A new system for leaching many types of ores has recently been developed on a commercial basis by J and J Research and Development, Inc. of Hanover, New Mexico. This revolutionary new leaching system consists principally of three new leaching reactors; viz, (1) a large, air-agitates, column-like reactor for leaching crushed ores that is constructed in an underground environment and has the inherent ability to do a very efficient job of leaching, (2) a vat-like, air-agitated vessel for leaching an rinsing finely ground ores and , (3) an air-agitated copper precipitation column that is built underground and utilizes an inexpensive dense or heavy scrap iron as a copper precipitant. Each of these new reactors have been used in a large leaching plant near Hanover, New Mexico.

This paper demonstrates the importance of including a discount rate in the determination of the optimum final' depth of an open pit. Without a proper discount rate, a pit will probably end up too deep. Another consideration is future underground mining. If underground mining is profitable, the pit may need to be shallower. Of all of the investments needed, only mining equipment and the underground mine should be included, and amortization and depreciation should not he included in the study.

Shortly after World War II, considerable impetus was given to use of truck haulage in open pit mines by the manufacture of large off-highway trucks. Mine management was quick to utilize this more flexible approach to open pit operation and in the ensuing years much time and energy has been spent to improve the basic concept. Dramatic progress has been made in drilling, blasting, loading and hauling with much emphasis placed on equipment improvement. In general, haul roads in open pit mines and quarries have received rather perfunctory treatment in studies of surface mining operations. Their importance to the successful pit operation requires more than a brief sentence saying, "Good haul roads must be maintained." Haulage costs account for approximately one-third of total mining costs including general costs and about 90 percent of the total loading-haulage cycle time is consumed in travel, hence, good haul road planning, construction and maintenance are mandatory for a viable operation.

The concept of classification in wet, closed circuit ball milling is expanded beyond the performance of the classifying equipment to include all aspects of the fines removal system of the grinding circuit. Design and operating parameters that effect fines removal are identified and discussed, and a quantitative index for circuit classification effectiveness is presented.

Overlying the sulfide mineralization at Anamax Mining Company's Twin Buttes Mine is an oxidized zone up to one hundred meters in thickness. The principal copper minerals in this zone are chryso-colla, tenorite, cuprite, native copper and copper-manganese-iron wad. This ox¬idized zone also contains minor amounts of uranium ranging in concentration from 0.002 to 0.010 percent. Since pit development through 1980, some 38 million tonnes of oxide ore with copper contents greater than 0.6 percent have been brought to the surface. Copper in the oxide ore is extracted at Twin Buttes in, an agitated sulfuric acid leach plant followed by solvent extraction and electrowinning producing 90 tonnes per day of copper cathode. During leaching of the oxide ores small amounts of uranium are solubilized along with the copper values. This is not limited to Twin Buttes as most acidic copper bearing leach solutions throughout the southwestern United States contain small amounts of uranium.1

Over the next two decades there will be significant trade and development opportunities in China for mining, engineering, equipment, and construction companies interested in becoming part of the development of China's chemical and fertilizer industries. At last count, China's phosphate ore reserves of 11.8 Gt (13 billion st), ranked fourth in the world behind the US, the USSR, and Sahara-Morocco. However, a recent statement by the head of the Ministry of Geology and Minerals, Sun Daguang, claims that with increased prospecting in the last few years, China's phosphate reserves now rank first in the world. Whatever the actual size of its known and potential reserves, China's present phosphate processing capabilities fall far short of demand, while the substantial progress that has been made in this area points out the severity of the problems that still remain. Since 1949 China has developed 181 mines and increased its phosphate concentrate production from 10 kt (11,000 st) to 10.86 Mt (11.97 million st). By the 1980s, China was the third largest chemical fertilizer producer in the world-although this claim is slightly misleading as China's nitrogen/phosphate potassium ratios are far from average world ratios and even further from US standards. According to the Sixth Five Year Plan promulgated in 1982, the country's development plans emphasize the expansion and upgrading of key energy and industrial sectors, including that of fertilizer production-specifically phosphate and potash. Within the framework of the plan, the Ministry of Chemical Industry's development priorities are to: • Increase potash production by 150% to 50 kt (55,115 st). • Raise phosphate fertilizer production 21.2% to 2.8 Mt (3.1 million st), 46 kt (50,705 st) of which will come from new projects constructed and completed within the Sixth Five Year Plan, with projected new production of phosphate concentrate and complex fertilizer in the next decades totaling 500 kt (551,146 st). • Commence work to increase phosphate ore production by 8.33 Mt (9.18 million st). Facilities for 2.43 Mt (2.68 million st) will be completed and come on stream by 1985. • Commence work to increase iron pyrite ore production by 3.69 Mt (4.07 million st), facilities for 2.9 Mt (3.2 million st) will be completed and come on stream by 1985. • Verify 600 Mt (661 million st) of new phosphate ore reserves. Since the promulgation of the Sixth Five Year Plan, Chinese authorities have announced that 70 key construction projects will receive top priority in the implementation of the plan. These projects include five in the chemical industry area, including the construction of four fertilizer plants in Urumqi (Xinjiang), Zhenhai (Zhejiang), Beijing, and Lucheng (Shanxi), and a pyrite mine in Yunfu (Guangdong). In addition, by 1985 the state will expand or construct three major phosphate mines: Wangji in Hubei, Kaiyang in Guizhou, and Kunyang in Yunnan. Fertilizer Ratios In 1982, China's fertilizer production was slightly higher than 12 Mt (13.2 million st) and consisted of 80% nitrogen, 19% phosphate, and 0.19% potassium. By 1985, state officials project that fertilizer production will reach 13.4 Mt (14.8 million st) and consist of 78.4% nitrogen (10.5 Mt or 11.6 million st), 21.2% phosphate (2.8 Mt or 3 million st), and 0.39% potassium (52.3 kt or 57,605 st). To attain the world average using the country's 1985 projected production level for nitrogen, China will have to double its 1985 phosphate production to 5.76 Mt (6.35 million st) and increase its 1985 potassium production almost 80 times to 4.1 Mt (4.5 million st). These numbers demonstrate the seriousness of the fertilizer production problem in China today and the long-term nature of the problem's solution. Development Examples Yunnan is the third largest phosphate-rich province in China with verified deposits of 1.9 Gt (2.1 billion st). Despite this abundance, the province only mines around 3 Mt (3.3 million st) of phosphate rock annually. In June of this year, Yunnan announced its intention to initiate 39 development projects within the next two and a half years, requiring an estimated $200 million worth of foreign investment. Over the past several years, state governments have been vigorously refurbishing old health department agencies and smoke control laws in anticipation of pending federal developments. Many states now possess a mature air pollution control administrative organization and a fairly sophisticated set of regulations on air pollution, This developing network of state control legislation and regulation is the machinery which will be called upon to implement federal standards, In order to prevent the wasted effort and resources which inevitably result from hasty action, industry should be in con- tact with local and state control agencies and be familiar with lines of communication to agency representatives. Thorough knowledge of applicable laws and regulations, both current and pending, is required. Moreover, federal law and future federal air pollution control plans, should be well known. Industrial air pollution control should be geared to a long range plan which utilizes existing technology while at the same the recognizing that today's technology will be improved upon with time, Regulation, too, can be expected to become more stringent. The implications of air pollution control in the Appalachian region of the United States will be felt most strongly by the coal industry of this area. Either directly or indirectly most regulations in these states have a significant bearing on coal mining, processing, utilization or waste disposal. The extent of coal-related activity in the Appalachian States of West Virginia, Pennsylvania, Maryland, Virginia, Kentucky, and Tennessee can be observed from the data provided in Table I. This data indicates that 86 percent of active bituminous coal mines and 69 percent of bituminous coal production were accounted for by these states. The purpose of this paper is to provide information on current and proposed legislation and regulations on air pollution in the Appalachian states, The information should prove valuable not only to the coal industry but also to industry in general as a means of evaluating both pollution control action that has been taken to date and the course of future control measures. Reference information in the forms of addresses of appropriate agencies and citations to specific state laws and regulations is provided. All information is current as of February, 1969.

INTRODUCTION The British mining industry comprises 228 nationalised coal mines producing some 113 million tonnes of deep mined coal and employing 242,600 persons of whom 185,200 work below ground. There are in addition 174 small privately-owned coal mines employing 1500 persons underground and producing 1.5 million tones of coal. In the non-coal sector there are 108 privately-owned mines producing some 20 different minerals, including tin, wolfram, fluorspar, potash, rock salt, china clay, ball clay and fireclay. There are currently 4,100 persons employed in these mines of whom 2,346 are employed below ground. One mine producing potash employs 870 persons of whom 465 are underground workers. Since 1975 all matters relating to the health and safety of persons at work and of the general public who are exposed to industrial hazards have come within the purview of the Health and Safety Executive (HSE). The Mines and Quarries Inspectorate (MQI) is a constituent part of that organisation and enforces legislation applicable to all mines and quarries. The National Radiological Protection Board (NRPB) is a statutory and independent body that was established in 1970 to advance knowledge and provide information and advice about radiological protection. The NRPB has an agency agreement with HSE to provide advice and services relating to radiological protection, including protection against exposure to radon decay products in mines. There are as yet no statutory requirements controlling exposure to this source of radiation in Britain. Investigations for the presence of radon in British coal mines were begun in the mid 195Os. The concentrations found were of low order, typically around 2 pCi/l (Duggan et al., 1968). This was not surprising since big coal mines are well ventilated to control methane and airborne dust and it is now generally accepted that radon and its decay products do not constitute a health hazard in British coal mines. At one or two small mines where igneous intrusions were in close proximity to the coal workings, slightly higher readings were recorded. The MQI then commissioned NRPB to make investigations at metalliferous mines and in these much higher readings were detected. It was later agreed that the NRPB should undertake a survey of all non-coal mines in Britain to establish the extent of the problem. This survey was conducted mainly in 1973, (Strong et al.,1975) and follow-up surveys at various mines have since been conducted by the MQI. These investigations revealed that radon readings could be high in mines producing tin, haematite and fluorspar. Some small mines working other minerals in the same localities also showed high readings. More recently owners have been making environmental measurements at mines where there was some cause for concern. LEGISLATION AND RADIATION STANDARDS As a result of the survey work for MQI the Board in 1975 recommended an occupational limit of 4 WLM in a year from radon decay products together with a programme of radiological supervision (Strong et al., 1975). The MQI accepted the recommendation and advised employers and employees that the 4 WLM limit should be adopted. The limit corresponds to a concentration of 0.3 WL, equivalent to 30 pCi/l of radon-222 in equilibrium with the decay products, and was in accordance with an earlier recommendation by the International Commission on Radiological Protection (ICRP, 1959). ICRP recommendations are usually endorsed in Britain. It was recognised that some years would probably be required to achieve general compliance, and this is proving to be the case. Some confusion has been caused in Britain by the conflict between successive Euratom Directives on this and other standards of safety. As relative newcomers to the Community, we were not affected by earlier Directives, but the situation is different now. In 1959, the Commission of the European Communities provisionally recommended a maximum permissible concentration for radon-222 and daughters of 3 x 10-7 µCi/cm3, which corresponds to 300 pCi/l (CEC, 1959). The number was affirmed in 1962 (CEC, 1962) and reaffirmed in 1966 (CEC, 1966) but without any specification of the state of equilibrium. In 1976, the CEC again recommended 300 pCi/l, but on this occasion, the daughters were assumed to be present in the same quantities as in unfiltered air (CEC, 1976): this implies 40 WLM a year in poorly-ventilated mines. The formula is repeated in the latest version of the Directive (CEC, 1980), but the value is now said to be an interim one because it might not ensure compliance with the appropriate dose limit. ICRP (1955) recommended 300 pCi/l in equilibrium with the decay products in 1955 and reduced this value to 30 pCi/l for unfiltered air in 1959 (ICRP, 1959), endorsed it for equilibrium conditions in 1976 (ICRP, 1976), and held to it until 1980: these values imply respectively 40 and 4 WLM a year. The recent recommendation of the ICRP (1980) that the annual limit of intake for the decay products should be 0.02 J in a year corresponds to 5 WLM, but there is a rider that reduction should be made for exposure to gamma rays and long-lived airborne radioactivity. An allowance of 20% is suggested for uranium mines, implying 4 WLM a year for the decay products. The

Since 1965 when the first mole was used on Bureau work, the Bureau of Reclamation has completed 17 tunnels of over 5,000 feet in length. The longest was 12.8 miles. Total length of the 17 tunnels was 376,207 feet, or over 71 miles. The finished diameter varied from 7 feet 0 inch to 18 feet 0 inch with 82 percent (58 miles) being less than 12 feet 0 inch in diameter when lined. All of these tunnels except one are gravity flow, water conveyance tunnels with relatively flat gradient. One is a low-head pressure tunnel. All were constructed by contracts resulting from fixed-price bids. Starting in 1964 the Bureau of Reclamation initiated the practice of giving several options in the specifications on methods of tunnel excavation. Since that time, construction work has been completed on 17 tunnels. Of this number, 11 were mole excavated and 6 were excavated by conventional drill and blast methods. In general, there has been 2 feet of mole excavation for every 1 foot of drill and blast. Cost comparisons are based on only 13 tunnels because the Bureau has 4 recently completed tunnels that have pending claims; therefore, final cost data are not available. Some definite trends show from the data available; however, the number of completed tunnels in some categories is so small the results cannot really be considered a trend. As more data become available, the indications will become more reliable. The information is presented to indicate general trends and comparisons and cannot be meaningfully used for a one-on-one comparison because of individual tunnel differences not considered.

Viscosities of Feo-SiO2 slags were calculated using the previously developed structural based model. An expression was derived using hole theory and the atomic pair model to relate the NO0 and temperature to the viscosity. The deduced equation n=4.9x10-9 T1/2 NO0 exp (E/RT) poise was successfully applied to predict the viscosity of FeO-SiO2 slags in the composition range of 0.1 < XSiO2 < 1 for several temperatures. The calculated data agrees well with the experimental viscosity data.

The City of Toronto is currently undertaking the design of the Black Creek Sanitary Trunk Sewer Relief Project. The Project involves the design and construction of approximately 20 kilometers of tunnel through shale rock of the Georgian Bay Formation and soft ground soil consisting of glacial till, glaciolacustrine and glaciofluvial sand, silt and clay deposits. The 20 kilometer alignment has been split into four sections of tunnel (1) the 12.9 km, 3.0 meter diameter Keele Trunk Relief Sewer, (2) the 2.9 km, 1.5 meter diameter Keele Trunk Relief Sewer Microtunnel, (3) the 3.9 km, 1.8 meter diameter Jane Relief Sewer, and (4) the 0.5 km,1.5 meter diameter Combined Sewer Overflow Storage Tunnel. Additionally, one 40,000 m3 wet weather flow (WWF) storage tank and numerous WWF connection shafts are to be constructed and connected to the Keele Trunk Relief Sewer to pick up WWF from existing outfalls currently discharging to Black Creek. The anticipated cost of the project is approximately $600 million with construction of the Project’s Phase One Works, the Keele Trunk Relief Sewer and Jane Relief Sewer, scheduled to commence in 2025. This paper provides an overview of the project in terms of the anticipated geotechnical conditions, the scheme developed for design and construction of the tunnel system and the associated schedule and procurement strategy. The consideration for planning of the tunnel system, the risk-based analysis and decision-making process are presented and form the basis for selection of a precast tunnel lining support method in the rock and soft ground.

Over the last six years I have been involved with the calculation of ore reserves and mine planning using various computer systems and soft- ware packages. This experience has given me a unique perspective from which to view the needs of the engineers and geologists whose job it is to produce geologic and mineable ore reserves. The purpose of this paper is to share that perspective with those who are in this field or are thinking of purchasing computer software to aid in these calculations. My first experience with computers in mining was the creation of a mini-computer based coal reserve and mine planning package written as part of my Easter&apos;s thesis. This package took about ten weeks to write, four weeks to document, and two weeks to install at the mine for which it was written. It did what it was designed to do, which was to emulate the hand procedure which had been used prior to its installation. The package was specific to its application which involved several small seams of coal being mined simultaneously and would have required major modification for it to be applied to a mine where, say, one thick seam was mined in two benches.

The US Bureau of Mines is investigating the fundamentals of the flocculation process. The objective of this study was to determine the effects of various physico-chemical parameters, namely, shear rate, polymer dosage, and polymer concentration, on floc growth and to determine the applicability of a model for predicting polymer flocculation behavior. A rapid in-line particle size analyzer was used to follow the progress of both the floc growth and the breakage as a function of time. A genetic algorithm (GA) was used to determine the unknown parameters in the model and to fit a curve to the experimental data. The results showed that the model reproduces the experimental data with only reasonable accuracy and that it was relatively insensitive to the parameters. Results of the flocculation study showed that increases in the polymer dosage had a greater effect on the time required to reach the maximum floc size than on the floc size itself: It was also determined that, given all the above parameters, the degree of slurry mixing during the flocculation process had the greatest bearing on floc growth.

The choice between EPB - and Slurry Shields is influenced by the following factors: grain size distribution, cohesiveness, occurence of boulders, occurence of gas, feasibility of soil separation and muck disposal, and settlement properties of the soil. The simple equation cohesive soils = EPB Shields and non cohesive soils = Slurry Shield is very often superimposed by other facts. For example, the occurence of a large amount of boulders in weak cohesive soils, where the application of roller discs is not recommendable, may lead to the use of a Slurry Shield with a rock crusher, thus accepting the disadvantage of a sophisticated separation plant; whereas the occurence of contaminated groundwater or gas may exclude the use of a Slurry Shield. In the following examples the choice of a Slurry Shield or EPBS will be explained and justified with regard of the above factors.

he selection of mill design parameters to suit the applica­tion requirements can result in quite different operating parame­ters for each generic type of application, even though the basic mechanical layout of the mills may remain similar. The selection of the type and size of grinding media is very important to efficient and cost-effective operation, and to ensuring that the milled product achieves the required properties. Accordingly, the grinding media selection is seen as an integral part of the mill design. Consideration of the requirement for classification is important in order to achieve the optimum mill and circuit performance. This can lead to the circuit feed not being classified for a steady feed with minimal slimes and a low size reduction ratio. Feed containing on-size particles would be deslimed by open circuit classification. Closed circuit classification is performed where the feed fluctuates. The rheological characteris­tics of the circuit feed slurry can have an influence on mill performance, and needs to be allowed for. A common misconception frequently encountered is the belief that "a mill is just a mill". This is not the case with stirred types of mills, since the operating parameters selected for the mill can have a large effect on the product characteristics. For example, horizontal shaft high speed stirred mills have a com­pletely different grinding action to vertical shaft low to medium speed stirred mills, which results in large differences between the surface area produced at a given product size (Liddell, 1986). Hence, it can be misleading to apply test results or design procedures obtained from one type of mill to other types for scale-up. The Metprotech stirred mill, as applied in the mining and minerals industries, is a low to medium speed vertical shaft mill. The basic design has been discussed previously (Liddell, 1989). Currently, the largest mills that have been manufactured have an installed power of 400 kW. The largest chamber volume at this power is 6000 litres, containing IO t of grinding media. It is intended that the installed power will increase up to lMW as applications requiring larger sizes arise.

An ore zoning technique developed by Climax geologists during the past forty years has been used to contour drill-hole assay values on cross-sections for fourteen porphyry molybdenum deposits in western North America, including the Climax and Henderson orebodies. Detailed geological studies of these large, complex deposits are essential in determining ore controls, which are the factors most critical to the zoning of MoS2 assays and to conceptualizing geologic models. The technique provides a detailed representation of the size, shape, grade distribution, and geologic continuity of the individual deposits. It demands a disciplined approach and adheres to rigorous rules while maintaining flexibility for adaptation to widely varying geologic conditions. By defining the limits that guide and control manual, computer-assisted conventional, and geostatistical reserve estimates, it exerts a strong geologic influence on the estimation process. A combination of ore zoning and geostatistical analysis of molybdenum deposits produces a significantly more accurate, precise, and defendable geologic reserve estimate than other methods.

What does the information age mean to mining companies? The perception of greatly increased access to information is based on modern communications through ‘smart’ fax machines and computer networks. Computer media allow us to `talk&apos; to the President or to a sister in Australia. If we need data to help put together a mining permit, we can find that data somewhere on computer media. The vast amount of easily accessible information quickly overwhelms us. To avoid `information burnout,&apos; we must learn to target searches and be able to discriminate between dross and information that is useful to our goals. If you watch commercial TV, you have learned to screen out most product commercials. A similar screening process must be applied to computerized information sources. You may need to sort through a lot of irrelevant information before finding the pearls you are looking for. ‘Smart’ fax machines can send information with no direct human intervention. MINES FaxBac, for example, from the US Bureau of Mines instructs you to enter four-digit numbers to have particular reports sent directly to your fax machine. Software vendors use a similar system to supply information about their products. You select an item by number, and the related brochure is faxed to your machine. To compete, the industry must maintain access to as many information sources as possible. The availability of computers and software for almost every conceivable application allows us to accomplish work faster than we ever thought possible, even as recently as 10 years ago. Most mining companies have become aware that doing geology, reserves, mine planning and other technical tasks completely by hand is much too slow. The world moves faster, drilling happens faster, mining happens faster, all related activities happen faster. We no longer have the manpower or time to keep all maps. calculations and records up to date.

Sand bed filters are used to remove large and small particles from liquid streams. The large particles are removed by the straining action of the filter bed and the small particles are removed by particle deposition on the surface of the bed particles. Particle deposition, while being essential for the filtering action of colloidal particles, is not the only process that occurs in the filter bed. Other processes that occur are (1) the substrate becomes filled with particles limiting further deposition, and (2) some deposited particles are resuspended. The sum total of all these processes determine the performance of a filter bed.

Belle Ayr Mine was established in 1972 as the first large surface coal mine in the Powder River Basin of Wyoming. During the mid-1980s, it was eventually out-distanced in productivity by newer mines, and management recognized that the mine must recapitalize its major mining equipment and enhance its workforce flexibility in order to be competitive in the deteriorating market situation. Therefore, state-of-the-art haulage and loading equipment was placed into service, and a 12-hour rotating shift and a technician-based workforce was implemented. Belle Ayr Mine is located 29 km (18 miles) southeast of Gillette, Wyoming, in Campbell County (Figure 1). The mine is a part of AMAX Coal West, Inc., and with its sister mine, Eagle Butte, located 8 km (5 miles) north of Gillette, is a major contributor to the overall coal production of AMAX Coal Industries, Inc., headquartered in Houston, Texas. This paper addresses mine planning, recapitalization initiatives, and innovative workforce changes which propelled this large, surface coal mine to the forefront of productivity in the ever tightening low sulphur coal market.
