Phillips Coal Company (PCC) submitted the first surface mine permit application under the Office of Surface &lining approved regulatory program of the State of Louisiana. This application for the Oxbow Lignite Surface Mine which is located approximately 64 kilometers (40 miles) southeast of Shreveport, Louisiana was submitted in March 1981. The State of Louisiana Office of Conservation, Surface Mining Division, assigned this application number LSM-1, indicating it is the first one submitted in Louisiana history. The permit area for the Oxbow Mine encompasses 6,251 hectares (15,627 acres). Of this total permit area, 5,862 hectares (14,656 acres) were classified by soil type as prime farmland by the U.S. Soil Conservation Service (SCS). Prime farmland acreage in the permit area became a major central issue in our early planning stages and throughout the permitting process of the Oxbow Mine, due to the magnitude of acreage involved.

The two most stringent parameters for in place fracturing of rock are the lack of any initial void space in the rock which to expand into and the ability to gain access only through drill holes. These two restrictions have proven so severe that as of today the only proven techniques for efficient fracturing are the contained nuclear detonation and hydrofracing. Both of these methods have highly developed technologies for their application. Hydrofracing has been a standard oil field practice for two decades, and the experience gained from a couple hundred underground nuclear detonations has resulted in a thorough understanding of the phenomenology of cavity and chimney formation. What is still lacking is a practical method to create a suit- able degree of fracturing for those ore bodies which do not meet the application criteria for either the nuclear explosion or hydrofracing. Nuclear applications must be restricted to thick ore deposits so as to take advantage of chimney collapse height--preferable in excess of 200 feet thick. Other requirements such as ground shock, containment, and radioactive contamination further reduce the number of sites that prudently can be selected.

There are basically two commonly used methods of drying washed coal. They are mechanical drying (sometimes called dewatering) and thermal drying. The common methods of mechanical drying are by using vibrating screens, cross flow screens, sieve screens or Vor-Siv, vacuum filters and centrifugal dryers. With thermal drying, the common types include direct fired fluid bed, rotary drum, flash or suspension, vertical tray or cascade continuous carrier or vibrating fluid bed dryers and hollow screw dryers. In the past, it has more or less been a general rule that any time the total product is being washed, both mechanical and thermal drying was required. The reason for this was that a product moisture of 3 to 4% was required and thermal drying was and is the only practical method by which this can be accomplished. With the advent of air pollution controls and the ever increasing concentration on dust elimination, a 3 to 4% moisture product is no longer practical in either the preparation plant or in the processing plants which utilize the coal. Under the new standards, it is desirable to have a product with a 6.5 to 7% surface moisture. With this moisture range, dusting, due to handling, will bc kept at a minimum.

A review of the evolution of the North American sulfur market's structure serves to dramatize the kinds of changes that the market is undergoing at the present time. In 1970, the U.S. accounted for 23 percent of world sulfur production. This share has not declined dramatically--to 21 percent in 1993--but the U.S. developed into a substantial net importer of sulfur in the past 25 years. U.S. output was based on large deposits of native sulfur in the western part of the Gulf Coast region with production by the Frasch mining process. Producers of Frasch, or on-purpose sulfur, have historically absorbed cyclical fluctuations in sulfur demand. Two major changes in the North American market from that time to now have been the introduction of increasingly large quantities of by-product sulfur from petroleum refining and natural gas processing operations in the U.S. and Canada, and that Canadian producers have become the marginal supply source for U.S. sulfur consumers.

Kola Mining Institute has been carrying out investigations of the possibility to steepen the walls of the Kovdor open pit with the design depth of 600 m. Steeping (up to 60°) wall angles is done by double height (24 and 30 m) benches with vertical slopes. One of the safety factors of mining with such walls is choosing the width of the safety berms preventing against rock falling from the slopes into the pit working area. The test on rock falling from 24 m benches has shown that vertical slopes are not more dangerous compared to the inclined(60-75°) ones.

Determining the identicalness levels of the same model trucks working in open pit mine transportation system by means of statistical analysis methods is very significant in terms of availability analysis. In this study, the identicalness levels of two trucks picked randomly from the 170-short-tonne truck fleet working in open pit coal mine over one-year period were examined through a non-parametric test, Mann-Whitney U test for two samples. Time to failures (TTFs) and Time to Repairs (TTRs) of the trucks were analyzed with this test technique and then whether they were identical or not was determined. In order to determine whether the trucks identified to be identical at the end of this test displayed the same mining performances within the same open pit transportation system, the availability analysis of the identical trucks was carried out. As a result of the availability analysis, it was observed that the trucks had availability values that were very close to each other. It was also determined that Mann-Whitney U test could be employed together with availability analysis. Finally, it was observed that Mann-Whitney U test for two samples could yield rapid results in the performance analysis of complex systems like open pit mines.

"The US coal mining industry has suffered a recent decline in profits caused by a combination of decline in commodity demand and more restrictive government regulation, forcing coal mining companies to cease production in numerous mines. A 40% decrease in the total number of coal mines occurred from 1994 to 2000. The number of mines remained relatively constant until 2008 when a change of government sparked a series of new environmental regulations which have contributed to another 15% decrease from 2008 to 2016. In contrast, production has only decreased by 3%, increasing from 1994 to 2008, and then decreasing since 2008. However, this value is skewed by large increases in sub-bituminous coal production and decreases in other coal ranks. Several aspects assist in executive decisions on mine longevity and economic worth. Studies of open source mine data collected by mandated government surveys coupled with commodity history can be used to find relationships between mine closures and these elements, which include statistics on production tonnage, seam height, coal rank, etc. This paper looks at coal mining trends since 1994 by comparing mine, market, and regulation factors that may influence mine closure. INTRODUCTION The US coal mining industry is currently experiencing a decline in both demand and commodity price while facing implementation of more stringent air and water pollution regulations. Company profits have decreased significantly, forcing several major companies to declare bankruptcy. The industry was required to adapt to survive. Many of these companies have adjusted by abandoning mines; the last two decades have seen a drastic decrease in the number of mines. To discover the primary causes of this downturn, three major aspects must be studied: properties of abandoned mines, commodity history, and regulatory impact. TRENDS SINCE 1994 Each year, US coal mines are required to submit data on a wide variety of categories to the Mine Safety and Health Administration (MSHA) and the US Energy Information Administration (EIA). This data includes administrative records, production values, and information regarding the attributes of the mined material and the mine itself. Each year since 1996, EIA has released a report summarizing the data from two years prior. Additionally, MSHA maintains a database containing a collection of all the most current data. These resources are the primary sources for the following figures."

Flocculation, the process of coagulation or coalescence of finely divided particles, is commonly used in separating fine solids from fluids. Forces disposing of the particles to flocculate include: ionic forces of attraction, secondary entropic forces, and magnetism. Magnetic flocculation is due to a physical magnetizing process which affects suspended ferromagnetic particles. Such particles, after exposure to magnetic fields strong enough to cause reorientation of the particles and alignment of the induced magnetic poles, tend strongly to retain this induced magnetism, as the magnetic retentivity of ferromagnetic particles is a linear function of its specific surface.1 Thus, because they become small magnets with high residual magnetism, the particles become and remain attracted to one another, forming large agglomerates. Fine magnetic particles close to domain size can exhibit energies of the magnetization of the order of 105 ergs/cm3,2 which is many times greater than the energy affected by chemical flocculents. Therefore magnetic flocculation can be used to agglomerate particles having surfaces ionized with like charges and only a minute quantity of ferromagnetic material will be necessary to develop sufficient force to overcome the repulsive ionic forces and hold together relatively large masses of fine solid agglomerates suspended in fluids. Since flocculation occurs after the fine suspension passes through a magnetic field generated by magnets surrounding a pipe section, the simplicity of the process and economic advantage makes magnetic flocculation very attractive.

As most of us have learned through prior and often frustrating experience, anyone proposing to construct a new or expanded mining-ore processing facility must first contend with a rather complex array of environmental laws and permitting regulations administered by a number of different Federal, State and local agencies. At our lost count, there were about 55 federal enactments affecting base and precious metals projects. Applicable State and local laws will usually increase that number significantly. The time and costs associated with complying with all these various regulatory programs usually constitutes one of the major areas of uncertainty in the development of a proposed project. There are many in the mining industry who firmly believe that these environmental regulation and permit programs necessarily causes significant delays and increased costs in the development of a project. This belief, unfortunately, is probably a result of a basic misunderstanding of how the environmental permitting and regulatory system actually works.

INTRODUCTION The components of the radiological hazard in uranium mines are: 1. exposure to radon and its short-lived daughters 2. exposure to long-lived ore dust 3. external irradiation With usual ventilation rates, the dosimetry relative to the first component only requires to know each miner&apos;s exposure to a potential energy of short-lived radon daughters, (EXP[a]). Presently in France, (EXP [a]) is determined monthly from radon concentration measurements. This is an indirect method based on ambient monitoring. After technical improvements achieved during the last years it is now possible to measure (EXP [a] directly with an individual portable monitor developed by the CEA. The purpose of this study is to analyze and compare monitoring results obtained by these methods. DETERMINATION OF INDIVIDUAL MONTHLY EXPOSURES TO[ a] POTENTIAL ENERGY OF SHORT-LIVED RADON DAUGHTERS [(EXP a) amb, by ambient monitoring] In this case, it is necessary to know individual monthly exposures to radon, (EXP Rn). As mentioned by Pradel, J.,et al., 1976, (EXP Rn) is estimated for each worker from informations both on radon concentrations (CRn) measured as described by Pradel, J., 1962 and times (t) elapsed in the various workplaces. (EXP Rn) is obtained by summing up the elementary radon exposures CRn x t relative to all the workplaces where the miner was successively engaged during the month. (EXP Rn) values are then corrected by an average equilibrium factor of 0.17 deduced from many measurements and taken as representative for all the French mines. Finally: [ ] (EXP [a])ind are obtained directly with an individual portable instrument described by Chapuis, A.M., et al., 1972. Samples of the air breathed by the miners are pumped continuously and radioactive aerosols containing the short-lived radon daughters are trapped on a filter. The principle of the measurement lies on track-etch detection of the a particles emitted by the deposited material. The technical aspects have been described by Duport, P., et al., 1980a, Mouden, A., et al., 1980 and Chapuis, A.M., 1980. As mentioned by Duport, P., et al., 1980, fiability is good. Indications on measurement reproducibility are given by Pradel, J., et al., 1977. PRESENTATION OF THE STUDY The underground miner population of a French mine was followed during a period of 8 months (October 1978 - May 1979). Monthly exposure values for each miner determined either by ambient or individual monitoring, (EXP [a])amb or (EXP[ a])ind, had been previously collected by Le Gac, J., 1980, who had also defined miner categories according to the characteristics of the work performed. Four groups are considered here, the "whole mine" and three categories as described in table 1. Data on the individual monthly exposures,(EXP [a])ind and (EXP [a])amb, were taken again to analyze the individual cumulative exposures instead of the "month by month" values. The influence of the mean habits of each individual on its surveillance results is thus taken into account. Each miner has a cumulative exposure as an individual of the "whole mine" and as an individual of each category in which he has worked. The results obtained by ambient or individual monitoring were analyzed (characteristics and adjustements of the distributions) and then compared (description of the discrepancies observed). Obviously, such a study is possible only if all the exposures are cumulated on a same duration. As miners have not worked during the same number of months in the course of the data collecting period, one must considerer the individual average monthly exposures, [(EXP a)]amb and[ (EXP a)]ind, instead of the individual cumulative exposures, which is typically the same thing. To be sure that the exposure values of a given group (A, B, C or D) are representative, only those miners really present for at least 3 months in this group were taken into account. Finally, each individual of the "whole mine" and of the various work categories has a pair of average monthly exposure values : [(EXP a)amb] determined by ambient monitoring and[ (EXP a)ind] deduced from the track-etch recording of the individual portable monitor. The Dallas Mill Creek Drainage Relief Tunnel is an 8.04 km (5 mile) tunnel that will provide 100-year flood protection for impacted neighborhoods in the east Dallas area. “Big Tex” is a main beam gripper TBM capable of changing diameters in mid-tunnel to excavate 2.83 km (9,290 ft) of 11.45 m (37.58 ft) diameter tunnel and 5.21 km (17,095 LF) of 9.93 m (32.58 ft) diameter tunnel. Construction began in April 2018 and is anticipated to be completed in 2024. This paper will discuss the challenges and lessons learned during assembly and re-assembly, start-up and mining with “Big Tex.”

INTRODUCTION The driving of drifts is a very important aspect of underground mining. It is not unusual for the percent¬age of rock broken during development in a mine using sublevel caving, for example, to be as much as 25% of the total. If one also considers the amount broken for transport, ventilation, and exploration drifts, one can easily understand that the planning and excavation of drifts play a major part in the total economics of the mine (Fig. 1). Increasing mechanization in mining demands larger tunnel areas for transport and mining equipment. With modern machines the hard work involved in using hand¬held pushers is gone, and a better environment is achieved. More rational methods could be used, but much of the experience the working man acquired by working close to the rock face (such as utilizing the natural weak planes in the rock when he placed the drill¬ing holes) has unfortunately been lost. By having sepa¬rate shifts for drilling, loading, and hauling, more atten¬tion has to be placed upon a well-designed drilling pattern. Some reduction in the number of holes required can be achieved with mechanized drilling because of the larger holes that can be produced. On the other hand, it is probably not possible to achieve the same precision as with pneumatic pushers, and it is difficult to utilize the larger holes because these cause more damage to the re¬maining rock. Recently, however, the precision has be¬come very good with the parallel booms and automatic devices for setting the lookout angle (Fig. 2). A larger arch of the drift roof requires a more carefully executed blasting procedure than before in order to prevent rock fall and to insure a sufficiently long stand-up time. In this chapter, empirical relationships that can be used to design an economic and optimal drift blasting design will be presented. The principles of the calcula¬tion method are based upon the earlier work of Langefors and Kihlström (1963) and Gustafsson (1973). COMPARISON OF EXPLOSIVES To provide for the use of various explosives it is necessary to have a basis of comparison. Several meth¬ods have been developed to characterize the strength of an explosive. Some examples are comparison of values given by (1) calculated explosion energies; (2) the ballistic mortar test; (3) the Trauzl lead block test; (4) the brisance test; (5) the weight strength concept; and (6) the underwater test. This paper presents the concepts which are presently being utilized in the design of coal export terminals. Criteria for selecting a viable site and establishing the terminal plan are presented. Factors affecting the design of the terminal as well as the present techniques and procedures in use today to determine the optimum use of equipment will be discussed along with the current trends in export terminal control systems. Finally capital and operating costs for a typical export terminal are reviewed.

The Thunderbird plant was erected in Sullivan County in Indiana during 1958-1959. It was first put in operation in March of 1959. At the present time the source of the raw coal is from the Indiana No. 6 seam. The underground operation at present consists of two continuous mining units and two conventional units. The underground is all belt haulage and the first unit with which this paper is concerned is the slope belt. It is a 48-inch-wide inclined belt with 980-foot centers and a lift of 275 feet. The belt is powered with a 350 H, P, motor and has a rated capacity of 600 Tons per Hour. The belt is equipped with a Merrick Scale Company Weightometer, The raw coal moves from the belt to a 6&apos;x12&apos; extra heavy Allis-Chalmers Ripl-Flo equipped with 6" round-hole screens. The over product of the screen is fed into a 10&apos;x20&apos; long McNally- Pittsburg rotary breaker equipped with 4-l/2" round-hole screens. The oversize rock is discharged into a bin that is emptied with a refuse truck. The through-product of the breaker, along with the through-product of the Ripl-Flo, passes either directly to the McNally Giant washbox or to a 36" belt that transports it to a 1000-ton storage bin,&apos; The change from either to the washbox or to the storage bin is made by use of a motorized gate controlled by the plant operator,

Sales of these value added minerals to small markets generally require a different marketing approach compared to bulk or commodity markets for traditional minerals. Specialized and commodity markets are differentiated by several characteristics as listed in Table 1.

In the past, most people have associated gold scams with the sale of non-existent gold mines, an undivided interest in unmined ore or the sale of gold-plated lead bars. These scams are still available to those who want to speculate. Now, though, the mining industry is plagued with a new type of con artist. Many of the new scams involve large, well established mining companies being victimized. Nearly all legitimate mining companies are in search of good mining prospects. This makes them susceptible to modern day con artists. Many professionals from the mining and petrochemical industries are out of work. Some of them have gotten involved with scams or activities that border on the criminal. Mining companies are losing millions of dollars each year to scams. Some of these scams involve venture-capital fraud. Some involve fraudulent mining proposals. And some involve unqualified individuals who are providing services by the precious metals industry. The author estimates that mining scams may be costing precious metals companies as much in dollar losses annually as employee theft. Employee theft is at an all time high, but so are gold scams. Since January of 1990, the au¬thor has been involved in gold theft investigations in which more than $1 million in gold product has been stolen by employees. In the past, most of the gold mine scam operators have concentrated on the general public, which is generally ignorant of basic mining procedures and practices. A scam artist would tell someone from your neighborhood that they have a wonderful underground mine. It produces 62.2 kg/t (2000 oz per st) of gold ore. Your neighbor might think that sounds like a very good investment. Those involved in the mining industry know better.

Laboratory settling and filtration testing was conducted on wet processed fly ash in order to determine the applicability of conventional dewatering techniques to reduce the moisture content prior to drying. Settling tests showed that acceptable clarity (<1.5 g/l suspended solids) could be achieved after as little as 6 minutes of settling. After settling to a consistency of 40 weight % solids, continuous laboratory vacuum filtration testing produced a cake containing below 20% moisture with throughput exceeding 150 lb/ft2/hr.

Evaluation and subsequent development of a quarry in east-central Missouri was based on a general but brief examination of outcrops and core from five (5) test holes. Neither core, outcrops, nor existing quarries in the general area gave any indication of potential major problems. In the third year of operation large areas of collapse rubble, consisting of green shale and large blocks of limestone and sandstone, were encountered. Their size and random distribution resulted in both blasting and quality control problems. By the fourth year of operation, production costs became prohibitive and the site was abandoned. Prior to dismantling the plant a geologic investigation, which included shallow seismic and resistivity surveys, was made of the unmined portion of the lease. The collapse dolines appear to be related to structure and predate development of the modern topography. Surface indications of these features are few. The seismic profiles were especially helpful in plotting their distribution. Geologic relationships and seismic data developed at this site are being related to similar suspect areas in Missouri and have been useful in their evaluation.
