"Experience from Australia has identified what is referred to as non-conventional surface subsidence behaviour. This occurs under irregular surface topography, resulting in valley closure, valley floor uplift or “upsidence”, and far-field horizontal movements – even occurring beyond conventional “angle of draw” limits. This paper discusses such behaviour recently observed in Pennsylvania and focuses on the 2005 case of Duke Lake Dam in Ryerson Station State Park. In July 2005, there was a significant increase in water leakage through a number of growing cracks in the dam leading to the dam being breached to avoid an uncontrolled failure. An underground longwall mine was located approximately 900ft to the north, mining at depths of 330 – 720ft. Investigations (including a subsequent ground movement monitoring program) found a range of evidence in the vicinity suggesting that valley closure and far-field horizontal movements may have occurred resulting from the adjacent mining. The paper discusses the phenomenon of non-conventional subsidence behaviour and the Ryerson State Park case study, including an assessment of mining, geology and subsidence impacts and suggested ground behavioural mechanisms. INTRODUCTION Non-Conventional Subsidence The conventional understanding of coal mine subsidence on which most current subsidence understanding and prediction techniques are based, includes the concept of angle of draw which effectively limits the lateral extent of subsidence effects and impacts. Within this zone – above and marginally beyond the boundary of mining – downward vertical subsidence is the dominant component, together with localised horizontal movements towards the mined region, with related tilts and strains. However, more recent experience from Australia over the last two or three decades has identified what is referred to as non-conventional surface subsidence behaviour. This is found to occur in areas of irregular surface topography or variable terrain, and is characterised by phenomena such as valley closure, valley floor uplift or upsidence, and far-field horizontal movements, all of which can occur beyond the conventional angle of draw limits. Thank you Mr. Chairman. It was a generous introduction. It allays some of the puzzlement I have of being a minority among the speakers at this conference. I see from the program that only two of us have been asked to speak on topics in keeping with an election year. Instead of reporting facts on past events as most speakers are, J. W. Wilson, of Consolidation Coal, and I have been designated to forecast the future. Forecasting in an election year implies a liberty to fabricate at will, hallucinate, fantasize, stretch fact and fancy and generally prognosticate without regard for the consequences. Since I'm not seeking your votes, promises aren't mandatory. This will be done with supreme confidence stemming from profound wisdom and a foolproof crystal ball. So instead of soliciting your vote, I'll simply penetrate 24 years of tomorrows, which may not be much different than some of us remembering the later hours of last night. My remarks do not draw upon Gulf planning department projections. Instead they are a roll of the dice of personal conjecture to stretch your imaginations on oil shale mining through the year 2000. In this regard, it is sobering to keep in mind that it has been in my lifetime that investors wouldn't risk a dollar on paperback books, motels, supermarkets, or drive-in restaurants. And only thirty years ago it was predicted by an eminent Ivy League professor

"INTRODUCTION The Crossrail project provides an East-West link across London enabling an additional 200 million journeys each year linking up major business centres and existing transportation interchanges, while reducing congestion at street level and within the current underground system. The project has built major structures in Sprayed Concrete Linings (SCL), including 5 new stations, 6 crossover caverns and numerous passages, adits and ventilation tunnels. Construction has taken approximately 4 years, and has involved the spraying of over 200,000m3 of concrete. At the start of the project there was a lack of available records from previous projects concerning concrete falls, which hindered risk assessments and the ability to make meaningful comparisons around spraying or material performance. This paper redresses this lack of data by providing information on falls experienced on this project and makes recommendations to assist future projects. Construction Methods Table 1 below summarises the main contracts with elements of permanent SCL. The listed primary lining lengths include pilot tunnels, side drift tunnels and enlargements as separate tunnels.A range of construction sequences were used in order to deal with the design requirements, geometry, and the ground and ground water conditions. The following briefly summarises the build up by layers, with typical design dimensions provided for a platform sized tunnel (approximately 9m internal diameter), excluding tolerance allowances. Some linings were sprayed in more than one layer to allow for inclusion of reinforcement layers or to avoid a too aggressive build-up of thickness: •,Initial shotcrete, or sealing, layer (ISL) of 75mm followed by a Primary Lining (PL) of 300mm. •,Regulating layer of 40mm followed by a Waterproof membrane (Sprayed membrane, 3-6mm). •,Secondary lining (SL) of 250mm with a separate sprayed fire protection layer (FPL) of 50mm."

This paper is a case study using new laser-terrain-mapping technology by EagleScan, Inc., for creating topographic maps. Holnam, Inc., has used this technology to create maps and volumetric calculations of several mines in the United States. The information is superior to conventional methods through accuracy, manpower, time, and cost. Holnam, Inc., was the first cement manufacturer to use the Digital Airborne Topographic Imaging System (DATIS?). The technology uses the DATIS? to produce high-resolution terrain maps and volumetric assessments of any area. DATIS? is a mapping instrument that integrates (1) a Light Detection and Ranging (LIDAR) instrument to measure terrain elevation using laser light, (2) a large-format digital camera, (3) a relative position Global Positioning System (GPS) to measure aircraft position, and (4) an Inertial Measurement Unit (IMU) to measure aircraft attitude. The DATIS? can measure up to 220,000 elevation samples per mil. The system continually collects data on the aircraft's position and measures the time for each laser pulse transmission to return from the ground, giving each sample a GPS reference. The system can operate at night, in overcast sky, and during high-wind conditions and can measure terrain below vegetation cover, unlike standard aerial photography used for traditional surveying and mapping. Surveyed ground-control panels are no longer necessary with this new technology, and only one ground GPS base station located within 60 mi from the aircraft position is required. A computer elevation-point data file is created with the x, y, z coordinates of each laser elevation sample. With this file, CAD engineering programs can create topographic maps that rival products using conventional aerial mapping techniques. Volumetric measurements of stockpiles and pits are also available due to the high density of points collected from an area. This new technology radically changes the turnaround time for map users, giving a product in the format used by today's cartographers. The time line from flight to maps is measured in days instead of weeks.

The terms environment and environmental control, when used in today's context, generally imply to the average individual, something to do with pollution and pollution control. These latter terms, likewise, impart visions of fouled air and dirty water attributable largely to the industrial segment of American society. We have been conditioned, by various means, over the past ten years to equate environ¬mental control with pollution control. We have been trained to think of industrial environmental control programs as efforts conceived only to comply with one or more of the recently imposed pollution control regulations. Almost automatically we; approach consideration of environmental control with a degree of pessimism that is we assume that pollution prompted the control program. It is the purpose of this discussion to demonstrate that environmental control. at least as it exists and has existed within the crushed stone industry, involves far more than simply control or reduction of air and water pollution. It involves a dedication to the enhancement of each of the several "mini-environments" which together comprise the total world surrounding any given crushed stone operation. Environmental control, exercised properly, is an optimistic, constructive, forward-looking, enhancing type of activity. It is a function which has been, and should continue to be, willingly and expectantly undertaken by informed management personnel. In short, environmental control. is an activity from which both industry and society can and should benefit.

The Floridan aquifer, which underlies all of Florida, yields water with a hardness of less than 180 pmts per million (ppm) in the northwestern part and throughout much of the center of the Slate. In most of the rest of the Stale, the aquifer yields water having a hardness greater than 180 ppm and as much is 1,900 ppm. Hardness of ground water is caused by dissolved salts from the geologic formations through which the water passes or by direct pollution. Sometimes pollution may indirectly increase the hardness of ground water by increasing the acid content and thus increasing the solution of calcium and magnesium salts. Water from deep zones of the aquifer lend to he harder than water from more shallow zones. Only the hardness of water from the upper part of the aquifer is shown.

Since 1993, Newmont has been actively growing through the development of three major foreign mining operations with a fourth under construction. The first project, Yanacocha in Peru began operating in October 1993 at a time when political and business risk in that country was considered high. In 1995, Newmont began operating the Muruntau Joint Venture in Uzbekistan, the first of its kind in the CIS. In early 1996, Newmont started operating the Minahasa mine in Indonesia. Now, in early 1997, Newmont is undertaking the construction of a $1.9 billion project in Indonesia and is completing a feasibility study with our partner for the development of a gold operation in Mexico. All of these projects have been considered "risky" by most standards, and Newmont has been very successful in all of them through risk mitigation programs including utilizing strong and successful in-country partners, concentrating on developing a strong national workforce with minimal expatriate employees, utilizing World Bank, EBRD and IFC financing and building and maintaining strong ties with host governments. This paper describes in more detail, some of the risk mitigation programs that Newmont has used to successfully grow the company through development of major foreign mining operations.

Introduction Grinding is the reduction of ore and similar raw materials to particle sizes below the practical limits of commercial crushing ma¬chines. This size is about 36 in. (1 cm), in most cases, although some finer crushing machines are in regular use. The feed size to grinding machines may range upward to S in. in rod mills, and 12 in. or more in autogenous mills. The finest particle sizes produced in mineral processing operations result from grinding. Ordinary grinding of brittle materials is the result of impacting, rolling, and abrasion of heavy bodies, moving freely under the influ¬ence of gravity. These falling and rolling grinding bodies, which are usually of metal, must be much heavier and larger than the ore parti¬cles they break. This weight relationship is usually in excess of 100: 1. The sustained fall of the grinding bodies is obtained by placing them, together with the rock particles they grind, in a rotating drum or cylinder with horizontal axis, called a tumbling mill. The mill is nearly half full of grinding bodies and ore particles, which may be fed into one end and exit from the other through hollow trunnions which usually serve as the mill bearings. The mill lining must be thick to absorb wear and rough to prevent excessive slippage of the charge. The breakage of brittle rock or ore is accomplished by compression. The compression may be a rapid impact, from the fall and roll of a grinding ball, or it may result from the relatively slow and constrained motion as in a jaw crusher. Breakage by shear is a secondary result of the compressive motion. Ordinary rock has an extremely heterogenous structure with innumerable zones of weakness in which cracks, fractures, and breakages can form. When a rock is subjected to com¬pression it deforms. If the compressive force exceeds a certain critical value an incipient crack appears in the most fragile zones of weakness. This crack tip may first form on the particle surface or in its interior. When the first crack tip forms the compressive stresses immediately surrounding it flow to it, and this concentration of forces extends the crack and splits the rock. Other adjacent cracks may form during this extremely rapid process. Because of the nature of brittle particles, the work done in breaking them consists essentially of the work input required to compress them to the point at which the first crack tip forms. Breakage requires no appreciable additional energy input be¬yond that required for the deformation, since the stress energy already imported to the rock flows to the crack tip and extends it to breakage. Types of Tumbling Mills The general term tumbling mill includes the rod mill, ball mill, pebble mill, autogenous mill, and tube mill. It is of cylindrical or cylindro-conical shape and rotates about its horizontal axis. Rotational speed, liner type, and size and shape of tumbling media are selected to provide the desired operating conditions for the specific grinding application. Concern about environmental pollution goes back many centuries, but until recently most efforts to control it have been perfunctory and spasmodic, aimed largely at coal smoke and other visible pollutants. Air pollution is to a large degree a byproduct of our economic development, and scientific knowledge of the causes and character of such pollution is more extensive than the technology to handle the waste byproducts of our industrial civilization. The removal of all constituents foreign to the air from the effluents produced by an industrialized society is obviously impractical at this time. There is widespread difference of opinion regarding acceptable ambient air concentration levels for the Various pollutants produced by combustion processes, but there is basic agreement that the pollution of the atmosphere must be controlled and eventually reduced. The magnitude of the air pollution problem has been increasing rapidly because our expanding economy calls for an ever-increasing consumption of energy, and fossil fuels are a principal source of energy. For example, the consumption of electricity has been increasing at an average annual rate of approximately 8 percent over the last 10 or 1.5 years. Table 1 shows the estimated emission of the principal pollutants into the atmosphere in 1966. The approximately 90 million automobiles, trucks, and buses on American highways contribute the largest proportion of pollutants to the atmosphere, but that fact does not alter the growing problems of the coal industry. You will note that sulfur oxides, particulates, and nitrogen oxides are all products of the combustion of coal. Of these air contaminants, sulfur oxides are now receiving major emphasis in terms of research to develop effective means for control, Table 2 shows that the combustion of coal produces approximately 60 percent of the sulfur oxides discharged to the atmosphere. While the utilization of coal is the principal source of particulate matter, this is not considered as serious a problem as it was in the early part of the century because of technological developments that have produced sound methods for the removal of particulates from waste gas streams.

Recent ore pass failures have underlined the need for improved designs, standards, structural monitoring methods, and better hang up prevention and removal techniques. Researchers at the Spokane Research Laboratory of the National Institute for Occupational Safety and Health (NIOSH) are investigating methods to improve safety during transport of ore in ore passes. Design criteria and hang-up prevention and remediation strategies involve studies of the effects of static and dynamic ore and waste rock loads on chutes, walls, gates, and support structures. Particle flow analysis methods were used to simulate the response of various ore pass designs to a wide range of ore loading conditions. A full-scale mock-up of actual ore pass and chute assemblies was duplicated and tested for load response. Data from a particle flow code and the mock-ups were com-pared. Loads on an active ore pass chute were measured.

Tailings originating from the gravity concentration of a gold ore containing about 14 g/t Au have been treated by various beneficiation methods. These tailings have been screened on the 147 and 74 micron sieves and the two coarsest fractions have been separated on shaking tables with unsatisfactory results, but the concentrates have been examined in polished sections for mineragraphic analysis. Very simple flotation flowsheets have been applied to collect most of the gold, recovery and grade varying with the regrinding time in a ball mill. Cyanidation tests have shown that this type of treatment is also applicable to such tailings.

INTRODUCTION The tailings, or solid waste, remaining after uranium has been extracted from an ore and the liquid wastes associated with it contain both radioactive and other substances which, if released to the environment, may have a detrimental impact on man and his environment. Although the radioactivity of the waste is of natural origin, the mining and milling process results in bringing the radioactive ore to the surface, changing its chemical and physical form, increasing its mobility and, therefore, enhancing the potential radiological exposure to man. Exposure to radionuclides released from a tailings impoundment, while small as applied to any one generation, can be made large by counting far into the future, large enough to be the dominant source of exposure from the nuclear fuel cycle, Cunningham (1978). Increasingly it is being found that where the prime concern was initially the radionuclide releases, the release of other pollutants and contaminants may be of equal or greater concern. While there is a definite benefit, at least to present generations, resulting from the recovery of uranium, current and long-term concerns require that consequential present and future releases be kept as low as is reasonably achievable. Design practice, to minimize this release, is currently passing through a technical revolution; precipitated by public and institutional concerns. New techniques and methods are, therefore, being actively sought and continuously implemented. Because of the complexity of the pollutant release mechanisms and the sitespecific nature of each impoundment site and tailings product, a wide variety of site selection and design options have been implemented or considered. It is often possible to design a number of satisfactory tailings disposal schemes which differ widely in nature and cost. At the present time Climax Uranium Company recovers vanadium oxide from carnotite type uranium ores in the mill at Grand Junction, Colorado, The flowsheet of this mill is shown in Figure I. Vanadium is solubilized by a salt roast of the slime fraction of the ore and dissolution is accomplished by a water leach. The metal is precipitated from the pregnant liquor as sodium polyvanadate by heating to boiling and adjusting the pH to 3 with sulfuric acid. The sodium polyvanadate, commonly called, "red caken, is filtered, melted, and cast into thin flakes. This fused flaked vanadium oxide is the material which is packaged for sale. Fused vanadium oxide, marketed by Climax, contains approximately 87% V205, 7% alkali oxide, 0.08% sulfur, 0.03% phosphorus, and less than 0.5% Insoluble. This material is of a lower grade and has a higher alkali oxide content than other vanadium products offered for sale at this time. A typical analysis of a high grade vanadium oxide currently offered for sale by another company is 98% V205, 1 - 2% alkali oxide, less than 0.05% sulfur and less than 0.2% Insoluble. The only reagent consumed in the precipitation of the sodium polyvanadate is sulphuric acid. The total reagent cost is 0.58 cents per pound of vanadium oxide produced.

18.1-RAILROAD JOHN W. BRAUNS Conventional railroad haulage can be employed at both open-pit or strip and underground mines-in the latter case, largely for transfer of ore from distant openings to processing plants, or processed material to loading points or docks, using standard hopper cars for bottom unloading or gondolas for rotary dumping. The major application, however, is in surface mining for moving ore and/or waste out of the pit to a crushing plant or dump. Consequently, the following will deal largely with this phase of railroad operation, though the conclusions apply equally, for the most part, to other rail-type surface haulage. In surface mining, trains consisting of a locomotive and gondola or side-dump cars suitable for loading by power shovels are used. Gondolas are restricted to hauling ore as a rotary dumper is required. Side-dump cars are more versatile, carrying both ore and waste, but because of their additional dumping mechanism they are likely to be more expensive to maintain.' Also they weigh up to twice a flat-bottom car of the same capacity and. therefore, fewer" cars can be hauled per train. Standard-gage track is most commonly used. Track systems incorporate low-quality temporary track where moves are frequent and permanent high-quality track on main lines. Rail haulage can be used alone, or in combination with other surface haulage methods, thus permitting a selection best adapted to the peculiar requirements of each mining project. 18.1.1---GENERAL APPLICABILITY, CONTROLLING PHYSICAL CONDITIONS For handling rough rock, the shovel-train system is unexcelled.' The ideal applica¬tion is in a large, but not excessively deep, open pit mine from which the coarsely blasted ore and waste must be transported over 3 mi. If. in addition, a high production rate is to he maintained, railroad haulage probably will afford a lower cost per ton transported. Grade must he relatively gentle-usually 3% uphill and 4% downhill. The greater the differences in elevation involved, the greater are the track grade space requirements; for example, a 3 c ramp out of a pit only 300 ft deep is almost 2 mi long. Main-line track locations should he selected carefully so that the number of moves during the life of the mining operation can he kept to a minimum. This applies both to the ore haulageway and that for waste. Such moves are not only expensive, but are difficult to execute without adversely affecting production rates. The large mine affords greater opportunities for judicious location of semipermanent trackage. Figs. 18-1 and 18-2 illustrate typical track layouts. The effect of terrain in considering railroad haulage is confined chiefly to the initial cost of the installation. Grade construction in mountainous territory is ap¬preciably more expensive. However, if that expense can be borne, the subsequent maintenance cost of trackage will not he much higher than in areas of low relief.

"A magnetic proximity detection system is mounted on a mobile mining machine to prevent underground workers from being pinned or struck by machine motion. The system generates magnetic fields around the machine to determine safe working distances. The minerworn component measures the magnetic field in order to approximate location. Large masses of steel, such as those from mining equipment, can alter the magnetic field distribution. This affects the locational accuracy of the system, thus adversely impacting worker safety. To examine this problem, U.S. National Institute for Occupational Safety and Health researchers developed a method and test system to study the influence of a steel mass on the magnetic field distribution. The results show that a steel plate can strengthen the magnetic field perpendicular to the generator by up to 40 percent. Furthermore, they show that the degree of the influence on the field distribution is a function of distance. The results from this study can be used to further develop and improve the performance and reliability of electromagnetic proximity detection systems used in underground mining applications.IntroductionOn average, 250 miners are injured every year, and 43 miners were reported to be killed by striking or pinning accidents involving continuous mining machines in the United States between 1984 and 2015, according to the U.S. Mine Safety and Health Administration (MSHA, 2015). Continuous mining machines are large mobile machines used to mechanically cut coal in underground mines. These machines weigh approximately 60 t (132,000 lb) each. Although modern continuous mining machines can be remotely controlled, operators still need to be close to the machine primarily because of the low visibility and wide blind spots of the underground working environment.The MSHA promulgated a final regulation in 2015 that requires the use of proximity detection systems on all continuous mining machines except fullface machines. MSHA has approved five such systems to be intrinsically safe for use in underground coal mines: (1) Strata Worldwide’s HazardAvert System, (2) Frederick Mining’s Model 200 HazardAvert Detection System, (3) Nautilus International’s Coal-Buddy System, (4) Matrix Design Group’s M3- 1000/Joy Global SmartZone Gen 1 and (5) Matrix Design Group’s IntelliZone/ Joy Global SmartZone Gen 2."

For the last four years, the Kilborn Group of Companies (Kilborn) has been involved in several major projects in the CIS. These projects include the Kumtor Project, the Kubaka Gold Project, the Kazgold Project, the Aginskoe Project and the Jerooy Project. These projects are all in various stages of detailed engineering and construction. In this paper, Kilborn will discuss our experience in the CIS and share some insight into project development in this geographic region.

Water & Earth Technologies, Inc. (WET), Habitat Management, Inc. (HMI) and Chevron Mining, Inc. (CMI) together developed a solution for reclaiming steep southwest facing slopes in mining Area 12C that have historically been prone to excessive erosion, low vegetation establishment and continuing maintenance. Area 12C is located in the east wing of the Chevron McKinley Coal Mine, 27 miles northwest of Gallup, New Mexico, on Navajo Nation land administered by the Office of Surface Mining (OSM). Mining in this area was completed in May of 2007. Challenges encountered for this reclamation project included the need to reclaim graded material on a slope of 18-35% with southwest facing aspect, the presence of undisturbed rock outcropping that needed to be avoided during reclamation, the operational need to limit bulldozer pushes and the inability to import or export additional materials for construction. Two different reclamation alternatives were considered for Area 12C. The first alternative would use a traditional reclamation approach including three levels of draining terraces designed to convey water on a 3% slope to a single riprapped down drain. Terracing and down drains have been used to reclaim areas with similar terrain conditions elsewhere at the McKinely Mine and have failed to adequately control erosion (Williamson 2006). Terrace overtopping and down drain blowouts have been issues in maintenance and functionality for the mine. Maintenance routines consist of cleaning out terraces where they have filled in with sediment and repairing damaged or blown out terraces and down drains.

The Romanian mining industry, especially salt mining, is going through a restructuring phase taking into account the Environment Acquis of the European Union1. In order to preserve the centuries-old salt mines and to develop new ones, in the same salt rock deposit, the long term stability assessment of the saline complex is very important. This case study refers to the Praid salt mine, which includes old salt mines, with impressive sizes, located above the new mines, with activity in progress, in order to provide the means and solutions for efficient conservation and sustainable exploitation for the salt resources. The DKRControl method and FLAC 3D code were used in order to assess the confidence level for the computed prediction of the stability of the salt mine complex salt.

After a brief consideration of the properties of zinc sulfide minerals, their flotation characteristics, and their reactions with thiol collectors, the literature on the activation of the minerals by cupric ion, their deactivation by cyanide, and their depression is reviewed in detail. The distinction between deactivation and depression is stressed. The contradictions in the published results and theories are discussed and attempts are made to resolve them. It is concluded that, whereas all aspects of the subject require further investigation, the study of depression is most likely to yield benefits in practice.
