After OSHA published a Notice of Proposed Rulemaking on August 5, 1983, to revise its standards for Underground Construction, many contractors and their representative associations became concerned by the sweeping changes in the proposed rule. After reviewing all of the evidence and testimony on file with OSHA, the contractors presented extensive written and oral testimony to the Department of Labor in Washington, D. C. to help insure that the final published rule would be effective without jeopardizing the economic viability of the industry. The results of those efforts, the entire OSHA rulemaking process, and the opportunity for the construction industry to participate in that process will be discussed.

In recent years exploration and development of low-grade sulfide precious metal ore deposits has increased. Low- grade ores are usually processed using conventional heap leach cyanidation methods. The potential for acid mine drainage from spent sulfide ore heap leached residues remains a concern even though the processed residue is stacked on an impervious liner system. It is therefore of critical importance to evaluate methods for long term prevention of acid mine drainage from sulfide heap leachable ores during the precious metal recovery process rather than mitigation during the closure and reclamation phase. This paper discusses two simple AMD prevention options for the recovery process phase. Laboratory evaluations were made using a modified humidity cell kinetic AMD test method on two low-grade sulfide ores without addition of an alkaline component and on the same ores with natural limestone or acid neutralizing oxide ore blended with the feeds before kinetic testing. Laboratory results are discussed in detail and demonstrate that blending an acid neutralizing component with sulfide ore effectively prevents the production of acid from the processed residue.

Greenbank Terotech is a member of the Halley & Mellowes Group of Companies and is accredited t AS3902. Greenbank has been involved within the wear resistant lining industry for over 20 years. Initially supplying cast Basalt piping systems through to the present day breakthroughs with SiTech cyclone linings. The challenge of finding the most cost effective cyclone lining has been a difficult process. Over the years many varieties of ceramics have come and gone. In particular within cyclone applications, many people have become disillusioned with the term "Ceramic." In practice, it was discovered that if a ceramic worked in one part of the plant, it did not necessarily work in the cyclone area. A good example of this is Alumina chute and pipe linings. An Alumina lined cyclone underflow bend would provide exceptional wear resistance, whereas an Alumina Spigot would have failed miserably. After Alumina's were tried, Silicon Carbides were experi­mented with. The results in many trials were mixed. What worked at one mine did not work at another. The results did not conclude decisively that ceramics were here to stay within the hard rock cyclone area. It was then that Greenbank Terotech started to look at the reason "Why do some linings work and others don't." We came to the conclusion that the matrix holding the particles together had to be the key to a successful cyclone material. At the time we looked at materials such as Alumina Bonded Silicon Carbides, Metallic (Aluminium) Bonded Silicon Carbide, 99% Alumina Ceramics and Nitride Bonded Silicon Carbides, but all these materials either suffered from chemical attack on the Aluminium matrix (via cyanide) or the matrix simply was not hard enough causing wear rates to be excessive. It was then we looked at SiTech. SiTech is a unique material in that the primary particles are Silicon Carbide, but the matrix is made up of a Secondary Silicon Carbide formed within the reaction bonding process.

As the program says -we'll he talking about the expectations of the Management of an Industrial Mineral enterprise relative to the activities of geologists engaged in that enterprise. Industrial Minerals is such a large industry both in tons produced and in value of product -and of such diversity and complexity of participating enterprises, minerals and products that I doubt if anyone person can speak for the entire industry as to the expectations of management with respect to the geologist. I'm sure there are major differences in emphasis between segments of management as to the relative importance of the different aspects of the geologists' role in the scheme of things. However, we will try to generalize concerning what we consider to be important factors and to be more specific perhaps of some of the factors with which we have had direct assessable experience.

Crushed stone operations have become more difficult due to rising costs of labor and equipment, with the consequent reduction in profit margins. Competition from other operators and the encroachment of vertically integrated companies place severe restrictions on available markets. The seasonal demand for stone precludes any definite production level, and changes in productivity have to be accommodated. These influence profitability, and therefore production plans must be continuously adjusted to keep pace with rapidly changing conditions. The basic problem of stone companies seeking to maximize profits is one of balancing stone production costs, costs of inventory holding and stock-piling, marketing costs and any other charges accruing over time against the selling price of stone. Because of high peak demands, slack period production must be stored and then distributed to supplement peak period production. For a multi-plant operation, there is a need to evaluate at the same time the interaction between the plants and the various marketing sectors. In a multi-plant operation with different production capacities and production costs, stone producers are interested in the answers to the following questions: 1. How much stone should be produced at each plant in each time period? 2. What should be the optimum stone shipment from each plant to each market? 3. What are the effects on net returns and shipping plans, if production capacities are altered at the plants? These questions have many different answers that, will satisfy demands. From the point of production scheduling, the minimum production cost may be the objective. From the inventory standpoint, the best solution will be to synchronize production with sales. However, when the transportation of stone is also considered, the desired end is to achieve that delivered cost which maximizes the company f s net return. Increased recycling of waste paper has been emphasized in recent years in both the USA and Canada for environmental and economic reasons. Removal of ink particles from the waste paper pulp is therefore necessary. One of the most promising methods for ink removal is froth flotation. Our study investigated the feasibility of a simplified flotation scheme which showed that about 90-92% ink removal can be achieved while 95-97% ink removal is achievable if a hydrophobic polymer is used ahead of flotation. The clean paper pulp recovery was over 90%. The effects of pulping pH, flotation pH, and concentrations of flotation and polymeric reagents are discussed in the paper.

An optimum method for selecting exploratory drilling locations has been developed. The process has been modelled as a highly non-linear programming problem subject to constraints. Solution involves an iterative algorithm which converges rapidly and procedures have been developed to distinguish between local and global optima. The algorithm has been implemented as an interactive computer program which allows the user to influence directly the solution process and to evaluate the effect of any manual adjustments to the optimal solution.

Many recent projects have been developed and mined based upon imaginary reserves. Imaginary or "geo-fantasy" reserves have cost many companies millions of dollars. The significant and varied technological advances in the mining arena have done little to curb reserve calculation problems. These advances may have served to increase the prevalence of reserve problems by putting more tools in the hands of personnel not properly trained or experienced in reserve estimation. This paper will discuss potential problems related to calculating reserves, which include: SAMPLING ERRORS -obtaining a representative sample. -Decay analysis of wet RC drilling -Bias introduced by sample preparation. -Assay bias; Coarse gold. -Specific gravity samples. GEOLOGICAL ERRORS -structural boundary definition. -Separation of high grade and low grade zones. -Incorrect continuity assumptions MODELING ERRORS -Too much influence of high grade samples. -Improper method of calculation. -Assumed range of influence. -Errors in the data. When one's attention moves from the control of a process unit or from the control of a department of similar units, to the control of an entire plant, two things must change. One is the techniques of control, and the other, the goal or purpose of control. The goal is no longer maintaining a certain quality of product or maintaining a particular flow rate through a process unit. The goal becomes economic - how to make the most money out of the plant. The principal control techniques become those of optimizing, rather than regulating. It is quite common to discuss the control of an entire plant in terms of three levels of control l; regulation, supervision, and optimization. Regulation is the control of inputs to a process unit at desired values. This is accomplished by two or three mode analog controllers or DDC loops. The second level of control is the selection of these desired values, e.g., set-points of the regulation controllers. The third level is to make such adjustments or corrections to the supervisory calculations so as to optimize the plant profit. It is immediately evident that supervisory control and optimizing control are intimately related, and a distinct dividing line cannot always be drawn between the two. Some authors prefer to add even more levels such as adaptive control and management information systems, but we believe our point is well made without further division of the functions which are necessary for complete plant control. To accomplish the economic goal, that is, the optimizing (maximizing) of the profit of a mineral processing plant, the plant should ideally be operated as if it were a separate company, buying its raw materials on the open market and selling its products on the open market. While petrochemical plants endeavor to operate in that manner, unfortunately this is not true of a mineral processing plant. The plant manager has to accept the amount and quality of ore the mining department delivers to him, and the products (concentrates) are delivered to another department of the company for further refining. Since the advent of machine coated paper in the mid 1930's, the kaolin industry has had a remarkable growth, In 1935 the domestic production of kaolin was 500, 000 tons and in 1970 the estimated production was in excess of 3. 5 million tons. The process industries which use kaolin most extensively are paper, rubber, paint, ceramics, plastics, catalyst manufacturers, ink, and pharmaceutical. The paper industry is by far the largest consumer of kaolin using approximately 70 per cent of the total tonnage mined and beneficiated. Up until 1970 the major kaolin producers were able to expand rapidly enough to supply the demand but for the first time in thirty years the demand is expected to be in excess of mining and beneficiation capacity through at least 1975. The major reason for this is the expansion of coated paper production in Europe and Japan. Two areas supply the lion's share of kaolin for the world markets. These are the Cornwall area in extreme southwestern England and a limited area of Georgia and South Carolina in the southeastern U. S. The English kaolins are primary - (found in decomposed granite) whereas the Georgia-South Carolina kaolins are secondary - (found in lenticular, continuous beds in the Tuscaloosa formation of Cretaceous age. ) The English kaolins are mined by hydraulic methods whereas the Georgia-South Carolina kaolins are mined by dragline or shovel and benefidated by using a wet process for the majority of the production and/or a dry

In the 1980's the Canadian surface mining industry was confronted by declining competitiveness in the face of low cost foreign producers and alternative materials. Low metal prices undermined profits for many mining companies. Restructuring, rationalization, capacity reduction, technology transfer, as well as favourable currency rates and higher commodity prices, helped revitalize the industry by the close of the decade. Now in the 1990's, however, the need to improve competitiveness for profitability has re-emerged in greater intensity. In the current climate it is considered that there are three strategies available to industry to ensure profitability: continued rationalization and restructuring; optimization of operating practice; and technology development and transfer.

The industrial practice of concentration of solids and production of clear solution by gravity sedimentation is an old technology. Through the years, many devices have been designed and built to aid this process. One of the more significant developments was a revolving rake mechanism to convey settled material to a central discharge point of a circular tank, patented in 1907(1). In recent years, clarification systems employing parallel inclined plates have appeared on the market; the original device utilizing this principle was patented in 1886(2). Numerous other methods have been invented, tested, discarded and sometimes re-invented, all with the specific intention of improving the capacity of a particular settling area. Sedimentation theory, as expressed in Stokes' Law, shows that the rate of settling of a particle is directly proportional to the difference in density between the particle and the surrounding liquid and, more significantly, proportional to the square of the particle diameter. Anything that can increase the latter will greatly assist sedimentation and, as a result, flocculation always has been an integral part of sedimentation. Most materials suspended in aqueous media are naturally flocculent to some degree and, hence, are readily concentrated by sedimentation, although sometimes very slowly.

The Cyprus Pinos Altos mine exploits small high grade Cu-Zn skarns using trackless equipment and a modified room and pillar mining method. The skarns occur around early Laramide diorite and quartz monzonite stocks. Stage I calc-silicates and sphalerite developed in the Pennsylvanian Magdalena Group between diorite and the marble front and were partially incorporated into a diffuse breccia body. Stage II calc-silicates and Cu sulfides formed in the contact zone with quartz monzonite and along NE-SW faults, overprinting stage I rocks and breccia. The result is a geologically complex deposit formed in two distinct pulses.

In April 2012, work started on one of the most ambitious construction projects of Austria?s ÖBB-Infrastruktur AG ? the New Semmering Base Tunnel. Scheduled for completion in 2024, the 27.3 km (17 mile) tunnel through the Semmering range will cut the journey time on the south railway connecting Lower Austria and Styria. Before con-struction can begin at the entrance portal and tunnel bores, the work concentrates on the above ground sections with the clearance and excavation of the entrance ramp site. The slope is currently being excavated by the Baubeteiligungsge-sellschaft m.b.H. BBG-GRAZ. The cut face is shored up with shotcrete and permanent self-drilling anchors produced by Minova MAI, an economical bolting solution for softer rock formations. After completing the surface construction work, the twin-bore, single-track tunnel will be cut through the Semmering by conventional and continuous excavation beginning in 2015. Once completed, the New Semmering Base Tunnel will be one of the longest rail tunnels in Austria. It will act as a vital link on the route crossing Europe?s heartland from Northern Germany to Italy, which currently has to climb the steep Semmering pass between Gloggnitz and Mürzzuschlag on a historic mountain railway recognized as one of the UNESCO World Heritage sites. The old route imposes considerable limitations on heavy freight trans-port, and passenger trains have to slow down to a speed of around 50 kph (31 mph). The New Semmering Base Tunnel will bypass this bottleneck and cut 30 minutes off the journey time between Vienna and Graz. It represents a particular advantage for freight traffic, since the new route?s minimal incline of 8.4 percent removes all obstacles for even heavy freight trains.

"INTRODUCTION This report summarizes a research about mines which are transitioning from surface to underground mines. It is a guide to make strategic decision in these increasing amount of mines. Capital and operating costs are linked with major strategic decisions in the exploitation of an ore body. This is the reason to analyze costs related to this transitioning world trend. There are multiple reasons for transitioning from Open-Pit (OP) to Underground (UG) mining. The primary economic incentive for going UG is that the cost per unit of ore from OP mining eventually exceeds that from UG extraction. This is due to the excessive amount of waste that must be extracted when the depth of the pit increases. In addition, the reduced footprint of UG operations contributes to diminish the environmental impact on the surface. Furthermore, it becomes more difficult to find new, easily accessible ore deposits. Then, a cost model helps to guide strategic decisions in the transition from OP-to-UG mines. Objectives • Propose a methodology to guide strategic decisions in the transition from OP to UG mining. • Create an integrated cost model based on existing OP and UG individual cases. • Identify and characterize a group of mines transitioning from OP to UG. • Analyze operating and capital costs of a particular transitioning from OP to UG mine. MAIN CONCEPTS Open Pit Mining (OP) The main decisions in OP mines are: Cut-off grade, Stripping Ratio (SR), equipment size, stockpiling, pushback sequencing and processing capacity. The stripping ratio is measured as the tonnage of waste required to be removed to reach and extract one tonne of ore. The material extracted from an OP exploitation can be classified as waste and ore. This classification depends on the cut-off grade. The cut-off grade indicates the minimum amount of material with economic value in a block. The waste from the mine is going to the waste dump and the ore is going to stockpiles where will be store and then going to the processing plant (leaching or concentrator). The waste of this process is going to the tailing pond big pools. And the product is sell in the market. Another important issue is the mining capacity which is going to define the investment in mining equipment. Underground Mining (UG) The first decision to be made in order to open an underground mine is selecting the mining method. Caving methods are the more productive and have lower operating costs. There are three caving methods: Block Caving (BC), Panel Caving (BC) and Sublevel Caving (BC). The access development could be an horizontal adit or a straight or downspiral decline. A shaft could be used for inclined or vertical access. Other key issues are: equipment capacity, cut-off grade and production sequencing."

High horizontal stress has been identified as a critical factor affecting roof stability in underground mines, particularly when the immediate roof consists of weak or laminated rock. Numerical models were employed to better understand the influence of caprock thickness, cutting sequences, and the orientation of driving direction relative to maximum horizontal stress on roof stability in underground stone mines. These models were calibrated based on field observations of roof falls from the study mine. The findings of this study enhance our understanding of roof stability under high horizontal stress and contribute to reducing the risk of roof falls in underground stone mines.

"The Safety Pays in Mining web application, developed by the National Institute for Occupational Safety and Health (NIOSH) Mining Program, helps mines determine the potential costs associated with mining injuries. This web app groups injuries by type, either by the cause of the injury or by the nature of the injury. When the user selects one of over 30 common types of mining injuries, the app provides information on the distribution of costs of workers’ compensation claims for that type of injury. Based on other user inputs, Safety Pays in Mining will estimate the total costs of the selected injuries, including an estimate of additional indirect costs, the estimated impact of total injury costs on mining company profits, and provide some examples of other items (services, equipment) on which companies could spend the savings that result from the prevention of injuries. This paper reviews the Safety Pays in Mining web application by discussing the development of the app, how it is used to show the true costs of mining injuries, and how mines can benefit from using this app. INTRODUCTION Injuries on the job cause pain and suffering. They can also profoundly affect profits and daily operations. In addition to paying direct costs or increased premiums for workers’ compensation insurance, a company might need to pay overtime for other workers to fill an injured worker’s job role, cover training costs for a replacement worker, or divert administrative resources in the wake of an injury. Safety Pays in Mining is a web app that estimates the distribution of these injury costs and assesses the impact that occupational injuries have on a company’s profits. The costs of specific types of occupational injuries in mining are not readily available as mining and insurance companies don’t usually share this information. As a consequence, companies only have cost information based on previous experience with their own employees. Therefore, if a mine never experienced a finger amputation for one of its miners, it would not be aware of the possible costs associated with this type of injury. In addition, injury costs are unique in that the cost distribution is so wide — with half of the injuries in our dataset having mean costs higher than 90th percentile costs — just using the average cost of a specific injury type does not provide adequate information. Some injuries involve immensely high costs, and even though the risk of these high-cost injuries occurring is low, mines need to be aware of their potential impact on their company’s financial health."

The decision to develop an ore body can lead to multi-million dollar profits, or equally substantial losses. Accordingly, the effort required to adapt a valuation model to the specific proposal at hand, or even the development of a new model from basic principles, is clearly warranted. In the formulation of a model of this nature, one is faced with some major questions. For example, with the long term obligations that it implies, on what basis should a decision to initiate mining operations be made? Furthermore, how can the vagaries of inflation and the uncertainties that shroud the future be accommodated? Beyond the general principles by which mineral deposits are evaluated, specific cost behaviour is a function of the geology of the deposit, and of the mine design. Moreover, mine design, during the life of the mine, must be a continuing process somewhat akin to dynamic programming. An initial, apparently optimal, design is selected and mining commences. With production, a continual process of information updating leads to revisions. Thus if the maximum value is to be obtained, the mine design must be adjusted to conform to the changed conditions.

"INTRODUCTION Molybdenite is typically produced as a co-product in the copper ore flotation process. At the Rio Tinto Kennecott Concentrator (RTKC) in Copperton, Utah, the molybdenite is initially floated with copper sulfides and other value minerals producing a Cu-Mo concentrate. This is then separated in the molybdenum plant by depressing copper sulfides and pyrite and floating only molybdenite. The molybdenum plant in RTKC comprises the rougher circuit and several stages of cleaning to achieve a certain grade requirement of Mo. The rougher circuit is where the first stage of separation occurs. Cu sulfides and pyrite are depressed in the rougher circuit by adding NaSH under nitrogen and in the cleaner circuit by adding NaSH under air. The depression of Cu sulfides (and pyrite) by NaSH is related to the redox activity1. It is important therefore to maintain a reducing potential in the circuit in order to achieve effective Cu-Mo separation. If the rougher circuit is under air, like RTKC’s molybdenum cleaner circuits, it is harder to maintain the target redox potential because NaSH oxidizes rapidly in the presence of air thereby increasing NaSH consumption significantly. CU-MO SEPARATION AND ROLE OF PULP POTENTIAL The collector adsorption on copper sulfide minerals is through an electrochemical mechanism2. The collector changes the surface chemistry of the Cu mineral allowing it to float. Molybdenite, or MoS2, on the other hand, floats readily in the presence of a frother as it is naturally hydrophobic. Usually, hydrocarbon oil extenders such as diesel or burner oil are added to enhance Mo recovery. In order to effectively separate Cu from Mo, the collector complex on the copper surface needs to be destabilized or desorbed using a reducing agent such as NaSH or Nokes. As long as the circuit is under highly reducing conditions, the collector remains detached from the sulfide mineral surface allowing Cu sulfide depression. Therefore, it is important to measure the oxidation-reduction potential (ORP) continually and maintain the reducing condition with addition of NaSH. For a given collector each mineral will have a characteristic potential or electrochemical window for flotation to occur3, therefore, it is necessary to reduce the potential outside of this window in order to effectively separate Cu and Fe sulfides from MoS2 minerals2. In RTKC plant, the target reducing condition is between -450 to -550 mV to effectively destabilize the collector and depress Cu and Fe minerals. Typically the dosage of NaSH used in the molybdenum plant could range from 6 to 30 gallons/min (gpm). The high dosage of NaSH could pose risk of H2S exposure. RTKC wanted to evaluate alternatives to NaSH in order to reduce its consumption and minimize risk of H2S gas generation."

The U.S. Bureau of Mines has developed a Fast Air-injected hydrocyclone-Shallow Tank (FAST) flotation system. Conventional flotation cell kinetics are a compromise between two conflicting requirements, the need for an agitated zone for rapid bubble-particle collision, and a quiescent zone for bubble-pulp separation. The Bureau of Mines has designed a flotation system in which bubble-particle collision and bubble separation are carried out in two discreet unit operations. A bubble slurry was mixed with an ore slurry at a high rate in a modified air-injected hydrocyclone for rapid bubble-particle collision. The mixture was then fed into a unit specially designed for rapid separation of the bubbles from the pulp. A conventional flotation cell required 2.8 min to obtain 90 pet recovery at a 7-pct Cu rougher concentrate grade, whereas the FAST flotation system can obtain 85 pet recovery with a 13-pct Cu rougher concentrate grade in 0.28 min, and 92 pet recovery with a 7-pet Cu grade in 0.56 min. The Bureau's FAST flotation system is adaptable to a wider variety of flow sheets and could potentially allow for replacement of conventional flotation cells with smaller and faster units.
