The supply of arsenic trioxide in 1982 was adequate to meet domestic demand. Allocation of supply by major domestic and foreign producers that began in 1977 ended during the first quarter of 1982. Major demand was about evenly divided between industrial chemicals and agricultural chemicals. Domestic Data Coverage.-Commercial- grade arsenic trioxide and arsenic metal were produced by only one U.S. company. In order to prevent disclosure of proprietary data, arsenic production data have been withheld.

A joint effort by the U.S. Bureau of Mines and the U.S. Mine Safety and Health Administration (MSHA) was undertaken to determine how well self-contained self-rescuers (SCSR's), deployed in accordance with Federal regulations (30 CFR 75.1714), survived the underground environment with regard to both impact damage and aging. This report presents findings regarding laboratory-tested SCSR's from 1982 through 1990. The SCSR's were tested on human subjects and on a breathing and metabolic simulator (BMS). These results indicate that most of the apparatus, if they pass their inspection criteria, perform as expected except for units with manufacturing defects or design deficiencies. However, when the apparatus are carried in and out of the mine daily and stored at the working section, they may suffer abuse. Physical signs of abuse, unless extremely obvious, are frequently not detected by the miners or mine operators. This poses a potential danger to a user in an emergency. Recommendations include improved training in inspection procedures.

This study examines the patterns and trends in noise exposure documented in data collected by Mine Safety and Health Administration inspectors at U.S. coal mines from 1987 through 2004. During this period, MSHA issued a new regulation on occupational noise exposure that changed the regulatory requirements and enforcement policies. The data were examined to identify potential impacts from these changes. The overall annual median noise dose declined 67% for surface coal mining and 24% for underground coal mining, and the reduction in each group accelerated after promulgation of the new noise rule. However, not all mining occupations experienced a decrease. The exposure reduction was accompanied by an increase of shift length as represented by dosimeter sample duration. For coal miners exposed above the permissible exposure level, use of hearing protection devices increased from 61% to 89% during this period. Participation of miners exposed at or above the action level in hearing conservation programs rapidly reached 86% following the effective date of the noise rule. Based on inspection data, the occupational noise regulation appears to be having a strong positive impact on hearing conservation by reducing exposures and increasing the use of hearing protection devices and medical surveillance. However the increase in shift duration and resulting reduction in recovery time may mitigate the gains somewhat.

 The Bureau of Mines, in conducting investigations of atmospheres in mines and tunnels for the purposes of determining and combating hazards to the health and safety of workers, has from time to time closely cooperated with municipal, State and Federal agencies in safety work in engineering and ventilating probleme. Recently the writers have conducted experiments with animals and men breathing helium-oxygen mixtures under pressure. The object of this work was to determine whether helium-oxygen atmospheres can be utilized to advantage in place of normal air for caisson and diving work. In such work the permissible pressures and times of compression and decompression are limited by the physiological effects on man. The major effect is that the nitrogen, (which is the inert con- stituent of normal air and is absorbed by the body tissues and fluids in abnormal amounts when under pressure,) tends to form bubbles in the tissues on too rapid discompression from high pressures. The Bureau of Mines is interested in this problem on account of the pos- sibilities of mitigating caisson illness in tunnel construction and other engine eering operations requiring men to work in compressed air. In addition, the Navy Department is interested on account of the possibilities for extending the range of salvaging and marine engineering operations. The results of the experiments conducted by the writers lead to the following conclusions: Helium is without odor or taste and has physical properties which promise to be of interest physiologically and which have been found to have possibilities of creat practical use, especially in making a synthetic atmosphere that will re- duce the hazard of caisson disease. The substitution of helium for the nitrogen ordinarily present in the air we breathe has been found to result in an atmosphere which it as respirable as that provided by nature.  This paper describes the method used and results obtained in testing a hand-fired down-draft furnace at a plant in Washington, D. C., in order to determine the method of firing that would give the best results with a minimu of smoke. The smoke regulations of the District of Columbia are very rigid, and are well enforced, A paragraph of the ordinance relating to furnaces other than household, reads, "The emission of dense or thick black or gray smoke or cinders from any smokestack or chimney 113ed in connection with any stationary engine, steam boiler, or furnace of any description within the District of Columbia shall be deemed, and is hereby declared, to be a public nuisance". This ordinance, if literally enforced, would eliminate all ordinary hand-fired grates and furnace combinations where coal other then anthracite is used. However, in several Gov- ernment plants where hand-firing of coal is still necessary conditions have been satisfactorily met by installing the down-draft type of furnace. In these plants, as at all hand-fired plants, considerable difference in operating details and methods is found. The firemen are paid day laborer's wages and are often inexperienced. The instructions of the furnace makers fre- quently do not appeal to the firemen, and are not closely followed, This is partly due to the necessity of running the boilers continuously at much higher ratings than were intended by the manufacturer. Tests were made on a Hawley furnace of this type to improve the methods of firing, particularly at the higher ratings.

Condition-based maintenance (CBM) of industrial equipment is generally recognized as being the most cost-effective means for improving equipment availability. However, prerequisite to successful implementation of CBM is a reliable detector of failing components. One such detector, termed the effective negative-sequence impedance, had previously been identified as an indicator of induction motor stator winding degradation. However, a limitation of this detector is that it does not change in a predicable manner under certain motor operating conditions. This paper presents an experimental investigation of an improved technique for on-line detection of induction motor stator winding degradation. The paper begins with a brief description of the detectors, followed by a detailed description of the experimental setup, the experiments conducted, and results.

The largest producing coal field in Alabama, the Warrior Coal Field, was discovered in 1821'. Since then, coal has become Alabama's leading industrial mineral, both in production and income. Alabama has traditionally been one of the nation's major coal-producing states. This level of production is expected to continue due to Alabama's high-quality, low-sulfur coal. Alabama produces both bituminous and lignite coal. The bituminous coal is mined by underground and surface methods from four major coal fields in 24 counties. Alabama's lignite deposits, which are located in the southern part of the state, are not presently being mined. However, Alabama lignite is high-grade, and deposits are very shallow and easily surface-mined. Alabama gained primacy when its regulatory program was conditionally approved May 20, 1982. The program was fully approved July 5,1984. Alabama's Abandoned Mine Lands program was approved May 20,1982, and its emergency program was approved January 23, 1991. Although a Federal Lands Cooperative Agreement between Alabama and OSM became effective August 30,1985, no coal mining is currently taking place on federal lands in the state.9

Unusual circumstances may require that a longwall retreat into or through a previously driven room. The operation can be completed successfully, but there have been a number of spectacular failures which exposed miners to serious roof fall hazards. To help determine what factors contribute to such failures. the National Institute for Occupational Safety and Health (NIOSH) compiled a comprehensive international database of 130 case histories. The cases include five failures where major rock falls occurred in front of the shields, and six even more serious failures involving major overburden weighting. This suggests two room failure mechanisms The first is a roof fall type failure caused by loading of the immediate roof at the face as the fender narrows. The second is a weighting type failure caused by the inability of the roof to bridge the recovery room and face area, and affecting rock well above the immediate roof The data indicate that the roof fall type of failure is less likely when intensive roof reinforcement (bolts, cables, and trusses) is employed together with higher-capacity shields The overburden weighting failures, in contrast, occurred when the roof was weak and little standing support was used

Emergency personnel, like all workers, carry out their duties within an environment composed of a set of discrete elements. First, there is the emergency itself. Whether a forest fire in France, a tornado in the American Midwest, or a mining disaster in Russia, the emergency imposes certain exigencies upon the responders. Second, a social structure exists with specific social units, rules, and forms of association. An emergency response, therefore, takes place within a context of prescribed behaviors, expectations, and value judgments that are sometimes in conflict with each other. Third, there is a technology that must be understood in order to accomplish group goals. If the technology itself is implicated in the emergency, the entire emergency environment may be impacted. Clearly, a breakdown in any of these elements could result in worker injury and might heighten responder stress. This paper discusses how emergency workers not only get injured but may come to experience bum-out, post-traumatic stress syndrome, or impaired work and family relationships, even though their normal work setting (the emergency) is expected to be 'abnormal'. The authors suggest areas in each of the three environmental elements that, deserve further inquiry.

The existence of vast deposits of lignite in the West Central and Western States is well known, although the extent and importance of the deposits have not been appreciated, nor has there been an adequate economic utilization of the deposits. The work of the Bureau of Mines, the United States Geological Survey, and the State geological surveys is disclosing an increasingly large area, underlaid with this kind of coal. Among the States having the largest workable deposits may be mentioned North Dakota, Montana, Wyoming, Colorado, and Texas, and in several other Western States lignite occurs in smaller areas. In North Dakota alone it is estimated that the deposits cover approximately 32,000 square miles, many of them being 10 to 15 feet thick and capable of producing in all several hundred billions of tons of lignite. When one stops to consider what these figures mean as to the immensity of these deposits in the West, it is not strange that people are seeking to ascertain better means for deriving larger benefits from the proper utilization of those great deposits. Consequently, any proposed methods of utilization that are promising are well worthy of careful consideration.

A major focus of ground control research presently being conducted by the Spokane Research Laboratory of the National Institute for Occupational Safety and Health (NIOSH) is to incorporate weak rock masses (such as are associated with operations in the Carlin Trend in Nevada) into existing design relationships. The original database that led to most of the empirical design relationships presently employed in hard-rock mining was derived from fair-to-good-quality rock. In this study, the relationship between weak rock quality and opening design (non-entry/entry methods) is being investigated. The common factor in all mines is a weak back or wall. This work attempts to provide tools that will enable a mine operator to make economic decisions that will also ensure a safe working environment. The prolonged exposure of equipment operators to shock and whole-body vibration (WBV) IS linked to cumulative back, neck, and abdominal disorders. In low-coal mines, space restrictions make seat suspensions difficult to use in isolating operators from shock and WBV. Researchers at NIOSH, Pittsburgh Research Laboratory, are responding to these issues by investigating viscoelastic foams. For the full-load case. an ergonomic seat with viscoelastic foams isolated the shuttle car operator from shock at 15 Hz. Researchers used results from additional foam testing with an analytical model to identify viscoelastic foams that provide shock isolation at a frequency below 5 Hz.

The Bureau of Mines measured the vapor pressures of selected mixtures in the binary systems CdCl2 ?SnCl2, CdCl2 -ZnC12, PbCl2 ?SnCl2, and PbCl2 -ZnCl2 by the static pressure method. These data were evaluated by the second-law (sigma-plot) method. Equations expressing the vapor pressures and the heats and free energies of vaporization as functions of temperature are given.

Groundfalls are much more likely to occur in coal mine intersections than in entries. NIOSH is using the experience of U.S. coal mines to determine the factors which influence intersection instability and provide guidelines for the safe excavation and support of intersections. Detailed field investigations have resulted in a database of U.S. coal mines containing 12 mines and 639 roof falls so far. By using the roof fall rate as the outcome variable, correlations between roof geology (CMRR), intersection span, and roof support have been established. Case studies have indicated that replacing 3- way intersections with 4-way intersections may not reduce the total number of roof falls. Additionally, the size of intersection spans tend to decrease with lower (weaker) CMRR. Protocols have been established for the collections of roof bolt parameters. The performance of individual roof bolts can now be tracked with roof fall rate.

The papers contained herein summarize results of various recent Bureau of Mines investigations in the area of mine power distribution systems. They are based on information from Bureau personnel, contractors and grantees, and Mining Enforcement and Safety Administration. Conclusions drawn from a series of parameter measurements on mine power systems, taken over a 3-year span, are presented. Personnel and equipment hazards due to faults on isolated, solidly grounded, and resistance grounded three-phase systems are discussed. Two papers cover dc applications of circuit breakers, including a novel protection scheme for trolley lines. The methods of suppressing induced arcing currents and voltages in a-c machines are evaluated. An evaluation program for ground monitors is described. Acceptance test procedures and the importance of various paparameters for trailing cable splice are covered. A number of techniques for locating faults in trailing cables are described.

To determine the effectiveness of multiple types of fire sensors for early and reliable mine fire detection. Background The National Institute for Occupational Safety and Health (NIOSH) has evaluated the effectiveness of multiple types of fire sensors for early mine fire detection and nuisance signal discrimination. Reliable early fire detection in underground mine can be hindered by false fire alarms produced by carbon monoxide (CO) and smoke particulate emissions from diesel equipment, welding, and metal-burning activities. Another false fire alarm source is the cross-interference of hydrogen (H2) produced by battery-charging operations with a CO sensor's chemical cell. Workers can learn to ignore repetitious "false" alarms associated with these emissions. This jeopardizes their safety in the event of a mine fire.

The Bureau of Mines has developed a simple titration technique for determining the points of zero charge (PZC) on minerals. The technique consists of titrating a mineral slurry with the potassium salt of polyvinyl sulfuric acid (PVSK) in the presence of an indicatory dye and a positively charged polymer. Values obtained by this simple method are in good agreement with values found in the literature.

Exports of agricultural products, mostly coffee, continued to account for more than 90% of Burundi's foreign exchange revenue. The country's ban on commercial mining was lifted in 1987. Mining of peat for fuel, limestone for agriculture, and clay for insecticides continued as in previous years. At yearend, Burundi's external debt stood at almost $700 million.2 Amoco Burundi, a subsidiary of the Amoco Petroleum Co., drilled two exploration wells in northern Lake Tanganyika in 1987. No oil was found, but preliminary findings were encouraging enough that further seismic surveys and offshore and onshore drilling exploration were planned in 1988. Any oil or gas finds would have substantial impact on the Burundian economy because a major portion of the country's trade deficit was directly attributable to petroleum and gas imports. The Zaire Government agreed in June to let Amoco Burundi explore Zaire's side of Tanganyika using the same equipment and personnel being used in Burundi.

For the last 3 decades, coal pillars in the Republic of South Africa have been designed using the well-known strength formula of Salamon and Munro that was empirically derived after the Coalbrook disaster. The database was recently updated with the addition of failures that occurred after the initial analysis and the omission of failures that occurred in a known anomalous area. An alternative method of analysis was used to refine the constants in the formula. The outcome was a new formula that shows that the larger width-to-height ratio coal pillars are significantly stronger than previously believed, even though the material itself is represented by a reduced constant in the new formula. The formula predicts lower strength for the smaller pillars, explaining the failure of small pillars that were previously believed to have had high safety factors. Application of the new formula will result in improved coal reserve utilization for deeper workings and enhanced stability of shallow workings.
