The Earth?s population is approaching 6.6 billion people. More than half live in urban areas. And, as those figures continue to grow, the need to make wise use of the world?s natural resources as well as its living space will also grow. Thus, the concept of sustainable development ? meeting the needs of the current generation while preserving resources for future generations. The use of underground space is only one part of the sustainable development concept. But it is an important one. Tunnels and underground space are environmentally friendly and contribute significantly to sustainable development. But it takes years to plan and build tunnels and other underground infrastructure. And the demand for infrastructure in the world?s mega cities has grown significantly. In December, about 100 people representing several developed and developing nations spent a day at the United Nations (UN) in New York City discussing the future of underground space development throughout the world. The meeting was put on by the UN?s Department of Economic and Social Affairs and the International Tunnelling and Underground Space Association (ITA). The conference was titled ?The Use of Underground Space as an Unexpected Solution for Promoting Sustainable Development.? Its aim was to promote practical solutions to the use of underground space and tunnels as feasible alternatives to promote sustainable development throughout the world. A panel of speakers from government, academia, the UN and the ITA stressed that development is not sustainable without infrastructure. And, as the world?s population grows, there is now an urgent requirement to efficiently plan for the use of underground space to preserve it for the future benefit of mankind. The benefits of the use of underground space are many, they said. Among them: ? Tunnels channel clean water in and waste water out. This promotes health and sustainability worldwide, particularly in developing countries. ? The use of tunnels and underground space helps conserve energy and increases its efficient use ? the use of tunnels cuts commuting time and so saves energy. ? Tunnels, microtunnels and other underground structures promote the more efficient use of space in large cities ? the bulk storage of water, fuel and other goods. ? Underground structures are subject to less stress than surface structures, making them safe havens for natural and man-made hazards, including earthquakes. And, because underground structures are more durable, lifecycle costs are less than surface structures. ? Underground structures promote the multiple use of available land. Land owner-ship at several layers increases land use and provides more usable space. Han Admiraal is director of the Center for Underground Construction in the Netherlands. He said that urban planners need a new vision concerning the use of underground space. Going underground protects historical and archaeological surface facilities, he said. Underground space use can also protect populations located in adverse climates. And sensitive environmental areas on the surface can also be protected from development. In addition to the transportation of people, freight and water, underground development can also store water, as well as provide storage for waste, hazardous materials, carbon dioxide and geothermal energy. The upshot of this new awareness and vision for under-ground space is that its use should be considered before surface development, Admiraal said. And planners and developers are placing more emphasis on underground space development as part of their overall development plans for urban areas. That was not always the case, he said. In the past, underground space was not considered until after the surface space had run out, he said.

Introduction During the last decade, the metallic minerals segment of the industry could be categorized as a "feast-or-famine" business. It is no secret that metallic minerals are cyclical. Employment opportunities greatly depend on the supply and demand for its mineral products. It is also not unusual for there to be a lag between the industry's manpower requirements and academia's ability to produce new graduates. Due to this lag, there will be years with manpower shortages, as in the mid-1970s. At other times, supply will exceed demand. The question is where will the jobs be in the years to come? This presentation will review reasons why employment opportunities have declined within the metallic minerals industry. It will also predict future demand for mineral engineering graduates. And it will outline strategies for obtaining an employment offer. Historical Review - Employment From 1977 through 1983, about 75% of all metal mining employees were directly engaged in production activities, down from 83% in 1965. This decline reflects increased use of labor saving equipment, and more government regulation and foreign competition. Metal mining's employment decreased from 74,000 jobs in 1982 to fewer than 68,000 in 1983 - an 8% decline. The overall industry is having these problems because of the general downturn in the economy. For example, at the beginning of this decade, US automobile and steel industries were in trouble. Interest rates were too high and volatile. This adversely affected construction, housing starts, and manufacturing. All these industries, being large users of base metals, drastically affected the metals industry. US copper companies are still having problems. Reports indicate that many copper employers have cut production, laid-off workers, and permanently closed mines, refineries, and smelters. A decline in the demand for US produced metal products, such as copper, obviously affects some mineral engineering employment opportunities. Other factors to consider when looking at employment opportunities and why it has become difficult for US metal producers to compete in the world market include: • The grades of ore bodies of many US minerals are considerably lower than the grades of ores being mined elsewhere in the world. • The grades of ore bodies currently being mined in the US are steadily declining. • Foreign producers are largely government controlled and are not necessarily subject to the realities of supply and demand. • US environmental regulations have considerably added to production costs. Foreign producers in most countries do not have to worry about these additional costs. • US mines are getting deeper. This adds to the cost of production because of the increasing distance the ore has to be transported. • Plants and equipment are outdated. Many companies find themselves operating with equipment and plants that need modernizing or replacing. This obviously hinders competitive productivity. • Labor and management have had problems. Work stoppages in certain mining businesses and high wage and benefit costs in relation to foreign producers place US producers at a disadvantage. • Much land is unavailable. The US government owns most of the land considered to have the best potential for minerals development. Most of this land is unavailable for mining or exploration. Therefore, it appears that finding employment with a company whose primary business is mining and processing most metals, such as copper, in the US will be quite restricted and competitive. Future Demand It is difficult to anticipate what key employment opportunities within the next few years will be available to mineral engineering graduates. The Engineering Manpower Commission estimated that US engineering schools awarded 72,471 undergraduate degrees in 1983 vs. 66,990 in 1982. This was the eighth consecutive year in which the number of baccalaureates awarded has increased. On a brighter note, the US government's Occupational Outlook Quarterly stated that the growth rate through 1995 for all engineers is an encouraging 49% over present levels. The drill and blast method is the most prominent rock excavation method used in mining and civil engineering projects. The ground vibration is the most undesirable effect of the blasting and needs to be controlled. The blasts are designed so that ground vibration at nearby structures must remain under the prescribed limit. Various empirical blast vibration attenuation models have been presented to estimate the ground vibration for designing purposes. These models assume ground vibration as a function of distance and maximum charge per delay. United States Bureau of Mines (USBM) model is most commonly used for the blast design. However, the uncertainty associated with these models is seldom characterized, thus diminishing its reliability. The probabilistic Bayesian approach associated with the Monte Carlo method can easily quantify uncertainties associated with the model and its parameters. Thirty-three blast vibration observation data from a granite quarry in Kerala, India, is used to estimate the probability distribution of model parameters. Markov Chain Monte Carlo (MCMC) approach is used for sampling 12,000 samples for obtaining the posterior distribution of parameters. The uncertainty associated with model parameters is quantified from the posterior distribution, and this is further used to estimate the credible and prediction limits of the model. The point estimate of the most optimum value of the parameter is estimated using maximum-aposteriori or MAP estimate. The model parameters are also obtained using the commonly used least-square error method, which is a maximum likelihood estimation or MLE approach. It has been observed that the accuracy of the model obtained using both MAP and MLE approach is almost equal. However, the MAP estimate as per Bayesian probabilistic analysis has the added advantage that it can estimate the uncertainty of parameters as well as the model, which is not possible using the MLE approach.

Several years ago it became apparent to some of our people that; there was developing a very definite need for largee coal reserves in the West to satisfy- the need for fuel for the furnaces of electric generating plants with the rapid development of, the West, of both population and industry, it was impossible for hydro-electrics plants to keep up with the ever increasing demand for electricity. In 1960, Mr. E. R. Phelps, then associated with the engineering department of Peabody Coal Company, began a search for and development of coal deposits in the very remote northeast section of Arizona near the village of Kayenta. Travel to this section of the country was not easy even at this late date, and it was an eight hour drive from Farmington, New Mexico to Kayenta, Arizona, a distance of some 130 miles. The trip was over roads that even' a-horse and wagon had trouble negotiating and a four wheel drive vehicle was about the only type of transportation that could satisfactorily traverse these roads, as testify many badly beaten sedans and coupes that tried it. Since that time a very excellent road has been constructed from Shiprock; New Mexico to Cameron, Arizona where it junctions with another excellent road that runs north to Page, Arizona and the Lake. Powell area and south to Flagstaff, Arizona on highway 66. Kayenta is a small village nestled at the foot of the Black Mesa near its northeast extremities. The coal deposits of interest were on the surface of the mesa. This location presented another problem, as the only trail to the top of the mesa was intended for walking, horseback, or a brave soul In a horse and wagon. Once again the four wheel drive vehicle was about the only answer. To reach the coal deposits you must climb the mesa, which is vertical ascent of some 1,500 feet, and then proceed southward into the bowl of the mesa with an ensuing descent of some 1,000 feet, finally coming to an elevation of 6,500 feet, at which elevation the coal outcrops become apparent.

Mine frictional resistance is one of the essential parameters of mine ventilation systems, and it is of considerable significance for the prevention and control of mine risks and accident hazards. Frictional resistance requires a lot of resources and time and has errors. To reduce the errors of frictional resistance, a regression model of frictional resistance is proposed based on the correlation analysis of the affecting factors. Through the comparative test analysis of seven regression methods, it is found that the classification and regression tree method for solving the proposed regression model has better performance than other methods. The least square error criterion is used to calculate and rank the importance of the factors affecting frictional resistance. The results show that the cross-sectional area of the tunnel, the support method, and the presence or absence of devices or pedestrian ladders have the most considerable influence on the prediction accuracy of frictional resistance. The support methods and cross-sectional areas are essential input variables. Through the combination test analysis of the influencing factors, the results show that the regression model does not have predictive ability when the number of input variables is less than 3 and the best predictive performance cannot be obtained using all the influencing factors. The best prediction model of resistance is to combine the shape of the tunnel, the support method, the presence or absence of devices or pedestrian ladders, and the cross-sectional area. The method proposed in this paper does not require a lot of resources and time investment, and the frictional resistance error is small. At the same time, it solves the problem of resistance prediction with incomplete data of influencing factors and provides a compelling new method for obtaining frictional resistance parameters.

Controlling and predicting ground movements are essential to the design of shoring systems. The Courthouse Commons tunnel in San Diego, California, included a 56-foot-deep temporary shaft as a launching point for tunneling using the Sequential Excavation Method (SEM). The rectangular shaft was unique in that it was surcharged on one wall by an 11-story building and employed a hybrid support of excavation design. An array of geotechnical instrumentation was used to monitor lateral and vertical movements at the ground surface. Uranium has been mined in Namibia since the 1970s. The worldwide increasing need for energy in the early 2000s has led to the development and opening of a second uranium mine in 2007 and has triggered an increased interest in uranium exploration, often referred to as “the Namibian Uranium Rush.” In all, four mining licenses have been granted by the Namibian Government, which currently has two mines in operation, a third undertaking trial mining and the fourth in project finance negotiations. In addition, highly intensive prospecting activities at additional deposits are at an advanced stage. The finalization of the strategic environmental impact assessment (SEA) on uranium mining in 2010, the first of its kind and scale in the world, has enabled the Namibian government to assess this uranium rush and its tremendous legal, socioeconomic and environmental impacts and to prepare for the different future scenarios conceivable when this article was written in 2011, including both a skyrocketing and a complete breakdown of demand scenario. The Fukushima disaster and plans of the Namibian government to significantly increase royalties and company taxes in 2011 have threatened the market situation, forcing investors to reevaluate Namibian uranium mining projects. However, with the tax and royalty increase initiative since withdrawn, most projects are back on track at this point in time.

The U.S. Department of the Interior, Bureau of Mines is developing a process to selectively extract manganese from oxide ores as part of its in situ leach mining research program. The Bureau is conducting site characterization studies of two manganiferous iron-formation deposits which include: drill core, regional stratigraphic relationships from the existing geologic database, ore body geometry, geologic structure, hydrologic conditions, proximity of ore minerals to the leach fluid paths, surface subsidence potential, and data collected from laboratory leaching experiments. This information is being used to evaluate the technical, environmental, and economic feasibility of in situ leach mining of manganese for these two deposits. This paper will focus on the stratigraphy, mineralogy, ore textures, fractures, permeability, and porosity as they relate to in situ leach mining.

"Artisanal and small-scale mining (ASM) occurs in many countries around the world, and provides a source of livelihood to many impoverished local people in areas where it occurs. This paper reports the role of female participants and reasons why they engage in ASM. Field visits were made to 12 ASM sites located in the Tarkwa Mining District of Ghana to conduct interviews with male diggers and female participants. It was observed that over 100 women between the ages of 18 and 50 participate in ASM for survival. They engage in ASM largely because they have no alternative employable skills and income sources. These female participants depend on ASM to sustain the lives of their dependents. INTRODUCTION Artisanal and small-scale mining (ASM) conventionally involves use of rudimentary tools (such as picks, shovels, chisels and hammers) to exploit precious minerals and metals from the ground. It has been a major source of livelihood to many impoverished local people for more than a century. In many instances, it is the only source of income to indigenous people who have no alternative employable skills. The World Bank estimated that more than 100 million people around the world benefit from ASM which largely occurs in developing countries in Asia, Africa, Oceania, and South and Central America (World Bank, 2013). Cobalt, which is used in lithium-ion batteries to power cellphones, laptop computers, and electric vehicles, is largely produced by artisanal miners in Congo (The Washington Post, 2016). In Sudan, ASM is a significant contributor to the national economy, accounting for about 85% of total gold extracted yearly from 2010 to 2015 (Ibrahim, 2015). Also, according to the Embassy of Sierra Leone in Washington DC, USA, 90% of mineral export in Sierra Leone can be attributed to thriving artisanal diamond mining in the country (Sierra Leone Embassy, 2016). In Ghana, the ASM sector was recognized by government as a multimillion industrial activity, and through a series of initiatives, it was legalized by promulgating the Small Scale Gold Mining Law of 1989 (PNDCL 218). Presently, artisanal mining is widely practiced in two forms: licensed (registered), sometimes referred to as formal ASM, and unregistered (informal or illegal) operations, popularly called “galamsey”, a name believed to have been derived from “gather and sell” by ancient miners who could not communicate in the English language with European/British miners. The ASM sector in Ghana, like other countries, has seen a rise in female participation over the years. A report by the International Labour Organization (ILO) indicated that women account for about 15% of total workforce in ASM in Ghana, and up to 50% in Africa (ILO, 1999). Other researchers have also estimated women participants in ASM to be between 30 and 70% in Africa (Hinton et al., 2003a; Hinton et al. 2003b; Hilson, 2002). Presently, there is no reliable data from Ghanaian authorities on number of females engaged in ASM. However, data obtained from 15 ASM sites suggest that at least 40% of the employees are women. It is expected that a similar trend exists across ASM operations in Ghana."

This project involves the reconstruction of a 1,100 ft. long by 75 ft. wide segment of an existing 4 to 5 track subway under Northern Boulevard in the Borough of Queens in New York City. The project includes widening the existing subway to permit the construction of new inbound and outbound subway (T1 and T2) ramps adjacent to and under existing operating tracks. The plan of the project is shown in Fig. 1. Existing tall buildings along the job site and a contaminated groundwater plume under an adjacent rail yard required construction of slurry concrete walls along the east and west construction limits. Groundwater cutoff across the north and south construction limits of the subway was achieved by jet grout walls built across the subway invert slab between existing track and third rails. The work involved dewatering the construction site to a depth of about 50 ft. below street grade. This is a four year project and includes extensive work to maintain and protect subway and vehicular traffic of over half a million commuters a day through the work area. The project cost was $160,000,000.

Gold and silver often occur finely disseminated in sulphide minerals such as pyrite. The use of biological leaching to dissolve pyrite and liberate gold has been extensively studied for a concentrate from the Porgera deposit, Papua New Guinea. The successful operation of a continuous bioleach circuit has been demonstrated. Bioleach residues were cyanide leached to extract gold and silver, and unreacted pyrite recovered for recycle to the bioleach. A 26 day steady state continuous bioleach test on a concentrate assaying 14.3 g/tonne Au and 87.0 g/tonne Ag produced residues with an average 73.5% weight loss and a pyrite oxidation of 88%. Cyanidation and recovery of pyrite from the cyanide residues for recycle gave overall recoveries of 92.1% gold and 74.6% silver. A proportion of the remaining precious metals was found in the bioleach solutions and may be recoverable. Losses to tails were 3.0% gold and 8.1% silver. Final tails represented 14.3% of the feed weight and averaged 1.84 g/tonne Au. A description of the continuous bioleach circuit and bioleach residue handling procedures, and the results of the study are presented. The features and advantages of biological oxidation as a pretreatment for refractory precious metal ores and concentrates are discussed.

A compressed-water hydraulic pulse generator (HPG) for nonexplosive blasting of rock and con¬crete is described Energy is stored in the HPG by compressing water to ultrahigh pressure. A large, fastopening valve discharges the com¬pressed water, resulting in a high-energy impulse. The HPG can be used for small-scale bench blasting by discharging the water through a nozzle that is closely fitted into a borehole. A bench blasting system requires an HPG, a drill and an indexing mechanism to allow insertion of the HPG nozzle into a drilled borehole. Systems with discharge energies ranging from 40 to 250 kJ have been used to excavate hard rock, including andesite, granite and quartzite. The largest system can excavate 15 t/h (16.5 stph) of massive quartzite based on a 2-min cycle time for hole drilling. Blasting with an ultrahigh-pressure hydraulic pulse generator was demonstrated as an effective means of excavating hard massive rock under the confined conditions of a tunnel opening or underground sloping panel. Hydraulic blasting provides a continuous mechanized mining capability that is well suited for deep-level mining and urban excavation sites where explosives are prohibited

The evolution of pit lake water quality depends on the lithology and hydrologic characteristics of the ultimate pit surface, the availability of buffering capacity in the wall rock vs. oxidizable sulfide content, the alkalinity of recharging groundwater and the evapo-concentrative characteristics of the system. This paper assesses the geochemistry of 11 existing pit lakes, ranging from the acid Red Hill and Berkeley pit lakes (pH 2.6 to 2.8) to the alkaline Yerington pit lake (pH 8.45). Predicted pit lake chemistry is similar to that in existing pits, with long-term chemistry lying on a geochemical continuum between end members that consist of influent calcium bicarbonate groundwater and naturally occurring sulfate-rich evaporite playa lakes.

A near geophysical surface investigation of a landfill area close to the Hania city, in Crete Island, Greece, was conducted as inextricable phase of a preliminary geotechnical, geological and hydrogeological study of the area under investigation. Electrical Resistivity Tomography (ERT), one of the most promising prospecting techniques mainly concerning its effective contribution to resolve several environmental problems, was applied for the geophysical modelling. ERT is a robust imaging method the theory and implementation of which are well documented in geophysical research literature. The survey site is located in Akrotirion Peninsula, about 7km east of Hania city in Crete I. The geological setting comprises Trypalion limestones, marly limestones and a clayed weathered layer. Cavities are also identified at various scales which are recent tectono-karstic voids resulted from the combined actions of karstic erosion and tectonic stress on the Trypalion limestones where they are located. Due to the above-mentioned geological singularity and in the light of the requirement for an environmentally safe construction of the landfill, an ERT survey was carried out by deploying the dipole?dipole electrode configuration. Specifically, seven geoelectrical tomographies were conducted reaching the prospecting depth of 36m. The resulted images conduced, a) to overcome geotechnical problems, b) to plan the future sites for waste disposal and c) to reliably estimate the thickness of the already deposited wastes.

The use of yield index, the product of the yield and gangue rejection, for the optimization of separation processes is presented. The characteristics of the yield index are contrasted with separation efficiency calculations and applied to laboratory froth flotation and washability data. Data from continuous froth flotation tests conducted to "optimize" froth flotation using process optimization software were also evaluated with the yield index procedure.

This is the sixth annual tabulation that gives mineral royalty information. This tabulation, like the previous editions, includes all of the earlier data plus more than 100 new entries. In addition to the royalty information, some entries show the cost of purchased reserves. An article in the December 1984 Kentucky Coal Journal could have far reaching applications. It explains that a banking firm examined the "reserve risk" as one of six factors for analysis when financing a coal project. The firm concluded that coal reserves in Kentucky are worth an average of $0.29/t ($0.26 per st) in-place. The banking firm based this in-place value on its examination of more than 50 leases. In-place value is especially important when trying to establish a mineral value for a given deposit. Ernie Lehman wrote to this author after last year's column appeared and he quoted the lease rates for lead and zinc on federal land. He states, from first hand information, that the leases are based on a percentage of net smelter return as follows: 4% for the first five years, 4.5% for the next five years, and 5% thereafter. The figures used in last year's column ($ per st) came from dividing reported royalty income by reported production. The information reported last year merely translates the results of the net smelter return (as written in the lease) to royalty income per ton to the US Government for the various years. Statistics from the Minerals Management Service of the Federal Government show that oil and gas account for 40% and 53%, respectively, of the Federal royalty income. Coal accounts for about 4% and all other minerals, the remaining 3%. Oil and gas leases are mostly at 12.5%. Most of the coal leases are at 12.5% for surface mining operations and 8% for underground mining. Many of the other commodities are leased at 5%, which has been true for decades. Relative to Federal leases, this year's table shows some percentages and some costs per ton. This was done to give information about the leases and also to show income produced by various commodities. Note that some commodities have a variation in $/ton even though the royalty percent is the same. These variations result from a combination of factors that influence the value of a mineral commodity. The same caveats that have appeared in previous columns relative to factors that influence the value of reserves are restated. The data in the table serve as a general reference and are not intended to present an absolute scale of reserves costs. Several factors influence the value of any mineral commodity. The factors include: • location/transportation (especially significant for most industrial minerals); • market conditions both for the commodity and the company acquiring the right to mine it; *quality or grade of the deposit as it reflects the amount of processing/beneficiation necessary to produce the finished product; and • legislative restrictions and conditions for mining a given material at a given site. These and other factors will significantly influence the cost of reserves. The table shows the range of royalties and the variations in the basis of computing the fees. In a few instances, it gives the cost of acquired reserves based on purchase price and quantitative estimates of the material in place. The table lists the commodity in column 1, and the subsequent columns give the location - either by state, US geographic area or Canadian province; the cost - R for royalty and P for purchased cost; and the year in which the lease or purchase agreement occurred. The last column offers either comments or gives a footnote number for more information. The cost column requires more explanation. The units may refer to cubic yards (/yd), cubic feet (/cu ft), tons (/T, 2000 lbs) or acres (/A). 1 cu yd = 0.7646 m3 1 cu ft = 0.2832 m3 1st=0.9078t 1 acre = 0.4047 hm or m2 In several cases, the royalty is a percentage of the sales price of the finished product and is levied against either the amount produced or the amount sold. "The Teck Highland Valley copper (THVC) mine is located approximately 55 km (34 miles) southwest of Kamloops and approximately 20 km (12 miles) west of Logan Lake, BC, Canada (Fig. 1). Mining at THVC is conducted at three openpit operations comprised of Valley, Lornex and Highmont with a total annual output on the order of 300 kt (330,000 st) copper concentrate and 5 kt (5,500 st) of molybdenum concentrate. The Phase 8 pushback in the Valley Pit (Fig. 2) was mined from 2011 to 2016. Successful slope steepening occurred in the later stage of the pushback with the implementation of presplit blasting in 2015 and 2016.This article summarizes the investigation and design approach including: structural analysis, kinematic assessments of bench breakback potential, development of discrete fracture networks (DFNs) to characterize discontinuity fabric, rockfall modelling, 2D anisotropic limit equilibrium and 2D distinct element modelling, assessment of potential kinematic failure modes affecting double benches with 3D distinct element modelling and improved blasting techniques using e-dets. THVC is currently undertaking a mine life expansion involving the pushback of the west wall of the Valley Pit above Phase 8 to extend the mine life to 2029. Engineering geologyThe east wall slope in the Valley Pit is comprised of a 350-m (1,148-ft) thick sequence of glacial valley sediments that occur along the Highland Valley (Fig. 2), exposing an overburden slope up to about 225-m (740-ft) high below the crest of the ultimate east wall. The glacial overburden units consist of pro-glacial outwash and glaciofluvial deposits, glacial outwash sands and gravels interbedded with till and alluvial fans consisting of cross-bedded sands and sandy-gravels. Lacustrine sediments occur within the mid to lower portion of the glacial sequence and contain intervals of low-shear-strength clays and silts. Two large (1.3 and 7 Mt or 1.4 and 7.7 million st) waste rock buttresses were required to maintain slope stability using slot-cut and fill mining methods, as described in Fortin et al. (2011).The Valley porphyry deposit occurs in the central portion of the late Upper Triassic Guichon Creek Batholith, which intrudes assemblages of the Permian Cache Creek and Upper Triassic Nicola groups. The Valley deposit occurs in an area of intense fracturing near the intersection of the northerly trending Lornex Fault and the northwest to westerly trending Highland Valley Fault."

The 2006 Sago, Darby, and Aracoma mine disasters in the United States (US) forced the US government to implement the 2006 MINER Act and additional regulations that require all US underground coal mines to install and maintain refuge chambers to manage entrapment emergencies, in particular, fires and explosions. However, there is a debate on whether barricading in refuge chambers is a good strategy to survive such emergencies. Australian coal mines are not required to use refuge chambers and, instead, have adopted a strategy that focuses on instructing and training miners to self-escape to the surface. This paper analyzes merits and problems of using refuge chambers and self-escape to the surface to manage emergencies in fires or explosions in an underground coal mine. The authors found that the use of refuge chambers may not be the best strategy during extensive fires or when multiple explosions happen. In these situations, mine rescuers are unlikely able to extract miners who are sheltered in chambers and conversely, self-escape may save more lives than sheltering. Chances for successful self-escape are further improved by regular, externally assessed training such as Level 1 Emergency Exercises required in the Australian State of Queensland. These exercises put pressure on mine operators to ensure and maintain the effectiveness of their emergency management system.

Wakrah and Wukair Drainage Tunnel, WWDT is 13 km long with a 4.5 m ID sewer water tunnel about 50 to 60 m below ground surface. Integral to the project are several adits with provisions for future connections as well as four work shafts, four intermediate access shafts, ancillary hydraulic structures, and an Odor Control Facility. The shaft depths range from 50 to 60 m. The project is constructed in aggressive ground with aggressive ground water. The construction activities require years of pumping and disposal of the ground water during tunneling operations as well as construction of permanent structures in shafts. Grouting of the corrosive rock mass in corrosive groundwater for the WWDT has been described in detail.

The Sales Comparison Approach to estimating the value of a mineral property must always be attempted1 . In addition to other parameters, the approach depends heavily on the availability of transaction data. The consideration for the mineral property must be in form of cash, cash equivalent or other consideration. In other words, “What dollar amount did the property sell for?” Mineral properties are generally real estate, albeit frequently buried deeply under the overlying surface real estate, unless the property may be a quarry. In some states, transactions must be recorded in county courthouses, and the sale consideration must be included. In such cases, the appraiser’s job is made easy. In other locations, the sale considerations are withheld in the courthouse data; but occasionally a local transfer tax is collected and recorded. Again, the appraiser’s job is made easy by back calculation with knowledge of the legislated transfer tax percentage. The worst problem occurs when the consideration for a mineral real estate sale is totally withheld. That may occur in so-called nondisclosure states.
