This paper deals with some aspects of concrete construction in remote locations and/or cold climates. The writer's experience covers 25 years in construction in western and Central Canada. I will bring forth some pertinent observations and cost facts learned from this experience. Let us start by saying that there is nothing more important than preplanning the entire project. By this I mean the production of the engineering design, working drawings, soliciting of prices and ordering of all equipment and contractors work, the delivery of all equipment and all onsite work. All of this should be placed on a master schedule, preferably a C.P.M. We have been using C.P M. Scheduling for all of our work for 5 years and have found it in-valuable. This preliminary schedule will show initial items of work and target dates. After main equipment orders are placed and deliveries confirmed, the construction schedule can be revised to include manpower and construction equipment requirements. From this information the size of camp is determined. This, of course, must be ordered several months ahead. The manpower schedule can be broken into trades to tell us the number of men of each trade required at any time. This is important in helping to determine where the men must come from and whether or not any incentive is needed to get them. The schedule will also point out if it is impossible to get the project closed in before winter becomes too severe unless overtime is worked or the project is started in early spring. In most parts of Canada cold weather starts in October and lasts through April. A common term of reference has been to wait for the frost to come out of the ground before starting work in the spring. "Coal and coal byproducts produced annually contain enough rare earth elements (REEs) to meet current U.S. demand. The REEs exist in the form of minerals, ion-exchanged elements associated with clays and chemically bonded elements within the organic coal matrix. Researchers at three universities have collaborated to evaluate the effectiveness of existing physical and chemical concentration processes for the recovery of the REEs. The efforts have found that physical separation processes can increase the total REE content in the thickener underflow material collected from a Central Appalachian coal cleaning facility from around 300 ppm to values greater than 17,500 ppm on an ash basis. On the other hand, leaching was effective in recovering REEs from coarse middlings materials collected from multiple coal basins as indicated by recovery values exceeding 80%. Based on material characterization data and process evaluations conducted for several potential feed coal sources, economic recovery of the REEs will require byproduct production of both clean coal and REE concentrate using a process flowsheet that is unique for each source. INTRODUCTION Recent studies initiated by NETL showed that U.S. coals contain significant amounts of rare earth elements (REEs), suggesting that rare earth minerals (REMs) and/or REEs can be produced as byproducts [1]. According to the report, the richest source of REEs is the Central Appalachian coal. At present, there are 208 coal preparation plants located in the region (WV, KY, PA, VA, AL, TN) with a capacity of 166,495 tons/hr or more than 1 billion tons annually [2]. If only a portion of these plants are retrofitted with advanced separation processes, the U.S. coal industry can become a significant producer of RE minerals as byproducts. An inherent advantage of becoming a byproduct producer of REEs is that no mining cost needs to be part of the product cost. Other researchers have also shown that coal can be a significant source of REEs. The average sum of the rare earth plus yttrium (REY) concentration of the world coal is approximately 68.5 ppm, which is lower than the corresponding upper crustal concentration (UCC) (168.4 ppm). However, the average REY content of the mineral matter in the world (404 ppm) and U.S. coals (517 ppm) are 3 times higher than the average UCC. Some of the mineral matter in Russian and Chinese coals have REY concentrations in the range of 0.68 to 2.03% and contain a better source of higher value REYs than many primary rare earth deposits [3]."

The decreasing supplies of natural gas and low-sulfur crude oil available for electric power generation in the United States will unquestionably shift the emphasis to nuclear and coal fired steam power plants in the immediate future. Failure to do so will ensure our dependence on mid-east low sulfur crude oil comprising some 70% of the known world reserves, and imported liquid natural gas. By contrast, the United States has 43% of the known world reserves of anthracite, bituminous and semi-bituminous coal and 48% of all known coal reserves of the world including lignite. It is evident, therefore, that coal is alive and well and will continue to be a significant energy source for the production of electricity for many years. Of course, concern for our environment and the development of new technologies will ultimately curtail the utilization of coal for the generation of bulk power, but information released by the National Electric Reliability Council and the Federal Power Commission is worth repeating. In the year 1972 the total capacity of generating units in the United States was 379,552 Mw of which 149,974 Mw, or 39.5% of the total, was produced by coal fired steam turbines which consumed 344,700,000 tons of coal. New capacity additions planned or in construction show that in the year 1981 our total generating capacity will be 843,503 Mw, of which 257,995 Mw, or 30.6% of the total, if from coal only. Translating this increase into terms meaningful to the bulk material handling industry suggests that ten years from now the utility industry will require 590,000,000 tons of coal per year - a monumental task - if we are to sustain our current demand rate for power.

As a result of applying operational excellence tools to the mining environment, Joy Global is seeking to optimize mining performances by limiting waste, simplifying the process, increasing productivity and machine utilization, as well as removing workers from harm’s way. These days it’s not enough to work harder; mines have to work smarter. Improving efficiency, reducing costs, increasing safety: these are no longer ‘nice to haves’, they are ‘must haves’. Starting with the best products and the right people is a first step, but then what? How do mines take their operations from just OK to being a top performer? By using operational excellence principles aimed at eliminating waste, simplifying processes, automating where possible and removing people from harm’s way. The fundamentals of operational excellence (OpEx) are based upon the DMAIC process, which stands for define, measure, analyze, improve and control. DMAIC is an improvement cycle that helps with, for example, haulage optimization by: defining the issues and problems in the process as well as the areas of improvement; measuring and collecting mining operational data by time study and equipment monitoring system; analyzing through sensitivities and production modelling to determine root causes; then improving the performance and controlling the operation. Joy Global uses Joy OpEx or ‘lean’ principles inside its organization to drive efficiency, but it also helps its customers employ them to achieve new levels of productivity and safety. These same principles can be applied in most situations to streamline processes, improve operations and deliver value. As applied to mining, OpEx is seen as moving the needle on value creation by first identifying the value stream, then analyzing the areas that are not optimized. Once defined, these areas are ‘designed out’ of operational processes to create an automated operational flow. At a US coal mine, Joy Global was brought in to apply Joy OpEx principles to optimize mining and haulage to improve productivity and reduce costs. This multi-phase process started by defining the existing systems challenges to start finding areas for improvement."

Numerous seismic techniques have proven to be important and cost effective aids to both coal exploration and nine planning. Projects conducted by Sandia in recent years have sham seismic refraction is a valuable tool for determining overburden properties while high resolution, 2-0 and 3-D seismic reflection surveys are the primary means of napping coal seam distribution, structure, and continuity. Further, seismic methods utilizing existing boreholes (e.g. downhole, crosshole and guided wave) provide detailed measures of overburden/interburden modulus variation, seam continuity, and calibration for other seismic surveys. Examples include mapping faults of 2-10 m threw in seams 3-15 m thick at depths of 80-300m.

The decision to accelerate development of Stillwater Mining's East Boulder Mine was made in March of 1998. It required the completion of conceptual designs by July of 1998. This was accomplished through teamwork and close cooperation of mine personnel, engineering firms and vendors, all working toward the common goal of developing an efficient and workable design. Early in the project, representatives of Stillwater Mining, Kilborn International, Parsons Brinckerhoff Transit and Rail Systems, Continental Conveyor, and H.A. Simons met to develop methods to bring the mine into production at a highly accelerated rate and to solve potential bottlenecks, including the movement of personnel, materials, and muck through a 5.6 km (3-1/2 mile) adit. This interaction, including companies not normally associated with the mining industry, led to innovative approaches and designs produced by Kilborn Engineering and Stillwater Mining.

Investigations have been conducted at Chino Mines Company into the effect that SAG mill recycle material (critical size) exerts on SAG mill throughput and specific energy requirements. Tests were conducted on the laboratory, pilot, and plant scales, to evaluate the merits of alternative treatment options. Removing critical size material from the SAG mill circuit has been shown to improve new feed rates by 34% with a reduction in specific energy (kWh/ton) of 33%. Test results obtained to date are presented.

For the mining industry in general and gold mining in particular the past few years have been difficult. Economic conditions coupled with growing regulatory restrictions have led to increasingly important reasons for managing assets wisely. From a public company perspective this makes sense because it ultimately provides for an increase in shareholder wealth and that's what we're in business to do. Regardless of whether a company is public or not, assets must be managed effectively to remain a player in today's competitive environment. So, as the CEO of a gold mining company, how do we manage our assets to ensure that we are satisfying our obligations to our customer --the Amax: Gold shareholder? Let me tell you. As I said earlier, the gold industry has been under siege. We have just completed our third year of average prices below $400 per ounce. When you add finding and/ or acquisition costs and development costs to operating costs, there isn't much of a profit margin left. What this environment provides, however, is opportunities for growth. In the gold business, you either grow or you die. Today, most North American gold producers have at most a 10 year mine life. We are all scrambling to add reserves so we don't become extinct. As prices remain low, opportunities for increasing diminishing reserves abound. This is the time for the opportunistic company to take advantages of market conditions and that's precisely what we, at Amax: Gold, have done!

"The performance of column flotation is strongly influenced by the effectiveness of the gas sparging system. Unfortunately, field studies suggest that gas injector systems used for column sparging are not always optimized. This unfavorable condition can create a number of issues within the concentrator including lower recoveries, poorer metallurgical upgrading, decreased capacities, increased circulating loads, higher reagent consumption and inefficient energy usage. To help overcome these problems, techniques have been developed that can be adopted by plant operators to improve sparger performance. These techniques include (i) design modifications to sparger components such as nozzles, distributors and internal parts and (ii) operational improvements such as proper balancing of gas/water flows, elimination of unnecessary pressure drops, and staged injection of frothing agents. This article reviews the important criteria that govern sparger operation and provides data showing how simple low-cost improvements can positively impact column performance. INTRODUCTION Column flotation cells have become the most popular machine design for industrial applications that require high purity concentrates. The superior metallurgical performance of column cells can be largely attributed to their unique geometry, which readily accommodates the use of froth washing systems. The wash water minimizes the nonselective entrainment of ultrafine gangue minerals that would otherwise be hydraulically carried in the water reporting to the froth concentrate. The larger height-to-diameter ratio of columns allows a deep froth to be maintained, which is essential to achieve even water distribution. Due to these unique features, column cells can provide impressive levels of metallurgical performance closely approaching the ultimate separation curve predicted using the flotation release analysis method (Kohmuench et al., 2007). Another very important feature of column cells is the design of the gas sparging system. One popular choice in the minerals processing industry is the Eriez SlamJet® sparger. As shown in Figure 1, this type of sparger operates by passing compressed gas through a small discharge nozzle. Fluid turbulence created by the exiting gas disperses and distributes small bubbles into the flotation pulp. The sparger is equipped with an internal moveable rod that is attached to a pressure diaphragm in the back housing of the sparger. The internal rod automatically moves back/forward and opens/closes the nozzle outlet when the compressed gas is switched on/off. This patented design effectively eliminates the accidental backflow of flotation pulp into the injection tube during shutdowns. The sparger can be operated as a gas-only injector or with the introduction of a small amount of high-pressure sparger water (Kohmuench et al., 2010)."

Research conducted in South African mines has demonstrated the benefit of ground penetrating radar for the detection of geologic features and hazards. This is crucial for safety and production considerations in underground mines that are as much as 4 kilometers deep. This paper describes a new ground penetrating radar system designed specifically for high quality data acquisition, in the harsh conditions of deep underground environments, for use by operators with minimal geophysical experience. Design criteria included automated functions, intrinsic safety, light weight and minimal power requirements. Data is processed on the ground surface by geoscientists using a PC.

In 1910, Colonel Boyce Thompson, who owned Inspiration (now Cyprus Miami) and various other mining interests, formed the Magma Copper Company and leased the Silver Queen claims around Superior, Arizona. At the same time, he purchased other claims around the Silver Queen claims from what was then called the Magma Mine. The mine continued to operate until 1982 when Newmont Mining Company, who owned Magma Copper Company, shut down the operations due to high costs and low copper prices. When Magma was spun off by Newmont as an independent company in 1987, new studies of Superior were started. It was clear from these studies that the mine had been shutdown and over 1400 employees laid off for two basic reasons: first, as a resu1t of a mine plan that was technically flawed and second, be-cause of very high production costs mainly due to the low productivity from a very high cost work force. During 1989 a plan was formulated to re-open Superior with the determination to over-come the problems that resulted in closure. A new mine plan was developed and a management style developed that promotes team work and high productivity.

"Search Amazon.com using the keyword “leadership,” and you are rewarded with a list of over 144,000 titles. There is no shortage of books and articles, many of them well written, with excellent ideas. So why is there still a constant cry for effective leadership in organizations? Often, the person in charge has personal blinders that prevent them from seeing or understanding how to implement the newest leadership idea or method. Either deliberately or subliminally, there is a disconnect from learning about leadership, and actually modelling and implementing what has been learned. Some current research in leadership theory can provide insight and tools to address this issue. INTRODUCTION Let’s start with a discussion of terms. Pseudo is defined by Webster (2015) as “Being apparently rather actually as stated.” Synonyms include affected, assumed, contrived, fake, false, phony, pretended, and artificial. Antonyms for pseudo provide additional clarity, especially when we consider terms normally associated with effective leadership: genuine, natural, unaffected, unforced. A similar type from my world of academia is a pseudointellectual, “A person exhibiting intellectual pretentions that have no basis in sound scholarship” (Dictionary.com, 2015). This is a person pretending to have an interest in intellectual activities for status; a fraudulent intellectuality. The thought of applying the term pseudo to leadership first occurred to me while reading Power and Innocence by Rollo May (1972). In discussing the dynamics of power, and how the innocent are often victims of the exercise of power, especially the more aggressive and destructive types of power, he saw two types of innocence. The first he called authentic innocence, which he described as a childlike clarity that carried into adulthood. The second type he called pseudoinnocence, a type of naïveté that makes a virtue of powerlessness, weakness, and helplessness; being more childish than childlike (p. 48-50). Just as there is the potential for pseudoinnocence and pseudointellectuals, it is also possible to experience pseudo leadership. (I hope the gentle reader is not troubled by my decision to use pseudo leadership as two separate words, in contrast to the use of compound words for pseudoinnocence and pseudointellectual cited above. Since there is no official definition of pseudo leadership, I have exercised my author’s prerogative to treat it as two words, both because I think in this particular application this makes the most sense, and also I think it is easier to read). As we will see, there are numerous theories applied to leadership. What is so troubling to many of us in organizations, there are a myriad of “leaders” in companies espousing pet theories, but very few instances where the actions of these individuals match their words. This is a particularly important problem when we look at the effect this has on the day to day operations of a mine, and where effective leadership (or its absence) can have a profound impact on both productivity and safety."

P.T. Kellan Equatorial Mining (KEM) is an Indonesian incorporated company owned 90% by CRA Limited of Australia and 10% by PT. Harita Jayaraya of Indonesia. The Kelian gold mine first commenced production in January 1992 and has produced in excess of 21 tonne of gold (675,000 oz) in its first 18 months of operation. The operation is a large tonnage low grade deposit that accepts a low gold recovery by industry standards due to the partially refractory nature of the orebody.

Introduction The mining industry has a poor public image. It is often perceived as a despoiler of the landscape and a polluter of the environment, and there is little recognition of societal needs for the raw materials and fuels that this industry produces. There are many reasons for this poor image, but an important one is that a substantial number of mining operations have caused significant damage to the environment. Many of these operations, particularly those that now are abandoned, continue to have an adverse impact, principally in the form of water pollution.1 In some cases, the damage caused by this pollution extends well beyond the immediate region around the mine. Chemical contamination of ground and surface waters can, and does, occur in nature when these waters flow through or over undisturbed, mineralized rock masses. However, the problem is greatly exacerbated by mining because the mining activities increase, by several orders of magnitude, the permeability and the surface area of rock that can be contacted by percolating water. Water flowing through either the mine workings or the waste rock dumps becomes contaminated. Pollution can also arise if leachate from tailings ponds enters either groundwater or surface waters. This leachate may contain chemicals used in processing the ore. The magnitude of the threat posed by mining wastes depends on the type of minerals in the deposit, and on the chemicals used to process the ore. The magnitude of the threat also depends on two other, site-specific factors. One is the volume of water flowing into the mine and through the dumps, which depends on rainfall patterns, topography, and whether the mine workings are surface or underground. The other is the proximity of the pollution source to groundwater or surface waters, which depends on both the climate and geology. These factors influence the concentration and the quantity of polluted water forming and reaching the receiving water. Mining activities present a potential problem of enormous scale. Vast amounts of rock are mined each year2 and, as noted above, substantial problems have arisen at some mine sites. These problems are usually exceedingly costly to address, and it is imperative that these mistakes not be repeated. There are indications that we can accomplish this goal; we now better understand the processes that cause pollution and have methods to prevent or contain it. In addition, in the past few decades society has started to recognize the need for all industries to operate in a manner that maximizes the health and safety of workers and the public and minimizes adverse environmental impacts. A variety of recently enacted federal and state laws regulating public health and environmental hazards reflect the increasing concern over these issues. Many statutes, such as the federal Clean Air Act and the Clean Water Act, encompass activities undertaken by the mining industry. Other laws, such as the Surface Mining Control and Reclamation Act, have been written to regulate specific hazards posed by this industry. At the present time, the federal government. through the Environmental Protection Agency (EPA), and several state governments, are preparing new regulations specifically tailored to control the disposal of mining wastes. Given the magnitude of the potential environmental and health risks posed by disposal of mining wastes and the regulatory costs to the mining industry (both of which are due to the tremendous volume of waste generated), it is especially important that regulators have a good understanding of the different types of mining wastes and the risks they are likely to pose in various geographic and climatic circumstances. Only then can a regulatory program be designed with suitable procedures and substantive criteria to protect the environment and ensure compliance, while avoiding unnecessary or wasteful expenditures. California has long enjoyed a large, active mining industry. Today it produces a wide range of mineral commodities. The revenue from production of non-fuel minerals in California ($2.85 billion in 1988) greatly exceeds that of any other state. About a third of this revenue is from the production of inert sand, gravel and crushed stone. However, the remainder is from the production of a wide range of materials. These include boron minerals, rare earths, asbestos, talc and pyrophyllite, and gold. In earlier decades, an even broader range of minerals was produced, including mercury, copper, lead, zinc, and barite. There are acute environmental problems at some of these early mine sites. Because in 1987 the state of California was engaged in a revision of its regulations for mining waste disposal, the legislature commissioned a study by researchers at the University of California at Berkeley to investigate and review: the magnitude of the problem posed by these wastes, • the best feasible control measures available for waste management and disposal, • the problems of abatement and cleanup at so-called "problem" mine sites, • the current regulations imposed on mining waste disposal by various federal, state, and local agencies and the effectiveness of these regulations. This paper summarizes the principal findings from this study (Mining Waste Study, 1988). The lessons from this investigation are likely to be of general interest because of the diversity of mineral products produced, and the wide range of geographic and climatic conditions encountered. The acute problems seen at some of the older mines are typical of the western United States, and teach useful lessons on strategies that should be implemented at new mines to prevent recurrences of these problems.

Although the outdated idea of calculating risk as the deterministic product of its likelihood and impact is not entirely a thing of the past, a multitude of organizations have adopted the usage of probabilistic methods for risk analysis, as they better reflect the inherent uncertainty of cost and risk estimates with ranges. But are these advancements sufficient in a complex environment such as tunnelling projects, where inadequate modelling of cost and risk can result in estimate discrepancies that run into millions of dollars? This paper explores two advanced probabilistic modelling techniques for tunnelling projects. The first one demonstrates how the cost and schedule uncertainty related to changes in excavation and support classes can be modelled with correlated variables. The second example models the risk related to explosive ordnance clearance on construction sites using a probabilistic event tree.

Microcomputer technology has begun to revolutionize petroleum engineering. Petroleum engineers' use of relatively inexpensive personal computers (PC's) is likely to continue expanding rapidly. Since 1982 SPE's Microcomputer Applications Committee has developed a Society-wide users group, a bi-monthly newsletter (MICROCOMP NEWS), an SPE Short Course, a hardware and software distribution program, and a world wide electronic network (SPE NET). The purpose of this paper is to share SPE's experience in creating a dynamic program for meeting the individual member's need in the application of microcomputers to petroleum engineering. My hope is that this will encourage other engineering and scientific organizations to provide similar programs for their members.

A pilot plant study was conducted to evaluate the performance of column flotation in the recovery of gold from the gold/tellurides bearing sulphide ore of the Kensington deposit (Echo Bay Mines and Coeur d'Alene Mines), and to compare the performance of column flotation to conventional "mechanically agitated" flotation, Tests were conducted in a 150 mm diameter, 60 liter glass column with ground flotation feed split from a concurrently operating conventional pilot plant, thus permitting direct comparison between the two processes. During the test program, the effects of wash water rate, gas holdup, froth depth, residence time and flow bias were examined in detail. The bulk metallurgical ore sample had an average "as tested" feed grade of about 5 git gold and 1 % sulphur, with the gold occurring primarily as inclusions of montbrayite (Au2Te3) in pyrite, with minor amounts of native gold. Conventional flotation using 60 minutes residence time across four roughing stages recovered about 97% of the gold into concentrates grading about 50 g/t Au. A single stage of column flotation roughing using 25 minutes residence time matched the conventional circuit recovery of97%, but produced grades of +150 git Au.
