BACKGROUND This paper discusses work performed as part the rehabilitation of the gravity flow section of the New Croton Aqueduct (NCA) during an approximately two year period between 2004 and 2006. The goal of the project was to restore the gravity flow section of the NCA to optimal operating condition, extending the lifespan of this significant water supply for the New York City metropolitan area. Rehabilitation of the NCA was purposely scheduled before the completion of the new NCA Water Treatment Plant now under construction (Figure 1). The NCA is a 3.73 to 4.34 m (12.25 to 14.25 ft) diameter brick-lined circular andhorseshoe shaped water tunnel constructed between 1885 and 1891. The NCA conveys water for approximately 50 km (31 miles) by gravity and pressurized flow from the New Croton Reservoir in Westchester County, NY to distribution and reservoir points along its alignment, terminating at a distribution station at 135th Street and Convent Avenue in Manhattan, NY. Prominent features of the NCA include a large intake facility at New Croton Reservoir, 38.6 km (24 miles) of gravity flow horseshoe shaped aqueduct, 11.3 km (7 miles) of pressurized flow circular aqueduct, 2 siphons, and 36 open shafts and headhouse chambers which are used as sampling, access and blow-off locations. Until a partial inspection in 1982, the NCA had flowed continuously since its completion nearly 100 years prior. Flow tests have confirmed that the NCA can convey up to 12.7 m3/s (290 mgd) (Figure 2). Cover depths of NCA vary considerably, ranging from a few to hundreds of meters, typically of hard rock. Primarily mined using means conventional for the late1800s, construction of the NCA also employed cut and cover methods in several low-lying sections of the alignment, totaling approximately 1.6 km (1 mile). The NCA crosses through numerous lithologic changes, fault/shear zones and under several significant water bodies including the Pocantico, Saw Mill and Harlem Rivers and the Tarrytown Reservoir. The NCA passes under the Harlem River as a siphon at a depth of approximately 122 m (400 ft) below grade (Figure 3). Soon after construction the Aqueduct Commission Reports on the New Croton Aqueduct documented prominent defects such as large voids behind the lining. More recently, large-scale inspections of the gravity flow section performed during the 1990sand a 2004 inspection of portions of the pressurized sections of the NCA have revealed additional defects such as open and/or deteriorated masonry joints/cracks, leaks ranging from trickles to several liters per minute into and out of the NCA, missing bricks, formed openings, and in one place, a rupture through the liner with discernable

Sustainable development is at odds with reality in the minerals industry. Increasing world population and aspirations are leading to increased energy and mineral consumption. Non-renewable fossil fuels are being exploited at a much faster rate than they are being discovered. Mineral reserves are diminishing and of lower grade. Despite recycling, many of the economic reserves of the rarer metals on which technological society has come to depend are being depleted, and many of the bulk metals are being exploited at ever increasing rates. And yet, mining continues, with a long-term downtrend in commodity prices, matched by more efficient mining and processing. Will society turn to a low carbon economy before fossil fuels are depleted? Will prices come to better reflect the full cost of mineral production? Will technology save us, or is it at the root of the problem? The key drivers continue to be an ever increasing aspirational population and the law of supply and demand, rather than sustainability considerations. The paper illustrates this with examples of worldwide and Australian data.

Selection of the best possible truck type (model) is of crucial importance for the mine decision-makers. In this paper, authors contribute to the body of knowledge by developing a novel methodology for the selection of mining truck. Both the Coefficient of Technical Level (CTL) and Analytic Hierarchy Process (AHP) methods were used in this study. The CTL represents a mathematical function which takes into consideration the interrelations among the main technical parameters of mining trucks. The authors developed a hierarchical structure where both attribute categories and their importance, i.e. priority or weight in the selection process were determined. For each category, a number of sub-attributes and their priorities were assigned, and a pairwise comparison among them was performed using the AHP method. In the final part of the study, the CTL was integrated into the AHP and represents a holistic approach in the selection of mining trucks. A case study on 180 tonnes truck category offered by five manufacturers was carried out. A sensitivity study of obtained results was also performed indicating a very stable solution. The methodology presented in this paper may be used by mining operators to help in the selection of a specific type when acquiring a new truck. It may also be used by equipment manufacturers to help in analysis of potential benefits of envisaged modifications concerning an existing truck type and/or development of a new type.

Between 1989 and 2004 the Massachusetts Water Resources Authority (MWRA)constructed several major wastewater and water tunnels associated with three major projects in the Boston area of eastern Massachusetts. There were many similarities and differences in the bedrock conditions encountered and among the contractual approaches for these independent projects. Through a clarification of the approach similarities and analysis of the contract differences, this paper addresses and presents what are considered to be valuable lessons learned. In doing so, the paper follows the evolution of such disparate issues as contract conditions, baseline reports and dispute review boards. The authors believe that the lessons learned even represent what, in certain cases, could be referred to as “universal truths” that are intended to have application to the next generation of tunneling contracts.

The Greater Vancouver Water District is currently constructing the Seymour-Capilano Water Filtration Project to enhance the quality of drinking water in the Vancouver metropolitan area. The Seymour-Capilano Water Filtration Project comprises the 1,800 million litres per day Seymour-Capilano Filtration Plant, the 1,080million litres per day Capilano Pumping Station, twin tunnels with associated shafts, and the Capilano Energy Recovery Facility. The twin tunnels will convey raw water under pressure from the Capilano Reservoir to the Seymour Filtration Plant and return treated (filtered) water for distribution. The Twin Tunnels component of the project comprises twin, 3.7 m diameter, 7.2 km TBM bored tunnels, the 180 m deep Seymour Shaft as the main launch shaft, and two 4 m diameter, 268 m deep raise bore exit shafts at Capilano. The Twin Tunnels have been planned as predominantly unlined tunnels sited at depth entirely within granitic bedrock and cross under two major buried glacial valleys of breadths in excess of 1500 metres that are filled with glacial sediments to depths up to 200 metres. The maximum overburden along the tunnel alignment is approximately 400 metres. Comprehensive site investigations and studies were completed during the detailed design stage of the project. The construction of the twin tunnels started in the fall of 2004 and is planned to be completed by mid-2008.

Extending an organization?s knowledge base throughout the entire enterprise can improve operations. Until recently, though, field operations were often left out of the information loop, as extending high-bandwidth communications into harsh environments often proved impossible due to thermal extremes, physical hazards and caustic chemicals. However, advances in the design and manufacture of rugged fiberoptic cables have now enabled the successful installation of 10-gigabit transmission links to places such as mining operations. The experience of Consol Energy exemplifies how plant managers can successfully enlist ruggedized tight buffered cables to help carry the efficiency of ERP communications into even the most challenging work environments. ?As part of our ERP implementation, we extended our corporate network underground into our mines using fi beroptic cable,? said Tom Prokop, manager-site support for Consol Energy. ?We?ve actually had rooffalls bury the cable between rocks and still did not lose data communications. Our maintenance personnel are now able to access our ERP system while underground at locations that can be up to 32 km (20 miles) away from their desks or the warehouse. Access to the corporate network allows them to order parts, look at electronic schematics, access monitoring data, no matter where they are in the mine. With a few hundred workers below ground, this immediate access translates into a time-savings that adds up in a hurry.?

P&H MinePro Services Canada is supplying Syncrude Canada three more of its model4100BOSS electric mining shovels. The shovels will be delivered during 2003. Syncrude’s oil sands operations already use five P&H shovels. The first 4100BOSS shovel was commissioned at Syncrude’s operation in northern Alberta, Canada in October 2001. The unit loads more than 9 kt/hr (10,000 stph) of unblasted oil sands. Since it began operation, the 4100BOSS has shown a 28% production increase over the four P&H 4100TS shovels also on site.

"The Ninetyeast Ridge (NER) extends roughly N-S as a topographic feature for 5000 km, from 31° south to 10° north (Fig. 1) where it becomes buried beneath the Bengal Fan at its northern end. These two geographic characteristics make the NER an ideal natural laboratory for determining the influence of latitude and terrestrial input to ferromanganese (Fe-Mn) crust formation and composition. In addition to study of geographic controls on crust composition, the NER is the largest feature in the Indian Ocean that may host crusts of economic interest.Crusts were collected from 9 of 33 dredge sites from 1.4° north to 26° south latitudes during the 2007 R.V. Roger Revelle Knox06 cruise. Nineteen samples were analyzed for 69 elements each. Nine bulk crusts and 10 layers from four crusts were analyzed. Three of the crusts sub-sampled for layers did not have the bulk crust analyzed and the weighted means for those layers were calculated to obtain bulk compositions. One sample was left out of the statistical analyses because it is phosphatized and chemically quite different from the other samples (Table 1).In order to determine changes in composition with latitude, Pearson product-moment correlation coefficients were calculated for the chemical dataset and latitude of dredge sites, as well as water depth. At the 95-99% confidence level, the following elements increase in crusts moving north along the NER: Mg, Ti, S, Cd, Ni, Tl, Mn, Ba, Co, Cu, In, Li, and Zn; and the following elements decrease northward: Fe, Fe/Mn, P, As, Sc, the rare earth elements plus yttrium (REY), Bi, Ge, and Pb. These correlations indicate that the iron oxyhydroxide component and its associated elements are more prevalent to the south, and the manganese-oxide phase and associated elements increase toward the north end of the NER. This change occurs between dredges D20 and D14 (Fig. 1), with crusts from D20 and south having Fe/Mn !1.0 and those north of D20 ""1.2, with the exception of the phosphatized crust. Crust composition also changes with water depth: Th, Ge, Pb, and the middle rare earth elements (REEs) increase with increasing water depth. Thorium commonly increases in deeper water crusts, which explains the higher Th concentrations in Atlantic and Indian ocean crusts in general compared with Pacific crusts (Fig. 2 and Hein et al., 2012), including the samples analyzed here with a mean water depth of 3584 m. However, water depth does not explain the latitudinal changes because the mean water depths of samples along the northern and southern segments of the NER are roughly comparable. Surprisingly, Si and Al, representing the aluminosilicate/detrital phase, do not correlate with latitude; that is as the ridge approaches and is buried by the Bengal Fan the Si and Al contents do not increase. However, overall, Si and Al have higher concentrations in NER crusts than in central Pacific crusts. Ba can be used as a proxy for primary productivity and statistically does increase to the north along the ridge in the direction of the equatorial zone of high biological productivity. Correlations of Mg, Li, and Zn with latitude may also reflect increased primary productivity at lower latitudes."

The management of risks associated with slope instability is an essential process in the safe and economic operation of open cut mines. The ?slope stability radar? (SSR) has been developed to better manage those risks. The SSR remotely scans rock slopes to continuously measure any surface movement and can be used to detect and alert users of wall movements with sub-millimeter precision. The high level of movement precision and broad area coverage of the rock face can allow for a better understanding of the geomechanics of slope deformation, including magnitude of potential failures and additional warning time of impending instability. Additionally, radar waves adequately penetrate through rain, dust and smoke to give reliable measurements, 24 hours a day. SSR systems have been deployed in many metalliferous and coal mines throughout the world. Over 80 systems are currently being used with current operations in 17 countries. Greater than 200 rock slope collapses and waste dump failures (from several to millions of tones) have been monitored, with ?warning? precursor movements recorded by the SSR. This technology enables a radical change in the management of risks in open cut mining. This paper will present recent case studies of the SSR operation in coal and metalliferous mines. Slope Stability Hazards and Rock Slope Monitoring in Open Pit Mines Surface mining often creates excavation boundaries which are steeper than those would be created under natural processes in the same rock type. They are also undertake quite rapid stress changes during mining and are influenced by significant external forces such as blast vibrations and changes in groundwater. These conditions are likely to allow some degree of instability to develop in the pit slopes. The hazards associated with this instability of pit slopes can be extremely variable in character; ranging from small cobble sized rocks dislodging and falling from mine benches to complete collapse of entire pit walls. It is usually the position of mine geotechnical or geological staff to assess these hazards for mine operations. The assessment of hazards due to unstable slopes can be done by visual observation of precursor signs such as fracturing or rilling of loose material. A more reliable indicator of instability involves the quantitative measurement of outward movement and acceleration of material as an instability mechanism develops. There is strong evidence that small precursor movements of a rock wall occur for an extended period prior to rock slope collapse (Hoek and Bray, 1981). Development of a monitoring system, adopting acceptable slope deformation criteria coupled with warning systems and design of stabilization or risk reduction measures if appropriate has become a standard method of dealing with slope instability. Framework for Slope Hazard Management using the SSR A framework for the management of slope hazards is shown in Figure 1 (discussed in detail in Harries, 2007). Although this framework is specifically for use with the Slope Stability Radar, a similar framework could be developed for other monitoring technologies for monitoring slope deformation. An important point to consider is the sequential nature of the hazard management framework from selecting the context ? identifying hazards ? analysing hazards ? evaluating hazards ? treating hazards. [ ] Once the context of the system has been developed (for example ? to monitor for rapid bench scale collapse), the identification of hazards is the next stage in hazard management. Identification of slope hazards can be relatively straightforward due to the visual nature of the information that the SSR system produces. The areas of excessive wall deformation are highlighted in color maps of the mine slope with a co-aligned photographic image to review the actual site of interest. The responsible personnel must then analyses this data, usually reviewing the deformation style and rate, as well as the size of area that appears to be failing. This information can then be evaluated against organisation protocols (for example it may be only a small sub-bench failure that will be ?caught? by existing benches and hence can be categorized as a lower risk). Once these hazards are evaluated they can then be treated if required. Two major options are available to reduce the risk during this treatment option. We can reduce the likelihood of failure ? for example by buttressing the failure or de-pressurising of water pressures in a slope. However, the most likely plan of action is to reduce the consequence of the failure. One of the most successful opportunities to reduce the consequence of a slope failure is to ensure that no personnel or mining equipment is present at the location of a slope failure when collapse finally occurs. This has been the major benefit of the SSR system to the different mining operations around the world. Unrecognized roof beam failures resulted in 69% of the falls of ground injuries occurring in underground U.S. stone mines from 1990 to 1996. Field investigations at 45 underground stone mines suggest that excessive beam sag or deflection is the principal unstable roof behavior characteristics associated with miner injuries. Laminated roof structures, common in most underground stone mines, allow the immediate roof to separate into distinct beams. The timely determination of roof beam deflection could provide stone miners with advanced knowledge of potentially hazardous roof. Existing methods to assess roof conditions consist of observational and monitoring techniques. Observational techniques include open drillholes, sounding, wedging, and borescopes. Monitoring techniques include scratch tools, extensometers, telltales, Miners Helpers, and Guardian Angels1. Miners have difficulty utilizing these techniques because roof beams are located an average of 8 m(26.5 ft) above the miner’s head in environments that are dark, dusty and noisy and these deflections are measured in millimeters of movement. To help mitigate the potential for falls of ground injuries to underground stone miners, the National Institute for Occupational Safety and Health (NIOSH) has developed the Roof Monitoring Safety System (RMSS) to aid in monitoring dangerous levels of roof beam deflection. If enough site-specific information is collected and placed on highly visible maps, individual mining operations could establish general guidelines for responding to specific roofbeam deflection occurrences. This would help in implementing a pro-active, comprehensive roof control plan for reducing falls of ground injuries.

Mining is a significant emitter of greenhouse gases and is the focus of increasing attention from green groups and regulators. Miners need to know their own carbon emissions and how they compare with the rest of the industry. Miners and mining companies need to know where they fit in the emissions curve. Who is in the bottom quartile? This article is based on research report data from minecost.com and Metalytics Pty Ltd which detail the specific carbon dioxide emissions for 208mines producing 90% or more of western world copper, zinc, lead and nickel in 2007. The copper and nickel mines also include Norilsk in Russia, KGHM in Poland and Kazakhmys in Kazakhstan. This is the first time that such information has become available.

The paper will describe Virtual Design and Construction (VDC) as a tool which will enable us to build a project ?virtually? on a computer before constructing and operating it in the real world. VDC computer models are built, using information from various sources including survey, 3D laser scanning, CAD and GIS to represent the project and its components in a coordinated and consolidated infrastructure model. This model is reviewed and evaluated by, and shared among project teams including owners, con-tractors, designers, engineers, construction managers, stakeholders and operators. It allows teams to fix costly design and construction issues before construction on site. Benefits and lessons learned from global projects will be discussed

To achieve compliance with 2015 EPA Tier 4 Final regulations, which permit only around 10% of Tier 3 particulate matter (PM) and NOx emissions, a number of technologies are being implemented. Use of a fuel borne nanoparticle combustion catalyst reduces the level of PM and unburned hydrocarbons exiting the combustion chamber, alleviating the burden on downstream exhaust after-treatment systems. The impact of an iron-ceria combustion catalyst (GO2) on carbon oxidation kinetics and on diesel engine emissions is presented. The iron-ceria nanoparticles catalyze carbon oxidation at lower temperatures and increase the oxidation rate by a factor of 18 at 400 °C. Engine tests on a generator powered by a John Deere Model engine and field tests on a Cummins ISC 330 tractor truck and CAT 3508B propulsion engines are presented. Use of GO2 resulted in a reduction in PM10 (particulate matter under 10 um) emissions of up to 26% and a hydrocarbon emission reduction of up to 41%. NOx emissions did not increase in these trials and the amount of change depended on engine type. Application of this fuel borne technology for emissions reductions in mining equipment offers significant benefits.

The Hatch Mott MacDonald/Bechtel Joint Venture team is designer and construction manager for the 5.25-mile Tunnel Segment of the overall 16-mile Silicon ValleyRapid Transit Project, which extends the existing Bay Area Rapid Transit (BART) system southward from Fremont to San Jose. The Tunnel Segment includes twin boredtunnels, mined cross passages, and three deep station excavations situated in highlyvariable ground, high ground water table, and a dense urban setting with high-risebuildings adjacent to the largest excavation. This paper will discuss design challengesthat have arisen with the excavations and the proposed solutions.

The creation and maintenance of a healthy working environment in surface mining operations require sustained efforts in pursuing advanced research initiatives toward the development and deployment of powered haulage technologies. This paper contains progress summary on a frontier research in truck dynamic control, vision and collision avoidance. This research is required to provide solutions to challenging problems regarding operator visibility in truck haulage in a surface mining environment. The paper focuses on truck control kinematics and dynamics, truck-haul road interactions, intelligent truck sensing, intelligent truck collision avoidance system, integrated system for situational awareness, augmented visualization and operator interface, and field testing and error variance modeling of developed technologies. A sensor suite of four subsystems, including front-side stereo-camera, front-side Doppler radar, close range sonar proximity sensors, and rear-side camera system have been recommended for developing a 360° truck operator vision to allow safe operations. This research initiative is significant because it will provide a strong basis for developing technologies to improve truck haulage safety in surface mines and construction sites.

The Getchell Mine is located on the east flank of the Osgood Mountain Range in the Potosi Mining District, Humboldt County, NV. Mining in the area first began in 1883 for copper, lead and silver in skarn-related deposits. Tungsten was discovered in the skarns in 1916 and was mined sporadically until 1957. The first major discovery was made in 1933 when two Winnemucca prospectors, Edward Knight and Emmett Chase, found gold at the present site of the Getchell gold mine. In 1934, after a small amount of preliminary prospecting, the claims were purchased by Noble H. Getchell of Midas, NV. The Getchell Mine Inc. was organized and exploration and development work began on a broad scale. Major funding was provided by George Wingfield and investors he assembled. Laxalt described Wingfield’s immediate history prior to his financing of Getchell as follows.

Background Population growth and increasingly stringent regulatory controls on water quality across North America have resulted in municipal governments investing heavily in infrastructure to control what are known as Combined Sewer Overflows (CSOs).These are events which occur when combined sewers exceed their conveyance capacity during periods of heavy rainfall or snowmelt. The city of Atlanta, Georgia is one such municipality; with a population of over450,000 within city limits and a sewer system servicing 1.2 million including adjacent jurisdictions, the City of Atlanta has a Combined Sewer System (CSS) encompassing approximately 15% of its total 3,540 km (2,200 miles) of sewers. Atlanta’s CSO discharges to local watercourses began to draw fire from environmental groups in the1980s. As a result, in the early 1990s, the City constructed a series of CSO control facilities which provided screening and chlorination at seven CSO discharge points across the CSS watershed. Unfortunately, these facilities were not capable of handling all of the overflows generated due to heavy storm events; frequently, untreated water was bypassed around the treatment facilities. The federal Environmental Protection Agency (EPA) deemed that water quality standards were being violated by these discharges, and a suit was brought against the City to force a higher standard of compliance. As a result, the City entered into a federal Consent Decree which would bring CSOs into compliance with federal standards by 2007. A critical component of this plan was the design and construction of the West Area CSO Tunnels and Pumping Station. In February 2003 the City’s Department of Watershed Management retained the services of Jordan Jones & Goulding/Hatch Mott MacDonald/Delon Hampton Associates (JDH Joint Venture) to design and provide construction management ser-vices for the project, which was designed to capture combined sewage from three of the City’s existing CSO facilities on the northern end of the CSS watershed. The design consisted of two connected tunnels which would convey the wastewater originating from the North Avenue, Clear Creek, and Tanyard Creek CSO facilities to a submersible wet well pumping station located at the R.M. Clayton Water Reclamation Center (WRC). Since the majority of the effluent stream consisted of storm water, the City elected to design and construct a separate treatment plant. This plant was designed under a separate contract, and is currently under construction.

Steele: The global nuclear power industry is a major contributor to the electrical needs of the world. Though generation by nuclear reactors has primarily attracted attention through the reactor accidents at Three Mile Island and Chernobyl, nuclear power continues to quietly and safely provide power to a growing and power-hungry world population. As of March 2008, 30 countries were operating 439 nuclear power reactors. Nuclear power plants provided about 15 percent of the world?s electricity production in 2007. France leads the world in nuclear utilization, with 77 percent of its power coming from nuclear plants. And Lithuania, Slovakia and Belgium each derive more than 50 percent of their power needs from nuclear plants. For much of the developed world, nuclear generation has already been contributing significantly to the supply of electricity. Additionally, 34 new nuclear plants are under construction in 14 countries. Leading the rush to build new nuclear generating plants are China, Russia and India. Each of these countries is building six new nuclear power plants. These 18 plants, totaling almost 12,000 MW of generation capacity, will require about 7.25 kt (16 million lbs) of U3O8 for their initial fuel load and will consume about 2.45 kt/a (5.4 million lbs/year) for the rest of their operating lives. The rest of the world, outside of the United States, has used nuclear power as a viable and economic generation alternative since the commercialization of utility nuclear reactors. And current activity supports the strong future of the nuclear alternative internationally.

The advent of the more efficient and effective rare-earth roll (RER) separator in the early 1980?s began a new era of dry magnetic separation. The RER units quickly became the separator of choice within the materials processing industry. Though RER separators are now commonplace throughout the world, only modest advancements have been made to the original design. This paper details recent, more significant, rare-earth magnetic separation developments. These developments maintain the best features of existing technology while minimizing shortcomings. The discussion includes discerning features that aid in better metallurgical performance. Also discussed are improved mechanical aspects that allow for both easier operation and maintenance. Performance details from various test programs are included.
