Cameco Corp. operates uranium mills and tailings management facilities at its Key Lake and Rabbit Lake operations in Northern Saskatchewan, Canada. Development at both mine sites began in the 1970s, with initial tailings deposition occurring within above-ground impoundments, which was common for these facilities at the time. As open pits became available at each site, and mining continued at other orebodies in the area, tailings management shifted to in-pit facilities to meet stakeholder expectations and improve the long-term security and environmental performance of tailings management at these facilities. The in-pit facility at Rabbit Lake (receiving tailings since 1984; Fig. 1), was one of the first (if not the first) engineered in-pit tailings facilities in the world and adopted a full pervious surround design concept with subaerial deposition. Under this concept, permeable sand and coarse rock are placed at the base of the pit, around its perimeter, as well as overlying the tailings at closure to promote regional groundwater flow bypassing the lower-permeability tailings. In contrast, at Key Lake, the in-pit facility (receiving tailings since 1996) adopted a partial pervious surround design concept. Under this concept, permeable materials were again placed at the base of the pit, and partway up the side walls; although for the upper portion of the tailings, the material is placed directly against the natural geologic materials. In the Key Lake case, the natural geologic environment provided the required bypassing of the tailings deposit to achieve the desired environmental performance while the base drain again facilitated pumping during operations to achieve consolidation objectives (Fig. 2). In both the initial design of the facilities, and through more than several decades of operation, it is clear that although in-pit tailings facilities provide common benefits with respect to long-term geotechnical stability, it is critical that their design approach take into consideration site-specific conditions

Public-private partnerships (PPP) are gaining in popularity at the federal, state and local levels as the public sector seeks private capital to finance infrastructure and other projects that traditionally have been funded with public funds. In general, a PPP involves a development agreement between a public owner and a private sector concessionaire. Under the development agreement, the concessionaire is responsible for financing, designing, constructing and typically operating and maintaining the completed project for a concession period (often multi-decades in duration). The concessionaire typically enters into an agreement ? the design-build agreement ? with a design-builder to design and construct the project. The concessionaire may secure financing from banks, investors or from a combination of these and other sources (collectively the financier). While the PPP experience in the United States has been modest to date, an increasing number of projects involving tunneling or other significant subsurface work are already being delivered in the PPP mode. Public owners have significant options to address risk allocation for subsurface conditions on PPP projects. The same sound and fundamental principles of fairness in risk allocation that apply in other major subsurface projects should be applied and adopted in the PPP context

"In December 2011, the U.S. Attorney’s Office for the Southern District of West Virginia, the U.S. Department of Justice, Alpha Natural Resources (ANR) and Alpha Appalachia Holdings entered into a nonprosecution agreement related to the explosion at the Upper Big Branch Mine (UBB) that killed 29 miners. This coal operation was owned by Performance Coal Co., an affiliate of Massey Energy Co., which was acquired by ANR in June 2011, more than a year after the UBB explosion. Pursuant to the agreement, ANR agreed to:• Establish a trust within 120 days.• Pay a total of US$48 million into the trust to be used solely to fund and administer research and development (R&D) projects to improve mine health and safety.• Administer the trust by three highly qualified individuals with academic and/or professional backgrounds in mine health and safety.In April 2012, the Alpha Foundation for the Improvement of Mine Safety and Health was created. The three directors - Michael Karmis, president; David Wegman, vice presidenttreasurer, and Keith Heasley, vice presidentsecretary - approved a plan to expend both the interest and principal of the trust, aiming at an 8-10 year research horizon. The foundation also appointed David Belden, an experienced manager of nonprofits and professional associations, as the first executive director of the foundation. The IRS approved the foundation’s tax-exempt application, as described in Section 501c(3) of the Internal Revenue Code, on Dec. 18, 2012. The board established guiding principles of the foundation, which are as follows:• Mission: to improve mine health and safety through funding R&D projects to qualified academic institutions and other not-for-profit organizations.• Vision: to enable miners in the future to be free of work related injury or disease by the implementation of the results of the projects funded by the foundation and undertaken by the best researchers from any discipline that can contribute. The foundation is now approaching its third year and regularly posts updates, including semi-annual reports, to its website (www.http.alpha-foundation.org/), which serves as the main medium for communication with the broader stakeholder community"

The entire subject area of micro-seismic events due to stored strain energy, as distinct from gas-driven coal outbursts, can be readily sub-divided into firstly events with their energy source from within the coal seam (termed “bursts”) and secondly, event with their energy source outside of the coal seam in either the overburden and/or floor strata. The reason for sub-dividing micro-seismic events in this manner is that if the causation mechanisms and associated geotechnical conditions are materially different, then effective pre-mining predictions and subsequent operational controls may also differ. Attempting to explain a multitude of micro-seismic event types without consideration of varying source mechanisms will inevitably lead to inadequate causal explanations and effective controls.

Metallurgical processes involving the use of cyanide such as gold cyanidation, metal plating and flotation, generate effluents containing cyanide and cyanide in complex combinations with heavy metals in quantities exceeding those regarded as being safe for discharge into streams. A new process for destruction of free and complexed cyanide and related-species in wastewaters has been developed at the Inco research laboratories using sulfur dioxide, air and lime. High reaction rates are obtained in the presence of a small amount of copper which acts as a catalyst. Cyanide species can be reduced to as low as 0.1 mg/L in a very short treatment time. Examples of treatment of gold mill effluents and barren slurries, plating rinse waters and flotation liquors or tailing slurries are given.

The standard Gibbs free energy of formation (ΔGo f, 298) of bastnasite, (Ce, La, Nd, Pr)FCO3, was estimated using four different methods. The obtained average values were − 1589.5 kJ/mol for CeFCO3, − 1599.5 kJ/mol for LaFCO3, − 1589.1 kJ/mol for NdFCO3, and − 1595.4 kJ/mol for PrFCO3. The value for cerium bastnasite, CeFCO3, was used to construct a potential vs. pH (Eh-pH) diagram to investigate the stability relations of cerium bastnasite. The diagram shows that CeFCO3 is stable in neutral to basic conditions (pH ~ 6.5–11).

The concept of sustainable development is not new to the mining industry. Many people involved with mining have argued that the industry throughout the world has always supported the communities where they operated. They say that the mining industry was employing sustainable development practices before the phrase became fashionable. The mines employed residents and supported the local economy through tax payments and the purchase of goods and services from local businesses. In many cases, mining companies have built medical facilities and contributed money, equipment and services to local schools. In modern times, mining companies have donated reclaimed land to the local communities for use as parks and recreational facilities.

The City of Santa Cruz Water Department is replacing the existing Newell Creek Dam inlet/outlet works at Loch Lomond Reservoir in the San Lorenzo Valley. The project will improve the City’s overall operational efficiency, improve system performance, and improve the safety and reliability of storage for the City’s drinking water supply. The project comprises new inlet works* (three new inlets that control and convey flows into and out of the reservoir, and an intake control building), an inlet/outlet tunnel with a 48-inch conduit to convey flows into and out of the reservoir, and a new outlet structure at the toe of the dam. The outlet structure includes a release point for energy dissipation of emergency drawdown flows, a connection to Newell Creek Pipeline, and beneficial releases into Newell Creek. The project also includes a new dam seepage collection and monitoring system and appurtenant structures such as a culvert bridge over the spillway plunge pool to improve access to the new outlet. Notable complex project components include in-water work to connect the new intake shaft pipes to the three new inlets. The project includes one major milestone with a work window regulated by environmental permits that could only be amended/ extended with approvals from those agencies. If not met, the milestone work would have caused significant delays (potentially up to one year) to the project.

Geological interpretations generally require projections from direct observations at the earth's surface. Crustal projections include mineral deposits as well as the geochemistry of the crust and its fluids, structure and tectonics. Drilling offers opportunities for verification of the required projections, and is thus a required step in furthering crustal understanding. Like any new science, the direct observations that drilling provides commonly generate major surprises and stimulate totally new ideas. Drilling is costly. There are many critically important scientific problems with societal and potential economic benefits in mineral deposits which have not been drilled because the holes are difficult to justify as economically sound risks for private capital. Such holes, however, are highly justifiable research goals for government because of the significant new opportunity for ore deposit insight and exploration that they afford. The earth science community is prepared with excellent drilling projects for research in mineral deposits.

This is the story of the Carlton Mill. But first-a little geography. For those who do not know where the Carlton Mill is, or, perhaps, have only a vague idea, its location is indicated in Figure 1. The plant is situated on the road between the two old mining towns of Cripple Creek and Victor, 10 the west of Colorado Springs. From Denver, it's about 110 miles by road. The story of the Carlton Mill began with the discovery of gold at Cripple Creek in 1890. This discovery set off a major boom such that, by the turn of the century, there were 450 separate operating mines in the district. Gold production boomed early and declined rather rapidly as indicated by the graph in Figure 2. Significant factors affecting production are shown on the graph-the raising of the gold price in 1934 from $20.67 to $35.00 per ounce and the government executive order L-208 in 1942 requiring the closure of all gold mines.

The varied benthic habitats of the Pacific Ocean are comprised of different types of seafloor geology. These geologic domains generally consist of sedimented abyssal hills, high relief features such as seamounts, and polymetallic nodule fields that vary in spatial extent and abundance. Nodules represent a deep ocean habitat type, and are of economic interest owing to their metals content. Multibeam data can be used to classify seafloor geology. The wide swath of hullmounted multibeam systems used in deep water provides efficient coverage of large areas of seafloor. Our research examines how multibeam backscatter and bathymetry data, with regional environmental parameter assessments and GIS analysis, can help identify probable polymetallic nodule fields in the deep remote ocean prior to groundtruth seafloor observations. A workflow for processing 30 kHz hull-mounted multibeam data within QPS Qimera and FMGT software was developed to facilitate multibeam processing, while also generating a terrain model and backscatter products. An additional GIS protocol for evaluating multibeam data products, including cluster analysis, was also developed. These methods were applied to a test case of publicly available multibeam data collected by the Ocean Exploration Trust and NOAA. Processed multibeam products were used to identify areas exhibiting coarse sediment backscatter characterization with low relief; filters for water depth at or below the regional CCD, seafloor age, and sedimentation rate were then applied. Sophisticated GIS cluster analysis further identified trends within the data to forecast where coarse sediment domains, potentially including nodule occurrences, exist. The test case multibeam data allow determination of the composition and variability of seafloor geology. This analysis can further identify where previously unexplored nodule fields may exist and edify estimates of nodule extent throughout the ocean. The research methods and outcomes contribute to marine spatial planning, ecosystems modelling, and mineral resource management initiatives.

"Mining is an inherently risky business. Over the years, major mine disasters have resulted in the deaths and injuries of thousands of miners in the United States. These disasters also resulted in innovations in approaches to mine design, operations and the training of miners and mine rescue teams. The U.S. Congress responded to these disasters with new laws designed to create mandatory safety and health standards as a means to eliminate fatal accidents; to reduce the frequency and severity of nonfatal accidents; to minimize health hazards and to promote improved safety and health conditions in the nation’s mines.Following a mine emergency preparedness and response holistic gap analysis in 2012, the U.S. Mine Safety and Health Administration (MSHA) identified the need for the development of risk and readiness assessment models for MSHA and the mining industry. MSHA’s objective was to evolve existing theoretical concepts for risk and readiness assessment into simplified tools that can be applied by the mining industry for use at operational levels. In 2012, MSHA hired ABS Group, a recognized industry leader in safety risk management and a wholly owned subsidiary of the American Bureau of Shipping, to develop self-assessment models to help meet this objective.In September 2012, MSHA chartered a project to supply the coal mining industry with a pro-active toolset for mine operators to:1. Self-assess the risks associated with underground coal mining operations in order to prevent major mine emergencies.2. Assess the preparedness of mine operators to respond to an emergency.3. Measure the readiness of mine rescue teams and responsible persons to execute emergency plans.MSHA’s objective was to evolve existing theoretical concepts for risk and readiness assessment into simplified tools that can be applied by the coal mining industry for use at operational levels."

This paper describes the importance of mine ventilation and air conditioning in the operation of a nuclear waste repository. It discusses the impact of ventilation on determining the number and size of shafts and access drifts to and within a repository horizon. The paper also describes the need to maintain separate ventilation systems for waste emplacement and construction operations. The requirement to have filtration capabilities for exhaust air from waste emplacement areas is discussed. Because radioactive high level waste will induce high temperatures in the emplacement drifts, the ability to cool an emplacement drift for re-entry requirements is important. The paper discusses strategies to cool an emplacement drift and the possibility of using continuous airflow to control temperatures in these drifts.

It is no need to say that exploitation of industrial minerals has a close relation to development of the industries related. In the first stage, a small scale manufactures were initiated in areas producing some main raw material minerals. China and cement manufactures, for example, were established depending on the local occurrence of raw materials such as kaolin and limestone without exception. That is, the industrial development is greatly influenced by the local production of the raw materials in the stage. With the development of industrial technology, various kinds of raw material minerals are explored to meet the demands of industries in the second stage. New materials become indispensable, and low-grade raw material minerals, which were left as useless, are developed as useful materials. In the stage, the development of raw material minerals is accelerated by that of industrial technology related. However, industries mainly rely on domestic production of the min raw material minerals.

Over the past decade, the number of contractors working in underground coal mines has nearly doubled; however, the effect this has had on the industry's injury rates has been the subject of much speculation. The confusion exists because the U.S. Mine Safety and Health Administration (MSHA) database does not assign contractor hours to the individual mining operations where they worked. To better understand the safety record of the contractor segment of the industry, the National Institute for Occupational Safety and Health (NIOSH) undertook a comprehensive analysis of the data contained in the MSHA database. The first part of the study compared overall contractor and operator trends from 1983 to 2009 related to employment, hours worked and injury rate. One unexpected finding was that the larger contractors tended to have higher injury rates than the smaller ones. The second part of the study directly addressed the role of contractors on the safety record of 10 large underground coal mines. A detailed analysis provided both injuries and estimated contractor hours worked at these mines for the period 1992-2007. Comparison between the estimated contractor injury rates and the reported operator injury rates at these mines indicated that the contractor injury rates were significantly higher at most of the operations studied. However, the industry-wide data indicates that contractor and operator injury rates have converged since 2005 and are now equivalent. Mining Engineering, 2011, Vol. 63, No. 11, pp. 73-79. Alunite (KAl3(SO4)2(OH)6] is one of the important nonbauxitic resources for aluminum in U.S.A. The major gangue material associated with a unite ore body is quartz. Experimental results indicate that oleic acid flotation of alunite is quite effective in upgrading the ore. The flotation chemistry of the alunite/oleate system has been investigated using various techniques such as: hallimond tube flotation response, measurement of adsorption density using I4C labeled oleated, electrokinetic measurements, infrared spectral studies, contact angle measurements and thermochemical measurements using an isothermal microcalorimeter. Alunite has been found to float readily with oleate in the pH range 4-10.5 and its flotation response is enhanced at higher temperatures. The PZC of alunite has been determined to be at pH 7.2 ± 0.15 which agrees with what would be predicted from solution chemistry and from the flotation response with physically adsorbed collectors. Infrared spectra show a specific peak in the range 1585-1600 cm-1 which has been attributed to the formation of an aluminum oleate surface species. Both adsorption density measurements and infrared spectra indicate that during adsorption multilayers are formed. The heat of adsorption of oleate on alunite has been found to be endothermic and of the order of 4-6 KJ/ mole.

It is a common observation that objects having, different; temperatures exchange energy by radiative transfer. The quantity of radiant energy emitted by an object is a definite function of its temperature. Therefore, a measurement of emitted radiation, by means of a calibrated radiometric instrument, provides a temperature measurement without contacting the emitting object. The physical laws describing radiant energy transfer and their application to remote temperature measurement form the substance of this paper. The energy radiated by bodies having temperatures up to 4000°C is largely in the infrared spectral region. The infrared spectral region is that part of the electro-magnetic spectrum having wavelengths longer than visible light and extending to the microwave region. The wave-lengths range from 0.7 micron (1 micron = 10-4 cm) to 1000 microns. In general, infrared radiometry deals, with the methods of measuring energy flux in the 1 to 15 micron region of the infrared spectrum.

PREFACE In German coal mines the application of tunnel boring machines has become a very effective and economic technique for major development works. After initial trials around 1970 the breakthrough was reached by driving 13 km of road ways on Rheinland and Friedrich Heinrich collieries, using a DEMAG tunnel boring machine of 6 m diameter. INTRODUCTION The coal mines of Rheinland and Friedrich Heinrich are to be found in the West of the Ruhr Area, the largest coal mining area in the Federal Republic of Germany (Table 1). They form part of the Ruhrkohle company. Rheinland coal mines produces 41000 to 43000 t of run-of-mine coal every day, of which 20500 t are usable coal. Friedrich Heinrich has a daily production of 17000 t of run-of-mine coal, 9000 t of which are usable. The coal is worked at depths of 600 to 1100 m in seams 0.6 to 3.0 m thick. The method of mining is longwall, and the machines used are ploughs and shearer loaders. From 1973 to 1980 a programme was put into operation in these two mines to develop and open up the coal field on the 885 m level. A total tunnel length of 20 km was to be driven. Application of shallow seismic reflection to problems associated with mineral exploration, mine planning, abandoned-mine detection, and environmental evaluation has been successful in a variety of geologic settings. Increased dynamic range of recording equipment and decreased cost of processing hardware and software have made shallow seismic reflection a cost-effective means of imaging geologic targets significant to mining operations. Seismic data possess sufficient resolution in many areas to detect faulting with displacement of less than 3 m in coal seams as thin as 2 m at depths of 200 m. Subsurface voids associated with abandoned mines at depths of less than 20 m can be detected and mapped. Seismic reflection has been successful mapping disturbed subsurface associated with dissolution mining of salt Complex geologic features associated with deposition of various hydrothermal minerals have been effectively mapped with high resolution seismic reflection at depths from 80 to over 300 m. Faults in sulfur-bearing cap rock over salt domes have been accurately located, allowing improved efficiency of the dissolution mining process. Shallow high-resolution seismic reflection has the potential to significantly enhance the economics and safety of mine operations.

There are three parties to the oil imports controversy: the domestic oil producers, whose side has just been ably summarized by Mr. Jameson; the oil importers; and the public. Domestic producers and importers are both motivated by economic self-interests, that is by their natural and legitimate desire for profit maximization, in their respective positions. Thus, domestic producers, rightly, regard every barrel of imported crude oil (with the exception of some specialty crudes) as a displacement of a barrel of their own crude. Hence, the lower the import Level the better they like it. Conversely, U .S. refiners whose plants are located at the seaboard or at certain inland waterways generally welcome a higher level of imports because refiner profits are based primarily on the spread between the crude oil price and the refined products price, since crude oil represents by far the refiner?s largest cost factor. The relatively low cost of foreign oil means therefore higher profits to those refiners able to process such oil, This applies particularly to integrated companies whose own domestic oil production is insufficient, to meet their refinery requirements but who have developed ample low-cost foreign oil supplies.
