"In recent years, the demand for rare earth elements (REEs) has grown due to increasing demand and global supply shortage. The supply deficit of these critical elements has encouraged the search for new sources, with coal and coal byproducts as possibilities. Coals from certain parts of the world can be rich in REEs and can approach a total concentration of 1,000 ppm. Two Alaskan coal samples, from Healy and Wishbone Hill, were investigated for the effects of density and particle size on REE concentrations for three selected size fractions, and flotation tests were conducted on finer fractions. Additionally, bottom ash and fly ash samples from a power plant were examined for their REE concentrations. The results show that the upgrade potential for REEs on an ash basis from a whole-coal basis ranges from 2:1 for the Wishbone Hill samples to 4:1 for the Healy coal samples. Flotations of the finer fractions of the two coal samples, conducted under similar conditions, revealed higher concentrations of REEs in the tailings. Both coal samples had comparatively higher contents of light-group rare earth elements (LREEs) than heavy-group rare earth elements (HREEs). REE content trends for the power-plant products on an ash basis indicate that fly ash has slightly higher concentrations of both LREEs and HREEs than bottom ash. IntroductionRare earth elements (REEs), also known as rare earth metals, and their compounds are vital components in industrial, automotive, petrochemical, defense and medical applications. Dysprosium in combination with other elements is used in laser materials and nuclear control applications. Neodymium is present in magnets that are used in the manufacture of wind turbines and hybrid cars. Europium, terbium and yttrium are used in devices that have visual displays such as computer screens and laptops (Haxel, Hedrick and Greta, 2002; Bunzli, 2013). REEs pose fewer environmental problems of disposal and recycling than their conventional heavy metal counterparts (Haxel, Hedrick and Greta, 2002). They are key materials for radar systems, avionics, modern national defense and satellites (Cammarata and Sieradzki, 1994; Hedrick, 2010; Martin, 2010; Szumigala and Werdon, 2011; Cordier, 2011; Bunzli, 2013). REEs are often classified into light-group rare earth elements (LREEs) and heavy-group rare earth elements (HREEs). This classification is primarily based on the electronic configuration in the outermost shell. LREEs, ranging from lanthanum to gadolinium, have a single or no spinning electron in the outermost 4f shell while HREEs, ranging from terbium to lutetium, have paired electrons in the 4f shell. This difference in electronic configuration is responsible for the differences in physical and chemical properties of REEs."

The integrity of shale gas wells in longwall chain pillars under the influence of longwall mining is a safety concern for both coal and gas operators. Previous modeling studies of gas wells in longwall pillars have shown that a FLAC3D model can predict longwall-induced stresses and deformations in gas well casings with reasonable accuracy. The predicted casing deformations can be verified by multi-finger caliper survey. This study concerns the influence of longwall mining on eight shale gas wells in a shale gas well pad located in the chain pillars between two adjacent longwall panels under 1,030 feet of cover. FLAC3D modeling was performed to predict longwall-induced deformations in gas well casings based on site-specific mining and geological conditions. Small deformations less than 0.5 in were predicted in the intermediate casing above 600 ft depth, and very small casing deformations less than 0.15 in were predicted below 600 ft due to high abutment pressure and high frictional resistance along the weak bedding interfaces. After the first panel was mined, a 56-arm caliper survey was performed on one of the wells to measure the longwall-induced casing deformations in the intermediate casing. The predicted casing deformations were then compared with the measured deformations, which indicated that the prediction was generally in good agreement with the measurement in terms of deformation locations and magnitudes. Findings from this study provide valuable information not only for stability assessment of shale gas wells in longwall chain pillars but also for developing engineering guidelines to preserve casing integrity through adequate pillar and casing design.

Available literature on the effect of re-entrainment on overall airborne dust concentration in mine airways or the fundamental mechanisms of coal dust re-entrainment in mine atmosphere is scant. Therefore, as part of the Respirable Dust Center's ongoing research, a three part study was envisaged: study of the re-entrainment phenomena of anthracite and bituminous coal dust particles in a wind tunnel under the influence of varying air velocities; study of the same in the Lake Lynn Laboratory Mine of the USBM with both airflow and walking by personnel causing re-entrainment; and mathematical modeling and computer simulation of the re-entrainment phenomenon. In this paper, results from the re-entrainment studies in the wind tunnel and the Lake Lynn Laboratory Mine are presented. Further, the results from the wind tunnel studies are compared with the results from in-mine studies conducted at the Lake Lynn Laboratory Mine of the USBM. Comparing the results from the two studies it was observed that increasing air velocity increased the rate of re-entrainment, but increased time of exposure decreased the airborne dust concentration. Compared to same size particles, a mixture of sizes created more airborne dust concentration when re-entrained. It was also observed that contribution of airborne dust concentration due to airflow was negligible compared to the contribution due to walking.

"Repairing and replacing the nation’s aging and crumbling infrastructure has become a major issue with the American public. It is no secret that the upkeep of roads, tunnels, bridges, and water and waste water facilities has been neglected for decades. Cities, states and towns across the United States are now grappling with these issues, ones that will take decades and billions of dollars to fix.Because of this infrastructure issue, the North American tunneling industry is flourishing. Cities across the country are looking to go underground to alleviate traffic issues, transporting water and waste water to more people in more efficient ways.In October, the seventh annual Cutting Edge conference was held in Atlanta, GA. Put on by the Underground Construction Association of SME and Britain’s Tunnelling Journal, about 175 tunneling and underground construction professionals from around the world attended. Attendees included owners, designers and contractors. An accompanying exhibit included 28 companies.The theme of the two-day conference was Advances in Tunneling Technology. Speakers examined the latest advances in tunneling technology, its methodology and how these advances can be harnessed to assist upcoming major tunneling projects. The conference featured a tailored, high-end, single-track program of subject-specific presentations that focused on innovation and practical experience. Two in-depth panel discussions at the end of each day were also included.Patricia Mulroy was a keynote speaker on Monday. She is senior fellow for climate adaptation and environmental policy at The Brookings Institution. Like many others, Mulroy believes the U.S. infrastructure in in a state of disrepair. But, she said, no one wants to talk about it. “We need to have a conversation about infrastructure. We cannot be afraid to talk about building it and the cost.” For this to happen, though, the nation needs leadership."

This paper examines the effect of bucket geometry (cutting blade profile, floor profile, and blade thickness), speed, motor power output, and muckpile particle sizes on bucket penetration and draft for rubber tire loaders. The work uses a 1:16 scaled model of a load-haul-dump in full factorial experiments to examine the effect of the variables on penetration and maximum draft. The results show that speed and motor output are positively correlated to penetration and draft; muckpile particle size is positively correlated to penetration and negatively correlated to draft (p < 0.0014). The results show that buckets with a semi-spade cutting nose profile yield the highest penetration (mean 118.30 mm) followed by those with the spade (mean 108.88 mm), which also yield higher penetration than those straight blades (mean 95.19 mm). Bucket floor profile and blade thickness had no significant effect on penetration or draft. Also, we determined that increasing the speed and motor power output, simultaneously, can reduce bucket penetration. Thus, operators should not waste energy for no additional gain or even loss in bucket penetration. Also, the work finds speed and motor power output each combine with muckpile particle sizes to affect bucket penetration. This research furthers our understanding of the effectiveness of different bucket geometries in improving penetration and reducing draft for rubber tire loaders.

Researchers at the National Institute for Occupational Safety and Health (NIOSH) performed a series of lab tests to evaluate the respirable dust removal capacity of an industrial air-cleaning fan. Limestone and coal dust were tested separately in NIOSH’s full-scale drill table simulator at the Pittsburgh Mining Research Division (PMRD). Gravimetric samplers with Dorr-Oliver Cyclones and 37-mm filters were used at two upstream and four downstream locations inside and outside of the drill shroud chamber. There were six tests performed for both the limestone and coal dust experiments. In the limestone tests, an average respirable dust concentration of 98.86 mg/m3 was achieved upstream of the air-cleaning fan. The filter results show that the averaged respirable limestone dust reductions were 7.84%, 8.81%, 10.94%, and 18.02% at the four sampling locations downstream of the fan. In the coal tests, upstream samplers achieved an average of 129.03 mg/m3 of respirable coal dust. The averaged dust reductions were 9.54%, 9.83%, 18.54%, and 19.21% at the four downstream sampling points. The results indicate limited cost benefits of using this technology because of the relatively low dust reductions determined from this laboratory study.

It is calculated that since the beginning of last century, which practically coincides with the beginning of the Industrial Revolution, our civilization has consumed around 239.5 million tons of copper (see: Table 1). According to the most pessimistic projections of today, with only a 2.5% annual growth rate in demand, we are bound until the end of this century to consume another 200 million tons of copper in remaining 17 years. A recent study made by US Bureau of Mines (1) indicates that the proven ore reserves of 150 major operating mines and about 120 deposits sufficiently explored for development and feasibility studies accumulate a total mass of 49.3 billion tons of ore, assaying an average of 0.82% Cu and containing around 324 million tons of recoverable copper. Consequently, there is a high grade of probability that the bulk of our future ore supplies, for our demand of, say, next 25 years will cane precisely from these mines. The interesting point in USBM study is that it indicates the recoverable byproduct content of these ores and which is: 118.2 million troy ounces of gold 2277.4 million troy ounces of silver 7.1 million tons of lead 24.7 million tons of zinc 1.3 million tons of nickel 3.1 million tons of molybdenum 765 thousand tons of cobalt, and 720 thousand troy ounces of platinum. This information gives us a relatively reliable profile of our future ores for next 25 years, and thus makes possible evaluation of byproduct credits in our future copper mining and producing activities.

The Cadia Mine is located 25kms South West of Orange in the central west of New South Wales (NSW), Australia (Figure 1). Orange is a major regional centre with a population of 35,000 people. Cadia has a history of mining and exploration dating back to 1851 and shortly after the first Australian gold rush at Ophir, north of Orange. Newcrest Mining commenced an exploration program at Cadia Hill in 1992. This identified a substantial zone of copper and gold mineralization. Subsequent resource definition drilling defined an orebody with a mineable reserve of 200 million tonnes of ore with an average gold grade of 0.74g/t and 0.17\ copper. A full feasibility study commenced in 1994, approvals to proceed with development were granted in September 1996 and the processing plant was commissioned in July 1998. The project came in on budget at A$440 million and on time, 24 months from design to construction. The estimated operating cost at the time of commissioning was A$8.85/t of mill feed.

The paper reports laboratory results from the bioleaching of chalcopyrite ores and concentrates using a mixed moderate thermophile culture. Copper dissolution in excess of 95% was achieved in all cases with the majority of tests indicating copper dissolution in excess of 98%. Aspects of downstream processing are discussed in relation to iron rejection by precipitation. The laboratory results indicate the need for careful control of the pH value to prevent co-precipitation of the copper with iron. A comparison of capital and operating costs is given indicating potential differences between the use of toll smelting and bacterial leaching on site. A discussion is given highlighting the sensitive cost areas of these two process routes.

The permeability and flow capacity in unsaturated media is investigated by the Bureau of Mines for application to in situ copper leach mining at the Cyprus Casa Grande mine site. Moisture retention properties are derived and combined with scanning electron microprobe data to characterize the mineralogy, texture, pore size, distribution, and permeability of the host rock. Finite element modeling is used to derive a saturated permeability, ambient degree of saturation, and assess various injection-recovery schemes. Recommended design modifications for optimization of solution distribution and maximum recovery from the rock matrix requires either (1) the injection pressures on the order of 1500 psi and recovery wells operating in a suction mode, or (2) performing permeability enhancement, through rubblization. By producing a maximum block diameter of 4 m, injection pressures can be reduced to 500 psi with improved recovery and containment of solutions.

Throughout all segments of the United States mining industry, 163 independent contractor employees were fatally injured between 1990 and 1997. Factors that contributed to these injuries were identified after reviewing descriptive information contained in Mine Safety and Health Administration fatality reports for each of the incidents. Thirty-three unique contributing factors were identified and multiple factors were noted for each fatality. Those most frequently discerned were "failure to follow `standard operating procedures"&apos;, (35% of the fatalities), "poor positioning of employee" (26% of the fatalities) and "failure to maintain equipment" (23% of the fatalities). Contributing factors were then associated with the accident and job classifications of the victims. Factors having the highest frequencies in the top five accident classifications where most fatalities occurred were as follows: powered haulage - "failure to maintain equipment"; machinery - "poor positioning of employee"; slip/fall of person - "inadequate fall protection" and "failure to wear safety line"; electrical - "equipment contact with power line"; and falling/rolling/sliding rock - "poor positioning of employee. " Among the job classifications in which most fatalities occurred, leading contributing factors were as follows: truck driver - "failure to follow standard operating procedures" and "poor positioning of employee"; laborer/utility man/pumper - "poor positioning of employee"; mechanic/ repairman and welder - "failure to follow standard operating procedures." Recommendations for utilizing contributing factor information as a basis for safety training are proposed. Training programs may be developed that inform independent contractor employees of factors which, in the past, have contributed to fatal injuries in their job classifications. Then, by combining this information with contributing factors identified in "related" accident classifications, a truly focused training intervention that addresses very specific workplace hazards may he developed.

In 2009 the Gold Quarry open pit mine, located 11 km northwest of Carlin, Nevada, USA, experienced multiple large-scale slope instabilities of the upper east highwall that reduced gold ore extraction for nearly 18 months. The slope instabilities occurred within a weak, consolidated sedimentary sequence that exhibits strength characteristics that are transitional between soil and rock. Instability initiated as mining exposed the lower clay-rich sub-units of the Carlin Formation (Fm.). This deformation created preferential flow paths that allowed groundwater from the upper sandy sub-units to infiltrate low permeability clay-rich sub-units, thereby enhancing deformation of the slope toe which in turn destabilized the upper portion of the highwall. The outcome was a 160 m high slope instability that had a lateral run-out of 850 m. The effort to return the pit to ore production required both the geotechnical and hydrogeological investigations and the preliminary remediation mining activity to be concurrent. This approach required the development of detailed safety procedures and a requirement to modify the remediation design as new results were obtained. An initial challenge was to mitigate a near vertical, 90 m headscarp with blast induced, localized slope failures. Back-analyses applying numerical modeling indicated that the failure surface did not coincide with initial interpretations based on field observations; drilling results eventually confirmed this alternative failure geometry. The final remediation design incorporated shallower slope geometries and an approximately 3 Mt buttress along the base of the Carlin Formation and bedrock contact to reinforce the lower clay-rich sub-units. The outcome is a stable highwall within the Carlin Fm. following nearly ten years of repeated slope instability, and an example of the necessity to conduct appropriate geotechnical and hydrogeological studies during the early stages of a new layback evaluation or new open pit development.

Longwall-induced deformations could jeopardize the mechanical integrity of shale gas well casings positioned in the abutment pillar of a longwall mine. The in situ and induced fracture networks surrounding the gas well could provide pathways for gas flow into the mine creating safety concerns. Hence, this study by the National Institute for Occupational Safety and Health (NIOSH) develops a discrete fracture network (DFN) model to characterize the fractures in the overburden based on geomechanical analyses of mining-induced fracture apertures at a study site in southwestern Pennsylvania. The apertures from the geomechanical model are used to develop a stochastic DFN model of the site in fracture flow code (FFC). Multiple realizations of the stochastic DFN model that replicate potential fracture geometries are simulated, and the fracture permeability is compared with field measurements. A maximum field measurement of 5.03 × 10− 12 m2 (5080 mD) and 3.82 × 10− 13 m2 (386 mD) was estimated over the abutment pillar at the Sewickley and Uniontown horizon, respectively. The results show that the average permeabilities from the DFN model agree closely with the field measurements. In addition, the comparison of all the field measurements and 100 DFN realizations show the model is representative of field conditions. These findings provide critical information regarding fracture characteristics in the overburden, which will further be used to predict potential shale gas flow to the mine in the event of a casing breach for an unconventional gas well.

The response of feldspar flotation to tallow diamine dioleate collector in the presence of sulfuric acid is studied using batch flotation experiments. Application of this non-hydrofluoric acid (non-HF) reagent system in the flotation of mineralogically and chemically different feldspar ores is compared with that of the conventional hydrofluoric acid system. The dependence of flotation recovery and concentrate grade on feed particle size distribution, conditioning time, pulp density, and pH, combined variation of collector and acid addition rates, sodium hydroxide concentration in the collector solution, and initial pulp pH prior to conditioning is studied. The results have been discussed in relation to applicability of the non-HF system to plant trials, and the nature of the collector adsorption in the selective flotation of feldspar.

The ability to process complex precious metal sulfide concentrates containing antimony and arsenic, in an economic and environmentally safe manner, is an important problem facing the mining industry in the united states. Preliminary experiments have been performed to evaluate the possibility of treating a complex sulfide concentrate to recover antimony and precious metals while fixing the arsenic and sulfur as calcium arsenate and calcium sulfate. The process involves the oxidation of the antimony and arsenic minerals in the presence of soda ash (to collect the sulfur dioxide and to keep the antimony and arsenic from forming volatile compounds), the selective leaching of the arsenic from the roast calcine with a heated caustic solution, the precipitation of the arsenic and sulfate with calcium hydroxide and/or calcium chloride, the reduction of the residual antimony (collecting the precious metals), fuming of the metal to form a marketable antimony oxide, and crucible reduction of the residue to obtain a gold and silver dore. Experiments have been performed to evaluate the first stage of this process. Batch experiments were performed using synthetic concentrates of stibnite and arsenopyrite. Variables that were studied included: mixture weight fractions, temperature, gas flow rate, oxygen partial pressure and time. All of the off gas dust and sulfur containing gases were collected and analyzed. The roast solid residue was subjected to arsenic leach tests and the leach solutions were subjected to arsenic and sulfate precipitation tests.

The sorptive and impervious nature of clay materials was recognized long before modem technology allowed us to understand the physiochemistry of clays. In Cyprus, around 5000 BC, sorbent clays were used for fulling woolen cloth. One of the earliest recorded uses of clays as an impervious liner was more than 3200 years ago in the construction of a bitumen-sand-gravel-clay liner built along the embankment of the Tigris River at Assur. Today one of the most common applications for clay minerals in the environmental industry is for use as impermeable barriers to fluid transport. Clay minerals are fine in particle size and thus have large surface areas, which, as a result of intermolecular forces and ionic substitutions, make them excellent materials for both ion exchange and ion sorption. Therefore it was logical to consider certain clay materials for applications in the environmental industry, where they can act as physical and chemical traps for potential contaminants. Certain bentonites have historically been used as sealants for fluids (Grim, 1962), and other clays have been used as sorbents for both water and oil (Haden, Jr., 1972). Prior to the 1980s, disposal of the nation&apos;s municipal, commercial, chemical, and nuclear wastes was largely indiscriminate and poorly regulated. This created environmental pollution problems, especially with respect to groundwater contamination. Promulgation of federal regulations like the Resource Conservation and Recovery Act (RCRA) and the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA - commonly known as Superfund) have forced a more careful and costly approach to waste disposal. The US Environmental Protection Agency (EPA) is the government body charged with enforcing and ensuring compliance with federal regulations governing toxic waste production, storage, and disposal. Widespread application of geotechnology to the design and construction of waste containment systems and to pollution remediation has become necessary due to such laws and because of increasing use of the subsurface environment for the disposal of hazardous wastes. In the United States nearly 1.8 kg of trash is disposed of per person per day, which amounts to nearly 181 Mt per year. This amount is more than double the waste produced in 1960, and these numbers are expected to continue to increase. Canada produces approximately 1.68 kg of waste per person per day. The EPA estimates that in the United States 64% of our garbage is landfilled, 18% recycled, and 18% incinerated. Even with continued increases in recycling and incineration efforts, the EPA projects that the United States will still need 82% of today&apos;s landfill capacity in the year 2000. Data on the exact number of landfills in the United States and Canada is conflicting in part because of changing definitions of what constitutes a landfill and because of inadequate record- keeping by some states and provinces. An estimate of the number of municipal solid waste (MSW) landfills in the United States in 1990 to 1991 ranged from 4 462 to 10 467 with an average estimate of 6 600. In Canada the number of MSW landfills reported varied from 5 493 in a 1982 survey to 1 766 reported in a 1991 National Solid Wastes Management Association (NSWMA) survey (Repa and Sheets, 1992b). A properly operated MSW landfill on average requires 1 hectare of land per year per 25 000 people (Coates, 198 1). In addition to MSW facilities, there are also waste disposal facilities needed for hazardous waste and low level and high level radioactive waste. In 1983, approximately 266 Mt of hazardous waste was generated in the United States, almost 50% of this by industrial production. About 68% of the hazardous waste generated in the United States and Canada and almost 50% generated in Europe are still landfilled (Egger, 1987). In 1985, approximately 51 000 m3 of commercially produced low level radioactive waste was disposed of in radioactive waste disposal sites across the United States (Jungling and Greeves, 1989). By 1987, the US defense program had produced approximately 10 000 t of high level nuclear waste. In addition, there were approximately 14 000 t of spent fuel assemblies from commercial nuclear power plants in temporary storage; the amount is expected to nearly triple by the year 2000. Presently most commercial spent fuel assemblies are stored in water-filled pools at nuclear power plants. Defense waste is stored on federal reservations in surface and underground steel tanks (Anon., 1987). Under federal law nearly all waste disposal and containment sites are required to have a liner or barrier and a cover system design that meets federal- or state-approved hydraulic conductivity requirements for the type of waste that the site will receive. When approved materials, necessary for constructing the waste containment structure, are not available on site, one of the most economical ways to meet these requirements is through the use of clay, soil/clay, or clay/geotextile materials. In a 1991 survey by NSWMA of its members and other select private sector facilities, 81% of the surveyed landfills had some type of liner system. About 75% of these liners were clay materials (either recompacted or natural). The remaining 30% were using flexible membrane liners as part of a liner system. Clay liner materials are most commonly used in the South, Midwest, West-central, and South-central regions of the United States. About 93% of the landfill facilities had closure plans, and of these 91 % were using clay materials in some way for the final cover material (Repa and Sheets, 1992a). Waste barriers and containment structures take several basic forms, and they are used in a variety of different applications: 1) cutoff walls, 2) soil or soil/clay-admix liners, 3) geosynthetic bentonite-clay/geotextile membranes, 4) radioactive waste containment barriers, and 5) synthetic geomembranes. Open-pit mines are constructed in materials characterized by the complete range of geologic materials from the most recent alluvial sediments to hard intact crystalline rock. The determination of stable slopes in recent alluvium is in the realm of soil mechanics, an established engineering discipline, well founded on theoretical development and years of substantiating experience. The analytical tools of the soils engineer are chiefly derived from continuum mechanics wherein load-deformation response is governed by mass properties of the substance. At the other end of the spectrum, slopes in hard unweathered rock can generally be analyzed in a straightforward manner by the methods of discontinuum mechanics wherein the properties and orientations of joints control the response of the material. This approach is exemplified by the classical work of Terzaghi (1962). In between these two extremes is a gray area of material types which are composed of stiff soil and incompetent rock. This area is of importance to the mining engineer, since a large portion of open-pit mines is excavated wholly or in part into incompetent rock. This paper describes an approach to pit slope design in incompetent rock in which the material behaves essentially as a continuum. A wide range of geologic materials from stiff soil to poorly indurated sandstone and shale to crushed or weathered crystalline rock appear to fit in this category. These materials all possess certain mechanical properties which must be accounted for in a realistic assessment of slope stability. These properties include nonlinearity, s tress -dependency, and inelasticity. Further considerations involve residual stresses and time-dependent seepage pressures where groundwa.ter is present.
