloids by heterocoagulation. Previously reported flotation results confirm this surface charge/collector colloid adsorption model. These results also indicate that the sign of the surface charge has a significant effect on the extent of particle dispersion/aggregation. In this regard, the nature of such particle interaction forces at high ionic strengths are examined to improve our understanding of these systems. Atomic force microscopy (AFM) is now being used to directly measure the interaction forces responsible for the stability of these alkali halide aggregates observed in optical microscopy studies. Results from this study indicate that, while repulsive hydration forces exist between similarly charged hydrophilic particles, attractive forces exist between oppositely charged hydrophilic particles in high ionic strength solutions.

Changes in our energy, national security, and commerce needs have necessitated identification of new sources of minerals, such as rare earths, lithium, copper, silver, aluminum, titanium, and the minerals on the U.S. Geological Survey’s (USGS) list of critical minerals (USGS, 2022). With the need to domestically produce these minerals, more mining will be required within the U.S. Some of these critical minerals deposit with naturally occurring radioactive materials (NORM), therefore, mining these minerals may concentrate NORM to the point that some states may require licensing and radiation protection programs. NORM is not regulated by the Federal government; it is regulated by the individual states. Consequently, overall national state of NORM regulation is chaotic with each individual state either choosing to regulate or not regulate NORM, and, if a state chooses to regulate NORM, then that state develops its own unique regulations. Further complicating the regulatory environment, states utilize a wide variety of strategies for regulating NORM, which sometimes results in inappropriate regulations, inconsistencies with specific radionuclides that are regulated, and inconsistencies with specific NORM types that are regulated. This paper will review the nature of NORM regulations, identify regulatory traps, and provide general guidance for identifying NORM and potentially avoiding regulatory jeopardy. Because of the chaotic nature of NORM regulations nationally, seeking guidance from qualified professionals with relevant expertise is recommended. Also, contacting the appropriate regulatory agency to gain a complete understanding of the NORM regulatory environment is useful for maintaining compliance.

The paper deals with the activity program and the preliminary results of a research work commissioned by IReR Research Centre and Regione Lombardia to the Department of Land, Environment and Geotechnologies of Politecnico di Torino. The aim is to define measurement, analysis and control criteria for the emission of chemical and physical pollutants from non-metal mining industries, with particular reference to noise and airborne particulates. Such emissions are related to health risks and annoyance problems, both for the working crews and the neighbouring population, and so, in order to get an effective sustainability of the industry, suitable reduction methods and assessment tools are required. A simple technique for the evaluation and forecasting of both the emission levels and deriving impact has been tested at different mining and quarrying sites, considering their differences in terms of layout and exploitation method, the latter ascribed to a series of main typologies as present in Lombardia region.

"A phosphate beneficiation plant in Utah is using isotope-based Prompt Gamma Neutron Activation Analysis (PGNAA) technology to analyze the entire slurry streams of the incoming feed and final product in order to adjust the flotation circuits in near real time and optimize the plant output. The plant has gained greatly improved visibility/control and has reduced product variability for improved profitability and product quality. This paper takes a look at the economics as well as application details and the difference this technology provides in a phosphate application. SIMPLOT PHOSPHATES INTRODUCTION Simplot’s Vernal, Utah Phosphate Mine and Mill are located in the northeast corner of the state in the Uinta Mountains along US Highway 191, eleven miles north of the town of Vernal. The phosphoric acid and fertilizer plant fed by the Vernal mine is located 94 miles Northeast of Simplot Phosphates in Rock Springs, WY.At the Vernal plant, loader and shovel mining to 85 Ton capacity trucks is done at an annual rate of 3.8 Million tons of ore. Run of mine ore is crushed in a mineral sizer to minus 14 inch diameter at the rate 11,500 tons a day and transported to the SAG Mill’s 130,000 ton surge stockpile by overland belt. ORE RESERVES The ore is a Phosphoria Formation of sedimentary rock type dating to the Permian Age. The ore body rests over a 25 mile area on Weber Sandstone from the Pennsylvania and Permian geologic period. Layers of Phosphate Rock can vary in thickness from 0.3 up to 2.1 feet, alternating with layers of Mudstone. The eastern edge of the ore’s body Panel “G” runs 16 feet deep with a feed grade of 21.5% P205 with lower MgO diluents of less than 2.79%."

Disc Cutter Wear is influenced by several geological and technical factors and excessive wear can have a major impact on the excavation efficiency of Tunnel Boring Machines (TBM). Disc cutter replacement events cause a disruption to the construction schedule and costs, and should be minimized throughout the project to the extent possible. A well-executed cutterhead inspection and maintenance plan can help mitigate abrupt cutterhead interventions and reduce its effect on project schedule and cost. This paper examines cutterhead inspection and disc cutter replacement events as well as subsequent wear data recorded in the first 7km of the 10.3 km long, 6.3 m diameter Coxwell Sanitary Bypass Tunnel (CBT) project in Toronto, Ontario. The CBT alignment is mainly through Georgian Bay Formation shale.

"Design of effective mine water treatment plants depends on the ability to reliably predict treatment outcomes, but systems with multiple chemical and physical treatment processes and recycle loops can be difficult to model. GoldPHREEQC is a modeling framework that integrates mass and flow routing capabilities of GoldSim software and water quality calculations provided by PHREEQC, and is well-suited to modeling parameters of interest in the mining industry, especially metals and sulfate. Physical processes such as membrane separation and greensand filtration are modeled by defining mass rejections for each parameter and flow routing based on vendor projections and bench- or pilot-scale equipment testing. GoldPHREEQC models chemical precipitation processes such as HDS metals removal and gypsum precipitation by (1) performing surface-aging and solubility calculations in PHREEQC and (2) using the GoldSim framework to direct supernatant and precipitate to subsequent process steps. Users can apply this modeling framework to predict effluent water quality, chemical requirements, sludge production, and required equipment capacity to support design, troubleshooting, and cost estimating. Understanding aquifer properties in surface mine backfill is essential for managing the groundwater flow system as well as controlling the formation and discharge of acid urine drainage. Slug tests (injection and withdrawal) performed on wells in mine spoil may yield two distinctly different response characteristics. One type of response is indicative of a porous media system. The second type of response indicates the presence of a pseudokarst system. The presence of voids or conduits in the backfill is indicated by an almost instantaneous partial recovery of the water level displacement. This rapid recovery is turbulent flow and cannot be analyzed by conventional (Darcian) methods. The turbulent flow may cause the calculated hydraulic conductivity to be less than the actual values. The slug dissipation surface area created by the voids contiguous to the test well add to the known dissipation surface area of the screened interval. This can cause the calculated hydraulic conductivity to be greater than the actual hydraulic conductivity or the aquifer to appear more permeable. Whenever analyzing data from aquifer tests in mine spoil, these potential problems must be kept in mind. In spite of the problems encountered during slug testing of spoil, the aquifer hydraulic parameters derived and the slug responses observed remain useful in the hydrologic characterization of a mine site.
