"INTRODUCTION The Jefferson Barracks Tunnel is in the final stages of design and is expected to go out to bid in the summer of 2016. The project is located in south St. Louis County along the west bank of the Mississippi River, about 13 km downstream of the St. Louis Gateway Arch. The project consists of a deep sanitary sewer tunnel, a deep pump station and several intakes. The intakes will divert sanitary flows into the tunnel and the tunnel will convey the flows by gravity to the Lemay No. 3 Pump Station, which will pump them up into the Lemay Waste Water Treatment Plant. The tunnel is about 5.4 km long and will be lined with 84-inch (2.1 m) fiberglass pipe. It drops at a gradient of 0.1 percent from south to north and will be bored through strong limestone using a hard-rock tunnel boring machine (TBM). The diameter of the TBM is anticipated to be about 3.4 m. The Owner’s original concept was for a relatively shallow tunnel so as to minimize construction and pumping costs. The preferred alignment ran close to the river, next to the existing force main, which was to be abandoned. Keeping the tunnel close to the force main would reduce the amount of shallow sewer work needed to connect the existing feeder sewers to the new tunnel. Several geotechnical investigations were performed, with shallowly focused geophysics and the borings all going exactly down the conceptual tunnel depth. Limestone bluffs run along the Missouri side of the river. These bluffs are pockmarked by sinkholes and riddled with karst. Large, well-known caves occur both north and south of the alignment. Karst features, including deep crevices and possible caves, were found in those early geotechnical investigations. Many of these features extended well below the level of the Mississippi River and would have been encountered by the tunnel. If a large crevice or cave were encountered, then the inflow of mud and water into the tunnel could have been large and possibly uncontrollable. Something had to be done to mitigate this situation. Pre-excavation grouting was considered, but the program would have been huge and extremely expensive. Using a closed-face TBM with bolted and gasketed lining was also considered, but that too was both risky and extremely expensive. The Owner could have abandoned the tunnel altogether and built a new force main, but that would have brought a whole new set of problems and was undesirable to the Owner. The last option was to move the tunnel away from the karst."

Ladies and Gentlemen, There have been no less than ten major coal project financings in the last eighteen months. Each of these has been in the order of $100 million to $1 billion for the development of a coal property and its associated infrastructure. It is appropriate at this time to review the nature of these past financings. Why has there been so much activity? There are primarily two reasons. The first is due to the large number of contracts which were signed as a result of OPEC oil shocks. High projections were made for increased coal consumption particularly in world trade. This is distinct from domestic coal mine/power plant projects which often tap a government source of funds. Second is the high cost of coal development in the 1980's compared with a typical company's corporate borrowing capacity.

"Challenges have emerged as subway systems age and as new tunnels are bored in congested corridors or in high-risk environments. To help public transportation agencies address tunneling challenges, the American Public Transportation Association has convened numerous independent industry peer reviews composed of top experts in their fields to come together and provide recommendations and solutions. This paper provides case histories of peer reviews that include topics such as boring through toxic soils, boring underneath existing tunnels, retrofit of tunnel ventilation systems, and mitigation of water intrusion. Peer reviews are applicable to all tunnel projects worldwide. The paper will highlight the conditions of these challenges, peer review recommendations, steps taken to reach agreement, and the successes that resulted, which led to major changes, new legislation and reduction of risk. INTRODUCTION Public transit agencies face many challenges in maintaining and expanding safe transit operations, especially as systems age, ridership expands, and budgets remain flat. The development of new industry standards and federal safety regulations places further demands on transit systems, with compliance often taxing in-house resources. Studies of the state-of-good-repair across US public transit systems indicate a current backlog of $84 billion in maintenance projects, which will require an investment of $18.2 billion per year to eliminate the backlog by 2030[1]. Systems not in a state-of-good-repair may not operate efficiently, may not be available to meet the growing ridership demands, and may not meet required safety goals or reduction of risk. Innovation is another clear need transit agencies have for improving system performance and lowering operating costs.To meet these challenges, transit agencies often turn to industry peer reviews for guidance and recommendations as part of their overall strategy to maintain and grow the safe operation of their systems. As a service to its members, the American Public Transportation System (APTA) has developed an industry peer review program designed to give agencies opportunities to learn from each other and help them address challenges in operations, engineering design, and construction of their systems. Over the past 20 years, APTA has performed hundreds of peer reviews covering all aspects of transit system operations from fare collection to agency organization, project delivery methods to safety culture, and engineering design including tunneling and tunnel fire ventilation. As rail transit systems expand to meet increased ridership, it is often necessary to bore new tunnels for alignments in congested areas where surface rights-of-way are lacking. Such proposed alignments can pose significant challenges for transit agencies, as they contend with various tunneling problems."

Silver-copper-lead deposlts in Precambrian, Permian, and Cretaceous red-bed sequences near Van Horn, Texas, have the following features In common: (1) mineralization controlled by steeply dipping fractures in sandstones, (2) lack of ore In overlying and interbedded limestones, (3) absence of igneous intrusions, (4) sulfide ores without typical hydrothermal gangue minerals, and (5) associated arsenic, molybdenum, zinc, and cadmium but not gold. Ore was probably deposited along fractures by reaction between low-temperature, oxidizing, metal-rich ground waters and sulfide-bearing waters or rocks. Detailed mapping and studies of fracture patterns indicate that mineralization occurred during Basin and Range extensional deformation, thereby postdating major Trans-Pecos igneous activity.

A method has been developed to remove calcite from the leaching circuit in the uranium in situ leaching system. The process involves injecting the leachate and a pH control agent tangentially into an inverted cone reactor containing calcite seed catalyst. The leachate can be treated at high throughput to obtain clear effluent containing 5 ppm or lower Ca. Both lime and ammonia are effective pH control agents and consumed according to stoichiometry.

By 1968 Cyprus Pima was milling 38,000 tpd of copper ore using a conventional flowsheet consisting of three stages of crushing rod mills and ball mills. A 15,000 tpd expansion was put on stream late in 1971 using primary crushing, semiautogenous mills, and ball mills. Identical ore is treated in both concentrators. This paper shows the weight and life of each individual liner for each crusher and each mill over a four year period from 1974-1977. Power and media consumption are shown for the same period and a comparison is made between the two reduction methods.

To generate a most profitable ultimate pit limit is generally the first step in mine design. This paper presents a new graph theory oriented, optimum ultimate pit limit design algorithm which will maximize the total undiscounted net profit. This algorithm performs much better than the well known Lerchs-Grossmann algorithm, in terms of the reduction in computation time and computer memory requirements. This algorithm operates on many directed trees in a graph, where each vertex in a tree represents a block in the mine model. The formation of each directed tree is based more on the ore-waste support concept than the geometry constraints alone. The general procedures of the algorithm, programming considerations and two case study results are discussed in the paper.

Two recent antitrust cases, coming from widely separated areas, different industries and involving wholly different facts were decided by the Supreme Court on June 7, 1965. The decisions in these two cases may well prove to be the most important and far-reaching decisions in the field of labor law that have been handed down in the last 24 years. These cases, although quite dissimilar factually, had one common element. In both, the gravamen of the antitrust violation was bottomed on the terms of labor agreements negotiated by a multiemployer group. These cases are usually referred to as Pennington1 and Jewel Teat. Since a number.-of references will be made to the antitrust laws, it may be well to state briefly the applicable portions. Section I of the Sherman Antitrust Act makes "every contract, combination in the form of trust or otherwise, or conspiracy, in restraint of trade or commerce among the several states, or with foreign nations, is declared to be illegal...". Section 2 imposes criminal sanctions against "Every person who shall monopolize, or attempt to monopolize, or combine or conspire with any other person or persons, to monopolize any part of the trade or commerce among the several states...". Under Section 4 of the Clayton Act a person who sustains damages as a result of a violation of the antitrust laws is entitled to recover treble damages plus costs.

INTRODUCTION Underground mines in many parts of the world have elevated levels of short-lived 222Rn daughters. Lung cancer implicating exposure to short-lived daughters is documented in the U.S., Czechoslovakia, Canada, Sweden, the U.K., France and Newfoundland. An elevated lung cancer mortality (in excess of that expected) has been observed when cumulative exposure to alpha emitting short-lived 222Rn daughters (218Po, 214pb 214Bi 214Po) is greater than about 60 working level months (WLM) [1]/ (Hewett, D. 1979). This is equal to an absorbed alpha dose of about 30 rads to shallow basal cells in bronchial epithelium. Long-lived alpha emitters are also present in underground mines, and especially uranium mines because of airborne particulates containing uranium. The 238U parent of this primordial series supports other long-lived emitters 234U 230Th, 226Ra, Pb(210Po) which are in some degree of radioactive equilibrium with the parent 238U. Airborne particulates can be present due to drilling on the face of the ore body as well as in all parts of the mine through resuspension from the mine floor. Particles from 1 µm to about 5 µm penetrate the nose with reasonable efficiency and deposit primarily in the tracheobronchial tree. They are removed by ciliary motion (the bronchial escalator) but deliver an alpha dose to basal cells in bronchial epithelium during clearance in the same manner as short-lived 222Rn daughters. It is the purpose of this work to indicate the alpha dose to basal cells in bronchial epithelium delivered by the long-lived emitters 234, 238U. The dose calculations reported here based upon a few measured values of these isotopes in air in uranium mines in New Mexico and Colorado. MEASURED 234, 238U IN URANIUM MINE ATMOSPHERES In 1979, the U.S. Bureau of Mines undertook a study to evaluate personal monitors to be worn by miners to measure short-lived 222Rn daughters. One of these devices sampled air at 100 cm3/min through a 13 mm glass fiber filter, with a small pump worn on the belt. Alpha particles emitted by 222Rn daughters on the filter were measured continuously by a thermoluminescent dosimeter (TLD) chip. Each monitor was worn by a miner for a 170 hour working month and approximately one cubic meter of air was sampled during this period. Six different mines were selected for the test in New Mexico and Colorado. The mines used either wet or dry drilling methods. Miners in each location were equipped with the personal monitors. Subsequent to their use in evaluating the shortlived daughters, Dr. Robert Droullard of the Bureau generously gave us these filter samples along with a few blank glass fiber filters from the same box of filters used in the study so that long-lived emitters present in these mine atmospheres could be determined radiochemically. Four of the samples have been run for 234, 238U. The radiochemical procedure for uranium is adapted from USDOE, Environmental Measurements Laboratory Manual (Harley, J.H., 1976). Briefly, the samples were placed in platinum crucibles, spiked with 232U tracer and pretreated with nitric and hydrofluoric acid. The residue was fused with potassium fluoride to transpose to pyrosulfate. The fused cake was dissolved in 7 [N] hydrochloric acid and the solution passed through an anion exchange column to isolate uranium. Iron was removed using mercury cathode electrolysis. Uranium was electrodeposited onto platinum dies and counted using solid-state alpha spectrometry. The samples from each type of mine (wet and dry) were analyzed. The samples in the "wet" mine in New Mexico were selected on the basis of the original TLD measurement because they were near the maximum occupational standard for radon daughters. These samples should also represent upper limits to longlived activity encountered, since they were obtained at drilling operations on the face of the ore body. Samples collected in the "dry" mine in Colorado were pot associated with a particular location in the mine and should be representative of a month long overall exposure in many locations and operations. The concentration of low grade iron ores to pellets or sinter fines suitable for blast furnace feed or direct reduction is highly energy intensive and costly in terns of both size reduction and separatory processes. Large equipment with high throughputs are required to make the fine grinds and multi-stage separations economical. Control of these circuits is essential to producing a high grade product. As a result, iron ore concentrators possess some of the more sophisticated instrumentation for process control in the mineral dressing industry. These instruments must characterize flowstreams of up to 8,000 gpm where 80% of the particles are less than 50 µm. The past decade has been one where enormous strides have been made in automated control of iron ore plants. This paper reviews state-of- the-art control systems for crushing, grinding, magnetic separation, froth flotation and sizing/classifying circuits. Trends toward computerization and plant automation in response to a dismal outlook for North American steel production are also examined.

As man's need for minerals continues to grow and as the known mineral deposits become depleted, it may be expected that these increased demands will result in greater exploration for additional deposits and at continually increasing depths below the earth's surface. As labor and material costs continue to rise, the need for more economic material handling will be emphasized. The quest for heavier payloads, safely moved at faster speeds from deeper mines, will be vigorously pursued. Strenuous efforts are, therefore, being made in the wire rope industry to develop ropes with greater strength-to-weight ratios than presently available while maintaining the dependability and long life being received from the conventional rope manufactured today. For many years, high quality rope wire has been manufactured from rods of selected steel compositions. Carefully-controlled wire drawing combined with proper heat treatment has resulted in high quality wire and wire rope throughout this period. Refinements in the rod produced from specially-selected high carbon steels combined with the latest improvements in wire drawing and heat treatments have made it possible to manufacture higher strength rope wire of uniform composition and structure that is suitable for use in Special High Strength wire rope.

Commercial production of heavy minerals from plant tailings streams is undergoing study by Syncrude Canada Lrd. When tar sand from an open pit mine is processed and up- graded to synthetic crude oil, heavy minerals can be recovered from the extraction circuit and can be upgraded to provide concentrates of zircon and titanium minerals. The titanium minerals concentrate consisting of a mixture of ilmenite, leucoxene and rutile, could be utilized as recovered or could be upgraded to synthetic rutile. With the construction of further synthetic crude oil plants in Western Canada a large reserve of heavy minerals will become available for utilization.

The City of New Haven is planning to construct the Downtown Storm Sewer Infrastructure Improvement project to mitigate on-going stormwater flooding in the Long Wharf District. The proposed project includes a 685 cubic feet per second (cfs) stormwater pump station and a 3,200 linear feet (975 meter) long tunnel segment with an internal diameter of 120-inches (3.05 meters). This paper presents the aspects of the final design and the use of the cloud-based data management software to make better data-informed decisions. The software was used to create a spatially aware database of the subsurface conditions, as well as improve visualization and analysis of the soil properties.

The research work reported in in this paper deals with the monitoring of roof behavior in a drift mine located in Eastern Kentucky operating in the Coalburg Seam. The thickness of the seam at the monitoring site ranges between 9 and 10 feet with the immediate roof changing from sandstone to shale then back to sandstone. Shale thickness varies between 0 and 2.5 feet. The characteristics of the immediate shaly roof were monitored with 38 dynamometers which were set up in three survey lines to cover the entire range of shale distribution. The dynamometers are capable of providing accurate load readings in the range of +/- 5 pounds. To closely observe the contribution of moisture toward roof deterioration the dynamometers were set up in intake and neutral airways. A television borescoping camera was used in conjunction with the dynamo- metric instrumentations at pre- determined observation holes to physically observe and record the separation process of the shale and sandstone stratum with respect to time. Monitoring took place between January 1985 through January 1986 in order to cover a full cycle of dry and wet mine conditions associated with the seasonal changes. Analysis of the data show a trend of roof deterioration induced by condensation and eventual penetration of moisture within the immediate roof bedding planes, leading to rapid disintegration of the mine roof.

In order to develop more accurate procedures for scale-up and design of semi-autogenous-grinding mills through detailed mathematical models, a better understanding of the charge motion and rock/ball segregation is needed. To achieve this a 0.61 m (2.0 ft) diameter x 0.305 m (1.0 ft) length plexiglas mill was constructed as a scale model of a commercial SAG mill. Rock motion in the rotating mill was simulated using various sizes of ceramic balls. Quantitative measurements of dynamic angle of repose, water and slurry motion, holdup and size segregation of the charge were taken. In addition, a video-presentaiton (available to the public) was prepared to elucidate charge and water motion at various mill speeds, charge volumes, rock size distribution and flow rates.

Solution mining operations often encounter difficulty maintaining adequate leach solution flow into the ore formation because of loss of formation permeability near the injection well. Permeability loss caused by swelling and breakup of clays and fine particle migration can often be the cause of the problem. Combined permeability and leaching tests were done in the laboratory on samples of clay bearing ores to evaluate a clay-stabilizing polymer's effectiveness in preventing the problem. Test results indicate that treating the ores with cationic polymers could maintain permeabilities two to five times greater than the long-term permeabilities present in untreated ores. Both alkaline (pH 8.5) and acidic (pH 2.0) leaches were used in the permeability leaching tests. To determine the reasons for the success of the clay stabilizing polymer, clay swelling tests and zeta potential measurements were made on untreated ore samples and on ore samples treated with the cationic polymer. Test results indicate the cationic polymer could reduce the degree of negative charge on fine particles and their tendency to disperse, as well as reduce clay swelling. Test results indicate a potentially beneficial effect on operating parameters such as capacity and injection pressure during leaching, if clays and fines are kept stabilized. This may be done by treating the zone of high fluid velocity near injection wells with cationic polymers.

Close integration of mine planning and operation is a long-sought goal. Success is achieved in varying degrees depending upon mine complexity, size, and sophistication, but too often is more limited than desired. Despite tremendous strides in the development of computer-aided mine planning, digital plans usually must still be converted to error-prone paper maps and physical ground surveys for actual excavation and reclamation. However, advances in GPS, operator displays, and mobile computers now enable equipment operators to work directly from on-board digital plans. CAES offers reduced survey costs, faster field transition time and improved excavation accuracy coupled with faster, more informed decision making regarding key mining operations.

Monterey Coal Company has begun a geologic monitoring program in order to better understand our in-mine geologic conditions and to apply the knowledge gained to our mining operations. Two methods are used to collect information. The first is a monthly examination of conditions throughout the mine using a rapid mapping technique. The second is the detailed mapping of specific events encountered during mining such as faults and roof falls. The data gathered from both methods is correlated with operational statistics to create a geologic/production database. From the database, a monthly evaluation of mining conditions is made. Also, the database has proved useful in such areas as forecasting roof conditions and examining how faulting has affected mining operations.

Before undertaking to present to you a current analysis of copper, I would like to preface my remarks with a few observations that in themselves have a bearing upon commodity reviews in general. Having sat through a large number of such reviews since first joining the A. I. M. E. nearly forty years ago, I have no illusions about the hazards of the undertaking. If a speaker presents a statistical summary of commodity economics for the last year, most of his audience, having already read at least four commodity summaries on the identical subject, either get up and walk out or fall asleep. Should the latter happen, and were the listener to tumble from his chair and break his neck, obviously the speaker is liable. The subject matter seldom lends itself to histrionics on the part of the speaker so dangers of heart attack in the audience are not too great. Therefore the speaker, in order to retain listener interest, resorts to prophecy. Such venture was undertaken long ago by weather soothsayers, the "harouspex" of Ancient Rome, who generally cut up a sacrificial sheep and after staring at the entrails made their predictions which I understand had a batting average somewhat better than those undertaken on Wall Street based upon Dow Jones averages. Not being a licensed harouspex I cannot undertake predictions. I shall, however, fall back upon the experts.

Computer-aided control of a mining machine pl aces its operator in a safe, remote location, thus reducing health and safety risks, Sensing systems that provide machine position (xy coordinate) and heading (yaw), are extremely useful in aiding remote positioning of mining machines. The U. S. Bureau of Mines has developed two sensing systems for position and heading information: A scanning laser system based on the Lasernet sensor and a mechanical position and heading system based on linear-position transducers. The Bureau is also investigating a system from Honeywell, the modular azimuth and positioning system that employs ring-laser gyroscopes. This paper presents a brief background and status of these sensing systems as applied to the remote positioning tasks of a continuous mining machine. Included are field test results of each system operating in a room-and-pillar research section at a cooperating mine in West Virginia.
